William Shakespeare AGENCY NEW DELHI, JUL 29 Prime Minister Narendra Modi on Monday released the All India Tiger Estimation Report 2018 and said the country has emerged as of one of the biggest and safest habitats for tigers in the world. The tiger population in the coun- try has grown from 1,411 in 2006 to 2,967 in 2019, according to the re- port. "With around 3,000 tigers, India has emerged as of one of the biggest and safest habitats for them in world," Modi said as he lauded all the stakeholders involved in the country's tiger conservation exercise. "Nine long years ago, it was de- cided in St. Petersburg (Russia) that the target of doubling the tiger popu- lation would be 2022. We in India completed this target four years in advance. This is the finest example of Sankalp Se siddhi (Attainment through Resolve)," he said. He invoked two Bollywood movie titles to emphasise the need to expand and strengthen tiger conser- vation efforts. The story of protecting tigers that started with "Ek Tha Tiger" (there was once a tiger) and reached "Tiger Zinda Hai" (the tiger is alive) should not end there, he said, efforts towards conservation should be expanded and sped up. The PM said that the de- velopment versus environment con- servation debate will continue with both sides suggesting as if these are mutually exclusive, but it was possi- ble to strike a healthy balance be- tween the two. The bill also has a pro- vision for making national standards in medical edu- cation uniform by propos- ing that the final year MBBS exam be treated as an entrance test for PG and a screening test for stu- dents who graduate in medicine from foreign countries. This exam, called the National Exit Test (NEXT), would ensure that the proposed National Medical Commission (NMC) moves away from a system of repeated in- spections of infrastructure and to focus on outcomes rather than processes, Union Health Minister Harsh Vardhan said. Opposition members objected to provisions like exit exam and replacing elected members with nominated members in the proposed commission. They alleged that the legis- lation was against the spir- it of federalism. It is like "throwing the baby with the bathwater... the cure seems to be worst than the disease," Con- gress' Manish Tewari said during the debate and claimed the bill would end up legalising capitation fee. However, Vardhan al- layed the apprehensions saying genuine concerns over the Bill have been ad- dressed. LS okays Medical Commission Bill SBI cuts interest rates on various tenors of deposits NEW DELHI: The State Bank of India (SBI) has slashed deposit rates on various tenors, citing surplus liquidity and falling inter- est rate scenario. Interest rates have been reduced by 50-75 basis points (bps) for time deposits with shorter tenors of up to 179 days, SBI said in a statement on Monday. For time deposits with longer tenors, there is a reduction of up to 20 bps in the retail segment and 35 bps in the bulk segment, it said. The country’s largest lender has also cut deposit rates on bulk de- posits of Rs 2 crore and above. The new rates will be effective from August 1, 2019, the bank said. AGENCY BENGALURU, JUL 29 The three-day old BJP government in Kar- nataka headed by B S Yediyurappa on Mon- day proved its majority in the truncated state Assembly winning the confidence mo- tion by a voice vote in a smooth affair. Assembly Speaker K R Ramesh Kumar announced his resignation soon after Yediyurappa won the trust vote in a process lasting less than an hour after the House met. With the BJP comfortably placed in the numbers game after the disqualification of 17 rebel MLAs that reduced the effective strength of the House, the opposition Con- gress and JDS did not press for division. The Speaker declared that the one-line motion expressing confidence in the Min- istry headed by Yediyurappa had been adopted by the House. On the eve of the trust vote, Kumar had disqualified 11 Congress MLAs and three JDS lawmakers till the end of the current term of the House in 2023, in addition to three earlier, bringing down the majority mark to 105, equivalent of the current strength of 105 of the BJP, which also en- joyed the support of an Independent. The Congress has 66 members, JDS 34, the Speaker one (who has a casting vote in case of a tie) and one expelled BSP member who was thrown out of the party for violat- ing its directive to support the H D Ku- maraswamy government during the trust vote on July 23. The Speaker's action on Sunday had come as a big