AGENCY JAMMU, OCT 24 Union Home Minister Amit Shah on Sunday urged the youth of Jam- mu and Kashmir to work for the de- velopment of the union territory as- serting that the era of “sufferings” unleashed on the erstwhile state has come to an end. Addressing his first public rally here at Bhagwati Nagar after the revocation of Article 370 barely a few kilometres away from the bor- ders with Pakistan, Shah said that decades-old “sufferings” and “dis- crimination” has ended and now it was time to progress and prosper. Without naming the National Conference, Peoples Democratic Party or the Congress, the Union Home Minister said, “I don’t want to name anybody, but three family dynasties for years have ruined Jammu and Kashmir.” “Now, the era of development has been ushered in Jammu and Kashmir,” said the Union Home Minister. "The (three) families that ruled Jammu and Kashmir for decades were questioning, what he (Shah) will be announcing new to the peo- ple of Jammu and Kashmir," Shah said taking a dig at the erstwhile non-BJP governments in the state. “I have come with each and every account of what we have an- nounced and did after revocation of Art 370 and how many develop- mental and welfare schemes were introduced and implemented on ground,” Shah said in response to all speculations raised ahead of his arrival. “What have they given to Jammu and Kashmir in the last so many years?” said Shah. He point- ed out at projects worth in crores that had not been cleared because of non-payment of the “commission” by the executing agencies to few political leaders before Prime Min- ister Narendra Modi took the reigns of the Centre in his hand. The traditional Mughal road con- necting Shopian in south Kashmir to Rajouri and Poonch districts of Jam- mu and Kashmir also remained closed due to the accumulation of snow at various places. The Traffic official said land- slides, shooting of stones and mud slides occurred at several places on Srinagar-Jammu national highway in Ramban sector resulting in closure of the road. “The men and machinery are at work to make the road traffic-wor- thy,” the official said. He said stranded vehicles on the highway at several places were al- lowed to move to safer places. “If the weather remains dry, the highway will be open for vehicular traffic to- morrow,” he said. He said Bandipora-Gurez, Raz- dan top, Machil, Keran and Simthan top roads also remained closed due the heavy snowfall on Saturday. However, he said, clearance of snow from the roads is in progress. Snow clearance operation was also taken up on Srinagar-Leh high- way at Zojila pass and Gumri where about one and a half feet snow was accumulated, the official said and added the weather is dry at present and if it remains favorable, the opera- tion would continue to make the road traffic-worthy, he added. Srinagar-Jammu & Ladakh highways shut due to snow, landslides AGENCY NEW DELHI, OCT 24 Ashish Mishra, the son of Union minister Ajay Kumar Mishra, has contracted dengue in prison. Mishra, who was in prison in con- nection to the violence that unfolded in Lakhimpur Kheri, is currently being treated at a healthcare facili- ty. After being in police re- mand since Friday where he contracted the disease, Mishra was sent back to the district prison on Saturday for his treatment, Additional Superintendent of Police (ASP) Arun Kumar Singh said. Ashish Mishra, along with three others, was taken in two-day police custody on Friday evening for further interrogation. Eight people, including four farmers, were killed in Uttar Pradesh's Lakhimpur Kheri on October 3 in vio- lence that erupted during a farmers' protest. Thirteen people, includ- ing Mishra, have so far been arrested in connection with the incident. Three accused arrested on Saturday -- Mohit Trive- di, Rinku Rana and Dhar- mendra -- were produced be- fore a magistrate in the evening. The investigators moved an application for their 14-day police custody remand. The hearing on the application will take place on Monday. AGENCY KANPUR (UP), OCT 24 A Zika virus case has been re- ported in this district of Uttar Pradesh, a health official said on Sunday. He said a warrant officer in the Indian Air Force (IAF) was diagnosed with the infection on Saturday, the first in Kanpur. Chief Medical Officer Nepal Singh said that the IAF officer was suffer- ing from fever for the past several days and was admitted to the Air Force Hospital in the district. Following mysterious symptoms in the case, the blood sample was collected and sent to Pune for proper exam- ination which confirmed that the patient was Zika virus positive, he said, adding the report was re- ceived on Saturday. Twenty-two more samples of persons who came in contact with the patient and those who have the same symptoms have also been sent for examination, Singh said. BUREAU CHANDIGARH, OCT 24 Haryana Chief Minister, Sh. Manohar Lal said that there will be no shortage of DAP fertilizers in the state. He said that although DAP fertilizer available in the market this year is 11,00 metric tons more in quantity than last year. Yet in view of the de- mand of the farmers, the Chief Minister spoke to the Union Chemicals and Fertilizers Min- ister, Sh. Mansukh Mandaviya over phone to increase six additional rakes on which the Union Minister has agreed. Appealing to the farmers to be patient, Sh. Manohar Lal said that at present 24 rakes of DAP fertilizer are available for the farmers of the state and five more rakes will be received. After talking to the Union Minister today, a total of 11 more rakes will be available with the state by October 31 after receiving 6 additional rakes. Directions have also been given by the Chief Minister to take strict action on the borders of the state to keep check on the black marketing of DAP from Haryana to other states. The Chief Minister chaired a high-level meeting of officers this evening in which the availability and demand of DAP fertilizers were dis- cussed. He has directed the Deputy Commissioners and Superintendents of Police of the border districts of Re- wari, Mahendragarh, Charkhi Dadri, Bhiwani, Nuh and Jhajjar to check the vehicles going out of the state by setting up nakas in their respective ar- eas so that DAP fertilizer is not tak- en out of the state illegally. The Chief Min- ister has appointed Administrative Sec- retaries In-charge for the mentioned six districts with immediate effect to keep a close watch on the situ- ation arising out of the demand of DAP. CM announces upgradation of historicvillage Gharuan as Nagar Panchayat

