The benchmark repurchase (repo) rate has been left unchanged at 4 per cent, Governor Shaktikanta Das said while announcing the decisions taken by the central bank's Monetary Policy Committee (MPC). Consequently, the reverse repo rate will also continue to earn 3.35 per cent for banks for their deposits kept with RBI. He said MPC voted for keeping interest rate unchanged and decided to continue with its accommodative stance to support growth. The central bank had slashed the repo rate by 115 basis points since late March 2020 to support growth. This is the fourth time in a row that MPC has decided to keep the pol- icy rate unchanged. RBI had last re- vised its policy rate on May 22 in an off-policy cycle to perk up demand by cutting interest rate to a historic low. The 27th meeting of the rate-set- ting MPC with three external mem- bers -- Ashima Goyal, Jayanth R Var- ma and Shashanka Bhide -- began on February 3. This is the first meeting of the rate setting panel after the Budget 2021-22, announced this week, pro- jected a nominal GDP growth rate of 14.5 per cent and a fiscal deficit of 6.8 per cent for the financial year begin- ning April 1. The government moved the inter- est rate setting role from the RBI Gov- ernor to the six-member MPC in 2016. "We have been protesting peacefully and the 'chakka jam' will also be held peacefully across the country on February 6. There will be no chakka jam anywhere in Delhi. The farmers who are un- able to join us will hold chakka jam at their respective places," said Tikait. "The people who get stuck will be given food and water, we will peacefully talk to them and explain our point," he added. Earlier, Tikait told reporters that there will be a three-hour- long chakka jam on February 6 everywhere outside Delhi. AGENCY NEW DELHI, FEB 5 Union Agriculture Minister Narendra Singh Tomar on Friday said that op- position has failed to point flaws in new farm laws and the opposition did not discuss provisions of these legis- lations during the motion of thanks to the President's Address in Rajya Sab- ha. The minister, who also took part in the discussion on the motion of thanks to the Pres- ident's Address on Friday in the up- per House, said opposition leaders have been calling the new farm laws "black" but did not say what was "black" in its provisions. "As far as farm laws are concerned, I was in Ra- jya Sabha today and I noticed that no one is ready to say what is black in the 'black laws'. If you are protesting against the law, then discussion should be held on its provisions. Un- fortunately, this is not happening," he said. "So, I have told all the leaders of the parties as well as farmers that the central government is ready for an open discussion," he added. The Agri- culture Minister said that the govern- ment had given a proposal to farmers. "We will talk with them (farmers) again after their proposal comes," he said. Eleven rounds of discussion have been held between the government and the protesting farmer unions. The gov- ernment has said that it is willing to put the farm laws on hold for about 18 months. "So, I have told all the leaders ofthe parties as well as farmers that thecentral government is ready for anopen discussion," he added. The Agri-culture Minister said that the govern-ment had given a proposal to farmers."We will talk with them (farmers)again after their proposal comes," hesaid. This order is issued to preventany disturbance of peace and public order in the jurisdiction of these districts of Haryanaand will be in force with immediate effect. Any person who will be found guilty of violationof aforesaid order will be liable for legal action under relevant provisions. The spokesmansaid the suspension has been ordered under Rule 2 of Temporary Suspension of Tele-com Services (Public Emergency or Public Safety) Rules, 2017. All telecom serviceproviders of Haryana including the Head of BSNL (Haryana jurisdiction) are hereby di-rected to ensure the compliance of this order. He said the State Government has decidedto impose this suspension of internet services in order to stop the spread of disinforma-tion and rumours through various social media platforms, such as WhatsApp, FacebookTwitter, etc on mobile phones and SMS.

Haryana government has issued orders to reg-ister criminal case under Prevention of Cor-ruption (PC) Act against the then Assistant ofRTA Office, Ambala on the recommendationsof the State Vigilance Bureau (SVB).

An official spokesperson on Friday saidthat the Assistant of RTA Office, Ambala, wasfound guilty of acquiring disproportionate as-sets and the officials concerned have beenasked to recover amount of Rs 7,92,121 fromcontractor for using sub-standard material inthe construction of residential quarters for theofficials of Central Jail, Hisar.

