Coming down heavily on the practice, the court has held that this form of "instant divorce" is "most demeaning" which "impedes and drags India from becoming a nation". "The question which disturbs the court is - should Muslim wives suffer this tyranny for all times? Should their personal law remain so cruel towards these unfortunate wives? Whether the personal law can be amended suitably to alleviate their sufferings? The judicial conscience is disturbed at this monstrosity", a single judge bench of Justice Suneet Kumar said in a judgement passed last month. "Muslim law, as applied in India, has taken a course contrary to the spirit of what the Prophet or the Holy Quran laid down and the same misconception vitiates the law dealing with the wife's right to divorce", he said. "The purpose of law in a modern, secular state.... is to bring about social change. Similar complaints are also pouring in from metered areas where there are abrupt power cuts around eight hours in a day. "We witness frequent power cuts from the last one month. We are bound to get 24 hour electricity supply as per the rules but the PDD often resorts to power cuts of around eight-hours in a day," Nazir Ahmad, a resident of Lalbazaar said. People said when meters were installed in their areas, the department had promised round-the-clock supply. Instead improving the power supply position, the PDD authorities are blaming the people for the abrupt power cuts saying they were not using the electricity judiciously. "If people use electricity judiciously and pay as per the consumption then there won't be power cuts. We are trying to adhere the curtailment schedule as approved by the government," Chief Engineer PDD, Shahnaz Goni said. As per the power curtailment schedule approved by PDD, the metered areas will be subjected to at least 4-hour power cuts while the non metered areas will face upto 8-hour power cuts. The Chief Engineer said the department had taken several measures to stop the misuse of electricity in the Valley. "We have formed various teams who are conducting inspections since December 1 to stop power pilferage. All the departments including police are fully cooperating with the PDD to stop power theft. All those who resort to power pilferage will be heavily fined besides that FIRs will also be lodged where power theft grossly take place. We will seek the police assistance if there is some resistance from the public in creating hurdles in the works of inspection teams," she said. "No doubt, Kashmir province is well known for producing the walnut but at the same time it is very right to say that district Ramban can also produce superior qualities of walnut", Chief Horticulture Officer, Ramban, Lokesh Bali told PTI. The walnut is also produced in some parts of district Doda, Kishtwar, Rajouri, Poonch including the hilly regions of district Reasi, but among all these districts, top production of walnut comes from Ramban, Bali said. The district accounts for Rs 80 crores of walnut sales annually, he said. Giving further details, Bali said that the major crop grown in this district is walnut. "Around 5,193.70 hectare of land is being used for developing walnut orchards and around 7247.17 metric tons of production was made in 2015- 16", he said. Bali said that to showcase the success of the department a film has been shot on walnut production in the district, which got boost to rural economy. The couple hailing from Bulandshahr district inwestern Uttar Pradesh had moved the court seeking a directionto the police and Hina's mother that they stop harassing thepetitioners and their safety and security be ensured.The court, however, made it clear that it was not disputing thecontention of the petitioner's counsel that the couple "are adultsand are at liberty to choose their own partner" and they "cannotbe deprived of their right to life and personal liberty" as per thefundamental rights enshrined in the Constitution."Nor difference in age is an issue", the court said, adding,"What is disturbing is that the instrument of instant divorce(triple talaq) has been used for ulterior purpose (by the man) fordivorcing his wife....first petitioner (the woman) left her familyand joined the company of the second petitioner andconsequently the second petitioner decided to get rid of his firstwife"."The question which disturbs the court is - should Muslimwives suffer this tyranny for all times? Should their personallaw remain so cruel towards these unfortunate wives? Whetherthe personal law can be amended suitably to alleviate theirsufferings? The judicial conscience is disturbed at thismonstrosity", the court noted with concern."Women cannot remain at the mercy of the patriarchal set upheld under the clutches of sundry clerics having their owninterpretation of the holy Quran. Personal laws, of anycommunity, cannot claim supremacy over the rights granted tothe individuals by the Constitution", the court held.Stating that it would "not like to say anything further for thereason that the Supreme Court is seized of the matter", thecourt added, while dismissing the petition, that "the legality ofthe marriage/divorce and rights of parties is kept open".

Protestor killed in firing nearencounter site in J&K

Anantnag district last evening after militants hiding in a housefired on the security personnel during a search operation.The security personnel had laid siege around the area followinginputs that some militants including Lashkar-e-Toiba'sKashmir chief and most wanted militant Abu Dujana werehiding there.The encounter between the militants and security forcescontinued today also and there were unconfirmed reports thatthree Lashkar militants were killed in the firefight. However,there was no official confirmation about the militant killings.As the gunfight was going on, people from adjoining areas inlarge numbers gathered near the encounter site. Chanting pro-freedom and anti-government slogans, the protestors attemptedto enter the besieged area to help the holed-up militants toescape.Sources said the security personnel fired warning shots todisperse the people. "However, when the people did notdisperse and attempted to storm the encounter site, securitypersonnel fired some rounds and tear gas shells towards themob".Locals said in the security forces firing, a youth Arif AhmadShah was killed and many others injured.The killing of youth triggered protests in the area and adjoiningareas and some other parts of South Kashmir. The protestorsclashed with the security personnel, who fired tear smokeshells and resorted to heavy baton charge to disperse them. Theclashes continued till late evening.A police spokesman confirmed the killing of the civilian."At some distance from the encounter site, a stray bullet hit theyouth, Arif. He later succumbed to injuries," he said.

