BUREAU CHANDIGARH, JAN 23: Expressing grave concern over the state’s critical water situation, an all-party meeting, chaired by Chief Minister Captain Amarinder Singh, on Thursday demanded reassessment of the state’s water availability and unanimously resolved that the Government of India should en- sure that Punjab river water is not in any way transferred from basin to non-basin areas of the state’s three rivers. All parties also unanimously demanded suitable amendments to the proposed Inter State River Water Disputes Act to set up a new tribunal, to ensure that Pun- jab gets adequate water “in a just and equitable manner in keeping with its total demand and secur- ing livelihood of the future gener- ations.” The RESOLUTION read: “Punjab does not have surplus water and is facing a threat of de- sertification with declining avail- ability of its river water and fast depleting groundwater. State’s groundwater that meets 73 per cent of its irrigation require- ments, has declined to alarming levels, threatening the livelihood of farmers and other poor people. “In such a situation, it is unanimously resolved that the Government of India should en- sure that Punjab river water is not in any way transferred from basin to non-basin areas of three rivers, namely Ravi, Sutlej and Beas as per internationally accepted ripar- ian principle. ACatholic priest, a Protes-tant pastor and a Jewishrabbi were arguing

about God when an angel ap-peared and said: “Ask for any-thing and it will be granted!”The pastor said, “May everyCatholic disappear and we’llhave peace.” The priest cried,“Banish every Protestant from

Irish soil.”The angelasked ther a b b i :“Don’t youwant any-thing?” Ther a b b ir e p l i e d ,

“No! But fulfil the wishes ofthese gentlemen and I’ll be sat-isfied.”

Catholics versus Protes-tants; Shias versus Sunnis; onesect or panth against another, and so on.

Our religious history hasbeen painted red with violenceand bloodshed, not just be-tween warring religions, butwith internecine battles amongfollowers of the same religion.Don’t these so-called “religiouswars” ironically destroy thevery gods they claim to defend? To promote peace, an annual“Octave for Christian Unity” iscelebrated worldwide, from

January 18 to January 25. “Oc-tave” means “eight” — refer-ring to the eight days whenChristians of all the churches, called “denominations” — col-laborate for worship, prayers, singing of hymns and so on.The aim of all these activities isto foster the unity and peacewhich Jesus prayed for beforehis death: “May they all be one,Father, as you are in me and Iam in you.”

Differences among humanbeings are a given datum of life. Therefore, wouldn’t it beridiculous to expect everyoneelse to be like “me” or “us”?What would our world look likeif everyone belonged to onlyone race with similar faces, spoke one language with oneviewpoint, read only one holy

book and all wore the same uni-forms? Wouldn’t that be a drab, colourless world?

In a recent, refreshing ini-tiative in Rome among reli-gionists of diverse religions, thecommon humanity of all peo-ples was reiterated as beingmore important than one’s ownreligious affiliation. Indeed, while respecting our differ-ences in matters of creed, coun-try, culture, class and so on,can’t we foster harmoniousfriendships solely on the basisof our common humanity? “Ec-umenism” — referring to themovement towards worldwideChristian unity — comes fromthe Greek “oikos” meaningfamily or household. At birth, one is born simply as “human”into the human family.

YUGMARG, CHANDIGARH, FRIDAY, JANUARY 24, 2020

In 2015, India was ecstatic over then IMF chief Christine La-garde’s description of India as “a bright spot on a cloudyglobal horizon”. This remark was a rare validation of India’s

prowess by none other than one of the Bretton Woods institutionsthat treated it with contempt in the past. It would have been greatif India had managed to sustain the aura. But in less than fiveyears, India fettered away the opportunity and ended up as a dragon the global economy.Following a series of missteps and a mis-placed focus of the government, Indian economic growth haslost its momentum and is forecast to slow down by 1.3 percent-age points in the current financial year. The International Mone-tary Fund (IMF) has lowered India’s economic growth to 4.8 percent from the earlier 6.1 per cent, citing more than expected de-cline in consumer demand, stress in the non-banking finance sec-tor and low credit off-take. The IMF has also indicted the Indianeconomic slowdown for slowing down global economic growthby 50 basis points from 3.3 per cent to 2.9 per cent.

