In the 59th edition of monthly ra- dio address 'Mann Ki Baat', the Prime Minister spoke with various members of the National Cadet Corps on the occasion of NCC day that is being celebrated on the fourth Sunday of November. He interacted with a number of NCC cadets and took questions and suggestions from them. One such cadet, Hari GV, asked the Prime Minister, "Had you not been a politician, what would you have been?" On being asked this question, Modi replied, "Every child goes through multiple phases in life. Sometimes one wants to become this and that, but it is true that I never had the desire to enter the field of poli- tics, and neither did I ever thought about this." Modi further stated that since he is now one of the prominent faces of Indian politics, he is dedicated to working for the welfare of the coun- try. "The statement 'Where would I have been if I had not been here' has never entered my thought. Wherever I am, I should live life to the fullest and work ceaselessly for my country day and night," he said. The Prime Minister Narendra Modi also launched the Fit India School grading system in schools across the country. The Fit India School rankings have been divided into three categories -- The Fit India Schools, which is the first level of ranking, Fit India School (3 star) and Fit India School (5 star). The level of ranking will depend on how much importance the school gives to inculcating fitness among its students and teachers, besides facili- ties available for fitness activities. In his popular radio programme, Mann Ki Baat on Sunday, Modi said, "In the Fit India Movement, sched- ules have been drawn for ranking schools in accordance with fitness. The schools that achieve this ranking will also be able to use the Fit India logo and flag." Explaining the rank- ing system, the Prime Minister said, "Schools can declare themselves as fit by visiting the Fit India portal. Fit India three star and Fit India five star ratings will also be given. Naxals torch 9 vehicles in Dantewada DANTEWADA : Naxals on Sun- day torched nine vehicles, includ- ing six dumpers and a JCB at the SP-3 plant area in Chhattisgarh's Dantewada area on Sunday. According to IG Bastar, P Sundar- raj, the Naxals dressed as farm- ers held all the drivers of vehicles as hostages and torched the vehi- cles engaged in road construction work. The SP-3 plant area falls under the Kirandul police station area. The vehicles allegedly belong to Ratna Construction, and were in- volved in a new construction work at the SP-3 screening plant. Further investigation is underway by the Kirandul police. Police arrest Delhi man on charges of betting NEW DELHI: Delhi Police arrest- ed Dishant Malik, a bookie in- volved in betting here on Sunday. According to police, Malik was ar- rested red-handed while betting on the cricket match between Nel- son Mandela Bay Giants and Dur- ban Heats in Mazansi Super League, which is being played in South Africa. "Local police staff of Maidan Garhi police station raided Malik's house in south Delhi after receiv- ing specific intelligence on him. He receives bets through phone and then he places the bets as per the betting rates," the police said in a statement. Adding that he had placed at least 59 bets worth Rs 3.36 lakhs till the time of the raid, the police offi- cials said: "Seven mobile phones, including a Dabba phone which is being used for receiving rates, two laptops, one register having handwritten details, Wi-Fi router, set-top box, calculator, Laptop and mobile chargers have been recovered from his possession." Fake notes of Rs 1 cr face value seized, five arrested SURAT: The city crime branch has arrested five persons from different locations in Gujarat and seized from them fake currency notes with a face value of over Rs one crore, police said on Sunday. While one of them was arrested on Saturday, the others were held on Sunday, police said. The Surat crime branch took this action based on a tip-off and total 5,013 fake notes of Rs 2,000 de- nomination with Rs 1,00,26,000 face value were seized during the operation, they said. The officials on Saturday arrested Pratik Chodwadia from a farm house near Kamrej in the district and recovered 203 fake notes of Rs 2,000 denomination from him. During his interrogation, he re- vealed the names of four others. Based on his information, the po- lice conducted a raid at a room in an under-construction Swami- narayan temple ashram in Ambav village of Kheda district and ar- rested the priest, identified as Swami Radharaman, they said. In an unprecedented hearing on a Sunday, the apex court, how- ever, did not grant any interim re- lief to the Shiv Sena, NCP and Congress combine to direct the Fadnavis government to under- take floor test within 24 hours and rather said that this issue would be dealt with only after pe- rusing the two letters on Monday. A three-judge bench headed by Justice N V Ramana said the plea of post-poll alliance, 'Maha Vikas Aghadi', seeking a direc- tion to the governor to invite them to form government under the leadership of Shiv Sena chief Uddhav Thackeray would not be considered at present. The bench, also comprising Justices Ashok Bhushan and San- jiv Khanna, issued notices to the Centre, Maharashtra government, Chief Minister Devendra Fad- navis and Deputy Chief Minister Ajit Pawar on the plea filed by the combine seeking quashing of the governor's November 23 order inviting the BJP leader to form government. "As adjudication of the issues and also the interim prayers sought by the petitioners to con- duct floor test within 24 hours has to be considered after perusing the order of the governor as well as the letters submitted by De- vendra