Cyclone Tauktae: 22 dead, 65 missing from barge P305 Massive search operation on, 186 rescued AGENCY MUMBAI, MAY 19 A Navy official on Wednesday in- formed that at least 22 personnel on board accommodation barge P305 that went adrift in Cyclone Tauktae fury before sinking in the Arabia Sea off Mumbai coast are dead and 65 still missing. "Search and rescue operations are still on and we haven't lost hopes of bring- ing them ashore," an official said. However, the chance of finding survivors is getting bleaker as the hours pass by, he added. The Navy said its personnel, battling extreme weather, have so far rescued 186 of the 273 people who were onboard barge P305 and also two from tugboat Varaprada. All personnel on board two other barges and an oil rig ren- dered adrift hours before the "very severe cyclonic storm" made land- fall on the Gujarat coast are also safe, a Navy spokesperson said. The 22 bodies, which the spokesperson called Brave Na- ture's Victims (BNV), were brought to Mumbai along with 125 of the barge P305 survivors, he said. Navy warship INS Kochi reached Mumbai on Wednesday carrying the bodies and 125 of the 186 rescuees from P305. "As of Wednesday morning, 186 personnel of barge P305 have been rescued. INS Teg, INS Bet- wa, INS Beas, P8I aircraft and Seaking helicopters are continuing with the search and rescue opera- tions," a Navy spokesperson said. All the 137 personnel on barge GAL Constructor were rescued on Tuesday by the Navy and Coast Guard. The 196 personnel on barge SS-3 and 101 personnel on board oil rig Sagar Bhushan are safe, the official said. Offshore vessels hired by ONGC and SCI towing then to safety. AGENCY AHMEDABAD, MAY 19 Prime Minister Narendra Modi on Wednesday announced financial assistance of Rs 1,000 crore for immediate relief activities in Cy- clone Tauktae ravaged state Gu- jarat. According to the Prime Minis- ter's Office, the central govern- ment will deploy an Inter-Ministe- rial Team to visit Gujarat to assess the extent of damage in the state, based on which further assistance would be given. Prime Minister said the Union government would closely work with the state government at this difficult time to extend all possible assistance for restoration and re- building of the infrastructure in the affected areas. "WhatsApp had earlier claimed that it officially deferred its new 'Privacy Policy' beyond May 15. However, the Ministry in its communication today stated that deferral of the privacy poli- cy beyond May 15 does not absolve WhatsApp from re- specting the values of infor- mational privacy, data securi- ty, and user choice for Indian users," sources told . They said that in a communication sent to WhatsApp on May 15, the Ministry has once again told WhatsApp to withdraw its 'Privacy Policy 2021' as the "changes to the privacy policy and the manner of introducing these changes including in FAQ undermines the sacro- sanct values of informational privacy, data security and user choice for Indian users and harms the rights and interests of Indian citizens." The Ministry has also taken the same stand in the Delhi High Court, where this matter is sub-judice. Sources said that taking up the issue of discriminatory treatment to In- dian users vis-a-vis users in Europe, the Ministry has further stated that, "As you are doubtlessly aware, many Indian citi- zens depend on WhatsApp to communi- cate in everyday life. There will be no requirement for screening of vaccine recipients by a Rapid Antigen Test kit prior to vaccination against Covid-19, it further said. Haryana Police is constantly steppingup action against black marketers ofCovid drugs and oxygencylinders across the state.As of today, police has ar-rested 76 accused en-gaged in blackmarketingof oxygen, oxygen cylin-ders and Remdesivir in-jections. Simultaneously,the hunt for other accusedis on.

The Director Generalof Police (DGP),Haryana, Sh. Manoj Ya-dava said that a total of132 Remdesivir injec-tions and 411 oxygen cylinders wererecovered by lodging 37 FIRs acrossthe state. Instead of making the recov-ered cylinders and injection a caseproperty, these are being given to civ-il administration for treatment of in-fected patients.

Amid the ongoing crackdown onblack marketers, police is actively en-gaged in serving the home isolated in-

fected patients by ensuring home de-livery of oxygen cylinders across thestate. Demand for oxygen and coviddrugs shot up following a spike innumber of cases, he added.