Though the Reserve Bank of India (RBI) has been loweringIndia’s economic growth projection for every two months, theIMF’s statement is accorded more seriousness by foreign in-vestors than local warnings. But none of ministers or officials ofthe Narendra Modi government have reacted to the IMF forecast. This is not responsible behaviour, especially when one wants theglobal community to treat India with the respect that it deserves. If one reads statements issued by the ministers of the NarendraModi government, it seems as if they are more focused on fur-thering controversial issues like the Citizenship (Amendment)Act, etc. Days ahead of the presentation of the crucial UnionBudget, finance minister Nirmala Sitharaman is interacting withpeople on the CAA rather than focusing all her attention on Bud-get preparation — leading to speculation in industry circles thatBudget-making has been outsourced to the Prime Minister’s Of-fice along with finance ministry officials. Internal strife is the en-emy of prosperity. But home minister Amit Shah continues to re-main in confrontation mode.

Perhaps Opposition parties and people themselves alsoshould be blamed for the government losing its focus on theeconomy. Opposition parties, especially the Congress, confinethemselves to a tweet or a statement whenever reports of badeconomic numbers emerge and thereafter they go into deepslumber. At the most, they organise protests and shutdowns, which further maul the economy. But they would never serious-ly try to engage youngsters, who have more at stake in a pooreconomy. People are also responsible for the government’s mis-placed priorities because most Indians — especially Hindus —seem to believe that their penury is a result of their past life’s kar-ma rather than the acts of the government. So until we, the peo-ple, want economic progress in our lives, nothing will changeand we will get what we had sown.

FANNING THE FOREIGNERSThe first thing that the

British realised aboutIndia was that it was

hot. Arriving from their coldand wet island, the relentlesshumidity or the unwaveringsunshine of the plains was notonly foreign, it was madden-ing.

They tried many tricks toaddress this encumbrance, achange in clothing and anabandonment of the stiffserge and wool for the pleas-ant cotton that breathed. Oth-ers tried to change their diets, avoiding hot foods and turn-ing to lighter fare so that theirown sweat, occasioned not byhard work but simply by thefrustration, poured down theirbacks. The story of the solu-tion they did find appeared in

an essay written by historianArunima Datta for HistoryToday. In “Keeping IndiaCool”, she notes the surge inthe demand for punkhawallasas the numbers of British ar-riving to the subcontinent in-creased. The first surge cameearly when most of the Britishcolonialists were men, whobasically hired whoever wasavailable to do the odious andconstant job of fanning theirmasters through the day andnight. When the British hadentrenched themselves moredeeply in India, made surethat all the largesse was avail-able for loot and that a per-manent life in India was re-quired to obtain it, a secondsurge occurred. Now thepunkhawallas were required

not just for the sahib, but alsofor the memsahibs and thebaby sahibs. Mastery over asubjugated population, theBritish soon learnt, is not atall an easy task. Some ofthese lessons were deliveredby none other than thepunkhawallas themselves. Asthe British grabbed more andmore and still more power, they began — like all illegiti-mate rulers — to lose thispower. One way they estimat-ed this could happen was bysuccessful acts of espionageby the natives. Punkhawallaswere always there and alwayseverywhere, capable at alltimes of listening to every-thing that was said, every-thing that was planned or dis-cussed.