relief to the BJP which emerged triumphant as expected. As was also expected, the Speaker announced his resignation after a 14-month long tenure in office, amid reports that the BJP was mulling moving a no-confidence motion against him. The other accused were identified as Manoj Singh Senger, the MLA's brother, Vinod Mishra, Haripal Singh, Naveen Singh, Ko- mal Singh, Arun Singh, Amande Singh, Rinku Singh and Advocate Awad- hesh Singh. The FIR was lodged at the Gurubuxganj police sta- tion under various sections of the Indian Penal Code. It was registered on a complaint filed by Mahesh Singh, uncle of the of rape victim. Meanwhile, Mahesh Singh, uncle of the rape vic- tim who is presently lodged in Rae Bareli jail has sought a 72 hours parole for attend- ing the cremation of his wife, who was killed in the accident. CBI is already investigating the rape case in which BJP MLA Kuldeep Singh Senger is in jail after the agency chargesheeted him in the rape case. UP government is reported to have informed about the accident of the rape victim to the CBI and had announced to bear all cost of the medical treatment to the victim and her lawyer injured in the accident in Rae Bareli on Sunday in which the victim's two aunts were killed. The rape victim and her lawyer are on life support at the Trau- ma centre and doctors attending them said they are critical. Pensioners to hold dharna on Aug 22 C B SINGH CHANDIGARH, JULY 29 Annoyed with autocratic decision of Employees Provident Fund Organisation (EPFO) of Chandigarh, members of the Joint Action Committee of the Boards, Corporation and oth- er private organization at its meeting have decided to hold a protest dharna before its office in Sector 17 office on August 22 in protest against non-releasing of revised pension. This decided was taken at a meeting held at Udyog Bhawan recently under the chairmanship of Kashmir Singh and it was conveyed to EPFO of Chandigarh. Interestingly, some of pen- sioners have already deposited the amount ranging between 5 to 6 lakh sought by EPFO after taking loan at higher rate of inter- est in the first week of May but no pension has been released so far. From second week of May, EPFO rejected to take draft as sought on one excuse or the other. A senior official of EPFO seeking anonymity said that this step has been taken following direction of head office without divulging any valid reason that led to harassment to pensioners. AGENCY NEW DELHI, JULY 29 Boosting its capabilities in beyond visu- al range warfare, India has signed a deal worth around Rs 1,500 crore to acquire R-27 air-to-air missiles from Russia to be equipped on the Su-30MKI combat air- craft. "A contract has been signed with Russia for the acquisition of R-27 air-to- air missile to be fitted on the Su-30MKI combat aircraft fleet of the Indian Air Force," government sources told ANI here. The Russian missiles with an ex- tended range would give an added capa- bility to the Sukhois to take on enemy aircraft at long ranges, they said. The missiles have been acquired un- der 10-I projects which mandate the three services to maintain critical weapon sys- tems and spares for a specified minimum period, which is known as War Wastage Reserve (WWR). The R-27 missile is a medium-to-long-range air-to-air missile developed by Russia for its MiG and Sukhoi series of fighter jets. In the last 50 days, the Indian Air Force (IAF) has signed deals worth over Rs 7,600 crore for acquiring equipment under emer- gency requirements approved by the De- fence Ministry. The IAF has spent around Rs 7,600 crore in procuring missiles such as the Spice-2000, Strum Ataka ATGMs and a large number of spares under the emergency procurement route. After the Pulwama attack, the Central government had given emergency powers to the three services to buy whatever equipment is re- quired by them for safeguarding the bor- ders with Pakistan. Under the powers given, the security forces can buy the equipment of their choice within three months at the cost of up to Rs 300 crore per case. The emergency powers were given to the forces within a few weeks af- ter the Pulwama attack in which 44 CRPF personnel were killed . Annoyed with autocratic decision of Employees ProvidentFund Organisation (EPFO) of Chandigarh, members of theJoint Action Committee of the Boards, Corporation and oth-er private organization at its meeting have decided to hold aprotest dharna before its office in Sector 17 office on August22 in protest against non-releasing of revised pension.

