The Health Ministry said that it is advisable to receive the complete schedule of COVID-19 vaccine for protecting oneself against this disease and also to limit the spread of this dis- ease to close contacts including family members, friends, relatives and co-workers. The Ministry further informed that two doses of vaccine, 28 days apart, need to be taken by an individual to complete the vaccination schedule. For the mass vaccination as per the potential availability of vaccines, the Centre has se- lected the priority groups who will be vaccinated on priority as they are at higher risk. "The first group includes healthcare and frontline workers. The second group to receive COVID 19 vaccine will be persons over 50 years of age and persons under 50 years with comorbid conditions," stated a health ministry document on FAQ related to the COVID-19 vaccine. The event wit- nessed simultaneous distribution of phones at 845 schools today by various Ministers, MLAs and other digni- taries across the state. Kick-starting the second phase at the Government Senior Sec- ondary School here, the Chief Min- ister announced that the remaining 45443 smart phones of the targeted 1,75,443 would be provided to stu- dents by the end of this month, to fulfill his government’s commit- ment to further strengthen digital in- frastructure in schools. While his government had tried to distribute these phones urgently to meet the online education challenges amid Covid, closure of the industry had somewhat delayed the process, he added. In the 1st phase, 50000 students had received smart phones. Under the scheme, the state government is spending Rs 87.84 crore for the dig- ital empowerment of 88059 boys and 87284 girls. The Chief Minister said that 877 tablets were also being provided to- day in 22 senior second- ary schools at the cost of Rs. one crore. Earlier, 2625 tablets were pro- vided to 372 primary schools at the cost of Rs. 2.99 crore. Addressing the students, Capt. Amarinder said when the Punjab Congress promised smart phones in its manifesto, nobody knew these phones would become so vital for students due to the Covid pandemic. Four upper caste men Sandeep, Luvkush, Ravi and Ramu, who are in judicial custody now, have been charged with gang-rape and mur- der. The court has taken cognisance of the chargesheet, Munna Singh Pundir, lawyer for the ac- cused, told news agencies. The chargesheet has been filed under Sections 354, 376 A, 376 D and 302 of IPC and SC/ST Act. The Dalit woman was allegedly raped by four up- per-caste men in Hathras on September 14. She died on September 29 at Delhi’s Safdarjung Hospital during treatment, and was cremat- ed in the dead of night near her home on September 30. Her family alleged they were forced by the local police to hurriedly conduct her last rites. Local police officers, however, said the cremation was carried out “as per the wishes of the family”. The incident, and the subsequent action of local police in alleged attempt to hush the case, sparked protests and outrage across the country. Facing flak over the handling of the case, the Uttar Pradesh government recommended CBI probe into the case. The central agency initiat- ed the probe in October. The CBI looked into the role of the four men who were also put through different forensic tests at the Forensic Science Labo- ratory in Gandhinagar. AGENCY AMBALA, DEC 18 Six people were killed in a head-on collision between a three-wheeler and a truck here on Friday, police said. The injured person, whose condition was critical, was taken to PGIMER, Chandigarh, police said. The deceased were identi- fied as Sunil Kumar (23), driver of the three-wheeler, Mehar Singh (81), Salamti Devi (60), Gafoor Deen (65) and an unidentified woman (aged around 40), they said. All the deceased belonged to nearby villages of Narain- garh. A case has been registered against the driver of the truck on the complaint of Ved Prakash, the Sarpanch of Kanjala village, who was an eye witness to the incident, police said. The truck driver fled from the accident site leaving his vehicle behind, police added. While taking a significant decision in in-terest of sugarcane growers in the State,Haryana Government has decided to in-crease the rate of sugarcane (State Ad-vised Price) by Rs 10 per quintal to Rs350 per quintal for the crushing season2020-21 which is the highest in thecountry.

While stating this here today, an of-ficial spokesman said that Chief Minis-ter, Mr Manohar Lal has approved a pro-posal in this regard. This increase in therate of sugarcane has been made to ben-efit the farmers of Haryana.

He said that apart from this, Mr.Manohar Lal has also approved the pro-posal for providing subsidy to the sugar-cane farmers for the current crushingseason 2020-21 on the pattern of 2018-19 and 2019-20 crushing seasons. Hesaid that an amount of over Rs 81.37crore for crushing season 2018-19 andover Rs 124.14 crore for crushing season2019-20 upto May, 2020 was providedas subsidy to different sugar mills in theState.