Aconstitutional dilemma hasemerged for power-holders asthe country enters the 70th year

of its Constitution coming into force.Irrespective of whether the Centralgovernment backtracks on its stand re-garding the Citizenship (Amendment)Act (CAA), the National Register ofCitizens (NRC) and the National Pop-ulation Register (NPR) or not, most In-dians seem firm on continuing theirprotests against these. A different pic-ture would have surfaced if theseprotests and demonstrations had grad-ually fizzled out. They have not.Rather, each passing day is witnessingmore and more demonstrations takingplace in different parts of the country. Also, the demonstration at ShaheenBagh in the capital city has promptedMuslim women at other places to comeout and voice their stand against CAA,NRC and NPR as well as pronouncetheir commitment to the country’sConstitution.

Be it Shaheen Bagh or otherplaces, till the government withdrawsCAA, NRC and NPR, these demon-strations cannot technically be hailedas a success. At the same time, theircontinuity with increasing fervour andthe participation of people from all re-ligions as well as age groups signals astrong message. They have succeededin pronouncing their message acrossthe country and also globally. It is nottheir fault if the government refuses tobe moved by their message.

Significantly, these demonstrationshave succeeded in puncturing the basicfoundation on which rested CAA-NRC-NPR’s promotion. Yes, the gov-ernment was and is to a degree still

hopeful that anti-Muslim communalbias would help it convince peopleabout the necessity of these measures.Just as the government has failed onthe Ayodhya front, it has been defeatedon its stand regarding CAA, NRC andNPR. True, religion is a sensitive nervefor most people, which in the preced-ing decades (the 1990s) contributed tothe success of the Bharatiya Janata Par-ty (BJP). But that is history now.

Religion still bears a lot of impor-tance for Indians at large. The same, however, cannot be said about anti-Muslim communal bias. But some ex-tremist elements still remain hopeful ofthis bias having some impact on peopleat large.

This is suggested by the increasingfrequency with which anti-Muslimmessages are being circulated throughvarious means of communication, in-cluding WhatsApp. In these messages,Muslims are being described as a “bur-den” on the country’s economy, witheach Muslim having at least a dozen

children, “terrorists” and so forth.Demonstrations against CAA, NRCand NPR are being projected as ones inwhich people are being “paid” to par-ticipate. In addition, the “religious”ideals of Hinduism have been high-lighted as facing a “threat” from “com-munal” Indians.

It is possible these messages arebeing deliberately propagated to fuelcommunal tension. There is an uncan-ny link between the frequency of thesemessages and the timing of elections.Whenever any election is around thecorner, suddenly there seems to be anincrease in anti-Muslim communalmessages through WhatsApp and oth-er means. Clearly, one motive of thosedrafting and spreading these may be tounite and gain the Hindu-vote.

This also suggests that the presentgovernment was probably hopeful ofgaining political mileage throughCAA, NRC and NPR in the Assemblyelections. It was not prepared for thepolitico-social shock marked by

demonstrations against CAA-NRC-NPR. The attempt to spread communaltension has certainly been defeated bythe religious unity and harmony beingdisplayed in the anti-CAA-NRC-NPRdemonstrations taking place, continu-ously, for more than a month now. Theladies stationed at Shaheen Bagh arejust a minor percentage of these partic-ipants. Nevertheless, hijab-clad womenhave symbolically spread the messagethat they are protesting to protect thecountry’s Constitution. It is their dem-ocratic right to do so. Supported bymen and women of all religions, thesecular nature of their demonstrationstands out significantly. Though head-lines in the country as well as globallyread “Muslim women” at “ShaheenBagh”, it would not be appropriate toview their demonstration only througha religious lens. Their “success” ismarked by the numerical count of theirsupporters exceeding 100,000 almostdaily, the majority of whom are non-Muslims. Democratically, this signals astrong defeat of extremist elements stilltrying their hand at spreading commu-nal tension.

Against this backdrop, what can besaid about comments made by a distin-guished politician and senior lawyerabout state governments’stands againstCAA-NRC-NPR? In his opinion, stategovernments cannot refuse to imple-ment that which has been passed by theParliament. Let us consider this issuefrom another angle. With due respect towhatever be the legal parameters defin-ing CAA-NRC-NPR, at present, moststate governments’ stand against thesehas been decided by the nature ofprotests against them.

