The Minister said this while chairing a meeting convened to review the progress made with regards to bringing the traders under the ambit of GST in the state. Minister of State for Finance Ajay Nanda, Chief Secretary BB Vyas, Administrative Secretaries for various departments besides other concerned officers were present in the meeting. Divisional Commissioner Kashmir and Jammu, besides Deputy Commissioner of various districts also attended the meeting through Video Conferencing. Noting that upcoming festive season is the prime retail time for local dry fruit traders, Dr Drabu said that traders will require their GST registration numbers to be able to trade in national and international markets. In view of this, he directed the DCs to organize awareness cum training programmes to educate local traders, besides encouraging them to register for GST at the earliest. Dr Drabu directed the Commercial Taxes department to focus on GST return filing and asked them to act as enablers and advisors in the field to facilitate filing of returns. Further, it was directed to train CSC/ Khidmat Center staff in GST filing procedure to facilitate local dealers. It was informed in the meeting that delays in filing of returns will invite a penalty of Rs 100 per day. The meeting also reviewed the status of PFMS implementation in the state. District Administrations were directed to ensure cent percent migration to PFMS for all centrally sponsored schemes by the end of October. In a letter dated September 12, the Press Council cited its authority as a quasi-judicial body set up under an act of Parliament, and asked the officials to file a reply to the notice within two weeks. "Since the matter [of Yousuf's arrest] prima-facie concerns the free functioning of the press, the honourable chairman of the Press Council of India [Justice Chandramouli Kumar Prasad] has viewed the incident with concern, and taken suo-motu cognisance of the matter," the letter read. On September 4, Yousuf was at a makeshift office of local journalists in Pulwama town when he received a phone call from the local police station. Yousuf was kept there overnight and taken to Srinagar the next day. He was arrested on September 5, allegedly for stone-pelting. After a one-day break,the Karwan-e-Mohabbat regrouped

today (September 12) inDelhi, for the 10-day busjourney, travelling throughfour states, meeting familieswho have been destroyed byhate violence.We gathered in the morningat Ummeed Aman SnehGhar at Qutub, travelled to

Raj Ghat to pay tribute to thememory of MahatmaGandhi, and then to TilakVihar, where the widows ofthe 1984 Sikh massacre weresettled more than threedecades back.For a karwan that seeks toreach out to those who havesurvived hate attacks to offersolace and solidarity, we feltit was most important toremember an older painfulhistory of communal andcaste massacres through the70 years of India's freedom.The largest of these brutalcommunal massacres was inDelhi in 1984, in which morethan 3,000 Sikhs weremassacred on the streets of

Delhi. Thirty-three yearshave passed since, but theworking class widows of themassacre who were settledhere continue to grapplepainfully with memory,penury, and their childrenwith mental health and drugproblems.What rankles them all theseyears later is also thedeliberate subversion ofjustice, as few of theirattackers and fewer of thosewho organised the carnagehave been punished.In the large gathering thatgreeted the Karwan at TilakVihar, many speakersrecalled that painful history.Many of the residents of

Tilak Vihar had written cardswith messages and hungthem on strings.In one of these, a 1984widow wrote that she wishedthat no one should ever haveto suffer the way she has.

People said that they worrieddeeply about the rise of hateviolence all across thecountry. They hear of menattacked, savaged and burntin their homes and on streets,and this brings back

frightening memories ofwhat happened on Delhi'sstreets and in trains in 1984.They called resoundingly fora country in which people ofdifferent faiths live togetherwith love and peace.Many singers and poets sanghauntingly of love andpeace. Children of TilakVihar and of the streetchildren rainbow homes alsodanced and sang. SonamKalra, Dhruv Sangari andShweta Tiwari sangluminously the poetry ofBulleh Shah, Faiz AhmedFaiz and Javed Akhtar.There was poetry by AdnanKafeel, Devesh and SurajTripathi, and dramatised

readings by Fouzia, SyedaHameed and Lokesh Jain.The youthful Savitri PhuleBand also sang, and thechildren of Tilak Vihar hadto conclude with a bhangra. At the end of the evening,those who had volunteeredto join the Karwan wereinvited onto the stage. Therewere a wide range amongthem, of writers, journalists,students, filmmakers,photographers, lawyers,social workers, teachers,priests, health workers and

scientists.They sang one song aboutlove together, ate langar atthe gurdwara, and then setout late in the night for thenext halt at Shamli in UttarPradesh.

