AGENCY NEW DELHI, AUG 5 The government on Monday revoked Article 370 which gave special status to Jammu and Kashmir and proposed that the state be bifurcated into two union territories, Jammu and Kashmir and Ladakh, provoking outrage from the NC and PDP and triumph from leaders of India's ruling BJP. Meeting a long-held promise of the BJP, Union Home Minister Amit Shah moved a resolution in the Rajya Sabha that Article 370, which allowed Jammu and Kashmir to have its own Constitution, will no longer be appli- cable. "The president on the recommen- dation of Parliament is pleased to de- clare as from 5th of August 2019, all clauses of the said Article 370 shall cease to be operative... ," stated the resolution moved by the Home minis- ter. Shah also moved a bill proposing bifurcation of the state of Jammu and Kashmir into two union territories -- Jammu and Kashmir division and Ladakh. Shah, who introduced the Jammu and Kashmir Reorganisation bill, said the union territory in Ladakh will have no legislature like Chandigarh. The other union territory of Jammu and Kashmir will have a legislature like Delhi and Puducherry. The announcement, capping days of uncertainty in Jammu and Kashmir, led to an uproar, in the House and out- side it too. India had failed Kashmir in keeping its promises, PDP chief and former Jammu and Kashmir chief minister Mehbooba Mufi said. She said the government's unilat- eral decision "to scrap Article 370" is illegal and unconstitutional. It will make India an occupational force in Jammu and Kashmir, Mehbooba said on Twitter. "It will have catastrophic conse- quences for the subcontinent. GOIs in- tentions are clear. They want the terri- tory of J&K by terrorising its people. India has failed Kashmir in keeping its promises," Mehbooba, who is under house arrest in Srinagar, said on Twit- ter. "Not sure how long I'll be able to communicate. Is this the India we ac- ceded to?" she asked. National Con- ference leader Omar Abdullah echoed her outrage, also labelling the govern- ment's move "unilateral". "Political views apart, I can only say that constitutionally it is a sound decision. No constitutional or legal fault can be found in it. And the gov- ernment has carefully studied the matter and taken into account all considerations," he said while talking to a news agency. "To the question if it is a political decision...It is entirely up to the gov- ernment and political parties to have their view. I have nothing to say on that," he added. Talking about Article 370, Kashyap said, "Article 370 has not been repealed. Article 370 (1) very much exists. Only two clauses 370(2) and 370 (3) have been re- moved. The main clause 370(1) re- mains." Kashyap said that it is a "myth" that Article 370 gives special status to Jammu and Kashmir. "It is a myth that Article 370 gives special status to Jammu and Kashmir. It is part of Part 21 of the Constitution that has the heading - Transitional, Temporary and Special provisions. For some states, like Na- galand, there are special provisions and special status has been granted to those states," he said. "In the case of Jammu and Kash- mir, the heading is very clear -- it is a temporary provision. And by defini- tion, temporary means, one which is only for a temporary period for a temporary purpose," he said. A detention order for Mehbooba Mufti, signed by Srinagar's executive magistrate first class, said that she was being taken into preventive custody because her actvities was "likely to cause breach of peace" and may "likely lead to serious law and order situation" in the Kashmir. The order also claimed that Mufti and her support- ers were going meet and hold a "procession" in public "because of which there was also a strong apprehen- sion of deteriorating law and order" in the Valley. The bill to bifurcate the state was approved by 125 votes in favour and 61 against it Commission to carry out delimitation of Assembly seats to be set up soon NEW DELHI; The process to appoint a commission to carry out delimitation of Assembly constituencies in Jammu and Kashmir will start soon, sources said on Monday. According to sources, delimitation of con- stituencies will be carried out only after a commission is set up and the number of seats in each region will be decided accordingly. This comes in the backdrop of ab- rogation of Article 370, which granted special status to Jammu and Kashmir, by the Central government, earlier today. 3HARYANAKhattar approves Jind-Hansi rail projectCHANDIGARH: Haryana Chief Minister Manohar Lal Khattar has approved Jind-Hansi new railline project at a cost of Rs 923.26 crore to be completed in a period of four years. Haryana Finance Minister Captain Abhimanyu on Monday informed that the proposal was ap-proved in a meeting of Standing Finance Committee- C in which Public Works (B&R) MinisterRao Narbir Singh was also present. He said that Jind-Hansi new rail line project has been developed by Haryana Rail InfrastructureDevelopment Corporation Limited (HRIDC), a joint venture between Ministry of Railways andGovernment of Haryana. The proposed line starts from existing Jind station on Delhi-Bathindarailway line and ends at existing Hansi station on Bhiwani-Hisar railway line. The constructionlength from Jind to Hansi will be about 50 km.