The ongoing polarisingbattle of grand narra-tives in the country and

detention of many people hasbrought to the fore an impor-tant but hugely neglected is-sue — India’s jail healthcarecrisis. The Supreme Court hasupheld the “right to health-care” as an essential ingredi-ent under Article 21 of theConstitution in its judgementPt. Parmanand Katara vsUnion of India & Ors (1989)4 SCC 286. But it is no secretthat this “right” is routinelyviolated in our overcrowdedjails. The recent publicprotests against the citizen-ship law and related mattersbring to the fore the issue of aprisoner’s right to adequatemedical care.

Should prisoners, includ-ing political prisoners, beforced to go to court or seekthe media’s assistance to getthe medical treatment theyneed? A case in point is that ofBhim Army chief Chan-drashekhar Azad, arrested in acase relating to alleged incite-ment of violence during anti-Citizenship (Amendment)Act 2019 (CAA) protests atJama Masjid. A Delhi courthas finally waived off condi-tions from an earlier bail or-der directing Azad to not vis-it Delhi.

The latest court ordersays that Azad should providethe schedule of his visit to thecity to the concerned DCP

whenever he visits for med-ical treatment. But none ofthis happened automatically. It took a huge effort by hislawyer Mehmood Pracha, andhis personal physician, HarjitSingh Bhatti, to make Azad’smedical condition a public is-sue. Bhatti, Azad’s personalphysician, says the BhimArmy chief suffers from poly-cythaemia, a blood-relateddisease, has been under treat-ment at the Haematology De-partment, All India Instituteof Medical Sciences, and re-quires regular monitoring in-cluding a procedure calledphlebotomy.

Bhatti says Azad was notallowed to access the neces-sary follow-up treatment andinvestigations initially whenhe was held in custody.

Azad had to wait for more

than two weeks inTihar Jail and finally was tak-en for a medical check-up af-ter Bhatti requested con-cerned authorities multipletimes on Twitter.

Strangely, he was taken toDeen Dayal Upadhyay Hos-pital in West Delhi, and notAIIMS, where he was under-going treatment. The permis-sion to go to AIIMS was giv-en only after a court order.

“I was in Tihar Jail. In-mates are treated like worms.I was told no permission canbe given to me to go out formedical treatment though Itold several doctors in the jailabout my medical condition,my specific needs, and that Iam being treated by doctors atAIIMS. There was no realtreatment at Tihar. Once, when I was late to see a jaildoctor because I had fever, I

was ticked off. The doctorstreated me very casually. I didnot see any real interest in mymedical condition…” Azadtold this columnist at a recentpress conference in New Del-hi just before leaving the city.

Another case in point iscancer patient Ahmad Nabi, who suffered multiple frac-tures in alleged police actionduring the December 20 anti-CAA stir violence. Firozabad(Uttar Pradesh) police hasbooked Nabi and several oth-ers under the Arms Act.

But even after 10 days, reports in the national mediasuggest that he had been lyingin Firozabad Jail’s medicalward with a fracture in his leftarm and one each in both hislegs, unattended. Nabi hasbeen undergoing treatmentfor throat cancer at Jaipur’sBhagwan Mahavir Hospital

for several years. It is only af-ter media reports persistentlyhighlighted his medical con-dition that Nabi got somemedical attention. This week, his family told this columnistthat Nabi is being treated forhis broken limbs in Agra buthe is yet to receivechemotherapy, which he des-perately needs. Over theyears, several court rulingshave repeatedly drawn atten-tion to issues of overcrowd-ing, poor sanitation, nutrition,as well as shortage of prisonstaff in India’s jails.

According to India Jus-tice Report 2019, an initiativeof Tata Trusts, the nationwideprison occupancy rate stoodat 114 per cent as of 2016. In-dia’s prisons are understaffedby at least 33 per cent; thismassively increases the work-load of existing staff andleads to total apathy.

