According to sources, the SEC approved Dr Reddy's application for EUA to Sput- nik V. The decision comes after the Drugs Controller General of India (DCGI)'s SEC met today to take up Sputnik V application for EUA in India. Dr Reddy's Laboratories, last week sought the govern- ment's approval for the vac- cine to be used in India. The Russian Direct Investment Fund (RDIF) partnered with Dr Reddy's in September 2020 to conduct clinical trials of Sputnik V in India. DCGI had then sought additional data from drug- maker Dr Reddy's Laborato- ries on its Sputnik V Covid- 19 vaccine trial. India is currently manu- facturing two Covid-19 vac- cines, --- Serum Institute of India's locally-made Oxford Covid-19 vaccine 'Cov- ishield' and Bharat Biotech's indigenously manufactured Covaxin. On Sunday, government sources told that by end of the third quarter of this year, India will be getting vaccines from five additional manu- facturers. "India currently has two Covid-19 vaccines being manufactured locally: Cov- ishield and Covaxin, and we can expect five more vac- cines by Q3 2021. These vac- cines are Sputnik V vaccine (in collaboration with Dr. Reddy's), Johnson & Johnson vaccine (in collaboration with Biological E), Novavax vaccine (in collaboration with Serum India), Zydus Cadila's vaccine, and Bharat Biotech's Intranasal Vaccine. Safety and efficacy are the Union government's primary concerns while granting emergency use authorisation (EUA) to any Covid-19 vac- cine in the country," the sources had told . 1,68,912 new cases reported NEW DELHI: India reported over 1.60 lakh new COVID-19 cases in the last 24 hours, according to the Union Health Ministry. With the country reporting 1,68,912 new COVID- 19 cases, the total number of COVID cases has gone up to 1,35,27,717. In the last 24 hours, 904 COVID-related deaths were reported in the country. This takes the COVID death toll to 1,70,179. The active number of cases stands at 12,01,009. In the last 24 hours, 75,086 people recovered from the disease. With this, the total recoveries reached 1,21,56,529. As many as 11,80,136 samples tested across India on Sunday. The cumulative number of COVID-19 vac- cine doses administered in the country stands at 10,45,28,565 till today. Meanwhile, the four-day-long 'Tika Utsav', a mass Covid-19 vaccine programme, started in the country on Sunday (Jyotirao Phule's birth anniversary) to April 14 (B R Ambedkar's birth anniversary), following Prime Minister Narendra Modi's call for the same. SC judges to conduct hearings virtually NEW DELHI: Amid 44 Supreme Court staffers testing positive for Covid- 19, the apex court judges will henceforth, conduct hearings through video conference from their resi- dences. According to reports, these staffers tested positive, last week. The apex court has about 3,000 employees. While some judges had been coming to the court premises to hold court, few others had been presiding over proceedings from their residences. SHASHI PAL JAIN CHANDIGARH, APRIL 12: Punjab Chief Minister Captain Amarinder Singh on Monday ordered proprietary rights for 3245 slum house- holds in three districts under the BASERA scheme, with directives to complete the process of grant of such rights to a total of 40000 households by September this year. Chairing the second meeting of the Empowered Committee under the Chief Minister's Slum Development Pro- gramme - ‘BASERA', Captain Amarinder asked the con- cerned department to expe- dite the process of verifica- tion and grant of proprietary rights in order to benefit the maximum slum dwellers in the state. He reviewed the progress made so far under the scheme by various dis- tricts. The 3245 households ap- proved for proprietary rights today are located at 12 slum sites in the districts of Faridkot, Sangrur and Fazil- ka. Till date, 186 Slums having 21431 slums house- holds have been identified in 20 districts, wherein the ver- ification process is being carried out full swing, the Chief Minister was in- formed. The virtual meeting was further apprised that the verification of 25000 house- holds shall be completed within the next two months and the process of granting proprietary rights to eligible slum dwellers shall be initiated simultaneously. This Curfew order will come into force with effect from April 12, 2021 and shall remain in force till further orders. During the Curfew timings no person will leave their homes or will move on foot or by vehicle or travel or stand or roam around on any road or public places during the above said hours. Giving information on this, spokesperson of Haryana State Disas- ter Management Authority said that in exercise of powers vested under Dis- aster Management Act, 2005, there will be complete prohibition on the movement of individuals for all non- essential activities between 09:00 PM to 05:00 AM in the state. However, the movement of per- sons and services that will be exempt include those tasked with law and or- der emergencies and municipal serv- ices/duties including Executive Mag- istrates, Police personnel, Military/ CA.P.F, Personnel in uniform, health, electricity, fire, media persons with accreditation and Government ma- chinery tasked with COVID-19 relat- ed duties (All on production of Iden- tity Card). Russia's Sputnik V getsemergency use nod in IndiaAGENCYNEW DELHI, APRIL 12

Russia's Sputnik V got ap-proval from the Subject ex-pert committee (SEC) forEmergency Use Authorisa-tion (EUA), making it thethird Covid-19 vaccine to getclearance in India.

