Lok Sabha passes bill to end all retrospective taxation AGENCY NEW DELHI, AUG 6 A bill that aims to end all retro- spective taxation imposed on indi- rect transfer of Indian assets was passed by the Lok Sabha on Friday amidst continuous protests by op- position over the alleged snooping through the Pegasus spyware and other issues. When the 'The Taxation Laws (Amendment) Bill, 2021' would be passed by Rajya Sabha too, all tax demands made on companies like Cairn Energy and Vodafone using a 2012 legislation on indirect transfer of Indian assets prior to May 28, 2012 will be withdrawn. The Union Finance Minister described the 2012 legislation as bad in law and bad for the in- vestors' sentiments . Rajendra Agrawal, who was in the chair, declared the bill passed after clause-wise discussions of the bill and a brief statement by Sitharaman. The finance minister said there were 17 litigations due to the ret- rospective tax law and even the Supreme Court had said in 2012 that the tax could not be levied for the indirect transfer of shares of foreign companies. The bill has been brought as a clarification, she said. Sitharaman said in 2014, the then Finance Minister Arun Jaitley had made a commitment to set up a high powered committee to look into the provisions of the 2012 law as the NDA government did not believe in retrospective taxes. Jaitley had said that the pres- ent government did not believe in retrospective taxes but the law could not be amended at that time as there were court cases, she said. The finance minister said once the lawsuits were settled in September and December 2020, the government had started con- sultations with various stakehold- ers, including the Law Ministry. Now we have come up with this bill at the next available op- portunity. We are fulfilling the words given in this august house by former finance minister Jaitley and the government under the leadership of Prime Minister Narendra Modi brought the bill, she said. "It is also proposed to re- fund the amount paid in these cas- es without any interest thereon," the bill said. The refund could be around Rs 8,100 crore, which was collected by enforcing the 2012 law. AGENCY NEW DELHI, AUG 6 Announcing its bi-monthly mone- tary policy on Friday, Reserve Bank of India (RBI) kept the repo rate unchanged at 4 per cent on expected lines to support growth hit hard by the pandem- ic. Repo rate or repur- chase rate is the interest rate at which RBI lends to commercial banks. It is the key tool of the cen- tral bank to contain infla- tion or price rise by reg- ulating the supply of money in the economy. "Based on the assessment of the evolving domestic and global macroeconomic and financial con- ditions and outlook, the MPC (Monetary Policy Committee) vot- ed unanimously to keep the policy repo rate unchanged at 4 per cent. The MPC also decided on a 5 to 1 majority to continue with the ac- commodative stance as long as necessary to revive and sustain growth on a durable basis and con- tinue to mitigate the impact of Covid-19 on the econ- omy while inflation re- mains within the target going forward," said RBI Governor Shak- tikanta Das who chairs the MPC. "The Marginal Standing Facility that is MSF rate and the bank rate remain un- changed at 4.25 per cent. The reverse repo rate also remains un- changed at 3.35 per cent," he added. While several high-fre- quency data such as monthly GST collection, vehicle sales and elec- tricity consumption have shown uptrend in the economy, fear of a third wave of the pandemic looms posing downside risks to the growth. A bill that aims to end all retro-spective taxation imposed on indi-rect transfer of Indian assets waspassed by the Lok Sabha on Fridayamidst continuous protests by op-position over the alleged snoopingthrough the Pegasus spyware andother issues.

