A bench of Chief Justice of India NV Ramana and Jus- tices AS Bopanna and Hima Kohli asked the Chief Justice of the High Court to either hear the matter himself or as- sign it to another bench and not to the one who passed the interim order. The top court termed the High Court order granting protection to Saini in all fu- ture cases as "unprecedent- ed". The bench said, "This is unprecedented order. How can a future course of action be stayed? It is shocking and three of us (judges) feel that it is unprecedented. This will require a hearing." Yesterday, the High Court has extended till April 20 the stay on the arrest of Saini in all cases pending against him or likely to be registered, except the murder of Balwant Singh Multani case as it's pending before the Supreme Court. In its order, the apex court said, "We will request the High Court to dispose of the petition by another judge and not the same judge with- in two weeks. We request the Chief Justice to take it up himself or by any other judge and we will keep this matter (SLP) pending in (Supreme) Court." In the High Court, Saini has sought to transfer all criminal cases pending against him to the CBI. He said that any religious priest or any person intending to organize a conversion shall give prior notice to the District Magistrate in advance giving information about the venue where such conversion is proposed to be organized. A copy of this notice shall be pasted on the notice board outside the District Magistrate’s of- fice. If any person has an objection to this conversion, then they can file their objection in writing within 30 days. The District Magistrate shall in- vestigate and decide whether the con- version is intended to be in contra- vention of Section 3. If the District Magistrate comes to the conclusion that the intended conversion is in con- travention of Section 3, then he shall decline the intended conversion by passing a reasoned order. the health department. RakeshSharma said that along with 500posts of doctors, 870 posts ofcommunity health officers andhome guards would be recruitedin the state. In the budgetpresented by the Chief Minister,the honorarium of Anganwadiworkers has been increased to

1700 rupees, ASHA workers to 1825rupees. Apart from this, one thousandrupees have been increased for SMC andIT teachers. An increase of Rs.900 hasbeen given to tailoring teacher, waterguard and mid-day meal workers andRs.900 for panchayat and revenuewatchman and numberdar. He said that inthe budget, along with increasing thehonorarium of Panchayat representatives,three LPG cylinders have beenannounced free of cost. In the budget, ithas been decided to continue the ChiefMinister Grihani Suvidha Yojana, inwhich now three cylinders will be givenfree of cost. Now an extra cylinder will beavailable. Earlier two cylinders wereavailable.

Opposing the National Eligibility-cum-Entrance Test (NEET) mandato-ry for MBBS education, the Mahila Kisan Union has termed the centraladmission process as a 'death knell' for the dreams of poor and promis-ing rural students as such children want to achieve medical degrees butdue to poverty, adverse living conditions and facilities they were de-prived of medical seats in the country and they either lose their dreamsor are forced to get cheap medical education from abroad.

In a statement here on Friday, Mahila Kisan Union State PresidentBibi Rajwinder Kaur Raju appealed to all the regional parties to abolishthis pro-rich central entrance exam NEET on the lines of Tamil Nadustate and adopt old practice to admit students in MBBS course on the ba-sis of class XII marks only in the medical colleges of their states.

She slammed the BJP government at the Center for failing to ensurethe safety of Indian medical students entangled in the Russo-Ukrainewar, saying that two Indian students were killed and more than 30,000students have suffered physical and mental torture in Ukraine.

Lamenting at the situation, the woman leader said the incidents inUkraine have exposed the 'shameless face' of NEET exam and the deathof these students is a big question for the conscience of India. Termingthis national NEET exam as a violation of the federal structure, farmerleader Bibi Raju asked why the central government was denying oppor-tunities to rural and poor children to become doctors while the state gov-ernments were providing basic facilities and all kinds of infrastructureto their medical colleges. She said due to the introduction of NEET examin the country, expensive tuition and coaching centers have mushroomedin every city where only children from affluent homes are taking costlytuition/coaching classes and 99 per cent of them clears in NEET exami-

nation. "It is extremely difficult for the poor, rural and students of gov-ernment schools to clear this central examination. So reserving medicaleducation only for the rich is discriminatory and dangerous for the coun-try", she deplored.

