Cases of the highly infectious Omicron are also in- creasing rapidly in and around the big cities. "Take steps now to avoid in- creased mortality," was the Centre's advice, sources said. The idea of tak- ing Delhi's GRAP model across the country is also being considered, top sources said. While Delhi and Mumbai have shown the maximum spike, other cities, including Gurgaon, Chennai, Kolkata, Bengaluru and Ahmedabad are not far behind. Over a 24-hour period, Mumbai logged 2,510 cases of Covid on Wednesday, an 82% jump. In a simi- lar massive spike, Delhi reported 923 cases of coronavirus on Wednesday - - an 86 per cent jump from Tuesday. As of now, Delhi and Maharash- tra are also the two states most affect- ed by Omicron, among the 19 states where the variant has made an ap- pearance. But Omicron cases are also increasing rapidly in Bengaluru and Ahmedabad, sources said. Between December 15 and 21, Haryana's Gurugram, located near Delhi, recorded 194 Covid cases. The number went up to 738 in the Decem- ber 22 to 28 week. In Chennai, the numbers have gone up from 1,039 to 1,720 in the same period. In Kolkata, the figures are 1,494 and 2,636. In Bengaluru, the Covid cases have spiked from 1,445 to 1,902. Earlier this week, Delhi imposed a series of restrictions under the Yel- low Alert -- part of the city's four- stage Graded Response Action Plan or GRAP. The plan was approved by the Delhi Disaster Management Au- thority in July as a preparatory meas- ure for a possible third wave. Under it, most of the activities re- sumed in phases as the second wave stopped. Malls, restaurants, shops, cinema halls spas and gyms were shut. So were schools and colleges. Soldier, 6 militants killed in back to back encounters in Kashmir AGENCY SRINAGAR, DEC 30 Security forces achieved a major success against the Jaish-e-Mohammad when they killed six of its militants including two suspected Pak- istanis in two back to back operations in south Kash- mir’s Anantnag and Kulgam districts, officials said on Thursday. A soldier of the Army's counter insurgency unit was also martyred and three other security personnel were wounded in the Anantnag gunfight, officials said. Three Jaish militants and a soldier were killed in an overnight gunfight at Nowgam village in Sha- habad, Dooru Anantnag. The encounter erupted when a joint team of police, Army and CRPF launched a search operation following information about the pres- ence of militants in the area. "Three Jaish terrorists were killed in the overnight gunfight. One of our soldier was also martyred. Two more jawans and a policemen were also wounded in the initial gunfight, who were shifted to 92 base Army hospital in Sri- nagar," a security official said. Arms and ammunition was recovered from en- counter site, he added. In a brief encounter in neighbour- ing Kulgam, three JeM militants including a Pakistani were killed last evening. Police said the gun- fight erupted at Mirhama area of Kulgam during a cor- don and a search operation which was launched by the joint forces. The orderssaid that due to the increasing conges-tion of vehicles, there is a risk of anykind of accident and traffic jam. There-fore, under section 144, there will be aban on heavy vehicles coming from therespective roads from 8 a.m. to 8 p.m.These orders will be valid with immedi-ate effect and will continue till February28, 2022. Violation of these orders willresult in legal action under section 188of the Indian Penal Code.

In thisepisode, on January 3, 2022, thesegames will be formally started fromPanchkula in the presence of theUnion Minister of Youth Affairs andSports, Sh. Anurag Singh Thakur andHaryana Chief Minister, Sh. ManoharLal.

This decision was taken in the ex-ecutive committee meeting of KheloIndia Youth Games-2021 held underthe chairmanship of Haryana Ministerof State for Sports and Youth Affairs,Sh. Sandeep Singh here today. TheChief Secretary and Chairman of theExecutive Committee of these Games,Sh. Sanjeev Kaushal was also presentin the meeting.

It was decided in the meeting that

the guidelines of all COVID-19 pan-demic alerts would be followed in theprogramme.

