The task of executing the mission, named "Swachh Survekshan", has been entrusted with the Quality Council of India, and will cover all state capitals and 53 other cities, involving three streams of data collection - citizen feedback, municipality self-evaluation and independ- ent assessment. "Swachh Survekshan is the very first survey commissioned by us since the launch of Swachh Bharat Mission on October 2, 2014," said Praveen Prakash, mission director and joint sec- retary in Ministry of Urban Dev. ously foster a spirit of healthy competition

between the cities," said Adil Zainulbhai, chair-

man of the quality council.

"The success of Swachh Survekshan

depends on the involvement of the municipali-

ties and citizens of 75 cities. The Quality

Council of India invites involvement of citizens

and municipalities to make this survey a suc-

cess."

across 476 cities before the launch of the mis-

sion. This will be tallied with the latest round

the Raj Bhawan on the Government

was not ready to take oath as the

Chief Minister of J&K until ‘congre-

gational fateha’ of her father was per-

formed. PDP veteran leader and Lok

Sabha member from Baramulla,

Muzaffar Hussain Beigh also said

that human sentiments have more

weightage than politics and no one

can force Mehbooba to take oath at

this time even if it means imposition

of Governor’s Rule in the State for a

brief spell.

“It is a question of humanity.

Mehbooba and her family members

including two daughters are in deep

shock. How can we approach her and

ask her to take oath? This will be

selfishness as she had lost her

beloved father,” Beigh said. While

BJP was more or less expected to

retain its team, which was part of

Mufti Sayeed’s Council of Ministry,

it was up to Mehbooba whether she

goes with the same team or make

some changes in the Ministry. Mufti

Sayeed had on, March 1, 2015, while

taking oath as the Chief Minister

sworn-in all 24 Ministers with him.

As per the Constitutional provisions,

J&K can have maximum of 25

Ministers including the Chief

Minister.

In the Mufti Sayeed Ministry, the

BJP had only 10 Ministers as against

PDP’s 15. BJP had seven Cabinet

Ministers and three Ministers of

State while PDP had 12 Cabinet

Ministers and three Ministers of

State. There was an opinion in the

BJP that they should take some cor-

rective measures to seek more pres-

ence in the Cabinet and gain addi-

tional portfolios.

However, the BJP would take up

this issue with the PDP only after

talks between the two parties after

Sunday. BJP leaders maintained that

a final call on the Government for-

mation will be taken by the Central

high command. “There was broad

consensus among the BJP leaders

that the PDP was their preferred part-

ner and present arrangement with the

party shall continue. However, for-

mal talks would start only after

Monday,” party leaders said. The

issue figured in the BJP meeting held

at Srinagar today, which was attend-

Government with the help of some

Two killed, one injured

spot and another was injured when a truck

The deceased have been identified as Pawan

South Kashmir’s Pulwama

deployed across the Town

strength to prevent protests.

The security personnel

enforced the restrictions strict-

ly throughout the day and

restricted the movement of

civilians.

Town, which were not placed

under the restrictions,

observed the shutdown for the

10th straight day over the

demand of installing militant

insignia at ‘Shaheed Park’ in

the Main Town. The District

Administration has refused the

permission for the installation

of the insignia but the people

adamant on their demand. The

urged the administration to

allow them to install the

insignia. Even as the situation

remained peaceful in majority

of areas but violent clashes

between police and protesters

broke out at Prichoo after

Friday prayers. Police lobbed

teargas shells to disperse the

Later, the protesters started

heavy stone-pelting on securi-

ty forces who responded by

DDC Rajouri reviews progress under NFSARajouri, Jan. 9 : District

Development Commissioner,

Rajouri, Shabir Ahmed Bhat today

held a detailed review of the

progress of implementation of

National Food Security Act (NFSA)

informed that the target of 3,66,000

adhering to laid down procedures to

ensure that forms received be

checked properly through Tehsil

level committees besides asking

check each form to avoid duplica-

tion of the same at Tehsil level.

He instructed the field staff to

expedite the whole process so as to

ensure coverage of overall popula-

tion under NFSA.

Lot of chaos and confusion prevailed

among the Government Medical College

Hospital staff and attendants of patients when

all of a sudden fire broke out in the first floor

corridors of the hospital here last night.

