EDITORIALA shot in the arm

for growthIn the midst of the hype and hoopla, commenting on

the annual Union budget suffers from the classicalsyndrome of seven blind men and the elephant. In

commentaries, such dilemmas, presumably, are re-solved through the artificial construct of a mythicalcommon person. Be that as it may, the plurality of per-spective in understanding the Union budget makes ita Rashomon-type narrative. Effectively, the budgetoften emerges as a post-truth event where the de-nouement is written before the prologue.

Fraught with such plurality of perspectives andthe associated tensions, what did the Economic Sur-vey 2021-22 and other existing indicators flag for thefinance minister?

First, despite the cruel impact of the pandemic(with little over 4 crore cases and nearly 5 lakh deathsas of end-January, 2022) the third wave has witnessedbetter mortality-morbidity outcomes in India, withdistinct declines in death rates as well as in hospital-ization. This success can, to a large extent, be attrib-uted to the rapid vaccination drive whereby 93 percent of the adult population has received at least onedose of vaccine, of which around 66 crore people (70per cent of the adult population) are fully vaccinated.

Second, the Indian economy is expected to wit-ness real GDP expansion of 9.2 per cent in 2021-22after contracting by 7.3 per cent in 2020-21, taking theoverall economic activity back to the pre-pandemiclevels. A major driver of such a turnaround came fromgovernment consumption; investment is also expect-ed to achieve full recovery to the pre-pandemic level. On the assumption of no further pandemic-related dis-ruptions, normal monsoon, the orderly withdrawal ofmonetary stimulus by major central banks, and oilprice between US $70-75, India’s real GDP growth isprojected to be in the range of 8.0-8.5 per cent in2022-23. Of course, despite such signs of greenshoots, employment and the informal sector remainareas of concern. Third, with the reappearance ofglobal inflation, Indian inflation, despite some recentmoderation, could emerge as a source of anxiety. Moreover, the wedge between the wholesale price in-flation and consumer price inflation could also posesome unease on the inflationary front, particularlywith a potential threat of imported inflation. Fourth, insofar as the strategy for recovery is concerned, theEconomic Survey coined the notion of the “barbellstrategy”, wherein the best way to strike a balance be-tween reward and risk is to invest in the two extremesof high-risk and no-risk assets.

Ire and ice for Beijing'sWinter Olympics

Two events dominate the ChineseCommunist Party (CCP) calendarfor 2022 - the Winter Olympics and

the 20th Party Congress later this year.China wants both to go smoothly so it canbask in reflected glory. The 2022 WinterOlympics will be wielded as a mightypropaganda tool. However, things are notso simple for Chairman Xi Jinping, asChina is embroiled in worldwide acrimo-ny over harsh treatment of its Uyghurpopulation, its increasing subjugation ofHong Kong, repression of Tibet, illegalterritorial claims in the South China Sea,and ramping-up of coercion against Tai-wan.

China is pursuing a strict zero-COVID policy, no matter the inconven-ience to the populace or the cost to theeconomy, but there was never any chanceof it delaying the Olympics, as happenedin Tokyo. The games will run from Feb-ruary 4-20.

Xi said the games "will not only en-hance our confidence in realizing thegreat rejuvenation of the Chinese nation,"but also "show a good image of our coun-try and demonstrate our nation's commit-ment to building a community with ashared future for mankind".

Xi boasted in his New Year's address,"The world looks forward to China, andChina is ready." It will select only smallnumbers of Chinese spectators for events, but televised coverage will be carefullychoreographed and stage-managed tomagnify China's achievements.

Chinese media have trumpeted thatdignitaries from 32 countries will attendthe opening ceremony. Heads of state orroyalty are coming from: Argentina,Bosnia-Herzegovina, Cambodia,Ecuador, Egypt, Kazakhstan, Kyrgyzstan,Luxembourg, Monaco, Mongolia, Pak-istan, Papua New Guinea, Poland, Qatar,Russia, Saudi Arabia, Serbia, Singapore,

Tajikistan, Turkmenistan, the UAE andUzbekistan. Other dignitaries includeUnited Nations Secretary-General Anto-nio Guterres, and World Health Organiza-tion Director-General Tedros AdhanomGhebreyesus. The US was first to declarea diplomatic boycott, and it has sincebeen supported partially or fully by thelikes of Australia, Belgium, Canada, Den-mark, Estonia, Japan, Kosovo, Latvia,Lithuania, the Netherlands, New Zealand,Sweden and the UK. China has workedhard to minimize this US-led boycott.Xinhua, for example, wrote, "The so-called US 'diplomatic boycott'...hasturned out to be nothing but a flop and thebutt of jokes that are scorned by countriesacross the world." It added, "Any politicalgrandstanding going against the Olympicspirit is detrimental to the interests of allOlympic participants and will fail eventu-ally."