Uttar Pradesh has thehighest prisoner population.A few years ago, inmates inthe Fatehgarh Jail in Far-rukhabad, Uttar Pradesh, came out of their barracksand protested for betterhealthcare facilities in thejail. A 2015 report by prisonsresearcher Smita Chakraburt-ty for Bihar State Legal Ser-vices Authority is revealing:“The medical conditions pre-vailing in all the prisons ofthe state of Bihar need imme-diate attention. The prisonsdo not have proper facility of

storing medicine, medicalstores in the prison are ill-equipped, medical equip-ments such as X-Ray ma-chines are dysfunctional, therefrigerators for storing med-icines are not operational.Medical clinics are usuallyrun by compounders whokeep only basic medicinessuch as Paracetamol andsome B-Complex vitamins…There is a severe shortage ofmedical staff in prison. Theprocedure of sending inmatesfor medical check-ups ortreatment to a district hospitalis extremely lengthy. Thelengthy procedure coupledwith severe understaffingcauses unusual delays lead-ing to loss of the golden peri-od of treatment for an in-mate,” noted Chakraburtty inher report.

She also pointed out thatoften, medical procedures aredelayed due to non-availabil-ity of guards, that prisons of-ten have no ambulance, andthese too cause delays.

“By the time the inmatereaches the hospital, there islittle or no chance of recov-ery… some inmates — thosewho can afford it — get treat-ed in private, i.e. familymembers get medicines forthe inmate,” the report noted.

This means that propermedical care can be availedonly by a few inmates in eachprison — those who have theresources.

A crisis of healthcare plagues India’s jailsThe recent public protests against the citizenship law and related matters

bring to the fore the issue of a prisoner’s right to adequate medical care

CAA: Social verdict poses constitutional dilemmaSignificantly, these demonstrations have succeeded in puncturing the

basic foundation on which rested CAA-NRC-NPR’s promotionCatholics versus Protestants; Shias versus Sunnis;one sect or panth against another, and so on

There was no real treatment atTihar. Once, when I was late to seea jail doctor because I had fever, Iwas ticked off. The doctors treatedme very casually. Easwaran, who was appointedskipper at the beginning of the sea-son replacing Tiwary, is travelling toNew Zealand for India A commit-ments.

Tiwary became the only secondfrom Bengal to hit a triple century ashis 303 not out sealed a massive in-nings and 303 runs win over Hyder-abad in their last match at Kalyani, which was their first home win of the

season.The Cricket Association of Ben-

Preparations for the World Cup on top oftheir agenda, India will take on an injury-hitNew Zealand in a rare five-match T20 In-ternational series starting Friday duringwhich seam-friendly wickets would be amajor challenge for the visitors.

Unlike most overseas tours, this will bea quick start for the Indian team. In a tightseason, the first T20 comes only five daysafter their last ODI against Australia athome.

The team arrived in Auckland on Tues-day and chose to rest on Wednesday. Thurs-day was when they hit the nets ahead of thetour-opening game.

On the plus side, this hectic schedulehelps the team management maintain con-sistency in team selection as they continueexperimenting across the available squad ina World Cup year. The T20 showpiece isscheduled to be held in Australia in Octoberthis year.

Despite injury issues to key white-ballpersonnel like Shikhar Dhawan, HardikPandya, Deepak Chahar and BhuvneshwarKumar this past home season, the benchstrength has come across adequate and rar-ing to go for challenges ahead.

It begins at the top where KL Rahul hasstepped up as a key part of India's white-ballplans.

He did enough against the West Indiesas Shikhar Dhawan's replacement to merit astarting spot, and then formed a solid pair-ing when Dhawan returned while RohitSharma was rested. And now, India willonce again start this T20 series with Rohitand Rahul pairing up at the top.

Skipper Virat Kohli dropped hints thatRahul's newfound confidence in his dualrole as batsman-keeper has given vital op-tions to the team.