New Delhi'sstrategic interestshave become

significant, especially as China'strade, energy and defence ties withthe country have surged.Prime Minister Narendra Modi's visitto Myanmar has once againunderlined why New Delhi strugglesto maintain a delicate balancebetween its strategic interests and itsdemocratic ideals when it comes toits neighbour. This visit came at atime when the Myanmar governmentand Aung San Suu Kyi are facingglobal condemnation for theirhandling of the Rohingya crisis in arepeat of what had happened fiveyears ago during a military campaignthat displaced more than 1,00,000Rohingyas.But this time the scale of the crisis ishuge and Suu Kyi's reputation is atstake. The United Nations haswarned that up to 3,00,000Rohingyas could stream intoneighbouring Bangladesh as theyflee "clearance operations" byMyanmar's armed forces. For herpart, Suu Kyi has blamed "terrorists"for "a huge iceberg ofmisinformation" and has refused totake a conciliatory position. In herfirst remarks since the crisis startedin Rakhine state last month, Suu Kyihas suggested that her governmentwas facing its "biggest challenge".Unreasonable"It is a little unreasonable to expectus to solve the issue in 18 months,"she said. "The situation in Rakhinehas been such for many decades. Itgoes back to pre-colonial times."Though she made it clear that thegovernment needed to "take care ofeverybody who is in our country,whether or not they are our citizens,"she also underlined that "ourresources are not as complete andadequate as we would like them to bebut still, we try our best and we wantto make sure that everyone is entitledto the protection of the law."Suu Kyi does not control the militaryand there continues to be a trustdeficit between the two. But herrefusal to condemn military abusesagainst Rohingyas provides thegenerals with political cover.

Myanmar is negotiating with Chinaand Russia to ensure they block anyUN Security Council censure overthe violence that has forced anexodus of nearly 1,50,000 RohingyaMuslims to Bangladesh in less thantwo weeks.Bangladesh has expressed itsconcerns about India's position onRohingyas which led New Delhi toissue a statement acknowledging thatthere is an ongoing refugee crisis inthe region. The statement said, "Indiaremains deeply concerned about thesituation in Rakhine state inMyanmar and the outflow ofrefugees from that region."During PM Modi's visit to Myanmarthis week, New Delhi did not directlyengage with the issue of Myanmar'streatment of its Rohingya Muslimminority. But at a time whenMyanmar is getting isolated, Indiaunderlined its support with its jointstatement: "India condemned therecent terrorist attacks in northernRakhine state, wherein severalmembers of the Myanmar securityforces lost their lives. Both sidesagreed that terrorism violates humanrights, therefore, there should be noglorification of terrorists as martyrs."Perhaps because of this, Naypyidawseems to have allowed India toprovide aid in the form ofinfrastructure and socio-economicprojects to Rakhine province whereviolence against Rohingya continuesunabated.India has significant geopolitical andsecurity interests that continue toshape its outreach to Myanmar. AsChina's profile continues to rise inIndia's vicinity, New Delhi wouldlike to enhance its presence bydeveloping infrastructure andconnectivity projects in the country.India has found it difficult to counterChinese influence in Myanmar, withChina selling everything fromweapons to food grains there, andprojecting power in the Indian Oceanwill become an even greaterchallenge if China increases its navalpresence in Myanmar. No wonder,Myanmar is at the heart of the Modigovernment's "Act East" policy withthe India-Myanmar-Thailand tri-lateral highway, the Kaladanmultimodal project, a road-river-portcargo transport project, and of course