However, Xinhua convenientlyglossed over the fact that China is usingthe Olympics as a political grandstand toglorify the CCP. Jason Young - the Direc-tor of the New Zealand ContemporaryChina Research Centre and an AssociateProfessor at Victoria University inWellington told ANI: "Similar to the 2008Summer Olympics, the Chinese leader-ship places a lot of importance on hostinglarge international events like the WinterOlympics due to their belief that suchevents provide positive international cov-erage for China." Young noted that therunning of the Olympics has featuredheavily in Chinese media, "where themessage to people is that China is hostinga very successful international event".When asked about the criticism aimed atChina, Young explained, "This WinterOlympics has drawn a lot of internationalcriticism due to the diplomatic boycott,

uncertainty and strict controls due toCOVID, and due to the focus it has put onChina's human rights record, includingpolicies in Hong Kong and Xinjiang. Tominimize these criticisms in China, statemedia have strictly managed storiesaround the Olympics and officials havecriticized foreign politicians for 'politiciz-ing' the event." The elephant in the roomis China's authoritarian style of gover-nance, which tends towards totalitarian inareas like Xinjiang. The human rightsabuse in the latter are the chilling epitomeof China "building a community with ashared future for mankind," to use Xi'swords. 2022 is very different to 2008,when Beijing hosted the SummerOlympics. Gaining in self-confidence andnational strength, China does not nowseek to mollify critics, but rather to defyand bash them. Back in 2008, many be-lieved the Olympics would help Chinaopen up and slacken its autocratic tenden-cies, but Xi has no intention of China be-coming more like the West. Rather, hewishes that the rest of the world will be-come more like China, and so the 2022event is a celebration of the CCP's strictrule. ANI asked Young at Victoria Uni-versity how important the WinterOlympics are to China's populace. Henoted, "It is hard to know just how inter-ested people in China are in theOlympics." Of course, that is exacerbatedby the fact that negative comments are nottolerated on Chinese social media plat-forms such as Weibo or WeChat. Youngadded, "For state and party officials, theWinter Olympics have been used todemonstrate the successes of Chinesegrowth and development and to attributethat to the socialist system and the leader-ship of Xi Jinping and the party. Hostingthe Olympics has even been incorporatedinto the campaign to mark the 100-yearanniversary of the party."

Digital, Glocal and Skilling: NewNormal in Financing Education

The EducationSystem of the na-tion should be capable of em-powering youth with the global

competencies necessary for makingdignified living in the 21st Centuryapart from becoming contributorsinall-round sustained economic andcultural growth of the nation.Support system for multidisci-plinary outcome-based experi-ential learning, skilling, up-skilling and reskilling in massscale and ecosystem con-ducive for ideation and prob-lem-solving research and in-novations incongruent with thenature is a must for realizingthis veryconceptand idea ofeducation.

To this endeavour, the roleof government becomes crucial inredefining and re-strategizing thepathways of teaching-learning andtraining to make it dynamic and thusrelevant. Fully aware of this respon-sibility, the Government of India hascreated ample provisions for severalnew initiatives in the union budgetpresented on the floor of the Parlia-ment on 1st February, 2022.Thisbudget, in my considered view, isadoctrine reaffirming the commit-ment of the government in creating aknowledge society and knowledgeeconomy for actualizing the vision ofthe Prime Minister in making Bharat'AatmNirbhar'.

To begin with, 11.86% increase inbudgetary allocation forthe educa-tion sector from the previous

year(Rs. 1,04,278 crores in 2022-23as compared to Rs. 93,224.31crores in 2021-22) is commendable. This allocation also includes Rs.9,420.00 crores for higher educationas compared to Rs. 7,643.26 croresin the previous year. Indian Institutes

of Technology and In-dian Institutes of Man-agements now haveincreased allocation of?658.9 crores and Rs.177.9 croresrespec-tively. Rs. 218.66 croreallocation for boosting-up research and inno-vation and?1,800croresfor the exemplarscheme forupgradingmore than 15,000

schools as Schools of Excellence issatisfying.Suchinitiatives will enableeducational institutions to expand in-frastructure, mitigate resource-crunch up to a considerable extentand eventually start implementing re-forms envisioned in National Educa-tion Policy 2020.