Fadnavis even though none appeared for the state gov- ernment, we request Tushar Mehta to produce those two let- ters by tomorrow morning at 10.30 am when the matter will be taken up, so that appropriate or- der will be passed," the bench said. Solicitor General Tushar Mehta, appearing for the Centre, told the top court that he is will- ing to produce the relevant record, if necessary, from the governor also. Senior advocates Kapil Sibal, who appeared for the Shiv Sena, said that the way President's rule was revoked in the state at 5.17 am was "bizarre" as no cabinet meeting was held and it was not clear as to on what basis the gov- ernor recommended it. He also questioned the way Fadnavis and Ajit Pawar were sworn-in as the chief minister and deputy chief minister at 8 am, saying it was "shrouded with mystery" and no documents were available in public domain as to how government was formed. Sibal said that the combine has the majority in the 288-mem- ber assembly and Fadnavis should be asked to immediately show his strength on the floor of the house. AGENCY CHANDIGARH, NOV 24 The International Road Federation, (IRF), a Geneva based not-for-profit Organization promoting the cause of safe roads and smart mobility world- wide, has shared its concern over the growing incidences of fatal road accidents in India, particu- larly with regard to states of Punjab and Haryana which ac- count for maximum road acci- dent deaths in the country, in terms of severity of fatalities and injuries. The IRF has urged the Chief Ministers of Haryana and Punjab to join hands with the Federation in reducing deaths due to road accidents in both the states as both states account for one of the highest road deaths in the country. Haryana ranks 14th and Punjab ranks 18th in number of fatal road accidents among top 20 states in the country with Uttar Pradesh topping ranking as per the road accidents re- port for the year 2018 released by the Union Ministry of Road Transport and Highways (MoRTH). "With 5,118 people being killed in 11,238 road accidents during the year 2018, Haryana ranks 14th and with 4,740 deaths in 6,428 road acci- dents Punjab ranks 18th among vari- ous states in the country. About 328 people died in road accidents in Lud- hiana alone during the year 2018." Mr K K Kapila, President, Emeritus, International Road federation (IRF), said in a statement here on Sunday. "During the year 2018 a total number 1.51 lakh people died of 4,67 lakh road accidents and 4,69 lakh got injured as reported by the states and Union territories in the country. The Union Territory of Chandigarh ac- counted for 98 road accident deaths of 316 road accidents. Chandigarh had 29th ranking in the country," he said. As revealed by the MoRTH re- port, major reasons behind the fatal road accidents include hit and run, wrong-side driving, collisions with parked vehicles, bad road conditions, speeding, not wearing helmets among others. As the report claims, speeding was one of the primary rea- sons for fatalities due to road acci- dents with 64.4 per cent share, while wrong-side driving caused 5.8 per cent deaths. Vehicles moving on the wrong side of roads have killed 24 people every day on an average in 2018 across the country, while acci- dents due to collisions with parked vehicles resulted in 4,780 deaths. AGENCY SANGRUR, NOV 24 At least eighteen unem- ployed teachers, including women, were injured in a clash with police outside the house of Punjab Educa- tion Minister Vijay Inder Singla in the city on Sun- day. Activists of ETT TET Pass Union and B Ed TET Pass Union jointly held a protest outside the residence of Education Minister here. The police said the protesters broke the first barricade in- stalled there. The Police used water to disperse the agita- tors when they tried to cross the second barricade. The agitators then pelted stones on the police who used mild lathi-charge and tear gas to disperse them. Around 18 activists, including women, were injured in the clash with the police. Meanwhile, various other outfits, includ- ing Bharti Kisan Union (Ugrahan), Govt Teachers Union, Vocational Teachers Union among others, have extended their support to the agitating unemployed teach- ers. AGENCY NEW DELHI, NOV 24 President Ram Nath Kovind on Sunday suggested that Governors and Lieutenant Governors should make their Raj Bhavans more interactive and accessible to the common people. During the 50th Con- ference of Governors at Rashtrapati Bhavan here, President Kovind urged them to make conscious efforts to dispel colonial-era public perceptions of inaccessibility to the Raj Bhavans. "The President also made suggestions to Governors to make their respective Raj Bhavans more interactive and accessible to ordinary people and representatives of differ- ent organs of the state," an of- ficial release said. It further said: "While re- ferring to gubernatorial post as having the colonial legacy of inaccessibility with com- mon people, he urged Gover- nors to make conscious ef- forts to connect with people and dispel any such percep- tion of Raj Bhavan being be- yond the reach of the people." As revealed by the MoRTH re-port, major reasons behind the fatalroad accidents include hit and run,wrong-side driving, collisions withparked vehicles, bad road conditions,speeding, not wearing helmetsamong others. As the report claims,speeding was one of the primary rea-sons for fatalities due to road acci-dents with 64.4 per cent share, whilewrong-side driving caused 5.8 percent deaths. Vehicles moving on thewrong side of roads have killed 24people every day on an average in2018 across the country, while acci-dents due to collisions with parkedvehicles resulted in 4,780 deaths.

