Rampal has been asked to remain present before the NCB team, which is conducting a probe into the al- leged Bolly- wood- drugs nexus following the death of ac- tor Sushant Singh Rajput, the official said. Life certificate submission date for pensioners extended CHANDIGARH: Giving relief to the pensioners of the state, Haryana Chief Minister, Mr. Manohar Lal has decided to ex- tend the date of submission of Jeevan Pramaan Patra (Digital Life Certificates for Pensioners) upto February 28, 2021. Giving information in this re- gard, an official spokesperson said that in view of the COVID- 19 pandemic, pensioners have been given time from November 1, 2020 to February 28, 2021 to submit their Jeevan Pramaan Patras( Life Certificates). Haryana waives off rent of shops at bus stands CHANDIGARH: Haryana Gov- ernment has decided to waive off the entire rent of the shops located at the bus stands of Haryana Roadways for the peri- od from April 1 to June 30, 2020. Besides this, for the peri- od from July 1 to July 31, 2020, 50 percent rent of such shops will also be waived off. JAGDEEP CHOPRA PATIALA: Two farmers of Patiala district lost their lives and eight others received injuries late last night when their tractor trolley was hit by a Tralla on fly over of Travadi near to Karnal in neigh- bouring Haryana. According to the information reaching here these farmers were returning to their native place af- ter participating into ongoing protest at Singhu Border of Delhi, where Punjab farmers are agitat- ing against three anti-Farmer Laws enacted by Narinder Modi led Union government and de- manding immediate scrapping of these laws. As per the reports ac- cident took place as all of a sud- den the Tralla came from wrong side and resulted into a head on collision between both vehicles. It is learnt that after the collision driver of the ill fated tralla es- caped from the scene and injured were taken to Kalpna Chawla hospital. These farmers belonged to Vil- lage Safeda in Sanour block of Patiala district. Those died in this accident as per information identi- fied as 62 years old Labh Singh Son of Mit Singh and 22 years old Gurpreet Singh Son of Balwinder Singh. AGENCY NEW DELHI, DEC 15 Union Minister of Health and Family Welfare, Dr. Harsh Vardhan, on Tues- day, released the factsheets of key indicators on popu- lation, reproductive and child health, family wel- fare, nutrition and others for 22 States/Union Terri- tories (UTs) of the First Phase of the 2019-20 Na- tional Family Health Sur- vey (NFHS-5) on Univer- sal Health Coverage Day on December 12, 2020. The press release stat- ed, “The fieldwork in the remaining 14 (Phase-II) States/UTs is currently un- der progress. The main ob- jective of successive rounds of the NFHS is to provide reliable and com- parable datasets on health, family welfare and other emerging issues. The NFHS-5 is being conducted in around 6.1 lakh sample households to provide disaggregated data up to district levels. And this data so generat- ed when completed would be comparable with NFHS-4 without any loss of in- formation.” The main objective of successive rounds of the NFHS is to provide reli- able and comparable datasets on health, family welfare and other emerg- ing issues. Four rounds of NFHS (1992–93, 1998–99, 2005–06 and 2015–16) have been successfully completed in India. All the rounds of NFHS have been conducted by the Interna- tional Institute for Popula- tion Sciences (IIPS), Mumbai, as the national nodal agency. Earlier the Health Ministry itself used to conduct District Level Health Survey (DLHS) and Annual Health Survey (AHS). AGENCY NEW DELHI, DEC 15 The National Green Tribunal Tuesday directed the Punjab government to limit the number of stone crushers as per carry- ing capacity of source of raw material available. The carrying capacity ad- dresses the question as to how many stone crushers can be per- mitted into any area without the risk of of degrading the envi- ronment there. The green panel also directed the author- ities to take stringent action against the stone crushers not having accountable sources of raw materials. A bench headed by NGT Chairperson Justice A K Goel said there is huge amount of il- legal mining to the tune of more than one crore metric tonnes of the value of more than Rs 600 crore. It also expressed concern over lack of action on the ground and said only paper work is being done for calcu- lating compensation for damage to environ- ment. During his bilateral visit in New Delhi with External Affairs Minister (EAM) Dr S Jaishankar, Raab said: "The UK and India have an invaluable and indispen- sable partnership, and we look forward to strengthening it in the years ahead. Together we can de- liver an Enhanced Trade Partner- ship next year, combine our cyber security expertise to protect our citizens and join forces to protect global health and promote things like vaccine production." According to an official re- lease by the British High Com- mission in India, the enhanced trade partnership will unlock eco- nomic benefit for the UK and In- dia, and will boost bilateral trade and investment ahead of a future Free Trade Agreement, which al- ready stands at almost 24 billion euros and grew by 11 per cent in the last financial year. As a major power in the Indo-Pacific region, closer UK-India economic, scien- tific and security ties will boost growth and create job for Britons and Indians and bring together the expertise of both countries to ad- vance medicine and research, ac- cording to the High Commission. Raab also asserted the UK's ambi- tion of a strengthened UK-India re- lationship over the next 10 years during his visit. "You are aware that the Mon- soon Session of Parliament was slightly delayed, and was held in September 2020 due to an extraor- dinary situation arising out of COVID-19 pandemic, following all precautionary protocols under the standard guidelines making special logistical arrangments and with ac- tive cooperation of Members of Par- liament from across party lines. As a result, the session proved to be one of the most productive sessions of Parliament with 27 Bills passed by both Houses in 10 continuous sit- tings," the Minister said in his letter. He said that the winter months are very crucial for managing the pandemic because of recent spurt in cases during this period, particular- ly in Delhi. "At present, we are in the mid- dle of December and a covid vac- cine is expected very soon. In this regard, I have informally contacted floor leaders of various political parties and they have expressed their concerns about the ongoing pandemic and opined of doing away with Winter Session," he said. Union Minister of ParliamentaryAffairs Pralhad Joshi has said thathe has informally contacted floorleaders of various political partiesand they have expressed their con-cerns about the ongoing COVID-19pandemic and opined of doing awaywith Winter Session of the Parlia-ment.