In another matter, the State Vigilance Bu-reau (SVB) has recommended to register acriminal case under Indian Penal Code (IPC)and Immigration Act for sending players ille-gally to Korea. The first case is regarding cor-rupt practices in the office of RTA, Ambala anddisproportionate assets acquired by an Assistantof this office. The inquiry conducted by Vigi-lance Bureau revealed that the officials of RTAOffice, Ambala committed irregularities in theregistration of vehicles and Assistant Zile Singhhas acquired disproportionate assets amountingto Rs 27,25,607. While accepting the enquiry of

Vigilance Bureau, the state government has or-dered to initiate departmental action against theerring officials and to register criminal case un-der the Prevention of Corruption Act against theAssistant.

A case under Sections 13(1) read with13(2) PC Act has been registered in Police Sta-tion SVB, Ambala in this regard and investi-gation is in progress. In second matter is re-garding use of sub-standard material by con-tractor Lajpat Rai Chanana in the constructionof residential quarters for the officials of Cen-tral Jail, Hisar. The allegations were estab-lished during the Vigilance Enquiry and theGovernment has directed the concerned de-partment to initiate departmental actionagainst the officials, who were supervising thework and to recover amount of Rs 7,92,121from the contractor. In the matter regardingsending sportspersons to Korea, it was allegedthat players were sent to Korea illegally bycharging an amount of Rs 20,000 each and bycreating a Federation during the posting inSports Department, Yamunanagar. It was beenrevealed during the enquiry conducted by theVigilance Bureau that one Rajesh Sharan, aresident of Village Tezli, Yamunanagar sent ateam of 16 players by using fake documents ofDragon Boat Federation.

The major 09 cities ofthe country are centres ofeducation and research,where colleges, universi-ties and many research in-stitutes funded by theUnion Government arefunctioning. To maintainthe internal autonomy ofthese institutions and topromote research, a newGlue-Grant is proposed tocreate a formal umbrellastructure. The NationalLanguage Translation Mis-sion envisaged in the Na-tional Education Policy2020 for knowledge shar-ing between Indian lan-guages has also been men-tioned in this budget. Withthe establishment of thisMission, the governance-and-policy related knowl-edge, as well as the tradi-tional knowledge pre-served in various lan-guages of India, will bemade available on the in-ternet in major Indian Lan-guages which will promotethe sense of nationalism.

Anew study has found thatCOVID-19 patients who suf-fer cardiac arrest have a high-

er probability of dying in compari-son to those who are not infectedwith it. Women particularly have anine times higher chance of dyingdue to the same reason.

According to research publishedin the 'European Heart Journal', thestudy from Sweden included 1946people who suffered a cardiac arrestout of hospital (OHCA) and 1080who suffered one in hospital (IHCA)between 1 January and 20 July. Dur-ing the pandemic phase of the study,COVID-19 was involved in at least10 per cent of all OHCAs and 16 percent of IHCAs. Coronavirus patientswho had an OHCA had a 3.4-fold

increased risk of dying within 30days, while IHCA patients had a 2.3-fold increased risk of dying within30 days. None of these patients hadbeen discharged alive from the hos-pital by the time the study was writ-ten in October 2020. Many had diedand the rest were still being treatedin hospital. The first author of thestudy, Dr Pedram Sultanian, a doc-toral student at the University ofGothenburg (Sweden) said, "Ourstudy clearly shows that cardiac ar-rest and COVID-19 is a very lethalcombination. Patients with the coro-navirus should be monitored inten-sively and measures are taken to pre-vent cardiac arrest, for instance withthe use of continuous heart monitorsfor patients at high risk."

On January 7, the US Cit-izenship and Immigration Ser-vices (USCIS) announced todo away with the traditionallottery system in deciding thesuccessful applicants for theH-1B visas.

