The death toll from the disease has reached 4,05,028, with 817 new fatalities being recorded over the past day. More than 29.84 million people have recovered in India since the out- break of the pandemic. A day earlier, the country confirmed 43,733 fresh cases, with 930 fatalities. Also, 18,93,800 COVID- 19 tests were conducted in the country on Wednesday, taking the total number of such ex- aminations so far to 42,52,25,897. AGENCY NEW DELHI, JULY 8 The Central government on Thurs- day announced a Rs 23,000 crores emergency response package to combat COVID-19. Addressing a press confer- ence, Union Health Minister Man- sukh Mandaviya said that the fund will be used to ensure the avail- ability of medical oxygen, critical medicine and infrastructure to deal with the transmission of COVID- 19 among children. "In April 2020, Rs 15,000 crores were given as emergency Covid response fund. Covid dedi- cated hospitals have increased from 163 to 4,389. Using this fund, 8,338 dedicated Covid health cen- tres were set up. We have 10,011 dedicated Covid care centres now," he said. "Rs 23,000 crores package will be given to deal with the prob- lems that occurred in the second wave of COVID. It will be used jointly by the Central and state governments. The money will be given to state governments. The Centre will provide Rs 15,000 crores and the states will give Rs 8,000 crores," he added. Mandaviya said that Pediatric care centres will be set up in 736 districts 20,000 ICU beds will be created under the COVID relief fund. "We have to collectively fight against COVID. The limitation pe- riod is maximum (9 months). We have to get it done quickly. State governments will have to do it quickly. Our duty is to help the state in every possible way," he said. AGENCY SHIMLA, JUL 8 Former chief minister Virbhadra Singh who was ailing for the last three months, passed away at Indi- ra Gandhi Medical College Hospi- tal Shimla on early Thursday morning. A press release issued by IGMC Shimla Sr Medical Super- intendent Dr Janak Raj said that Mr Singh died at 0340 hrs in the hospital. Singh who suffered two Covid infections after a gap of one and half months was under observation of the Cardiology Unit of the hos- pital and kept on a ventilator for the last three days. In last night press bulletin is- sued by IGMC Shimla said that his condition did not improve and continued taking life support in the hospital. State Police has deployed heavy security outside IGMC Shimla, his residence at Holilodge and his paternal house at Rampur to manage the crowd, Superinten- dent police Shimla Mr Mohit Chawla said. He will be cremated at his na- tive place Rampur on Saturday, his family spokesperson said. Drug peddler nabbed in PehowaRANVIR PARASHARKAITHAL: The CIA-2 police captured the wanted accused in the case of supplying 2940narcotic pills by raiding them in Kara Sahib Pehwa. During the investigation, drug money ofRs 1000 was recovered from the possession of the accused, and on Thursday, the ac-cused was sent to judicial custody as per the order of the court. Police spokesman saidthat as per the orders of SP Lokendra Singh, 25-year-old Sohan Lal alias Sonu resident ofBhagal was suspected to be coming on foot from Pehowa side during the blockade in vil-lage Bhagal by CIA-II police on the evening of April 10. He was captured. During investi-gation, a total of 2940 banned intoxicating pills including 600 tramadol tablets from onepack and 2340 tablets named Etizolam were recovered from 4 packets of the accused.

Additional Chief Secretary, Irriga-tion and Water Resources Depart-ment, Sh. Devender Singh gave thisinformation during a review meetingof the works being done under AtalBhujal Yojana here today.

He said that the Atal Bhujal Yo-jana was prepared by the Union Min-istry to overcome the scarcity ofgroundwater resources in a largepart of the country. The objectiveof the scheme is to improvegroundwater management in prior-ity areas in the country throughcommunity participation.

He informed that the main ob-jective of the Atal Bhujal Yojana isto create a hydrogeological datanetwork of groundwater resources

in Haryana and it also encouragesthe creation of community institu-tions for the management ofgroundwater resources in the state.The programme will focus oncommunity mobilization andawareness activities as well as ca-pacity building of stakeholdersand increasing people's participa-tion in identified priority areas.

He informed that the DistrictImplementation Partner (DIP) inthe form of NGO in this schemealong with the State Project Man-agement Unit (SPMU) will assistthe Gram Panchayat on various as-pects of the scheme. This includesactivities such as formation ofCommunity Mobilized WaterUsers Associations (WUAs), datacollection, information, education,and communication, including de-velopment of water budgets andwater security plans (WSPs).