‘Golden cards of12.31 lakhbeneficiaries made’CHANDIGARH: Haryana Health Minis-ter Anil Vij said that as many as goldencards of 12.31 lakh beneficiaries havebeen made in the state, under Ayush-man Bharat Yojana and 37,885 patientshave availed benefit of this scheme sofar.Responding to a question raised duringthe Vidhan Sabha Session here Monday,Mr Vij said that under this scheme, thecentral government is providing freemedical facilities up to Rs five lakhs toany eligible family. For this, the peopleavailing benefit of the scheme need notmake any payment or premium, but thisfacility is absolutely free for eligible peo-ple. He said that Haryana has baggedthe first position in the country in terms ofsuccessful implementation of thisscheme and the central government hasalso encouraged other states to followHaryana. This scheme has been imple-mented on the basis of the survey of theyear 2011 and for this, as soon as a newsurvey would be conducted by the cen-tral government, Haryana would imple-ment it. He said that the cases of someforged Golden Cards and other corruptpractices had surfaced, and FIR hasbeen filed by the government. Apart fromthis, strict action would be taken if anyother case comes out.

The Haryana Assembly on Mondaypassed by voice vote a resolution wel-coming the Modi government's deci-sion to revoke Article 370 which gavespecial status to Jammu and Kashmir,with the opposition Congress too sup-porting it.

Chief Minister Manohar LalKhattar moved the resolution hailingthe Centre, Home Minister Amit Shahand Prime Minister Narendra Modifor the decision.

Seconding the resolution, Parlia-mentary Affairs Minister Ram BilasSharma while seeking support fromall parties said "it is the sentiment ofthe House and it is not a party matter."Indian National Lok Dal (INLD)leader Abhay Singh Chautala too sup-ported the resolution and added theArticle 370 should have been revokedmuch earlier.

Chautala wanted to add in the res-olution the issue of outsiders not be-ing allowed to purchase properties in

states of Himachal Pradesh and Ut-trakhand.

Sharma described the revocationof Article 370 as a "historic day".

"We should congratulate the PM,the HM and the Centre for the steptaken in the nation's interest," headded.

In this context, Sharma also re-ferred to BJP's founder Syama PrasadMookerjee and his solgan "Ek deshmein do vidhan, do pradhan aur donishan nahi chalenge (There cannotbe two Constitutions, two Prime Min-isters and two flags in one nation).

Congress members, includingKaran Singh Dalal, asked the leaderof the House to explain the technicalaspects of the Centre's move. Howev-er, cabinet minister and BJP's Anil Vijsaid he should make it clear whetherhe supports the revocation of Article370 or not.

Congress member BhupinderSingh Hooda said it was part of theBJP's election manifesto to scrap Ar-ticle 370. He asked Khattar whetherthe BJP has implemented even one of

the 154 promises it made before as-sembly polls in Haryana.

Terming it as totally uncon-stitutional, Punjab ChiefMinister Captain AmarinderSingh on Monday flayed themanner in which the Centrehad imposed its decision onKashmir, saying the demo-cratic fabric of the nationhad been ripped apart withthis unprecedented violationof the Constitutional norms.

“It is a dark day for theIndian democracy,” saidCaptain Amarinder, addingthat the Constitution of In-dia had been rewritten with-out following any legal pro-visions. Such a historic de-cision should not have beentaken and pushed through inthis arbitrary manner, hesaid.

This will set a bad prece-dent as it would mean thatthe Centre could reorganiseany state in the country bysimply imposing President’srule, the Chief Ministersaid, adding that the Consti-tutional provisions had beenabused as never before.None of the stakeholderswere taken into confidence,and there was no discussionwith other political partiespreceding the unilateral de-cision of the central govern-ment, the Chief Ministerpointed out.

