AGENCY NEW DELHI, JUL 30 Parliament on Tuesday approved the bill that makes instant triple talaq a criminal of- fence, after the contentious legislation was passed by Rajya Sabha following non- aligned BJD extending support and NDA constituents JD-U and AIADMK walking out. Lok Sabha had passed the Muslim Women (Protection of Rights on Marriage) Bill last week and with Rajya Sabha now approving it, the practice of instant divorce by Muslim men will be punishable by jail term of up to three years. The Upper House passed the bill by 99 votes in favour and 84 against it. It earlier rejected an opposition spon- sored motion to send the bill to a Rajya Sab- ha Select Committee with 100 votes against it as compared to 84 in favour. While BJD supported the legislation, JD-U and AIADMK walked out, lowering the majority mark which normally stands at 121. The ruling NDA has 107 members in the 242-member Rajya Sabha. The NDA was also helped by the ab- sence of some members of SP and BSP as well as those of Telangana Rashtra Samithi (TRS) and YSR-Congress. The same strategy had helped the gov- ernment push through the contentious amendment to the Right To Information (RTI) Act last week despite lacking num- bers in the Upper House. Once granted assent by the President, the bill will replace an ordinance promul- gated last on February 21 to the same effect as the bill. Replying to a four-and-half-hour debate on the Bill, Law Minister Ravi Shankar Prasad cited jail provisions in the legisla- tions that ban dowry and multiple marriages by Hindu men to justify the three-year jail term for Muslim men practices triple talaq. To Leader of the Opposition Ghulam Nabi Azad, who termed the bill as a politi- cally motivated move to destroy Muslim households with domestic fights, the minis- ter said the Congress leader should think of why his party could never win majority fol- lowing the peak of 400-plus seats it won in 1984. He saw the 1986 Shah Bano case, where the Congress did not stick its neck out to support women rights, as the main reason for the downfall of the party. The law, he said, was not being brought due to the Supreme Court ruling of 2017 de- claring talaq-e-biddat, commonly referred to as instant triple talaq, unconstitutional. "I am a minister of Narendra Modi gov- ernment and not Rajiv Gandhi govern- ment," he said citing the Shah Bano case of 1986. He said he cannot leave in lurch women who have been divorced by triple talaq via WhatsApp or other such means. When Muslim world is trying to reform, why can't a democracy do the same, he said. Trying to shed anti- Muslim image, he said his party gave the nation a Presi- dent from the same commu- nity. On opposition charge of targeting Muslims, he said BJP may be getting a little less votes from the communi- ty but it considers them very much a part of the country and works on the principle of 'sabka saath, sabka vikas, sabka vishwas'. Prasad said the bill should not be seen through a political prism as it is a matter of humanity, woman empowerment and gender equality. "More than 20 Islamic nations have regu- lated triple talaq," he said. Azad said the opposition has been forced to vote against the bill after the government did not accept their demand to send it to a select commit- tee and make triple talaq a civil offence. "V G Siddhartha, Chairman and Managing Director of Coffee Day En- terprises Limited is not reachable since yesterday evening. We are tak- ing the help of concerned authorities," Coffee Day Enterprises said in a regu- latory filing. "Company is professionally man- aged and led by competent leadership team, which will ensure continuity of business," the filing added. Shares of Coffee Day Enterprises tanked 20 per cent and hit the lower circuit limit as well as 52-week low of Rs 154.05 apiece on BSE after news surfaced that its founder has gone missing. Siddhartha, the son-in-law of for- mer Karnataka chief minister S M Kr- ishna, was headed for Sakaleshpur but on the way he had asked his driver to go towards Mangaluru, according to the police. On reaching a bridge over the Netravati river in the Kotepura area in Dakshina Kannada district, he got down from the car and told his driver