Police arrested 4 accused belonging to the gang, fromwhose possession Rs 3800 cash obtained by selling copper coils of stolen transformers andbikes and other equipment used in the crime were recovered. With the arrest of the accused,success has been achieved in solving about 45 cases of transformer theft in district Kaithal. Deputy Commissioner NishantKumar Yadav informed that thevictims of accidents on the wayto and from fields, villages, mar-ket yards and such places duringagricultural works in the state ofHaryana will be provided finan-cial assistance by the MarketCommittee under Mukhya-mantri Kisan and Khetihar Jee-van Suraksha Yojana. He saidthat farmers and agricultural labourers have to work day andnight in the fields. This leads to the possibility of accidents.For this, financial assistance is given by the government,which includes Rs 5 lakh in case of death due to accident, 2lakh 50 thousand rupees in case of permanent disablement dueto fracture of spinal cord or otherwise, fracture of two limbsor permanent serious injury. Similarly Rs. 1 lakh 25 thousandwill be given in case of fracture of a limb or permanent injury,Rs. 75 thousand for complete amputation of finger, Rs. 37thousand for partial fracture of finger, Rs. 37 thousand as gov-ernment grant through market committee. He said that for this,it is necessary to have a police report and post-mortem and incase of disability, submit a photocopy of the remaining organwith the claim. The applicant has to apply to the secretary ofthe concerned market committee within two months of the ac-cident.

Survivors of acid attacks inMexico unite to push for changeElisa Xolalpa has had

three daughters andfound a job she en-

joys since a formerboyfriend tried to destroyher life by tossing acid onher when she was 18. Twodecades later, she is stillseeking justice.

Survivors of acid at-tacks like Xolalpa arebanding together and rais-ing their voices in Mexicodespite the country's sky-high violence especiallytoward women and stag-gering levels of impunity. Ithought I was the only one,said the 38-year-old, whogrows flowers on MexicoCity's south side. But we'renot alone anymore.

Earlier this year, theCarmen S nchez Founda-tion formed here to pro-vide support and lobby forlegal reforms for survivorsof acid attacks. It has reg-istered 29 such attacks sofar, five already in 2021,but believes that is only afraction of the real number.

Survivors want the at-tacks classified as attempt-ed femicide, aid with theinnumerable surgeries thatfollow and psychologicalsupport. They want to beseen even though theirfaces hurt.

Mom, what is acid? 9-year-old Daniela askedXolalpa one day. For a mo-ment Xolalpa was silent.Then she told her daughterthat it was a liquid theyused in the greenhouse thatis dangerous. Another day

Daniela left school intears. Some kids told meyou're ugly, Mom, and it'snot true, Xolalpa said herdaughter told her.

Xolalpa has a sweetgaze. She enjoys growingflowers in the chinampasfertile islands interlaced bycanals in the capital'sXochimilco borough likeher ancestors did. She rec-ognizes that one day shewill have to explain to herthree daughters, product ofanother relationship, theattack that changed her lifeand for a time left herwanting to die. These daysshe is focused on prepar-ing herself mentally for anew court hearing for herattacker, who was finally

arrested in February. Shehas made three complaintsto authorities and sufferedconstant threats from him.For now he only faces adomestic violence charge,but Xolalpa hopes that willhold him long enough topursue an attempted femi-cide charge.

Her attacker's lawyerhas been dismissive. Hesays I'm alright because Iwas able to have a family,she said indignantly. Sheentered the relationshipwith the father of her threedaughters to feel that Icould please someone de-spite the scars, Xolapasaid. It was a mistake, I'mstill damaged. Dousingsomeone in acid means

wanting to dissolve a per-son physically and psycho-logically. It is always pre-meditated, according to theUnited Nations.

In Xolalpa's case, shewas tied to a post. The aciddissolved the ropes, butalso her clothes and herbody as she ran half-nakedfor help.

She has had 40 surger-ies to repair her body. Car-men S nchez, who startedthe foundation that bearsher name, was eatingbreakfast with her motherand sisters at home in 2014when her partner enteredand threw acid on her face.He fled with a driver whowas waiting outside as Snchez's chin melted to her

chest and her cell phonedissolved in her hand. Ittook years before S nchezturned to activism.

One day in 2017, Snchez called Gina Pontes,a Colombian survivor,whose collective Rebuild-ing Faces helps otherwomen who have survivedattacks. Pontes happenedto be on her way to a doc-tor's appointment.