Police, meanwhile, appealed people not to assemble or comeclose to the encounter sites as there is every chance that straybullets may hit them and they make get injured. Earlier, this year police had issued an advisory asking peopleliving within two kilometres from the encounter site to stayindoors."In case any encounter starts anywhere, the people particularlythe parents of young adults of the nearby area are requested notto allow their wards to move towards the encounter site. In casethey are outside home, they should be recalled to home," readthe police advisory.It had also asked people not to rush towards the encounter siteimmediately after the gunfight has stopped.

The retirement ageof high court judges was increased fro 60 to 62 in 1963.Referring to the short tenures the CJI and chief justices of highcourts often have, the panel said in the last 20 years, 17 ChiefJustices of India have been appointed and out of those, onlythree had tenure of more than two years."Many of them had tenure of even less than one year," itobserved.It said chief justice of high courts in most cases get appointedfor a less than two years term. Some of the chief justices alsoget elevated to the bench of Supreme Court, further shorteningtheir tenure in high courts. "In many cases, the post of ChiefJustice are not filled- up simultaneously and acting ChiefJustice, appointed as a stop-gap arrangement, does not oftentake decision about names to be recommended to the UnionGovernment/Supreme Court collegium for filling-up ofvacancies in that High Court," the panel said taking a grimview.It said that ensuring a minimum tenure may resolve the issueand asked the Law Ministry "to consider ways so that a ChiefJustice in the High Courts and in the Supreme Court remains inposition for a certain minimum tenure".It also said that instead of five, a minimum of 11 judges of theSupreme Court should hear cases involving the validity of aConstitutional amendment.It also recommended the cases involving the interpretation ofConstitution should not be heard by a Bench of less than 7judges.

This shows thathorticulture sector is bringing sea change in the life of localpeople day by day, Bali said."There are four nurseries of Walnut, peach, apple and pecan nutat Gool, Sangaldan, Batote and Nowgam to promote plantationin these areas. In these nurseries better quality of plants aregrown with the help of grafting", Bali said."From these nurseries plants are provided to the people on verylow rates. Every year there is a continuous expansion inplanting different types of fruit bearing trees and now peopleare finding better financial avenues in horticulture sector", headded. Moreover, walnuts are more nutritious than the almond, thusmore and more stress should be laid on the expansion of walnutorchards. Labanas new entry among 15castes in central OBC list

eight states -- Assam, Bihar, Himachal Pradesh, Jharkhand,Maharashtra, Madhya Pradesh, Jammu and Kashmir andUttarakhand.Out of these 28, 15 castes, including Gadheri/itafarosh in Bihar,Jhora in Jharkhand and Labana in Jammu and Kashmir, werenew entries, nine were synonyms or sub-castes of the casteswhich were already in the list and four were corrections."The central government has considered and accepted theaforesaid recommendations of the NCBC and recommendationof Government of Jammu and Kashmir and have decided tonotify inclusion/amendment in the Central List of OtherBackward Classes of the aforesaid States," according to thenotification signed by Joint Secretary B L Meena.Last month, the Union Cabinet, chaired by Prime MinisterNarendra Modi, had approved the proposal of NCBC. Thesechanges in the central list will enable the persons belonging tothese castes/communities to avail the benefits of reservation ingovernment services and posts as well as in central educationalinstitutions as per the existing policy.They will also become eligible for benefit under variouswelfare schemes, scholarships, etc., being administered by thecentral government, which are at present available to personsbelonging to Other Backward Classes, it added.On the NCBC recommendation, a total of 2,479 entries forinclusion, including its synonyms, sub-castes, etc. in the centrallist of OBCs have been notified in 25 states and six UnionTerritories. The last such notification was issued in September,2016.NCBC examines requests for inclusion of any class of citizensas a backward class in the lists and hear complaints of over-inclusion or under-inclusion of any backward class in suchlists. Its advice is binding upon the central government.The government is also considering relaxing the creamy layernorms.

(DDC) Mohammad Aijaz today chaired a

meeting to review the progress of

developmental works under various state

and centrally sponsored schemes.

During the meeting physical and

financial status of mega developmental

projects under various schemes especially

BRGF were reviewed threadbare.

While directing the concerned officers for

ensuring early submission of Utilization

Certificates of all ongoing works DDC

stressed for judicious expenditure of

allocated funds so that tangible assets are

created.