BIMSTEC, the Bay of BengalInitiative for Multi-SectoralTechnical and EconomicCooperation.SecurityIndia is also working closely with thesecurity forces of Myanmar to targetthe insurgents operating in theNortheast. India shares a 1,600kmborder with Myanmar which hasbeen very cooperative in flushing theNaga insurgents from its territory.India would like to see theemergence of Myanmar as a robustdemocracy living in peace with itsneighbours. But this is a long-termaspiration and India's pastengagement with Myanmar indicatesthat a hands-off policy has workedmuch to its advantage.A harsh critic of the Myanmar juntasince the mid-1990s, India muted itscriticism and dropped its vocalsupport for the opposition leader SuuKyi in order to pursue its "LookEast" policy aimed at strengtheningIndia's economic ties with the rapidlygrowing economies in East andSouth-East Asia. More important toNew Delhi has been China's rapidlygrowing profile in Myanmar. AsIndia realised that Myanmar wasincreasingly under China's orbit, itreversed its decades-old policy ofisolation and began to deal directlywith the junta.InterestsIndia found it difficult to toe theWestern line on Myanmar as it wasstuck between the demands of its roleas the world's largest democracy and

the imperatives of its strategicinterests. The large Burmese refugeecommunity in India is a product ofthe 1998 military crackdown inMyanmar. Indian elites have longadmired the freedom struggle led bySuu Kyi, who was honoured with oneof India's highest civilian awards in1993. But India's strategic interests inMyanmar have become significant,especially as China's trade, energyand defence ties with Myanmar havesurged. Strategic interests led Delhito only gently nudge the Myanmarjunta on the issue of democracy.India has gained a sense of trust atthe highest echelons of Myanmar'sruling elite. As such, India remainedopposed to Western sanctions on thecountry.Once Suu Kyi-led National Leaguefor Democracy won a majority inMyanmar's first openly contestedelection in 25 years in November2015, she became the state councillorand country's foreign minister. Itallowed her to work closely with themilitary in crafting a new future forMyanmar and this enhanced India'sstrategic space to manoeuvre. India has over 25 croreschoolchildren, aged 6to 17. At least one-

quarter of them feel unsafe orunhappy in school, according to asurvey by an international agency. Thatmeans millions of our children aregrowing up in fear. Then why shouldwe be surprised that India has thehighest threat perception from thehazardous online game, "Blue WhaleChallenge", which ends with thesuicide of the player?Home and school are the two spacesthat children inhabit. Compromisingthe safety of either one is a violation ofchildren's rights. But India's educationsystem is indifferent to the safety ofchildren, much less to their mental andphysical welfare.Over one-third of Indian children (35per cent) go to private schools, becausethe standard of education is generallybetter than that of government schools.The expectations of the parents are

therefore higher. But so poor is theregulatory oversight by stategovernment agencies, that these privateschools get away scot-free even when achild dies. The Ryan InternationalSchool, Gurugram, is being heldaccountable for the brutal murder of aClass II student in the boy's toilet onSeptember 8, allegedly by theconductor of a school bus. But beforePradyuman, there was six-year-oldDevansh, who fell into a water tank atthe Ryan International School in SouthDelhi and drowned on January 30,2016.Children have died in avoidableaccidents - by falling into septic tanks,being injured on the sports field,drowing in swimming pools or crushedunder the wheels of a school bus. Theauthorities react only after the death ofa child and the case usually registeredis of death due to negligence (IPC304A), which carries a penalty of a fineand imprisonment up to two years.Sexual assault of children on schoolpremises is also increasing. In the last

