CAR A. TASK UNIT ON MEDICAL HEALTH RESPONSE Department of Health-Center for Health Development–CAR

• Continuous coordination of the Regional Epidemiology and Surveillance Units (RESU) and the Emerging and Re-emerging Infectious Diseases (EREID) Program coordinators with the National office with regards to PUIs/PUMs, logistical requirements and medicines to be allocated to the health facilities.

• Continuous dissemination of various COVID-19 Interim Guidelines and advisories.

• Continuous facilitation of clinical management of the PUIs and collection of appropriate specimens testing.

• Continuous coordination with the Local Epidemiology and Surveillance Units (LESUs) for the referral of the PUMs.

• Department of Science and Technology–CAR

• Provided various personal protective equipment (PPE) to be used by frontline workers.

• Ongoing conduct of Real Time COVID-19 Surveillance and Community Needs Mapping System Users' Training Workshop at the RDC-Hall, NEDA-CAR, Baguio City, April 15 and 16, 2020.

Philippine National Police–Police Regional Office Cordillera

• Deployed personnel in all Quarantine Control Points (QCPs) in the region in the implementation of the Luzon-wide Enhanced Community Quarantine.

• Continuous conduct of contact tracing for residents in contact with COVID positive person.

• Provide personnel as security escorts on the distribution of Social Amelioration Program on their respective departure and arrival place and vice-versa.

• Strict enforcement of curfew hours and liquor ban.

• Conducted Video Conferencing participated by R-Staffs, RSUs, PDs/CD and other Head of Office concerning the distribution of Social Amelioration Fund, and another topic related to COVID-19.

503rd Infantry Brigade, Philippine Army

• Deployed personnel in all Quarantine Control Points (QCPs) in the region in the implementation of the Luzon-wide Enhanced Community Quarantine.

14th CAR Regional Community Defense Group, Army Reserve Command

• Deployed personnel in all Quarantine Control Points (QCPs) in the region in the implementation of the Luzon-wide Enhanced Community Quarantine.

Tactical Operations Group-1, Philippine Air Force

• Established Decontamination Facilities. Land Transportation Office–CAR

• LTO-CAR Law Enforcement Service assisted the PNP in manning the established quarantine checkpoints around Baguio City and La Trinidad, Benguet. Also dispatched three (3) teams of the LTO Enforcers in various checkpoints in Baguio City and nearby municipalities in Benguet and provided assistance in the flow of traffic along Halsema Highway.

• Law Enforcement Operations Disinfected Motor Vehicle including jeepneys ferrying health workers who were also disinfected before proceeding to their respective destination.

Bureau of Fire Protection–CAR

• Coordinated and provided assistance to the Local Government Unit, DOH, PNP in the enforcement of Enhanced Community Quarantine.

Department of the Interior and Local Government–CAR

• Issued policies and guidelines on the prohibition of social gathering, observance of curfew, hygiene station in all business establishments, price freeze for all basic commodities.

• Continuously monitoring and providing assistance to stranded constituents in the region.

• Established an online tracker of concerns, complaint, queries, request, etc.

Overseas Workers Welfare Administration–CAR

• Provided assistance to province-bound Overseas Filipino Workers (OFWs) who were affected by the implementation of the Enhanced Community Quarantine.

• Closely coordinating with concerned agencies and local government units. Department of Tourism–CAR

• Facilitated assistance for the stranded foreign tourists in the region to travel back to their respective country of origin.

National Nutrition Council–CAR

• Dissemination of COVID-related adivisories, policies and guidelines through social media.

• Provided Technical assistance to Baguio City in the preparation of City Nutrition Committee advisory addressed to barangay officials regarding the management/distribution of nutrition commodities that reached the barangays through non-DOH or HSO channels.

• Facilitated preparation and approval of RNC Resolution no 7, s. 2020 re: Enjoining all LGUs, NGAs, NGOs, civic groups, private entities and other offices to include fruits and vegetables in the food packs to be distributed to constituents during the enhanced community quarantine period and future emergencies and disasters.

