The decision was taken in ac- cordance with a communica- tion issued by the government on the updated Standard Op- erating Procedures (SOPs) on December 18, the Ministry of Culture said in a statement. It, however, said that the su- perintending archaeologist (SA) would decide the total number of visitors per day in the ASI-protected monuments after discussions with the re- spective district magistrate who is the chairman of the District Disaster Management Committee. "Nepal President ratifies the proposal of parliament dissolu- tion presented forward by Prime Minister KP Sharma Oli," Presi- dent Office said in a press re- lease. Upon the recommendation of the council of ministers, Pres- ident Bhandari also announced the date of the national polls to be held in two phases on April 30 and May 10 in 2021. This comes after Prime Min- ister Oli had summoned an emergency meeting of the Coun- cil of Ministers after a series of meetings with the party's leader- ship and ministers on Saturday. Oli was under pressure to withdraw an ordinance related to the Constitutional Council Act that he had issued on Tuesday and got endorsed by President Bidya Devi Bhandari. The Nepal PM has been fac- ing pressure from the rival fac- tions of the NCP led by former prime ministers Pushpa Kamal Dahal and Madhav Nepal. Earlier today, Prachanda reached PM residence to get first-hand knowledge on the is- sue. However, PM remained re- served and didn't say anything except that "he will take a firm action today". Prime Minister Oli convened the cabinet meet- ing at 9:45 AM and made the de- cision in less than an hour. The latest step of the Oli-led admin- istration comes amid a rising rift inside the ruling party and the house adjourned for the longest period of time in Nepal's history. Since the Constitution does not have a provision for the House dissolution, the move is likely to be challenged in the court. Sub- sequently, the cabinet has for- warded the proposal of dissolu- tion of the Parliament to the President for consideration. Usu- ally, the President is consulted in advance on these issues by the Prime Minister. Accordingly, the President should approve the dissolution of the parliament. This will lead to strong opposi- tion from the Prachanda and Madhav Nepal camp and they are likely to protest and even file a writ in the Supreme court chal- lenging this position taken by Prime Minister Oli. Seeing no headway in talks with Centre: Farmer Unions AGENCY NEW DELHI, DEC 20 As the farmers' protest entered 25th day on Sunday around 40 farmers' unions have been demanding a com- plete repeal of the recently passed three farm laws while several rounds of talks between the government and farmers' leaders have failed to break the deadlock. The unions have stated that they are not seeing any pragmatic changes from government's side. Manjit Singh Rai, President of the Bharatiya Kisan Union (BKU) at Singhu border told ANI, "The gov- ernment is delaying our matter un- necessarily. They should have re- pealed the laws by now and send the farmers back to their homes. Al- though the government has stated that before the new year begins there would be a solution, however prag- matically speaking, we are not see- ing anything hopeful or even close to that." In addition, Manjit said, "It is getting colder each day and adversi- ties of elderly people are increasing. Government has adopted the policy of talking big in front of the media but in reality, nothing much has changed." Till date, more than 25 farmers who participated in the protest died following various health conditions. Farmer's protest has gained massive support from the state of Punjab with several people helping voluntarily at various bor- ders across Delhi. Along with sever- al sections of the society several op- position parties came out in support of farmers. "Would also like to add, that this movement is not limited to one state or one community. From across the country, people have joined us be it Madhya Pradesh, Ra- jasthan, Gujarat, Maharashtra and other such states," said Rai on the is- sue of the massive support from oth- er states. Farmers have been protest- ing on different borders of the na- tional capital since November 26 against the three newly enacted farm laws- Farmers' Produce Trade and Commerce (Promotion and Facilita- tion) Act, 2020, the Farmers (Em- powerment and Protection) Agree- ment on Price Assurance and Farm Services Act, 2020, and the Essential Commodities (Amendment) Act, 2020. Govt to explain benefits of new farm laws to farmers NEW DELHI: The Narendra Modi government is reaching out to farm- ers across the country, with Union Agriculture Minister Narendra Singh Tomar's eight-page letter to protes- tors being translated into various ver- nacular languages. Sources stated that the letter which was written primarily for Hindi speak- ing states will now be circulated among the farming community across the country in an effort to gar- ner their support for the Central farm laws and explain the issues in detail in a language familiar to them. The Bharatiya Janata Party has de- cided to get the Union Agriculture Minister's letter, detailing the bene- fits of the new farm laws, in major vernacular languages of the coun- try. "As many don't read or write Hindi in non-Hindi speaking states, demand has come from states to translate it in English first, and later to the vernacular languages spoken in various states respectively," a source said. The court had asked the Chief Minis- ters of both the states to sit down and decide but Punjab did not agree to give Haryana its rightful share. He said that in democra- cy there is a way to protest. Protests can be made before the House and the media or by gathering democratically. On this occasion, Mr. Manohar Lal assured the farmers that he would leave politics if there was any kind of threat to Minimum Sup- port Price (MSP). He said that the government is think- ing beyond MSP through the new agricultural laws. MSP will continue like before. Similarly, mandis will con- tinue to function as well, he added. He said that some people are agitating politi- cally, they are not farmer-friendly. We should talk about SYL water with the farmers of Punjab sit- ting on the border, he added. The Chief Minister said that all three new agri- cultural laws are for the ben- efit of farmers. This will free the farmers from bondage, he added. Corona cases on decline in Haryana CHANDIGARH, DEC 20 Haryana's COVID-19 caseload surged to 2,57,644 on Sunday with 577 fresh infections, while the death toll climbed to 2,821 as five more people succumbed to the disease, the state health department's daily bulletin said. Of the latest fatalities, two each were reported from Farid- abad and Sonipat and one from Kurukshetra, it said. The fresh cases were reported from Gurgaon (128) and Faridabad (61), among other districts, according to the bul- letin. Jind and Nuh districts did not report any new cases. Notably, the number of COVID-19 cases and deaths in Haryana has shown a declining trend over the last few days. The number of active cases in the state has also been falling. Hours after Nepal Prime Minis-ter KP Sharma Oli recommend-ed the dissolution of Parliamenton Sunday, the country's Presi-dent Bidhya Devi Bhandari rati-fied the proposal and announceddates for the elections to be heldnext year.