71.69 lakh MT paddy arrived CHANDIGARH: More than 71.69 lakhmetric tonnes (MT) of paddy has so fararrived in Mandis of Haryana as com-pared to over 70.38 lakh MT of paddy ar-rived during the corresponding periodlast year.While stating this here today, aspokesman of Food, Civil Supplies andConsumer Affairs Department said thatout of the total arrival of paddy, govern-ment agencies had so far procured over63.95 lakh MT of paddy whereas the re-maining quantity of over 7.73 lakh MT ofpaddy was procured by the millers anddealers. He said that more than 34.85lakh MT of paddy have been purchasedby the Food, Civil Supplies and Con-sumer Affairs Department whereas, over19.76 lakh MT of paddy has been pro-cured by Hafed, over 9.28 lakh MT bythe Haryana Warehousing Corporationand 4,725 MT by the Food Corporationof India.

own beliefs without getting“swayed” by others. Well, thepoint is we just can’t learn if weare not open to other beliefs —yet, it is important that we formour own beliefs by viewing sit-

uations objec-tively, whilee l i m i n a t i n gmost of the prej-udices, or flakyemotions, andlooking at facts.

This premise is based on thereality construct. The more webelieve in oneself, the better ouremotional response and higherour purpose for self-awareness.It takes us to a better position toprocess our experiences of eachevent too, along with focusedfeelings that separate every sub-tle particle of our thoughtprocess, while enabling us to ex-pand our ideas and images ofour own self and of others. Suchparticles, or molecules, thatstructure our emotions corre-spond to our behaviour, focus,outlook and insight. Self-beliefis a veritable dynamo. It resideswithin and outside of our mind.

It activates and “sieves” ourideas and thoughts. It “coaches”us to look at things, as they are— not what they are presumedto be. It is all part of our mind’sinner voice — the well-in-grained element of our con-sciousness, or soul. Yet, for themost part, it is a parody that notall of us listen habitually to ourinner voice, or use our talents toeffectually “filter” our emotion-al baggage — especially forfeelings that we have not tack-led directly, or managed. Whythis happens is no scientific rid-dle. It is simple logic, primarilybecause most of us, at somepoint, have a lurking dread of re-jection — this goads us often toevade, or side-step, our priori-ties. Just look at the other side ofthings. When we pay attentionto our self-belief and allow it to

express itself we promptly ap-preciate our self-worth, or self-awareness — right from theword go. When we converselydon’t listen to, or postpone itscall, we hinder the prospect ofgetting closer to reality and pos-itivity. Self-belief is no “easy-come,” or “easy-go.” One oughtto make an earnest endeavour tounderstand its essence, also sub-tlety, and be ever receptive to itscause and effect. If one triggersa fragile feeling for oneself thatechoes low self-worth, onewould not feel allied to the idea.If one were to, likewise, nurtureand accept certain events in lifeas part of one’s purpose, being,or existence, their effort at hon-ing one’s self-belief would helpthem to “up” their ante vis-a-vistheir overt, or covert, talents —from the ground up.

