SHASHI PAL JAIN SULTANPUR LODHI/ DERA BABA NANAK, NOVEMBER 30: Terming the farmers’ fight against the Farm Laws as just, Punjab Chief Minister Captain Amarinder Singh on Monday asked the Centre why it was being adamant on the is- sue and not listening to the farmers. “It is the job of the Government to lis- ten to its people. If farmers are joining the agitation from so many states, then they must be really upset,” said the Chief Minister while in- teracting informally with the media during his visit to these historic towns. He asserted his government’s commit- ment to stand firmly with the farmers in their fight against the black laws. On the Prime Minister’s adamant stand that the new laws were beneficial to the farmers, the Chief Minister said Narendra Modi had been maintaining this line since the beginning, which was the reason why Punjab came out with its own Bills. He questioned the Governor’s deci- sion to sit on those Bills instead of for- warding them to the President, which he is required to do, and pointed out that the Governor had done this even last year on the Bill related to the CM’s advisors. Pointing out that the MSP and arhtiya system was the backbone of Punjab’s suc- cessful agricultural model, with the farmers and arhtiyas sharing a very close bond, the Chief Minister questioned the need to change the established system. “Will the corporates who would take the place of the arhtiyas ever care to help farmers in times of crisis?” he asked. Captain Amarinder observed that Guru Sahib had attached great signifi- cance to the small farmers, who constitute the bulk of Punjab’s farming community, with 75 percent of them holding less than 5 acres of land. “It is these very farmers who would be ruined by the black agricultural laws enacted by the Union Gov- ernment,” he said, adding that it was against these legislations that the farm- ers were currently protest- ing at Delhi borders and braving the harsh winter cold, the Covid threat and the brutality of the Haryana police. On the Kartarpur Corri- dor, the Chief Minister said it was time for the Centre to open it, since even Pakistan had done so. “I don’t know why the central government is not opening it,” he added. Citing the emerging challenges of inter- nal and external aggression, Punjab Chief Minister Captain Amarinder Singh under- lined the need for unity to counter the forces trying to divide the nation on communal lines. He pointed out out that Punjabi sol- diers like Gurtej Singh had made the supreme sacrifice and killed 12 Chinese soldiers in the recent clashes at the Line of Actual Control (LAC). Only a united India could fight the enemy, he added. BUREAU CHANDIGARH, NOV 30 Mr Khattar said this while addressing the people during a rally organised un- der the chairmanship of Haryana Vid- han Sabha Deputy Speaker, Mr. Ranbir Singh Gangwa in Hisar Monday. The Chief Minister said, " I consid- er Haryana as my family and it is my re- sponsibility to help the underprivileged members of my family. So there is no need to thank me for this, he added. He said that as the head of the family, he has fulfilled his duty. Our mantra is Sabka Saath, Sabka Vikas and Haryana Ek Haryanvi Ek. The Chief Minister said that there was a time when government jobs were given to people who had money but now recruitments are being made ‘Bina Parchi, Bina Kharchi’. Middlemen are excluded from the system, he added. He said that An- tyodaya, Saral Kendra, e- Disha Kendra, and Atal Seva Kendra have been set up everywhere to deliver the benefits of government schemes to the general pub- lic. The amount of the schemes is sent directly to the eligible beneficiaries in their accounts, he added. The Chief Minister said that despite all this, he is still not satisfied. The sys- tem to identify eligible and ineligible still needs further improvement and for this Parivar Pehchan Patra are be- ing issued, he added. He said that 52 percent of its registra- tion work has been complet- ed. The Parivar Pehchan Patra will carry the details of the family which will be used to identify the person and fami- ly who are still deprived of the benefits of the government schemes, he added. Second case of Love Jihad filed in Bareilly BAREILLY: With the Opposition Parties already criticizing the law on Love Jihad, yet the second case lodged under the new law has been reported here on Mon- day. Police reports said one Tahir Hussain, hiding his true identity and converting to Kunal Sharma, trapped a Hindu woman in his love. He made physical rela- tions with her. He forcibly got the young woman aborted by kicking her during pregnancy. The accused also pressurized the woman to accept Islam. Now after the new law, the police have arrested the accused and put him in jail. The woman had lodged a complaint with the Izatnagar police station. According to the complaint, a young man named Tahir Hussain first concealed his true identity and became a Kunal Sharma and implicated her in the courts and then went to the temple and married her. When she got pregnant, he showed his true color and revealed that he was not Kunal and had done a love jihad with her. ``The accused pressurized that if she want to live with him, then she has to accept Is- lam”, the victim alleges in her report claiming that the accused and his family also brutally assaulted her to get her aborted after she became pregnant. He alleged that at the behest of the centre, the BJP-led Haryana gov-ernment first sealed its borders to stop the peaceful farmer agitation and later when the farm-ers started heading towards Delhi; police used 'brutal' against them.