Local Government Units

• Continuous conduct of contact tracing for residents in contact with COVID positive person. Checkpoints are set in every entry and exit of each municipality.

• Issuance of Executive Orders re: Prohibition of Social Gathering, Observance of Curfew, hygiene station in all business establishments, price freeze for all basic commodities.

• Activated Barangay Health Emergency Response Teams (BHERTs).

B. TASK UNIT ON RESOURCE MANAGEMENT AND LOGISTICS Department of Social Welfare and Development Field Office–CAR

• Coordinated with other agencies and organizations for warehousing of FNFIs that will be prepositioned to different provinces in CAR.

• Continuous purchase and repacking of Family Food Packs (FFPs) for relief distribution and prepositioning.

• Delivered FFPs to different provinces for relief augmentation.

• Disseminated Interim Guidelines on Relief Distribution to City/Municipal Local Government Units in Relation to COVID-19.

• Continuous monitoring of reports from municipalities. Affected Population

• Due to lockdown and enhanced community quarantine, seventy-seven (77) municipalities/cities with 379,091 families or 1,518,968 individuals are affected due to the disruption of normal activities in their communities.

Cost of Assistance

• As of reporting time, the total cost of assistance amounts to Php 914,155,868.48 wherein the amount of Php 124,277,494.19 was provided by the Local Government Units and the amount of Php 785,278,320.83 was augmented by DSWD CAR in the form of its available Family Food Packs, Assistance to Individuals in Crisis Situations and Social Amelioration Program Emergency Fund. Non-Government Organizations (NGOs) and Private Individuals also donated a total amount of Php 346,409.98 and Php 4,118,626.44 respectively.

Social Amelioration Program Updates

• With the on-going review of proposals for the Social Amelioration Programs, the review committee was able to review 77 proposals from 70 municipalities and two (2) cities.

• As of reporting time, there are 59,9474Ps households and 95,052 non-4Ps families who have received their Social Amelioration Program assistance payout amounting to Php669,047,100.

Office of Civil Defense–CAR

• Provided fuel support to augmented mobility assets and Response Clusters.

• Facilitated the coordination and logistical requirements of the hauling and transportation of FFPs to provinces.

• Inter-agency coordination and sharing of logistical resources for the hauling of donations, relief goods, and other essential supplies.

• Facilitated transport, distribution, and recording of medical supply donations.

• Facilitated the transport of DSWD-CAR’s Food and Non-Food item from the City of Baguio to the Province of Abra through DPWH-CAR and DSWD-CAR.

• Facilitated the transport of Personal Protective Equipment (PPE) donations from NCR to the Province of Kalinga through the DPWH-CAR as provider of the vehicle and drivers.

• Facilitated the transport of Personal Protective Equipment (PPE) donations from Baguio City to the Province of Kalinga through the DPWH-CAR as provider of the vehicle and drivers.

• Hauled face masks and bottled water from OCD Central Office to Baguio City on April 21, 2020.

Department of Public Works and Highways–CAR

• Provided transportation service with drivers on-standby.

• Hauling of rice from NFA CAR to production hubs of DSWD FO-CAR.

• Delivered specimens from Baguio City to the RITM in Manila. Philippine National Police–Police Regional Office Cordillera

• Provided augmentation of mobility assets and personnel in the hauling of FFPs.

• Providing area security and police presence during distribution of Social Amelioration Program (SAP) payouts in various parts of the region.

• Baguio City Police Office launched the project entitled “Kapwa Ko, Sagot Ko”: A project of BCPO to prepare relief goods to be distributed to the affected individuals of the city.

503rd Infantry Brigade, Philippine Army

• Provided augmentation of mobility assets and personnel in the hauling of FFPs. 14th CAR Regional Community Defense Group, Army Reserve Command

Philippine Military Academy Disaster Response Task Group

• On stand-by for logistical support to ensure the implementation of the enhanced community quarantine.

