AAP alleges property-tax scam by NDMC NEW DELHI: The Aam Aadmi Party claimed on Monday that the BJP- ruled North Delhi Munici- pal Corporation had done a scam worth Rs 1,400 crore in the collec- tion of property tax. AAP spokesperson Atishi said the NDMC collected tax from 5.75 lakh prop- erties in 2017, while it was levied on only 4.25 lakh properties last year. No immediate reaction was available from the BJP. "Mukhtar Ansari is cur- rently lodged in Punjab jail. The Uttar Pradesh govern- ment approached the Supreme Court which ordered the transfer of Ansari from Punjab to Uttar Pradesh. In line with Supreme Court's or- der, Ansari will be brought to Uttar Pradesh in tight security and will be lodged in jail (in Uttar Pradesh). Ansari is a history-sheeter of Ghazipur's Mohmadabad police station," Kumar told . The ADG in- formed that around 52 cases are registered against Ansari in Uttar Pradesh and other states. The poll campaign in Tamil Nadu has come to an end but despite busy canvassing and campaigning by top leaders from all political parties, including Prime Minister Narendra Modi, something seems amiss in these elections. The state, which witnessed the fiercest electoral battles between M Karunanidhi of the Dravida Munnetra Kazhagam (DMK) and J Jayalalitha of the All India Anna Dravida Munnetra Kazhagam (AIADMK) for over three decades, now is going to Assembly polls on April 6 for the first time without the two stalwarts of Dravidian politics. Over one lakh cases in a day NEW DELHI: Facing the worst wave of pandemic yet, India reported more than 1,03,558 cases new COVID-19 cases in the last 24 hours, informed the Union Health Ministry on Mon- day. With this, India entered the list of countries, along with the US, to report more than 1 lakh cases in a day. With these additional cases, the total number of COVID-19 cases in the country has reached 1,25,89,067.

The countdown for the next inningsof the 'Khela' (game) of power inWest Bengal has begun as the thirdphase of the Assembly polls will beheld on Tuesday. The voting for as-sembly polls in Tamil Nadu,Puducherry, Kerala and third phasein Assam will also be witnessed onTuesday.

The poll campaign in TamilNadu has come to an end but despitebusy canvassing and campaigning bytop leaders from all political parties,including Prime Minister NarendraModi, something seems amiss inthese elections.

The state, which witnessed thefiercest electoral battles between MKarunanidhi of the DravidaMunnetra Kazhagam (DMK) and JJayalalitha of the All India AnnaDravida Munnetra Kazhagam(AIADMK) for over three decades,now is going to Assembly polls onApril 6 for the first time without thetwo stalwarts of Dravidian politics.

In Bengal total of 31 Assemblyconstituencies in districts including

eight in Hooghly, seven in Howrahand 16 in South 24 Parganas will goto polls in phase-III. There are 205candidates in the fray in this round ofpolling. However, when it comes towomen representation, there are only13 women candidates contesting inthis phase, merely six per cent.

Among the most high-profilecandidates, it is BJP's Swapan Das-gupta contesting from theTarakeswar constituency in Hoogh-ly.

Dasgupta, a noted journalist anda Padma Bhushan awardee has beena Rajya Sabha member who resignedrecently to contest the West BengalAssembly polls. Notably, PrimeMinister Narendra Modi held a pollcampaign rally in Tarakeswar recent-ly.

If thefarmer does not want the money di-rectly but through the arhtiyas then thegovernment should agree to do that.The arhtiyas are also not agreed to putmarks on the bardanas. If they are

Education deptt issues new guidelines for admission ingovt schoolsCHANDIGARH: To address the problems faced by the students regarding admission in gov-ernment schools, the education department has issued new guidelines and directed to the schoolheads not to refuse admission to any student on the basis of documents. Disclosing this heretoday a spokesperson of the school education department said that following the directions ofthe Education Minister Mr. Vijay Inder Singla the department has issued these new guidelinesas many students were facing difficulties due to lack of documents. The School heads havebeen instructed to enroll the students of class I to VIII on the basis of age according to the RTIAct 2009. At the same time students without Aadhaar card have also been asked to register andlater produce their Aadhaar card. Investigations re-vealed that Gurvinder pal @Gora was sharing a flat withGagan Brar in Kharar andthe conspiracy was hatchedin this rented accommoda-tion of Gagan Brar at Kharar.Gagan being close associateof Goldy Brar is wanted byDelhi Special Cell and Farid-kot Police for his involve-ment in the murder. Eight moreCorona-infected patients died onMonday. With this record, the districtGurdaspur has recorded the highestnumber of deaths on a single day inthe year 2021, which was sevenearlier. In the first five days of April,27 people have died and 558 newcases have been reported.According to the Corona reportreleased on Monday, the death tollfrom Corona in the district has nowreached 365. While 75 more newcorona-infected patients appeared.Thus, there have been a total of11,625 positive cases in the district.Civil Surgeon Dr. Harbhajan RamMadi said that so far sampling of4,68,399 people has been taken, ofwhich 4,56,566 reports have beennegative. The district currently has1034 active cases. So far, 10,226people have been completelyrecovered from Corona. Of these,769 people have been detained athome after recovering. Theepicenter of earthquake was located at latitude 32.63 degree North andlongitude of 73.32 degree East and in the Chamba district. The epicenterof this was located at latitude 32.69 degree North and longitude of 76.59degree East and Depth of five km in Lahaul Spiti district. benefits worth Rs 32.40 crore. JaiRam Thakur said that the StateGovernment has increasedretirement gratuity and deathgratuity been given to theemployees of New PensionScheme, who retired or have diedduring the years 2003 to 2017,thereby providing them benefits ofabout Rs 110 crore. Despite the