Haryana's COVID-19 caseload surged to 2,57,644 on Sundaywith 577 fresh infections, while the death toll climbed to 2,821as five more people succumbed to the disease, the state healthdepartment's daily bulletin said.

Of the latest fatalities, two each were reported from Farid-abad and Sonipat and one from Kurukshetra, it said.

The fresh cases were reported from Gurgaon (128) andFaridabad (61), among other districts, according to the bul-letin.

Jind and Nuh districts did not report any new cases.Notably, the number of COVID-19 cases and deaths in

Haryana has shown a declining trend over the last few days.The number of active cases in the state has also been falling.

INDRI, DEC 20 (MAINPAL KASHYAP): Leaders and farmers of the Indian Farmers Union paid tribute to the farmers, who were martyred during the farmers' movement at the Herbal Park in Indri. The Indian farmers union's heads Satish Kalsora and Rampal Chahal said that the central government has shown its dictatorship by imposing three black laws on the farmers. He told that this law is not in the interest of the farmers, hence the farmers of the whole country have been agitating against the government continuously for the last 25 days, encircling all the borders of Delhi. But the dictatorial government is firm on its stand. He said that during this movement, around 28 farmers have been martyred and they were paid tributes today. The people and the farmers of the country will always remember their sacrifice. These farmers have made their sacrifices in view of the slavery of the dictatorial government and the future of their next generations. The peasants will stand firm against the tyranny and will give a strong answer to the dictatorial government. He said that it is the government of capitalists, and is taking decisions in the same direction.

While the impact of the Covid- 19 pandemic hasbeen food for analysis across all sectors of theeconomy, one glaring omission is the artist!