Land Transportation Office–CAR

• LTO Law Enforcement Operation provided free shuttle services exclusive for barangay health workers in the City of Baguio.

Land Transportation Franchising and Regulatory Board–CAR

• Issued special permits for the vechiles ferrying health workers in Baguio City.

• Disseminated SAP information to drivers of public utility vehicles (PUVs). C. TASK UNIT ON STRATEGIC COMMUNICATIONS Philippine Information Agency–CAR

• Regular conduct of Kapihan and press briefings with the members of the Cordillera RDRRMC and IATF-EID.

• Disseminated issuances of public advisories and IECs on COVID-19.

• Continuous monitoring of social media accounts to make sure only valid and reliable information are being share with the general public.

• Issued monitoring/resolution regarding SAP concerns posting of beneficiaries’ personal information in line with the Data Privacy Act; DSWD/DILG/OCSWDO immediately rectified;

• Facilitation of around 128 media passes facilitation of PCOO-IPC media passes for local media during ECQ including printing and lamination (region-wide);

• Issued monitoring/resolution regarding alleged abuse of media passes monitoring and issue resolution of alleged abuse of media passes; not locally issued but PCCO-IPC issued in manila (warned the concerned).

Department of Health-Center for Health Development–CAR

• Conducted health emergency meetings in relation to the COVID-19 health event.

• Continuous dissemination of COVID-19 updates through social media, government media outfits, and official reports furnished to the Cordillera RDRRMC EOC.

Office of Civil Defense–CAR

• Continuous dissemination of public advisories and IECs on COVID-19 from primary sources through social media.

• Continuous monitoring and updating of the CRDRRMC EOC Situational Report.

• Dispensing of press releases to partner media outfits for dissemination.

• Participated as well as reported accomplishments and concerns of CAR at the 8th Inter-task group meeting through video conferencing.

Department of Information and Communications Technology Luzon Cluster 1

• Continuous provision and monitoring of free public internet access in fifty-three (53) specific sites in the provinces of Abra, Apayao, Benguet, and Mountain Province as well as in the City of Baguio.

• Provided Information Communication Technology equipment to the Regional IMT and Cordillera Regional Inter-Agency Task Force-Emergency Operation Center. Equipment as follow: 6 laptop (with accessories) and printer. However, to be returned to the above-mentioned agency after the response operation for COVID-19.

• Implementation of systems (Google Hangout, Meet and FB Messenger) and use of other applicable ICT technologies for the effective implementation of work-from-home (WFH) and work-on-line arrangement to render services within and outside department.

• Collaboration with CURBph for possible partnership and recommendation of the developed mobile responsive system to the government especially NDRRMC.

Department of Education–CAR

• Issued DepEd Regional Advisories and Guidelines regarding DepEd CAR Schools Response to the Novel Coronavirus or 2019-COVID-19.

• Adopted the “Work from Home” arrangement in cognizance of the Enhanced Community Quarantine. The delivery of services shall be done online or via telecommunicating and through official social media platforms.

Philippine Health Insurance Corporation Regional Office–CAR

• Issued PhilHealth Advisory No. 2020-012 re Provision of Care to Persons Under Investigation (PUI) for 2019 Novel Coronavirus (2019-COVID-19).

• Issued statement extending PhilHealth coverage to member-patients suspected of 2019-COVID-19 infection.

TASK UNIT ON ECONOMY National Economic and Development Authority–CAR

• Continuously coordinating with other agencies to address economic and development concerns in the region such as supply allocation, price control, business continuity plans, and social welfare benefits among others.