The BJP is using its brutemajority to bulldoze demo-cratic and constitutionalnorms, the chief ministersaid. No effort was made toevolve a consensus on thisvital matter of national se-

curity and concern, saidCaptain Amarinder, assert-ing that given the sensitivityof the Kashmir issue, anydecision should have beentaken after following dueprocess of democratic andlegal norms.

Even the Presidential or-der reorganising Jammu andKashmir and scrapping Ar-ticle 370 had effectively by-passed the parliamentary re-quirement for a two-thirdsmajority through a constitu-tional amendment, he point-ed out.

Punjab Cabinet okays amendment to law totake perks of Minister's Income Tax liability

CHANDIGARH: The Punjab ministers as well as the Leader of the Opposition (LoP), will nolonger have to pay income tax on the perks allowed to them, once the proposed Bill to thiseffect is passed by the Assembly. The decision was taken on Monday at a meeting of theCouncil of Ministers headed by Chief Minister Captain Amarinder Singh, which decided toresolve the anomaly created inadvertently by a March 19, 2018 decision of the Cabinet.Though the Chief Minister had earlier announced the decision to place tax burden on thesalary and allowances of ministers on them, the entire Section 2-C of `The East PunjabMinisters’ Salaries Act, 1947’ was unintentionally removed while making the necessaryamendment. As a result, all the perks also got included in the tax ambit of the ministers etc,which in some cases resulted in the tax liability turning out to be higher than the salary itself.Notably, since 1947, the government in Punjab had been paying taxes on salaries /allowances and perks of the ministers, till the Captain Amarinder government had decided toamend the law last year. Section 2-C had provided for Income Tax to be paid by the stategovernment on the salary, allowances, free furnished house and other perquisites admissibleto the Chief Minister, Ministers, Deputy Ministers and LoP.

CHANDIGARH : In its constantendeavor to promote sustainability, theSkill Development Committee of MehrChand Mahajan DAV College forWomen organized a talk cumworkshop titled 'SustainabilitySamwaad' here today. AbhishekTaneja from 'Earthjust' was theresource person for the talk wherein hethrew light on the ill effects of theinnumerable chemicals used everydaythat seep into the drains and pollutethe sources of water. Participantsraised several issues relating to theirrole to minimize the carbon footprintsthat they leave behind. This wasfollowed by a skill developmentworkshop by Dinesh who gavedemonstration on making of chemicalfree eco-friendly non carcinogenichand wash, face wash, shampoo andfloor cleaner at home. The ensuinginteractive session was a reminder foreveryone about the current scenario ofenvironmental degradation.

A one day media workshop was organised by the Letter Information Office Jalandhar ofthe Information and Broadcasting ministry at Sangrur. The name of the workshop was

`Vartalap’. The main purpose of this workshop organized with the help of the Press Infor-mation Office, Chandigarh, with the guidance and support of Additional Director General

(North Zone) Devpreet Singh (IIS), was to increase the interaction with journalists working in rural areas and various welfare schemes for common people.

Chaos prevails, schools closed across Jammu region,CRPF, Army deployed, Sec 144 imposed, exams cancelledJAMMU, AUG 5

In view of troops deployment inKashmir valley and prevailingsituation in the state, Jammu andKashmir administration has orderedclosure of all government and privateschools in all districts of Jammuregion while section 144 has alsobeen imposed in Jammu district andvarious examinations are cancelled."All private and government schoolswill remain closed tomorrow onAugust 5 as preventive measure tillfurther orders," said orders issued bythe Deputy Commissioners ofdifferent districts including Jammu,Kathua, Samba, Poonch, Doda,Rajouri, Udhampur and circulated onsocial media and official websites.