that he was going for a walk. "He (Siddhartha) asked the driver to wait till his arrival. When he did not return even after two hours, the driver approached the police and lodged a missing complaint," deputy commis- sioner of Dakshina Kannada district Senthil Sasikant Senthil told PTI. More than 200 policemen and divers on about 25 boats were carry- ing out searches for him. The deputy commissioner said that sniffer dogs have also been pressed into service. BUREAU CHANDIGARH, JULY 30: Punjab Chief Minister Captain Amarinder Singh on Tuesday issued the first transfer orders for teachers un- der the new Transfer Policy with the click of a button, ensuring total trans- parency in the system. Under the new policy of the De- partment of School Education, ap- proved by the Cabinet in January this year notified in June, all transfers of teaching staff are now being done only online, with no human intervention, thus ending the widespread corruption reported in the matter of such trans- fers. The Chief Minister said his gov- ernment planned to extend the policy to other departments, thus ushering in total transparency in their systems too. With the computer-driven system, there was no scope for any bias or prej- udice, and the process was designed to award performance, he added. A total of 11063 applications were received for transfer, of which orders in the case of 4551 were successfully issued while 6506 could not be enter- tained in the first round, an official spokesperson disclosed after the on- line transfer orders by the Chief Min- ister. Schools have been divided into five zones for this purpose, with de- tailed criteria laid down to decide claims against the transfers. These cri- teria include the length of service, age, marks for special categories like fe- males, widow, divorcee, unmarried fe- males, differently abled persons, per- sons suffering from debilitating disor- ders, couple cases. Apart from this, 90 marks have been provided, out of the total 250, for performance of the teachers, thus making the system total- ly performance-based. This includes the results of the teachers, perform- ance as per the Annual Confidential Report etc. Another 15 marks have been provided in case the teacher en- rolls his/her wards in a Government school. Finance Minister Captain Abhimanyu said that the state government has is- sued these orders in compliance of announcement of Chief Minis- ter Manohar Lal Khattar. He said that according to the census of 2011, the employees of the state government posted in various cities and towns will be given the revised House Rent Allowance. JAMMU, JULY 30 34-year-old Naik Krishan Lal lost his life in ceasefire violation by Pakistan along the Line of Control (LoC) in Sunderbani sector of Rajouri district of Jammu and Kashmir on Tuesday. Two Pakistani soldiers were killed in retaliatory action by Indian Army in Tangdhar-Keran sec- tor along the LoC. A BCCI release said Shaw had "inadvertently in- gested a prohibited sub- stance, which can be com- monly found in cough syrups". Shaw's suspension is ret- rospective in nature, starting from March 16 and ending on November 15. Apart from Shaw, two other cricketers -- Akshay Dullarwar and Divya Gajraj - - were also suspended for the same offence. Shaw had pro- vided a urine sample as part of the BCCI's anti-doping testing programme during the Syed Mushtaq Ali Trophy on February 22, 2019 in Indore. For this, the DistrictCollector has imposed Section 144 of theCode of Criminal Procedure, 1973, in thedistrict, from today till further orders.It is learned from the police that most ofthe domestic violence and property crimeis done by the tenants, peing guests andprivate car drivers. There is no addressof these servants by the owners, due towhich the problem arises after finding theculprit. Protesting against the constitution of theHaryana Administrative Tribunal by theHaryana government, the Punjab andHaryana High Court Bar Associationmembers continued indefinite strike onthe third day today. As a result of thestrike by the 5600 Bar Associati0n mem-bers, around 3000 to 4000 litigants aregetting affected daily as no work was be-ing done in the High Court for the secondday today.

