Centre seeks report from Guv on law and order situation NEW DELHI: The Centre has sought a report from West Bengal Governor Jagdeep Dhankhar on the law and order situation in the state, the govern- ment sources informed on Friday. This comes after Union Home Secretary wrote to West Bengal Chief Secretary on the "attack" on the convoy of BJP chief Jagat Prakash Nadda. The Home Secretary in his letter has asked the Chief Secretary to provide adequate security to Nadda, the sources said. All these people are agitating that the central government should withdraw the agricultural laws. But Prime Minister Modi is not listening to the people of the country, which is not right. Sheela Lamini, leader of Shiromani Akali Dal Badal, said that now the time has come that Prime Minister Modi should leave his stubborn attitude and consider the legitimate demands of the farmers. Otherwise, the anger towards BJP in the country will be deepen. 45 new Corona cases foundKARNAL: Corona outbreak continues inthe district. On Thursday, a corona-infect-ed patient died. In the district, 45 positivecases were found today. These include10 cases from antigen test and 35 casesfrom RT PCR. 33 patients have recov-ered and gone back home. As per theguidelines of the government, the admin-istration has decided that those peoplewho do not have symptoms of corona in-fection are kept in the Covid Care Centreset up in Jat Dharamshala, Karnal in-stead of keeping them in the hospital.According to the report of the Civil Sur-geon, Deputy Commissioner Nishant Ku-mar Yadav said that samples of a total of133616 persons suspected of Coronavirus infection have been taken so far inthe district, out of which 122177 reportshave been negative and 10225 casespositive out of which 142 patients died,476 are active and 9607 patients haverecovered and gone home. The DeputyCommissioner asked the villagers to goout only for necessary work, use masks,take care of social distancing and keepsanitizing themselves constantly. He clar-ified that in view of growing cases ofcoronavirus, the administration is strict. Aperson who goes out without a mask willbe challaned for Rs 500.

Youth killed overlove affairKARNAL: The case of murder of a youthof Uchana village has come to light dueto love affair. The young man was foundin a critical condition on the NationalHighway in Gharaunda, who died on hisway to the hospital. The youth has beenidentified as Sandeep, a 22-year-old resi-dent of village Uchani. The relatives ofthe deceased have accused a girl's rela-tives of her murder. It is said that he hada love affair with the girl. Police have tak-en the body and kept it in the mortuaryfor post-mortem.According to the information, the de-ceased Sandeep was having a love affairwith a young woman. 4-day-old babyfound abandoned

Covid: 31,521 fresh casesreported in last 24 hours

India's COVID-19 caseloadclimbed to 97,67,371 with 31,521fresh infections, while the totalnumber of recoveries surged to92.53 lakh, pushing the nationalrecovery rate to 94.74 per cent,according to the Union healthministry data updated onThursday. The death toll rose to1,41,772 with 412 new fatalities,the data updated at 8 am showed.The COVID-19 case fatality ratestands at 1.45 per cent. Thenumber of people who haverecuperated from the diseasesurged to 92,53,306. The activecaseload remained below 4 lakhfor the fourth consecutive day.There are 3,72,293 activecoronavirus infections in thecountry which comprise 3.81 percent of the total caseload, the datastated. India's COVID-19 tally

had crossed the 20-lakh mark onAugust 7, 30 lakh on August 23and 40 lakh on September 5.

It went past 50 lakh onSeptember 16, 60 lakh onSeptember 28, 70 lakh onOctober 11, 80 lakh on October29, and 90 lakh on November 20.

According to the IndianCouncil of Medical Research(ICMR), 15,07,59,726 sampleshad been tested up to December 9with 9,22,959 being tested onWednesday. The 412 newfatalities include 75 fromMaharashtra, 50 from Delhi, 47from West Bengal, 35 fromKerala, 26 from Haryana, 20 eachfrom Karnataka and UttarPradesh. The total 1,41,772deaths reported so far in thecountry include 47,902 fromMaharashtra followed by 11,900from Karnataka, 11,836 fromTamil Nadu, 9,813 from Delhi,

8,867 from West Bengal, 7,987from Uttar Pradesh, 7,045 fromAndhra Pradesh and 4,980 fromPunjab. The health ministrystressed that more than 70 percent of the deaths occurred due tocomorbidities. "Our figures are

being reconciled with the IndianCouncil of Medical Research,"the ministry said on its website,adding that state-wisedistribution of figures is subjectto further verification andreconciliation.