Meanwhile, DC Jammu SushmaChauhan also said that section 144

has been imposed in Jammu districttill further orders. However, as manyas 40 companies of CRPF have alsobeen deployed in all districts ofJammu region, said an official hesaid that as per order, in Jammu sixcompanies, in Samba two, in Kathuatwo, in Udhampur four, in Reasione, in Rajouri eight, in Poonch sixand in Doda 11 companies of CRPFhave been deployed. Army has alsobeen deployed in various parts of thedistrict. "Mobile Internet has also besnapped in the region while restrictions

are imposed as precautionary measure,"they added. Moreover, allexaminations of different schoolsand University of Jammu have alsobeen postponed till further ordersand fresh dates will be announcedlater, said an order. There is chaosand confusion among people as theyare not aware of the reason behind anentire exercise of deploying 35,000additional troops and issuingsecurity advisory asking allAmarnath pilgrims to curtail theirvisit to the valley and return besidesdirecting all non local students,labourers, tourists, employees toleave the Kashmir valley. Postsecurity advisory, three majorpilgrimages including Machail Mataat Kishtwar, Buddha Amarnath inPoonch and Kouser Nag in Reasiwere cancelled.

50 thousand farmers will be trainedunder natural farming this year: CS

The meeting of the state level task force for promotion of zerobudget natural farming under 'Prakritik Kheti Khushhal Kisan'scheme was chaired by Chief Secretary B.K Agarwal here today.The Chief Secretary said that the farmers and horticulturists of thestate had been using insecticides and pesticides since a long timewhich resulted in loss of soil fertility resulting in challenge forproviding quality products to the consumers. Punjab Chief Minister Cap-tain Amarinder Singh onMonday ruled out anychange in the date of trans-plantation of paddy in the state from June 20 toJune 1.

The transplantation datehad been advanced to June13 this year only on experi-mental basis and there wasno proposal under his gov-ernment’s consideration forpermanently altering thedate of transplantation ofpaddy, Captain Amarindertold the House in responseto a question. The Chief

Minister said he wouldsoon convene an all-partymeeting to evolve a com-prehensive strategy to arrestthe reckless use of ground-water, and to change thecropping pattern to ensurewater conservation. He ap-pealed to all parties to rise

above political affiliationsand unite in the face of thecritical water situation inthe state.

Captain Amarinderpointed out that Punjab wasfacing acute shortage of wa-ter, which with even theEradi Commission havingassessed the river water lev-el at 17.1 MAF at the timeof its evaluation. The levelhad since gone down fur-ther to 13 MAF, he pointedout, adding that the problemhad been aggravated as a re-sult of the melting of gla-ciers, coupled with thegreenhouse effect. Express-ing concern over the fast

depleting groundwater lev-el, the Chief Minister citedthe Dynamic Ground WaterEstimation Report-2017 re-port, published in 2019, toobserve that the number ofblocks falling under over-exploited category (wheregroundwater abstraction ex-ceeds recharge) stood at109 out of the 138 studyblocks in the state.

The groundwater level isdepleting in about 85% ofthe state and the averageyearly rate of fall of waterlevel is about 50 cm peryear, he added. Replying toa question raised by MLAKultar Singh Sandwan, the

Chief Minister pointed outthat earlier long-durationvarieties of paddy weresown in Punjab but newshort to medium durationvarieties of paddy, intro-duced by Punjab Agricul-tural University (PAU),were taking fewer moredays to mature and requirelesser irrigation. These newpaddy varieties like PR 126,PR 124, PR 127, PR 121and PR 122 were now beingsown in 83% of the area andwere maturing, on an aver-age, in 110 days, he said,adding that marketing ofthese varieties was not aproblem either.

'The RajasthanProtection from Lynching Bill, 2019'was passed by the Vidhan Sabha by avoice vote amid vociferous protest bythe opposition BJP, which wanted theBill to be referred to a selectcommittee. The Bill was introduced byParliamentary Affairs Minister ShantiDhariwal in the state assembly lastweek. Responding to the debate onthe bill, Dhariwal Monday told theHouse that though there areprovisions in the Indian Penal Codeand the Criminal Procedure Code todeal with the cases of mob lynchingincidents, they are not adequate.Accordingly, the government hasbrought in the Bill to provide for strictpunishment to curb such incidents, hesaid. It is proposed to nip the evil inthe bud and to prevent spreading ofhatred or incitement to mob lynchingby creating special offences againstsuch offences," the statement of objectand reason of the bill said.

Karnataka CM conducts aerialsurvey of flood-hit region

Karnataka Chief Minister BS Yediyurappa on Mondayconducted aerial inspectionof flood-hit districts of NorthKarnataka, where severalvillages were inundatedfollowing increased outflowfrom reservoirs across theKrishna and its tributaries inMaharashtra.