This decided was taken at a meeting held at Udyog Bhawanrecently under the chairmanship of Kashmir Singh and it wasconveyed to EPFO of Chandigarh. Interestingly, some of pen-sioners have already deposited the amount ranging between 5 to6 lakh sought by EPFO after taking loan at higher rate of inter-est in the first week of May but no pension has been released sofar. A senior official of EPFOseeking anonymity said that this step has been taken followingdirection of head office without divulging any valid reason thatled to harassment to pensioners.

Boosting its capabilities in beyond visu-al range warfare, India has signed a dealworth around Rs 1,500 crore to acquireR-27 air-to-air missiles from Russia to beequipped on the Su-30MKI combat air-craft.

"A contract has been signed withRussia for the acquisition of R-27 air-to-air missile to be fitted on the Su-30MKIcombat aircraft fleet of the Indian AirForce," government sources told ANIhere. The Russian missiles with an ex-tended range would give an added capa-

bility to the Sukhois to take on enemyaircraft at long ranges, they said.

The missiles have been acquired un-der 10-I projects which mandate the threeservices to maintain critical weapon sys-tems and spares for a specified minimumperiod, which is known as War WastageReserve (WWR). The R-27 missile is amedium-to-long-range air-to-air missiledeveloped by Russia for its MiG andSukhoi series of fighter jets. In the last 50days, the Indian Air Force (IAF) hassigned deals worth over Rs 7,600 crorefor acquiring equipment under emer-gency requirements approved by the De-fence Ministry. The IAF has spent around

Rs 7,600 crore in procuring missiles suchas the Spice-2000, Strum Ataka ATGMsand a large number of spares under theemergency procurement route. After thePulwama attack, the Central governmenthad given emergency powers to the threeservices to buy whatever equipment is re-quired by them for safeguarding the bor-ders with Pakistan. Under the powersgiven, the security forces can buy theequipment of their choice within threemonths at the cost of up to Rs 300 croreper case. The emergency powers weregiven to the forces within a few weeks af-ter the Pulwama attack in which 44CRPF personnel were killed .

"The chief accused in the woman Asha Rani's murder is a man named Shub-ham. He was involved in a love affair with Asha. Later, Shubham got involved withanother girl Simran. Shubham and Simran planned Asha's murder with two of theirfriends," Kulbhushan, Deputy Superintendent of Police said.

Under a special anti-narcotic drive,police has seized huge quantity ofdrugs worth crores of rupees duringlast eight months period in districtSirsa, a spokesman of police depart-ment said on Monday.

During the past eight months, 305cases were registered and 521 peoplearrested on the charge of possessingdrugs in the district.

Giving details of the seizure, thespokesperson said that large quantityof narcotics including more than4.764kg heroin, 15.99 kg opium, over1737 kg of chura post and doda post,6 kg 200 gram of ganja 2,56,332 re-stricted pharma pills, 86,080 restrict-ed capsules were seized from the pos-session of arrested accused during thisperiod.

A drug addict was arrested for allegedly thrashing andsexually assaulting a 73-year-old woman in the city onSunday night, police said on Monday.

A drug addict youth, resident of Panjokhra villagenear here, entered the house of the woman at around2100 hrs where she was alone a her son and other fam-ily members had gone out to meet relatives. The youth

in inebriate state first asked the old woman to handover cash and jewellery. When the lady refused tooblige him to give money and ornaments, he startedbeating and assaulted her sexually. The neighbourerscame to her rescue when the old woman raised alarm.They took the victim to the civil hospital where she wasadmitted for treatment.

The youth was arrested after registering the sexualassault case. Medical examination was got done afterhe was remanded in police custody.