The Chief Minis-ter also disbursed chequesworth Rs. 14 crore to the Pan-chayats of these villageswhile sanctioning Rs. 54crore more. Book of thoughts Contradictions scar life in India. Contrasts mar any

satisfaction we may derive from our achieve-ments, our strengths, things we can take pride in.

This is a sad truth. It is also an old truth. Can that — theold age of our contradictions — mitigate our sadnessover them? Does the fact that the ironic mismatches inour culture enjoy antiquity make them less of a moraldilemma? No. On the contrary, they become all the moreglaring, all the more in need of expiation, reform.

Mahavira and the Buddha, who knew from their in-ner lights the ugliness of violence, the vileness of selfishliving, taught us new paths to a more balanced life. Near-er our time, Gandhi attempted to do the same. None ofthem had it easy. Gandhi, showing us the path of ahim-sa or non-violence, took violence’s blow on his chest.

“It is in the midst of violence that non-violence ac-quires its deepest meaning.”

That quietly stirring sentence comes from the emi-nent historian of ancient India, Upinder Singh, in her fas-cinatingly written new book, Ancient India: Culture ofContradictions.

The work shows how the contradictions India liveswith have been there, right there, amidst us, from — touse that old cliché — time immemorial. And have beena trouble to the sensitive among us, to those who haveactive consciences, from the same ‘time immemorial’.But not to all. Many more have not been troubled bythem. They continue to be untroubled by them — an-other contradiction.

This is a historical verity.She lists, among the contradictions, the following

between:The ancient celebration, in art and literature, of sen-

sual love or ‘desire’ and the equally old idealization ofdetachment. What is to be sought — maithuna (sexualintercourse) and Kamasutra, Khajuraho and Konarak, orbrahmacharya (celibacy)?

The extolling, in scripture, epic tracts and art, ofgoddesses and of women who have wielded political in-fluence or power on the one hand and the systematic im-miseration of women by the male population of India onthe other. Who are ‘real’ — Kali, UgraTara, the enragedKaikeyi, the outraged Draupadi or the Sita-like daugh-ter, wife and daughter-in-law?