He informed that 23 FIRs hadbeen registered in connection withblack-marketing of Remdesivir vial in13 districts and 55 accused personshad been arrested in these cases whichled to the recovery of 132 oxygencylinders. Similarly, 21 accused havebeen arrested who engaged in black-marketing of oxygen and oxygencylinders by lodging 14 FIRs against

them in seven districts after the re-covery of 411 oxygen cylinders.

He said that police action is beingcontinued against such unlawful peo-ple. Helpline numbers have also beenissued to prevent black marketing andhoarding of medicines and oxygencylinders in the state. The woman, who hailedfrom Aligarh in Uttar Pradesh, diedduring treatment on Tuesday, ENTsurgeon Amit Tyagi, who leads a teamof doctors attending on mucormycosispatients at the hospital, said. A 36-year-old man had succumbed to theinfection at the AIIMS in Rishikesh onFriday last week. Meanwhile, fivemore patients with symptoms of blackfungus have been admitted at thehospital, taking their number so far to30 out of which two have died, Tyagisaid. An 81-year-old woman fromRishikesh has been discharged afterbeing recovered from the infection,Tyagi said.

Chief Minister Jai Ram Thakurtoday while reviewing Covid-19situation in Kangra district atDharamshala expressed concernover the increase in number ofCovid related deaths in the districtand felt need for ensuring that theserious patients be shifted to healthinstitutions immediately from homeisolation so that proper treatmentcould be made available to them.Chief Minister said that StateGovernment had increased the bedcapacity from existing 1500 to about5000 to cater to the demands ofCovid patients in the State. He saidthat on the request of StateGovernment the CentralGovernment has also increased thequota of oxygen from 15 MT to 30MT. He said that the StateGovernment has also urged theGovernment of India to furtherenhance the oxygen quota for theState by 10 MT. Jai Ram Thakursaid that keeping in view the gravityof the situation, the StateGovernment was also increasingICU beds in the health institutions ofthe State. He said that 20 additionalventilators have been provided forDr. Rajendra Prasad MedicalCollege, Tanda and 25 additionalventilators for IGMC, Shimla. Hesaid that arrangements have beenmade to ensure adequate supply ofoxygen in Civil Hospital, Nurpur.Chief Minister said that in order toensure adequate staff in the healthinstitutions, State Government hasrecruited about 3000 employees onoutsource basis to cater to the healthrequirements of the people. He saidthat efforts were also on to make

fresh appointments in healthinstitutions. He said that the StateGovernment has also issued SOPsfor dead body management of Covidpatients. He said that theGovernment has also decided toprovide financial assistance to nextof kin of the corona deceased tocarry the dead body to their native

places if they wish to do so. Jai RamThakur said that efforts must bemade to strengthen the homeisolation mechanism as about 90percent of the total Covid patientswere in home isolation. He saidthat elected representatives such asMLAs, Pradhans, BDC members,Zila Parishad members and ward

members must actively participatein strengthening the home isolationmechanism by keeping in touchwith the family members of thecorona patients. He said thatusually the delay in shifting thecorona patients from homeisolation to hospitals results inhealth deterioration of coronapatients. He said that paramedicalstaff must also regularly monitorthe health parameters of the homeisolation patients. Chief Ministeralso launched Home Isolation Kit'Sanjeevni' of district Kangra forthe patients under home isolationin the district. He said that the kitwould be provided to every patientin home isolation. He said that thiskit would help the patients inspeedy recovery from corona virus.Jai Ram Thakur also interactedthrough video conferencing withCovid patients admitted in ZonalHospital Dharamsala and Dr.Rajendra Prasad GovernmentMedical College, Tanda. 1.90 lakh samples collected throughmodified 102 ambulances

SHIMLA, MAY 19

A Spokesperson of the Health department informed heretoday that to increase the sampling in the far flung anddifficult to reach areas, the State has started mobilesampling services through customised vehicles. He saidthat the State was amongst the first in country to launchsuch sampling services in the month of April 2020 and tilldate, more than 1,90,000 samples have been collectedthrough these modified 102 ambulances.

