AGENCY NEW DELHI, OCT 20 The Supreme Court on Wednes- day slammed the Uttar Pradesh government and said that it was getting an impression that the Ut- tar Pradesh Police was "dragging its feet" in its investigation into the October 3 violence in Lakhim- pur Kheri where eight persons, in- cluding four farmers, were killed during a farmers' protest. "We think you (UP Police) are dragging your feet. Please dispel that impression," a Bench of Chief Justice of India NV Ramana and Justices Surya Kant and Hima Kohli observed. The observation of the Bench came after noting that the state- ments of only four witnesses have been recorded under Section 164 of the Code of Criminal Proce- dure. The apex court adjourned the hearing in the Lakhimpur Kheri case to October 26 and asked the SIT probing the case to record statements of other witnesses also under Section 164 CrPC. The top court questioned Se- nior Advocate Harish Salve, ap- pearing for the Uttar Pradesh gov- ernment, why the statements of other witnesses were not recorded. Salve then requested the Bench for time to record state- ments of witnesses and the case was adjourned to October 26. The Bench pointed out that the Special Investigation Team will have to identify the vulnerable witnesses and provide them pro- tection and record their statements under Section 164 CrPC, as it will have more evidentiary value. At the outset, Salve informed the apex court that he had submit- ted a report on the incident in a sealed cover. The Bench responded that it never said anything about the re- port in a sealed cover. Salve said, "A concern was stated that the State was going soft on the accused, now everybody is arrested and they are in jail. As of today, 10 accused are arrested. There are two crimes which were driving into farmers and the other one in which a person was lynched." The top court after perusing the report of the UP government questioned why out of 44 witness- es, statements of only four were recorded. The statements of other witnesses were being recorded, but the courts had shut (due to Dussehra break), Salve said. It asked Salve how many ac- cused are in judicial custody and how many are in police custody. Salve replied that out of the 10 accused (in crime re- lated to driving of vehicle into the farmers), four were in police cus- tody. The Bench then asked Slave, "What about the other six? You did not seek custody so they were sent to judicial custody. What is the situation in this case?" Questioning the UP govern- ment on why police custody of other accused was not sought, the Bench said, "Until and unless they are interrogated by police, you won't find out." Salve apprised the apex court that the phones of the accused had been seized and the videos have been sent for forensic examina- tion. "If the forensic reports come, there may not be a need for further questioning," he added. The apex court was hearing a case where two lawyers had writ- ten a letter to the CJI seeking a high-level judicial inquiry into the incident. Thursday October 21, 2021 VOL. Virtually addressing a joint conference of the CVC and the CBI at Kevadia in Gujarat, Modi said no matter how powerful a per- son may be, stern action should be taken against those who work against the interest of the nation or its people. The statement comes at a time when the central government is en- gaged in legal proceedings to bring back alleged economic offenders like Vijjay Mallya, Nirav Modi and Mehul Chowksi, who have taken refuge in foreign countries. "You have to remember that your partnership is with this 'mitti' (soil), with Maa Bharti (Mother India). However powerful one may be, stern action should be taken against those who work contrary to the national interest or of our peo- ple. We should continue our work in the national interest, he said. Modi said due to the hard work of his government in the last six-seven years, a faith has been established among people that cor- ruption can be stopped. "In the last six-seven years, we have been able to establish a faith among people that it is possible to stop corruption in the country. Modi said the previous gov- ernment lacked the will to control corruption. AGENCY NEW DELHI, OCT 20 Supreme Court on Wednesday in its judgment set aside the grant of two weeks' furlough granted to self-pro- claimed godman and convict Asaram's son, Narayan Sai, who is serving life term in a 2014 rape case. The bench of the Supreme Court, headed by Justice Dr Dhananjaya Yashwant Chandrachud pronounced the verdict, after hearing the state of Gujarat's SLP (Special Leave Petition) against the order of the Single Judge of the Gujarat High Court granting the convict, Narayan Sai, furlough for a period of 2 weeks. The bench held that the furlough can be granted after a stipulated num- ber of years have been served, without any reason. It was observed that "the purpose for the same is to allow the prisoner to continue with family life and integration in the society. Howev- er, the bench added that while furlough can be claimed without a reason, a pris- oner does not have an absolute legal right to furlough, that the interest of the prisoner in the grant of furlough has to be balanced against the public interest and furlough can be refused to certain categories of prisoners." While setting aside the Gujarat High Court order, the bench noted that the concerned jail su- perintendent has given a negative opin- ion about the respondent based on the fact that he kept a mobile phone in the jail illegally and tried to make contact with the outside world. The bench not- ed that there have been instances of threats issued to the investigating team and witnesses at the behest of the re- spondent, that during the trial, attempts were made to bribe public officials, and that the conduct of the respondent in the jail is also not beyond reproach. "Dis- turbance to public peace and tranquility are the grounds in the Bombay Furlough and Parole Rules, 1959 for the refusal of furlough. In view of these circum- stances, we allow the appeals and set aside the interim judgment and order of the High Court", ruled the bench. Ellenabad by-election: Seewho is winning over whom?