The holding up of non-violence or ahimsa as a virtueand an ideal and the unceasing presence of appalling vi-olence in our society, accompanied by the valorizationof war. Are the battles fought by Rama and by Arjuna,the latter overcoming his doubts on its futility, the trueguides for us or is that to be found in the way out of bat-tles and butchery and into a life of balance as taught byAsoka? Are those braveheart patriots who hurled bombsor sent bullets into British officials.

Slower ocean circulationas the result of climatechange could intensify

extreme cold weather in theUS, according to recent re-search. Throughout Earth'soceans runs a conveyor beltof water. Its churning is pow-ered by differences in the wa-ter's temperature and salti-ness, and weather patternsaround the world are regulat-ed by its activity.

A pair of researchersstudied the Atlantic portionof this worldwide conveyorbelt called the AtlanticMeridional Overturning Cir-culation, or AMOC, andfound that winter weather inthe United States criticallydepends on this conveyorbelt-like system. As theAMOC slows because of cli-mate change, the US will ex-perience more extreme coldwinter weather.

The study, published inthe journal CommunicationsEarth and Environment wasled by Jianjun Yin, an associ-ate professor in the Universi-ty of Arizona Department ofGeosciences, and co-au-thored by Ming Zhao, a phys-ical scientist at the NationalOceanic and AtmosphericAdministration's Geophysi-cal Fluid Dynamics Labora-tory.

AMOC works like this:Warm water travels north inthe upper Atlantic Ocean andreleases heat into the atmos-

phere at high latitudes. As thewater cools, it becomesdenser, which causes it tosink into the deep oceanwhere it flows back south.

"This circulation trans-ports an enormous amount ofheat northward in the ocean,"Yin said. "The magnitude ison the order of 1 petawatts, or10 to the 15 power watts.Right now, the energy con-sumption by the entire worldis about 20 terawatts, or 10 tothe 12 power watts. So, 1petawatt is enough to runabout 50 civilizations." Butas the climate warms, so does

the ocean surface. At thesame time, the Greenland icesheet experiences melting,which dumps more freshwa-ter into the ocean. Bothwarming and freshening ofthe water can reduce surfacewater density and inhibit thesinking of the water, slowingthe AMOC. If the AMOCslows, so does the northwardheat transport.

This is important becausethe equator receives more en-ergy from the sun than thepoles. Both the atmosphereand ocean work to transportenergy from low latitudes to

high latitudes. If the oceancan't transport as much heatnorthward, then the atmos-phere must instead transportmore heat through more ex-treme weather processes atmid-latitudes. When the at-mosphere moves heat north-ward, cold air is displacedfrom the poles and pushed tolower latitudes, reachingplaces as far south as the USsouthern border.

"Think of it as two high-ways connecting two bigcities," Yin said. "If one isshut down, the other one getsmore traffic. In the atmos-

phere, the traffic is the dailyweather. So, if the ocean heattransport slows or shutsdown, the weather becomesmore extreme."

Yin said the study wasmotivated by the extremecold weather Texas experi-enced in February.

"In Houston, the dailytemperature dropped to 40degrees Fahrenheit below thenormal," Yin said. "That's thetypical range of asummer/winter temperaturedifference. It made Texas feellike the Arctic. This kind ofextreme winter weather hap-

pened several times in theU.S. during recent years, sothe scientific communityhas been working to under-stand the mechanism behindthese extreme events."

The crisis in Texascaused widespread and cata-strophic power outages, andthe National Oceanic andAtmospheric Administra-tion estimated that socioeco-nomic damages totaledUSD20 billion. Yin was cu-rious about the role theocean played in extremeweather events.

Yin and Zhao used astate-of-the-art, high-resolu-tion global climate model tomeasure the influence of theAMOC on US extreme coldweather.

They ran the modeltwice, first looking at to-day's climate with a func-

tioning AMOC. They thenadjusted the model by in-putting enough freshwaterinto the high-latitude NorthAtlantic to shut down theAMOC.

The difference revealedthe role of the AMOC in ex-tremely cold weather. Theyfound that without theAMOC and its northwardheat transport, extremelycold winter weather intensi-fies in the US.