The government in Parliament claimed that normalcy hadreturned to Kashmir. In the same breath, however, itclaimed that internet services were still banned and

would only be restored by depending on the security situation:“National security is above internet services,” Union homeminister Amit Shah told the Rajya Sabha. Ironically, the min-ister’s economy with the truth came while one of Parliament’sseniormost members, former Jammu and Kashmir chief minis-ter Farooq Abdullah, remains imprisoned in his house under thePublic Security Act and unable to attend Parliament to tell therest of India, and the world, of the government’s draconian, un-democratic and unpopular “normalcy” in the Valley. To add in-sult to injury, Dr Farooq was dumped onto a parliamentary pan-el on defence with, among others, terror accused and BhopalMP Pragya Singh Thakur — even if the panel serves a cere-monial function rather than an auditing one.

At the same time, the Supreme Court has asked the gov-ernment to address every question that has been raised on aclutch of petitions before it on the curbs imposed on the peopleof the Valley, now for the sixteenth week, from before the po-litical status of J&K was changed on August 5 with the revo-cation of autonomy through the evisceration of Article 370, andwith the bifurcation of the state into two Union territories. Theapex court, which many have accused of becoming an “execu-tive court” given its track record in the recent past of general-ly supporting executive decisions, whether they be on the titledispute in Ayodhya or matters of privacy and electronic intru-sion in citizens’ lives, was not at all indulgent of the petition-ers' contention that “sedation” of the Valley’s residents to “calmdown” the situation was “overkill”.

The court dismissed as “hyperbolic” all claims that therehad been a “clampdown” on the Valley, when it is just a se-mantic difference: the initial lockdown on the Valley eventual-ly became a shutdown by Kashmiris as an expression of theiropposition to New Delhi's unilateral alteration of their politicalbeing. In fact, the government told the court that newspapers inthe Valley (save one) have been regularly publishing, as an in-dication of normalcy; but that is only superficially correct.Read any newspaper in the Valley and you will see nothing butloud self-censorship.

At another point in the hearing, the bench referred to cross-border terrorism, echoing the home minister’s stand in Parlia-ment that the internet ban would continue keeping in view Pak-istan’s “activities” in the Valley. It is nothing but sophistry tokeep clubbing Kashmiri political grievance with Pakistan-sup-ported cross-border terrorism, but then one can hardly expectanything different from a party whose international agenda hasbeen to club terrorism together with Islam. It is sinister to robthe Kashmiri of agency and then justify it as a need to preventcross-border terrorism.

In the public discourse ofIndia there is an invisible— the elderly and the in-

firm. In the youth-focussedpolicy drive that obsesses usas a nation we tend to forgetour senior citizens. To reapthe benefit of our demograph-ic dividend the concentrationis mainly on the young andthe fulfillment of their ele-mentary requirements to en-hance national productivity.However, here are some num-bers that provide a realitycheck. As per the PopulationCensus of 2011 there arenearly 10.4 crore elderly per-sons (aged 60 years or above)in India; 5.3 crore femalesand 5.1 crore males. Accord-ing to a report released by theUnited Nations PopulationFund and Help Age India, thenumber of elderly persons isprojected to grow to 17.3crores by 2026. To put thesestatistics into perspective, thetotal population of France is6.7 crores, Britain another 6.7crores, Sweden is one croreand four lakhs andBangladesh is 16.3 crores.