few years, many instances of sexualmolestation, either by teachers or olderstudents, have been reported in theNational Capital Region, the latest casebeing the rape of a five-year-old by apeon in an East Delhi school.Surely, the state government mustshare the responsibility for PradyumanThakur's death? Should officials of theDirectorate of Education not be heldaccountable, for failing in their duty toensure that the school followed safetystandards?Safety of children does not merelymean protection from physical harm.Section 17(2) of the Right to EducationAct states that physical or mentalharassment of a student is illegal andliable to "disciplinary action under theservice rules applicable to suchperson." It recognizes that whilechildren have a fundamental right toeducation, their right to life underArticle 21 of the Constitution is evenmore important. In 2005, theCommission for Protection of ChildRights was set up to ensure that

children are protected from domesticviolence, terrorism, riots, torture,exploitation, etc.Laws exist to protect children. Yet, thefreedom and dignity of our children isviolated every day in schools acrossIndia. They are physically or mentallyassaulted by their teachers, causingpermanent mental and physical traumaand even death. The Central Board ofSecondary Education (CBSE) hasissued guidelines for the eradication ofsuch punishments, stating that it makeschildren aggressive, destructive,depressed, anxious, suicide-prone andpoor in studies.The survey by ChildFund Internationalfound that one in every five childrenlives in fear of being physically oremotionally abused in school byteachers or other students. When suchchildren are exposed to the internet,they become victims of onlinebullying, like the 'Blue Whale' game.Seen in the light of the fact that Indiahas one of the highest suicide ratesamong teenagers in the world, Google's

alert that the maximum number ofsearches related to Blue Whale are inIndia, is frightening butunderstandable. The game is designedto attract children who are depressedabout their lives, encourage them toharm themselves and finally, to commitsuicide.Parents are helpless in the face of thissystem. Parents' associations have verylittle say in how the schools are run,because private schools take advantageof the fact that the demand for seats ismuch more than the availability andbully the parents. Often, a parent willnot complain if a child is slapped by ateacher for being 'naughty'. This iseither because they are not aware of thelaws protecting children from abuse byteachers in the name of discipline, orbecause they are afraid that their childwill be vcitmised by the school staff.In the survey, the majority of childrenwanted a clean and safe building withsecurity measures like protection fromstrangers and supervision by teachers.They also wanted the school to ensure

clean toilets, facilities for sports andsometimes even boundary walls. Eventhe best schools fail to follow CBSEguidelines like having psychologistsand child counselors, or identifyingchildren with learning disabilities like'dyslexia' or 'dyscalculia'. Our schoolsystem is a factory, churning out so-called 'educated' individuals, in orderto inflate literacy figures. Children areseen as lumps of clay, to be brutallyhammered into a standard shape.Parents have a sacred duty to protectand nurture their children. Whenparents entrust their children to aschool, that sacred duty devolves onthe school. For the school to fail in thatduty is an unpardonable breach oftrust.

The news is about theBJP. It seems, inhindsight, that the

Congress' retorts have, afterall, had an impact."Mr Akhilesh Yadav is adynast. (MK) Stalin is adynast. Mr (Prem Kumar)Dhumal's son is a dynast.Even Abhishek Bachchan is adynast. I mean, that's howIndia runs." That was a candid RahulGandhi, while defendinghimself in front of anaudience in the US, trying tocharm them with a sheepishgrin. He had just finishedreading from a preparedspeech and this conversationwas a part of an interactivesession that followed.For a long time, theCongress, whenever corneredby the BJP on its dynasticpolitics, would respond as ifthe BJP was accusing it ofbenefiting from some unfairadvantage. The Congresswould, typically, retort bysuggesting that you, the BJP,are plain envious. You don'thave a legacy to be proud ofbecause your ancestorsplayed no role in the freedommovement. The Congresscouldn't, or probably didn't,want to admit to the prevalentvoluntary slavery in theirparty, much less understandthe meritocracy argument.The blushing grin on RahulGandhi's face, and his faciledefence, in trying to hidebehind much lower-down-the-rung dynasts, suggeststhat he is no more able toduck the meritocracyargument. The minions, thatis the Congress, may take alittle longer to summon thecourage it takes, to betray anysigns of familiarity with theword meritocracy. But, thatisn't the news.The news is about the BJP. Itseems, in hindsight, that theCongress' retorts have, afterall, had an impact. Looks likethe BJP has been forced to