GNDU researchers find sustainable way 'ofshunning' plastic useAMRITSAR: A team of researchers at Guru Nanak Dev University (GNDU) has found a sustainableway to degrade polythene at a faster rate. The team of researchers at Department of Chemistry, led byDr Tejwant Singh Kang, identified new solvent system wherein polythene can be dissolved under milderconditions and degraded simultaneously. The research work has been published in one of the prestigiousinternational journals, Green chemistry, published by Royal Society of Chemistry, London. Dr Kangsaid, “Polythene in the environment is polluting our soil, water and choking the sewage system as nosustainable method for its easy processing exists. The team has been working on the issue for last twoyears and finally got very promising results. The results provide new insights into pollutant-degradingsolvent system under mild conditions.” The team is also exploring other opportunities for further en-hancing the chemical degradation of polythene. He said the research team has utilised photocatalysis un-der white light in a deep eutectic solvent to dissolve and simultaneously degrade polythene.

Giving information DrAjay Goyal, Director of Kid-ney Care Centre and arenowned nephrologist andkidney transplant physicianin the region said that Sunilwas suffering from kidneyfailure and was undergoingdialysis twice a week.

He was in a very badstate of health and also suf-fered from a TB infection.

After proper counseling, hedecided to undergo a kidneytransplant and his wife readi-ly agreed to donate her kid-ney to husband, said Dr Ajay.

India's services PurchasingManagers' Index (PMI) rosefrom 51.5 in January to 51.8 inFebruary on the back of greaterbookings, better demandconditions and the retreat of thepandemic, a private surveyshowed on Friday. The uptick inthe index was, however, subduedby historical standards, withsome survey participantsindicating that growth wasdampened by competitivepressures, Covid-19 and higherprices. "Rising from 51.5 inJanuary to 51.8 in February, theseasonally adjusted IndiaServices Business Activity Indexpointed to a moderate rate ofexpansion that was marginallyquicker than in January," said theIHS Markit survey. The surveysaid that the service sectormoved up a gear in February asCovid cases declined andrestrictions were lifted followingthe escalation of the pandemicand an associated slowdown in

growth in January. As per thesurvey findings, there was anuptick in business confidence inFebruary but firms continued toshed jobs. Input costs increasedat a softer rate as did outputprices during this period."Growth in the service sectorfailed to rebound asmeaningfully as many wouldhave hoped given that Covid-19cases receded considerably fromJanuary's new wave and

restrictions were lifted," saidPollyanna De Lima, EconomicsAssociate Director at IHSMarkit. De Lima further said thatnew business and servicesactivity expanded only modestly,and at the second-slowest ratessince last July. "Looking at theanecdotal evidence supplied bysurvey participants, inflationarypressures, input shortages andthe local elections dampenedgrowth," said the economist. The

survey showed that growth ofprivate sector output recoveredsome of the ground lost inJanuary due to the escalation ofthe pandemic. "The CompositePMI Output Index rose from 53.0to 53.5 in February, signalling asolid rate of expansion that wasnonetheless below its long-runaverage. Manufacturing firmsrecorded a notably strongerincrease in business activity thantheir services counterparts,although rates of expansionquickened in both cases," IHSMarkit said. Similarly, neworders increased at quicker ratesamong services companies andgoods producers, with the latterseeing the sharper rise. At thecomposite level, the rate ofexpansion remained below trend,despite improving fromJanuary's six month low. "Privatesector employment continued todecline halfway through the lastquarter of fiscal year 2021/22,albeit at a modest rate. Jobshedding was evident in both themanufacturing and serviceseconomies," said the survey.

Non-alignment is outdated. That, in a nutshell,has been the Narendra Modi government’s po-sition on one of the pillars of India’s foreign

policy since Independence. Yet, the last few days haveshown that the idea is well and alive for New Delhi,even if it chooses not to accept that, and if its practiceof non-alignment is at variance with the philosophythat emerged in the 1950s. India has repeatedly ab-stained at key United Nations votes critical of Rus-sia’s illegal invasion of Ukraine. New Delhi has nei-ther supported Moscow nor joined the growing inter-national chorus to treat Russia as a pariah, by crip-pling not just its economy but also targeting its cul-tural and sports icons. The foreign minister, S. Jais-hankar, has previously described the government’s ap-proach to the world as multi-aligned rather than non-aligned — suggesting proactive engagement with sev-eral important partners rather than a passive refusal tobe seen as close to anyone. But New Delhi’s recentvotes at the UN are anything but bold. They are de-fensive and rooted in a belief that India must choosebetween its strategic interests — not upsetting its crit-ical military partner, Moscow, or its vital friend,Washington — and principles.