Reason of the fire has not yet been estab-

lished. However, it is believed that someone

might have carelessly thrown cigarette bit in

corridor near old storage of the hospital where

unserviceable store items were stocked. Later

air blowing in the passage might have

changed moldering fire in to the flames.

Though exact cause of fire has not yet been

established but people visiting the hospital are

still frightened. According to reports fire

started at about 8.30 p.m. and when members

of the private security guards posted at the

hospital failed to douse rising flames, fire ten-

ders from Gandhinagar and city areas were

summoned and flames were extinguished.

Meanwhile, patients and their attendants

remained in the state of unnerve According to

sources firefighting equipment purchased and

stocked in hospital to meet such exigencies

did not work and hospital staff in pell-mell

could not decided what to do.

Fire incidences are becoming common in

government/ public run institutions/establish-

ments in Jammu and Kashmir State but no

solid action or proposal is in sight to put end

to this sudden break of the fire. Recently on

1st of January this year devastating fire broke

out in the tunnel project near Ramban in

which ten persons belonging to the labor

community were charred to death. On 21st of

October last year G. R .books, hospital tickets

and important relevant record of Government

District Hospital Anantnag was reduced to

ashes in fire that unexpectedly broke out in

the hospital. On December 14, 2013 fire cases

were reported in Maternity Hospital Lal

Chowk, and Bone and Joint Hospital Barzulla

Srinagar.

Even thought after occurrence of the every

fire incidence departmental committees of

senior officers are constituted to look into the

causes of the fire in which articles worth sev-

eral crores of rupees are reduced to ashes. In

many cases cause of the fire has been report-

ed negligence of the staff or the persons on

duty or the electric short circle. No govern-

ment/public institution has ever been reported

to pinpoint carelessness of a particular per-

sons working in the institution. In fact all

heads of the institutions have insured their

business establishments and are slapdash of

the losses their institution suffers. The key

question that remains is the accumulative loss

that the nation suffers. In some cases com-

missions of inquiries are constituted but no

tangible results come out. It is the matter of

the serious concern for all of us.

Even though government have constituted

fire extinguishing departments and equipped

these with necessary firefighting staff and fire

tender vans still these are not enough. It

should be mandatory upon every govern-

ment/private official to get the civil defense

training and firefighting measures should be

the major part of their training.

Khawalailung village: A Mizo ‘role

model’ of Peace and Development Nirendra Dev

Good Samaritan initiatives from

the governments especially in the

context of North East India are

often not publicized well in the national

media. Generally, the debate ends up

either about violence in the north east or

about certain ‘Developmental and Peace’

initiatives undertaken by the government

departments and official agencies from

time to time. But many good things keep

happening. Mizoram has left behind the

troubled days of insurgency way back in

1986. Mizos are known for their hard

working qualities and pragmatism in

undertaking developmental works and

education.

In fact, it would not be erroneous to

say that to the natives of Mizoram,

‘development and peace’ are not mere

philosophical or ideological concepts.

These are no mere wishful thinking too.

Leaving bad old days of insurgency

behind, the Mizos believe these two traits

suit their society today and are key step-

ping stones to a good life.

On 25th October 2015 ‘Mann-ki-

Baat’ radio programme through All India

Radio, when the Prime Minister

Narendra Modi took the name of the hith-

erto little known Mizoram’s

Khawalailung village from the remote

Champai district, most Mizos were

impressed. Almost the entire state echoed

in one tone ‘kalaw mein’ (Thank You in

Mizo language) to the Prime Minister Sh.

Most Mizo villages are community

maintained, disciplined and clean.

Visitors are often stunned to witness the

kind of self-governing mechanism, even

symbolism and perfectionist methods are

maintained on the movement of dogs,

cattle and chickens in these villages.

Community and voluntary works are held

to clean the village frequently, butchering

of animals and selling meat on roadsides

are banned and animals are slaughtered

only in an appointed slaughter house and

meat -- staple food of the natives are sold

only in a designated meat market. There

are also segregated areas for selling fish.

Cleanliness of villages across

Mizoram, across northeastern India and

the rest of India is also part of an ambi-

tious national programme being under-

taken under Swachh Bharat Abhiyan. It’s

a national campaign launched by the

Prime Minister Sh. Narendra Modi on

October 2, 2014. Speaking on the solemn

occasion, it is worthwhile to recall that

the Prime Minister had said the best

memorial to Mahatma Gandhi would be

to achieve a ‘Clean India’ by 2019, the

150th birth anniversary of the Father of

the Nation. Certainly it is India's biggest

ever cleanliness drive and 3 million gov-

ernment employees and school and col-

lege students of India participated in the

event.