In the past 15 days they have taken 28 theory and 18 practical classes for topics rangedfrom production to processing of milk, fermented milk, ice cream, cheddar and processedcheese, product utilization, chemical and microbiological testing, milk and milk productsloses, sensory evaluation, basics of milk collection, utility management , clean milk pro-duction and conservation techniques, animal breeding and disease management.

They also visited Embassy to talk about possible collaboration between two countriesfor milk production and processing. Death sentence of rapeconvicts mitigated byMumbai courtMUMBAI: The Bombay High Court onMonday commuted the deathsentence of two rape convicts into lifeimprisonment. The court converted thecapital punishment of PurushottamBorate and Pradeep Kokate citingunprecedented delay in theirexecution. The two men wereconvicted in March 2012 for rape andmurder of a BPO employee in Pune inNovember 2007. Both the convicts,however, filed petitions and sought astay from the High Court on thegrounds that there had been anunprecedented delay in deciding ontheir mercy petitions as well as theissuance of warrants for the executionof the death penalty. A death warrantissued for June 24 was stayed by theHigh Court after hearing the petition ofthe two convicts last month.

The Jharkhand unit of the BahujanSamaj Party (BSP) on Mondaydismissed its lone MLA KushwahaShivpujan Mehta on alleged anti-partyactivities, a party leader said.

Mehta has also been accused ofneglecting his constituency,Hussainabad, in Palamu district, hesaid. The legislator, however, dismissedthe allegations and said he was yet toany intimation in this regard. "Theparty has dismissed KushwahaShivpujan Mehta for anti-partyactivities and indiscipline," BSP'sJharkhand in- charge Chhachu Ramtold PTI.

Subal Das, the state unit chief of theBSP, said Mehta did not devote anytime to his constituency, and "whenpeople complained, he resorted todrama by resigning from themembership of the Assembly".

Mehta had on July 26 submitted hisresignation to Speaker Dinesh Oraon,alleging that problems in his

constituency have not been solveddespite raising them in the Assemblymultiple times in the last four-and-a-half years.

The speaker had rejected hisresignation, saying his decision to quitthe House was taken in haste.

Das said that Kushwaha had notinformed party's national presidentMayawati or Chhachu Ram about hisdecision. SC adjourns till Aug 2 hearing on Mallya'splea against confiscation of properties

businessman has submittedthat no properties other thanthose related to KingfisherAirlines, which is facingcases of allegedirregularities, should beattached.

On July 11, the BombayHigh court had dismissedMallya's petition seeking astay on the procedure for the

confiscation of his propertiesby a government agency.

On January 5 this year, aspecial PMLA court haddeclared Mallya a fugitiveeconomic offender anddirected that the properties ofthe 63-year-old beconfiscated.

Mallya had fled India onMarch 2016 and has beenliving in the United Kingdomsince then.

Earlier this month, TheRoyal Courts of Justice hadgranted permission to Mallyato appeal against the UKHome Secretary's orderextraditing him to India toface trial on charges of fraudand money laundering to thetune of Rs 9,000 crore.

Afurther twist has been given to the sordid Karnatakadrama by the Speaker’s action of disqualifying all 17rebel MLAs who quit the Assembly or intended to de-

fect to bolster the BJP’s bid to topple the H.D. Kumaraswamygovernment and form one under B.S. Yediyurappa. SpeakerK.R. Ramesh has been in the spotlight during the entireepisode. Irrespective of whether his actions were correct ornot under the Constitution and all such actions are subject tojudicial review, the fact is the Speaker has upheld the spirit ofanti-defection. Most defections in the history of independentIndia’s legislatures are inspired by mercenary causes morethan ideological grounds. The trust vote arithmetic is left tothe House floor, where it will be tested today, but many of theSpeaker’s steps were praiseworthy.