What has the lockdown and the slowdown done to all ofus and our work? This is a silence that is deafening in ourpublic discourse. As a performing artist, I of course —like all others in my fraternity — lost out on all myscheduled performances and stage shows, both groupand solo, and all the travels associated with that. Thishad two impacts — first, of course, was the loss of in-come; but also then, my creative graph was rupturedsince my interaction with musicians was forced into ahiatus. However, this seemed inconsequential when onerealised what was happening to the wider artistes’ com-munity at various levels. We are a large sector, very un-organised, scattered and diverse. From folk performersto dancers who are part of group shows, to classicalartistes — just the “dance” category within the perform-ing arts group is incredibly large. The folk performerswho largely depended on weddings and tourist groupswere suddenly completely out of their jobs and manyhad to seek to alternate ways to survive. Nobody in themedia or in the government is even talking about thissector, and that is appalling.There were silver linings, of course. In the performingarts’ community, we saw that there was lot of sharingthat hadn’t happened before. Artistes were talking abouttheir lives, the way they learnt their art forms, the waythey practised, and the problems that they had had andcontinue to face at various points in their career. Onealso saw a lot of discussion and engagement on varioussubjects relating to the arts, that was a welcome devel-opment. Of course, these were the first few months whenone could engage with a lot of things happening online.But with the passing of time these, too, have given wayto the predictable; and too much of the good thing is nowleading to “art reflux”.As far as performances online go, it has been a mixedbag. Everybody seems to be performing, and that may bea good thing in terms of short- term selfgratification. Butsharing everything for free, and placing valuable profes-sional skills acquired over a period of time in the publicdomain without any thought of monetising them, has be-come an extremely worrying trend. Economic models ofsharing work have not been deliberated upon, and hencethere is a danger of the arts being further marginalised.

In order to bolster its defensive capabil-ities, Taiwan is building a submarinefleet to mitigate Chinese nefarious de-

signs to invade the island or install a navalblockade. The construction of eight newstate-of-art submarines kicked off lastmonth at the southern port city of Kaohsi-ung with expected sea trials in 2025, re-ported.

Taiwanese President Tsai Ing-wencalled it a "historic milestone" which"demonstrates Taiwan's strong will to theworld" at a ceremony marking the begin-ning of the programme. For severalmonths, China's People's Liberation Armyhas been increasing military pressure onthe island, sending warplanes into Tai-wan's air defense identification zone andstepping up military exercises on nearbyislands, moves widely interpreted as athreat to Taipei, reported. Taiwan'splanned submarines can make a big differ-ence in thwarting Chinese expansionist de-sign by making use of the narrow body ofwater separating Taiwan from mainlandChina. The Taiwanese submarines are ex-pected to be of the diesel-electric variety,running on diesel engines on the surface,but using ultra-quiet electric motors pow-

ered by long-lasting lithium-ion batterieswhen submerged to exert a heavy toll onthe Chinese fleet. Diesel-electric subs areeasier and cheaper to build and when sub-merged the electric motors produce lessnoise than nuclear reactors. This will givethem an edge over the Chinese nuclear-powered submarines as the quiet-runningsubs would be difficult to detect for thePLA's anti-submarine warfare (ASW)units. Moreover, Washington has long pro-vided arms to the territory as part of the 40-year-old Taiwan Relations Act and recent-ly approved several major arms sales to theisland valued at some USD 10 billion in to-tal, including dozens of F-16 fighter jets,M1A2T Abrams tanks, and portableStinger anti-aircraft missiles, reported.Chinese President Xi Jinping has alreadymade his intentions clear about Taiwan ashe has vowed to never allow the island tobecome independent and has refused torule out the use of force if necessary. Bei-jing claims full sovereignty over Taiwan, ademocracy of almost 24 million people lo-cated off the southeastern coast of main-land China, despite the fact that the twosides have been governed separately formore than seven decades, reported.

After China and threeother countries sub-mitted data that was

"inappropriately altered"with regard to the Ease ofDoing Business Report, theWorld Bank has now cor-rected the data and nowChina has slipped sevenpositions below to 85 in theindex for 2018.

In Doing Business re-port 2018, the publishedscore of China including ir-regularities affecting theStarting a Business, Get-ting Credit, and PayingTaxes indicators was 65.3with a global ranking of 78,identical to its rank in theDoing Business 2017 re-port, according to WorldBank's statement.

After correcting the ir-regularities describedabove, the Doing Business2018 score is 64.5. Takingas given the published datafor all other countries, Chi-na's global ranking in Do-ing Business 2018 wouldhave been 85, a decline ofseven places relative to theprevious year," the state-ment read.

"These irregularitieswere reported to DEC man-agement by Doing Busi-ness team members andtriggered the pause of theDoing Business report an-nounced on August 27,2020, as well as this re-

view," it added. Apart fromChina, three other coun-tries reported irregularitiesin data that included SaudiArabia, the UAE and Azer-baijan.