According to sources, theSEC approved Dr Reddy'sapplication for EUA to Sput-nik V.

The decision comes afterthe Drugs Controller Generalof India (DCGI)'s SEC mettoday to take up Sputnik Vapplication for EUA in India.

Dr Reddy's Laboratories,last week sought the govern-ment's approval for the vac-cine to be used in India. TheRussian Direct InvestmentFund (RDIF) partnered withDr Reddy's in September2020 to conduct clinical trialsof Sputnik V in India.

Ten states show steep risein daily COVID-19 cases

Ten states -- Maharashtra, UttarPradesh, Delhi, Chhattisgarh,Karnataka, Kerala, Tamil Nadu,Madhya Pradesh, Gujarat andRajasthan have shown a steeprise in the daily COVID-19 casesaccounting for 83.02 per cent ofthe new infections, the UnionHealth Ministry said on Monday.

India's daily cases continueto rise and 1,68,912 freshcoronavirus infections wereregistered in a span of 24 hours,the highest single-day rise sincethe outbreak of the pandemic.

Maharashtra has reported thehighest daily cases at 63,294. Itis followed by Uttar Pradeshwith 15,276 while Delhi reported10,774 new cases.

Sixteen states --Maharashtra, Chhattisgarh, UttarPradesh, Karnataka, Delhi, Tamil

Nadu, Madhya Pradesh, Gujarat,Haryana, Rajasthan, Punjab,Kerala, Telangana, Uttarakhand,Andhra Pradesh and WestBengal are displaying an upwardtrajectory in daily new cases.

India's total active caseloadhas increased to 12,01,009 andnow comprises 8.88 per cent ofthe country's total infections. Anet increase of 92,922 cases hasbeen recorded in the total activecaseload in a day.

Maharashtra, Chhattisgarh,Karnataka, Uttar Pradesh andKerala cumulatively account for70.16 per cent of India's totalactive cases. Maharashtra aloneaccounts for 47.22% of the totalactive caseload of the country.

India's cumulative recoveriesstand at 1,21,56,529 with 75,086recoveries being registered in aspan of 24 hours.

Besides, the daily deathscontinue to show an upward

trend with 904 deaths beingreported in a day. Ten Statesaccount for 89.16 per cent of thenew deaths. Maharashtra saw themaximum casualties (349).Chhattisgarh follows with 122daily deaths.

Nine states and UTs have notreported any COVID-19 deathsin a span of 24 hours. These areOdisha, Himachal Pradesh,Ladakh (UT), D&D and D&N,Meghalaya, Sikkim,Lakshadweep, Andaman andNicobar Islands and ArunachalPradesh. On the vaccinationfront, the cumulative number ofCOVID-19 vaccine dosesadministered in the country hascrossed 10.45 crore as Indiamarks day-2 of the countrywide'tika utsav'.

Cumulatively, 10,45,28,565vaccine doses have beenadministered through 15,56,361sessions, as per the provisionalreport till 7 am, according to theministry. These include90,13,289 healthcare workers(HCWs) who have taken the 1stdose and 55,24,344 HCWs whohave taken the 2nd dose,99,96,879 FLWs who havereceived the 1st dose and47,95,756 FLWs who have takenthe 2nd dose. Canada 'must do more' to help people in Hong KongAmid the crackdown

on dissent in HongKong, an advocacy

group has said that whileCanada has unveiled newwork, study and residencypermit programmes forHong Kongers but moresupport is definitely need-ed. Al Jazeera further re-ported that the Canadiangovernment in Novemberlast year announced newimmigration measures toentice Hong Kong peopleto come to Canada to studyand work, and broadeningthe pathway to permanentresidency for those alreadyin the country.