The Speaker upheld the powers of all presiding officersby ignoring the deadlines sought to be thrust, first by theSupreme Court and then by the governor, who was acting ab-surdly beyond his powers in issuing deadline diktats by thehour. At one point, he told the ruling coalition to hurry upwith the trust vote, which it lost. The Speaker has stood up forthe supremacy of presiding officers. In resisting all attemptsto impose conditions on how a Speaker should conduct him-self on the tricky question of resignations, genuine or other-wise, Mr Ramesh has scored points in favour of managing thelegislature. It is a different matter that he should now volun-tarily give up his post, given that a new government is inplace, which intends to bring a vote of no-confidence againsthim. To uphold the highest traditions of Parliament and theAssemblies, the Speaker must step down after supervising thetrust vote on Monday.

The goings-on during the Karnataka imbroglio of a gov-ernment change were not a great endorsement of the anti-de-fection laws in place since 1985. What this drama brought tothe spotlight was the battle between the traditional whip sys-tem of democracy and the mercenary and cynical acts of de-fections and resignations going against the will of the people.Nothing is cast in stone, and there cannot be a bar on a legis-lator wishing to resign or opting out of the party throughwhich he was elected. But for him to do so only to gain some-thing by way of an office of a minister or perquisites of beingchairman of a government body goes against the very grainof democracy and the people’s vote. The question that arisesnow is whether we should do away with the anti-defectionlaw, which militates against an individual legislator but al-lows a large group of them to cross the floor with impunity.There are some basic issues to be addressed if we are to moveaway from the era of mass defections engineered to deny thewill of the people.

Unfortunately, Asia isnot a region synonymouswith gender equality.

Societal and culturalnorms mean that women arepressured or feel that it'stheir obligation to relinquishtheir careers to take on fami-ly responsibilities after a fewyears in the workforce.

Thus, it is not with sur-prise that Indian cities Ben-galuru and Delhi wereranked 43rd (seventh in Asia)and 50th (tenth in Asia) re-spectively in the latest DellWomen Entrepreneur CitiesIndex published earlier thismonth. In fact, no Asian cityfeature in the top twenty.Singapore at 21st is numberone amongst Asian cities.North America has the great-

est number of cities in theyear's top 10, with a total ofseven, followed by Europe,which had three. Cities inLatin America and the Mid-dle East didn't make it intothe top half. In the studysponsored by Dell and con-ducted by London-basedglobal information provider,IHS Markit, San FranciscoBay Area emerged the topcity overtaking its Easternseaboard rival, New York toclaim first place from thesecond place it gained in2017 when the survey waslast conducted. It scored 63.7points, marginally above the62.9 set by New York in2017. The medium scoreacross the 50 cities in 2019was 40.3compared with39.3in 2017.

CNBC that while all citiesrecorded improvementssince the 2017 benchmark in-dex, she noted that all werestill well below the 100 mark-the total achievable score -and showed plenty of roomfor progress.

The Dell Women Entre-preneur Cities Index meas-ures a city's ability to attractand support high potentialwomen entrepreneurs. The50 cities were chosen fortheir reputation as estab-lished or emerging hubs ofinnovation and entrepreneur-ship and their geographicaldiversity.

The index is constructedusing five "pillars" - market,talent, capital, culture andtechnology - as well as 2 en-vironments and four weight-ing criteria. Almost all thepillars consist of a policysub-category to capture im-

portant policies that help lev-el the playing field forwomen entrepreneurs. Gen-erally, the majority of thecities have made improve-ments in many of the rankingcriteria with Delhi achievinga global rank of 26th in termsof overall improvementsmade. More specifically, thebottom 10 cities madeprogress in the market, capi-tal and talent but slipped inculture and technology. Theyhave also improved in termsof the increasing availabilityof funding to women entre-preneurs. In addition, thebottom 10 have also im-proved in terms of represen-tation of women on corporateboards. Overall, 37 cities outof the 50 surveyed have in-creased the representation ofwomen on their corporateboards. That Paris performsthe best in this metric with 44

per cent representation is be-cause France mandates thatall corporate boards musthave 40 per cent women rep-resentation. However, thereare still lots of room for im-provement in the area ofwomen representation in thelegislature. The bottom 10cities have a relatively lowrepresentation of 19 per cent.The top ten are also not do-ing particularly well in thisregard at 36 per cent.