In the case of Azerbai-jan, In Doing Business2020, the published scoreincluding irregularities af-fecting the Getting Elec-tricity, Enforcing Con-tracts, and Trading AcrossBorders indicators was76.7 with a global rankingof 34. After correcting theirregularities, the DoingBusiness 2020 score is

78.5. "Taking as given thepublished data for all othercountries, Azerbaijan'sglobal ranking would be 28and it would have been onthe list of top 10 improversin the Doing Business 2020report had these irregulari-ties not occurred," theWorld Bank said.

In the case of SaudiArabia, in the 2020 report,the published score includ-ing irregularities affectingthe Getting Credit and Pay-ing Taxes indicators was71.6 with a global rankingof 62. After correcting

these irregu-larities, the Doing Business2020 score is 70.9. Howev-er, if irregularities had notoccurred, Saudi Arabia'sposition would stand at 63.

The UAE on the otherhand, including irregulari-ties affecting the PayingTaxes indicator, was 80.9with a global ranking of 16and after correcting this ir-regularity, the Doing Busi-ness 2020 score is 80.8.The global ranking wouldbe unchanged at 16 evenafter correcting the irregu-larity. "Taking as, given

the published data for allother countries, the UnitedArab Emirates' globalranking would be un-changed at 16," the state-ment said further.

In August, it was re-ported that China alongwith three other countrieshad submitted data thatwas "inappropriately al-tered", which led to theWorld Bank put a pause onits 'Doing Business' report.

appeared to have inappro-priately altered their data,said a person with knowl-edge of the decision, re-ported the Wall Street Jour-nal.

The World Bank saidthat the review process didnot identify any furtherspecific data irregularitiesbeyond those affectingthese four countries as de-scribed in this document.India had jumped 14 posi-tions to be ranked 63rdamong 190 countries in theWorld Bank's ease of doingbusiness 2020 survey.

China's position in businessreport slumps by 7 places

According to a study byUniversity of Massa-chusetts Amherst re-

searchers, most women are re-ceiving fewer than half theservices recommended duringtheir comprehensive postpar-tum medical checkup.

"These findings under-score the importance of effortsto reconceptualise postpartumcare to ensure women have ac-cess to a range of supports tomanage their health during thissensitive period," concludesthe study, published Nov. 10 inJAMA Network Open. "Thereis substantial room to improvethe delivery of postpartumcare."

Authors KimberleyGeissler and Laura Attanasio,both assistant professors ofhealth policy and managementin the School of Public Healthand Health Sciences, werejoined in the study by graduatestudent Brittany Ranchoff andundergraduate Michael Coop-er. The study received fundingfrom the National Heart, Lungand Blood Institute and theAgency for Healthcare Re-search and Quality. "This re-search is very important be-cause we were able to look atcare that was actually providedand really understand whathappened during health carevisits, not just that the visits arehappening. This information iscritical for improving the qual-ity of care," says Geissler. Themedical visits averaged about

17 minutes, the researchersfound, which may help explainthe incomplete postpartumcare. "Is that enough time toprovide these services? I don'tknow," Geissler says. "Thepressure to see more patients inan increasingly short time is aknown issue in the U.S. healthcare system, so it's not surpris-ing we see that here, too."

In one of the most startlingfindings, despite increasedawareness of perinatal depres-sion, only one in 11 patients re-ceived a screening for depres-sion, part of the assessment ofphysical, social and psycho-logical well-being recom-mended by the American Col-lege of Obstetricians and Gy-necologists (ACOG).

"We need to look at whydepression screening is nothappening," Attanasio says."This is an important factor inwomen's health for the rest oftheir lives. Even if you're miss-

ing some of the recommendedservices, this one should beuniversal among this popula-tion." Previous studies haveshown that women with Med-icaid insurance receive fewerpreventive services thanwomen with private insurance,leading the UMass Amherstteam to examine insurancetype in their review.

"We hypothesized recom-mended services would be lessfrequently provided duringpostpartum visits for womenwith Medicaid insurance com-pared to women with othercoverage types," the re-searchers write.

However, Attanasio says,"we found that there were notsignificant differences in theservices received betweenwomen with Medicaid cover-age and private insurance. Thatcould reflect the fact that a lotof these services were not pro-vided to most of the women."

Postpartum care fails to providekey services to women

OH! I feel sleepy”, “My eyes areclosing”,” “I want to lie down”are some of the expressions

which I mumble in the afternoon thesedays. These are a natural corollary ifone has a sumptuous carnivorous lunchas I do at IIM, Lucknow. I am learningmanagement as part of my civil servic-es training.