financial constraints andlockdown due to the Covid-19pandemic, the state governmenthas provided all the financialbenefits to the employees fromtime to time. The Chief Ministersaid that the state government hasdecided to increase the Statecontribution under the newpension scheme from 10 percent ofthe basic salary, dearness and NPAto 14 percent. This would providean additional benefit of Rs. 250crores to about 80,000 employeesof the state government. Heexpressed hope that the employeeswould maintain cordial relationswith the government and continueto give their valuable contributionin the development of the State sothat Himachal Pradesh couldemerge as a role model for theother States.

Himachal Pradesh has completed 50 years of itsfull statehood and the state government hasdecided to celebrate this year as a full statehoodgolden jubilee year. On the occasion of the Golden

Jubilee Year, Chief MinisterJai Ram Thakur hasannounced to launch the"Swarna Jayanti NariSambal Yojana" in hisbudget 2021-22. Under thisscheme, all eligible seniorwomen from 65 to 69 yearsof age will be providedsocial security pension of Rs

1,000 per month without income limit. About60,000 women will be benefited by this decision ofthe state government, on which the stategovernment will have to spend Rs 55 crores. Thebenefit of old age pension will be given to thesenior citizens, whose other person in the family isnot getting government service pension or who donot belong to the affluent class, so that the benefitof the pension scheme can be given to the needy.For this, necessary guidelines will be issued soonby the state government. This will be a milestonein the field of social security of the stategovernment. The Himachal unit of theVishwa Hindu Parishad hasdemanded that themanagement of over four lakhHindu temples, which is nowbeing run by the government,be handed over to Hinduorganisations for their smoothfunctioning. Organisingsecretary of the state VHPNeeraj Kumar, while talking toreporters on Sunday evening,said that in Himachal Pradeshtoo, there were 29 suchtemples that were under thecontrol of the Governmentowned trusts but were in badshape. They should also bedecontroled and given to theHindus to run theirfunctioning. He said that byhanding over the control of the

temples to the Hindus, theincome of the temples couldbe used for setting up ofHindu based Universities,research centers and otherrelated organisations andwould be helpful for all. It wasshocking to point out that byclosing the inns and freelangars in various temples ofthe government owned trusts,the government had playedwith the sentiments of thepeople (devotees) that werevisiting them for paying theirobeisance to respectivedeities. The VHP leaderdemanded that at least 50 percent serais be opened and freelangar made available for thepilgrims failing which, thenumber of the pilgrims wouldgo down in the coming monthsdenting the temples' income.

Body of missing depot holder found in canalKHARA (SHASHI PAL JAIN): The body of Tarlochan Singh, a depot holder who went miss-ing a few days back from nearby village Gharuan, was recovered by the police from KheriGandhian canal today. Govt determined to end Naxal menace: Shah

Union Home Minister Amit Shahon Monday said that thegovernment is determined to takethe ongoing fight against the unrestcreated by naxals to its logicalconclusion. The minister, who is ona visit to Chhattisgarh, made thecomment after paying tributes tothe 22 security personnel who werekilled by naxals in the state onSaturday. "Paid tributes to thebrave security personnel who weremartyred while fighting thenaxalites at Jagdalpur inChhattisgarh," he said in a tweet inHindi. "The country will neverforget your bravery and sacrifice.The whole country stands behindthe bereaved families. We aredetermined to take the ongoingfight against the unrest created bythe naxals to its logical

conclusion," said Shah. Theminister will chair a meeting at thePolice Coordination Centre inJagdalpur to review the securitysituation arising out of Saturday'sincident and also meet some of theinjured security personnel inhospitals, an official said. Thirtysecurity personnel were injured inthe ambush by naxals and wereadmitted to different hospitals inthe state, officials had said onSunday. After arriving inChhattisgarh's Jagdalpur townfrom Delhi, Shah paid his lastrespects at the Police Lines here,where the mortal remains of 14personnel were kept in coffinsdraped with the national flag.Besides Shah, Chhattisgarh ChiefMinister Bhupesh Baghel and otherdignitaries also laid wreaths on thecoffins. China intrudes yet again in South China SeaAnother standoff is

brewing in the SouthChina Sea, after

swarms of Chinese fishingboats and subversive Chi-nese militia in disguise ar-rived and parked them-selves in the Union Banks.