India’s goal of correcting its gender imbalance seemsto have grown more distant. The National FamilyHealth Survey has found that a number of states that

had made progress in terms of the sex ratio at birth havenow posted discouraging figures. Out of the 22 statessurveyed thus far, eight have registered a significant de-cline in their sex ratios. These include Kerala, Megha-laya, Maharashtra and Himachal Pradesh, all of whichhad posted gains in the last NFHS. Kerala had been thesecond best performer after Punjab in the NFHS-4,clocking a gain of 122 points by bolstering its sex ratioat birth from 925 in the third survey in 2005-2006 to1,047 in the fourth in 2015-2016. Meghalaya, too, hadprogressed by 102 points in the last NFHS. The latestfindings indicate a clear failure on the part of seeminglygender-forward states to maintain their momentum incorrecting skewed sex ratios. With Kerala being India’smost literate state — its literacy rate stands at 96.2 percent — it can no longer be taken for granted that an ed-ucated society will naturally oppose gender-related dis-crimination and crime.To what are such drastic declines owed? One significantreason is institutional oversight, which is augmented bythe hostile societal attitudes towards girl children in In-dia who are commonly aborted because of a markedpreference for boys. The Pre-Conception and Pre-NatalDiagnostic Techniques Act — enacted in 1994, amend-ed in 2003 and strictly implemented in 2011 — wasmeant to prevent selective abortion by banning prenatalsex determination, but it has not helped in improving thesex ratio. Several loopholes persist. The stipulations forpurchasing point-of-care ultrasound scans are under-standably stringent, but this hinders their availability inrural areas, which forces patients to go to distant urbanfacilities, resulting in delayed diagnoses and added med-ical expenses. Radiologists have also pointed out that thelaw does not clearly mention how to dispose of old ul-trasound machines, which are often reused for sex de-termination. There is a shocking gap between intent andimplementation in governmental efforts to prevent thedeaths of girl children. The goals of the Centre’s flagshipBeti Bachao, Beti Padhao scheme are noble, but last yearthe Narendra Modi-led government conceded in Parlia-ment that almost 56 per cent of the funds for the schemehad been spent on advertising, with no impact assess-ment being conducted. Filling the legislative, medicaland societal gaps is only part of the challenge.

The findings of a new study suggestthat more than a quarter of pregnan-cies might be ectopic or end in mis-

carriage or stillbirth if the father-to-be isunhealthy and has three or more medicalconditions such as obesity, diabetes, highblood pressure or high cholesterol levels.

In a retrospective study of nearly amillion pregnancies between 2009 and2016 in the US, published today in thejournal Human Reproduction, researchersfound that if the father was diagnosed withmetabolic syndrome, which includes thesemedical conditions, there was an in-creased risk of the mother losing the preg-nancy. Compared to men who had none ofthe components of metabolic syndrome,the risk of pregnancy loss increased by10%, 15% and 19% respectively for menwith one, two or three or more compo-nents. Associate Professor Michael Eisen-berg from Stanford University School ofMedicine (California, USA), who led theresearch, said: "It's been known for sometime that the health of mothers has an im-pact on the developing foetus and eventsat the time of birth. This is the first studyto suggest that pregnancies sired by menwith increasing numbers of medical con-ditions are at higher risk of ending in mis-carriage, ectopic pregnancy or stillbirth.

"In the group of men we studied, therisk of losing the pregnancy was 17% incouples where the father had no compo-nents of the metabolic syndrome but in-creased to 21% in couples where the fa-ther has one metabolic syndrome compo-nent, 23% where he has two, and 27%where he has three or more. "While this

study cannot prove that poor paternalhealth is a cause of pregnancy loss, itshows there is an association. The clinicalimplications of these findings are that pre-conception counselling should not forgetthe father, as his health may have an im-portant impact on the pregnancy."

The researchers analysed data fromUS insurance claims covering 958,804pregnancies. As well as metabolic syn-drome, they gathered information on oth-er medical conditions such as chronic ob-structive pulmonary disease (COPD), de-pression and heart disease. They also cal-culated the burden of chronic disease forall patients, which included age and med-ical history of problems such as heart fail-ure, heart attack, diseases of the bloodvessels, kidney and liver disease, cancer,stroke and dementia.

with the University of Sydneyhas found that unlike other do-mesticated animals like dogs,horses, or goats; Kangaroos,which have never been domes-ticated can intentionally, com-municate with humans.