According to recent ob-servational studies, theAMOC has weakened in thepast decades.

Scaling up its number of protests againstBeijing's actions in the South China Sea(SCS), the Philippines this year have

made the highest number of diplomaticprotests to the communist regime in compari-son to last five years against its actions inSCS, said a media report.

The Philippine move hints at a tougherstance in Manila's dealings with China, re-ported Radio Free Asia (RFA).

A total of 153 out of the 211 notes ver-bales, or diplomatic notes, filed over Chineseactions in the South China Sea, were filed in2021 alone, Philippine News Agency quotedthe country's Department of Foreign Affairs(DFA) as saying on Thursday. The disclosurecame after DFA revealed about protestingChina's "provocative acts" against Philippineauthorities patrolling the country's waters."DFA protested the unlawful issuance of over200 radio challenges, sounding of sirens, and

blowing of horns by Chinese government ves-sels against Philippine authorities conductinglegitimate, customary, and routine patrols overand around the Philippines' territory and mar-itime zones," DFA said in a tweet on Wednes-day. Further, the DFA stressed that these Chi-nese provocative acts threaten the peace, goodorder, and security of the South China Sea andrun contrary to China's obligations under in-ternational law. Eduardo Menez, DFA Assis-tant Secretary, said: "The latest protest was is-sued on September 30, so yes the incidents inAugust are covered, but these types of warn-ings are SOP (standard operating procedure)by the Chinese just as our Coast Guards alsoissue warnings. The tweet was issued (Octo-ber 20) upon instructions." One of the earliestdiplomatic protests lodged by the Philippinesthis year was in March when hundreds of Chi-nese vessels were sighted mooring at WhitsunReef in the Spratly Islands.

Good night's sleep can helpmitigate infant obesity risks: StudyNew research from in-

vestigators atBrigham and

Women's Hospital, Massa-chusetts General Hospitaland collaborators suggeststhat newborns who sleeplonger and wake up lessthroughout the night are lesslikely to be overweight in in-fancy.

Their findings of thestudy have been publishedin the journal Sleep.

"While an associationbetween insufficient sleepand weight gain is well-es-tablished in adults and olderchildren, this link has notbeen previously recognizedin infants," said study co-au-thor Susan Redline, MD,MPH, senior physician inthe Division of Sleep andCircadian Disorders at theBrigham. "In this study, wefound that not only shorternighttime sleep, but moresleep awakenings, were as-sociated with a higher likeli-hood of infants becomingoverweight in the first sixmonths of life."

To conduct this re-search, Redline and col-leagues observed 298 new-borns born at Massachusetts

General Hospital between2016 and 2018. They thenmonitored their sleep pat-terns using ankle actigraphywatches, devices that meas-ure patterns of activity andrest over multiple days. Re-searchers extracted threenights' worth of data at theone- and six-month markswhile parents kept sleep di-aries, recording their chil-dren's sleep and wakeepisodes. To collect growthmeasurements, scientistsmeasured infant height andweight and determined theirbody mass index. Infantswere classified as over-weight if they fell into orabove the 95th percentile onthe World Health Organiza-

tion's growth charts. No-tably, researchers found thatjust one additional hour ofsleep correlated with a 26per cent decrease in infants'risk of being overweight. Inaddition, infants that wokeup less throughout the nightfaced a lower risk of excessweight gain. Livestock breeding in India has beenlargely unorganized because of whichthere have been gaps in forward and

backward integration across the value chain.Such a scenario impacts the quality of live-stock that is produced and in turn negativelyimpacts the return on investment for livestockfarmers. Approximately 200 million Indians areinvolved in livestock farming, and that includesaround 100 million dairy farmers. Roughly80% bovines in the country are low on pro-ductivity and are reared by small and margin-al farmers. To enhance the productivity of cat-tle, the Rashtriya Gokul Mission was initiatedin 2014 with a focus on the genetic upgrada-tion of the bovine population through wide-spread initiatives on artificial insemination,sex-sorted semen, and in vitro fertilization.The entrepreneurship development for settingup breeder farms by incentivising private andcooperative model is a step in direction of en-suring organised availability of quality animals

for farmers. This push through recently an-nounced programmes of Government followsa bottom-up approach with a focus on struc-tured breeding programmes and creating mar-ket linkages.