seriously introspect. In agrudging acknowledgment ofbeing envious of theCongress' varied repertoire ofdynasties - from la famiglia atthe very top, down to thelowest of wannabes - the BJPtoo embarked on a missionmode, to create some trulycomparable dynasties of itsown that it could be proud of.To its credit, the party isnothing today if not a focusedobjective driven machine.And, lo and behold, there is abumper harvest. There isn't astate, or a town, district,constituency or ward, whereyou do not have anentrenched, a looming orseveral fledgling dynasts. Iam not going to give you anynames here. (Friends, relax.)But, you don't even have toscratch the surface. You willfind them there, everywhere,squatting, with entitlementwrit large on their faces,staring at you.Just as in several other areasof comparison, such asopulence and poaching,where the Congress has beenleft miles behind by the BJP,the latter is all set to topplethe former in "dynasticpolitics" too. In fact, in this"endeavour", the BJP hasintroduced several patent-worthy improvisations.Combining poaching withdynastic legacy brings abouta very profitableimprovisation called"poaching a dynasty". Thedifference is of scale. Thestrategy that sanctifies such a

practice is called inorganicgrowth strategy. In businessparlance, it is the "A" ofM&A (mergers andacquisitions). It is helpful touse this lexicon because thatis the true spirit in which theparty and the statecraft arebeing practiced -businesslike.No, the meritocracyargument is not being laid torest all together. All the topjobs, at the apex, do not evenhave a whiff of dynastic"legacy". Not yet. There is alot of ground to be coveredbefore that. You can't buildthe upper stories without astrong foundation, you see.Besides, that one is a crucialdifferentiator via-a-vis theCongress. As it is, there arevery few left. You can't let goof this one too. It will beuseful to keep it intact till thetrajectory of a Congress-mukt Bharat attainsirreversibility. And once thatis achieved, even dynastymay not look all thatattractive a model.The problem is we alreadyhave too many dynastiesmushrooming. There areseveral more interestingmodels floating around.Incidentally, the flavour ofthe month is a Dera.

Over two months afterJammu and Kashmir cameunder the ambit of Goodsand Service Tax (GST)regime, Minister forFinance, Dr Haseeb ADrabu today held a reviewmeeting on RevenueCollection for 2017-18 andProjected Revenue for2018-19.The Minister was informedthat under SGST, ExpectedRevenue (ER) Realizationfor 2018-19 has been set atRs 6194 crores whileProjected Revenue (PR) isRs 7061.47 crores. ForLiquor and ATF, ER hasbeen set at Rs 407.14 croreswhile PR is Rs 463 crores. "On Motor Spirit and DieselOil Tax, ER is Rs 1183.44crores and PR is Rs 1350crores. Passenger Tax ER isRs 13.32 crores and PR isRs 15 crore while ER onStamps and Registration hasbeen set at Rs 219.69 withPR of Rs 300 crore,"officials said.Dr Drabu said although thenew system of indirecttaxation has shaken thesystem which will takesome more time to stabilise,the Commercial TaxesDepartment must organise

training programs andidentify points for filing oftax returns for the ease ofbusinesses. Smoking prompts Crohn's relapse after surgery

People with Crohn's disease -- a serious bowel condition -- are more likely to experience a recurrence after surgery if they continue to smoke, new research has found.

Crohn's disease occurs when the immune system attacks the lining of the gut and bowel to cause severe inflammation. It results in abdominal pain, urgent diarrhoea, sickness and profound lethargy.

Doctors recommend people with the condition stop smoking to avoid their illness worsening.