As many as 71 per cent ofIndia's senior citizens residein rural areas while 29 percent live in urban areas al-most mirroring the rural ur-ban mix of our population.The old-age dependency ratiorose from 10.9 per cent in1961 to 14.2 per cent in 2011for the whole of India. Once upon a time, not toolong ago, the stretched familystructure ensured that seniorsresided not only with theirfamilies but even brothers,sisters, uncles and aunts inneighbouring homes. Every-one was close at hand for anypredicaments such as healthissues or even foreseen or un-foreseen bereavements. Thesocietal fabric was suitablyknitted and proper regard wasgiven to elders. This arrange-ment facilitated elders to leadrealistically content lives withbarely any anxiety as they hadthe conviction that somebodywould look after them as andwhen required. Wheneverthere were some health prob-lems for a senior, the entireextended family would runaround to attend to all their

necessities, rendering med-ical to personal assistance.With perfect understandingon caring and sharing the du-ties, the elders did not feel letdown or lonely.

With the fragmentation ofthe joint family organisationand the rise in the number ofnuclear families, elders in In-dia often find themselves leftalone, neglected and de-pressed even if they are resid-ing with either their childrenor even grandchildren. Thestrain and stresses of the con-temporary realm keep familymembers preoccupied withtheir own drudgery and edu-cation with hardly any time,and occasionally, even pro-clivity to spend time with theolder members of their fami-lies. For elderly people whoseoffspring have emigratedabroad, the situation is worse.Bereft of the presence of anyother person in the household,they try to while away theirtime with a few errands and

lonely walks until such timethat their failing health per-mits. With rising age comesreduced movement and badhealth confines them indoorswith only the idiot box forsolace. The conventional Indi-an ethos and the longstandingjoint family arrangement hadfor centuries played a cardinalrole in preserving the socio-economic well-being of ourgreying and greyed venerables.However, with swift transfor-mation in the societal milieuand the institutionalisation ofthe nuclear family frameworksin the past couple of decades,now elderly people have in-creasingly become vulnerableto emotional physical and fi-nancial insecurities. With thebulk of our populace being lessthan 30 years of age, the trialsand tribulations of our seniorcitizens have not been giventhoughtful deliberation. Livingsolitary is more often than notcited as the rationale for loneli-ness. Census 2011 delineates

The overnight coup thatcaught Maratha strong-man Sharad Pawar nap-

ping on Friday night as theBJP’s Machiavellian AmitShah put his plan into play, is-n’t the first time that Pawarhas been outmanouevred, out-flanked or outsmarted.

In his book, On MyTerms: From the Grassrootsand Corridors of Power, Na-tionalist Congress Party chiefSharad Pawar, a rising star inthe Congress of the earlynineties, squarely places theblame on Congress presidentSonia Gandhi for listening to“self-styled loyalists” in theCongress, for depriving himof prime ministership. Thesewere the backroom boys whohad called the shots in theparty through the Rajiv andIndira years.

The book — released inDecember 2015, some 24years after the assassinationof former prime minister Ra-jiv Gandhi in May 1991 —homes in on the time whenthe leadership stakes werethrown wide open after the re-cently widowed Sonia Gand-hi, despite pressure frommany of Rajiv's confidantes,showed little or no appetite intaking the top job; it wouldhave been hers for the taking.

Either way, it saw a num-ber of contenders includingthe Madhya Pradesh leaderArjun Singh throwing his hatinto the ring. But it was thepowerful young leader fromMaharashtra, the 52-year-oldPawar, who was clearly lead-ing the fray. He was generat-ing the most buzz with hiscause being actively promot-ed by his comrade in armsand Pune moneybags, Suresh

Kalmadi. In the book, MrPawar names Messrs ArjunSingh, M.L. Fotedar, R.K.Dhawan and V. George as themen who were behind themove to block him from be-ing named as leader of theCongress party, which wouldhave automatically seen himbecoming prime minister. Infact, it wasn’t Arjun Singh &Co at all who stopped Pawarfrom being picked for the topjob. While they may havewhispered in Sonia’s earsabout the dangers posed to theGandhi dynasty by a youngerman taking the top post, andwhich may have seen her lookaround for an older and moreexperienced hand, there wereother forces at work.