She told me about allher pain, she cried, shetalked to me about her sur-geries, Pontes recalled.When Pontes got to thedoctor, I told Carmen,Look, I'm going to strip,but we'll keep talking,don't worry.' Seeing Pontesbare her scars without any

shyness shook S nchez.She understood that tryingto hide what had happeneddidn't help. So while shesought justice in her caseand underwent operationafter operation she's up to61 she began to talk withother survivors, seek outdonors, psychologists anddoctors.

From the beginning Ionly had two options: letmyself die, something sheconsidered many times, orlook at my scars, insideand out, and understandthat that was my new reali-ty, S nchez told lawmakersin late July when she re-ceived a prize from Mexi-co's lower congressionalchamber.

New mothers' sleep losslinked to accelerated aging

When new mothers com-plain that all those sleep-less nights caring for their

newborns are taking years off theirlife, they just might be right, ac-cording to the University of Cali-fornia Los Angeles (UCLA) re-searchers.

UCLA research published thisstudy in the journal Sleep Health.

Scientists studied 33 mothersduring their pregnancies and thefirst year of their babies' lives, ana-lyzing the women's DNA fromblood samples to determine their"biological age," which can differfrom chronological age. Theyfound that a year after giving birth,the biological age of mothers whoslept less than seven hours a night

at the six-month mark was three toseven years older than those whologged seven hours or more. Moth-ers who slept less than seven hoursalso had shorter telomeres in theirwhite blood cells. These smallpieces of DNA at the ends of chro-mosomes act as protective caps,like the plastic tips on the ends ofshoelaces. Shortened telomereshave been linked to a higher riskof cancers, cardiovascular and oth-er diseases, and earlier death.

"The early months of postpar-tum sleep deprivation could have alasting effect on physical health,"said the study's first author, JudithCarroll, UCLA's George F.Solomon Professor of Psychobiol-ogy.

Researchers unveil discovery of newprocess for making RNA

Researchers at the Uni-versity of Massachu-setts Amherst recently

unveiled their discovery of anew process for making RNA,which made the resultingRNA purer, more copious, andlikely to be more cost-effec-tive than any previous process.

This new technique pub-lished in the Journal of Bio-logical Chemistry removes thelargest stumbling block on thepath to next-generation RNAtherapeutic drugs.

If DNA is the blueprintthat tells the cells in our bodieswhat proteins to make and forwhat purposes, RNA is themessenger that carries DNA'sinstruction to the actual pro-tein-making machinery withineach cell. Most of the time thisprocess works flawlessly, butwhen it doesn't, when the bodycan't make the protein it needs,as in the case of a disease likecystic fibrosis, serious illnesscan result.

One method for treatingsuch protein deficiencies iswith therapeutics that replacethe missing proteins. But re-searchers have long knownthat it's more effective whenthe body can make the protein

it needs itself. This is the goalof an emerging field of medi-cine--RNA therapeutics. Theproblem is, the current meth-ods of producing lab-madeRNA can't deliver RNA that ispure enough, in enough quan-tities in a way that's cost-effec-tive. "We need lots of RNA,"says Elvan Cavac, lead authorof the paper, MBA student atUMass Amherst, and a recentPhD graduate in chemistry,also from UMass. "We've de-veloped a novel process forproducing pure RNA, andsince the process can reuse itsingredients, yielding any-where between three and tentimes more RNA than the con-

ventional methods, it alsosaves time and cost."

The problem with impureRNA is that it can trigger reac-tions, like swelling, that can beharmful, and even life-threat-ening. For example, impureRNA can cause inflammationin the lungs of a patient withcystic fibrosis. Conventionallymanufactured RNA has to un-dergo a lengthy and expensiveprocess of purification."Rather than having to purifyRNA," says Craig Martin, thepaper's senior author and pro-fessor of chemistry at UMass,"we've figured out how tomake clean RNA right fromthe start."