SHIV KUMAR SHARMACHANDIGARH, OCT 20

There are only 10 days left inthe Ellenabad assembly by-election. All the political par-ties have thrown their fullstrength to win this election.Kanda is trying to reach the as-sembly by making the devel-opment of Ellenabad as histarget like a Panchayati candi-date. BJP candidate GobindKanda, who is considered aweak candidate in political cir-cles, is improving his positionrapidly. Political pundits be-lieve that the main contest isbetween BJP's Govind Kandaand INLD's Abhay SinghChautala. All the votes theCongress will take here willprove to strengthen the BJPcandidate. After resigningfrom the MLA's post to gainthe sympathy of the farmers, this election will not be as easyfor INLD candidate AbhaySingh Chautala as he thought. But he is desperate to reach the

assembly again through theby-election.

In fact, Abhay’s resigna-tion itself can become a majorobstacle in his way of re-entryin the assembly. It is also beingsaid that if Chautala wins now,he may resign again to provehis point! Such news is alsobeing circulated in the media.Another thing which is againstAbhay Chautala is that none ofthe political heirs of Chaud-hary Devi Lal family (excepthis father Omprakash Chauta-la) are with him now. His eld-er brother Ajay never stoodshoulder to shoulder with him.O P Chautala and his two sonsDushyant and Digvijay Chau-tala are partners with the BJP-JJP coalition government inthe state. Their support basemay have been reduced due tothe farmers' movement, buteven still they are powerful. They will definitely havesome support in Ellenabad!Similarly, Chaudhary RanjitSingh, power minister in the

state government and heir toDevi Lal's legacy, also says"family is a different thing andpolitics is different". His sup-port is completely on the sideof BJP candidate Gobind Kan-da. Another personality AdityaChautala is duly an office-bearer in BJP, and with fulldedication is busy campaign-ing with BJP candidate Gob-ind Kanda. It can be said thatexcept Omprakash Chautalaand Abhay Singh Chautala, the late Choudhary Devi Lal'sentire family is standing withBJP candidate Gobind Kandatoday. This is the reason whyAbhay Chautala does not seeas much threat from Congresscandidate Pawan Beniwal as isseen from alliance candidateGobind Kanda and his brotherGopal Kanda. The mention oftemple and religiosity in elec-tion meetings by Abhay Chau-tala is clearly showing that thesocial and religious status ofGobind Kanda is definitely af-fecting this election.