The H-1B visa is a non-immigrant visa that allows UScompanies to employ foreignworkers in specialty occupa-tions that require theoreticalor technical expertise. Thetechnology companies dependon it to hire tens of thousandsof employees each year fromcountries like India and Chi-na. The USCIS had said itwould prioritise wages to pro-tect the economic interests ofAmerican workers, and betterensure that the most highly

skilled foreign workers bene-fit from the temporary em-ployment programme.

In a statement on Thurs-day, the USCIS said that it isdelaying the rule's effectivedate until December 31, 2021.The Trump-era rule wasscheduled to go into effect onMarch 9.

"To give USCIS moretime to develop, test, and im-plement the modifications tothe H-1B registration systemand selection process, DHS isdelaying the effective date ofthis final rule from March 9,2021, to December 31, 2021,"it said. This is because it willnot have adequate time tocomplete system develop-ment, thoroughly test the

modifications, train staff andconduct public outreach need-ed to ensure an effective andorderly implementation of theH1B Selection Final Rule bythe time the initial registrationperiod will be open for the up-coming fiscal year (FY) 2022H-1B cap season, the USCISsaid.

The delay will also pro-vide more time for the USCISto train staff and perform pub-lic outreach as well as givestakeholders time to adjust tothe new rule. For the upcom-ing H-1B cap season, the US-CIS will apply the currentregulations (random selection)to any registration period thattakes place before December31, 2021, the statement said.

the last 400 million years has beenshaped by microscopic melanin pig-ments. This new twist in the story ofanimal evolution is based on cutting-edge analyses of melanin granules -melanosomes - in many different fossiland modern vertebrates, including fish,amphibians, reptiles, birds, and mam-mals.

Melanin and melanosomes havetraditionally been linked to outermostbody tissues such as skin, hair, andfeathers, with important roles in UVprotection and stiffening of tissues.

Analyses of where different ani-mals store melanin in the body, howev-er, show that different vertebrategroups concentrate melanin in different

organs, revealing shifts in how animalshave used melanin over the last 400million years. The study, published to-day in the journal Trends in Ecologyand Evolution, was led by UCCpalaeontologists Prof. Maria McNama-ra, Dr Chris Rogers, Dr Valentina Rossiand PhD student Tiffany Slater, with aninternational team of evolutionary bi-ologists from Switzerland.

"Most studies of fossil melaninhave focussed on melanin in fossilfeathers and skin, and what colours an-cient animals had," said study leaderProf. McNamara. "By comparingmelanin in different animals - howmuch melanin they have, where in thebody it occurs, what melanin type andcomposition is present - and by study-ing fossils, we discovered new evi-dence for changes in the functions of

melanin through deep time," addedProf. McNamara. The research showsthat amphibians and reptiles concen-trate melanin in internal organs, whereit supports the immune system andstores metals. In birds and mammals,however, almost all melanin occurs inhair and feathers. This difference hasan unexpected source - evolution of theimmune system and of warm-bloodedlifestyles. "There are pros and cons tohaving melanin in the body. Melanin ishugely beneficial, but it also generatesfree radicals, which are harmful. Thiscreates a major problem for animals,"said team member Dr Rossi.

During the evolution of hair andfeathers, mammals and birds evolvedmore sophisticated immune systemsthan in amphibians and reptiles. Thismeant that large amounts of melanin

were no longer necessary in internalorgans. Melanin storage then shifted tohair and feathers, which are dead tis-sues, thereby removing harmful metalsand free radicals from living bodyparts. "Melanin is a two-sided coin. It'suseful, but toxic. Birds and mammalsbasically came up with an ingenioussolution during the early Triassic -pump melanin into new, outer, deadskin tissues that were evolving at thetime. This set the scene for the evolu-tion of the incredible diversity ofplumage and fur patterning which wesee today," said Prof. McNamara.

The study also shows that keygenes can be mapped onto colour pat-terns in fossils, tracking the geneticevolution of melanin through time, andthat animals preferentially use less tox-ic forms of melanin.