The message conveyed by electoral campaigns inIndia has undergone a sea change. YogiAdityanath’s election speeches in West Bengal

illustrate this best. As it is, campaign speeches, espe-cially those of certain leaders of the Bharatiya JanataParty, contain almost as many implicit threats aspromises. The chief minister of Uttar Pradesh, one ofthe party’s star campaigners, seems to believe thatthreats are promises. In one of his electoral speechesin Bengal, he flaunted the fact that posters of alleged‘rioters’were put up and their property confiscated af-ter protests in UP against the citizenship laws. Sincehe was condemning the West Bengal chief minister’sso-called ‘appeasement’ politics that presumably al-lowed cow slaughter and cow smuggling to continue— Bengal has no law against cow slaughter — thepurpose of polarizing two communities was perfectlyclear. It seems that Mr Adityanath would like to do toBengal what he has done in UP at the cost of democ-racy, equality and the law. In Mr Adityanath’s vision,religious discrimination meets gender oppression. Notonly did he harp on the increase in Bengal of ‘love ji-had’ against which UP now has a law — Parliamentfound the phenomenon non-existent — but he alsopromised an ‘anti-Romeo’ squad to ‘protect’ womenlike the one in UP. Predictably, young people and ac-tivists in Bengal are loudly critical of the threat towomen’s autonomy, interference in relationships, en-couragement to the forces of male domination and theinvitation to harassment. These go to the heart of MrAdityanath’s governance. Members of the anti-Romeo squad were accused of harassing couples, mo-lesting women, even a child in one case, of extortionand, reportedly, a murder. The law against love jihadis being used against men of the minority communityin inter-community unions even when the woman is aconsenting adult. That UP ranked first in the countryin crimes against women in 2019 according to the Na-tional Crime Records Bureau shows that the measures‘promised’ by Mr Adityanath open up the primroseway to discrimination and crime, whether for agentsof the State or for non-State actors under their patron-age. Should his electoral promises be fulfilled, womenand particular communities and castes — UP has animpressive record of crimes against Dalits — wouldbecome the favourite targets of oppression in Bengal.

Study finds treatment for braindisease transmitted by tick bites

The findings of a new study de-scribe antibodies capable ofneutralizing the virus transmit-

ted by tick bites. These so-calledbroadly neutralizing antibodies haveshown promise in preventing Tick-borne encephalitis (TBE) in mice andcould inform the development of bet-ter vaccines for humans.

Further, preliminary results sug-gest that the antibodies may not onlyprevent tick-borne encephalitis buteven treat the condition, as well as therelated Powassan virus emerging inthe United States. Tick-borne en-cephalitis is a disease just as nasty asit sounds.

Once bitten by an infected tick,some people develop flu-like symp-toms that resolve quietly but leave be-hind rampant neurological disease--brain swelling, memory loss, andcognitive decline. Cases are on therise in Central Europe and Russiawith some 10,000 incidents reportedeach year. Vaccines can provide pro-tection, but only for a limited time.There is no cure. Lead author Mari-anna Agudelo and colleagues in thelaboratory of Rockefeller's Michel C.Nussenzweig examined nearly 800antibodies obtained from individualswho had recovered from TBE or hadbeen vaccinated to prevent infection.The most potent antibodies, designat-

ed VH3-48, turned out to be best suit-ed to fend off future infections. Theyfound that VH3-48 neutralized lab-grown varieties of the TBE virus, aswell other tick-borne illnesses includ-ing the Langat, Louping ill, Omsk he-morrhagic fever, Kyasanur forest dis-ease, and Powassan viruses.The re-searchers also showed that thesepowerful antibodies are not common;in fact, most of the antibodies pro-duced by humans exposed to TBEvirus are of inferior quality, with thecoveted VH3-48 antibodies makingonly occasional appearances. More-over, vaccinated patients in the studydid not manage to develop any VH3-48 antibodies at all. "You'd expect themost prevalent antibodies to be theabsolute best, but that is not what wefound in TBE," Agudelo says.

Bauxite is the primary ore for aluminium, that undergoes an intermediate refining stage to produce alumina, which then undergoes electrolysis for producing aluminium. Abundantly available on earth’s crust, mining of bauxite is one of the most inherently sustainable mining processes. Approximately three tonnes of bauxite produce one tonne of alumina, and around two tonnes of alumina are required to produce one tonne of aluminium.

The Chief Minister while congrat-ulating the citizens of Fatehabad saidthat this sewerage treatment plant hasbeen established as a pilot project. Thestate government will consider settingup such projects for water conserva-tion and reuse of water across the stateafter studying the same.

He said that this year the stategovernment has set a target of reusing25 percent treated water and thisscheme is proving to be effective inhorticulture, industries and thermalplants. In next year 60 percent of thewater will be reused. Budget has beenarranged for this, he added.