Winters sessions of theassembly are customarily held inDharamshala instead of state capitalShimla, and earlier this month, thecabinet had asked GovernorBandaru Dattatraya to convene thewinter session from December 7 to11 in Dharamshala. However, Covidcases in the state have witnessed asharp spike since then, forcing thestate government to reintroduceCovid restrictions such as nightcurfew in four districts. A few daysago, an all-party meeting was held to

discuss the possibility of postponingthe session or changing its venue.During the meeting, leader ofopposition Mukesh Agnihotri fromthe Congress had insisted on holdingthe session as scheduled. MLA from Chintpurni was verydisappointed due to the lack ofsolutions to public problems. In such asituation, he has requested the stategovernment to get the new mandalapproved for his field. In this, therewill be no exaggeration in saying thenegligence of the department officialsand the push with the public is royal.

Because if the Department lookedat both the constituencies with oneeye, it would never have beenpossible, which is now due to thestatements of the officials who arepassing the time under the politicalumbrella.

But now the lower people ofKutlaihar assembly constituency areshowing signs of being very angrywith the said department and people

are accusing some officials of politicalconspiracy and complicity.

Not only this, people also believethat one of the officers of thedepartment has vowed to make someselected contractors to reach theheights, and due to political patronage, the officer is giving work of lakhs ofrupees only to the subordinate of theBoard. Not only this, it is also seenthat only 5 to 7 contractors have beenentrusted by the Central and StateGovernments under each house tap(Jal Jeevan Mission).

At the same time, if any othercontractor authorized by the stategovernment goes to the board, then theanswer is that there is either no workor no money. All this is happeningonly after completing that mission. Itwill be a very interesting thing onwhich officer falls after the departmentopens.

Intensive fishfarming is also not possible byconstructing a pond, while the use ofwater is also less in the bioflocktechnique and saving fish feed is alsoconsiderable; Because through thetechnique, the waste of fish isconverted into protein again inside the

water. That means more profit in lessexpense. In addition to the bioflocktechnology under the PM MatsyaSampada Yojana, the RecurrentAquaculture System (RAS) is alsocovered. By adopting this system, fishproduction can be increased in lessarea. In this technique, the movementof water is arranged to maintain thecontinuity of water flow. UnderBioflock and RAS, farmers have toconstruct small tanks and according tothe capacity of the tanks, it is dividedinto three categories, which can costfrom Rs 7.5 lakh to Rs 50 lakh. Thegovernment provides 40 to 60 percentsubsidy on this. Fish can be producedfrom 4 to 40 tons at a time byadopting technology based fisheries.