• Presented, advocated the NEDA proposal on “Addressing the Social & Economic Impact of the COVID 19 Pandemic” on 9 March 2020;

• Proposed RDRRMC Resolution Urging the LGUs to Purchase the Agricultural Produce of Vegetable Farmers on 27 March 2020;

• Proposed RDRRMC Resolution convening the RDRRMC as IATF in the region on 27 March 2020;

• Prepared the Ilocano version of the Consumer Rapid Assessment Questionnaire; disseminated the consumer and business survey;

• Prepared 3 reports on the CAR Experience (good practices, issues) in managing the COVID Crisis;

• Prepared activity framework for the CAR Recovery & Resiliency Planning;

• Continuously tracking the COVID effects, calamity funds, health facilities, crematoriums, and prepared Issue paper on Handling of Remains of Victims.

• Co-organized with OCD-CAR a PDNA for COVID-19 TWG Orientation and Baseline Data Consolidation on April 21, 2020 participated by 25 regional line agencies.

Office of Civil Defense–CAR

• Prepared implementation plan for the formulation of Cordillera Regional Recovery andResiliency Plan for COVID19. The assessment will include two (2) important components: Loss Assessment which will be used in determining the macroeconomic effects; and the Human Recovery Needs Assessment (HRNA) for human development effects and social impact assessment of the pandemic. The Plan will cover four (4) broad sectors including Productive, Infrastructure, Social and Cross Sectors, as well as concerns of micro-small-medium enterprises (MSMEs), tourism, labor and employment and health research and development. The preparation for the Cordillera Regional Recovery and Resiliency Plan will be implemented in three (3) phases: Phase 1: Sectoral baseline data gathering; Phase 2: Conduct of Losses Assessment, Social Impact Assessment and Macro-Economic Assessment; and Phase 3: Analysis and identification of programs, projects, activities and policy recommendations for the Cordillera RRP.

• Issuance of Cordillera RIATG Memorandum Circular No. 4 s. 2020 on the constitution of technical working group for the conduct of Economic Losses and Human Recovery Needs Assessment and formulation of Cordillera Regional Recovery and Resiliency Plan for COVID19

• Organized a Post Disaster Needs Assessment for COVID-19 TWG Orientation and Baseline Data Consolidation on April 21, 2020 participated by 25 regional line agencies.

• Prepared the Terms of Reference for the PDNA TWG members for approval on April 23, 2020 during the Cordillera 2nd Quarter Full Council Meeting.

Department of Agriculture–CAR

• Launched KADIWA Direct Connect which aims to facilitate direct linkage between and among farmers and buyers even outside the region particularly Metro Manila and other urban centers. It is also linked with the KADIWA ni Ani at Kita trading centers and rolling stores.

Department of Trade and Industry–CAR

• Disseminated advisories on Suggested Retail Price of PPEs/health products.

• Continuous monitoring of prices of prime commodities through the Local Price Coordinating Councils.

• Implemented the Rolling Store joint project to ease congestion at the Baguio City Market during the implementation of the Enhanced Community Quarantine due to the COVID-19 threat. Aside from grocery items, agricultural products such as meat, fish and lowland and highland vegetables were also made available for the market goers.

Department of Labor and Employment–CAR

• Disseminated issuances and advisories on the Adjustment Measures Program for Affected Workers due to the Coronavirus Disease 2019

• Implemented of Emergency Employment Assistance Program – Tupad Program for informal sectors (to be hired to disinfect).

Department of Tourism–CAR

• Conducted inventory of stranded foreign tourists in the region. Local Government Units

• All LGUs are strictly monitoring the prices of commodities.

• Local chief executives from the Baguio-La Trinidad-Itogon-Sablan-Tublay-Tuba (BLISTT) convened for an emergency meeting to address immediate concerns regarding the proper implementation of the enhanced community quarantine as well as prepare for a recovery and rehabilitation plan.

• Formulated BLISTT-wide community quarantine policies to avoid confusion and address emerging issues given the towns' socio-economic interdependence.

• Assisted in the identification of SAP beneficiaries based on guidelines provided by DSWD CAR.

Response Efforts of the Cordillera Regional IMT:

• Established the ICP, camps, and decontamination facility for the EOC, IMT, and Response Clusters

• Monitored departure details of the delivery of FFPs to Abra and Mountain Province.

