Delhi court convicts 7 persons in custodial death of Unnao rape victim's father NEW DELHI: A Delhi court on Wednesday convicted seven persons, including expelled BJP MLA Kuldeep Singh Sen- ger, and acquitted four others in connection with the custodial death of the father of Unnao rape victim. District and Ses- sions Judge Dharmesh Rana slated the arguments on quan- tum of sentence for March 12. The rape survivor's father died on April 9, 2018, in police cus- tody. The court observed that the death of the victim is direct- ly attributable to the assault adding that the deceased was taken to the police station. JK govt steps up coronavirus vigil SRINAGAR: The Jammu and Kashmir government on Wednesday stepped up efforts to tackle any possible spread of the coronavirus to the Union Territory, appointing a senior of- ficial as the head of the task force to coordinate its efforts. Bhupinder Kumar, the Director of the National Health Mission, was appointed as the incharge of the coronavirus control ef- forts in the union territory, an or- der issued by General Adminis- tration Department said. The divisional commissioners of Kashmir and Jammu regions have been made incharge of the programme in their respec- tive areas of jurisdiction. The move comes in the wake of a sudden spike in positive cases of coronavirus affected persons in the country. AGENCY NEW DELHI, MAR 4 Chandrayaan-3 will be launched in the first half of 2021, Union Minister Jitendra Singh said, indicating that there could be a slight delay in the launch of the third moon mission. In written response to a question in Lok Sabha, Minister of State in the Prime Minister's Office Singh said four biological and two physical sci- ence experiments related to micro- gravity will be conducted during the Gaganyaan project, India's manned mission to space. Singh said the revised configura- tion takes care of the robustness in design, capacity enhancement for mission flexibility and at the same time retained the heritage of Chan- drayaan-II to the extent possible. "The tentative launch schedule for Chandrayaan III is first half of 2021. Chandrayaan III mission has been configured based on the lessons learnt from Chadrayaan II," Singh said. Chandrayaan-II hard-landed on lunar surface last year. The Indian Space Research Organisation had then resolved to launch the project again. It had said the project is likely to be launched by the end of the year. Elaborating on the progress made on Gaganyaan, Singh said hardware realisation has commenced for ground test and space flight training of four astronaut candidates has also commenced. "Four biological and two physical science experiments re- lated to microgravity from academic institutions are short-listed...," Singh said. The new cases have been reported from Agra (6) and Jaipur (16). Meanwhile, two cas- es with high viral load have also been detect- ed in Telangana. Out of 28 cases, 15 are Ital- ian nationals. "28 positive cases of the disease have been identified to date in the country. Out of these 28, three are from Kerala, one each from Delhi and Telangana, six from Agra, an Italian group which had come to India for travelling and their Indian driver," said Union Health Minister Harsh Vardhan during a press con- ference here. In Jaipur, the wife of the already confirmed coronavirus patient has been con- firmed for COVID-19. Also, the Italian na- tional's team member and their Indian driver have also been tested positive with the dis- ease. Responding to a question in Lok Sabha, Minister of State for External Affairs V Muraleedharan said 16 cases were reported from Japan on the cruise ship and one from the UAE. He said the 16 Indians in Japan are being treated at onshore medical facilities in that country. He further said that the government evacuated a total of 766 persons -- 723 Indian nationals and 43 for- eigners -- from China. Similarly, 119 Indians have been brought back to India from the cruise ship in Japan, Muraleedharan said. "Air India has raised a bill of Rs 5.98 crore for operating two special flights to China and an Indian Air Force flight carrying relief material to China also carried Indian citizens from Wuhan, China on its return journey," he said. This includes amalgamation of Ori- ental Bank of Commerce and United Bank of India into Punjab National Bank, amalgamation of Syndicate Bank into Canara Bank, amalgamation of Andhra Bank and Corporation Bank into Union Bank of India and amalga- mation of Allahabad Bank into Indian Bank. The move will result in creation of seven large PSBs with scale and na- tional reach with each amalgamated entity having a business of over Rs 8 lakh crore. "The mega consolidation will help create banks with a scale comparable to global banks and capable of competing effectively in India and globally," said Finance Minister Nirmala Sitharaman. "Greater scale and synergy through consolidation will lead to cost benefits which should enable the PSBs to en- hance their competitiveness and posi- tively impact the Indian banking sys- tem," she said. A bench comprising chief justice S A Bobde and justices B R Gavai and Surya Kant directed Kumar to appear before the board 10.30 am. The bench was hearing a bail application filed by Kumar on the ground of his medical condition. "It appears that there is a certificate by Dr Randhir Sud, Chairman, Institute of Diges- tive & Hepatobiliary Sciences, Medanta-The Medicity, to the effect that Sajjan Kumar, who is the appellant, needs to be examined in order to rule out major illnesses and that he needs institutional care," the court observed. The Union Cabinet on Wednesday ap-proved merger of 10 public sectorbanks into four with effect from thenew financial year beginning on April1. This includes amalgamation of Ori-ental Bank of Commerce and UnitedBank of India into Punjab NationalBank, amalgamation of SyndicateBank into Canara Bank, amalgamationof Andhra Bank and Corporation Bankinto Union Bank of India and amalga-mation of Allahabad Bank into IndianBank.