The three laws the Union government has broughtin with a claim to revolutionise Indian farming andemancipate the farmer seem to have failed to con-

vince a large section of its potential beneficiaries. Theyhave been on a warpath ever since the bills were intro-duced in parliament in September this year. And afterhaving waited for months for an amicable solution, theyhave now reached the national capital, and made theirvoices heard in the corridors of power. The Union government has been less than honest whenit says it is ready to hold talks with the agitationists.Union agriculture minister Narendra Singh Tomar firstoffered to talk to them in October, but absented himselfwhen they turned up. Defence minister Rajnath Singh, aformer agriculture minister with a fair understanding ofthe sector, had also offered to mediate but nothing con-crete emerged. At present, Union home minister AmitShah has said the government was willing to talk butgiven the way Prime Minister Narendra Modi justifiedthe pieces of legislation in his latest radio talk on Sun-day, there is not much the government has decided toconcede. Agriculture in India, like it is the world over, isa highly protected enterprise. Governments support it interms of subsidies for inputs such as seeds, fertilisers, fi-nance and power, and for the purchase of the produce. The agriculture markets ( mandis) and the minimumsupport price ( MSP) mechanism that are in vogue in In-dia offer the farmer some basic assurances: there will bea buyer and there will be a minimum price, so that heneeds to fight a limited number of other uncertainties. Inspite of them all, instances of farmer suicide are on therise. It is in this context that the three laws, which, in ef-fect, undermine both agriculture markets and the MSP,should be seen. The laws allow the farmer to sell to anyone, and allow anyone to purchase, with no upper limits. It also legalises contract farming. Instead of revelling atthe new freedom, the farmers are petrified by the possi-bility of the entry of the big corporates, at present legal-ly stopped, into the scene and hence the protests. Theyfear that the corporates will chase out the mandis andonce they vanish, the government could also withdrawfrom the scene. Since the laws provide for no MSP, theywill be at the mercy of the big players. And that’s howthe farmers’ primary demand for legal protection to theMSP system gains credence. The NDA dispensation hasits own ways of dealing with protesters, and it hasdemonstrated it while addressing issues created by noteban, introduction of the Goods and Services Tax, pass-ing of the Citizenship ( Amendment) Act, 2019.

during the COVID-19 pan-demic, Pakistan has startedcommercial operations of itsfirst metro train service inLahore amidst a fresh waveof coronavirus outbreak.Commuters are going crazyand flocking in large num-bers to get a first-hand expe-rience of the "gift from Chi-na", a USD 1.6 billion light-rail transit system.

The Lahore's OrangeLine Metro Train (OLMT) isdesigned to carry nearly aquarter of a million people aday in Pakistan's second-largest city. It is one of thelargest metro projects underXi Jinping's Belt and RoadInitiative (BRI) and an earlyproject under the China-Pak-istan Economic Corridor(CPEC).

Financed by the Pak-istani government and aUSD 1.6 billion loan fromChina's Exim Bank, the trainis jointly constructed andoperated by China Railwayand Norinco International, one of China's largest engi-neering contractors.Guangzhou Metro Groupand Daewoo Pakistan arealso involved in the project. The OLMT took six years tocomplete with the total costof over USD 2.2 billion, considered a symbol ofdeepening Pakistan-Chinafriendship. The strategicCPEC is a collection of in-frastructure and other proj-ects under constructionthroughout Pakistan since2013. Originally valued at

USD 46 billion, the projectswere worth USD 62 billionas of 2017. But there aregrowing questions about thehuge amount of debt Pak-istan has taken for this proj-ect in recent years. Opposi-tion PML-N party celebratedthe opening of the projectboasting it is a gift to thepeople of Lahore from theSharif brothers led by for-mer Prime Minister NawazSharif and former PunjabChief Minister ShahbazSharif. While the ruling Pak-istan Tehreek-i-Insaf (PTI)party led by Prime MinisterImran Khan continued criti-cising the metro train proj-

ect, convincing the publicthat approximately Rs30,000 crore spent on thisproject could have been in-vested for improving thehealth and education sectors.Though its leaders explainthe government has reluc-tantly completed the projectto fulfill international com-mitment with China and agesture that it owned to Chi-na-Pakistan Economic Cor-ridor projects after years ofdelays and political contro-versies. Launched in 2015,the project was to be com-pleted before the July 2018elections but was delayedbecause of political prob-