The Punjab and Haryana High Courtlawyers are resenting the Haryana Ad-ministrative Tribunal on the ground that iterodes the powers of the courts. Thelawyers marched to the Haryana RajBhawan yesterday for lodging theirprotest.

The Additional Chief Secretary,Haryana Health and Family WelfareDepartment, Mr. Rajeev Arora saidthat eye donation centres will be setup in all 22 district hospitals of thestate to promote eye donation.

Arora was presiding over meetingof State Blind Control Society organ-ized on the directions of Health Min-ister, Mr. Anil Vij, here today. He saidthat total 4 eye donation centres and12 eye banks are working in the state,including one each at Faridabad andHisar and two at Yamunanagar. Peo-ple could be motivated for eye dona-tion through wide publicity at the dis-

trict level through these centres. Forthis, help would also be sought fromthe NGOs and private eye doctors inthe state.

Arora said that at present, thespread of blindness in Haryana and atnational level is one per cent, and theState Government has set a target toreduce it to 0.3 per cent by 2020. Un-der this, a number of steps have beentaken for the prevention of blindnessin the state, in which the eyes of chil-dren and senior citizens are being ex-amined at school level and free glass-es and medicines are being distributedto them. Arora said that populationbased screening will be carried out tocollect data of people suffering fromblindness and deafness in the state.

For this, duty will be assigned tohealth workers to visit doorsteps ofpeople and collect data. Apart fromthis, awareness camps will be organ-ized at village level, which will moti-vate more and more people for eyedonation. He said that for this, it ismandatory for all the districts willhave to register all eye donors on the‘Darpan Portal’ so that their full de-tails can be collected.

Two brothers, residents of Railway Colony, Barara, al-legedly murdered their neighbourer on Tuesday night on apetty issue of repairing electric wire passing over the twohouses. Brothers Sumit and Rahul allegedly attacked 45-year-old Mohan Lal with daggers when the latter was re-pairing the wire. Mohan was seriously injured in the attackand rushed to the MM Medical College hospital where doc-tors declared him brought dead. Mean-while, a fresh batch of 1175pilgrims left for Bhagwati Na-gar, Jammu base camp in 47vehicles for Baltal in the cen-tral Kashmir district of Gan-

derbal and Nunwan Pahalgamin south base camps early thismorning, under unprecedentedsecurity arrangements. An of-ficial of the pilgrimage toldUNI that the religious journey

was suspended on the shortestBaltal as a precautionarymeasure, due to slippery track,since Saturday. Similarly, hesaid the devotees, who werescheduled to leave the cave

shrine after darshan for Baltal,were stopped, to prevent anyaccident. The weather is pleas-ant and track is also safe forfoot journey, the official said,adding that a fresh batch of4278 pilgrims, including 921women, 29 sadhu and ninechildren, left Baltal base campearly this morning, for thecave shrine. The worshippersare likely to reach the caveshrine, after covering the hillydistance on foot in the after-noon, to pay obeisance. Thepilgrims, who were staying inthe camps near the shrine afterdarshan, were also returningback to base camp.

MIS approved forprocurement of appleSHIMLA, JUL 30

The state government has givenapproval to implement GovernmentMarket Intervention Scheme (MIS)for procurement of apple in the stateduring the year 2019. This schemewill be implemented in the State witheffect from 20 July, 2019 to 31October, 2019. The scheme will beimplemented for procurement of1,47,919 M.T. apple for whichprocurement price will be Rs. 8.00per kg and handling charges will beRs. 2.75 per kg, while assumed salerealization will be Rs. 3.50 per kg.Under the scheme, 279 procurementcentres will be opened as per demandof the fruit growers out of which, 162collection centres will be opened andoperated by the HPMC and 117 bythe HIMFED by their own staff forwhich funds amounting to Rs. 258.46lakh (Rs. 152.28 lakh for HPMC and

Rs. 106.18 lakh for HIMFED) will beprovided by the government. Thefruits would be procured in 35 kggunny bags with 2.5 percent morefruits in view of evapo -transpirationand respiration losses. Only applehaving diameter above 51 mm will beprocured/accepted under the scheme.Fruit having punctured skin or birdeaten/damaged would not beaccepted. Fruit infested withinsects/pests and fungal diseasesincluding scab, ethral sprayed,immature/over mature or over ripeand severely bruised fruit would alsonot be accepted.