A World Bank featurepublished on InternationalWomen's Day this year quot-ed the statistic that althoughwomen make up 48 per centof the Indian population,they have not benefittedequally from India's rapideconomic growth. Anotherstatistic quoted is that 65 percent of women is literate ascompared to 80 per cent of

men. Furthermore, India hasamongst the lowest femalelabour force participationrates in the world. Less thana third of women - 15 yearsor older - are working or ac-tively looking for a job.

One of the projects thatthe World Bank is involvedin to help Indian women en-trepreneurs is in launching alivelihood bond togetherwith UN Women and theSmall Industries Develop-ment Bank of India. Thishelps individual women en-trepreneurs to take up smallloans at reasonable interestrates in order to set up orscale-up their own enterpris-es. Most certainly womenentrepreneurs in India arebetter off today than theywere in the past but muchmore can be done to helpthem achieve equality.

The Afghan peaceprocess has entered acrucial phase, making it

even trickier for Pakistan. Asmany had anticipated,Afghanistan remained themain point of deliberationsheld between the Pakistaniand US leaderships in Wash-ington D.C. last week. PrimeMinister Imran Khan haspledged to pursue the AfghanTaliban leadership to initiatetalks with the Afghan govern-ment.

During the Prime Minis-ter’s visit, most US leadersand officials acknowledgedand appreciated Pakistan’srole in bringing the AfghanTaliban to the table for talks.The US administration didn’t

use the mantra of “do more”this time, but politely request-ed Pakistan to continue play-ing a constructive role in theAfghan peace process. Pak-istan’s leadership categorical-ly agreed to take up the task.On the other hand, the Talibanhave also indicated that theywill accept the invitation ofmeeting the Pakistani PrimeMinister. The meeting will in-dicate how much influencePakistan still has over the Tal-iban. So far, the Taliban’s po-sition on the option of directtalks with the government ofPresident Ashraf Ghani hasremained stiff. However, theyhad indicated that if their ne-gotiations with the US suc-ceed, they would then initiate

negotiations with otherAfghan stakeholders includ-ing the Afghan government.Yet it remains to be seenwhether or not they changetheir position on initiating aseparate talks channel withKabul. Vexed sovereign issues: What isthe fuss about?

The Union Budget pro-posal for a SovereignBond by India in the in-

Note that another “proba-ble” receipt of dividends/sur-plus from the RBI, other na-tionalised banks and otherpublicly owned financial in-stitutions, the governmenthad no qualms in budgetingfor a receipt of Rs 1.06 trillion— 43 per cent higher than in

the previous year at Rs 0.74trillion. This matter remainsunresolved, though the BimalJalan Committee has com-pleted its job.

Clearly, the external bor-rowing was never neither se-riously proposed nor dis-cussed as a budgetary input.Divergence of the budgetaryestimates from ground reali-ties has pointed out earlieralso by the commentariat.The chief economic adviserand the finance secretary usedwildly different data for taxreceipts in the past year — theEconomic Survey, appropri-ately, relied on the most re-cent “provisional actual” datagenerated by the ControllerGeneral of Accounts — thegovernment’s accountant.The Budget used the olderand more optimistic “revisedestimates”. Both the Econom-ic Survey and the Budget aretabled in Parliament by the fi-

nance minister. This became amajor embarrassment but wasglossed over, it being themaiden Budget of NirmalaSitharaman and the lack ofchutzpah amongst the wiltedranks of the Opposition in theLok Sabha.