The Minister said this in a letterdated December 14, 2020, ad-dressed to Congress leader AdhirRanjan Chowdhury who on Decem-ber 3 wrote to Lok Sabha SpeakerOm Birla for convening a short win-ter session of Parliament.

"You are aware that the Mon-soon Session of Parliament wasslightly delayed, and was held inSeptember 2020 due to an extraor-dinary situation arising out ofCOVID-19 pandemic, following allprecautionary protocols under thestandard guidelines making speciallogistical arrangments and with ac-tive cooperation of Members of Par-liament from across party lines. As aresult, the session proved to be oneof the most productive sessions ofParliament with 27 Bills passed byboth Houses in 10 continuous sit-

tings," the Minister said in his letter.He said that the winter months

are very crucial for managing thepandemic because of recent spurt incases during this period, particular-ly in Delhi.

"At present, we are in the mid-dle of December and a covid vac-cine is expected very soon. In thisregard, I have informally contactedfloor leaders of various politicalparties and they have expressedtheir concerns about the ongoingpandemic and opined of doing awaywith Winter Session," he said. TheMinister said that the government iswilling to have the next session ofParliament at the earliest.

In a bid to impart quality educationto the economically poor sectionsof the society, the Technical Edu-cation & Industrial Training De-partment has exponentially in-creased the number of seats to37,996 in the Government ITIsduring academic session 2020-21,which had almost stagnatedaround 24,000 seats during thepast one decade.

According to Technical Educa-tion & Industrial Training MinisterCharanjit Singh Channi, out of37,996 sanctioned seats, 36,358have been filled till August 2020against sanctioned seats of 23,652,out of which 22,512 were filledduring the corresponding period oflast year. These figures reflect anincrease of 61.91% in the admis-sions against 62.24% spurt in thesanctioned intake of GovernmentITIs during the current year.