''There have been no valid orders bythe government. A lot of rumours arespread here. Do not pay any heed tothem. Everything is fine, everything is

normal,'' Mr Malik said when askedabout slew of orders appearing onsocial media about possibility ofdeterioration of law and order situationin the valley after August 15.

''If a person sneezes in Lal Chowk,till the time the news about this incidentreaches Governor house, it getsprojected as a bomb blast,'' he said onthe sidelines of a function at SKICC inSrinagar.

Chairing an interactivesession with the members ofthe Board constituted to sug-gest measures to initiatechanges in the agriculturepattern, Captain Amarinderalso directed the PlanningDepartment to set up a cen-tralised Data Analysis andMonitoring division for col-lation of all data related tothe various agriculturalschemes in the state. would help in ensuring qual-ity policy and decision mak-ing, besides ensuring con-current monitoring and end-of-project evaluation of allGovernment welfareschemes, he added. Express-ing concern over the fast de-pleting water table, Captain

Amarinder underlined theneed to prioritise less waterconsuming crops, beginningwith Maize, Cotton and Sug-arcane. He asked the Boardto come up with a strategy topersuade the farmers to shiftto these crops, from the tra-ditional wheat and paddy.

Disclosing this here today a spokesman of Vigilance Bureau Punjabsaid Harpreet Singh Panchayat Secretary was caught red handed on the complaint of Labh Singh of village Sionadistrict Patiala. Giving details he said the complainant approached the VB and alleged that Panchayat SecretaryHapreet Singh was demanding Rs. 10,000 from him to give more time for depositing contract money pertainingto panchayati land. He informed that the accused had already accepted Rs.5,000 as a first installment from him.

After verifying his complaint the VB team laid a trap and the accused Panchayat Secretary was arrested onthe spot and Rs. 4,000 of second installment was recovered from him in the presence of two official witnesses.He informed that a case under Prevention of Corruption Act has been registered against the accused at VB po-lice station Patiala and further investigation was under progress.

"Theaccused Nitin Pareek demanded Rs25,000 as bribe to release thecompensation amount. The Delhi High Court onTuesday refused to grant anearly hearing on a petitionmoved by the Central Bureauof Investigation against theacquittal of A Raja,Kanimohzi and others in the2G spectrum case.

Justice A K Chawla washearing a petition moved bythe investigating agency onMay 31, seeking an earlyhearing in the case, which isalready slated for October 24.

During the proceedings,Additional Solicitor General(ASG) Sanjay Jain,representing CBI, contendedthat the agency cannot waituntil October and requestedthe court to understand thegravity of the matter.

"We need an earlyhearing. There are arbitrationclaims. In this matter,

eventually on merit, we maylose but not because ourmatter is not being heard," hetold the court. The additionalSolicitor general told thecourt that the matter is ofnational importance withinternational ramifications."Respondents have no locusto oppose the same," headded. Counsels of therespondents, however,opposed the agency'sapplication, asserting that

A Bhopal court has issued a summon tothe former vice-chancellor ofMakhanlal Chaturvedi NationalUniversity of Journalism andCommunication BK Kuthiala to appearbefore it on August 31 in connectionwith the alleged financial anomalies.

On 14 April, Madhya PradeshEconomic Offences Wing (EOW) hadregistered an FIR against Kuthiala and19 others, including HODs, for allegedirregularities in appointments andfinancial matters.

The notice, issued to Kuthiala onJuly 23, stated that he is absconding anddirected him to appear before the

Special Judge Sanjeev Panday, failingwhich his movable and immovableproperties will be ordered to beattached.

"The accused, charged underSection 409, 420 and 120B of the IndianPenal Code and various sections of thePrevention of Corruption (PC) Act, isabsconding and despite severalattempts, could not be arrested," thenotice stated.

The accused is absconding to evadethe warrant issued against him, it read.