• Coordinated with Provincial DRRM Councils on the status and progress of their IMT activation

• Established Camp and Base as the Isolation area for PUIs in the vicinity.

• Identified strategies on the monitoring and mobilization of stranded travelers going to their destinations with lockdown status.

• Prepared guidelines for the Provincial IMTs and EOC processes in monitoring stranded travelers in the region based on the existing IATF guidelines and DILG memoranda.

• Coordinated and monitored delivery of F/NFIs for Kalinga.

• Established Resource Status System (updated daily).

• Monitored community and hospital quarantine actions and status.

• Monitored lifelines, movement of FNIs and front liners within the operational period.

• Continuous monitoring of existing provincial Incident Management Team

• Manning of the Decontamination Facility and regular conduct of decontamination at the EOC, OCD Warehouse (including non-food donations), Response Cluster Hub, and established ICS facilities.

• Daily ferrying of EOC personnel, Response Cluster DDOs, and Regional ACT members to and from the Command Center.

• Continuous construction of informative maps containing resource information and activities in relation to the ongoing management of COVID-19 in the region.

• Continuous coordination with the activated IMTs.

• Regular reporting and submission of reports to the EOC.

• Preparation and coordination with target participants for an orientation on the Management of Dead and Missing (MDM) Persons for Emerging Diseases scheduled on April 18, 2020.

• Conducted orientation on Management of the Dead and Missing participated by representative from TOG1, Baguio CDRRM, La Paz Funeral Parlor and Beyond the Sunset Crematorium.

• Facilitated the validation of the RCAT ICP and Planning Section by the representatives of World Health Organization.

• Consolidated the data for the submission of ICS forms and other reports, including the list on activated Municipal and or City IMTs.

• All of the 93 municipalities in Region 02 have already received SAP funding. A total amount of ₱ 3,213,419,000 was transferred to these LGUs for distribution to target beneficiaries.

• There are 165,473 beneficiaries out of 584,258 target beneficiaries (based on SAC) assistance, amounting to a total pf Php 910,101,500.00 distributed, a 28.32% distribution rate, as of 11:30 AM today.

• The following municipalities were able to completely pay all their target barangays: Peñablanca in the province of Cagayan and Alicia, Dinapigue, Mallig, Quezon, Reina Mercedes, San Guillermo, and Sta. Maria in the province of Isabela.

• Coast Guard Station Cagayan Personnel together with Special Operations Unit North Eastern Luzon and PNP – MARIG Aparri conducted seaborne patrol operations along vicinity waters of Cagayan River up to coastal Barangays of Aparri, Cagayan in connection with the implementation of Enhanced Community Quarantine due to COVID-19. Likewise ferried front liners from Dappa Wharf, Aparri to Barangay Sanja and Barangay Linao, Aparri, Cagayan.

• Coast Guard Station Cagayan personnel together with operation control units and other government agencies monitored all incoming and outgoing motorbancas and conducted health screening in connection with COVID-19 at Dappa Wharf, Toran Wharf and Sanja Wharf Aparri, Cagayan.

• (LSWDOs) for situational updates in their respective AORs. LSWDOs were also requested to provide updated situational reports.

• DSWD FO IV-A is closely coordinating with RDRRMC IV-As response agencies, and Local Government Units (LGUs) for monitoring the evolving situation in CALABARZON.

• Coordinated with RDRRMC IV-A Operation Center for updates on the status of the ongoing response efforts of the Response Cluster.

• As of April 16, 2020, a total of 35,000 family food packs amounting to Php2,798,025,624.90 with the assistance from the LGUs and CSOs in CALABARZON provided to the affected families.

• As of April 16, 2020, a total of 2,668 clients were served and provided with assistance amounting to Php11,657,000.00 from the Assistance to Individuals in Crisis (AICS).