He flew by a specialplane from the HAL airporthere to Toranagal airstrip inBallari, from whereproceeded to Bagalkote,Raichur, Vijayapura andYadgiri to get a first-handassessment of the situation,official sources told PTI.

The Krishna,Malaprabha, Markandeyarivers and a few otherrivulets are in spatesubmerging thousands of

hectares of land in Belagavi,Bagalkote, Raichur,Vijayapura and Yadgir.

Huge amount of waterhad been released from the

Koyna and four other damsin Maharashra which werereportedly full to the brim.

As a result, the Almattidam on Krishna river inKarnataka and three to fourbarrages on its upper regionswere completely filled andexcess water was released,the director of the KarnatakaState Natural DisasterMonitoring Centre G SSrinivasa Reddy said.

The increased wateroutflow caused flooding inthe lower regions leading tothousands of hectares of landbeing submerged and thestanding crops in parts of theregion completely destroyed,sources said.

Bill to increase number ofSC judges in Lok Sabha

Against the backdrop of nearly60,000 pending cases in theSupreme Court, a bill toincrease the number of judgesin the top court from 30 to 33was introduced in Lok Sabhaon Monday. As of now, theSupreme Court has asanctioned strength of 30judges, plus the chief justice ofIndia -- 31 judges. Once the billgets parliamentary approval, itssanctioned strength will go upto 33, plus the CJI, according tothe Supreme Court (Number ofJudges) Amendment Billintroduced by Law MinisterRavi Shankar Prasad. The apex

court is functioning with its fullstrength. The bill comes daysafter Chief Justice of IndiaRanjan Gogoi requested PrimeMinister Narendra Modi toincrease the number ofSupreme Court judges. Due topaucity of judges, the requirednumber of constitution benchesto decide important casesinvolving questions of lawwere not being formed, the CJI

said. "You would recall thatway back in 1988, about threedecades ago, the judge strengthof the SC was increased from18 to 26, and then again aftertwo decades in 2009, it wasincreased to 31, including theCJI, to expedite disposal ofcases to keep pace with the rateof institution," he wrote. "Irequest you to kindly consider,on top priority, to augment thejudge strength in the SCappropriately so that it canfunction more efficiently andeffectively as it will go a longway to attain the ultimate goalof rendering timely justice tothe litigant public," Gogoiwrote.

The Supreme Court directed on Mondaythat the Unnao rape survivor, whosuffered critical injuries when her carwas hit by a truck last week, be airliftedfrom Lucknow and brought to NewDelhi for better treatment at the AIIMS.Minutes before the direction, the apexcourt had deferred the hearing ontransfer of the woman and her injuredlawyer, for further hearing on Friday asno one on behalf of their familiesappeared and sought the transfer.However, the lawyer representing thefamily then appeared before a bench ofJustices Deepak Gupta and AniruddhaBose and said the woman's mother nowwanted her to be shifted to the All IndiaInstitute of Medical Sciences (AIIMS)for better care as she continued to becritical. The bench took note of thesubmissions of lawyer D RamakrishnaReddy, appearing for the victim, and

ordered that she be transferred from theKing George's Medical College inLucknow to the AIIMS. Fixing the caseon Friday, it also made clear that thefamily of the injured lawyer can alsoseek the same relief and approach it asand when they need. The woman,allegedly raped by BJP MLA KuldeepSingh Sengar in 2017 when she was aminor, is battling for life after a truckrammed into the car she was travellingin with some family members and herlawyer. Two of her aunts died in theaccident last Sunday. The bench wasinformed that Mahesh Singh, uncle ofthe Unnao rape survivor had beentransferred to the Tihar jail in Delhi froma jail in Uttar Pradesh in pursuance of itsearlier direction to ensure his safety.Singh's wife was in the ill fated car andhad died in the accident. He participatedin her cremation on Wednesday after theAllahabad High Court granted himparole for a day.

The villagers were stuckin Lahura and Kosadivillages, following whichthe Gujarat government sentout an SOS to the IAF, theysaid.

"Thirteen maroonedvillagers at Lahura andKosadi of Mangarol talukain Surat district wererescued by two IAFhelicopters which took offfrom Vadodara and Surat," adefence official said.