Economist Rathin Roy,director of the NIPFP, a gov-ernment think tank, has sincethe Budget been the foremostpublic critic of abandoningthe earlier, veiled approach toforeign borrowing. The issueis complex. India is not cur-rently short on foreign ex-change to meet its externalobligations, so why borrowexternally is one argument.Our “strong INR” policypushes the Reserve Bank tomaintain high forex reservesso that it can sell US dollarsas required, to guard the INRagainst temporary forexvolatility. Increasing externaldebt binds us into the same

corner as does importing 75per cent of our petroleum re-quirements. Keeping the INRartificially strong reduces theburden that a realistically de-preciated INR would other-wise impose on our fiscal sta-bility via higher inflation andhigher fiscal stress. In thecase of external debt, INR de-preciation on account of infla-tion differentials can vitiatethe logic of foreign debt beingavailable at low interest rates.The cost of the government’sdomestic borrowing is around6.5 per cent. An INR weaken-ing by just four per cent peryear can quickly wither thenominal interest differential.

But just as surely, wecould hope for higher exportsand lower non-oil imports. Adepreciating INR wouldstrengthen the competitive-ness of our domestic manu-facturers versus imports andlower the overseas landedcost of our exports.

investment is the expectationthat the RBI is likely to re-duce the repo rate by another0.50 per cent to 5.25 per centby the end of FY 2019-20,over the 0.75 per cent reduc-tion already effected, sincegovernor Shaktikanta Dastook office.

PNB Housing Finance Limitedsaid on Monday it has raised 100million dollars (about Rs 690crore) from International FinanceCorporation, a member of theWorld Bank Group, for on-lendingto buyers in affordable housingprojects. The investment was madeunder the Reserve Bank of India's(RBI's) automatic route in therevamped external commercialborrowings (ECBs) framework.

India needs to build 1.1 crorehomes in the affordable segment.At an average of 4.6 people perhousehold, the 1.1 crore units gapimplies that nearly five crorepeople do not have adequatehousing.

"We express our gratitude toIFC for their continuous supportand trust in the company'soperations and overall robustness,"said Sanjaya Gupta, ManagingDirector of PNB Housing FinanceLtd. "The fully-hedged facility has

come at a landed cost that is muchlower than the domestic pricing forsimilar tenures. Raising of ECBunder the present marketenvironment and that too from amultilateral financial institutionlike the IFC demonstrates thestrength of PNB HFL and the faithof the lending community in thesector," he said in a statement.

"The line of credit will notonly enhance the liquidity but will

further balance our long-term assetliability management position asthe facility is for five years," Guptasaid. This is the first ECBdisbursement during the currentfinancial year under the RBIautomatic route. Several otherECB proposals are in the pipeline.

At least four people have been confirmedkilled and at least 11 others have sufferedinjuries in a shooting at a food festival inCalifornia on Sunday. One suspect shooterwas among those killed, police said.

Police have termed as "still active" thescene of shooing. The three- day GarlicFestival in Gilroy was slated to end onSunday. Toll in terror attack onSaleh office rises to 20

The death toll in the terrorattack of Kabul that targetedthe office of VicePresidential candidateAmrullah Saleh has mountedto 20, announced AfghanInterior Ministry on Monday.The explosion took place atShaheed Circle in Kabul'sPolice District 4 (PD4) ataround 4.40 pm (local time)on Sunday, reported ToloNews. The attack, whichcontinued for six hours, left50 others injured. Atleast 16people were civilians amongkilled. The complex attackwas carried out by atleastfour terrorists. It was startedwith a car bombing. Salehwas in the office at the timeof the attack and wasimmediately evacuated.

The attack ended ataround 11 pm on Sundaynight and all four attackerswere gunned down.

President Ashraf Ghanion Monday visited theresidence of Saleh.

The incident wascondemned by India,Pakistan, the United Nationsand the Afghan government.

Condemning the attack,Ministry of External Affairssaid: "India stronglycondemns the terrorist attackin Kabul today in which anumber of innocent Afghanswere killed. India expressesits deepest condolences withthe families of the deceased."

"This dastardly attackwas also aimed atundermining theconstitutional anddemocratic processes andinstitutions in Afghanistan.India stands in solidarity withthe Government and thepeople of Afghanistan intheir efforts to achieveenduring peace, security andstability in Afghanistan," thestatement read.