To be held on January 3, 2022,this formal programme will be organ-ized at 4:30 pm in Indradhanush Au-ditorium, Sector 5, Panchkula and it'slive telecast will also be shown out-side Tau Devi Lal Sports Complexand Auditorium in Sector 3. Haryana'sOlympians and other players havealso been specially invited to the for-mal launch programme so that theyouth can take inspiration from them.

It was informed in the meetingthat during this event, the sports mas-cot and official jersey will also be un-veiled.

About 8500players, aged 15 and 17 years, of thecountry are expected to participate inthese games. Apart from this, a sportsexpo will also be held. These gameswill be jointly organized by theHaryana Government and Sports Au-thority of India (SAI), Ministry ofYouth Affairs and Sports, Govern-ment of India.

Trees cut illegally in forest

KASHYAPCHHACHHARAULI: A case has come to light of cutting down dozensof white trees from the adjoining forest near the fence of the nursery be-ing constructed by the Forest Department in Fatehgarh. The villagershave demanded an investigation into the planting of dozens of lushgreen trees from the adjoining forest in the nursery being built by theforest department. Villagers Suresh Kumar, Satpal, Mukesh, Rohit etc.said that not even a single piece of dry wood can be picked from theforests of the forest department without the permission of the depart-ment. But for the wire fence of the nursery being constructed by the de-partment in Fatehgarh, dozens of lush green trees were cut down. Thevillagers informed that there should be departmental investigation andaction against the concerned employees who are doing this kind ofwork by collusion.Funds are released by the Forest Department for the nurseries beingset up for new plantations in which the department spends crores of ru-pees every year. From the staff engaged in the nursery to small ex-penses are also borne by the department. Every kind of expenditure isalso incurred by the department to save the nursery but the connivanceof the staff cannot be denied. Giving a much awaited bonanza ofRs. 124.25 crore for Asha and MidDay Meal workers as a new yeargift, Punjab Chief Minister Cha-ranjit Singh Channi on Thursdayannounced a fixed monthly al-lowance of Rs. 2500 for Ashaworkers against the earlier amountgot by them on the basis of incen-tives, which would cost the stateexchequer to the tune of Rs.60crore thus benefitting nearly22,000 Asha workers. Likewise,the Asha workers would also benow entitled for the facility ofcashless health insurance schemeup to Rs. 5 lakh which would bedone by the state government freeof cost so as to cover them againstthe probable risk of inflicting anyinfectious disease while perform-ing their duties.

Similarly, in a major relief tonearly 42,500 Mid Day Mealworkers working in 19,700 gov-ernment/aided schools across thestate, CM Channi also announced

to enhance their fixed allowancefrom Rs.2200 to Rs. 3000 permonth, this hike would entail anexpenditure of Rs. 64.25 crore onthe state exchequer. Besides, CMChanni also announced all theAsha workers and Mid Day Mealworkers working across the statewould be now entitled for full ma-ternity leave on the pattern of oth-er women government employeeson regular basis. CM Channi fur-ther declared that all the Asha

workers and Mid Day Meal work-ers would now get the hiked fixedallowance from January 1, 2022and in future they would be gettingthese allowances for 12 months in-stead of 10 months earlier. Giving thisinformation Thursday , theSecretary Health, AmitabhAwasthi , who chaired themeeting of State Task ForceCommittee for CovidVaccination at Shimla said as perthe decision of Ministry ofHealth and Family Welfare,Covid-19 vaccination of childrenin the age group of 15 to 18 yearswould be started from 3rdJanuary, 2022.

He reviewed the preparationfor Covid Vaccination of 15 to18 years age group andprecautionary dose for 60 yearsand above with comorbidities.

The Secretary said as per thedecision of the Ministry of

Health and Family Welfare,Covid-19 vaccination of childrenin the age group of 15 to 18 yearswould be started from 3rdJanuary, 2022.