lems. Members of the rulingparty calling it a white ele-phant that burdens the publiccoffers. The metro line is ex-pected to cost the taxpayer 5billion rupees a year in sub-sidy. Before becomingPrime Minister, Imran Khancensored the previousNawaz Sharif governmentfor investing in the OrangeLine instead of hospitals oreducation and criticised itsdecision not to safeguard theenvironment and key her-itage sites during construc-tion. In 2018, Khan madethe murky financial detailsof CPEC projects includingthe Orange Line a focus of

his anti-corruption drive, launching a commission toinvestigate how contractswere awarded, the costs in-volved and the level oftransparency. DespiteKhan's opposition, in recentyears Pakistan's crumblinginfrastructure and poortransport network have seenthe country aggressivelycourt more than $62 billionin Chinese loans to financebig-ticket development proj-ects, which observers saywill plunge the debt-riddencountry deeper into a finan-cial quagmire. Pakistan's ex-ternal debt now amounts to45 per cent of its GDP. Be-

sides debt issue, the OrangeLine has been dogged bymany other controversies, from accusations that it en-dangered UNESCO heritagesites to complaints the gov-ernment demolished low-in-come housing along theroute. The metro project ledto protests from people con-cerned it would damagesome of Lahore's most fa-mous landmarks, in particu-lar the Shalimar Gardens, aworld heritage site. Morethan 600 trees had to befelled along the route. Morethan 50 metro line workershave died, highlighting thecountry's labour problems, including its pattern of rely-ing on precarious, subcon-tracted workers for large in-frastructure projects, as wellas weak enforcement of rel-evant laws. In January 2017,seven labourers died andmore than a dozen were in-jured in a fire at a temporaryshelter housing metro lineworkers. In July 2016, fol-lowing the death of a work-er, some Orange Linelabourers deemed the worktoo hazardous and initiated astrike, claiming the govern-ment was prioritising thespeed of the project overworkers' lives. Labour ac-tivists say that the majorityof incidents happened be-cause labourers were not di-rectly employed by the gov-ernment or Chinese contrac-tors, but by a convolutednetwork of Pakistani sub-contractors who brought inworkers from south Punjabon low wages with littlehealth and safety protection.

China's gift or debt trap

Serotonin, the hormone which de-termines the level of patience, hasbeen found by a study done on

mice to also dictate whether one willcrave instant gratification or will calmlyanticipate the reward.

Patience is often called a virtue be-cause having the ability to suppress theneed for instant gratification is difficultto attain. Recently, a study conducted byscientists on mice revealed to them theaction of serotonin in individually pro-moting patience in the specific areas ofthe brain. The researchers in Japanfound that the mice became more patientin waiting for food when the hormonewas artificially triggered in them duringthe lab experiment. The 'Neural Compu-

tation Unit at the Okinawa of Scienceand Technology Graduate University(OIST)' conducted this study by authors,Dr. Katsuhiko Miyazaki and Dr. Kayoko

Miyazaki, and the results were pub-lished in the journal, Science Advances.

Dr. Katsuhiko Miyasaki, who is oneof the authors in the journal, said "Sero-tonin is one of the most famous neuro-modulators of behavior, helping to reg-ulate mood, sleep-wake cycles and ap-petite," and Dr. Miyasaki further statedthat, "Our research shows that release ofthis chemical messenger also plays acrucial role in promoting patience, in-creasing the time that mice are willing towait for a food reward." This recentwork draws very heavily from the previ-ous research, in which a powerful tech-nique called optogenetics was used bythe unit. They used the light to stimulatespecific neurons inside of the brain, in

order to establish a causal link betweenpatience and serotonin. The geneticallyengineered mice which were bred by thescientists had neurons that released sero-tonin and expressed a light-sensitiveprotein. All this meant that by shininglight at precise times, the researcherscould stimulate these neurons to releaseserotonin, using an optical fiber im-planted in the brain. In the research, itwas found that the waiting time of themice for the food increased when theseneurons were stimulated in them. Themaximum effort was observed when thetiming of the reward was uncertain butthe probability of receiving it was high."In other words, for the serotonin to pro-mote patience, the mice had to be confi-

dent that a reward would come but un-certain about when it would arrive", stat-ed Dr. Miyazaki. The main focus of theprevious study was on an area of thebrain named 'dorsal raphe nucleus',which is also called the central hub ofneurons that produce serotonin in thebrain.