The revised version of Rashtriya GokulMission and National Livestock Mission pro-poses to bring sharp focus on entrepreneur-ship development and breed improvement incattle, buffalo, poultry, sheep, goat, and pig-gery by providing incentives to Individual en-trepreneurs, FPOs (Farmer Producer Organi-zations), FCOs (Farmer Cooperatives Organ-isations), JLGs (Joint Liability Groups), SHGs(Self Help Groups), and Section 8 companiesfor entrepreneurship development and to theState Government for breed improvement in-frastructure. The Breed Multiplication Farmcomponent of Rashtriya Gokul Mission is go-ing to provide for capital subsidy upto Rs. 200lakh for setting up breeding farm with at least200 milch cows/ buffalo using latest breeding

technology. The entrepreneur will be respon-sible for arrangement of land of suitable sizeand would be able to sell at least 116 elite fe-male calves every year out of this farm from3rd year. The entrepreneur would also startgenerating income out of sale of 15 kg milk peranimal per day for around 180 animals fromfirst year itself. This organised hub of breederfarm would further lead to development ofnumber of spokes of dairy farmers who wouldtake benefit of quality breed animal availabili-ty. This breeding farm will breakeven from 1styear of the project after induction of animals inmilk. Moreover, the strategy of incentivisingbreed multiplication farm will result into directemployment for 1 lakh farmers.

The grassroots initiatives in this spherewill be further amplified by web applicationslike e-Gopala that provide real time informa-tion to livestock farmers on availability of dis-ease-free germplasm in relevant centers, vet-erinary care, and mitigates the role of middle-

men by creating an e-market platform for thebuying and selling of quality animals.

The Poultry Entrepreneurship pro-gramme of National Livestock Mission will pro-vide for capital subsidy up to Rs 25 lakh forsetting up of parent farm – with a capacity torear 1000 chicks (hatchery and brooder moth-er unit). Under this model, the hatchery is ex-pected to produce at least 500 eggs daily, fol-lowed by the birth of chicks that are in turnreared for four weeks. Thereafter, the chickscan be supplied to local farmers for rearing.Under this hub and spoke model of entrepre-neurship, the rural entrepreneur running thehatchery will be the hub supplying chicks tothe farmers (spoke). An economic analysis ofthis model projects that an entrepreneur willbe able to break even within a span of 18months after launching the business. Thismodel will go a long way towards mitigatingthe influence of middlemen in the livestock val-ue chain. From the perspective of social im-

pact, the project is expected to provide em-ployment to at least 14 lakh people.

In the context of sheep and goat entre-preneurship, there is a provision of capital sub-sidy of 50% up to 50 lakhs. And an entrepre-neur under this model shall set up a breederfarm and develop the whole chain startingfrom maintaining parent/breeding animals,production of kid/lambs, and will eventuallysell them to the farmers or in the open market.Each entrepreneur can avail assistance for abreeder farm with 500 does/ewe and 25buck/ram animals with high genetic merit fromthe Central/State government universityfarms. This model is projected to generate anet profit of more than 33 lakhs for the entre-preneur per year. A goat farm will also createjobs for processing milk and its byproducts.One unit of a hub under this will create 200jobs. The scheme is expected to create atleast 404 units and will eventually generateemployment for 1.10 lakh people. For piggery,

the NLM will provide 50% capital subsidy of upto Rs 30 lakh. And each entrepreneur will beaided with establishment of breeder farmswith 100 sows and 10 boars – that is expect-ed to produce 2400 piglets in a year. A newbatch of piglets will be ready for sale every sixmonths. This model is expected to generate aprofit of 1.37 crores after 16 months and willcreate 1.5 lakh jobs. We have seen success-ful models under this in Punjab. There is agreat potential for piggery in the Northeasternpart of the country, and the development ofthis vertical could transform India into a majorexporter in times to come. The provision hasalso been made under Animal Husbandry In-frastructure Development Fund (AHIDF) forproviding subsidised loan for balance fundingto be met through financial institution over andabove the capital subsidy.