A deepinsight into financing pat-terns in education sector in the unionbudget demonstrate that skill devel-opment, digital education and vocalfor local (glocal) emerge as a newnormal. All three features are of far-sighted significance in transformingthe learning system of the nation.

The main focus of the budget, inmy view, is to fill the industry-acade-mia skillgaps and employment mis-match vis-à-vis the education sys-

tem. This is amply demonstratedthrough several initiatives an-nounced in the budget and allocationmade thereby. These include 150higher educational institutions to of-fer apprenticeship embedded diplo-ma/degree course;Urban local insti-tutions to provide internships oppor-tunities to fresh engineering gradu-ates for up to one year; Specialbridge courses to be jointly arrangedby the Ministry of Health and Ministryof Skill Development roping in pro-fessional bodies;Viability Gap Fund-ing to district hospitals for collaborat-ing with the medical colleges in PPPmode to facilitate experiential learn-ing, Large hospitals with sufficientcapacity to offer resident doctorsDNB/FNB courses under the Nation-al Board of Examinations;DESH-Stack e-Portal to empower youthwith skilling, up-skilling and re-skillingso as to enable them to earn liveli-hood at the affordable cost;Supportfor drone power to be used as drone-is-a-service to promote start-ups;Na-tional Police University and NationalForensic Science University for de-veloping skills and expertise in do-main knowledge of policing science, forensic science and cyber-forensicsetc. Apart from skilling, these initia-tives will also provide opportunitiesfor youth to enter into the domain ar-eas of ideations and innovations.

ashington : American online video sharing and social media platform WYouTube is rolling out a new

interface for its mobile app's full-screen player. As per The Verge, the new interface will introduce some fresh features which should make it easier to like or dislike a video (privately, of course), view comments, and share what you're watching. The old version hid most of those features behind a swipe-up gesture on the "more videos" section, where the new version puts them front and centre, relegating related videos to a button in the corner. The change only shows up when you're watching in full screen -- the app looks largely the same when you're watching a video in portrait mode.

handigarh : BASES, a NielsenIQ business, has released the findings of their latest study that highlights how open consumersare to new Cbusiness models in the durablesand electronics industry in India and

other countries post the pandemic. With the objective to understand how durable goods manufacturers can keep consumers engaged and enhance their experience post the pandemic, NielsenIQ BASES finds among different business models,Product Service Systems (PSS) to be the most future proof for consumer durable brands. The global study, conducted in US, Germany, Brazil and India, highlights that engaging the customer throughout the product’s lifecycle by adopting new business models will prove to be beneficial for brands. “Extending the relationship between a company and its customer, beyond point of sale, opens up new opportunities for brands to interact with customers to understand customer demographics, gather important performance and usage feedback, and deepen the customer relationship by better responding to their needs.” said Vidya Sen, South Asia Lead, NielsenIQ BASES. In order to deliver personalized services for their customers, brands must look at options that are fulfilling a user’s needs. The study talks about two variations of product service systems (PSS). Product-oriented- Ownership of a product is transferred but additional services are offered to consumers. Use-oriented- Ownership of a product remains unchanged, but usage is made available to consumers. In India, the COVID-19 pandemic reinforced that consumer goods companies need to evolve how they engage with distributors, retailers, and end-consumers to drive growth and boost profits in the coming years. The study finds out that, from investing in new digital capabilities to updating business models, to making CX a critical competitive differentiator, could help brands keep consumers engaged and deliver on their expectations“In India, adding services, customization, automation, or leasing options provide manufacturers the opportunity to introduce more on-going revenue streams.

The technology architecture founded on Trust-Payment-Discovery enabling protocols will help citizens find trusted skilling courses and training institutes and a place to store their skill and experience certificates in Digi Locker, which in turn, can be accessed by employers to verify profiles of skilled professionals. Similarly, Payment Technology protocols will help needy citizens access government funding for training, while Discovery Technology protocols will allow transparent discovery of skilling courses, institutes, loan, scholarship, CSR and job opportunities. This will encourage skill-seekers, prospective employers and financial institutions to come to the portal and is in line with the Hon’ble Prime Minister’s vision of building the largest skilling programme in the world, where we aim to skill 10 crore Indians in the next five years. Different ministries have come together to fulfil this vision, a fact that is amply reflected in the National Education Policy 2020 that envisages seamless integration of education and skilling.