In their most recent study, scientistsparticularly studied the other areas of thebrain which contribute to regulating pa-tience due to these neurons from the'dorsal raphe nucleus' reaching out inthese other areas of the forebrain. Thereare three main areas in the brain whichwhen damaged have shown to have in-creased impulsive behavior - the nucle-us accumbens, which is a deep brain

structure, and two frontal lobe partscalled the 'medial prefrontal cortex' and'orbitofrontal cortex'.

Dr. Miyazaki further explains that"Impulse behaviors are intrinsicallylinked to patience -- the more impulsivean individual is, the less patient -- sothese brain areas were prime candi-dates". During the study, optical fiberswere implanted by the scientists into oneof either, the medial prefrontal cortex, the orbitofrontal cortex, or the nucleusaccubens, along with the 'dorsal raphenucleus'. The mice were trained by theresearchers to do a waiting task, inwhich they had to put their nose inside ahole, called "nose poke", and then a foodpellet was delivered to them.

Serotonin promotes patience in partsof brain: scientists reveal

Astudy by Kyushu University hasfound a new method to enhancechronic pain treatments by dis-

covering a unique population of spinalcord astrocytes with a role in producingpain hypersensitivity. According to astudy using mouse model by KyushuUniversity's Graduate School of Phar-maceutical Sciences, researchers re-vealed the identification of a uniquepopulation of astrocytes in the dorsalhorn of the spinal cord of mice that pro-duces pain hypersensitivity which canstrengthen the effect of chronic paintreatments.

When activated by neurons carry-ing signals down from the brain, thesecells indicate the role of descendingneurons in controlling spinal paintransmission, not limited to suppres-sion; suggesting this group of astro-cytes as a new target to enhance the ef-fect of chronic pain treatments. The re-searchers state that an assortment ofnon-neuronal cells first discovered inthe mid-nineteenth century also plays awide variety of important roles. Theglial cells named after the Greek word'glue' are now known to be the criticalelements for regulating neuronal devel-opment and function in the centralnervous system.

According to researchers, a de-tailed understanding of the groupingsof astrocytes with distinct properties isyet to be done to understand the differ-ent types of glial cells and their roles.

Makoto Tsuda, professor at KyushuUniversity's Graduate School of Phar-maceutical Sciences, and his team havediscovered a unique population ofspinal cord astrocytes with a role inproducing pain hypersensitivity. "Thediscovery of this new population of as-trocytes reveals a new role of descend-ing LC-NAergic neurons in facilitatingspinal pain transmission," explainsTsuda.

According to the study, the astro-cytes found near the back of the spinalcord are in a region known to carrygeneral sensory information such aspressure, pain, and heat from aroundthe body to the brain. With the use of

the mouse model, theresearchers showedthat stimulating nora-drenergic (NAergic)neurons carry signalsfrom the locuscoeruleus (LC) in thebrain down to thespinal dorsal horn andactivates the astro-cytes which result inpain hypersensitivity.Considering thesefindings, the resultsconclude descendingLC-NAergic neuronscan help suppresspain transmission inthe spinal dorsal hornand may enhance the

effect of drugs for chronic pain.According to the study, for the ini-

tial test, the researchers genetically en-gineered mice in which the response ofastrocytes to noradrenaline was selec-tively inhibited.

This gave them the final results ofusing duloxetine, an analgesic drug toincrease levels of noradrenaline in thespinal cord by preventing uptake by de-scending LC-NAergic neurons. Tsudatold, "Although we still need morestudies with different drugs, this astro-cyte population appears to be a verypromising target for enhancing thetherapeutic potential of drugs forchronic pain."