The move will result in creation ofseven large PSBs with scale and na-tional reach with each amalgamatedentity having a business of over Rs 8lakh crore.

"The mega consolidation will helpcreate banks with a scale comparable toglobal banks and capable of competingeffectively in India and globally," saidFinance Minister Nirmala Sitharaman.

"Greater scale and synergy throughconsolidation will lead to cost benefitswhich should enable the PSBs to en-hance their competitiveness and posi-tively impact the Indian banking sys-tem," she said.

Haryana Policereunites 2381 missingchildren with theirfamilies in 2019CHANDIGARH: Haryana Police hasachieved success in re-uniting 2,381missing children with their families duringthe calendar year 2019. Among thetraced missing children, 1,150 are boysand 1,231 are girls. Some of these chil-dren had been missing for a long periodof time.Giving this information here today, Di-rector General of Police (DGP), MrManoj Yadava said that Police hasbeen playing a significant role in tracingout missing children and uniting themwith their parents. Out of the total,1,929 missing children were traced andreunited by district police teams andthe remaining 452 were reunited by theAnti Human Trafficking Units of StateCrime Branch, who have also beendedicated to this noble cause.The DGP said that prime objective ofthis programme was to trace and re-unite missing children with families toprevent child trafficking and from per-sons who tried to engage them in beg-ging and other antisocial activities. Un-der the drive, police visit public placeslike railway stations, bus stands and re-ligious places, besides the institutionssuch as shelter homes to search forchildren who may have separated fromtheir parents. Our trained personnelscreened all the missing children andextract required information from themwhich helps in reuniting them with theirparents.

Haryana Health Minister, Mr. Anil Vijsaid today that as soon as a chunk of200 acres of land is available on theportal, the same shall be purchased bythe State Government and handedover to the Ministry of Health andFamily Welfare, Government of India,for the purpose of establishment of AllIndia Institute of Medical Sciences(AIIMS).

Anil Vij gave this informationwhile responding to the call for atten-tion in respect establishment of NewAll India Institute of Medical Sci-ences (AIIMS) at village Manethi, ofRewari district on the last day of theVidhan Sabha session here today.

The Minister said that the Min-istry of Health and Family Welfarehas decided to set up an AIIMS in var-ious underserved States with the in-tention to correct regional imbalancesin the availability of affordable/ reli-able Tertiary Health Care Servicesand also to augment facilities for qual-ity Medical Education in the country.

He said that Haryana Chief Min-

ister, while addressing a public meet-ing in Bawal, District Rewari on July4, 2015, made an announcement re-garding setting up of AIIMS in villageManethi.

He said that the establishment ofAIIMS in the State will provide an op-portunity for the Youth of the countryto undergo both under Graduate andPost Graduate Medical Education inall its branches and relevant fields tobring together educational facilities ofthe highest order at one place and willmitigate the prevailing shortage ofdoctors in the Country. He said thatsince the establishment of AIIMS

comes under the purview of Ministryof Health and Family Welfare, Gov-ernment of India; the matter was con-tinuously pursued with the Ministryby the State Government.

He said that Union Finance Min-ister, Government of India in his Bud-get Speech during Lok Sabha BudgetSession on February 1, 2019 an-nounced setting up of 22nd new AllIndia Institute of Medical Sciences(AIIMS) in Haryana. Ministry ofHealth and Family Welfare, Govern-ment of India vide letter dated Febru-ary 5, 2019 granted approval of thesite identified at village Manethi, ofRewari district offered by the StateGovernment for the establishment ofNew All India Institute of MedicalSciences (AIIMS). Thereafter, Devel-opment and Panchayat Department,Haryana granted approval to the GramPanchayat, Manethi for lease of its224 acre 7 kanal 7 marla land at anominal rate of Rs. 1 per acre per yearfor a period of 99 years to Union Min-istry of Health and Family Welfare,for setting up of All India Institute ofMedical Sciences and Research atManethi, Rewari.