The recent dispute between corporates and femaleclaimants for seats on the board has propelled thediscussion on attitude towards women in busi-

ness. The conflicts in the Murugappa group’s AmbadiInvestments versus Valli Arunachalam and the Hindujabrothers versus Vinoo Hinduja shone a spotlight on thelack of gender parity in corporate governance. The Na-tional Stock Exchange database shows that only 2,044of 11,416 directors and 1,235 of 5,524 independent di-rectors of NSE-listed companies are women. Appallingas this is, 75 NSE-listed companies have no women di-rectors on their board. Under-representation of womenin boardrooms is a global phenomenon and India is noexception. With the odds already stacked againstwomen, structural barriers and orthodoxies impedethem from gaining requisite skills, knowledge and ex-perience. Back in 2014, Amazon attempted to developan AI recruiting tool aimed at eliminating human bias-es against women in leadership roles. Instead, it startedpenalizing résumés that mentioned terms analogous towomen such as “women’s chess captain” and so onsince the algorithm had been developed using the ré-sumés of leaders in the past 15 years, all of them male.All female candidates were thus eliminated. This indi-cates that the issue is larger than the paternalistic na-ture of policies. In India, directives and judicial pro-nouncements have addressed the issues ailing corpo-rate governance.

Section 149(1) of the Companies Act, 2013 man-dating one woman director on the board is a progres-sive stance, but this provision is applicable only to list-ed and certain public companies. The Securities andExchange Board of India (Listing Obligations and Dis-closure Requirements) Regulations, 2015 has ensuredthat the one woman director mandate is implemented.As per the Kotak Committee recommendations on cor-porate governance, Sebi, in May 2018, mandated theappointment of at least one woman “independent” di-rector on the board of top 500 and top 1,000 listedcompanies. But these directives are not enough to ex-haust the patriarchal ecosystem that has pervaded theboardrooms for years. The quota system has taken theform of tokenism. It has been observed that the womenmembers appointed are generally related to the familyof the chairperson or promoters, which stations them asquota fillers. This renders the purpose of includingwomen in the strategic decision-making process a merebox to be ticked. The issue is not limited to mindset, ascan be inferred from the 2014 Amazon experiment. In-dustries which have traditionally been led by men havecome to define leadership roles from a masculine per-spective.

Minor missing after alleged leopard attack in ShimlaSHIMLA, AUG 6

A five-year-old kid went missing from a hutment at Kalnog area outskirts of this capital townsince 2100 hrs on Thursday. The Mother of the kid said the baby was out for a natural callwhen she was busy cooking the dinner. She said two leopards were prowling in the area whichwere seen by people in the vicinity. Police and relatives were searching for the missing kid inthe nearby jungle till Friday morning. Shimla is not considered a safe place for living as thickforest is considered an ideal destination for leopards. A Wildlife rescue team also arrived onthe spot and identified it's pugs. The victim family identified as Bihari labourers was engagedin house construction. A police officer said a skull was recovered from the jungle which isbeing identified to be that of the victim or not. The search operation is continuing.

He saidthat prima facie facts wereshown that this chemical be-longed to a factory of a neigh-

bouring state and our thor-ough probe established thefact. Dayalan apprised that theenquiry established the factthat the main source of thesuspected chemical is a PaperMill of Industrial Area-1 ofPanchkula. “This is a clearcase of violation of norms andstern action is being recom-mended and the case would beraised on different official lev-els as the matter relates to oth-er state,” he informed. TheDeputy Commissioner saidthat our teams had been com-missioned at the site from yes-terday to find the real sourceof the chemical and samplesof the same had been sent to

the lab for detailed analysis.Now the onus is on HSPCB asthe source is situated in theirjurisdiction. Patting the backof the PPCB team for swift re-sponse, he said that our teamhad also found the under-ground pipe which was beingused to wash down the sus-pected chemical into therivulet with the help of theJCB.