Arunachal logs 24 new cases, tally 16,641

Jharkhand reports 191 new casesRANCHI: Jharkhand's COVID-19 tally mounted to 1,10,830 as 191more people tested positive for the infection, a health departmentofficial said on Thursday. The death toll rose to 991 after three morepatients succumbed to the disease, he said. Two new fatalities werereported from Ranchi and one from Dhanbad, the official said.Ranchi district registered the maximum number of fresh cases at 97,followed by Dhanbad at 16 and Bokaro at 14. Jharkhand now has1,739 active coronavirus cases, while 1,08,100 people have beencured of the disease so far, the official said. The state has tested17,929 samples for COVID-19 in the last 24 hours, he added.

ITANAGAR: Twenty fourmore people, including oneArmy man, tested positive forCOVID-19 in ArunachalPradesh, pushing the tally to16,461, a senior health officialsaid here on Thursday. Of the 24new cases, 15 were reportedfrom Changlang, five from theCapital Complex region andtwo each from East Siang andWest Kameng, StateSurveillance Officer (SSO) DrLobsang Jampa said. Twoinfections were detectedthrough True Nat tests and the

remaining 22 via rapid antigentests, he said. At least 17 of thenewly infected people aresymptomatic and have beenshifted to COVID Care Centres.Seven people were dischargedfrom hospitals on Wednesday,taking the total number ofrecoveries in the state to 15,697,the official said. The state'srecovery rate has risen to 95.35per cent. Arunachal Pradeshcurrently has 709 activecoronavirus cases, while 55people have succumbed to theinfection so far, the SSO said.

nearby states and people bursting crackers in violation of a Delhi state government ban. While the festival of lights inevitably brings the problem of smoke and ash spewed by crackers, the bigger worry is that of farm fires — a phenomenon that has been gradually choking the national capital even though the vehicle load has somewhat eased because of Covid. The problem of crop stubble burning is hurting our society in multiple ways. It virtually buries Delhi under a cloud of haze every year, as well as destroys beneficial soil bacteria. Thousands of tons of paddy straw, convertible to green fuels or manure, simply go up in smoke. Follow NewsGram on Facebook to stay updated. The recurring administrative paralysis has now put the ball in the Supreme Court’s domain. Indeed this is one situation that requires wisdom, sagacity, and stringent action for the benefit of society. Burning crop residue is a crime under Section 188 of the Indian Penal Code and the Air and Pollution Control Act of 1981. On December 10, 2015, the National Green Tribunal (NGT) had banned crop residue burning in the states of Rajasthan, Uttar Pradesh, Haryana, and Punjab where the practice is prevalent. In M.C. Mehta vs Union India, (Order in IA Nos.158128 And 158129 of 2019 In Writ Petition (C)No.13029 Of 1985), the Supreme Court had asked the governments of Punjab, Haryana, and Uttar Pradesh to stop their farmers from stubble burning immediately. It has also warned that their entire administrative and police hierarchy, from the Chief Secretary to the sarpanch to the local policeman, will be held responsible even if one instance of stubble burning occurs in the future.The apex court held state governments responsible for stubble burning and said that instances of stubble burning would be penalized. It has made the local and civic bodies as “personally responsible” as the errant farmer who puts fire to his crop residue, putting in effect the ‘Polluter Pays Principle.’Stick alone won’t be effective But wielding the stick alone won’t work. Only this week, the number of farm fire incidents in Punjab crossed an all-time high of 73,000. That too, within days of First Information Reports being lodged against farmers and arrests being made in adjoining states of Delhi. A solution to this complicated rigmarole requires, besides political will, sincerity and earnestness for the sake of everybody’s health.

sub-regions are contracting.Developing Asia refers to the 46developing members of ADB."The outlook for developingAsia is showing improvement.Growth projections have beenupgraded for China and India,the region's two largesteconomies," said ADB ChiefEconomist Yasuyuki Sawada. "Aprolonged pandemic remains theprimary risk but recentdevelopments on the vaccinefront are tempering this.