The ambitious Swachh Bharat

Abhiyan also called Clean India Mission

incorporates a few structured objectives

like – Elimination of open defecation by

constructing toilets for households and

communities, Eradicating manual scav-

enging, Introducing modern and scientif-

ic municipal solid waste management

practices, and importantly enabling pri-

vate sector participation in the sanitation

sector and also changing people’s atti-

tudes to sanitation and create awareness.

The program was envisaged with plans to

construct at least 12 crore toilets in rural

India including for girl students in

schools by October 2019 at a projected

cost of Rs 1.96 lakh crore or US$ 30 bil-

lion.

Now the village Khawalailung will be

perhaps in a position to be showcased as

a model village under both National

Clean Mission and also Sansad Adarsh

Gram Yozana. The village was adopted

by Mizoram’s only Lok Sabha member C

L Ruala under Adarsh Gram Yojana. The

new Adarsh Gram Yojana is a Rural

Development programme, broadly focus-

ing upon the development in the villages

which includes social development, cul-

tural development and spread motivation

among the people on social mobilization

of the village community. This pro-

gramme was also launched by the on the

birth anniversary of Jayaprakash Narayan

on 11 October, 2014.

To start with, one vital statistics about

the village Khawlailung is that the ham-

let has higher literacy rate compared to

the state’s (Mizoram) own records. In

2011, literacy rate of Khawlailung village

was 95.05 per cent compared to 91.33 per

cent of Mizoram.

In Khawlailung Male literacy stood at

97.01 per cent while female literacy rate

was 93.10 per cent.

Under the ‘model village’ or Adarsh

Gram programme, Khawlailung village

with a population of 520 villagers has

already taken important initiatives, like a

Joint Action Committee (JAC) was con-

stituted in the village to check the men-

ace of drugs and alcohol-related prob-

lems. Seminars on importance of cleanli-

ness were held many times in the village

and many sanitation groups were formed

to undertake practical work.

For projects under the aegis of

Agriculture sector, the village was also

benefitted with the grant of machines for

juicing surgarcane for 22 families

engaged in manufacture of molasses/raw

sugar (gur) at a highly subsidised rate.

Similarly, beneficiaries were identi-

fied and assistance provided under the

Integrated Wasteland Development

Project (IWDP) for construction of farm

pond and terrace. Under Rashtriya Krishi

Vikas Yozana (RKVY) families were also

identified and provided with one piglet

each. In fact, the list of good works in the

tiny village can go on.

But what needs to be appreciated and

in fact emulated is the pragmatic and

inherently hard working nature of the

Mizo people. If the villagers in other

northeastern states and more so in rural

areas in states like Jharkhand and

Chhattisgarh can emulate the Mizo peo-

ple, things can change a lot.

Originally a primordial economy,

Mizoram today represents a modern soci-

ety with higher rate of literacy, good

knowledge bank of English education

and quality works in cane works, hand-

loom and agriculture. Satisfied with the

series of developmental works carried

out in his state, the Late Laldenga, a for-

mer insurgent leader and a former Chief

Minister, had said once that a climate of

peace and stability in the state can bring

in magical results.

Truly, going by the spirit of the state-

ment, it is high time for the people of

the region to mobilise wider public

opinion against all sorts of violence

and bring about lasting peace in the north

east region.

Basaveshwara - a visionary of total revolution Dr. Basavaraj Sadar

It is evident that the

seeds of modern con-

cepts of ‘sarvodaya’

and ‘total revolution’ were

sowed in Karnataka, dur-

ing twelfth century itself

by the great revolutionary-

Basaveshwara. His practi-

cal approach and act of

establishment of ‘Kalyana

Rajya’ (Welfare state)

brought a new status

and position for all the

citizens of the society,

irrespective of class, caste

creed and sex. Thus the

main aim of Vachana

(poetry) movement, led by

Basaveshwara was wel-

fare of all. He proclaimed

this as- “Sakala jeevat-

marige lesu”(welfare of

all).

Being a born progres-

sive activist,

Basaveshwara revolted

against all the social evils

of the traditionalistic soci-

ety and brought a drastic

change in various facets.