Likewise, admissions in Gov-ernment Polytechnics have regis-tered an increase of 87% during

the academic session 2020-21against 60% in 2019-20 as ouryouth has evinced keen interestnow in taking up various technicalcourses to secure their future.Moreover, Punjab offers the besttechnical education and vocationaltraining network across the coun-try. The Minister said the depart-ment has taken a conscientious de-cision to increase the number ofseats this year as nearly 70,000 ap-

plied for admis-sions in Govern-ment ITIs last year,out of which about47,000 could not beenrolled. With theincrease of theseseats, several poorstudents would beimparted vocationalskills at nominalgovernment fee ofRs.3400 per an-num.

Panic after leopardenters a houseSRINAGAR: Panic gripped in avillage in central Kashmir district ofBadgam when a leopard entered ahouse on Tuesday morning, officialsources said. They said a leopardentered village Soibugh in Badgamdistrict this morning from nearby forestwhen people were about to start theirnormal activities. However, before thevillagers could do anything, leopardentered a house in the village. Thefamily members were however,rescued safely, they said adding theleopard remained trapped in thehouse. CM stresses for focus on agri sectorto strengthen rural economy

NABARD should work withgreater focus in the agriculturesector, so as to strengthen the ruraleconomy of the State. This wasstated by the Chief Minister JaiRam Thakur while presiding overthe NABARD State CreditSeminar 2021-22, organized by theRegional Office NABARD heretoday with a theme‘Collectivization of AgriculturalProduce for Enhancing FarmersIncome’. Chief Minister alsoreleased NABARD State FocusPaper-2021-22 and a booklet on‘Various Refinance Schemes ofNABARD’ on the occasion.

The Chief Minister hoped thatthe ‘The State Focus Paper’ wouldact as an input for the credit andinfrastructure planning by bankersand State Government to prioritizeallocation of funds fordevelopment. He said that thisannual exercise aimed atpromoting the increasedproduction in agriculture andallied sectors and generating jobopportunities in the farm as wellas non-farm sector by theenvisaged credit support. Jai RamThakur said that being a specialState, on account of its hillyterrain and other socio economicconditions, planning needs of theState cannot be equated with other

States of the country. He said thatthe State needs special parameters,while working out its credit anddevelopmental needs and whileimplementing developmentstrategies. He said that averageland holdings in HimachalPradesh was one acre andconstitute 88 percent of total landholdings of the State against theNational average of 1.15 hectareand 86.21 percent respectivelyand 80 percent of the totalcultivated area in the State wasrain-fed. All these factors of thelow productivity and production ofagriculture pose challenges for theplanners and stakeholders, headded. While appreciating theconcept of Farmer Producers'Organizations (FPO) ofNABARD, Jai Ram Thakur said

that the main objective of theFPOs was collectivization ofagricultural produce, valueaddition and collective marketingso that farmers can fetch betterprices of their produce. He saidthat the cumulative assistance hadbeen sanctioned to the State underRIDF was Rs. 8679.28 crore as ondate which is a major facilitatorin creation of infrastructure in theState. The Chief Minister saidthat bankers should issue KissanCredit Cards to each and everyeligible farmer in the State tofacilitate them in availing creditas per their needs. He said thatNABARD has estimated creditpotential for the year 2021-22 forthe State for priority sectors wasRs. 27724.04 crore, which showsan increase of 7.22 percent over

the previous year plan of Rs.25857.26 crore. This now needsto be executed appropriately bythe bank and stakeholders in theprocess, he added. Jai RamThakur said that the year 2020,has not been very kind andsupportive in terms of promotingeconomic growth because of theCOVID-19 pandemic. Three in-jured farmers have been ad-mitted in PGI, Chandigarh,while four are under treat-ment in civil hospital Mo-hali. All farmers were com-ing back from Singhu border(New Delhi).