Regarding pending works under BRGF

scheme, the DDC directed the concerned

officers to ensure that developmental

works under the scheme should not suffer

due to lack of coordination between

executing agencies and non submission of

on design and architecture

workshop at Ramban was

organised primarily with an

aim to enlighten the

prospective of design and

architecture careers other

the conventional subjects.

presentation at the college

in which around 60 students

including girls and boys

Deputy Commissioner Poonch Mohammad Harun Malik

today convened a meeting with officers from department of

Information Technology, Social welfare, Rural development

and bankers to discuss the information, Education and

communication (IEC) activities to promote digital payments

in day to day transactions. Stressing on better coordination

among the concerned agencies and awareness among the

stakeholders Deputy Commissioner said that mass

awareness campaign should be started regarding the digital

mode of payments to familiarise people with its benefits. He

said that resource persons from IT department shall be roped

in to impart training to field functionaries who shall reach out

to the people at the grassroot level. Deputy Commissioner

said that e-payments /digital payments and use of technology

Army conducts stitchingcourse for women

Udhampur, Dec 08

The Rashtriya Rifles Battalion at Kalakote under the aegis

of Rashtriya Rifles Force Headquarter at Reasi organised a

long month stitching course at Broh under the Kalakote

Tehsil of Rajouri District with the aim of providing

employment opportunities to the local women. The classes

were inaugurated by Sarpanch Guljar Ahmed. A total of 10

ladies attended the course where in the training was

impacted by two local lady instructors who have undergone

similar training last year. The course went on with full zeal

and enthusiasm where in the women displayed keenness to

learn the skill to be self reliant. The continued efforts of

Army towards providing vocational course to the rural folk

will effectively empower the women folk of remote

villages. Begum Farida of Village Broh complemented

Army for initiating this venture and promised that she will

emerge empowered by such a course. All 10 participants

successfully completed the training today.

The observations of the Allahabad HighCourt terming triple talaq asunconstitutional give us an insight

into the mind and mood of the judiciary. Butif we go by the judicial wisdom garnered over

the years, religious freedom, as espoused by the IndianConstitution in Article 25 and Article 26, excludes thepossibility of major reform in Muslim Personal Law.The courts have consistently held that freedom of religionunder Article 26 protects the "essential or core" of religiouspractices of both religious denominations as well as sectsthereof.India follows a system of legal pluralism that allows differentreligious communities to be governed by their own codes ofpersonal law. This has been seen as a way of protectingdistinct communal identities and safeguarding the right ofcitizens to practice their faith, as enshrined in theConstitution.Triple talaq in its presently practised form, known as instanttriple talaq, has however no religious sanction and is basicallya cultural practice. Most Muslims agree that it is antitheticalto the spirit of their scripture, the Quran.But the court justified its verdict by the logic of the Quranitself. The court observed that "divorce is permissible in Islamonly in case of extreme emergency. When all efforts foreffecting reconciliation have failed, the parties may proceedto dissolution of marriage by talaq or by khula"."The view that the Muslim husband enjoys an arbitrary,unilateral power to inflict instant divorce does not accord withIslamic injunctions. It is a popular fallacy that a Muslimhusband enjoys, under Quranic law, unbridled authority toliquidate the marriage."The whole Quran expressly forbids a man to seek pretextsfor divorcing his wife, so long as she remains faithful andobedient to him," the court said.

"Islamic law gives to the man primarily the faculty of

dissolving the marriage, if the wife, by her indocility or herbad character, renders the married life unhappy; but in theabsence of serious reasons, no man can justify a divorce,either in the eye of religion or law," the court said.To be fair, even the Bharatiya Muslim Mahila Andolan(Indian Muslim women's welfare movement or BMMA),which has been on the forefront of the movement to ban tripletalaq, is arguing for a ban on the way triple talaq is practisedin India and not on the one enjoined by the Quran.One must concede that it has not been asking for much. In fact,the BMMA looks as confused as Shayara Bano. Both of themhave asserted in court that triple talaq, as per judicial verdicts,is now counted as one and yet ask the court to hold it asunconstitutional. As a matter of fact, the BMMA is basically asking that instantoral triple talaq must end and that the Quranic procedure ofdivorce in three months, with prior efforts of reconciliationbetween spouses, be strictly followed.Thus they are not asking for revolutionary change but simplyrequesting the court for an "Islamisation" of Muslim PersonalLaw. Most liberal scholars have been making similar demands