Post-lunch sessions are difficult, notbecause management is tough but re-maining awake is a challenge. Yester-day after lunch, I faced a dilemma. Mymind supported the afternoon lecturewhereas my heart preferred the cosybed. Eventually the mind won; worry-ing about the attendance, but mind you,

it was not the final victory. I reachedthe lecture hall, I was late. I saw an oldrickety male professor looking at me asif I was the person who eloped with hisdaughter. “May I come in sir”, I askedhesitantly. I only got a head nod in re-ply which indicated that I take the va-cant seat in the first row.

Now this is a disadvantage of reach-ing late in class as back benches arereadily taken. I passed a smile at myfriends and got seated.

The shrewd professor started with amoral lesson of discipline in his Ben-gali accent. All this, of course, was di-rected at me. I thought in self-defence:“This isn’t fair as I was late just by two

minutes”.The topic for the lecture did-n’t interest me as I was already familiarwith it. Initially, I tried to be attentive;nodding my head indicating my under-standing of the concept but soon Islipped into a comfortable sitting posi-tion. The voice of the professor trans-formed into a cacophony.

A glimpse of my friends at the backshowed a big contagious yawn; halfstooped heads and sheepish stares atmy female colleague. The wall clockshowed 2:20 pm. “Oh no! Just 20 min-utes passed till now.” I talked to myself.It seemed like ages have passed since Ihad entered. Now this is “relativity”that Einstein talked about. I tried to see

the professor with my half-openedeyes; he was going away from me as hisvoice faded and eventually he disap-peared. Calmness and peace engulfedme. I felt like I was meditating.

“It is criminal to have classes afterlunch. Why don’t they plan somethingintriguing for post lunch sessions?” Isaid to Adish, who was sitting diago-nally behind me.

He mumbled back, “Just imagine,your stomach is full of chilli chicken,malai kofta, pulao and delicious icecream, upon that the air-conditioningcomforting milieu topped with a salvoof verbal sedatives by an old uninter-esting professor. “Isn’t it a chef’s spe-

cial for an afternoon doze?” I justsmiled and nodded my head in affirma-tion. Soon others joined in, there weregiggles and gags, laughs and gossip, theattendance sheet torn apart and nowhere the professor was to be seen. Iwas feeling rejuvenated, interactingwith my friends and planning for a late-night movie.

Suddenly I felt an earthquake, whichshook me.. I could hear Adish callingme. My eyes opened and I found myfriend shaking me. “Was I dreaming?”I questioned myself.

COVID-19: India reports26,624 new cases

NEW DELHI, DEC 20

India's COVID-19 caseload rose to1,00,31,223 with 26,624 newinfections being reported in a day,while the number of people whohave recuperated from the diseasesurged to 95.80 lakh pushing thenational recovery rate to 95.51 percent, according to the Union HealthMinistry data updated on Saturday.

The death toll increased to1,45,477 with 341 new fatalities, thedata updated at 8 am showed.

The number of people who haverecuperated from the disease surgedto 95,80,402 pushing the nationalrecovery rate to 95.51 per cent,while the COVID-19 case fatalityrate stands at 1.45 per cent.

The COVID-19 active caseloadremained below 4 lakh for the 14thconsecutive day.

There are 3,05,344 activecoronavirus infections in the countrywhich comprises 3.04 per cent of thetotal caseload, the data stated.

India's COVID-19 tally hadcrossed the 20-lakh mark on August7, 30 lakh on August 23, 40 lakh onSeptember 5 and 50 lakh onSeptember 16.It went past 60 lakhon September 28, 70 lakh on

October 11, crossed 80 lakh onOctober 29, 90 lakh on November20 and surpassed the one-crore markon December 19. According to the

ICMR, 16,11,98,195 samples havebeen tested up to December 19 with11,07,681 samples being tested onSaturday.

Odisha reports 372 new cases, 4 deathsBHUBANESWAR: As many as 372 new COVID-19 cases and 4 deathshave been reported in Odisha on Saturday, as per the State HealthDepartment bulletin issued on Sunday. "Odisha recorded 372 newCOVID-19 cases, 362 recoveries and 4 deaths on Saturday," read thebulletin. The State Health Department said out of the total 3,26,233 cases,3,21,309 people have already recovered. The number of active cases inthe state till December 19 was 3,035 and the death toll remained at 1,836.