Reforms in voters' listneed of hour: Cong MP

NEW DELHI: Highlighting plightof voters who find their namesmissing on polling day, a CongressMP in Rajya Sabha on Tuesdaysuggested that there should be apermanent voters' list to address theissue. Raising the matter during theZero Hour in the House, seniorCongress member P L Punia said alarge number of eligible voters findtheir names missing or deleted fromvoters' list. Also, there are separatevoters' list for different elections likegram panchayat, state legislativeassembly and Lok Sabha. To addressthe issue, Punia said there should be apermanent voters' list. A name shouldonly be removed if the voter moves toanother area and added in the listthere. "Name should be permanentlyentered (in the list) and should not bedeleted," he said. 5G is seen as a major weapon in the war for military suprema-cy. Artificial Intelligence (AI) and the Internet of things (IoT)are changing the way the modern world moves and cybersecu-rity has become most critical to safeguarding strategic interests.The greatest fear over the 5G networks seems to be their vul-nerability to hacking. The United States' actions against theleading Chinese company in 5G tech — Huawei, the world'slargest telecom equipment supplier — have led to a chain re-action with many other countries, including Australia and NewZealand, taking a stand on not allowing China the upper handin controlling 5G networks, with possible espionage capabili-ties. 5G networks are so fast they can handle data at 10 giga-bytes per second while offering rapid network response time.5G is bound to be the bedrock of military technology. Consid-ering all the implications, US President Donald Trump’s standagainst Huawei is not to be scoffed at, it's more likely a deeply-thought-out strategy.

India may be forced to sit on the horns of a 5G dilemma asit has invited China to be one of the intending contractors forfuture networks. China has moved to allay Indian security con-cerns by offering tests at its new cyber security transparencycentre in Brussels. An informal summit between Prime Minis-ter Narendra Modi and President Xi Jinping is coming up in In-dia in October and moves are already afoot to nudge India inthe direction of allowing Chinese firms in among companies todevelop the new networks. India has to keep in mind the deli-cate balance between areas of cooperation and the tensionpoints in its China relationship before taking a call on 5G. Theintervening period is too short for India to have to decide any-thing before the summit. The best way forward would be totake the tests in Belgium and weigh the national security risksagainst the pricing and the technology before taking a decision.

India must not be bullied into accepting the Chinese offeron 5G but there can be no harm in the subject coming up at theinformal summit with President Xi. Considering the size oftheir economies, India-China relations are far too important tolet just the business of developing 5G networks upset the bal-ance. India, which did well in holding firm on Doklam untilChina relented, should not, however, allow the Sino-Pakistanientente to come in the way of a pragmatic decision on 5G. It isgoing to be the trickiest decision any country can take.

The latest technology has the capacity and speed to upendeverything we have come to accept as evolved technology. Andthe commercial benefits would be phenomenal. India should befree to access it from anywhere or develop its own expertise.

He had told Prime MinisterNarendra Modi that sinceIndia and Britain were bothmodern democracies, theyshould work together topromote trade and prosperi-ty. It’s more than whiskythat he seeks to sell. LikeRichard Nixon, he too iseyeing the huge retail mar-ket. “India is a massive stat-ic market for the UK, but Iwould also like to see Indiaopening up to more of ourgreat brands.” India’s banon multi-brand retail super-markets like Sainsbury orWaitrose keeps out Britishshopkeepers. “Just imaginethat!”

Our “craze-for-phoren”rich would no doubt wel-come such stores wherethey can splash their wealth.But the stalwarts of the rul-ing BJP might feel a shadequeasy about publicly ad-mitting Boris Johnson’s ar-gument that WinstonChurchill would have been“very proud at the continu-ing legacy of Britain inthose places around theworld, and particularly Ithink he would have beenamazed at India, the world’slargest democracy, and astark contrast with otherless fortunate places thathaven’t had the benefit ofBritish rule”.

If, as seems likely,Prime Minister Modi man-ages to establish the samekind of boisterous relation-ship with Boris Johnson ashe seems to have done withDonald Trump and Israel’sBenjamin Netanyahu, theymust find a way around thatminor obstacle of ideologi-cal consistency.