But the two need not be contradictory. To be clear,the West’s hypocrisy on unilateral invasions leaves itwith no credibility to critique India. But New Delhimust measure itself against its own traditions. Con-trary to the lament often levelled against non-align-ment, the policy never stopped India from partneringwith multiple nations in resolving global crises. Infact, it gave India the necessary moral clout. No in-stance better illustrates that than the Suez Crisis in1956, sparked by the invasion of Egypt by Israel,Britain and France. The events of that year bear closeparallels to today’s war. Then, like now, the UN Se-curity Council was divided because permanent mem-bers were among the invaders. As a result, a specialsession of the UN General Assembly was called un-der the same “united for peace” resolution used to callfor this week’s vote. But under the then prime minis-ter, Jawaharlal Nehru, India worked behind the sceneswith the United States of America to ensure that mostWestern nations and the majority of Asia and Africavoted together to set up a peacekeeping force that thenkept the warring militaries apart. A non-aligned Indiahelped end a war. As today’s crisis shows, there isnothing outdated about that legacy.

Global food system andgreenhouse gas emissionsAnew report suggests that the food

practices of 7.8 billion people ac-count for 21-37 per cent of the

greenhouse gases emitted every year in theworld due to all human activities.

It means our food systems (the com-plete process ranging from food productionand consumption to its distribution and dis-posal) emit more than transportation (14per cent of global GHG emissions) and en-ergy use in buildings (16 per cent), and al-most as much as the industry (21 per cent)and electricity production (25 per cent).

In fact, in a scenario where emissionsfrom all other sources are halted, emissionsfrom the global food system alone will con-tribute enough GHGs to heat up the planetabove the 1.5@C target.

These statistics and projections featurein the latest Annual State of India's Envi-ronment report, released at the 2022 AnilAgarwal Dialogue, Centre for Science andEnvironment (CSE)'s annual media con-clave, by Union Minister for Environment,Forest and Climate Change, Bhupender Ya-dav. These statistics, put together recentlyby a group of researchers from the UK andthe US, may come as a surprise to manywho think of plants as carbon sinks.

Vibha Varshney, associate editor,'Down To Earth', said: "While it is true thatplants remove carbon dioxide from the at-mosphere through photosynthesis, theyalso release large amounts of the gas whendecomposing. Food systems also con-tribute to emissions through other directand indirect ways. For example, cuttingtrees to make way for farms and pasture re-moves a major carbon sink. Operation offarm machinery using fossil fuels, or man-ufacture of agrochemicals and fertiliserstoo emit GHGs."

"So what is the world doing about it?The EAT-Lancet Commission on Food,Planet and Health, a gathering of 37 scien-tists from 16 nations, has set global targetsfor food systems that are environmentallysustainable and benefit human health. The

commission has proposed a PlanetaryHealth Diet that could reduce urban emis-sions by 60 per cent in 10 years," sheadded.

The CSE-'Down To Earth' report refersto a September 2020 assessment by UNEPwhich says reducing land-use change andconversion of natural habitat alone couldlower emissions by 4.6 gigatonnes of car-bon dioxide equivalent (GtCO2e).

Varshney added: "A dramatic transfor-mation of dietary practices is recommend-ed to decarbonise the food sector. But it is

easier said than done. The pathways toachieve that goal are not as clear as they arefor, say, the generation of electricity. Car-bon emissions are integral to the biologicalsystem. Besides, one cannot stop eating."

"There are also financial considerationsat play. The most affordable of the EAT-Lancet Commission's 'planetary health diet'exceeds the household per capita income of1.58 billion people," says Richard Mahap-atra, managing editor of Down To Earth.Additionally, business interests that haveplayed a role in shaping modern industrial

food can make the transition difficult aswell.