The fact is that UnionBanks - and Whitsun Reef,where 220 Chinese vesselsinitially congregated in ear-ly March - is well within the200-nautical-mile exclusiveeconomic zone (EEZ) of thePhilippines. China is mak-ing a move from its play-book for additional mar-itime territory.

If the Philippines doesnot respond, it can expect towave goodbye to this fea-ture in the Union Banks,one located just 129kmfrom its own strategicallyimportant Thitu Island.

However, Duterte hasfrittered away that legal andmoral victory with his obei-sance to China. Secondly,the Philippines has a long-standing Mutual DefenseTreaty with the USA, some-thing that other neighbourslike Malaysia and Vietnamdo not have as they toowrestle with Chinese as-sertiveness. This treatypromises that the USAwould militarily support thePhilippines should thecountry or its forces comeunder attack. This is contrary to the convention-al wisdom that says mammalian cellsfare better when there is more sugar tofuel their activities. Because ultra-lowglucose environments do not allowother cell types to proliferate, the teamcould produce pure cultures of satellitecells, potentially a significant boost forbiomedical research.

Healthy muscles are an importantpart of a healthy life. With the wear andtear of everyday use, our muscles con-tinuously repair themselves to keepthem in top condition. In recent years,

scientists have begun to understandhow muscle repair works at the cellular

level. Skeletal muscle satellite cellshave been found to be particularly im-

portant, a special type of stem cell thatresides between the two layers ofsheathing, the sarcolemma and basallamina, that envelopes myofiber cellsin individual muscle fibres. When my-ofiber cells get damaged, the satellitecells go into overdrive, multiplying andfinally fusing with myofiber cells.

This not only helps repair the dam-age but also maintains muscle mass. Tounderstand how we lose muscles due toillness, inactivity, or age, getting togrips with the specific mechanisms in-volved is a key challenge for medicalscience. A team of scientists fromTokyo Metropolitan University led byAssistant Professor Yasuro Furuichi,Associate Professor Yasuko Manabeand Professor Nobuharu L Fujii havebeen studying how skeletal musclesatellite cells multiply outside the

body. Looking at cells multiplying inPetri dishes in a growth medium, theynoticed that higher levels of glucosehad an adverse effect on the rate atwhich they grew. This is counterintu-itive; glucose is considered to be es-sential for cellular growth.

It is converted into ATP, the fuelthat drives a lot of cellular activity. Yet,the team confirmed that lower glucosemedia led to a larger number of cells,with all the biochemical markers ex-pected for greater degrees of cell pro-liferation.

They also confirmed that this does-n't apply to all cells, something theysuccessfully managed to use to theiradvantage. In experiments in high glu-cose media, cultures of satellite cellsalways ended up as a mixture, simplydue to other cell types in the original

sample also multiplying. By keepingthe glucose levels low, they were ableto create a situation where satellitecells could proliferate, but other celltypes could not, giving a very pure cul-ture of skeletal muscle satellite cells.This is a key prerequisite for studyingthese cells in a variety of settings, in-cluding regenerative medicine.

So, was the amount of glucose intheir original experiment somehow"just right"? The team added glucoseoxidase, a glucose digesting enzyme,to get to even lower levels of glucose,and grew the satellite cells in this glu-cose-depleted medium. Shockingly,the cells seemed to fare just fine andproliferated normally. The conclusionis that these particular stem cells seemto derive their energy from a complete-ly different source.