Bharmour and Pangi inChamba, Kinner Kailash ofKinnuar, high reaches of Dodraand Kawar of Shimla receivedanother major snowfall.

Met office recorded 18 cmsnow at Gondhla in Lahaul Spitidistrict, Hansa 10.3 cm andKeylong three cm. Tourist resortDalhousie in Chamba had 77mm rainfall, Kehri 57.2 mm,Una 53.4 mm, Bangana 45 mm,Bilaspur 45 mm, Ghamroor inKnagra 42.4 mm and NagrotaSurian 41 mm and Chamba 32mm, Kangra 24.4 mm andDharmshala 16.4 mm.

The intermittent rain andsnowfall were also recorded inmany other places of the stateincreasing the coldwave.Lahaul-Spiti and Kinnuar districtadministration have announcedalert for the locals and tourists

Power supply hasalso been disrupted due to heavyrain and thunderstorm in 274areas, mostly in Laual Spiti andChamba. Deputy CommissionerLahaul Spiti Neeraj Kumar said,"Manali-Leh National highwayNo 3 is snowbound betweenDarcha to Sarchu and NationalHighway No 505 is blockedfrom Gramphu to Losar.Including two NH, around 27link roads are also snowboundincluding 12 in Lahaul and 15 inUdaipur. Power supply alsodisrupted by the snowfall in 21distribution Transformer regions(DRT) in district." According toreports from Chamba, seven link

roads are snowbound includingthree in Salooni and two each inTissa and Chamba sub-vision.The power supply is not workingin 250 localities in Chambadistrict as 172 DTR are disruptedin Tissa, 50 in Bhattiyat and 28in Chamba sub-division. Yellowwarning is also issued for Dodra-Kwar, Shimla-Urban, ShimlaRural, Shimla Rural and Theog,Kumarsein Kandaghat andRampur. The Met office hasforecast moderate to heavyrainfall and snowfall in manyplaces in the state during next 24hours.

E-office training workshop for officers heldBUREAUUNA, OCT 24

The state government hasgiven instructions to makethe files of governmentoffices online, for whichtraining is being providedto the officers andemployees of the offices.Under this, e-office trainingworkshop was organizedfor the administrativeofficers and officers andemployees of DRDA in themini secretariat, which waspresided over by theAdditional DeputyCommissioner, Una, Dr.Amit Kumar Sharma. ADCinformed that online files

will be created through e-office. The files of the lasttwo-three years will bescanned and put on the e-office web portal and theold files will be kept in thearchives. He said that so far50 percent live files havebeen scanned in the statesecretariat and

The Managing Director said thatthe mill has set a target of crushingmore than 45 lakh quintals of sugar-cane during the upcoming crushingseason. Everyone has to work togeth-er and help the mill to get more bene-fits by cutting down on unnecessaryexpenses. With the cooperation of all,the mill achieved encouraging results

during the last Pirai season and notonly waved its flag at the national lev-el in technical skills but also at thestate level as Kaithal Mill was de-clared as the best mill in the state. He informed that the production ofbriquettes should be ensured as per thecapacity from the bagasse briquetteplant established in the mill and highgrade jaggery and sugar should be pro-duced in the jaggery plant. He also in-

structed the farmers to supply fresh andleafless sugarcane to the mill so that thesugar recovery rate of the mill could befurther increased. The mill administra-tion will provide more facilities to thefarmers during the crushing season sothat the farmer who brings sugarcane tothe mill does not have to face any kindof trouble. He informed that the millhas set a target of crushing more than45 lakh quintals of sugarcane duringthe upcoming crushing season. Thechief engineer of the mill, A.A.