Nokia laptop series seems to be in the works. Although there are no official details to confirm the development, some certifications have appeared on the Bureau of Indian Standards (BIS) website that hint at the arrival of Nokia laptops. The new offerings may make their way to the country first as the certifications are from the Indian standards body. However, the Nokia laptops appear to be manufactured at a Chinese facility located in eastern-central coastal province of China — Jiangsu. Nokia did try its luck in the laptop market globally with the launch of the Nokia Booklet 3G back in August 2009. The latest move, however, seems to be coming from a Nokia brand licensee and not from the Finnish company itself. Tipster Mukul Sharma has spotted the listing of Nokia laptops on the BIS site. There are at least nine different model numbers that have received certification from the body, as per the details shared by Sharma. These are namely, NKi510UL82S, NKi510UL85S, NKi510UL165S, NKi510UL810S, NKi510UL1610S,

handigarh : The Government of India is planning to celebrate 75 years of Indian Independence in 2022 in a big Cway wherein the focus will be Agriculture and Rural

development. The Indian Agrochemical Industry has huge unrealized potential for growth due to very low level of agrochemical consumption as compared to global norms. The role of Agrochemicals in achieving the vision of $5 Trillion economy by 2025 cannot be undermined, as it not only ensures food security, provides livelihoods but also provides impetus to the growth of industries and service sectors. The new Pesticides Management Bill (PMB20) recently announced offers the policymaker and the industry an opportunity to redesign the existing regime in line with global developments and safeguard the farmers' interests and the country's agriculture sector. Currently, there are around 1,175 pesticide molecules of both chemical and biological origins used in the world, out of which around 292 molecules are registered for use in India. PMB 2020 embraces the provision of regulating the import, manufacture, sale, transport, distribution, and use of pesticides in order to prevent risk to human beings and animals. Representatives of the agrochemical industry expressed their views on making agricultural practices in India more transparent.

RBI likely to maintain statusquo for 3rd straight time

NEW DELHI, NOV 30

The Reserve Bank is likely tokeep the benchmark interestrates unchanged in its nextmonetary policy review in viewof heightened retail inflationwhich has persistently remainedabove its comfort level, feelexperts. However, with theeconomic growth continuing toremain in the negative territoryfor the second consecutivequarter ending September, thecentral bank is likely to continuewith the accommodativemonetary stance keeping thehope alive for a rate cut as andwhen needed.

The six-member MonetaryPolicy Committee (MPC)headed by RBI Governor isscheduled to meet for two daysstarting December 2. Theresolution of the sixth bi-monthly MPC meeting would beannounced on December 4.

In its last MPC meeting inOctober, the RBI kept policyrates unchanged to help tameinflation that in the recent timeshas surged past 6 per cent mark. The RBI projected the country'sGDP to contract 9.5 per cent inthe current financial year due tothe pandemic. It has cut policyrates by 115 basis points since

February.With inflation continuing to

trend well above RBI's medium-term target of 4 per cent, there islimited room for a rate cut in theupcoming policy. We have seenencouraging signs of a pick-upin economic activity and a returnof consumer demand, buoyed bythe festive season," KotakMahindra Bank group presidentconsumer banking ShantiEkambaram said.

The next few months arecritical as it needs to be seenwhether demand levels willsustain and the central bank willclosely monitor the growthtrajectory and high-frequencydata prints, she added.

Retail inflation, calculatedon the basis of Consumer PriceIndex (CPI), continued to risefor the ninth month in a row inOctober, reaching 7.61 per centon the back of high food prices. This is the highest level of retailinflation since May 2014 whenthe inflation was at 8.33 percent. The government hasmandated the RBI to keep retailinflation at 4 per cent (+/- 2 percent). On concerns of elevatedlevel of inflation, CRISIL ChiefEconomist Dharmakirti Joshisaid the RBI policy will be onhold. Echoing similar views,CARE Ratings Chief EconomistMadan Sabnavis said, I thinkRBI has no choice but to go for