and are against instant triple talaq.Thus the Hanafi sect, which is what the overwhelming Muslimsrepresent, and its law stand protected.Similarly, just like the All-India Muslim Personal Law Board(AIMPLB), the BMMA too, opposes the Uniform Civil Codeand has explicitly asserted in the apex court that the same is"neither desirable nor practical".The truth is that the concept of instant triple talaq is alien toIslam as it goes against the very spirit of the procedure ofdivorce laid down in the Quran. Even the Prophet, when he wasinformed about a man who gave three divorces at a time, wasso enraged that he said: "Are you playing with the Book ofAllah who is Great and Glorious while I am still among you?"Talaq is a very exceptional remedy, frowned upon even by theQuran, and has to be taken recourse to only when allreconciliatory efforts fail. The policy of Islam is that it is betterto dissolve the marriage when there is bitterness amongcouples.The Allahabad High Court reiterated this very spirit of theProphetic teaching. "Muslim law, as applied in India, has takena course contrary to the spirit of what the Prophet or the HolyQuran laid down and the same misconception vitiates the lawdealing with the wife's right to divorce," it said.The Quran lays down a three-tiered calibrated divorce, keepingin mind human frailties. Divorce cannot be pronounced in asingle sitting and must be preceded by efforts of arbitration,mediation, and reconciliation by mediators appointed by bothsides who must explore the possibility of reconciliation. It has to be pronounced before witnesses and over three sittingsover a period of three months. These months are to allow thecouple to reflect on their relationship and not come to a hastyconclusion.During this period, the woman is entitled to her right toresidence and maintenance from the husband. In case there iscohabitation during this time, the divorce would be null andvoid.Ironically, instantaneous triple talaq is banned in several

Islamic countries around the world, including Pakistan, SaudiArabia, Turkey, Tunisia, Algeria, Iraq, Iran, Indonesia andBangladesh. Many of these countries have also set uparbitration councils that try to help couples resolve theirdifferences.Muslim institutions must understand that Quranic ontologyrevolves around the principles of justice, fairness and equity,and therefore, any law that contravenes or abridges the rightsarising out of these standards of ethics automatically becomesunacceptable.But the continued refusal of the Muslim patriarchy to seereason makes it imperative to analyse the procedure of talaq inthe Quran to expose the illegitimacy of the stand of some of theclergy.But the judiciary and the State should not make sweepinggeneralisations that all Muslim practices are regressive. One ofthe reasons triple talaq has remained legal so long is the fear,propounded by Muslim community leaders, that if thegovernment is allowed to tamper with Islamic personal laws, itmight one day scrap them completely, and the majority willswallow them up. It is necessary for the State thus, that instead ofcompartmentalising social issues of the Muslim community, itevolves an integrated approach. The Quran is a comprehensivecode for Muslims and egalitarianism is its underlyingphilosophy.The writer is a researcher and development professional whohas spent four decades in the development sector. Krugman, Manmohan Singh and KaushikBasu among others.Now research from the Fitch affiliated IndiaRatings (Ind-Ra) shows that GDP forecastsneed to be lowered. It has lowered its forecastfor FY17 to 6.8 from 7.8% made in July 2016.Some research reports predict the fall to be ashigh as 3%.Ind-Ra states that the government may facelower tax collections in the second half ofFY17, due to the slowdown in economicactivity. The lower tax collection could getworse if combined with i) lower revenue thanwas budgeted from telecom spectrum auction,ii) likely shortfall in disinvestment, and iii)compensation to be paid to toll roadconcessionaire for suspending toll collectionon national highways till 2 December 2016(yet to be resolved).That, says the report, could see thegovernment staring at a significant shortfall inrevenues. However, adds Ind-Ra, "acombination of: i)higher growth in indirect taxcollection than budgeted during 1HFY17,ii)expected tax revenue garnered from IncomeDeclaration Scheme (IDS) 2016 and theproposed Pradhan Mantri Garib KalyanYojana (PMGKY) 2016, and iii)expenditurecompression, will help the government tomeet the FY17 fiscal deficit target.But there are other dark clouds ahead. Earliermost forecasts (including this author) believedthat at least Rs. 3 lakh crore of high valuecurrency notes would not get returned to thebanking system. Now it appears that thisnumber could be less. Informed sources claim

that the Reserve Bank of India (RBI) hasalready accounted for Rs.11 lakh crore. Moremoney could come in before 31 Decemberdeadline. That could mean fewer notesoutstanding.There are also the two time-bombs fromNepal and Bhutan that have yet to explode.Savvy bankers point out that while Nepal hadbanned the use of Rs.500 and Rs.1,000 Indiancurrency notes earlier, trading in suchcurrency was permitted a few years ago. Thecentral banks of these countries have yet toreconcile the total number of old high-valuecurrency notes with them, as details have yetto come in from all the branches of the banksin these countries.Reports talk of a massive launderingoperation that has been underway in Nepal(and Bhutan) by depositing old Rs.500 andRs.1,000 Indian currency notes with those

banks. The RBI has no power to refuseaccepting the notes that come infrom another central bank which wasauthorised to trade in these currencies. Thesenumbers are expected to be quite large. If the'impounded' money is significantly lowerthan the expected Rs.3 lakh crore, will thismean that the demonetisation move hasfailed?Not really. The government still benefits intwo ways. First, it has managed to breakpolitical funding, especially in Uttar Pradeshand Punjab where elections are due shortly.Second, there is no denying that hugeamounts of money has moved into thebanking system, and can now be traced, taxedand even impounded. What will be watched isthe government's impartiality and politicalresolve. Will the government act?Here the government appears to be failing.