Sometime in late June af-ter election results were an-nounced, weeks after Rajiv’sassassination, Suresh Kalma-di, prime mover behind the

“Pawar for Prime Minister”campaign, was already host-ing a grand Congress victoryparty, to which all of Delhihad gravitated. Anybody whowas anybody was there. Win-ners and losers, wannabesand, of course, journalists.

Mr Kalmadi, whom onehad badgered with call aftercall for access to Mr Pawaronce one had heard he was acontender, had said he wouldarrange an interview with the“prime-minister-designate”that very night. And whenSharad Pawar, arrived,flanked by armed guards, tot-ing Uzi machine guns, exud-ing confidence and lookingevery inch the leader of thenew India, he was followedby a surprise visitor, an oldfriend from Karnataka. MrGundu Rao, who had servedas chief minister of the south-ern state in the early eighties,

guffawed out loud when I toldhim what I was doing there.Offering to take me to thehouse where “everything thatshould happen will happen”,he said, “Take it from me,Sharad Pawar is not going tobe prime minister, don’t evenbother interviewing him.”

Barely an hour later, wewere sitting in the home of aman who cannot be named,but who, as a senior memberof the outgoing ChandraShekhar government, wasprivy to information on everypolitician.

As the night progressed,he would make several callsto various powerbrokers onthe way forward, includingthe godman Chandraswami.His final call was to MrKalmadi’s home on his land-line when he demanded thatMr Pawar come on the line. Isat and watched as the man,

slowly and methodically de-stroyed Mr Pawar’s chancesof ever becoming prime min-ister of the country. He toldSharad Pawar that he mustwithdraw his candidature thatvery night or face the em-barassment of inside secretsspilling out as he read outshocking details of deals fromfile after file.

This man and the lateChandraswami had alreadyhomed in on their candidatefor prime minister — P.V.Narasimha Rao.

That very night, MrPawar announced he waswithdrawing his candidature,and by the next morning, theparty named Narasimha Raoas their prime ministerial can-didate. Mr Pawar would goon to become the defenceminister in the NarasimhaRao government. But fewknow how close he came to

leading the post-Gandhi Con-gress government or who wasreally responsible for pullingthe rug from under him. MrPawar himself would be hesi-tant about ever calling out hisnemesis, who continues, tothis day, to be one of the Con-gress party’s most virulentcritics.

Mr Pawar’s second bid tobecome prime minister wentawry when he launched acampaign against SoniaGandhi’s foreign origins aftershe helmed the party’s victo-ry and came close to takingover, and then baulked atmoving into Race CourseRoad as the country resonatedto Pawar's “anti-foreigner atthe helm” campaign. Soniawould go on, within days, toname Manmohan Singh asthe prime minister, whowould in turn, be re-elected toa second term.

Highway connectingLadakh with Kashmirremains closedSRINAGAR: The national highway, theonly road connecting Union Territory (UT)of Ladakh with Kashmir valley, remainedclosed for the fourth day on Sunday dueto heavy snowfall and avalanches.Meanwhile, majority of the truckers andpassengers who got stranded at differentplaces on Zojila pass were rescued andtaken to safer places. The Srinagar-Lehnational highway is still closed though theBorder Roads Organisation (BRO) hasalready started snow clearanceoperation, officials told UNI. However,frequent avalanches at several placesand fresh snowfall during the past 24hours, was hampering snow clearanceoperation. The snow gets frozen duringthe night when the minimum temperaturedrops to below freezing point with theresult the road becomes slippery, theysaid. It will take more than 48 hours toput through the highway, they said,adding traffic will be allowed only whenthe weather improves and accumulatedsnow is cleared. Officials said about largenumber of trucks got struck at differentplaces on Zojila pass, the mostavalanche prone area on the highway.The highway, the only road connectingLadakh with Kashmir, used to remainclosed in the past for six months duringwinter due to below freezing temperatureand accumulation of snow sinceNovember 1 every year. However, for thepast few years due to efforts of the localadministration and BRO, highway nowremains open in the month of Decemberalso till there is heavy snowfall. Earlier,the Divisional Commissioner, Kashmir,was taking decision to close the highwayfor winter months. However, sinceLadakh has now become anindependent Union Territory (UT),decision to close or reopen the highwaywill have to be taken by administration inUT Ladakh and Kashmir.