Reportedly some farm-ers, who hail from variousvillages were coming backfrom Delhi in a Temputravller. When Temputravller reached near BhagoMajara, it rammed into aTaralla head-on. In this acci-

COVID-19: India records 22,065infections, 354 fatalities

India's daily COVID-19 casecount fell below 23,000 after alittle over five months, while thenational recovery rate stood atover 95 per cent, according todata updated by the Union HealthMinistry on Tuesday. Thecoronavirus caseload mounted to99,06,165 with 22,065 infectionsbeing reported in a day, while thedeath toll rose to 1,43,709 with354 new fatalities, the dataupdated at 8 am showed. Thenumber of people who haverecuperated from the diseasesurged to 94,22,636 pushing thenational recovery rate to 95.12 percent, while the COVID-19 casefatality rate stood at 1.45 per cent.The active COVID-19 caseloadremained below four lakh for theeighth consecutive day onTuesday. There are 3,39,820active coronavirus infections inthe country which constitute 3.43per cent of the total caseload, thedata stated. India's COVID-19tally had crossed the 20-lakhmark on August 7; 30 lakh onAugust 23; and 40 lakh onSeptember 5. It went past 50 lakhon September 16; 60 lakh onSeptember 28; 70 lakh on October11; 80 lakh on October 29; and 90lakh on November 20.

AIZAWL: Mizoram's COVID-19 caseload rose to 4,049 onTuesday as nine more personsincluding two securitypersonnel, tested positive forthe virus, an official said. Ofthe nine fresh cases, five werereported from Aizawl district,three from Lawngtlai and onecase from Lunglei district, hesaid. While six cases werelocally transmitted, theremaining three patients havereturned from West Bengal andAssam. The official said thatonly one patient has developed

symptoms of COVID-19 andthe rest eight patients wereasymptomatic. The state nowhas 173 active COVID-19cases, while 3,869 people haverecovered from the disease.Mizoram has also reportedseven COVID-19 fatalities sofar. Of the 173 active cases, 80are in Aizawl district, Lunglei(21), Lawngtlai (47), Serchhip(16), Kolasib (6), Champhai (2)and Khawzawl (1). Siaha,Mamit, Hnahthial and Saitualdistricts are COVID-19 free asof now.

347 new COVID-19 cases, 7 moredeaths in Thane

THANE: Thane's COVID-19 counthas gone up to 2,36,556afterdetection of 347 new cases ofinfection in the Maharashtra district,an official said on Tuesday. Withseven more deaths, the toll in thedistrict has risen to 5,823, he said.There are currently 5,457 activeCOVID-19 cases in the district,while 2,25,276 patients haverecovered. The COVID-19 recoveryrate in the district is 95.23 per cent,while the mortality rate is 2.46 percent. The active cases comprise2.31 per cent of the total casesreported so far in the district, theofficial said. So far, Kalyan town inthe district has reported themaximum number of coronaviruscases at 55,838, followed by Thanecity-53,586, Navi Mumbai-49,715and Mira Bhayander- 24,895, hesaid. Thane city has till now reported1,271 deaths due to the disease,Kalyan-1,082, Navi Mumbai-1,016and Mira Bhayander-773,he added.An official from neighbouringPalghar said the district has till nowrecorded 43,650 COVID-19 casesand1,173 deaths due to the disease.

Will the vaccine be a seasonal jab? The factthat it has found its way into 70 million people causing1.6 million deaths globally — the figures for India isclose to one crore persons infected and 1.43 lakh deaths— is proof enough of its insidious ways.Indian drug regulators are yet to permit even emergencyuse of vaccines that have received approvals in Britain,the United States, Russia and China. The need for thor-oughness in studying the trial data is a priority right now,considering how even minor ill- effects or side effects ofthe vaccine can prove inhibiting and erode people’s con-fidence in taking the jab. Dedicated scientists have ledinternational efforts to make various types of vaccinespossible and their best efforts in giving “warp speed” tothe projects have been beset not only by the logistics ofdistribution but also the politics injected into prioritisingbeneficiaries.The United States and large parts of Europe, which aregoing through a nightmarish second Covid- 19 wave inthe autumn, are bracing for a winter of discontent, andthey have found it necessary to fast- track the vaccina-tion process. China's nuclear forces,under the aegis of thePeople's Liberation