Consider how traffic lines at toll boothserupted after a hiatus of 24 days when no tollwas collected. Ideally, the government oughtto have moved swiftly to introduce systemswhich would allow immediate and automaticdebiting of toll charges to any legitimatedebit/credit/cash card. All that was requiredwas for vehicles to put in a device whichcould 'talk' to toll gates and have theappropriate amounts debited. Singapore hassuch systems installed for over a decade.Ditto with transportation. For the past twodecades, the UK has the Oyster card (formetros and buses) which registers the place ofembarkation, and then the place ofdisembarkation, and debits the appropriateamount to the card. Unless the card's wallethas cash in it, the person cannot even enterthe bus/train.For all its vaunted IT capabilities, India hasstumbled. This could have been done onnational highways and the railways to startwith, since both are governed by the centralgovernment. Later, its application could beexpanded to other sectors as well. Clearly, bigplans aren't enough. Implementation is whatmatters. The experience on India's toll-gateslast week was a sad reminder that India isbetter at bans and stoppages than at planningmeticulously for specific projects.After all, as most people point out, globalexperience (including that of India in the past- in 1946 and 1978) shows that the impact ofmeasures like demonetisation can be veryshort-lived, even counter-productive. Tomake such measures meaningful, they need tobe backed up with follow-up execution.This will be crucial in the implementation ofGST as well. It could end up as a failure,unless some basics are taken into account.But more on that later.

Dr. Farooq Abdullah is a flamboyant character ofJammu Kashmir Politics who has no control overhimself when he is angry and often whimsical. He

can say anything and may appears fundamentalist. Acouple of weeks ago, Farooq wrote in a Srinagar journalthat his father Sheikh Mohammad Abdullah would havebeen happy that the Kashmiri youth had picked up thegun to support their demand for independence. I knew theSheikh well and I do not think that he would have madesuch an irresponsible statement.In his speech, he said: “I want to tell the workers ofNational Conference not be out of this struggle. I warnyou: we are a part of this struggle. We have fought everytime for the interests of this state.”Farooq will be well-advised to resign from the RajyaSabha because he cannot be with India and the Hurriyat atthe same time. In fact, It is shocking as how a person whohas been a Union minister and Kashmir’s chief ministercan make such a statement which counters theConstitution. Significantly, he addressed the gathering inKashmir.Farooq Abdullah’s biggest problem is that he alwayswants to remain in the headlines. To do so he would sayanything. Is Farooq confident that what the Hurriyat ispreaching in the interest of the people in Kashmir, muchless India? Has he ever weighed the repercussion of theValley’s separation from the rest of country? Kashmir is alandlocked territory and does not have an easy access toany place except India.The boys who are fighting against the Indian forces arevery clear about what they desire. They wanted the Valleyto be converted into an independent sovereign Islamicstate. They did not favour integration with Pakistan.Syed Ali Shah Geelani, a separatist Hurriyat leader, doesnot represent them because he now wants Kashmir to bepart of Pakistan, even at the expense of undoing thepartition arrangement.In fact, the Maharaja of Kashmir Hari Singh wanted tostay independent after the British left. But tribals lead byregular Pakistani forces attacked Jammu and Kashmirforcing Maharaja to accede to India and the raidersreached the periphery of Srinagar. They would havecaptured it if they had not stopped at Baramulla to lootand plunder.At that time, Farooq Abdullah’s father, SheikhMohammad Abdullah – released from jail on theinsistence of then prime minister Jawaharlal Nehru –organised the people’s militia during the Maharaja regimeand stalled the forces marching towards Srinagar tillregular Indian forces landed at the airport to push backthe invaders to the territory; what is now known as PoK(Pakistan occupied Kashmir).Because of constitutional provisions, J&K enjoyed thetype of autonomy which other states do not have.Subsequently, Sheikh Abdullah had the state constituentassembly pass a resolution that the state of J&K hadacceded to India irrevocably. Before doing so, he sentSadiq Sahib, who became the state chief minister later, toPakistan to assess what kind of polity Islamabad wasgoing to pursue.After hearing Sadiq’s view that Pakistan wanted to be anIslamic state, the Sheikh Sahib, a product of people’sstruggle to obtain independence from the Maharaja andthe British, took no time in joining India because hewanted the state to be pluralistic. A democratic India,where there would be religious freedom, was the obviouschoice for him.With the passage of time, the Sheikh became the onlyliberal voice which could be heard clearly in the midst ofchallenges and counter-challenges by the Hindus and theMuslims.