There is no needfor official India to have reacted like this to individ-ual opinions unless they came from State actors as itdid in the case of the Canadian Prime Minister. WhatRihanna or Kangana Ranaut and Greta Thunberg orSachin Tendulkar think of a social issue like treat-ment of farmers is strictly a matter of personal opin-ion and the public can easily see through celebritiesif they are seen to offer opinions only in orchestratedcampaigns stoked by jingoism or faux nationalism.The farmers’ strike against Indian laws is an internalmatter and if a nation like the United States feelscompelled to have its say on the subject, India is freeto take it up through diplomatic channels. Much thesame argument arose when violent raiders landed onthe US Capitol on Jan. 6 after which India’s PrimeMinister felt compelled to comment. But sensitivitycannot be allowed to become such a regressive qual-ity as to take us back to an era in which official Indiasaw a foreign hand or a global conspiracy every timesomeone in authority said something in a world cap-ital. The right to the Internet is fundamental in amodern democratic setting but Twitter is merely onemicroblogging platform used by many. Its inconsis-tencies have been made obvious in its handling oftweets, some of them outrageous or even outrightlies and which were selectively removed as offen-sive or promoted in the guise of “free speech”. Thesocial media, particularly Facebook and Twitter,have monetised hate because abusive content, whichgenerates user engagement in millions, has become ahighly marketable commodity in the Internet era. Itis ridiculous if someone complains now after havingcynically weaponised the same platform as a medi-um to sell ideologies and ideas or to canvass votes.

Economic growth will only moveupwards: Shaktikanta Das

Stressing that economic growthwill only move upwards, theReserve Bank of India GovernorShaktikanta Das on Fridaypegged the GDP growth rate forthe next financial year at 10.5 percent, though a tad lower than thegovernment's projection of 11per cent. The projection is in linewith the estimates in the UnionBudget 2021-22 presented inParliament earlier this week.

The Economic Survey,tabled by the government inParliament recently, hasprojected that the economy willgrow at 11 per cent, up from anestimated historic decline of 7.7per cent in 2020-21, on accountof the COVID-19 pandemic. "...going forward, the Indianeconomy is poised to move inonly one direction and that isupwards," Das said whileunveiling the bi-monthlymonetary policy.

The Governor said the UnionBudget 2021-22, has provided astrong impetus for revival ofsectors such as health and well-being, infrastructure, innovation

and research, among others.This, he said will have a

cascading multiplier effect goingforward, particularly inimproving the investmentclimate and reinvigoratingdomestic demand, income andemployment. Also, thevaccination drive is expected toprovide an impetus for therestoration of contact intensivesectors and a leading edge to theIndian pharma industry in theglobal market, Das said, while

highlighting various aspects ofthe economy. "It is our strongconviction, backed by forecasts,that in 2021-22, we would undothe damage that COVID-19 hasinflicted on the economy," hestressed. The monetary policystatement issued by the RBI saidrural demand is likely to remainresilient on good prospects ofagriculture. Urban demand anddemand for contact-intensiveservices is expected tostrengthen with the substantial

fall in COVID-19 cases and thespread of vaccination. Consumerconfidence, it said is revivingand business expectations ofmanufacturing, services andinfrastructure remain upbeat.

"The fiscal stimulus underAtmaNirbhar 2.0 and 3.0schemes of government willlikely accelerate publicinvestment, although privateinvestment remains sluggishamidst still low capacityutilisation," it added. "... realGDP growth is projected at 10.5per cent in 2021-22 in the rangeof 26.2 to 8.3 per cent in H1 and6.0 per cent in Q3," Das said.

After the Budget 2021-22announcement on Monday,Economic Affairs SecretaryTarun Bajaj had said that realGDP growth would be 10-10.5per cent in the next fiscal.

"Our revenue figure is under-stated not overstated. We havetaken nominal GDP at 14.4 percent and revenue growth at 16.7per cent. So, the buoyancy isonly 1.16. We are hopeful wewill get more than this. We willdefinitely be within 6.8 per centand could be lower also," Bajajhad said.