"Our study confirms that the most important thing somebody with

Crohn's disease can do for their health is not to smoke," said Jack Satsangi, Professor at University of Edinburgh in

Britain.Most patients with Crohn's

disease require surgery to remove the affected section of their bowel. Surgery is not curative, however, and the condition often relapses.

The researchers also assessed whether a drug treatment that is commonly used in treating the disease is effective at preventing it from coming back after surgery.

They found that the therapy had limited beneficial effects

for non-smokers in preventing relapse after surgery. It did, however, offer protection for smokers.

A class of drugs called thiopurines have often been prescribed to patients after surgery to try to prevent relapse but until now, it was not clear whether the therapy offers any benefit.

The researchers conducted a trial of the therapy involving 240 people with Crohn's disease.

Patients were monitored for three years after they had undergone surgery. Some 128 patients were treated with a drug from t h e t h i o p u r i n e f a m i l y c a l l e d mercaptopurine and 122 were given a dummy medicine.

Only three of 29 smokers treated with the therapy experienced a relapse compared with 12 of 26 who received the dummy drug.The rate of relapse in the non-smoking group was much lower and was unaffected by treatment with the medicine, showed the findings published in The Lancet Gastroenterology and Hepatology.

"There is an unmet need to identify therapies or life-style changes that prevent Crohn's disease recurrence after surgery to avoid patients having to undergo multiple operations," Satsangi said.

Sometimes, Palladwarhimself used to collect themoney or ask the victims todeposit it with his wife orson,” police said.Between May 2007 and 2011,the five accused collectedmoney from over a dozen job-aspiring persons, policesaid.“To substantiate theirclaim about vacancies in thePWD, the accused used toshow fake correspondencebetween various departments,including the generaladministration department(GAD), State ElectionCommission, MPSC,Directorate of Health Services,and also Chief Minister’sOffice (CMO),” police said.Some of the victims even

Wholesale inflation rose toa four-month high of 3.24per cent in August as pricesof food articles, led byonions and vegetables,soared.Inflation based on thewholesale price index (WPI)was 1.88 per cent in July2017 and 1.09 per cent inAugust 2016.The last suchhigh level of inflation waswitnessed in April when therate of price rise was 3.85per cent. The governmentdata released today showedthat prices of food articleswent up by 5.75 per cent inAugust on a yearly basis, asagainst 2.15 per cent inJuly.Vegetable prices shotup by 44.91 per cent inAugust, as against 21.95 percent in July.Onion priceswitnessed a sharp surge at88.46 per cent in August, asagainst a contraction of 9.50per cent in the previousmonth.Inflation inmanufactured productswitnessed a slight increaseat 2.45 per cent in August,against 2.18 per cent inJuly.In fuel and power

segment, inflation saw asharp surge to a near doubledigit inflation at 9.99 percent, against 4.37 per cent inJuly.Fuel inflatio shot up aspetrol and diesel pricescontinued to remain highrelentlessly on global crudeoil rates, while power tariffsshot through the roof onlower domestic production.Apart from vegetables, thefood articles that saw rise inprices include pulses, fruits(7.35 per cent), egg, meatand fish (3.93 per cent),cereals (0.21 per cent) andpaddy (2.70 percent).However, potatocontinued to see deflation at43.82 per cent and pulses (-)30.16 per pent.The finalprint of June WPI inflationremained unchanged fromprovisional estimate of 0.90per cent.Data released

earlier this week showedretail inflation rose to a five-month high of 3.36 per centin August due to costliervegetables and fruits.Also,industrial production grewby just 1.2 per cent in Julyfrom 4.5 per cent a year ago,bearing the brunt of a dismalshow of the manufacturingsector.Last month, theReserve Bank cut policyrepo rate by 0.25 per cent to6 per cent citing reduction ininflation risk. The rate cutwas the first in 10 monthsand brought policy rates tonear 7-year low.The RBIsaid it will endeavour tokeep retail inflation close to4 per cent but in the nearterm, there might be someuptick on account of paycommission payouts andprice adjustments post GSTrollout from July 1. —PTI

Express derailed at New DelhiRailway Station at 6 am onThursday.