Mangarol, Umerpadaand Mandvi talukas of Surathave got heavy rains in the24-hour period ending 8amon Monday, officials said.

While Mangarol got 451millimetres rainfall,Umerpada received 587 mm,they said.

Several low-lyingvillages have been floodedand National DisasterResponse Force and AirForce teams are in theregion, mainly south Gujaratdistricts of Surat, Valsad,Narmada and Bharuch, forrescue and relief operations.

On Sunday, two IAFchoppers had rescued 45people stranded in a prawnsfarm in a village in Valsad.

Man jumps before metrotrain in Delhi, dies

In a suspected case of suicide, a man on Mondayjumped before a moving Delhi Metro train and gotrun over, officials said. According to DMRCofficials, the incident took place early morning atWelcome Metro Station of the Red Line and lead todisruption of services for about an hour. "Today(Monday), a PCR call was received at 7.13 am thata person, in his 50s, had jumped on the tracks atWelcome Station. On reaching the spot, the manwearing black pants and a white shirt was foundcrushed under a train at platform number 2," asenior police officer said. "No documents toascertain the man's identity were found on the spot.This is a suspected case of suicide," the officersaid, adding that the body is being shifted to GTBhospital mortuary. After analysing the CCTVfootage, the police said that the man jumped beforethe oncoming train which was going towardsDilshad Garden at about 6.35 am. "Inquestproceedings are being conducted and efforts arebeing made to identify the deceased," he added.

The Kashmir Valley, the part of J&K which is indisputablywholly Indian and as Indian as Jammu or Ladakh sincethe accession of the state to India by Hari Singh, the erst-

while Maharaja of Kashmir, in October 1947, but has been du-biously claimed by Pakistan since the beginning and has beenthe site of intermittent turmoil over the decades, is once againin the throes of deepening crisis. The causes of the extreme dis-equilibrium in the political, social and security sphere arewholly unclear. The Centre has chosen to keep things whollyopaque. Until just a week ago, the government and the BJPwere touting Kashmir to the world as a development successstory, though it is not clear on what basis. Indian as well as for-eign journalists were taken to the Valley on junkets with the ob-ject of doing positive coverage. It was claimed the security sit-uation had seen a dramatic improvement in the past year. Andsuddenly the narrative has inexplicably changed.

Last week about 40,000 paramilitary forces were suddenlyflown into Kashmir. The Army and Indian Air Force wereplaced on alert. The annual Amarnath pilgrimage, for whichHindus visit Kashmir in July-August, has been abruptly can-celled. The pilgrims and tourists have been ordered out. Thishas never happened before, although in the past the state hasseen prolonged insurgency. Leave has been cancelled for evenminor state government officials.

So what’s really going on? Frankly, no one seems to know.In the absence of credible information, the place is filled withrumours. The people have come to their own conclusions. Thecommonest thing heard is that the Narendra Modi governmentis preparing to ram down people’s throats the RSS’ pet projects— the scrapping of Articles 370 and 35A of the Constitution,which ensure the special status of J&K. By word of mouth it isalso being suggested that the government plans to trifurcateJ&K, making Ladakh and Kashmir UTs.

Since widespread unrest is anticipated, the local calculationgoes, the forces are being brought in to let loose repression. Thebasis of such thinking is the deepest trust deficit ever betweenthe people of the Kashmir Valley and the Centre that hasgripped the Valley under the Modi government. Some other el-ements believe instead that war with Pakistan is about to breakout. At the very least, skirmishes are expected on a sustainedbasis. INDIA MISSES GEOPOLITICAL SIGNATURE IN KASHMIR

The most inexplicablethings are happening inKashmir, and there is no

official explanation so far, nomove whatever to inform thecountry about reasons for theextraordinary turn of events.

On the face of things,there can be little doubt thatthe panic and confusioncaused in the Valley owe tothe unexpected shift in region-al geopolitics.

These appear to haveturned wholly to India’s dis-advantage, in part because ofmismanagement and compla-cence on the part of New Del-hi. Less than a week ago, theCentre was painting a rosypicture of the social and polit-ical climate in Kashmir, por-traying the Valley as a greatcase of development success,

indeed an extraordinary ex-ample of a turnaround due todeft government handling.But suddenly, around 40 para-military battalions — or some40,000 uniformed personnel— have had to be inductedinto the Valley in recent days.These are in addition to the25,000 added in the wake ofthe Pulwama attack in Febru-ary. Troop numbers are prob-ably higher than at any time inthe past when we have notbeen at war. The Army and theIndian Air Force have beenplaced on alert.