Farmers allege discrepanciesin paddy weighing

SHIV KUMAR SHARMAKARNAL, OCT 20

In Nilokheri grain mandi, open looting is being carriedout with the farmers in the name of paddy weighing, butno one seems to be listening to the aggrieved farmers. 37kg 500 gms of paddy is filled in the katta (bag) and thesubsequent weight is said to be the weight of the emptykatta while the weight of the empty new katta is 580 gmsas per the procurement agency Hafed. In this way, farmers are duped of more than 100 gms per bag. It is amatter of investigation as to whose pockets are beinglined with this money. But the farmers feel cheated andthey say that when the Secretary Mandi Secretary doesnot know the weight of the empty katta, how will he beable to protect their interests. On the other hand, in thegrain mandi, as per the instructions of the deputycommissioner, the gate pass should be issued from 5:00am, but the secretary starts issuing passes at 7:00 a.m.He argues when procurement starts in the afternoon, what is the point in issuing passes at 5 p.m. It seems heis not bothered with the orders of the deputycommissioner. When asked about the alleged weighingdiscrepancies, the secretary of Nilokheri marketcommittee says that he will find out from the agencieswhat is the weight of the katta (bag) Malkhan Singh, head of Nilokheri grain mandi.

Study suggests wine's red grape pulp offers nutritional bountyThe mashed, leftover pulp from

red grapes in the early processof making wine, known as Po-

mace, is considered byproduct rub-bish. However, in a new Cornell Uni-versity-led food science study, re-searchers demonstrated how viticul-tural trash could be a nutritive treas-ure.

The group showed that two stil-benes, beneficial molecular com-pounds found in plants, can affect thehuman intestines and the stomach'smicrobiome in a healthy way. Whilethis still needs further research, thefinding may play a role in reducingthe risks from cardiovascular diseaseand diabetes, according to their workpublished in the journal Nutrients.

"This byproduct of making winehas important potential," said EladTako, associate professor of food sci-ence in the College of Agriculture andLife Sciences. "If we can use the

pomace to either extract key com-pounds or use them as a dietary ingre-dient to fold into food, then grapepomace can be a very sustainablesource of nutritional compounds withdemonstrated health benefits." Tako

said the research provides an under-standing of how stilbenes work at thehuman gut level. Additionally, in thestudy, the Tako research groupscreened red grape varieties typicallyfound in the Finger Lakes Region of

New York, where a robust wineryeconomy exists. The team used Vitisvinifera (wine grapes), Vitis labrus-cana (Concord grapes) and an inter-specific hybrid, to associate the find-ings with practical dietary health ben-

efits of grape and grape product con-sumption, Tako said. "I've been work-ing with polyphenols (plant-based nu-tritional compounds), and I was in-trigued by previous research that sug-gested that bioactive compounds -such as resveratrol in red wine - hascardiovascular and other health bene-fits," Tako said. "The mechanism ofhow these compounds work in thebody was not clear, so I used my invivo model to find the answer." Byusing a chicken (Gallus gallus) as invivo model, the scientists were ableto determine the nutritional benefitsof the stilbenes, resveratrol andpterostilbene.

The embryonic phase (the fertileegg) of Gallus gallus lasts for 21days, which is when the embryo issurrounded by amniotic fluid (eggwhites), naturally and orally con-sumed by the embryo prior to hatchon day 21.

In the experiment, the stilbenesextract was injected into the eggs'amniotic fluid, consisting mostly ofwater and peptides, on day 17 of em-bryonic development. The amnioticfluid and the added nutritional solu-tion were then consumed by the em-bryo by day 19 of incubation - amethod developed by Tako called "in-tra amniotic administration."

In this way, the group learnedhow resveratrol and pterostilbene af-fect the gastrointestinal tract, as wellas other physiological systems andtissues, Tako said. The group con-firmed positive, nutritional effects onthe intestinal microbiome and smallintestine.

This research has led to a patent, and the manuscript is part of a Nutri-ents special issue, "Dietary Polyphe-nols and Flavonoids, MineralBioavailability, Gut Functionality,Morphology and Microbiome."

Evil fireShahbag Square in Dhaka is roaring, once again.