Fortunately, no passengerswere injured in the accident.

"Last coach of JammuRajdhani Express which wasentering at platform no 15 ofNew Delhi railway stationderailed around 6.20 a.m,"Neeraj Sharma, NorthernRailways Spokesperson toldIANS.

The train was coming fromJammu to New Delhi.

More than 60 children,mostly infants, had died at thehospital within a week lastmonth.There were allegationsthat the deaths occurred due toa disruption in oxygen supplyover unpaid bills to thevendor.The state governmenthad vehemently denied thatshortage of oxygen led to thedeaths.Mishra was accused ofsitting over the issue ofpayments to the vendorsupplying oxygen to thehospital. Japan’s Suzuki Motor Corpon Thursday announcedfresh investments of aroundRs 3,800 crore in Gujarat toadd a third car productionplant.The company alongwith its partners Toshiba andDenso will also investaround Rs 1,150 crore for anew unit to produce lithiumion batteries.The newinvestment in enhancingcapacity of the Hansalpurplant will take thecompany’s total investmentin the facility to around Rs13,400 crore, where it hasalready put in Rs 9,600 croreon two plants along withanother engine andtransmission productionunit.The Hansalpur-basedplant is Suzuki Motor Corp’sfirst wholly-owned unit inIndia.Announcing the freshinvestments, Suzuki MotorCorp (SMC) ChairmanOsamu Suzuki said thecompany will invest Rs3,800 crore on the third plantwhich will have a production

capacity of 2.5 lakh unitsannually.When the third plant startsfunctioning fully, the SMC’sGujarat plant will have atotal capacity of 7.5 lakhunits per annum. He,however, did not elaborateon the time forcommissoning of the thirdplant.The first two plantsalso have capacity of 2.5lakh units per annum, whilethe engine and transmissionunit has a capacity toproduce 5 lakh units a year.The overall productioncapacity of SMC along withits Indian arm, MarutiSuzuki’s two plants inHaryana will increase to22.5 lakh units annually.Currently, the first plant atHansalpur producespremium hatchback Baleno.The second plant along withthe engine and transmissionunits is expected to go onstream in 2019.He said withthe new investment, thecompany’s Hansalpurfacility will will help ingenerating employment for

New Delhi, Sept 14Honda Cars India onThursday said it has hiked theprices of its models—City,BR-V and CR-V models,ranging between Rs 7,003and Rs 89,069.The revisedprices became effective fromSeptember 11 due to theadditional compensation cessin GST ranging between 2-7per cent, Honda Cars IndiaLtd (HCIL) said in astatement.The company has increasedthe price of its mid-sizedsedan City between Rs 7,003and Rs 18,791 depending onvarious variants.The prices ofSUV BR-V have been hikedranging between Rs 12,490and Rs 18,242.Similarly, thecompany has raised prices ofits premium SUV CR-Vranging between Rs 75,304and Rs 89,069.Earlier, thisweek Toyota Kirloskar Motor(TKM) had announced hike

in prices of select models,including Innova Crysta andpremium SUV Fortuner,ranging from Rs 13,000 to Rs1.6 lakh.The company has increasedthe price of Innova Crysta byaround Rs 78,000, CorollaAltis by Rs 72,000, EtiosPlatinum by Rs 13,000 andFortuner by Rs 1.6 lakh.With the governmentnotifying levy of increasedcess, the effective GST rateon mid-size cars will be 45Per cent, and on large cars itwill be 48 per cent.The ratewill be 50 per cent on sportsutility vehicles (SUVs),which include cars withlength exceeding 4,000 mmand having a groundclearance of 170 mm andaboveHowever, the cess onsmall petrol and diesel cars,hybrid cars and thosecarrying up to 13 passengershas not been raised.