Haryana Co-operation Minister, Dr. BanwariLal said that the State Government is makingall necessary arrangements for smooth andhassle-free procurement of mustard seed of theState farmers. He said that 25 percent quantityof total production of mustard seed will beprocured under the price support scheme ofGovernment of India on behalf of the NAFEDand the remaining quantity of mustard seedwill be procured on behalf of the State Gov-ernment.

The Minister said this while answering aquestion raised during the ongoing Budgetsession of Vidhan Sabha here today.

He said that the Haryana State Agricultur-al Marketing Board has made arrangementsfor all basic amenities and facilities like roads,toilets drinking water, light, etc in the Mandis.Necessary instructions have already been is-sued in this regard to all the market commit-tees in the State.

Besides this, arrangements for packingmaterial, storage space, and funds, Iabour, andtransportation, etc. are being made by theHAFED and Haryana State Warehousing Cor-poration (HSWC) for smooth procurement ofthe mustard seed of the farmers of the State, he

tubewells. Expensive electric wires,motor starter and grips used in powersupply are constantly being stolen. Itemsworth upto Rs 20,000 are stolen fromeach tubewell. The theft has been report-ed by a dozen farmers. They presentedtheir case in front of the Gharaunda po-lice station in-charge and demanded re-covery of the theft of the farmers. CHANDIGARH, MARCH 4 – Haryana Deputy Chief Minis-ter, Mr. Dushyant Chautala said that on the basis of a surveyconducted by PGIMER Chandigarh, the supply of fortifiedfloor through Public Distribution System (PDS) in NaraingarhAssembly Constituency of Ambala district was started as a pi-lot project and presently fortified flour is also being distributedin five other districts of the State.

The Deputy Chief Minister said this while answering aquestion raised during the ongoing Budget session of VidhanSabha here today.

The Deputy Chief Minister, who also holds the portfolio ofFood Civil Supplies and Consumer Affairs Department, in-formed the House that according to the survey the women in theState were found anemic and therefore it was decided to dis-tribute fortified flour. He said that fortified flour includes nu-tritional supplements like folic acid and iron.

He said that as no complaint of any adulteration in this flourwas reported and after a thorough investigation as per Indianfood safety norms, it is sent for distribution in the depot. Hesaid that if a member has a complaint about a particular depotin the State, it will be investigated.

Govt to organise "Multispeciality medical

camps" in stateLUDHIANA, MAR 4

In a bid to provide best healthcare facilities to citizens,the Punjab government would be organising “MultiSpeciality Medical Camps” in different parts of thestate. These camps would be organised in different ru-ral areas of the state from March 13-28, 2020. Whileproviding information, Civil Surgeon Dr Rajesh Ku-mar Bagga informed that in district Ludhiana, theseMulti Speciality Medical Camps would be organisedat village Chowki Mann on March 13 and at villagePakhowal on March 23, 2020. He informed that theSenior Medical Officers (SMOs) have been directedto find suitable places for successful organising ofthese camps. He informed that specialist doctors fromUSA and other countries would be attending thesecamps. The Civil Surgeon stated that for the benefit ofpatients, ambulances, adequate number of doctors andparamedical staff is being deputed.

He stated that tests of diabetes, lipid profile, ECG,blood pressure, heart related ailments etc would beconducted. He said that the patients who require fur-ther treatment, they would be treated as per the guide-lines of the health department. Medicines would alsobe provided free of cost to the patients, along with reg-ular followup for a period of three months. The Chief Minister saidthat raw materials, foils andboxes of manufacturingspurious drugs were seizedduring the search of the saidfirm. He further said thataction have been taken againstthe alleged firm on acomplaint received from DrugAdministration ofChhattisgarh. TheChhattisgarh Administrationalleged in the complaint that acourier of medicines wasreceived from Adharsh FoilsBaddi which seemed to bespurious.

Responding the statement made bythe members that ponds of Trout farmers orrearer were falling idle due to lack of eggsthe Minister said that seed farms of Patlikhulwere destroyed due to flash flood in 2018-19. The Government was forced to procurethe five lakh trout eggs from J&K andsupplied to the farmers. The Governmentalso decided to import the 10 lac eggs oftrout from ID Obba Denmark which wouldbe provided to farmers to cater the shortfall,he added.