He said that to add to the accessibility of testing of therural population, the State has now started sampling andtesting services through Jeevan Dhara Mobile Health andWellness Centres, which were launched in the State on18th November 2020. Government Spokespersoninformed that during the last week, total of 695 sampleswere collected through these Mobile Medical Units(MMUs) and out of these 64 turned out to be Covidpositive. He further informed that this service is beingprovided on the door steps of the far flung areas.

Painting competitions of students from May 26CHANDIGARH: The Punjab School Education Department has decided to conduct paintingcompetitions to inculcate creative interests in the students of government schools. Maharashtra: 2arrested for poachingchinkara in PunePUNE: Two people were arrested forallegedly poaching a chinkara, aprotected animal, at a forest inMaharashtra's Pune district, an officialsaid on Wednesday. The forest teamalso recovered the carcass of achinkara (also known as Indiangazelle), a rifle and six cartridges fromthe poachers on Tuesday night, hesaid. During patrolling in the Kalas-Kazad forest area in Indapur circle, theforest department's team spotted sometorch lights in the dark. "The team gavea chase intercepted two people on amotorcycle. WHO provides 100oxygen concentratorsto J&KSRINAGAR: The World HealthOrganisation (WHO) has provided 100oxygen concentrators to Union Territory(UT) of Jammu and Kashmir to fightagainst COVID-19, Health & MedicalEducation Department (HMED) J&Ksaid on Wednesday. Meanwhile, J&KUT has received fresh consignment ofCovishield vaccine to further intensifyimmunization drive, HMED said.However, the Employees Joint ActionCommittee (EJAC) has expressedserious concern over alleged shortageof vaccine in the Kashmir valley. HMEDsaid the WHO has provided 100 oxygenconcentrators to support UT of J&K inCovid Pandemic mitigation efforts. J&Khas on Tuesday received freshconsignment of Covishield vaccine. Theimmunisation drive in Jammu andKashmir division to continue on a warfooting from May 19. The governmenthas also ensured for a continuoussupply of vaccine doses to meetrequirements, the HMED said. Almostall political parties have expressedconcern over closing of vaccinationcentres in the Kashmir valley, whereonly few hundred people werevaccinated against thousands in Jammuregion. The EJAC president FayazAhmad Shabnam also expressedserious concern over the non-availabilityof COVID-19 vaccines for six days inthe valley. Voicing the concerns thesenior trade union leader said, "not asingle person has been vaccinatedsince past six days in Valley till lastnight, while as there has been nopaucity of the vaccine at Jammu on theother hand. The Delhi High Court onWednesday refused to put aninterim stay on Phase 2-3 clinicaltrials of Covaxin COVID-19vaccine for the 2-18 age group.The Court has issued a notice tothe Centre, Central DrugsStandard Control Organizations,and others on the petition soughtfor quashing of nod given toBharat Biotech for phase 2/3clinical trial of Covaxin for theage group 2-18 years. The benchof Justice DN Patel and JusticeJyoti Singh, on Tuesday, soughtresponse from all therespondents and refused to putan interim stay on the trial asprayed by the petitioner.

A Public Interest Litigation(PIL) was moved to the court,which sought to quash theCentral government'snotification, dated May 13, thataccorded permission to conductthe Phase II/III clinical trial ofCovaxin for 2-18 age group to itsmanufacturer, Bharat Biotec Ltd.The petition had also soughtdirection from respondents toplace on record the details of the525 children who will besubjected to phase II/III clinicaltrial of the Whole Virioninactivated Coronavirus vaccine.The petitioner, Sanjeev Kumar,also sought Court's direction tothe state to criminally prosecutethe persons involved in suchtrials, and the persons having

authorised conduct of such trialsin the event of any death or lossof peaceful and pleasantenjoyment of the life of anytoddler or minor children. Thepetition stated that the orderwhich requires the conduct ofPhase II/III clinical trial ofCovaxin by the Bharat BiotecLtd. on 525 healthy volunteers(very young children rangingfrom 2 years old to 18 years old)is "prima facie unlawful,arbitrary and against the settledprinciples of law and naturaljustice" because the term'Volunteer' itself means 'A personwho freely offers to dosomething'. It further states that aperson can offer to do anythingonly if he/she is capable ofunderstanding the consequencesof his/her act. "In the presentcase, the subject matter ofclinical trials being minors; eventoddlers who, for the reason oftheir age only, are not capable ofeven speaking and understandinglanguages in a proper manner,and hence cannot be supposed to'Volunteer' for the aforesaidclinical testing," read the plea.