11 mobile phonesrecovered from politicalprisoners in SrinagarSRINAGAR: At least 11 mobile phoneswere recovered from the politicalprisoners detained in old block of MLAhostel which has been turned into asub-jail in Srinagar. Over two dozenpolitical leaders, including formerministers and MLAs who weredetained hours before abrogatingspecial status of J&K on August 5,were shifted from a hotel to MLA hostelin Srinagar on Sunday. The authoritieshave ordered an inquiry into how themobile phones were taken inside theheavily guarded MLA hostel, officialsources said. They said during asurprise checking of rooms where thepolitical prisoners are lodged onSaturday, eleven mobile phones wererecovered. However, some seniorpoliticians detained in the sub jailresisted and did not allow search oftheir rooms. The administration hasturned 35 rooms of old block MLAhostel into sub jail. Five rooms are forsecurity personnel of the jail. In thepast also mobile phones and othergadgets were recovered duringsurprise checking in Baramulla, Kathuaand Srinagar jails from the detenues.Over 31 leaders from different politicalparties, including National Conference(NC), Peoples Democratic Party (PDP)and Peoples Conference, weredetained and kept at Centaur Hotelsince Centre scrapped Article 370 andArticle 35 A, besides dividing the stateinto two Union Territories -- J&K andLadakh. However, they were recentlyshifted to MLA hostel after attractingcriticism over the Rs 2.65 crore billincurred to keep the ‘prisoners’ in theIndian Tourism DevelopmentCorporation (ITDC)-owned CentaurHotel since August 5.

HP: Three killed, eight injuredin separate road accidents

SHIMLA, NOV 24

Three person were killed and eight otherssustained injuries in the separate road accidents inKangra and Una district of Himachal Pradesh,police sources confirmed.

Police Chief of Kangra district, VimukatRanjan confirmed that mishap occurred Pathiyar -Malan road under Kangra district when fivepersons traveling in a car, which went undercontrolled and hit a parafit claimed two lives andthree injured. The deceased identified as VipinKumar resident of Majhaitallli village and AvinashKumar of Hatawas village. The accident was sofatal that wreckage of car spilled apart after theimpact.

In another accident in Una district, one persondied and five others were injured. Police ChiefDivisional Una, Divakar Sharma confirmed that acar hit a motor bike near Tahliwal petrol pumpkilling a youth riding the bike. Deceased identifiedJagmoh Singh resident of Nangal Kalan of Unadistrict. Five persons riding the pickup injuredunder police station Una at Sumurkalan when aLorry hit them. All the five injured were rushed toCivil hospital Nangal, he added.

The council has been in the process of pro-viding illegal water connections from the gov-ernment borewell in the Dussehra ground ofHousing Board Phase III. The Urban Devel-opment Department had decided to cut allthese connections. This issue was prominentfigured in the Jan Manch on which the citycouncil saved its skin by eradicating the dis-ease of a decade old. Significantly, water isused for the ground from the governmentborewell installed in Dussehra ground of WardNine of Baddi. During this time of Congresspeople had made dozens of water connections

by themselves. They get 24 hours of watersupply whereas Himuda provides three timewater to the entire housing board. Power sector employees to boycott work on Jan 8 againstprivatisation moveCHANDIGARH: The All India Power Engineers Federation (AIPEF) in its federal executive meetingdecided that the power engineers across the country would resort to a one-day work boycott onJanuary 8, 2020 to protest and oppose the move of the central government to introduce multipleprivate supply licenses. Bogus billing fraud busted in MuktsarPhysical verification reveals over 9000 bags short of alleged purchaseCHANDIGARH, NOV 24

Claiming that the vigilance team ofFood and Civil Supplies Departmentis leaving no stone unearth to checkthe recycling of out of State paddy inthe local markets, Bharat BhushanAshu, Food and Civil SuppliesMinister Punjab informed that thesurprise check on Friday in aSheller premises in Muktsar hasunearthed a bogus billing fraud bythe mill owner. Giving details, hesaid that the officers of thedepartment suspected M/s. RKVishal Rice and General Mills,Bariwala, District Muktsar of shadydeal. The raid in the sheller and thesubsequent physical verificationrevealed that the owner had shownpurchases made from local mandis

in his record without actually havingdone so. In fact, the stock was foundshort of over 9000 bags of paddywhich were shown allegedlypurchased from local mandis.