There are also fears that this focus onplant-based diets might prompt other emit-ters to shirk responsibility and put the onusof reducing emissions on the individual.Says the Annual State of India's Environ-ment report: "The 26th Conference of Par-ties... in Glasgow, Scotland in November2021 saw discussions on lowering the agri-culture sector's contribution to globalwarming. It remains to be seen how this af-fects food systems."

The IMF has also calledfor urgent reforms to the is-land's economy.

In this wake, a new studyhas shed some light on the correlationbetween financial stability and men-tal health.

The study, published in the jour-nal 'Science Advances', found that in-dividuals with physical, social, andfinancial assets, particularly higherincomes and fewer savings, were lesslikely to experience sustained depres-sion during the first year of the pan-demic. The study was led by theBoston University School of PublicHealth (BUSPH).

It found that 1 in 5 adults experi-enced persistent depression, both atthe start of the pandemic in Marchand April 2020 and one year later, butthose who had access to more physi-cal, social, or financial assets--partic-ularly higher incomes and more sav-ings--were less likely to experience

sustained depressive symptoms. Thefindings also showed that job loss, fi-nancial difficulties, or relationshipproblems were important predictorsof depression in the first year of thepandemic.

The study is the first of its kind toexamine the association of assets andpersistent depression across the USduring the first 12 months of the pan-demic.

"We have been observing partic-ularly high rates of depressions sincethe beginning of COVID that havepersisted throughout the first year ofCOVID," said study lead authorCatherine Ettman, executive directorof strategy and planning at BUSPH.

Agro-forestry and TOFs also alleviate some pressure onnatural forests by meeting fuelwood and woodproduct needs.

Agroforestry and ToF include trees growingon private land and farms; in urban areas; alonglinear infrastructure such as roads, railway lines,canals; plantations in and around industrial areas;shelterbelts; and in land belonging to governmentand other institutions; etc. TOFs on farms and oth-er private lands provide income and sustenancefor farmers from timber, fuelwood, fruits and oth-er products. These TOFs play a critical role in theeconomy of many developing countries, includingIndia. Additionally, TOFs are important in pro-moting cultural, social, and ecological functionsthat are important to human livelihoods. TOFs

also sequester carbon, stabilize soil, filter waterand air, regulate water flow, and perform otherecosystem services. When planted along roadsand canals, in institutional areas or within urbanlandscapes, TOFs provide shade to cool microcli-mates, absorb some air pollutants, beautify greenspaces, provide nesting and habitat for birds andother small animals, help to regulate stormwater,and contribute to human well-being.

Haryana State has demonstrated how a Statedeficient in forest and natural resources scarcewith only about 3.5 % area under Forests andmore than 80 % area under Agriculture can sup-port the Nation's food security and also wood se-curity. This is mainly due to promotion of Agro-forestry friendly policies and encouraging planta-tion campaigns for planting Trees Outside Forests.Investor and Industry friendly climate for woodbased industries, sourcing wood mainly fromfarmlands and facilitating availability of high pro-ductivity and short rotation seedlings of Eucalyp-tus and Poplar to farmers have played a pivotalrole in making Yamunanagar District the PlywoodCapital of the Country. Clonal Eucalyptus andPoplar seedlings have short harvesting period of4-6 years. Farmers' income is supplemented

through farmwood based production along withagricultural crops. Moreover, Agroforestry alsoensures economic security in supplementing in-come from trees in years of crop failures due todrought, frost, extreme temperatures, rainfall orother reasons. Strong formal and informal marketlinkages, marketing agencies and value chainslinking producers, industries, consumers and endusers have evolved. There are about 350 plywoodunits in the State. Yamunanagar Wood Marketsupports more than 50 % of the India's PlywoodProduction. It is estimated that wood worth INR2500to 3000 crores sourced from farmlands istraded in Yamunanagar and nearby region. Fin-ished and value added wood products worth aboutINR6500 to 8000 crores in the form of plywood,particle board, poles etc have played a vital role inshaping the economy of the region. It is estimat-ed, that about 0.1 million persons are annuallyemployed in activities related to woodbased har-vesting, marketing and production.