India as well.Following the stunning victory byDonald J Trump for the presidencyof the United States, the questionmany Asian Indians are asking iswhat kind of an impact this wouldhave on the US-India relationship.Former US president George WBush was instrumental in bringingthis bilateral relationship to newheights with his open andaggressive advocacy of the Indo-USCivil Nuclear Treaty and created acontinuum through the BarackObama years to further develop andfoster the relationship into astrategic alliance.Trump is not a stranger when itcomes to dealing with Indians, andhis business undertakings in Puneand Gurgaon are clear evidence ofthat existing bond. Also, we havewitnessed a surge of support for himfrom the Indian community in theUS, spearheaded by businessmanShalabh "Shalli" Kumar, who notonly raised campaign funds for thepresident-elect but also arranged a

large gathering in New Jersey inhonour of him.At the outset, one may also wonderwhether Kumar, who is said to behaving close ties to Sangh Parivarorganisations in India, acted aloneor with blessings from those powercentres!Regardless, the election of Trumphas raised serious concerns amongthe Indian community in the USwhich overwhelmingly supportedDemocrat Hillary Clinton for thepresidency.Although Indian Americans aremostly conservative in their socialoutlook and not necessarilycleansed of their caste affiliations orprejudicial minds, Trump'sproposals dealing with issues suchas immigration and trade haveunnerved their senses.Also, many seem to have justifiableapprehensions on the possible riseof the far right movements thatcould threaten their safety and theeconomic stability of their children. Divisional Commissioner Kashmir,Baseer Ahmad Khan, today took acomprehensive review of variousdevelopmental projects being executedunder core sectors and winterpreparedness in Baramulla andKupwara districts.In a high level meeting chaired by theDiv Com, the Deputy CommissionerBaramulla, Dr Nasir Naqash, said thatagainst an approved allocation of Rs231.36 crore under the District Plan forthe current fiscal an amount of Rs75.64 crore has been made available

If you have been trying to get over your fear of crowds or public spaces through exposure to them, try wading in early in the morning because that is when the level of cortisol, the stress hormone which helps the mind develop new reactions to fear triggers, is highest.To test this idea, researchers recruited 24 people with fear of crowds or public spaces. The participants met with therapists for 'exposure therapy' once a week for three weeks, in sessions staggered by time. In each session, they spent at least half an hour in a new setting -- public

Employees in India may get lowersalary hike next year, says reportNEW DELHI, DEC 08

Employees are expected to see an average 10 per centincrease in salary in 2017, lower than the 10.3 per cent risethis year, and after taking inflation into account, the hikewould be a paltry 4.8 per cent, says a report.According to Korn Ferry Hay Group 2017 Salary Forecast,India salary growth is pegged at 10 per cent, while realwages are expected to rise by 4.8 per cent.“Salary hikes in India, although still higher than manyother countries across the globe, have stabilised and weexpect them to be in the 9.5-10.5 per cent range in the nextcouple of years,” Amer Haleem, Country Manager,Productized Services, Korn Ferry Hay Group, said.Haleem noted, “We expect them to be at the higher end ofthe range for entry-level positions, given that our salariesare much lower at that level compared to most countries,even those within Asia.”In Asia, salaries are forecast to increase by 6.1 percent–down 0.3 per cent from last year, while real wagesare expected to rise by 4.3 per cent–the highest globally.The largest real wage increases are forecast in Vietnam(7.2 per cent), Thailand (5.6 per cent) and Indonesia (4.9per cent). The report noted that adjusted for inflation,workers around the world are expected to see real wageincreases of 2.3 per cent, down slightly from last year’sprediction of 2.7 per cent. “Although not as high as lastyear when we saw a three-year high, there are still positivereal wage gains across the globe,” said Benjamin Frost,Korn Ferry Hay Group Global Manager–Pay. Despite theturmoil following the Brexit decision, the United Kingdomis expected to see raises of 2.5 per cent (the same as the lastthree years). Adjusted for inflation, real wages are toincrease by 1.9 per cent in 2017, which is slightly higherthan the Western European average.

Minister Suresh Prabhu andUnion Minister of Health andFamily Welfare J P Naddahere.An initiative of Impact IndiaFoundation, Lifeline Expresshas treated around one millionpoor people in rural parts ofthe country free of chargesince its inception in 1991.Nearly 2,00,000 medicalprofessionals from around theworld have donated theirservices."If patients can't reach thehospital we can have the

hospital reach the patients.Often in a rural district, eventhe biggest hospitals do nothave either operation theatresor trained surgeons. children.Before a train arrives at alocation, a medical team visitsthe area to carry out a study into assess the healthrequirements of the locals."We collect the disability data,vital health indicators and thefacilities which are available inthe district. Based on that wecreate a need assessmentreport for the location," saidRajnish Gourh, ChiefOperation Officer of ImpactIndia Foundation."Following this, a preliminary

Kushwaha, who is injudicial custody, wassentenced with anotherperson Satyendra Singh. Additional District JudgeSalim Badar passed thejudgement convictingKushwaha and SatyendraSingh of Uttar Pradeshunder Section 302 formurder and 120 (B) forcriminal conspiracy leadingto the murder of one NareshKushwaha in 2012.Three other accused in themurder conspiracy are stillabsconding.

B L Kushwaha was arrestedby the state CID-CrimeBranch in connection withthe murder case after hesurrendered before theRajasthan Police on October13, 2014. Since then he is in judicialcustody. He was notpermitted to vote in therecently held Rajya Sabhaelections by the RajasthanHigh Court. The victim Naresh was aresident of Dholpur.

was it for you to adjust to

the team's requirements?

I knew it would be difficult

to adjust but everyone was

helpful and made me

comfortable. The (late) goal

against FC Goa, which

turned out to be the match

winner, helped boost my

confidence.