The research involvedkangaroos, marsupials thatwere never domesticated, atthree locations across Australiaand revealed that kangaroosgazed at a human when tryingto access food which had beenput in a closed box. The kanga-roos used gazes to communi-cate with the human instead ofattempting to open the boxthemselves, a behaviour that isusually expected for domesti-cated animals.

Ten out of 11 kangaroostested actively looked at theperson who had put the food ina box to get it (this type of ex-periment is known as 'the un-solvable problem task'). Nineof the 11 kangaroos additional-ly showed gaze alternationsbetween the box and the per-son present, a heightened formof communication where theylook between the box and hu-man. The research builds onprevious work in the field

which has looked at the com-munication of domesticatedanimals, such as dogs andgoats, and whether intentionalcommunication in animals is aresult of domestication. Leadauthor Dr Alan McElligott, theUniversity of Roehampton(now based at the City Univer-sity of Hong Kong), previous-ly led a study which foundgoats can understand humancues, including pointing, togather information about theirenvironment. Dr Alan McEl-ligott said: "Through the newstudy, we were able to see thatcommunication between ani-mals can be learnt and that thebehaviour of gazing at humansto access food is not related todomestication. Indeed, kanga-roos - showed a very similar

pattern of behaviour we haveseen in dogs, horses and evengoats when put to the sametest. "Our research shows thatthe potential for referential in-tentional communication to-wards humans by animals hasbeen underestimated, whichsignals an exciting develop-ment in this area. Kangaroosare the first marsupials to bestudied in this manner and thepositive results should lead tomore cognitive research be-yond the usual domesticspecies," he said. According toDr Alexandra Green, School ofLife and Environmental Sci-ences at the University of Syd-ney, Kangaroos are iconic Aus-tralian endemic fauna which isadored by many worldwide butalso considered as a pest.

Study, claims that infants who haveundergone cataract surgery are at ahigher risk of glaucoma disease af-ter ten years of operation.

Michael F. Chiang, M.D., direc-tor of NEI said, "These findings un-derscore the need for long-termglaucoma surveillance among in-fant cataract surgery patients. Theyalso provide some measure of as-surance that it is not necessary toplace an intraocular lens at the timeof cataract surgery." At the time ofcataract removal, the 114 study par-ticipants (ages 1-6 months) hadbeen born with a cataract in one

eye. In the operating room, the in-fants were randomly assigned to re-ceive an artificial lens implant or gowithout a lens, a condition calledaphakia.

The trial's principal investiga-tor, Scott R. Lambert, M.D., profes-sor of ophthalmology at StanfordUniversity, Palo Alto, Californiasaid, "The results challenge the no-tion that replacing the child's lenswith an implanted one protects thechild from developing glaucoma, abelief among some pediatric oph-thalmology surgeons." Annually,fewer than 2,500 children in theU.S. are born with a cataract, aclouding of the eye's lens. Surgeryis used to remove and replace the

cloudy lens. To allow the child's eyeto focus light properly following re-moval of the cataract, an intraocularlens implant may be placed at sur-gery, or the eye may be left aphakic,and a contact lens (or glasses, ifboth eyes have had a cataract re-moved) may be used to provide theneeded correction. "Implanting alens in the infant's eye is like buy-ing your child's wedding shoeswhen they're an infant. It is hard topredict what final power the in-traocular lens should have, withoutknowing how that eye will growover the years, so placing a lens atthe time of cataract removal in aninfant involves estimation, and maynot turn out to be correct. Hence the

eye may end up needing strongglasses or even replacement of theoriginal lens implant," said the leadauthor on the paper, Sharon F.Freedman, M.D., a pediatric glau-coma specialist at Duke University,Durham, North Carolina. Childrenwho undergo cataract removal havean increased risk of glaucoma, asight-threatening condition thatdamages the optic nerve which isthe connection between the eye andbrain. Scientists speculate that sur-gery to remove the cataract inter-feres with the maturation of howfluid flows out of the infant's eyeleading to increased eye pressureand optic nerve damage in some ofthese eyes.