On this occasion, Project Di-rector, Irrigation Department, Dr.

Satbir Singh Kadian informed thatAtal Bhujal Yojana in Haryana isin its initial stage and many posi-tive results are expected to comeout of it. This includes better un-derstanding of groundwater sys-tems, focused and integrated com-munity-based approach to addressissues related to groundwaterscarcity, sustainable groundwatermanagement through implementa-tion of new and innovativeschemes, irrigation in target areasand use of groundwater for aug-mentation of groundwater re-sources. This includes adopting ef-ficient water use practices to re-duce usage, owning groundwaterresources and deciding the futureaction plan in consultation withthe state team under the Atal Bhu-jal Yojana. On the occasion of the birth anniversary of thefounder President of Bharatiya Jana Sangh,Dr. Shyama Prasad Mukherjee, former minis-ter and BJP state vice-president ManishGrover addressed the office bear-ers of Karnal and Panipat districtsthrough a virtual meeting. Throw-ing light on his life on this occa-sion, Grover said that Dr. SyamaPrasad Mukherjee was born onJuly 6, 1901. He was a brilliantstudent and at the age of 23, hecompleted his law studies andwent to London to become a bar-rister. In fact, his purpose of goingto London was to see the universi-ty system there so that it could be mouldedinto the Indian environment.

Dr. Mukherjee became the Vice-Chancel-lor of the University of Calcutta at the age ofonly 33, and remained the Vice-Chancellorfor two consecutive terms. During his tenure,he did the Indianisation of university educa-tion and encouraged and supported those whowanted to do research on Indian values and

culture. Before independence, he did a greatjob as the finance minister in the provincialgovernment. When the Muslim League andCongress government was formed, Hinduswere harassed and Islamisation of Indian ed-ucation was being done. Taxes were being im-posed on Hindus. He said that on August 15,

1946, on the call of MuhammadAli Jinnah, the direct action wastaken which lasted for three daysin which several thousand peo-ple were killed. Then no Con-gress leader had reached there tohelp the victims, then only Dr.Syama Prasad helped. He rushedto share the pain of the peopleand help them!

Jasbir, Chief JudicialMagistrate-cum-Secre-tary, DLSA, Karnal in-formed that 50 MLD,Sewerage TreatmentPlant (STP) estab-lished by MunicipalCorporation Karnalwas inspected todayby the special task force team of District Legal Services Au-thority Karnal, Haryana State Pollution Control Board andPublic Health Department.

The CJM informed that this sewerage treatment plantcleans 50 lakh liters of water per day and this water can beused by farmers for farming in their fields. Farmers can alsouse the manure from the sewerage treatment plant for theirfarming. Shailendra Arora, Regional Officer, Haryana StatePollution Control Board, officials of Karnal Municipal Cor-poration and representatives of other departments were pres-ent on the occasion.

During inspection the STP was found to be operatingproperly. Samples of treated trade effluent were also taken.The said STP has been established by Haryana Government onSBR Technology (Latest Technology).

CGC now expects the administration to re-fund the excess charged money to victims..

Secretary Advocate Narendra Sukhansaid that the delegation of the sub-committee,through a memorandum to the District Med-ical Officer, demanded to provide the full listof 481 victims, name, address, telephonenumber and details of the excess amount re-covered.

In 23 villages of Karnal district, land willnot be bought and sold for some time now.The land registry here has been closed tillfurther orders. These 23 villages are theones from where the Ring Road has to pass.With the information of highway exit, thereshould be no black marketing regardingland purchase and the process of acquisi-tion can be completed easily, so the registryhas been closed. These villages include 10in Karnal block, nine in Nilokheri sectionand four in Gharaunda section. About 219hectares of land is to be acquired for theproject.