With such a rich vein of

form, are you playing your

best football?

Right now I am not playing

well.

Will the goals be enough for

you to get a National call-

up?

I don’t know. I am not

thinking about all that and

focusing only on the game.

I think if I continue to play

well, they will call me

definitely.

Is there added pressure on

Kerala Blasters to atleast

make it to the final because

Kochi will be hosting the

League’s final?

It goes without saying that

we need to win the ISL for

our fans because they are

the best. We must deliver

that trophy to our fans.

How much does the crowd

support play a role in

Kerala's home games?

I cannot express (in

words) how we feel

when we play in front

of this amazing

Kerala crowd.

They are

truly

amazing;

we can’t

even hear

what the players say on the

field, or when the referee

has blown the whistle.

Before the last League

game, you were fighting

tears while talking about the

fan support.

Did that emotional aspect

help you put that extra

effort?

It’s always like that. This is

my home crowd and the

best in the ISL. Not just me,

everybody thinks that. I

have always wanted to play

in front of my home fans

and I feel happy to play

here.

How is Steve Coppell as

coach? He seems to have

given you a free role to

express yourself on the

pitch.

He is the coolest coach I

have worked with. Coolest

means, he doesn’t get angry

or doesn’t say anything in

anger.

Even when we come back

to dressing room for half

time, he never loses his cool

and asks us to look forward

to the next 45 minutes. He

reminds us that fans are

watching all of us, so we

must show them all that we

have. In my time at Kerala

Blasters, I never saw him

angry. I don’t know if he is

always like that!

wanted Italian-tailored suits,

costing Rs 2.5 lakh each, for

the Men in Blue. But the

board shot down the

proposal. Besides the

reluctance of the board’s old

guard, who saw it as an

extravagance, the keen eye

of the courts on BCCI’s

spending is also seen as a

reason for the cricketers

being denied the stylised

formal attire, tailored by a

brand of international repute.

Johri floated the idea of

getting 50 new suits, for the

cricketers as well as BCCI’s

top executives, in an email to

BCCI president Anurag

Thakur, secretary Ajay

Shirke and other staff

members on November 19.

“The Indian team is in a

serious need of new sets of

formal attire. The cost per set

will be approximately Rs 2.5

lakh. And we intend to order

50 sets. Request your go-

ahead,” he wrote.

Following a Supreme Court

order, the BCCI cannot take

any decisions until the board

and state associations accept

the Lodha Committee’s

recommendations. BCCI

secretary Shirke, who

consulted board legal

counsel Abhinav Mukherjee,

pointed this out. “Am afraid

we cannot enter into any new

agreement or contract as per

the Supreme Court order,”

he said in his reply.

Mukherjee, in his mail, said

the Lodha Committee should

be consulted. “I suggest that

this issue needs to be

verified with the Lodha

Committee.

The committee, in its report,

stated that the vendor should

be appointed through a

tender process. But it seems

this is done by a private

negotiation. Ideally, we

should refer this to the

committee,” he wrote.

But BCCI president Thakur

quickly intervened to say

there was no need to consult

the Lodha Committee.

“We are not going ahead

with this,” he said in his

reply.

The CEO’s proposal has not

gone down well with the

board’s old guard, who have

opposed “corporate culture”.

“There is a big difference

between corporate culture

and BCCI culture.

The Indian Express tried to

get in touch with Shirke, but

he was not available for

comment.

Nagarjuna and Allu Aravind, besides

myself - we all of us have formed a

consortium and invested in Bengaluru

Blasters," team co-owner and

businessman Nimmagadda Prasad told

reporters in Bengaluru.

This is the second venture of the

consortium that owns Kerala Blasters, a

part of the Indian Super League football

tournament.

Asked about the stakes picked up by the

consortium members, Prasad denied to

share details on it, but said he would

disclose the details at an opportune

time.

"For now we will not disclose the

breakup of investments made by the

members of the consortium, but would

disclose it at an opportune time," he

said.

Asked whether it is a riskier affair to

enter into badminton league which has

not taken off as expected compared to

the Pro Kabbadi League, Prasad said

the investors have bought the team

considering the risk factors involved

and with a desire to raise the standards

of the sport in India.

"When it comes to sports, every

entrepreneur faces this challenge. Let

me tell you, sir, this is not a venture for

making profits, but to raise the

New Delhi: GMRInfrastructure today reportedthat its standalone net loss forthe September quarterwidened to Rs 700.34 croredue to provision fordiminution in value ofinvestments and advances insubsidiaries. The companyhad reported a net loss of Rs7.41 crore in the year-agoperiod. Its total income fromoperations rose to Rs 331.22crore as against over Rs292.6 crore a year ago, itsaid. During the quarterunder review, the companyreported provision fordiminution in value ofinvestments and advances insubsidiaries of Rs 752.65crore. The stock was trading1.02 per cent higher at Rs11.88 on BSE.