a pause now because inflation isstill very high. Also, the scopefor rate cut is more or lessexhausted for this financial year. The RBI will address the issuemore through OMOs, operationtwists to influence the g-secyields rather than the repo ratecut." According to M GovindaRao, Chief Economic Advisor,Brickwork Ratings, consideringthat CPI inflation remains at anelevated level, the MPC is likelyto continue with the pause in therate. "With real interest ratesalready in the negative zone, thespace for rate reduction islimited at present. However, theaccommodating stance is likelyto continue," Rao said. The RBIis expected to maintain statusquo given the fact that foodinflation continues to be high, whilst core inflation has alsoinched up, Moneyboxx Financeco-CEO Deepak Agarwal said.

However, Anuj Puri,Chairman of real estateconsultant Anarock said the realestate industry's perennial hopeis fixed on lower interest rates, which would be enabled byreducing the repo rate.

The last meeting of the MPCwas held from October 7 to 9,2020. It was the 25th meeting ofthe rating-setting panel.

Leaders of the OPEC cartel aremeeting virtually to decide, onceagain, how much oil theirmembers should produce aslockdowns related to thecoronavirus continue to stifledemand for crude. They'reexpected to extend productioncuts well into the new year, in aneffort to boost volatile oil prices.

The OPEC nations, led bySaudi Arabia, will be meetingMonday. The group has to reachagreement among its membercountries and the additionalmembers in the group known asOPEC Plus, which is led byRussia. Members of the OPECPlus group will meet Tuesday. It'stricky to predict how much oilthe world will need withcoronavirus cases surging aroundthe world. The industry has seensome hopeful signs, with severaldrug companies reportingpromising results fromcoronavirus vaccine trials.

But some experts warn thatoil demand may never fullyrecover, because the coronavirustravel restrictions, combinedwith the steps governments andcorporations are taking to reduceuse of fossil fuels to combatglobal warming, may have put apermanent dent in oil demand.Plus, the coalition of oil-producing countries has beenrestricting its output for months, straining its members. The longer

these agreements go on, theharder it is to hold it together, said Jacques Rousseau, managing director at ClearviewEnergy Partners. There becomestoo much temptation forcountries to exceed theirproduction targets. OPEC and itsallies agreed to cut production inApril by about 10 million barrelsper day through July.

Then in August, as somecities around the world tooksteps to re-open their economies, the group upped its productionso it was cutting 7.7 millionbarrels per day through year-end.They planned to increaseproduction in January so that thecuts would be just 6 millionbarrels per day. But expertsexpect the group to continuewith cuts of about 7.7 millionbarrels per day in the comingmonths. Saudi Arabia's energyminister recently indicatedwillingness to revisit theagreement and prolong the cuts.Other countries that want toproduce more, such as the UnitedArab Emirates or Iraq, couldcreate conflict in the meetings,Rousseau said.

Rana, 59, a childhoodfriend of David ColemanHeadley, was re-arrested onJune 10 in Los Angeles on anextradition request by Indiafor his involvement in the2008 Mumbai terror attack inwhich 166 people, includingsix Americans, were killed.

Rana was earlier arrestedin October 2009 by USpolice soon after Headley'sarrest at Chicago O'Hareairport. US District CourtJudge in Los AngelesJacqueline Chelonian said inher order on November 13that the Extradition Hearing

in this case is scheduled forFebruary 12, 2021, at 10:00am. Rana has time tillDecember 21 to file hisopposition to the request forextradition. The UnitedStates Government will haveanother months' time to fileits reply. In its motion onSeptember 28, the USgovernment supported Rana'sextradition to India where hehas been charged with theoffenses of conspiracy towage war, commit a terroristact, the waging of war, thecommission of murder, and aterrorist act.