This six-lane highway coming out ofKarnal city from all four sides has beennamed as Ring Road. This highway of 34and a half kilometers will be built under theBharat Mala project. The draft of this high-way, to be built at a cost of Rs 1750 crore,has been made keeping in mind the trafficload and population of the district till thenext 30 years. According to the preparedDPR of the project, about 15 flyovers will

be built on the 60 meter wide highway. Forthese villages registry has been closed:Villages of Karnal section Kunjpura, Sub-hari, Chhaprakheda, Suhana, Sheikhpura, Ravan, Ganjogarhi, Barota,Kutel and Unchasamana. Two car riders arrest with 50gms of heroin, drug moneyof Rs 53500GAGAN BAWAGURDASPUR: Police stationKalanaur has arrested two car-ridingaccused with heroin and drugmoney. SI Pradeep Kumar of CIAstaff was patrolling with the policeparty to nab miscreants. During this,on the basis of information, theaccused Ajay Kumar, resident ofSadar Bazar Cantt, Amritsar andManinder Singh, resident of Tethrke,police station Dera Baba Nanak,was arrested from Tea PointNadanwali. On the other hand, ASI RajeshKumar of Ghumman Kalan policestation, while patrolling with thepolice party, overpowered theaccused Rajesh Kumar resident ofKaler kalan from near GhummanKalan drain on the basis ofsuspicion. He was informed at thepolice station on suspicion ofpossessing narcotics. Investigatingofficer SI Gurmukh Singh along withthe police party reached the spotand searched the accused, 450intoxicating pills were recoveredfrom him. About a dozen opposition members of theKharar Municipal Council have urged the Pun-jab Government to hold a high level inquiryabout 10 thousands street light points replaced bya company in Kharar in the last few months.They said that the company has replaced manylights installed earlier with LED lights and theyare not at all satisfactory.

While addressing media men here today Ka-mal Kishore Kala, Shivani Chadha, Vaneet Jain,Neelam Kumari, Sohan Singh, Surmukh Singhand other members said that these lights do notlook good and their lighting is very insufficient.They alleged that most of the time these lights re-main off. They said that the company has onlyten employees to repair the faulty lights whereaskeeping in view the area of Kharar MunicipalCouncil there should be at least 25-30 employ-ees. They said that bulbs, tubes and mercurylights which were installed earlier were verygood quality but now the lights which have beeninstalled in their place are not of good quality.

They demanded that it should be inquiredwhy the company had taken off the bulbs, tubelights and mercury which were already there.That fact must be taken into account. " The em-ployees of this company do not have the equip-ment to fix the faulty lights nor do they have lad-ders etc.” they added. They said that even thiscompany has no grievance removal office. And

the poles are not even numbered. Those mem-bers and well-wishers have threatened that if thesituation is not rectified soon, the people heremay even go on to block roads.

Meanwhile, Deepak Kumar, an official ofthe e-smart company present there, said that thecompany was carrying out the work at the behestof the Punjab government and the company had

not charged any cost from the Municipal Coun-cil. So far 9600 lights have been installed and thecompany has to take 85 per cent of the electrici-ty bill savings on installation of these lights fromCouncil . He said that these lights would not putany financial burden on the Municipal Counciland said that all defective lights would be re-placed by the company within 48 hours.

PSPCL purchases 400 MW power fromenergy exchange: A.Venu Prasad

CMD PSPCL A.Venu Prasadsaid that Punjab iswitnessing all time highdemand in the ongoingpaddy season due to delayedmonsoon arrival. (TSPL) has been onforced outage due to turbinebreakdown, another unit hasdeveloped a technical snagon 07.07.2021 and the thirdone is operating at halfcapacity due to sometechnical issue. that to tide over the situation,PSPCL in addition to theexisting arrangements haspurchased extra power of400 MW from the openmarket @ Rs 12.40 per uniton July 8,2021. Total 1400MW power purchased forJuly 8,2021 at an exchangerate of 5.46 / unit. He saidthat on the request of PunjabGovernment, National LoadDespatch Centre has agreedto enhance the ATC/TTClimit to 8000/8600 MW from

18.00 hrs to 09.00 hrs due tooutage of TSPL unit. PSPCLis utilizing this limit byimport of maximum possiblepower to improve the supplyposition. Last year the sameimport limit was only 6500MW. He said that theinstalled capacity of PSPCLfrom all sources is 13,845MW out of this about 9,000MW is being generated.Major reason for lessergeneration is due to failure ofTSPL, less generation onBBMB. He also added thatdespite various remedialmeasures, PSPCL has beenforced to impose powerregulatory measures onSouth and Border Zones tomake up for the shortage.PSPCL is making all outefforts to continue supplying8- hour uninterrupted powerto the AP consumers.