From providing informa-tion about vacant ICU bedsand ventilators to deliveringmedicines and arrangingtransportation, the teamwhich comprises students,professionals, social activistsand journalists, has come tothe rescue of the needy.

One of the members,Satya Charan Rai, told PTIthat the volunteers came incontact on social media dur-ing the first wave of coron-avirus and formed a team.

"We started holding on-

line meetings and decided tofeed migrant labourers. Eachone of us started distributingfood with the help of localvolunteers in their respectiveareas," he said.

Team "Madad", whichmeans "help", has sevenwomen members and it hasalso been actively workingtowards arranging plasmaand providing counselling.

"We also contacted pub-lic representatives to

strengthen our drive and cir-culated our phone numberson social media after whichwe started getting calls roundthe clock," Rai said.

During the second waveof the pandemic, especiallylast month, many peoplewere not getting medicines sowe started contacting whole-salers and helped in deliver-ing and providing informa-tion about the availability ofmedicines," he said. The team

collected data on vacant bedswith the help of patients asthe hospitals did not cooper-ate, he said, adding that a listof COVID hospitals was alsocirculated on social media.

Rai further said that aWhatsApp group includingthe team members and ad-ministrative officials wasformed which was very help-ful in extending help to theneedy. Talking about the sup-port they received from offi-cials, he mentioned that Sadartehsildar went out of the wayto help patients.

On the team's efforts inrural areas, he said, "The con-dition is now getting better inGorakhpur and there is nocrisis of oxygen and beds butthere is a surge in COVIDcases in rural areas which is areal challenge as the health-care system is not strongthere."

"Residents of Dhanora tehsilvillages, Gadchiroli district are hesitantto take COVID-19 vaccines due to lackof awareness. Only 40 people of 45years and above took the vaccine.Others think they will die afterinoculation. The elderly think,

vaccination for 18 years and above willmake them infertile," said the Ayushworker. "We share our experience withthem that we're healthy after taking thevaccine to encourage them. But they sayfrontline workers get different vaccines.We're trying to create awareness withhelp of other departments in thevillage," he added. Six new AIIMS fully functional, 7partially functional: Health MinistryNEW DELHI, MAY 19

The Central government hasapproved setting up 22 newAll India Institute ofMedical Sciences (AIIMS)so far under Pradhan MantriSwasthya Suraksha Yojana(PMSSY) out of which sixare already fully functional,informed the Ministry ofHealth and Family Welfareon Wednesday.

The ministry said out ofthe total 22 new AIIMS, sixAIIMS at Bhopal,Bhubaneswar, Jodhpur,Patna, Raipur and Rishikeshare already fully functionaland in another sevenAIIMS, OPD facility andMBBS classes have startedwhile only MBBS classeshave started in five moreinstitutes.

The ministry also said

that these AIIMS haveadmirably responded to thechallenge of the secondwave by expanding bedcapacities for treatment formoderate and severeCOVID patients. "Startingfrom the second week ofApril 2021, more than 1,300oxygen beds and about 530ICU beds, dedicated forCOVID treatment, havebeen added in theseInstitutions and the current

availability of oxygen andICU beds available forpeople is about 1,900 and900 respectively," it said.

According to the healthministry, COVID treatmentfacilities have been startedfrom AIIMS at Raebareliand Gorakhpur duringApril-May, 2021 which hashelped the State of UttarPradesh to proactively servepatients of remote districtslike Fatehpur, Barabanki,Kaushambi, Pratapgarh,Sultanpur, Ambedkar Nagar,Basti, Sant Kabir Nagar,Maharajganj, Kushinagar,Deoria, Ballia, Mau andAzamgarh.

Currently, there are1,925non-ICU oxygen bedsand 908 ICU beds includingventilator are available indedicated COVID beds in12 new AIIMS.