Country’s GDP is likely toremain below 6 per cent inthe second quarter of 2017-18 owing to mutedagriculture growth andsluggish performance ofmanufacturing and miningsector, says a SBI researchreport.The GDP stoodat athree year low at 5.7 per centfor April-June quarter of2017-18, which the reportsaid has raised concernsabout the annual GDPnumbers for the fiscal.Whileit has estimated GDPnumbers to remain muted atsub-6 per cent for the July-September quarter, the thirdand fourth quarter growth isexpected to be below 6.5 percent.“Second quarter growthnumbers are likely to bemuted, almost like the firstquarter numbers (below 6 percent), and the reasons aremany,” the ‘SBI Ecoflash’report said.“The support that first quartergot from trade, hotel,transport and publicexpenditure will not be therein the second quarter,” itadded.Further, the reportnoted the agriculture growthis expected to be muted asrainfall in the first threemonths of monsoon washugely deficit in keyfoodgrain producing states

like Uttar Pradesh, Punjab,Haryana, and MadhyaPradesh and there wassluggish growth inmanufacturing and miningsector.“July IIP (index of industrialproduction) data shows thatproduction was particularlyweak in consumer durablegoods,” the report said.As per the document, India’sexports growth has startedcoming down again afterpicking up for a few initialmonths in this calendar year.It noted that exports havestarted their downwardtrajectory from May.“For example, if we look atUS imports of textiles andapparels it has grown 30 percent between April 2017 andJuly 2017. However, Indianexports of apparel and textileto the US in July remained atthe same level as in Aprilwith modest increase inquantity,” the report said.“But the month of June saw adip in both quantity as well asvalue. This is perhaps due touncertainty before GSTwhich is likely to reflect incoming quarter as well,” itadded.As per the report highworking capital requirementin the GST regime (based onprinciple of refund) is hurtingthe small manufacturers inparticular. GDP to remain below 6%in Q2 FY’18: SBI report

New Delhi, Sept 14The Income Tax

Department and the Ministryof Corporate Affairs (MCA)have signed a pact to regularlyshare data, including PAN andaudit reports of firms, to crackdown on shell companies, thegovernment said on Thursday.

The pact aims at curbingthe menace of moneylaundering, black money andmisuse of corporate structureby shell companies, a financeministry statement said.

The MoU for Automaticand Regular Exchange ofInformation between wassigned between the MCA andCentral Board of Direct Taxes(CBDT) on September 6 andtook effect the same day, itsaid.Under the pact, taxauthorities will now relayaudit reports of corporates andspecific information fromtheir I-T returns along withPAN data to MCA.

Besides, financialstatements filed by corporateswith the Registrar ofCompanies, returns ofallotment of shares andstatement of financialtransactions received frombanks will now be sharedbetween the two departments.

“A Data Exchange SteeringGroup has also beenconstituted for the initiativewhich will meet periodically

to review the data exchangestatus and take steps to furtherimprove the effectiveness ofthe two agencies,” it added.

The MoU will ensure thatboth MCA and CBDT haveseamless PAN-CIN(Corporate Identity Number)and PAN-DIN (DirectorIdentity Number) linkage forregulatory purposes.

“The information sharedwill pertain to both Indiancorporates as well as foreigncorporates operating in India,”the statement said.

The data will also be sharedfor the purpose of carrying outscrutiny, inspection,investigation and prosecution.

The government hasalready said that over 1.06lakh directors will bedisqualified for theirassociation with shellcompanies.The MCA isin theprocess of cancelling theregistration of 2.09 lakhcompanies that have not beencarrying out businessactivities for a long period.

Besides, banks have beenasked to restrict operations ofthese companies’ bankaccounts by their directors ortheir authorisedrepresentatives.Followingderegisration of over two lakhcompanies currently there areabout 11 lakh companies withactive status. PTI