He said the beneficiaries ofthis group would be givenCovaxin. The eligible children of

this age group can bookappointments by self registrationthrough existing accounts on Co-WIN or by creating a newaccount through mobile number.Online or onsite (walk-in)appointments can also be bookedat the nearest Government high

school and senior secondaryschool.

The precautionary dose forHealth Care Workers (HCWs),Front Line Workers (FLWs) and60 years and above populationwith comorbidities, who havereceived two doses would beprovided from 10th January,2022.

Similarly, the prioritizationand sequencing of precautionarydose would be on completion ofnine months i.e. 39 weeks fromthe date of administration ofsecond dose.

He further informed that asmany as 96,200 eligiblepopulations would be vaccinatedwith precautionary dose, whichwould include 32,663 HCWs of2nd dose, 61431 FLWs of 2nddose and 10,530 populations of60 years and above with 2nddose, which would be inoculatedwith precautionary dose of covidvaccine.

Of the 961 Omicron cases,320 have recovered and havebeen discharged.

Anew study hasfound that chil-dren globally

will challenge peers ifthey break the 'rules',but how they challengethem varies betweencultures.

The study has beenpublished in the 'Pro-ceedings of the NationalAcademy of SciencesJournal'. Led by theUniversity of Plymouth,UK and Freie Universi-tat Berlin, Germany, thestudy analysed the be-haviour of 376 childrenaged five to eight fromeight societies in Africa,Asia, Europe, and South

America. The childrenwere each taught to playa block sorting game -with half taught to sortthe blocks by colour,and half taught to sortthem by shape. Theywere then put into pairs,with one playing thegame and the other ob-serving. The researchshowed that observersintervened more oftenwhen the other child ap-peared to play by thewrong set of rules. Themore a child intervened,the more likely theirpartner was to changetheir behaviour. Thestudy also showed that

the type of interventionvaried - with childrenfrom rural areas usingimperative verbalprotest more than chil-dren from urban areas.The study was the firstto analyse children's be-haviour in challengingnorm violations acrosscultures worldwide, andadded to our under-standing of how normsallowed people toachieve coordinationand cooperation.

Lead author Dr Pa-tricia Kanngiesser fromthe University of Ply-mouth said, "What isnew about this study is

that we observed chil-dren's behaviours andtravelled worldwide todo so - we didn't askchildren what they in-tended to do, but meas-ured what they actuallydid in real-life social in-teractions." "It was alsoreally interesting to seethat how the childrencorrected each othervaried by location. Toour surprise, childrenfrom rural small-scalecommunities protestedas much or even morethan children from ur-ban settings. We as-sumed that, becauseeveryone knows every-

one else in small scalecommunities, direct in-terventions would beless common, as peoplecould rely on more indi-rect ways such as repu-tation to ensure compli-ance with rules. But weactually found the oppo-site to be true," sheadded. "The next step isto explore further whatmotivates children to in-tervene and how theylearn to intervene. Forexample, do they learnfrom adults or olderchildren around themhow to react to rulebreaking?" she concluded.

Falls shortAdeputy-governor of the Reserve Bank of In-

dia has recently claimed that monetary policyin India is financially inclusive by design, im-

plying that people at the bottom of the income andwealth pyramids have increasing access to formalbanking finance. The index of financial inclusion hasrisen from 49.9 in March 2019 to 53.9 in March2021. The deputy-governor has gone on to claim thatas more and more people become linked to the bank-ing system, inflation will be easier to control andoutput volatility would be reduced. When inflation-ary pressures push prices up, the RBI reacts by rais-ing interest rates. This reduces the demand for cred-it and also induces people to save more and spendless. Without financial inclusion, poor people be-come constrained by rising food prices adversely af-fecting their incomes and purchasing power. All thismight be true to a certain extent. But the claim by thedeputy-governor requires some uncluttering to re-veal the real extent of financial inclusion in India.