• As of April 17, 2020, DSWD IV-A has transferred a total of Php54,966,000.00 to eight (8) LGUs in the Provinces of Batangas and Quezon to serve 18,322 Social Pensioners under

the Social Pension for Indigent Senior Citizens (SPISC). Assistance to Individuals in Crisis (AICS) - The FO has continued the provision of assistance through the AICS despite the on-going SAP implementation and impending Social Pension Pay-outs. As of April 21, 2020 a total of 3,293 clients were served and provided with assistance amounting to P 12,636,000.00

• ASSISTANCE PROVIDED: A total of ₱ 3,538,782,469.31 worth of assistance was provided to the affected families, of which ₱ 13,265,700.00 (35,920 - FFPs) was provided by DSWD and ₱ 3,513,265,214.51 from Local Government Units (LGUs) and ₱ 12,251,554.80 from Civil Society Organizations (CSOs).

• STATUS OF STOCKPILE and STANDBY FUNDS: A total of 8,777 Family Food Packs (FFPs) amounting to ₱ 3,282,598.00 are available in GMA and Dasmariñas Warehouse. There are available raw materials amounting to ₱11,259,981.58. Likewise, the standby funds amounting to ₱ 6,109,864.60 is on

• Social Amelioration Program - As of April 21, 2020, a total of eighty-one (81) LGUs have ongoing pay-outs. It is 57.04% of the total number of LGUs in the region and represents 57.44% of the total number of LGUs with fund transfers. The Field Office has served a total of 204,593 recipients of the SAP, which is 10.51 % of the total target of the region and corresponds to 10. 73% (Php 1,329,854,500.00) of the budget transferred.

o There was 1 chartered flight from Puerto Princesa City to Manila on April 14, arranged by the Canadian Embassy which catered to 48 foreign and domestic passengers (18 Canadian, 1 Czech, 6 American, 3 French, 1 Swiss, and 14 Filipinos)

o There was 1 chartered flight from Puerto Princesa City to Manila, April 10, arranged by the Brazilian Embassy which catered to 7 Brazilian passengers.

• Coordination with LGUs for the submission of application for the Tulong Panghanapbuhay sa Ating Disadvantaged/ Displaced workers (TUPAD) Program of DOLE. There were no additional applications received by DOT MIMAROPA Region from April 9-11.

• The total of 1,603 applicants are still for evaluation of DOLE Provincial and Regional Office. To date, no application of the Regional Office has been approved for payment.

• COVID-19 Tourist Care Plan (Caring for Our Domestic Tourists in Distress) is a program of DOT and Tourism Promotions Board (TPB) which aims to assist stranded domestic tourists through provision of one-time flexible vouchers through their Accommodation Establishments (AEs) or business establishments. As of April 14, a total list of 309 domestic tourists were endorsed to DOT main through a memorandum.

• The 1st batch of payment for 95 out of the 112 individuals with complete requirements were already released. Aside from these, 12 individuals received cash assistance of 2,000 each.

• To date, there are 16 establishments with 355 rooms identified in MIMAROPA for use of COVID PUM/PUI, OFW, BPO, health care and government workers. Currently, there are 660 in-house guests in the establishments (583 are from BPO and 77 are healthcare workers).

• DepEd Bicol also suspended work in the division and regional offices starting 17 March 2020, 1 PM due to the community quarantine that is being enforced by the LGUs and the travel restrictions of the personnel.

• LGU enforcement of total lockdown/border closures to ensure strict compliance with the enforced community quarantine in all the municipalities and cities in Bicol led to the issuance of the Unnumbered Memorandum dated 20 March 2020 signed by Gilbert T. Sadsad, Regional Director regarding the Implementation of a Work From Home Scheme in Light of the Luzon Wide Enhanced Community Quarantine.

• Ongoing monitoring of all attendees of the National Festival of Talents (NFOT) and National Schools Press Conference and other meetings in Metro Manila that were subjected for 14 day mandatory home quarantine and considered as Persons Under Monitoring (PUMs) who are also being monitored by the Barangay Health Emergency Response Team or BHERT until March 28, 2020 while 4 teaching personnel are quarantined until March 30.