We often talk about the

human rights in this twen-

ty-first century, but these

human rights were being

enjoyed by Sharanas

(Citizens of welfare socie-

ty) during 12th century

itself, because of the

Socialistic and

Democratic approach of

Basavanna .

Basaveshwara was

born in Bagevadi ( of

undivided Bijapur district

in Karnataka) during 1131

AD. His father was

Madarasa and

Madalambike was his

mother. They belonged to

Brahmin community. As a

religious tradition, he was

initiated with the holy

thread ‘janivara’ in

Upanayana, (thread cere-

mony) at the early age of

eight years. Basavanna

revolted against this tradi-

tion, cut threw his jani-

vara, left home and went

to Kudalasangama from

where he was educated in

all respects.

In the later stage, he

went to Kalyana, where

the Kalchuri king Bijjala

(1157-1167, AD) was rul-

ing. Because of his highly

intellectual personality, he

was appointed as a

karanika (Accountant) in

the initial stage, in the

court of king Bijjala and

later he became the Prime

minister of Bijjala after

proving his administrative

ability.

At this stage,

Basaveshwara looked

around the socio-econom-

ic status of the then socie-

ty, where most of the stat-

ic, superstitious and anti-

social elements were rul-

ing. There was much gap

between haves and have-

nots and rich people were

harassing the poor.

Untouchability was ram-

pant and sex discrimina-

tion made the lives of

women very pathetic.

Basavanna revolted

against all these evils and

he himself started practic-

ing the socialistic norms

to bring about drastic

change in the society.

Hence, he became the

guiding path to others in

bringing the change. He

scripted his practical

experiences in a novel

form of literature called

–Vachana (poetry). This

innovative literary form is

the main contribution of

“Sharanas” through

which they expressed their

revolutionary and

reformist ideology in a

very simple Kannada lan-

guage.

First of all Basavanna

tried to change the con-

cept of Temple which was

the main centre of various

types of harassments.

Priests and rich people

were exploiting the com-

mon folk in the name of

God and temple. Thus he

tried to convince the soci-

ety about the real god and

temple, which are within

and with us only. In one of

his vachana he says-

Rich build temples for

shiva

What can I a poor man

do?

My legs are the pillars

My body is temple

My head makes the

golden cupola

Oh, Lord kudala

sangama

The standing will perish

The moving will stay on.

By saying so,

Basaveshwara gave two

important and innovative

concepts called “ Sthavara

’’and “Jangama’’, the

meaning of which is

“Static’’ and ‘’Dynamic’’-

respectively. Both of these

concepts are the main

foundation stones of the

revolutionary ideology of

Basavanna. By ridiculing

the physical structure of

temple and God; which

are perishable, Basavanna

gave a new dimension to

the human body and soul

(inner spirit), by which the

self respect of all human

beings was boosted.

The firm and final goal

of Basavanna was to

establish a democratic set

up of society. Hence he

fought against all types of

inequalities which were

existing in the rigid socie-

ty at that time. He raised

his voice against untouch-

ability, which was in prac-

tice since ages. He not

only mingled and mixed

with untouchables but also

ate food with them at their

homes. This gave a new

courage to the downtrod-

den community to come

forward along with others.

Likewise Basavanna

brought the women folk to

the forefront of the society

and gave them courage to

sit along with men and to

express their inner feel-

ings along with pains.

Anubhavamantapa, which

was established by him

was a common forum for

all, including downtrod-

den, untouchables and

women to discuss about

the prevailing problems of

socio, economic and polit-

ical strata including reli-

gious and spiritual princi-

ples along with personal

problems. Hence it was an

open platform for all those

activists who involved

themselves in bringing a

radical change in the con-

temporary society. Thus

Anubhavamantapa was

the first and foremost

Parliament of India, where

Sharanas sat together and

discussed about the social-

istic principles of a

Democratic set up. All

those discussions of

Sharanas were written in

the form of Vachanas and

they form a dynamic type

of constitution where

Liberty, Equality and

Fraternity are the promi-

nent principles which are

aiming towards social jus-

tice and progress.

Basaveshwara gave

two more very important

socio-economic princi-

ples. They are- “Kayaka”

(Work-Divine work) and

“Dasoha” (Distrubution-

Equal distribution).