He said that water remains a mat-ter of concern all over the world today.Water requirement is increasing dayby day due to increasing populationand requirement from industries. Butthe availability of water is limited andtherefore everyone has to install suchtype of Sewerage Treatment Plants tomeet the water shortage. Dedicated ef-forts should be made for water con-

servation to meet our water require-ments, he said.

Sh. Manohar Lal said that thestate government has made severalschemes for water conservation andsewerage treatment plant. Differenttechnologies are being used in thestate. The sewerage treatment plantset up at Fatehabad is a new project, inwhich new technology has been usedand the benefit of which can be takenin the future.

The Chief Minister expressedconfidence that with the support ofJapanese company Haryana will in-crease their target and work togetheron the water treatment plant. Thecompany will be given all possiblesupport for such tasks, he asserted.

He said that the state governmentis emphasizing on water management.

Considering the high water consump-tion in the paddy crop, farmers are be-ing given an incentive of Rs 7,000 peracre for adopting crop diversificationunder the 'Mera Pani Meri Virasat'scheme in the state. On 94,000 acresof land, farmers have adopted crop di-versification, which has greatly bene-fited in water conservation.

A training programme was organisedtoday by Adverse Drug Reaction(ADR) Monitoring Centre, KalpanaChawla Govt Medical College, Kar-nal on patient safety related toCOVID- 19 patients and COVID- 19vaccination. It is to be noted that Ad-verse Drug Reaction Monitoring Cen-tre has been functioning at KCGMCfor the last 4 years as a part of the Na-tionwide Pharmacovigilance Pro-gramme of India under the guidanceof Dr Tirthankar Deb as the coordina-tor.This centre performs monitoringand assessment of possible adverse ef-fects resulting from the use of medi-cines at KCGMC or any other hospi-tal in the region.

In today's training programmearound 150 nursing and para medicalstaff of KCGMC participated. Direc-tor Dr Jagdish Dureja inspired the

staff to be vigilant on all possible ad-verse effects of medicines. He in-formed that though till date atKCGMC no long term adverse effectof COVID-19 vaccination has beenseen, yet close monitoring of adverseevents following vaccination ismandatory. Dr Jayant Kairi, HOD,Pharmacology praised all the staffworking in the Pharmacovigilanceprogramme for their excellent work.

Dr Tirthankar Deb, (Coordinator)and Ankita Beniwal, Pharmacovigi-lance Associate provided training tothe staff on Adverse drug reactionmonitoring in COVID-19 patients aswell as following COVID-19 vaccina-tion. The importance of reporting any

adverse event: serious or mild, alreadyknown or unknown was stressed uponin the training for which all the hospi-tal staff were advised to be vigilant.The reporting of Adverse events canbe done by any health worker andeven patients or their attendants forwhich a different form is available.Dr. Tirthankar Deb also informed thatthe centre at KCGMC is available formonitoring of ADRs not only atKCGMC but also in any of the nearbyhospitals. It was also noted that inboth the aspects the staff have so farmaintained good vigilance and hencethe overall exercise has been so farundertaken under high standards ofsafety.

Deputy Commissioner Nishant Kumar Yadav said that wheatarrivals have started in the mandis of the district. All the nec-essary arrangements for wheat procurement were alreadycompleted by the district administration. Till last day, about 2lakh 67 thousand metric tonnes of wheat arrived in variouspurchase centers and mandis in the district, which were pur-chased by government procurement agencies. Orders havebeen given to the procurement agency to get wheat raised fromthe mandis immediately.

He said that the work of procurement of wheat was start-ed by the Haryana government from April 1. Till last day,about 2 lakh 67 thousand metric tonnes of wheat arrived in themandis in the district, out of which 1 lakh 48 thousand 574.5MT by Food Supply Department, 99 thousand 589 MT byHAFED and 18 thousand 844.2 MT wheat by Haryana Ware-House Corporation. bought out. Corona cases growing in KarnalSHIV KUMAR SHARMAKARNAL: According to the report of the Civil Surgeon, Deputy Commissioner Nis-hant Kumar Yadav said that a total of 285022 samples of persons suspected ofCoronavirus infection have been taken in the district so far, out of which 264918reports have been negative and 17378 cases are positive, out of which 185 pa-tients have died. As many as 2171 corona patients are active and 15022 patientshave recovered and gone back home. On Monday, 328 new case positives werefound in the district and 280 patients have been cured and 3 patients have dieddue to infection.