Army Rocket Force (PLARF),are nowhere as large as thoseof the USA or Russia, but theinventory is significantlygrowing and modernizing.New missiles such as DF-41and DF-31AG intercontinentalballistic missiles (ICBM) wereparaded in Beijing in October2019, demonstrating the for-ward strides that the PLARF ismaking.

An annual report from theBulletin of the Atomic Scien-tists, titled Chinese NuclearForces 2020 and authored byHans Kristensen and Matt Ko-rda, discussed the state of playin the PLARF. It claimed,"China is continuing the nu-clear weapons modernizationprogram that it initiated in the1980s and increased in the1990s and 2000s, fieldingmore types and greater num-bers of nuclear weapons thanever before."

It is impossible to say howmany nuclear weapons Chinaactually has, but Kristensenand Korda offer their best esti-mate in the report. Theyclaimed, "We estimate thatChina has a produced a stock-pile of approximately 350 nu-clear warheads, of whichroughly 272 are for delivery bymore than 240 operationalland-based ballistic missiles,48 sea-based ballistic missilesand 20 nuclear gravity bombsassigned to bombers." The re-port continued, "The remain-ing 78 warheads are intendedto arm additional land- andsea-based missiles that are inthe process of being fielded."This figure of 350 is up signif-icantly from the estimated 290

listed in the 2019 edition of thereport from the Bulletin of theAtomic Scientists. Significant-ly, these figures vary fromthose issued in the US Depart-ment of Defense's (DoD) an-nual report on Chinese militarypower. The authors acknowl-edged: "This estimate is high-er than the 'low-200' warheadsreported by the Pentagon in its2020 report to Congress; how-ever, the Pentagon's estimateonly refers to 'operational' Chi-nese nuclear warheads, andtherefore presumably excludeswarheads that are attributed tonewer weapons still in devel-opment. It is also possible thatthe Pentagon's estimate doesnot include dormant bomberweapons. Taking those cate-gories into account, the Penta-gon's estimate is roughly inline with our own." Some

commentators over the pastdecade have warned that Chi-na has hundreds, some eventhousands, of nuclearweapons. The Bulletin of theAtomic Sciences confirms thatthe more conservative esti-mates have invariably beencorrect, "while the higher esti-mates and projections for sig-nificant increases have beenincorrect". Although US intel-ligence community projec-tions have predicted greatly in-creased numbers of nuclearmissiles for the PLA, thesehave generally proved inaccu-rate. For instance, a DefenseIntelligence Agency (DIA) es-timate from 1999 predictedChina might have 460 nuclearweapons by 2020. This obvi-ously did not eventuate. Thatmakes it more difficult to ac-cept with any degree of cer-

tainty current estimates. TheDIA's 2019 report predicted,for example, "Over the nextdecade, China will at leastdouble the size of its nuclearstockpile." The new reporthighlighted the fielding of thedual-capable DF-26 interme-diate-range ballistic missile(IRBM), as well as the afore-mentioned DF-31AG and DF-41 ICBMs. All are mounted onenormous road-mobile trans-porter-erector-launcher (TEL)vehicles, which gives themgreater survivability in theevent of any conflict. The DF-41 is capable of carrying mul-tiple independently targetablere-entry vehicles (MIRV),much like the older liquid-fu-eled and silo-based DF-5Balso in PLARF service.