The Taliban politicalcommittee, led by chief ne-gotiator Sher MohammadAbbas Stanikzai, flewfrom Doha to Iran's capitalto meet Afghan govern-ment officials, includingformer Vice PresidentYounus Qanooni and oth-ers from the High Councilfor National Reconcilia-tion.

Iranian Foreign Minis-ter Mohammad Javad Zarifgreeted the delegates, urg-ing them to take difficultdecisions today for the fu-ture of their country,"state-run media reported.

After the failure of theUS in Afghanistan, Zarifsaid, Iran stands ready toassist the dialogue and toresolve the current con-flicts in the country."

At the starting of 2021, wehad got loads of good news suchas schools were reopening, en-tertainment industry startedworking again and sports werealso coming back into its way.But that was just the joy of mo-ments. Schools opened for 2months and reclosed, Entertain-ment industry was not finding itsway and half of IPL got post-poned.

We were struggling throughsecond wave of Covid-19. Dailycases were not having any limits,cases were rising up to 2.5 - 3.0lacs daily and death rate was in-creasing day by day. But every-thing is a result of our past ac-tions and this second wave is re-sult of actions taken by our gov-ernment and public. let`s have alook at that! But for that we haveto go a year back. In August -September we were strugglingthrough peak of Covid-19. Butin phase of October - Decembercases were decreasing and we

thought that Covid has gone butthat wasn't it , we were gettingthe news of second wave but ourgovernment doesn't paid atten-tion to it as a result of which wegot hit by second wave of covid.People were not wearing maskswhen cases were decreasing.

Government was busy inBengal elections , we had vac-cines but we exported it to 50+other countries , it was a greatinitiative but it would have beenbetter if we have did this aftervaccinating our country . And inMarch, cases started rising. Wewere not able to find our way toget out of this wave. But goodthing is that cases are decreasing

day by day. But only3.7% of India's totalpopulation is fully vac-cinated with both doses.People are spreading ru-mors of covid vaccinesthat are not proven. Vac-cines will provide you65% - 75% protectionafter first dose and aregoing to provide you80% - 90% protectionafter second dose. Butnow we are facing short-age of vaccines. Butcovid is a roller coasterride, it is not over until itis over. Viruses goesthrough number of mu-tations and we are get-ting news that one muta-

tion is harmful that is Indianstrain which is well known asdelta, delta+ . But we cannot pre-dict about it to early.

Now , all we can do individ-ually for our world is wearing amask , maintaining social dis-tance , sanitizing our hands onregular bases , spreading aware-ness regarding covid and gettingvaccinated as soon as possible (ifeligible ). And of course hopeand courage can lead our way tovictory. Pray to God for things tostart happening again.

Among these seven dogs, sixalready possessed a vocabulary oftoy names when the study began;The seventh dog, named Oliva, didnot previously know toy names,but learned 21 in only two months,keeping the pace with the other 6gifted word learner peers. This may

suggest that the exceptional capac-ity to learn object names does notnecessarily presuppose prior expe-rience. "All the 7 dogs that showedthis exceptional talent are Bordercollies, a breed meant to cooperatewith humans for herding purposes"reported Shany Dror, co-author ofthe study, "but it is important tokeep in mind that, within the manydogs that did not show any evi-dence of learning, there were also18 Border collies."

meals, drinking water, free shelters, free public bath-rooms and toilets, soaps and sanitary napkins to thehomeless in Mumbai, the Bombay High Court re-portedly said that providing homeless people, beg-gars and pavement dwellers with free shelters willonly increase their numbers unless they ‘work for thecountry’; there are government schemes for that. Thestate cannot give them everything. The court felt thatthe state and the Brihanmumbai Municipal Corpora-tion were doing everything within their capacity tosupply the homeless with water, food and sanitarynapkins. These authorities were, however, asked bythe court to ensure that homeless people could usepublic toilets for free. Last month, the high court hadasked the BMC for information regarding the build-ing of shelter homes in every ward. The report ofwork in progress was apparently satisfactory. The high court pointed out that the petitioner had notfound out who the homeless in the city were. Thatwould have been useful, because pavement-dwellersare not a homogeneous mass. There are seasonal andinformal sector workers among them, who do notearn enough for an urban home, yet have no sourceof livelihood in their villages. Some have lost theirhomes and livelihood to river erosion or the loss ofcommon land to private or government schemes andcannot sustain themselves on relief or compensation,even if they received it.