Rana, in his defense, hasargued that the US' decision

not to extradite his co-conspirator, David Headley,to India is inconsistent andbars his extradition. However, the USgovernment argueddifferently because Headleyfulfilled the required terms, the plea agreementestablished that Headleywould not be extradited toIndia, said US attorneyNicola T Hanna. Rana'ssituation is different becausehe neither pleaded guilty norcooperated with the UnitedStates. As a result, cannotavail himself of the benefitsafforded to Headley throughhis negotiated plea. Such aposition is neitherinconsistent nor a bar toextradition, he said. UnlikeRana, Headley immediatelyaccepted responsibility forhis conduct and pleadedguilty to all of the charges inthe Superseding Indictment,Hanna said.

As per the pleaagreement, the United Statesagreed that it would notextradite Headley to India forthe foregoing offenses, including conduct within thescope of those offenses forwhich he has been convictedin accordance with this pleaso long as he fully disclosesall material facts concerninghis role with respect to theseoffenses and abides by allother aspects of thisagreement. Itwas lack of finishing prowess withBalwant Singh up front that provedcostly for them.Fowler named a defensive forma-tion against the well-set ATK MohunBagan with Balwant as the solestriker, putting the experienced JejeLalpekhlua on the bench, somethingthat did not work out.Fowler's newly-built side wouldneed to reorganise their forward andconvert their chances when theyclash against the Sergio Lobera-out-fit that beat a 10-man FC Goa 1-0with a late strike in their secondround game.

Having been a New Zealand Crick-et (NZC) representative on the boardof the International Cricket Councilbefore taking over as chairman,Greg Barclay has seen the constantdifferences between BCCI and PCBfrom close quarters. And the recent-ly appointed chairman has promisedto do his best to get the two coun-tries on the same page with regardsto cricketing matters.

Answering a query on the rela-tionship between the Board of Con-trol for Cricket in India and the Pak-istan Cricket Board, Barclay saidthat some of the things are beyondcricket. But the ICC will be lookingto do its best to ensure cricketing re-lations continue between the twocountries.

"I would love nothing more thanfor India and Pakistan to be able to

continue cricketing relations as theywere previously. I am also enough ofa realist to understand that there aregeo-political issues at play here. Ithink all we can do at the ICC is tocontinue to help and support in anyway that we can to bring about out-comes that would see India and Pak-istan in a position where they canplay cricket regularly against eachother and in their home territories.

"Beyond that, I do not think Ihave the mandate or ability to influ-ence the outcomes more than that. That is really being done at a levelway beyond where we would be op-erating," he explained.

"Rest assured that from thecricketing point of view, we wouldlove to get those countries back to-gether again on a regular basis. TheICC will do whatever it can to helpfacilitate and support an outcome that might see that hap-pen," he said.

Australia's rising star MarnusLabuschagne believes that thehome team will enjoy a slightadvantage going into the Test se-ries against India as most of itstop-order players will be comingin after having played a fairamount of first-class cricket.

Labuschagne, who con-tributed a solid 70 off 61 balls inthe second ODI which Australiawon by 51 runs on Sunday, hasscored two hundreds in threeSheffield Shield matches.

The Indian players, who hadplayed IPL and now ODIs, lastplayed red-ball cricket in NewZealand and will only have twothree-day games to get into thegroove.

"But a lot of these (Indian)players we're talking about, they've been doing it for a longtime, they're not new to the

changes of format. I'd be sur-prised if they didn't shift backinto gear very quickly.

"I will say that it's a slightadvantage, four out of our topsix have been playing Shieldcricket and got that rhythm as abatting group."

With David Warner ruledout of the last ODI as well as theupcoming T20 Internationals,Labuschagne won't mind achance to open the innings if heis asked about it.

"Certainly, if I got asked toopen the batting absolutely. It'san opportunity that I would en-joy taking.

We'll wait and see how ourteam shapes up for the nextgame and see the balance of theside, but yeah, I would love do-ing it," Labuschagne said.

"My role at No.4 is just toread the situation of the gameand play my role accordingly,"he said.

Asked how Warner is emo-tionally dealing with the injurysetback that happened duringthe second ODI, Labuschagneinsisted that he is fine.

"He is a strong character andhe will come back. Also his ab-sence is an opportunity forsomeone else."