According to the record 83303bags (each 37.5 kg) amounting to3123 tonnes of paddy was stored inthe mill till November 23. But, onthe spot only 74281 bags with 2785tonnes of paddy were found

revealing shortage of 9022 bags(each 37.5 kg) (338 tonnes) of paddyat the mill.

Besides bogus billing, the teamof inspection officers found emptybags of out of state paddy includingthose from Uttar Pradesh and Bihar.This brought to fore the fact that themiller had shown the paddy in hissheller by bogus billing from themarket, while the paddy had notactually come to the mill and themiller was completing its requisitestock of the paddy by procuringcheap paddy from other states.

Further investigation is on,informed the Minister and said thataction has been recommended on themill under different sections of thecustom milling policy 2019-20 andother applicable laws.

Former MP chief minister Kailash Joshi diesBHOPAL: Former Madhya Pradesh chief minister and senior BJP leader Kailash Joshi died at aprivate hospital here on Sunday after prolonged illness, a family member said. He was 90. "Hebreathed his last at the Bansal Hospital here," his son and former state minister Deepak Joshi toldnews agency. The former CM is survived by three sons and three daughters. His wife died a fewmonths back, a source said.

The last rites will be performed on Monday at his ancestral town Hatpipalya in Dewas district,former BJP MP Alok Sanjar said. Senior BJP leader and former state chief minister Shivraj SinghChouhan reached the hospital soon after getting information about Joshi's death.

Born on July 14, 1929, Joshi, who was called as the 'saint of politics', served as the state's chiefminister from 1977 to 1978. He was MLA for eight terms and also served as member of both theRajya Sabha and the Lok Sabha.

India and China are at loggerheadsover the legacy of one of the oldestsystems of traditional medicine,known as Sowa-Rigpa, which hassimilarities with Ayurveda.

India has sought recognition ofthe ancient medicinal tradition as its"intangible cultural heritage", aclaim contested by China at a glob-al forum, sources said.

Sowa-Rigpa is a traditional Ti-betan system of medicine practisedin India's Himalayan belt. It is pop-ular in Sikkim, Arunachal Pradesh,West Bengal's Darjeeling, Hi-machal Pradesh and the Union Ter-ritory of Ladakh.

"India has approached the UN-ESCO seeking enlisting of theSowa Rigpa as its 'intangible cul-tural heritage'. China has raised ob-jection to it," an official said.

An Indian delegation is stronglypushing the country's applicationbased on detailed documents and ev-idence provided by the AYUSHMinistry which has been workingclosely with the Ministry of External

Affairs on the matter, officials said.The move comes in the backdrop ofthe Modi government promoting thetraditional medicine system, one ofthe oldest surviving medicine sys-tems in the world. The Union Cabi-net on November 20 approved the

setting up of the National Institutefor Sowa-Rigpa (NISR) in Leh as anautonomous organization. This isperhaps one of the first decisionstaken by the Union Cabinet onLadakh's development after it be-came a Union Territory on October

31 following the bifurcation of Jam-mu and Kashmir. The theory andpractices of Sowa Rigpa are similarto that of Ayurveda and include afew principles of the traditional Chi-nese system of medicine.

The fundamental text book'Rgyud-Bzi' of Sowa Rigpa is be-lieved to have been taught by Bud-dha himself and is closely linkedwith Buddhist philosophy.

The establishment of the NISRas an autonomous body under theMinistry of AYUSH has been ap-proved at an estimated cost of Rs47.25 crore. According to an official,setting up of NISR would provide animpetus to the revival of Sowa-Rig-pa in the Indian sub-continent andprovide opportunities for students ofthe traditional medicinal system notonly in India but also from othercountries. It will be an autonomousnational institute under the Ministryof AYUSH with the mandate of un-dertaking interdisciplinary educationand research programmes in Sowa-Rigpa in collaboration with premiernational and international institutesand facilitate integration of differentsystems of medicine.