Soldier injured, 3 structuresgutted in massive fire in Kupwara

SRINAGAR: A soldier was injured while three structures andtwo vehicles were gutted in a massive fire in an Army camp in theborder town of Kupwara, official sources said on Wednesday.They said fire broke out inside an Army camp of 41 RashtriyaRifles (RR) in Khumriyal in Kupwara on Tuesday evening. 'Firetenders were rushed to the area to douse off the leaping flames,clearly visible from a distance,' they said. However, they said asoldier was injured while three structures and two vehicles weregutted before the fire was brought under control. 'The cause of thefire was not immediately clear,' they said, adding that a case hasbeen registered and investigation has been taken up ascertain thecause of the fire.

SC lifts RBI ban ontrading incryptocurrency

NEW DELHI: The Supreme Court onWednesday lifted RBI ban on tradingin cryptocurrency, saying curb on itstrade is illegal. Justice R F Narimanallowed the plea challenging the RBI'sApril 6, 2018 circular which bannedthe trading. The bank had directedthat all entities regulated by it shall notdeal in virtual currencies or provideservices for facilitating any person orentity in dealing with or settling those,post which cryptocurrency exchangeand other organisations moved theApex Court. It had submitted to thecourt an affidavit on the steps taken toprotect the banks and other entitiesunder its regulation from risks intrading of virtual currencies. Acryptocurrency (or crypto currency) isa digital asset designed to work as amedium of exchange that uses strongcryptography to secure financialtransactions, control the creation ofadditional units, and verify the transferof assets. "With the oncoming festivalof Holi, we requested them to embracepositive solutions for the best interest of thecountry and the constitution," it added. Thestatement added that upon resuming talks,the team of interlocutors had expressed theirappreciation to the protestors formaintaining peace at the protest site despite violence in other parts of Delhi. "Inaccordance with the orders of the Supreme Court, which has directed us to resume ourdialogue with the protesters at Shaheen Bagh, we went to the site of the protests on March3. We expressed our appreciation to the protesters for maintaining peace at the protest site,despite the violence that has recently rocked other parts of Delhi," it read. The protesters,according to Hegde, were made aware of the fact that the team of interlocutors would bereadily available to them "whenever they are collectively ready with any possibleresolution of the current situation." On February 17, the Supreme Court had appointedsenior lawyers Hegde and Sadhana Ramachandran,besides former CIC Wajahat Habibullah, to hold talkswith protesters at Shaheen Bagh area to convince themto hold the agitation at an alternative site. Theinterlocutors had submitted their reports to the SC in asealed cover on February 24. some.) Even after six years of watching the PM in action, manystill did not recognise the tweet for what it was: a gimmick. Therewas a hubbub on Twitter; one emotional right-wing handleclaimed that if the PM left, she too would leave social media for-ever. The PM’s threat was never going to be permanent — hisparty has most effectively used social media such as Twitter,Facebook and WhatsApp as weapons in the political fight todominate the public narrative and to gain power. Social media isthe BJP’s Brahmastra.

As the PM himself on Tuesday confirmed, he would leavesocial media only for a day. Sunday is International Women’sDay, and the PM’s handle would be devoted to the posts bywomen who inspire him. One can safely conclude such womendo not include journalists like Rana Ayyub, who conducted anundercover investigation to detail the extent of the conspiracybehind the 2002 Gujarat riots, or Swati Chaturvedi, whose book,I Am a Troll, details the BJP’s well-oiled sinister propaganda ma-chine (and attack dogs) on social media.

The PM has always been seen to support the cause ofwomen, as with the “Beti Padhao, Beti Bachao” slogan, eventhough the Women’s Reservation Bill continues to languish in aparliamentary limbo for over two decades. So what was the bigdeal about him staying off social media on Sunday? Could ithave been part of carefully crafting an image of ascetic detach-ment from the world? Is he trying to be the distant but benevo-lent father of the nation that his COO, home minister Amit Shah,is running?

More likely it was to distract from the unfavourable socialmedia coverage the international community was witnessing onaccount of the Delhi riots. It is not just the usual suspects thathave expressed concern at the police-aided violence againstthose protesting against the Citizenship Amendment Act. Eventhe United Nations Commission on Human Rights has filed anapplication on the CAA in the Supreme Court, and India’s long-standing friend Iran called it a “wave of organised violenceagainst Indian Muslims” and “senseless thuggery”. The PM wasshaken and so reached into his bag of gimmicks.

With followers threatening to boycott social media plat-forms, the PM accomplished another aim: to frighten the socialmedia platforms that they risked losing millions of users andthereby significant revenue. While the PM’s minions spoke ofstarting an “Indian” social media platform, this is mere postur-ing. In the coming days, expect the PM’s men to try arm-twist-ing Twitter, etc, to tighten the screws on those Indians who insiston giving the violence against anti-CAAprotesters anything oth-er than a right-wing spin. Having seen Jack Dorsey and others inaction, one cannot be optimistic that social media platforms willforever remain free and open to speak truth to power.