According to this, every

individual of the society

should take up the job of

his choice and perform it

with all sincerity. There is

no discrimination in voca-

tions. All members of the

society are labourers

(Kayakajeevigalu). Some

may be intellectual

labourers and others may

be manual labourers. Even

the Guru and Jangama,

who were treated as the

superiors of the society

also, must work. Kayaka

is not mere a work, but it

is the way of realising

God. It teaches the con-

cept of dignity of labour.

Ultimately the Work is

worship. Even the Kayaka

is equated with kailasa-

The Heaven. This concept

gave a new movement and

people of all walks of the

self in society building

money for the society and

poors. This concept is

called –“Dasoha”. Thus

by advocating this princi-

ple, Basaveshwara gave

the concept of equal distri-

bution of wealth to the

society. Hence, Kayaka

and Dasoha are the major

dynamic policies, which

were given by Basavanna

to the field of economics.

His contribution to the

judiciary is also notewor-

thy. All the social and

democratic principles of

Basavanna are based on

the legal provisions of the

Sharana constitution. For

an example we may see

one of his vachana-

per, do not detest others

Do not glorify yourself,

do not blame others

This alone is purity

within

This alone is purity

without

And this alone is the

way to please our lord

Kudalasangama.

This vachana of

Basavanna, which has

been written in 12th cen-

tury itself, is highlight-

ing the principles of

Indian penal code of our

present constitution.

Basaveshwara fought

movement, including

Mahatma Gandhi says- “It

has not been possible for

me to practice principles

of Basaveshwara which

he taught 800 years ago

and which he also prac-

ticed. I have adopted few

of them; I am yet to a

seeker in this aspect and

not an accomplished one.

Eradication of untoucha-

bility & dignity of labour

were among his core con-

cepts one does not find

even shade of castism in

him. Had he lived during

our times, he would have

been a saint worthy of

worship. If his followers

practice his precepts you

could uplift not just

Bharat but the world.” -

with his undaunted courageous spirit. Even after getting

Fire breaks out in GMC wardGY News Service

Jammu, Jan. 9 : A major fire

was averted today at

Government Medical College

and Hospital, Jammu, after fire

fighters swiftly doused a blaze

that broke out near Ward No 2

due to unknown reasons.

According to the reports, at

about 9 pm today the fire broke

out in the Corridor adjacent to

the Ward No 2 of the hospital,

where broken beds and used

mattresses, bed-sheets etc were

stored for disposal. Noticing

the flames, the panicked patients and

attendants informed the hospital

staff, who immediately called fire

tenders.

Till the fire tenders reached the

spot, the hospital staff swung into

action and tried their best to control

the fire by using fire extinguishers

installed in the hospital premises. In

the meantime, two fire tenders from

Fire Station Panjtirthi reached the

spot and the fire was controlled and

doused completely by the firemen

within 35-40 minutes.

According to Medical

Superintendent of the hospital, Dr

Ravinder Ratanpal, there was no

loss of life and property in the fire.

“Nobody was hurt in the fire, as our

alert staff restricted it to the corridor

only”, he added.

When asked what caused the fire,

he said that it is difficult to say but

prima facie it appears that the fire

broke out due to some piece of ignit-

ed cigarette or ‘beedi’ thrown by

aspects of “Organic Farming”,

Meet. The Organic Mission

Programme is to be carried out

collaboration with the State

Government of Sikkim.

Addressing the press con-

ference, Union Minister of

Welfare, Radha Mohan Singh

said that government is focus-

ing on “Organic Farming” in

Northeast and the 3-day

Organic Festival will give a

boost to this endeavor. By year

2025, he said, India will be

able to provide food for 150

crores of its population.

Referring to group insur-

ance, agriculture investment

and land lease investment as

his Ministry’s priority areas,

Radha Mohan Singh said, all

these different subjects will be

discussed in separate technical

sessions during the proposed

2-day conference. He also

referred to “Pradhan Mantri

Krishi Sinchayi Yojana”

(PMKSY) which envisages

“Har Khet Ko Pani” and “Per

drop more crop”.

Improvement in agricultural

productivity will also have to

take the cognizance of climat-

ic variations and the need to

bring resilience to climate.