Scholars do not agree onthe etymology of theword Ladakh. For some,

it is the “Land of the Passes”(la); for others, it is the “Landof the Lamas”. Whatever thecorrect interpretation, it is, forboth reasons, certainly one ofthe most stunning places onearth. Visiting Leh earlier thismonth, I had the opportunityto experience once again thecelebrated peace of the placeand the hospitality of theLadakhis.

The region has, however,completely changed since myfirst visit in 2002. Along withthe majestic gompas (monas-teries), you can now see amyriad of cement shops sym-bolising daily faster develop-

ment; all due to the craze ofthe Indian and foreign touristsfor the mountainous region.Though the Kashmir Valleyconstantly draws the attentionof the world media and thechancelleries in New Delhi, itis geographically a very smallportion of the state andLadakh is far more strategicfor the nation, with two un-friendly neighbours on itsborders.

At the time of Kashmir’saccession to India in October1947, political and economicpower was offered to SheikhAbdullah’s National Confer-ence government in Srinagardespite the fact that Ladakhcovered 70 per cent of thearea of J&K under India’s ad-

ministration. Dominated forthe past 70 years by succes-sive Srinagar governments,Leh has for decades been de-prived of any say on its owndevelopment. It is finallyslowly changing. BEL's Q1 profit up 14pc despite dip inturnoverBENGALURU: Navratna defencepublic sector undertaking BharatElectronics Limited (BEL) has reported14 per cent jump in its profit after taxat Rs 204.7 crore during the first fiscalquarter (Q1 FY20) from Rs 179.7crore in the year-ago period. However,the turnover dipped marginally to Rs2,042 crore from Rs 2,078 crore in Q1of FY19, the company said in astatement. While earnings beforeinterest, tax, depreciation andamortisation (EBITDA) stood at Rs381 crore in the June quarter, up 16.6per cent year-on-year from Rs 326.5crore, the profit before tax was Rs 290crore compared to Rs 250 crore in Q1FY19. BEL's order book on July 1stood at Rs 51,715 crore with majorsupplies comprising upgrading ofcommunication equipment, integratedair command and control systems,naval equipment, smart city business,radars and real-time informationsystems.

The cricketer-turned-politician asserted that therewas no precedent in Islamic history forforcefully converting others. Pak Army plane crashes in Rawalpindi, 17 killedAGENCYISLAMABAD, JUL 30

At least 17 people, including twopilots and three military personnel,were killed and 12 others injuredwhen a Pakistan Army aviationaircraft on a routine training flightcrashed in a residential area in thegarrison city of Rawalpindi earlyon Tuesday.

The plane crashed in thesuburbs of Mora Kalu village,killing 12 civilians and five crewmembers and destroying five to sixhouses, the Pakistan Army said.

It said that all five crewmembers, including two pilots,were killed and 12 others wereinjured in the accident.

District commissionerRawalpindi Ali Randhawa told themedia that the incident occurredbetween 2:30 to 2:40 am when asmall military plane which was ona training mission crashed inRawalpindi.

The dead and injured wereshifted to various hospitals ofRawalpindi, where paramedics

said most of the victims werebadly burnt. Radio Pakistan alsoreported that 17 people were killedin the accident.

The cause of the crash is yet tobe ascertained and the rescueoperation was completed by themorning, the authorities said.

The village where the planecrashed is located close to the posharea of Bahria Town. Soon afterthe crash, a massive fire broke out

that engulfed several houses in thelocality.

Some of the locals have alsouploaded pictures of the burninghouses on social media.

Olympic medal-winning wrestler SakshiMalik does not endorse the IndianOlympic Association's call for a boycottof the 2022 Commonwealth Games butat the same time feels that droppingshooting from the event's roster is"wrong on the athletes."

The Indian Olympic Association lastweek proposed boycott of the 2022Birmingham CWG for dropping shoot-ing from the roster, and sought the gov-ernment's approval.