In a precipitous slide, India has slipped 28 places torank 140th among 156 countries in the World Eco-nomic Forum’s Global Gender Gap Report, 2021,

becoming the third-worst performer in South Asia.The report examines gender-based disparities in fourcritical areas: economic participation and opportuni-ty, educational attainment, health and survival, andpolitical empowerment. India fell steeply in the po-litical empowerment subindex — the share of womenministers halved, that of women in Parliament and atthe head of a state remained stagnant. This is not sur-prising given that in spite of repeated promises to passthe women’s reservation bill, it has been languishingin the Lok Sabha for over 10 years. There has alsobeen a considerable decline in economic participationof women — data from several sources have alreadyshown that the increasing domestic burden caused bythe restrictions owing to the pandemic has resulted inthe loss of employment for women — and they arenow seven times more likely to lose their jobs thanmen. India also ranks among the bottom five countriesin the health and survival subindex largely because ofthe skewed sex ratio at birth, institutionalized violenceagainst women, forced marriage and discrimination inaccess to health. When it comes to education, in spiteof some gains, 34.2 per cent women are illiterate com-pared to 17.6 per cent of men — once again, severalsurveys reveal that female students bore the brunt ofthe inequalities of online education, with householdchores eating into their time. The question is how doesthis situation endure in spite of a slew of governmentpolicies ostensibly devised for the economic and so-cial uplift of women? The answer lies in the gap be-tween existing legislation and the understanding re-quired of lawmakers about the challenges women faceas well as their apathy towards these. Women’s em-powerment campaigns have failed to go beyond thepopulism that governments indulge in. To cite one ex-ample, between 2014 and 2019 only Rs 159 crore —less than 25 per cent — of the Rs 644 crore allocatedby the Centre for the ‘Beti Bachao Beti Padhao’scheme reached the districts and the states. Rights-based employment initiatives must be mobilized on awar-footing to make labour, health, education and pol-itics representative. Perhaps the first step to addressthis yawning chasm would be to alter the idea of de-velopment, which, in recent times, has come to meanrising GDP accompanied by a corresponding fall inholistic social, human and economic growth.

handigarh: Diversified natural resources firm Vedanta Resources has said it contributed USD C4.66 billion (Rs 34,018 crore) to the public

exchequer in India during the 2019-20 fiscal.Its overall contributions to public exchequers of various countries stood at USD 4.7 billion (Rs 34,310 crore) during the fiscal year, Vedanta Resources said in its latest report. "Consistent with our commitment to building on transparency, we present our fifth tax transparency report. During FY2019-20, our contribution to exchequer was USD 4.7 billion, which accounts for 40 per cent of our consolidated turnover," Vedanta Resources Chairman Anil Agarwal said. Most of this amount goes to the Indian exchequer as majority of the groups business operations are located in India. The company paid USD 1,398 million (Rs 10,205 crore) towards royalties to the state governments of Chhattisgarh, Rajasthan, Andhra Pradesh, Goa and Karnataka based on extraction of bauxite, lead-zinc, iron ore, crude oil and natural gas.Vedanta has also formed an internal 'Tax Council' which acts as an overarching governing body to the tax function as a whole. The company has adopted guiding tax principle to maintain high standards of integrity with respect to tax compliance and reporting.In the last seven years, Vedanta has contributed USD 46.4 billion (Rs 3,38,720 crore) to the exchequer which constitutes to around 39 per cent of the company's consolidated turnover. It is the highest contribution to the exchequer made by any corporate so far in the last seven years under the present government regime.The company said that Vedanta is the 'only' corporate in the country to come out with such a report that breaks down key components like economic value generated, taxes paid and contribution by each of the businesses, the company said.

RBI's MPC starts deliberatingon next monetary policy

RBI Governor Shaktikanta Das-headed rate-setting panel MPCstarted its three-day deliberationon the next monetary policy onMonday amid sudden surge inCOVID-19 cases and thegovernment's recent mandateasking the central bank to keepretail inflation around 4 per cent.The Reserve Bank willannounce the resolution of theMonetary Policy Committee(MPC) on April 7. Experts are ofthe view that the Reserve Bankwill maintain status quo onpolicy rates at its first bi-monthly monetary policy reviewfor the current fiscal. It is alsolikely to maintain anaccommodative policy stance.The policy repo rate or the short-term lending rate is currently at4 per cent, and the reverse reporate is 3.35 per cent. Last month,the government had asked theReserve Bank to maintain retailinflation at 4 per cent with amargin of 2 per cent on eitherside for another five-year periodending March 2026.

M Govinda Rao ChiefEconomic Advisor, BrickworkRatings (BWR) said, given therise in the spread of coronavirusinfections and the imposition offresh restrictions to contain thevirus spread in the major parts of

Rao noted that in the lastMPC, RBI initiated measurestowards the rationalisation ofexcess liquidity from thesystem by announcing a phasedhike in the cash reserve ratio(CRR) for restoration to 4 percent. "In the current scenario,the RBI may like to drain inexcess liquidity, while higherborrowings and the frontloadingof 60 per cent borrowings in H1FY21 may put pressure onyields, and hence, the RBI maygo slow in reversing its liquiditymeasures announced as aCOVID stimulus since March2020," Rao added.