The spontaneous demonstration by thousands ofpeople cutting across religious lines against the

spate of vandalism targeting Hindus in Bangladeshduring the Durga Puja on alleged charges of blasphe-my is reassuring. It goes to show that unlike some ofits bigger neighbours, Bangladesh’s civil society hasthe spine to take on the mischief of fundamentalistforces consistently. The prime minister, Sheikh Hasi-na Wajed, who recently stated that India should re-main vigilant so as to ensure that religion is not usedto divide citizens, must use this public momentum tocrack down against the perpetrators. Ms Wajed’s gov-ernment has arrested several miscreants and deployedthe Border Guard Bangladesh in as many as 22 dis-tricts after violence and vandalism shattered the peacein several places in the Chittagong range. Yet, spo-radic cases of communal tensions continue to be re-ported. For instance, minority-owned temples andshops bore the brunt of vandalism in Feni on Saturday.Ms Wajed must ensure that such events are not re-peated. The administration must get to the root of thecrisis to identify the shadowy patrons and then punishthese instigators. There are two compelling reasonsfor this. First, Bangladesh, which has taken giant eco-nomic strides and, consequently, progressed on socialindicators in recent times, should not fritter awaythese gains to predatorial majoritarianism. Second, atepid response would encourage rabid Islamist forcesthat have a history of unleashing unrest in that coun-try.

The Narendra Modi government, while express-ing concern, has also been appreciative of the stepstaken by Ms Wajed to control the situation. Strangely, leaders of the Bengal unit of the Bharatiya Janata Par-ty remain unconvinced unlike their bosses in Delhi. Aprominent state party leader met the Bangladesh en-voy in a bid to rake up the issue. The intentions areclear. The BJP would like to milk the disturbances inBangladesh for electoral benefit in the upcoming by-elections in Bengal. After all, polarization has yieldedrich dividends to the party in electoral contests. Ben-gal, admittedly, rebuffed this strategy of the BJP dur-ing the assembly elections. Those who resisted theBJP’s divisive policy — civil society activists, stu-dents, political opponents and an overwhelming num-ber of ordinary citizens — must continue to be onguard on this side of Bengal and douse efforts to kin-dle communal flames. Eternal vigilance is the pricefor not only sustaining liberty but also snuffing out re-ligious discord.

Regular millet consumption can combat anaemiaAnew study has shown that regular

consumption of millets can im-prove haemoglobin and serum fer-

ritin levels to reduce iron deficiencyanaemia, which is rising globally. Thefindings of the study were published inthe journal 'Frontiers in Nutrition'.

The research, a meta-analysis of 22studies on humans and eight laboratorystudies on millets consumption andanaemia, was undertaken by seven organ-isations across four countries and was ledby the International Crops Research Insti-tute for the Semi-Arid Tropics(ICRISAT).

"The study concluded that millets canprovide all or most of the daily dietaryiron requirements of an average person.Although the amount of iron provided de-pends on the millet variety and its form ofprocessing, the research clearly showsthat millets can play a promising role inpreventing and reducing high levels ofiron deficiency anaemia," highlighted DrS Anitha, the study's lead author and Se-nior Nutritionist at ICRISAT.

The researchers found that millets in-creased haemoglobin levels by as much as13.2 per cent. Four studies in the reviewalso showed serum ferritin increasing byan average of 54.7 per cent. Ferritin is aniron-containing protein in the blood and isa clinical marker for iron deficiency.

The studies in the analysis involvednearly 1,000 children, adolescents andadults, and six different millet types - fin-ger millet, pearl millet, sorghum and amixture of kodo, foxtail and little millets. The participants in the studies were foundto have consumed millets for anywherebetween 21 days and 4.5 years. The find-ings were published on 14 October inFrontiers in Nutrition.

"1.74 billion people were anaemic in2019. That number is rising," said DrJacqueline Hughes, Director General,ICRISAT.

"It has been proven that iron deficien-cy anaemia affects cognitive and physicaldevelopment in children and reduces pro-ductivity in adults. The need for a solu-tion is critical, and therefore bringing mil-lets into mainstream and government pro-grams is highly recommended," added DrHughes. "Now that there is strong evi-

dence of the value of millets in reducingor preventing iron deficiency anaemia, itis recommended that one major researchstudy be undertaken on anaemia coveringall the different types of millet, commonvarieties and all major forms of process-ing and cooking, using a uniform testingmethodology.