Haryana State under the dynamic and vi-sionary leadership of Hon'ble Chief Minister ShManohar Lal Khattar has undertaken a number ofinitiatives in supporting National level Commit-ments. "Oxy- Van" scheme launched in 2021 aims

to have "Mini Forests as natural oxygen factories"so that people can have better surroundings andavailability of oxygen, specially in urban areas.This is especially important, keeping in view theOxygen Crisis, everyone faced during COVIDpandemic. The objective of "Praan Vayu Devta"scheme aims to protect and conserve the treeshaving immense ecological and environmentalvalue and to inculcate in the people sense for pro-tection of old age trees which provide valuable in-tangible benefits and services to humanity includ-ing lifesaving oxygen. The scheme acknowledgesand respects old and heritage trees, more than 75years old by paying annual pension of Rs 2500 tothe custodian of tree. Haryana State on the occa-sion of World Environment Day, 5th June 2021has also initiated a scheme to promote Agro-forestry and plantations on at least 10% of GramPanchayat lands. For Soil and Moisture Conser-vation," MeraPaani Meri Viraasat" scheme hasbeen launched, that aims at crop diversificationscheme for farmers. The scheme incentivisesfarmer or landowner for Rs. 7000 per acre toswitch from paddy cultivation to other crops. Thiswater conservation initiative will also protect de-pletion of natural resources such as water and soil.

The success of Eucalyptus (Eucalyptustereticornis) and Populusspp.(PopulusDeltoides)based Agroforestry and the adoption of thesespecies in Yamunanagar and Northern Plains ismainly due to short rotation of 5 to 7 years ascompared to other species, linked establishedmarket supply chains through utilization in Ply-wood, Particle Board and Veneer and associatedindustries facilitating , value additions, supple-menting economic returns and green livelihoods.The India plywood market reached a value of INR195.8 billion in FY 2021-22. Haryana Medical Education MinisterAnil Vij replying to a question raisedduring the ongoing session of theHaryana Vidhan Sabha here Fridaythat the state government is going toopen nursing colleges in six districts,which will be inaugurated by theChief Minister soon. Mr Vij said thestate government has formulated anew nursing policy under which anursing college should have a 100-bedded hospital or a nursing collegeshould be accredited with an NABHcertified hospital located within a ra-dius of 10 kms and that hospitalshould be 100 bedded.

He said the provision of biometricattendance should also be made forthe children studying in nursing col-leges. Apart from this, he said thecountry and the state need qualityparamedical staff i.e. nursing staff. Hesaid earlier nursing colleges used to

function from one room and the nurs-es and students studying in these col-leges didn't even know the basics ofnursing, thus, a new policy has beenbrought in. He said we have opened

medical colleges and we are also plan-ning to open nursing schools. Mr Vij said the new nursingpolicy framed by the state governmentstands as it is.

Mumbai Help Desk receives 10more students from HaryanaCHANDIGARH: All necessary assistance is being provided to the students returningfrom war-torn Ukraine through the help desks set up by the Haryana government atMumbai and Delhi Airports. Today the Mumbai Help Desk welcomed 10 more studentsfrom Haryana at the Airport. The officers deputed at these Help desks gave air traveltickets from Mumbai to Delhi to these students along with a cash amount of Rs. 1000.The Names of the students who reached Mumbai include, Manish Kumar from Kuruk-shetra, Himanshu from Faridabad, Rohit Singh Nain from Ambala, Vivek Chahal andRahul Chahal from Jind, Mansi Sharma from Yamunanagar, Diksha from Karnal, Bhu-pender Singh from Yamunanagar, Prateek from Karnal and Pradeep from Palwal.So far, the Help Desk set up in Mumbai has welcomed 19 students. On reaching theircountry safely, the students thanked the Help Desk officers, Haryana Government andespecially the Chief Minister. The Chief Minister, Sh. Manohar Lal has assured thestudents and their families that with the cooperation of the Central Government, all thecitizens stuck in Ukraine will be brought back safely.