New Delhi: In a bid topromote digital transactions,Modi government will waiveservice tax on debit and creditcard transactions of up to Rs2,000 amid cash crunchfollowing withdrawal of old Rs500 and 1,000 banknotes.PTI has reported quotingsources that the governmenthas decided to "exemptservices by an acquiring bankto any person in relation to

settlement of an amount up toRs 2,000 in a single transactionthrough credit, debit card orother payment card service.A notification to this effect willbe tabled by Finance MinisterArun Jaitley in Parliament.Following demonetisation ofold high value notes, thegovernment has been takingsteps to promote cashless ordigital transactions to takeIndia towards a less-cash

economy.The government has askedbanks to install 10 lakhadditional point of sale (PoS)terminals within four months.Towards this end, banks havealready placed orders for 6lakh PoS machines and another4 lakh are likely to be orderedin the next few days, a FinanceMinistry statement said.There are about 15 lakh PoSterminals currently acrossdifferent merchants to facilitatecard based payments.Point of Sale (PoS) devices areused for cashless transactions,both for making payments ordisbursing cash. PoS do notattract any basic customs duty.To further reduce the cost of

such devices and therebyencourage digital payments,the government has exemptedsuch devices from centralexcise duty.Consequently, these deviceswill also be exempt fromadditional duty of customs[commonly known as CVD]and additional duty of customs[commonly known as SAD].Simultaneously, to encouragedomestic manufacturers ofsuch devices, all goodsrequired for the manufacture ofPOS devices have also beenexempted from excise duty,and consequently from CVDand SAD. These exemptionswill be valid till 31st March2017.

The pilot of the PakistanInternational Airlines planethat crashed into a mountainon Wednesday killing every-one on board reportedly lostcontrol of one of theengines, the airline said.Azam Sehgal, PIA’s chair-man, told reporters that thepilot for flight PK661 toldthe control tower at 4.09 pmlocal time that an engine haddeveloped a technical faultand moments later made a“mayday call” shortlybefore the plane disap-peared, Dawn reported.“We were confident that theplane could land with oneworking engine,” he said,adding, “I think there was notechnical error or human

error...obviously there willbe a proper investigation.”The small twin-propelleraircraft was en route fromChitral to the capital when itcrashed near the town ofHavelian, about 45 milesnorthwest of Islamabad. Theairline said there were 48people aboard the plane-42passengers, five crew and aground engineer.Emergency was declared atthe airport soon after receiv-ing the phone call.The call about the planecrash was made by a resi-dent of Batolni village whohad witnessed the tragedy,the official said.He called the BenazirBhutto International Airportat around 4.35 pm and wasasked to contact the airport

the first half of the next year."The Commission wantsthat there is no clashbetween the programme ofthe elections...and the exam-ination schedule that may beframed by various state edu-cation boards," theCommission told the states.The poll body pointed outthat it is a Constitutionalmandate to hold the elec-tions well before the expiryof the term of theLegislative Assembly and itis in the "advance stages" ofconsidering a schedule for

holding the elections.While, the term of theLegislative Assemblies ofGoa, Manipur and Punjabare coming to an end onMarch 18, that ofUttarakhand will expire onMarch 26.The term of the UttarPradesh LegislativeAssembly will expire onMay 27.The EC is likely toannounce the poll schedulefor these states sometimelater this month or earlyJanuary. — PTI

The World Bank has can-celled a loan of $100 milliondollars to Pakistan sanc-tioned for improving supplyof natural gas to parts of thecountry. The project — entrusted toSui Southern Gas Company(SSGC) in its distributionareas in Karachi, interiorSindh and Balochistan —was to increase supply ofnatural gas by reducingphysical and commerciallosses of gas in the pipelinesystem.A World Bank report saidthe project levels of unac-counted-for gas (UFG)remained high while thenatural resource continuedto be drained, Dawn report-ed.Illegal connections, one ofthe drivers of UFG, wereincreasing at a rate fasterthan the countervailingreduction of technical loss-es.Justifying its rating of"unsatisfactory", the WorldBank report said it shouldhave exercised caution andnot proceeded with a projectthat did not receive sus-tained interest from theboard and management ofSSGC, which had insuffi-cient ownership in the proj-ect.

Against the original com-mitment of $200m, the bankhad disbursed only $0.25m.The ministry of petroleumand natural gas was keen onreducing of UFG, which wason the rise at the time of theproject preparation andincreased further during theproject implementationphase.Oil and Gas RegulatoryAuthority (Ogra) hadimposed a penalty on gascompanies for UFG beyondthe benchmark of 4.5 percent.Bureaucratic processeswithin SSGC also con-tributed to procurementdelays and bid expiration.The SSGC managementattributed the failure of theproject to the procurementprocess.Most of UFG comes fromdilapidated or deterioratingpipelines, leaking joints, gastheft in the form of tam-pered-with metres, illegalconnections and malfunc-tioning metering equipment.The World Bank undertooka strategic review of theproject, which identifiedstrong implementation chal-lenges with no progresstowards achieving thedevelopment objectives ofthe project as well as no dis-bursement against project-related activities. — PTI