The report included a tablewith all known nuclear

weapons fielded by thePLARF. The land-based mis-siles are: the DF-4 ICBM (x6launchers, and probably grad-ually retiring); DF-5A ICBM(x10 launchers); DF-5B ICBM(x10 launchers and with fivewarheads per missile); DF-21A/E medium-range ballisticmissile (x40 launchers); DF-26 (100 launchers, of which 20missiles have nuclear war-heads); DF-31 ICBM (x6launchers); DF-31A ICBM(x36 launchers); DF-31AGICBM (x36 launchers); andDF-41 ICBM (x18 launcherswith 54 warheads in total).This gives a total of 244 land-based launchers and 204 war-heads. Once those new mis-siles approaching introductionare added to the equation, thenumbers increase to 280launchers and 258 warheadsfrom land-based assets.

the voter's feelings, which playan important role in a demo-cratic set up, because attach-ment gives rise to personal self-realization and the politicalgimmick arising out of selfishcontests i.e. manipulation.

Possibly this type of politi-cal game only affects the gener-al public because in a country,the voter gives his vote to thesame party, which he wants tosee as an alternative, for exam-ple, what the public does notwant, it can definitely boycott itby the injury of vote. But theelected representative of thepublic goes into the court ofanti-people politicians andchanges the definition of poli-

tics and Rajdharma. Just as reli-gion is considered a lifestylebased on human sentiments, inthe same way in politics, thereis a single point definition ofgovernance, ie, strong gover-nance and policy.

However, the parties andopposition parties that are con-cerned with the politics of thepresent, must assess the humansentiments and ensure their im-portant role in establishing pol-itics.

And considering the publicas decisive authority instead ofthe ball of political change,they have to show their morali-ty, then only a healthy andstrong nation can be built.

performance in middle-agedand older adults, accordingto new research. The re-search was published todayin Hypertension, an Ameri-can Heart Association jour-nal.

Nearly half of Americanadults have high blood pres-sure or hypertension. Hav-ing high blood pressure is arisk factor for cognitive de-cline, which includes suchthings as memory, verbalfluency, attention and con-centration. Blood pressureof 120 mmHg - 129 mmHgsystolic (the top number in areading) or higher is consid-ered elevated. Systolic pres-sure above 130 mmHg, ordiastolic pressure (the bot-tom number) of 80 mmHgor higher is considered hy-pertension. "We initially an-ticipated that the negativeeffects of hypertension oncognitive function would bemore critical when hyper-tension started at a youngerage, however, our resultsshow similar acceleratedcognitive performance de-cline whether hypertension

The participants' experiences withanger covered a wide range: roommatetroubles, unfaithful romantic partners,being the victim of a theft or gettingmad at their parents. Experimenters lis-tening to their stories used flexiblescripts to respond. Validating commentsincluded such phrases as "Of courseyou'd be angry about that" or "I hearwhat you're saying and I understand youfeel angry."

However, COPD is not just simply a "smoker's cough", but an under-diagnosed, life threatening lung disease that may progressively lead to death. India ranks second in the world only after China in terms of number of cases of COPD but when it comes to deaths due to COPD, India has surpassed China and ranks first, according to the 2016 Global Burden of Diseases study.

S&P Global Ratings on Tuesdayraised India's growth projectionfor the current fiscal to (-) 7.7 percent from (-) 9 per cent estimatedearlier on rising demand andfalling COVID infection rates.

"Rising demand and fallinginfection rates have tempered ourexpectation of COVID's hit onthe Indian economy. S&P GlobalRatings has revised real GDPgrowth to negative 7.7 per centfor the year ending March 2021,from negative 9 per centpreviously," S&P said in astatement. The US-based ratingagency said its revision in growthforecast reflects a faster-than-expected recovery in the quarterthrough September. For the nextfiscal, it projected India's growthto rebound to 10 per cent.

India's gross domesticproduct fell 7.5 per cent in theJuly-September quarter, against acontraction of 23.9 per cent in theApril-June quarter.

S&P said India is learning tolive with the virus, even thoughthe pandemic is far from defeatedand reported cases have fallen bymore than half from peak levels,to about 40,000 per day. Thefeared resurgence following therecent holiday season has yet tomaterialise.

"It is no surprise that India is