There is an al-ternative in Bihar and it couldwin.

Assembly elections was 10.2per cent. In West Bengal, BJPhas succeeded in attractingvoters, but not all voters arethe “core” support it needs towin without resorting to dan-gerous and incendiary adven-turism.

The BJP has used its onlynarrative, with its variationsand additions, to trap NitishKumar and Mamata Banerjeeto play by the rules of the com-munal divide game, till now.Reacting to the “goli maaro”provocation, Mamata Baner-jee accused the BJP of “statesponsored, planned genocidein Delhi.” After her deafeningsilence since the riots in thenational capital, the ferocity ofthe attack and the TrinamulCongress accusation in Parlia-ment that the BJP “had bloodon its hands,” is exactly as ex-pected. Anything less wouldhave diminished MamataBanerjee’s appeal amongMuslim voters on the one handand Hindu voters who abhorcommunal politics. The nextelections, in Bihar and WestBengal will be flavoured bythe larger politics of citizen-ship and legacy papers. It willimpact the local body elec-tions, all 110 municipalitiesand corporations in West Ben-gal’s urban locations, eventhough such elections tend tobe very local, where familiari-ty about candidates varies thereaction of voters, from con-tempt to respect. "This includesemergency financing, policyadvice, and technicalassistance, building on theWorld Bank Group's existinginstruments and expertise tohelp countries respond to thecrisis," he added. The statementfurther stated that the financingis designed to help membercountries take effective actionto respond to and, wherepossible, lessen the tragic

impacts posed by coronavirus.The organisation asserted that

Union minister PrakashJavadekar said the Cabinet hasapproved allowing Non-ResidentsIndians (NRIs) to hold up to 100 percent stake in Air India.

Allowing 100 per centinvestment by Non-ResidentIndians (NRIs) in the carrier wouldalso not be in violation of SOECnorms. NRI investments would betreated as domestic investments.Under the Substantial Ownershipand Effective Control (SOEC)framework, which is followed in theairline industry globally, a carrierthat flies overseas from a particularcountry should be substantiallyowned by that country's governmentor its nationals. Currently, NRIs canacquire only 49 per cent in AirIndia. Foreign Direct Investment(FDI) in the airline is also 49 percent through the governmentapproval route. As per the existing

norms, 100 per cent FDI ispermitted in scheduled domesticcarriers, subject to certainconditions, including that it wouldnot be applicable for overseasairlines.

In the case of scheduledairlines, 49 per cent FDI ispermitted through automaticapproval route and any suchinvestment beyond that levelrequires government nod. OnJanuary 27, the government cameout witha Preliminary InformationMemorandum (PIM) for Air Indiadisinvestment. It has proposedselling 100 per cent stake in AirIndia along with budget airline AirIndia Express and the nationalcarrier's 50 per cent stake inAISATS, an equal joint venturewith Singapore Airlines.

MUMBAI: Resuming its downward spiral, equity benchmarkSensex ended 214 points lower after a highly volatile sessionon Wednesday as concerns over rising cases of coronavirus inIndia kept domestic investors on the edge.

After gyrating over 945 points during the day, the 30-shareindex settled 214.22 points or 0.55 per cent lower at 38,409.48.

The broader NSE Nifty closed 52.30 points or 0.46 per centdown at 11,251. Top laggards in the Sensex pack included In-dusInd Bank, Bajaj Finance, ITC, UltraTech Cement andHDFC Bank, while Sun Pharma, Tech Mahindra, M&M andAsian Paints ended with gains. Traders said the domestic mar-ket turned increasingly jittery as 28 coronavirus cases wereconfirmed in India.

At the beginning of the session, only six cases were re-ported. Global stocks, on the other hand, rallied after the UScentral bank cut its benchmark interest rate by a sizable half-percentage point in an effort to support the economy in the faceof the spreading coronavirus. Fed Chairman Jerome Powellnoted that the coronavirus "poses evolving risks to economicactivity". The rate cut, however, failed to cheer Indian in-vestors. There are still a lot of uncertainty on how the majoreconomies will contain the spread of the virus, according toAshika Institutional Equity Research.

"There's a new coaching style herenow. This is a time when players get toconsistently play. Because of that con-sistency in selection, players have gotself-confidence about their place in theteam. I think over the next three to four