• Dissemination of the Memorandum on the Mental Health and Psychosocial Support Services (MHPSS) through Fostering Wellness, Solidarity and Service to promote well-

being of learners and personnel in this time of crisis which is being spearheaded by the Disaster Risk Reduction and Management Service (DRRMS).

• A total of 35 DepEd 5 Personnel who are nurses, teachers and Project Development Officers volunteer as COVID 19 Task Force in their respective Local Government Units (LGUs). Three (3) Divisions have reported having volunteers for COVID 19, please see data on page 8.

• Cebu Provincial Government was able to release PhP 24,500,000.00 to 49 LGUs. This said allocation/LGU support is charged against the Provincial DRRM Fund. As of April 2, 2020 Cebu Provincial Government allocated another P373,200,000.00 cash aid for 51 LGUs which is ready for release. The said amount will be distributed according to population and income class of the towns and cities.

BOC 7

• On 17 April, the Bureau of Customs (BOC) in Cebu facilitated the release of 23 more shipments of PPE. This is on top of about 1,182 shipments of PPE and medical supplies that had been allowed to leave the Cebu Port on 16 April.

• Since the outbreak of the COVID-19 and the implementation of ECQs, the Cebu Port Authority has been monitoring the container vans especially the refrigerated vans containing food that are inside the Cebu Port and that have not been withdrawn yet from the port.

DTI 7

• DTI 7 has collaborated with some MSMEs to produce some medical supplies for frontliners involved in COVID-19 related activities. In Dumaguete City, for instance, the agency partnered with the Negros Oriental Chamber of Commerce and Industry (NOCCI) to produce more face shields using donations received to pay the salaries of employees of

local MSMEs doing the assembling of the face shields. DTI 7 also acknowledged the work of community volunteers who helped in the production as well as distribution of the produced items.

• DTI 7 is working with MSMEs in the region for the latter to get endorsements from the agency so they could avail of financing assistance under the P1- billion Enterprise Rehabilitation Financing loan facility which is being implemented by the government as part of the economic relief program for small businesses greatly affected and marginalized by the COVID-19 pandemic.

• The economic relief program aims to restore the financially distressed businesses during the pandemic or to let them restructure or repurpose their business operations to suit the demand of the market under the “new normal”.

• The loan facility is open to micro and small enterprises with at least one year continuous operation prior to March 2020, and whose businesses suffered drastic reduction in sales during the ensuing epidemic.

• Micro enterprises with an asset size of not more than P3 million can borrow P10,000 up to P200,000 while small enterprises with an asset size of not more than P10 million can borrow a larger amount not to exceed P500,000.

DA 7

• DA 7 reported that nine (9) agricultural research stations, mostly located in Bohol, are being primed to provide support to the government‟s Plant, Plant, Plant program in the midst of the COVID-19. The stations have been propagating seeds and seedlings that will be made available to LGUs as well as farmers in the region in support of the food sufficiency program of government.

• Strengthening its Food Resiliency Program. The program consists of 3 components, namely: Food Availability, Food Accessibility, and Food Price Stability

• Continued to distribute vegetable seeds to farmers in all the provinces of the region to promote food sufficiency.

• The DA 7 reported that farmers in Central Visayas was able to earn P700,000 in 2 days from the launching of the KADIWA stores in Cebu and Bohol.

DOLE 7

• DOLE 7 reported that as of 16 April, the agency released a total of PhP 8.5 million in financial assistance to 2,103 workers in the informal sector in the region under its Tupad #BKBK program.Tupad #BKBK is an emergency employment program whose beneficiaries are required to work 4 hours a day for 10 days doing cleaning and sanitation work. They are paid P404 a day, which is the highest possible wage that could be paid to minimum wage workers in Central Visayas.