Dr Jitendra Singh, while

addressing the press meet, said

that Northeast has the poten-

tial to be developed as a hub of

organic farming and this is

possible only when the enor-

mous available resources are

sought to be channelised in a

scientific and systematic man-

ner. Referring to some of the

other major projects in

Sikkim, Dr Jitendra Singh

referred to the Greenfield

Airport at Pakyong which is

expected to be complete and

become functional by 2017

and will emerge as one of the

most beautiful destinations in

the region. In addition he said,

there is also a plan to connect

Sikkim with the country’s rail

network and after the present

government took over under

the leadership of Prime

Minister Narendra Modi,

this will be the third

North-Eastern State after

Meghalaya and Arunachal

Pradesh to be brought on the

rail map of India.

Rijiju hails BSF; meets children

from Jammu border areasNew Delhi, Jan. 9 : Union

Minister Kiren Rijiju today

hailed the Border Security

Force (BSF) for securing the

frontier areas of the country as

he met a group of school chil-

dren from the remote areas of

Jammu and Kashmir.

A group of 39 children,

including 19 girls, called on

the Minister of State for Home

at his office here as they are on

the last leg of their 20-day tour

being conducted by the border

guarding force.

The children hail from the

Jammu region of the State and

are in the age group of 12-16

years. A statement issued by

the Ministry after the meeting

said while interacting with the

children, Rijiju appreciated

the efforts of BSF in organis-

ing the tour for the students.

“He thanked BSF for not

only securing the border areas

of the country but also win-

ning the hearts of children in

the border areas,” the state-

ment said. During the meet,

the children also shared their

experiences of the visit with

the Minister.

Rijiju told them that India

is one of the oldest and beauti-

ful countries in the world and

everyone has contributed to

India’s existence and that they

should share their experiences

with their friends and families

when they go back home.

He told the children, the

statement said, that hard work

and education are key ele-

ments for success and happi-

ness in life.

BSF said that the children

hail mainly from poor families

of remote areas of Jammu.

The force, which guards

the Indo-Pak border, has been

conducting these tours since

1999-2000.

Jammu, Jan. 9 : Special Judge

Anticorruption Jammu, A K Koul award-

ed two years rigorous imprisonment to

Sita Ram, the then Senior Assistant and

Kuldeep Kumar, the then helper in JDA in

a corruption case. According to the

Vigilance Organization case, on June 15,

1994, an application was submitted to

JDA by one Sat Paul Sharma for allot-

ment of a plot of land measuring 20 feet x

40 feet in Digiana Housing Colony. The

request of the allottee fructified and Plot

No.63, measuring 20 x 40 feet, was allot-

ted to him in Digiana Housing Colony.

The allottee deposited an amount of

Rs 1000 towards part premium and he

was required to pay a further premium of

Rs 2500. In response to the allotment

order so issued in his favour, the allottee

submitted a bank draft amounting to Rs

2500 towards the remaining premium.

Notwithstanding the fulfillment of

condition of payment of premium of Rs

2500 the possession of the allotted plot

could not be handed over to the allottee

on account of some legal dispute and in

lieu of the Plot No.63 allotted to him in

Digiana Housing Colony, Plot No.5

measuring 16.6 feet x 30 feet, in Phase-IV

of Housing Colony Paloura was allotted

to the him at a premium of Rs 9900.

Since the allottee had deposited Rs

3500 already as premium for Plot at

Digiana, which amount was lying with

JDA and a further sum of Rs 3205 was

added to the premium so deposited by the

allottee as interest which had accrued on

deposited amount and accordingly the

premium plus interest (Rs.3500+3205)

was set off against the total premium

payable by the allottee, he was required to

deposit Rs 3195 only within thirty days.

The allottee could not do so consequently

the possession of the plot was not handed

over to him. After hearing CPO

Anticorruption Jammu observed, “the

accused in this case worked on their

nefarious plan for some time and did

everything at their command to take it to

its logical end but ultimately they failed

to do so though in the culminating phase

but they never thought of the conse-

quences which they may have to face at

the end of the day”. “It is trite that holders

of public office are entrusted with certain

duties and powers, which duties have to

be discharged, and powers exercised, in

the public interest only and any breach

thereof results in an abuse to the public

office. Any public servant deviating from

the path of rectitude runs the risk of loos-

ing the public trust to be followed by

penal consequences”, the court said. “So

ordinarily the accused do not deserve any

sympathy so for as the quantum of pun-

ishment is concerned but then there is still

a mitigating factor in the sense that one of

the accused is around 66 years old and

another one is about 45 years.