The famous AmarnathYatra, among the holiest of theholy Hindu pilgrimages un-dertaken in July-August, hasbeen abruptly cancelled mid-way. Pilgrims and touristshave been ordered out of the

Pakistan will be unable tofully exploit the vast Tharcoalfield for power generationbecause there is insufficientwater to cool the plants, thecarbon emissions will be un-acceptably high and the elec-tricity produced is not muchcheaper than alternatives be-cause the cost of mining (withoutdated equipment) is veryhigh ($40 vs $8 in Virginia,US).

In Pakistan, manufactur-ing contributes only 10 percent to GDP. The country willremain non-industrialised un-less it builds the essential tar-iff and non-tariff “protec-tions” for its nascent domesticindustries and/or encouragesits enterprises to enter intojoint ventures with efficientforeign producers (who willenter such joint ventures ifthey cannot export into Pak-

istan). Pakistan needs infra-structure to develop; onlyChina is ready to build it; itsofficial loans are “cheap” (2per cent to 3 per cent withlong repayment periods, akinto “grants”). The loans forpower projects to Pakistanicompanies were “commer-cial” (around 6 per cent inter-est). Chinese companies haveexecuted most of the projects,since Pakistan had limited ca-pability to do so. The equip-ment supplied for the powerplants was mostly Chinese butmany of the turbines and boil-ers were sold by America’sGeneral Electric. The powerprojects are highly profitable,perhaps excessively so. Thereis no “debt trap”. The Chineseloans will be easily repaid(unless the projects are ren-dered economically unviableby retroactive conditions). Ex-panded cooperation with Chi-na remains the best route toPakistan’s industrial and com-mercial development.

1984, “War is Peace”, “Free-dom is Slavery” and “Igno-rance is Strength”, so also inthe world of “praise freedom”truth is false, facts are non-facts, to dissent is to sow theseeds of chaos, to oppose theofficial narrative is to misleadthe public, to give space to theOpposition is to foment divi-siveness and to reveal corrup-tion in the highest echelons ofpower is nothing short of try-ing to destroy the country.Since the free press does all

this, it is “the enemy of thepeople”.

placed by a different ethos —if facts don’t support a partic-ular contention then inventthem. Over the last severalyears, we have been witness-ing a deliberate discreditingof democracy as a politicalsystem.

That it is “cumbersome”,“chaotic”, “views of thosewho don’t know enough”,“time consuming”, and thatdevelopment requires quickdecisions and centralised au-thority.

Repo rate could touch5 pc level by March2020: SBI reportMUMBAI: The Reserve Bank of India(RBI) may cut repo rate by 25 basispoints (bps) in its August 7 policy meetand further reduce it by 50 to 75 bpsto achieve the level of less than orequal to 5 per cent by March 2020,according to State Bank of India'sresearch report 'Ecowrap.' Banks willcut deposit rates further and lendingrates will witness a faster incrementalfall in coming months. This could aidrecovery but it is unlikely before lateQ3 FY20, it said. Venky's India Q1 netprofit declines 13 pcon higher input costsNEW DELHI: Venky's India said onMonday its net profit during April toJune declined by 13 per cent to Rs61.8 crore from Rs 71.05 crore in thecorresponding quarter of the previousfiscal year. The profitability was lowerdue to higher input costs -- mainlypoultry feed ingredients. Its revenuefrom operations rose by 20 per cent toRs 905.3 crore in Q1 as against Rs755.5 crore for the correspondingquarter ended June 30, 2018. Thecompany has undertaken expansionprojects of solvent extraction plant andvegetable oil refinery at Srirampur inMaharashtra. Its construction work isprogressing and the project is onschedule. Venky's is also expanding itscapacity of specific pathogen-free(SPF) eggs by setting up a newproduction unit at Patan inMaharashtra. The project is in the finalstage of completion and the first batchof birds is expected to be housed byOctober 2019, the company said in astatement.