This will provide the detail requiredfor designing interventions needed tohave a major impact on reducing anaemiaglobally," said Professor Ian Givens, a co-author of the study and Director at the

University of Reading's Institute of Food,Nutrition and Health (IFNH) in the UK.

"It has often been claimed that iron inmillets is not highly bioavailable due tothe supposed high levels of antinutrients. Our analysis proves this is a myth. In-stead, millets were found to be compara-ble to typical iron bioavailability percent-ages for plants.

Also, the levels of antinutrients inmillets were identified to be similar orlower than common staples," said MsJoanna Kane-Potaka, former Assistant Di-

rector-General, ICRISAT, and ExecutiveDirector of the Smart Food initiative whois a co-author of the study.

The research also showed that pro-cessing can significantly increase theamount of iron bioavailable. For example, millet snacks made by expansion (extru-sion) increased bioavailable iron 5.4times, while fermentation, popping andmalting more than tripled the ironbioavailable. Germination (sprouting)and decortication (dehulling) more thandoubled the bioavailable iron.

Benefits of eating nuts forbreast cancer survivors

Can eating nuts have health-protective effects for breastcancer survivors? A new

study suggests that it might!According to the study, nut

consumption is associated withlower risks of breast cancer recur-rence or death. The findings of thestudy were published in the 'Inter-national Journal of Cancer'.

Among 3,449 breast cancer sur-vivors from the Shanghai BreastCancer Survival Study, who com-pleted a dietary assessment 5 yearsafter diagnosis, there were 374deaths during a median follow-upof 8.27 years after the dietary as-

sessment. Among 3,274 survivorswithout a previous recurrence at thetime of their dietary assessment,209 developed breast cancer-spe-cific events, including recurrence, metastasis, or breast cancer mortal-ity.

There was a dose-response pat-tern in the relationship between nutconsumption and risk of breast can-cer recurrence or death, with thoseconsuming the highest amountshaving the lowest risks. Also, theassociation was stronger for sur-vivors who had earlier stages ofbreast cancer than for those whohad later stages.

Amarinder dancing to tunes of BJP, newCM following the same line: Harsimrat

PRITPAL SINGHJALANDHAR, OCT 20

Former union minister HarsimratKaur Badal today said whileformer chief minister CaptAmarinder Singh had danced tothe tunes of the Bharatiya JanataParty (BJP) for nearly five years, newly inducted chief ministerCharanjit Singh Channi wasfollowing the same line by signingoff policing in nearly half ofPunjab to the centre. Addressingthe media here, Mrs HarsimratBadal said “the cat is out of thebag. It is now clear that CaptAmarinder Singh was aligned withthe BJP all along and backstabbedhis own party as well as Punjabis. The reason why he helped inframing of the three hatedagricultural laws and hid this fromPunjabis for one and a half yearsalso lies exposed. The cosyrelationship which CaptAmarinder shared with the BJPand Prime Minister NarendraModi is also clear from the factthat despite being an oppositionchief minister, the BJP never wentafter him like they did in the case

of Mamta Bannerjee and others. The most the PM said about CaptAmarinder was that he was a‘swatantar fauji’. CaptAmarinder’s statement yesterdaythat he would form his own partyand align with the BJP is proof thatthe independent ‘fauji’ was alwaysworking in collusion with theBJP”. Mrs Badal said chiefminister Charanjit Channi was noless. She said Channi hadbackstabbed Punjabis by sellingoff the interests of the State to thecentre. “Channi readily agreed tothe extension of the jurisdiction ofthe Border Security Force (BSF) toa radius of fifty kilometers from

the international border withPakistan during his meeting withunion home minister Amit Shah onOctober 5. Now our major shrinesincluding Sri Darbar Sahab,Durgiana Mandir and Ram Teerathhave come under central purview. So have ten districts of Punjab”.The former union minister said bydoing this Channi had weakenedthe cause of federalism and createdthe ground for increased centralcontrol over Punjab.