According to Kohli, Rahul will contin-ue to keep wickets in both ODIs and T20Is,but will open in the shortest format while re-turning to the middle-order in the 50-overformat.

It could mean that Prithvi Shaw is beingprimed for an ODI debut and a potentialpairing with Rohit when the three-match se-ries begins on February 5.

The skipper also indicated a change inmiddle order plans. With Rahul keepingwickets, the fit-again Rishabh Pant couldlose his spot in the playing eleven. ManishPandey is expected to play as the fifth spe-cialist batsman and Shreyas Iyer will regainhis spot at number four. Pandey, Iyer andPant batted together in the nets on Thursday, while Sanju Samson hung around, only topad up later on. The Kerala batsman didn'tseem to be in contention for the first T20I.Pant and Pandey could both fit into the play-ing eleven should India opt for five bowlersand leave out the sixth option in ShivamDube. Washington Sundar and RavindraJadeja are the other two all-round options.

The Yuzvendra Chahal-Kuldeep Yadavcombination is yet to play a game togethersince the 2019 ODI World Cup, and it re-mains to be seen if things will change in thisaspect. In the pace department, MohammedShami and Jasprit Bumrah are assuredstarters, while the toss-up will be betweenShardul Thakur and Navdeep Saini.

New Zealand had beaten India 2-1 in theT20I series last year. The Black Caps alsowon 2-1 in the T20I series during their SriLankan tour, and then drew 2-2 at homeagainst England in a five-match series.

Despite the recent good record in theshortest format, there is a downbeat mood inthe hosts' dressing room thanks to the 3-0shellacking received in Australia over thepast month.

You cannot get into revengezone with NZ players: KohliAUCKLAND : Ahead of their series, India skipper Virat Kohli said they have no feelingof revenge against New Zealand, who knocked Men in Blue out of the ICC Men's Crick-et World Cup.New Zealand defeated India by 18 runs in the semi-finals of the World Cup in July lastyear. "Not really. Even if you think about revenge, these guys are so nice that you can-not get into that zone. Honestly, we get along really well with these guys and it is allabout being competitive on the field," Kohli said in the pre-match press conference hereon Thursday when asked if this series is about revenge.Kohli said they were happy when New Zealand qualified for the final of the tournamentand this series is all about 'two quality sides' playing good cricket."They are a quality side and we really have a lot of respect for them and vice-versa, Ithink they have a lot of respect for us. We actually were happy for them when they qual-ified for the final because when you lose, you have to look at the larger picture and itmeant a lot for them as well as a side. So, I do not think this is about any kind of re-venge at all, it is just about two quality sides playing good cricket," he said. However, in the final, New Zealand were beaten by England. Kohli also heaped praiseon KL Rahul, who has been on a sublime form, saying that the latter is a 'total teamman'. "Rahul doing well with the gloves has really opened up another kind of scenariofor us where is gives us a lot more balance in playing an extra batter... He is open to ac-cept any kind of role. He is a total team man," he said.

AUCKLAND: Ahead of thefive-match T20I series againstIndia, New Zealand skipper KaneWilliamson on Thursday saidthat he is open to doing whatevertakes the team in the right direc-tion.

His words came on the backof speculation regarding captain-cy of the Kiwi side. There havebeen calls to divide the leader-ship among players for differentformats of the game.

"For me, it's always beenabout what's best for the team. Ifthose discussions are to eventu-ate and collectively there's athought that it would be best forthe team, then my stance is what-ever is right and fits the group," stuff.co.nz quoted Williamson assaying.

"I am always open to whatever is going to move the team inthose directions," he added.

Williamson acknowledged the number of challenges thatcome with leading the side but went on to say that he is fortunateto lead his side in an international sport.

"I do feel fortunate to be leading such a great group of guysthat share a similar passion, which is to keep moving this team for-ward. I am not the only one that is trying to lead that - there are anumber of other guys, senior players and some younger guys whoobviously share the passion, and that's encouraged in the group,"Williamson said.