Father-son attacked for speaking against occultist SUKH NAHARJAGRAON: An incident from the city has hit headlines in which an occultist allegedly attacked a fatherson duo for speaking against the superstitious beliefs. According to the information, Electrician unionpresident Hans Raj and his son Aman Kumar were attacked by an occultist. According to the victims,Kulwinder Kumar alias Keepa son of Pran Nath had been reciting some mantras in front of their shopclaiming about his powers to cause destruction. Victims alleged that seeing his tactics failing, the occultistattacked them. The victims further added that on 17 December at nearly 12:00 victims Hans raj andAman Kumar were at their shop when accused Kulwinder Keepa and his son Ashu Kumar alongwith 8-10other unidentified persons, entered their shop and allegedly attacked them with iron rods and otherobjects. Looking at all this, people started gathering around them and the accused fled away from shoplooking at the crowd leaving the victims highly injured. The victims were admitted at civil hospital by thepeople. Police has arrested the accused and filed FIR against them under sections 452, 324, 506, 148and 149 of IPC.

SC issues notice to WB govt on plea alleging'false cases' against BJP leaders

The Supreme Court on Fridayissued notice to the West Bengalgovernment on a petition filedby several state Bharatiya JanataParty (BJP) leaders alleging thatfalse cases were being foistedagainst them.

A three-judge bench of theapex court, headed by JusticeSanjay Kishan Kaul, alsoordered that no coercive actionshould be taken in the cases tillthe next date of hearing inJanuary 2021.

The bench also called for theSpecial Incident Report by CISFand listed the matter for furtherhearing in January 2021.

The bench was hearing pleasfiled by BJP MPs KailashVijayvargiya, Arjun Singh andothers alleging the foisting offalse cases against them. Singhclaimed that since he left TMC,64 cases have been foisted onhim. During the hearing, seniorlawyer and former AttorneyGeneral Mukul Rohatgi,appearing for Arjun Singh,

pleaded to the apex court for nocoercive action against hisclient. The pleas claimed thatthe West Bengal Police havefiled dozens of "false FIRs"against BJP leaders in the run-upto the upcoming LegislativeAssembly Elections next year.The pleas also called for thetransfer of the investigationfrom the West Bengal Police toany other independentinvestigating agency.

The bench asked Rohatgi,"you say there are 64 cases filed.What's is the time period whenthey were filed?" Rohatgireplied that all cases are of 2019."Many cases have been filedafter I left TMC and joinedBJP," he submitted.

Proposal for extra attempt to civilservice aspirants under considerationNEW DELHI: The Centralgovernment on Fridaysubmitted before the SupremeCourt that a proposal to give anextra chance to civil serviceaspirants affected by theCOVID-19 is under activeconsideration by thegovernment and the UnionPublic Service Commission(UPSC). A bench headed byJustice AM Khanwilkar wasinformed by Solicitor GeneralTushar Mehta that the Centerand the UPSC are makingdecisions on a proposal to giveone more opportunity toaffected students due to theCOVID-19 pandemic. "It isunder active consideration ofthe Centre and UPSC. We arenot taking an adversarialstand," Mehta said. Later, thebench posted the matter for

further hearing on January 11,2021. The bench was hearing aplea seeking an extra attempt inthe UPSC exams for thosecandidates who had their lastattempt in the preliminary examheld in October 2020. It alsosought an extra opportunity forstudents who could not appearfor civil service exams due toCOVID-19. Senior AdvocateMukul Rohatgi, appearing forthe petitioners, submitted thatthe court has directed theCentre to consider grant of anextra chance considering thedifficulties of COVID-19. OnSeptember 30, the SupremeCourt had directed the Centralgovernment and the UPSC toconsider granting an extrachance to candidates whootherwise have their lastattempt in 2020.

JAGDEEP CHOPRAPATIALA: In a major operation, thePunjab Excise Department, PatialaPolice, IRB and Health department inthe late last evening raided twoplaces in Rajpura in this district andunearthed a factory involved in themanufacturing of fake alcohol basedsanitizers. While providing detailsabout the outcome of the raids,Punjab Excise Commissioner , RajatAgarwal said that on the instructionsof the Chief Minister CaptainAmarinder Singh the ExciseDepartment has strictly adhered tothe policy of 'Zero Tolerance' adoptedby the Punjab Government towardscounterfeit and illicit liquor, illicit tradebased on alcohol etc. Agarwal further said that on the basisof a tip-off, the Punjab ExciseDepartment , Local Police, IRB andHealth Department, in a jointoperation have busted a factorymanufacturing fake sanitizers basedon alcohol.