• Meanwhile, DOLE 7 announced that it is suspending its acceptance of applications for financial assistance under the CAMP program which targets displaced workers in the formal sector. It cited the near depletion of its P1.6 billion national allocation for the program as reason for the stoppage. As of 14 April 2020, DOLE 7 paid out a total of Php109.7 million to 21,945 workers of establishments in the region affected by the COVID-19 and the ECQS under its CAMP program. About 1,199 establishments in Central Visayas availed of the program.

DBM 7

• DBM 7 disclosed that it has released the guidelines on the use of the Bayanihan Grant which is given to provinces to augment their funding requirement for COVID-19 related activities.

• Cebu is set to receive P159.05 million, Negros Oriental P98.41 million, Bohol P94,070863, and Siquijor P24.37 million from the Bayanihan Grant. The allocation per province is equivalent to one half (1/2) of the one-month Internal Revenue Allotment (IRA) share of that province for FY 2020.

• DBM 7 explained that the funds can be used to maintain the operation of the provincial checkpoints set up in strategic areas in the province.

NFA 7

• The National Food Authority (NFA7) reported that a total of 79,500 bags of rice had been distributed to all the 4 provinces in the region in support of the relief efforts of LGUs. About 50,000 bags are still in the warehouse of NFA in the region which is good for 13 days. The agency, however, expects the inflow of 100,000 bags of rice into the region in May from Region 6.

• Cebu LGUs continue to withdraw/pull-out foodpacks requested by the Cebu provincial government through the Provincial Health Office. A total of 29,497 ffps were requested for the LGU front-liners. Of this number,at least19,066 ffps were already withdrawn by the 36Cebu LGUs.

• To date, the FO has approved another24,968ffp requests from LGUs in the Provinces of Cebu and Negros Oriental. The FO‟s Disaster Division is continuously coordinating with these LGUs for the schedule of pull-out and distribution.

• The FO-AOC (Agency Operations Center), activated on 13 April continues to operate 24/7.

• AOC continues to address grievances and inquiries lodged through the FB page, email and via phone calls.

• Advisory #11 on SAP liquidation was issued and disseminated to all field staff.

• Amid COVID-19 disease Regional Executive Director Cedeño on a live interview said to heed the directives of DA Secretary William D. Dar the priority food pass stickers were issued in the respective checkpoints of the region for suppliers and farm producers to avail and ensure the free mobility of food supply skeletal workforce was deployed with the assistance of PNP and Phil. Army to facilitate the smooth movement of food supplies.

• Report on the sufficiency of rice in the Region IX as March 23, 2020 a total of 518,515 bags of palay with a total rice equivalent of 351,657 bags

• Current supply will last 27 days based on daily consumption rate or 231 days based on average daily sales.

• Per report generated on four (4) RPCs, around 13.75 MT milled rice and 47MT palay are available. These are the stocks coming from the RPCs in Molave, Labangan & Mahayag in Zamboanga Del Sur and in Siay, Zamboanga Sibugay. Other RPCs currently have no stocks since harvests are underway in various areas in Zamboanga Del Sur and Zamboanga Del Norte.

Also included calamansi concentrate and ready to drink calamansi juice, among others. NTC XII • On April 13, 2020, The National Telecommunications Commission (NTC) directs all

public telecommunication entities (PTEs) as well as internet service providers (ISPs) to submit a Business Continuity Plan detailing measures taken to ensure uninterrupted service and to address the increased demand for ICT services.

• The order aims to boost efforts at maintaining the operation of vital ICT services and supporting infostructure as the administration extends the Enhanced Community Quarantine (ECQ) until the end of April 2020 to manage the COVID-19 threat.

• For the duration of the ECQ, telecommunications play a key role as many businesses shift from traditional operations to work-from-home arrangements for health and safety concerns.

• Issued information and warning thru text messaging or sms, via social media, broadcast stations (AM, FM & TV) and Cable TV against SCAMS in the form of text messages and social media posts (eg. Netflix is giving free streaming in two months, other text scams.)