Financial inclusion still has a long way to go be-fore the full economic benefits can be obtained. Thisis especially true for the poor in the rural and farmsectors. Financial inclusion, whatever progress it hasmade so far, is far from being active in economictransactions. There are innumerable accounts thathave been opened but are inoperative, with a paltryminimum balance maintained in them. The bankingsector’s formalities, paperwork, procedures as wellas the attitude of officials remain overwhelming formost ordinary people. Therefore, the task to go to thebank and conduct transactions remains formidable.If it is challenging to deposit and withdraw funds —the most basic of banking operations — then one canimagine the difficulties that are encountered by thesepeople in getting credit. The regulatory requirementsare tedious — even frightening — for the ordinary,possibly illiterate, farmer, sharecropper or landlessworker, even though the idea is to make them as tightas possible to deter opportunistic behaviour at thefield level and minimize non-performing assets inthe risky business of lending to the poorest of thepoor. Despite the impressive growth of self-helpgroups and active efforts at linking these groups tobanks, the results are far from satisfactory if onewere to go beyond the mechanical statistics of thenumber of new accounts opened. To call this inclu-sive monetary policy through conscious design maybe a bit premature. Monetary policy has a long wayto go before it can provide reasonable stability tolivelihoods and incomes.

Pakistan failed its counter-terrorism obligations

With the threat of terrorism becom-ing geographically dispersedaround the world, Pakistan con-

tinues being duplicitous on the use of ter-rorist groups as proxies in its geopoliticalpursuits, a new media report said. "Terror-ist groups continued to operate from Pak-istan. Groups targeting Afghanistan -- in-cluding the Afghan Taliban and affiliatedHaqqani Network, as well as groups tar-geting India, including Lashkar-e-Taiba(LeT) and its affiliated front organiza-tions, and Jaish-e-Mohammed (JeM) --continued to operate from Pakistani terri-tory," the Singapore Post reported citingthe US's Country Reports on Terrorism2020.

It further reported that Pakistan madelimited progress on "the most difficult as-pects of its 2015 National Action Plan tocounter-terrorism, specifically in itspledge to dismantle all terrorist organiza-tions without delay or discrimination."

The report highlighted that Pakistan"did not take action against other knownterrorists such as JeM founder and UN-designated terrorist Masood Azhar and2008 Mumbai attack "project manager"Sajid Mir", both of whom are believed toremain free in Pakistan.

Citing media reports, The SingaporePost reported that Masood Azhar had writ-ten a column "Manzil Ki Taraf" in JeM'sonline magazine Al Noor congratulatingthe Afghan Taliban for its takeover ofKabul. He had also commented that the"defeat of America means it has lost thestatus of being the superpower in theworld."

Study finds stress may lead excessivedrinking in women not men

DeputyCommissioner Babita Kaler said,“Agriculture in Abohar subdivision isentirely based on canal water.Underground water is considered unfit forcrops here. Two phases have alreadybeen completed and work on the thirdphase is under way.” Water ResourcesDepartment executive engineer (XEN)Ramanjit Singh said Malukpura canalwas being paved from burji number95,500 to 1,15,500. Similarly, Daulatpuraminor (sub canal) from burji number 0 to20,000 has been reconstructed.Gidderanwali minor has been remodelledfrom burji number 0 to 11,546 andJandwala minor from burji number 11,625to 19,500. "It was an overwhelming experienceof fulfiling the wish of legendary athleteMilkha Singh, who has inspired so manypeople of this country. The ICC Awards 2021 will recog-nise the outstanding achievementsand feats in cricket over the past year.

In a year that saw India win onlytwo of the nine T20Is, Smriti Mand-hana was one of their few brightspots.

She played a major role in thefirst of the two wins, smashing 48 offjust 28 balls against South Africa,chasing 113 in the final T20I. The winsaved India the blushes, as they man-aged to avoid the sweep.

Mandhana was India's top run-scorer in the T20I series against Eng-land with 119 runs but didn't find
