A POLICY OF DESTRUCTION.

--In the Senate, Colonel Creswell

said that the "overnment was not "seeking to place a bar against the Native advancing in any wolk ()f life .. Possibly we have wrongly appraised the G:overnment's mo· tives, but it is not "n e.sy m ,ttfr to associate the Colour Sar .!Sill with benevolent intention. It seems to us tb.t any measure which aims to benefit the white man by dis.bline; the Native is a measure heartily to be condemned; and if the Colour Bar bill is not meant to hinder Native advonce· ment in industry, the Government should fra' kly state exactly wbat its object i.. An Interesting Case. unmoved to Dr. Roberts' dispas. sionateand convincing presentotion of the Native case. Dr. Roherts referred to the intense interest with which educoted Natives were following the progress of the Bill, and to their definite expression. of opinion; and although his remuks c3ntained nothing prophetic he left tbe clear impression that Native mentality was an importont cODsideration, that the unrest of the N otive people could not be safely ignored and that the enmity which wo~ld be engendered by the passage of the Bill would develop a wholly uDdesirable condition. Dr Hoberts ridiculed the scare statements witb regard to the " rising tide of colour" published by the late Director of Census, and assured tbe House that :South Africa would survi ve the numerical predominance of the black man, He sho wed that there were once in this country a hundred Native. to every wbite man; that sixty years ago there were only ten l)Iatives to every white man, and tbat to.doy the populati, n was tbree-quarters black and one· quarter wbite. In fifty years' time he b, lieved that a full tbird of tbe Unino's pnpulation would be white, and suggested that tbe broadcast· ing of tbe idea that black numbers would eventually swamp the white worker and put a period to whi le civilisation was. political trick to win support for an anti· Native policy. There was, Dr Roberts said, no reason for tbe BIll or for any amendment of it, and there are not many who will bonestly gainsay him.

Sir Walter Stanford expressed surprise that the Government had entIrely disregarded Native feeling and th.t tile fim had been reo introduced in spite of the wide protest of the Native people. The Government's open contempt of Native opinion has intensified the bitterness with which tbe black man regords European arrogance, and bas strengthened his suspicion of-Europt!l>n1ntention. The Na.tive census is gradua.lly declining, and the idea. often broadcast th&t this is a bla.ck country is just to belp those who ha.ve & ca.use· There is not a gra.in of truth in the statement tha.t 50 years hence this will be a.n entirely black country. In 50 yea.rs I hold tbat the Native popo.1ation witt not be 10,000,000, but tbat tbe Euro· pean population will be 5,000,000, and, therefore. when we are dea.ling with a.n outlook like this I think it is wrong to have the idea before us of a black flood and tide, It is a. white tide tha.t is rising in this country.

I< I ha.ve put before the N a.tives in different places the policy of the Gov· ernment-a. policy which I consider a good one· I hold tbat many of tbe views which the Government have for the furore are very excellent, and I ha.ve got Natives as a body to accept them. As I move over the oountry now, how~ ever, I find enormous apa.thy. Natives do not agree, and they only say one tbing-the Colour Bar Bill I stand here with the feeling that there is no reason for this Bill, and there is no reason for any a.mendment to tbis Bill The whole Bill'should go out as we h&ve many wOoys of doing what this Bill desires. We can trust the employers to give certifica.tes only to those wb.om they think a.re competent."

Rising White Tide.

The following is & report, taken from the "Cape Times," of Dr. Boberts' speech in the Senate on the Colour B&r BiU:-

Senator ROBERTS indicated that he wished to interpret to the Houss wbat tbe views of tbe bulk of the Na. tives were on this question. Be was glad tha.t the Minister was willing to accept their view. He (the speaker) bad in bis possesSion a number of letters from N ativ8S in rega.rd to this measure, and be knew the Houae were aware that a.lmost every great N a.tiV8 organisa­tion had spoken upon the Bill. AU had expressed themselves on very definite lines and in very definite directions. First oC all, be said, the Natives con~ sidered the measure cast a slur apon their people.

.. We know that the Native is a proud man," said the speaker. .. He is esseD­tia.lly proud of his race- a.nd his country, and he regards this endeavour to try and get them out of the body politic a.8 a slur upon those who are an integral portion of the citizens of this country."

It was the Colour Bar that the N a.. tive regarded as blacking his wa.y in certa.in directions, and it was with re­gret that it was heing passed just at this time a very unsuitable time­when N atl-ve policy was being reviewed as a whole. .Just now, too, they were embarking upon a new 8ys~m of Na­tive taxation, and they regretted that tbis Bill should be passed .t a time when they were feeling the weight of this taxation. In addition, the Natives were emerging from a severe time of drought

The Natives also said, remarked the speaker, that the Bill indicated a certain direction wbich afterwards might be come extended; it indica.ted a different policy, firstly by getting tbem out of certain works on tbe mines, and tbey feared, later, in other employment, such as printing, ca.rpentry, bricklaying, etc.

"And last of a.U, " said Sena.tor Roberts, U they rega.rd it as being some­thing tha.t will cause an enmity and a. sepa.ration between the two peoples."

The speaker mentioned that he had been the Cba.irman of the Commission which inquired into Na.tive unrest, and the whole Commission was una.nimous in finding th.a.t there was not the slight. est indica.tion that the Native people bore a dislike for the European race· Be had never known of 8. distinct Qnd determined animosity towards Euro­pea.ns, although he had worked among the Na.tives for ba.lf R. century.

The Nat!ve, however, in bis mode of lire was cb&nging rapidly. He WIlS

migra.ting as usual, but now it was town wards. Altogether, there were 480,000 Natives living In urban loca.­tions; in .J ohannesburg 130,000, Pre­toria 35,OUO and Bloemfontein ahout the same number. Altogether some· thing like half a million Na.tives would never return to tbeir homes, a.nd yet the Government was going to say to these men that tbis and that occupation was closed to them. Proceding, Sena.tor Roberts said: " It is very often said tbAit we are out to proteot our cbildren and our obil . dren's children; tha.t we must keep this a white man's country, but I say it wiU never be anytblog else. It wID never be a blaok man's country, and I Bay tha.t beoa.use I ha.ve gone very oare­fully into tbe population figures a.nd have made & stndy of them for the last 20 years. A few yea.rs ago there were 100 Natives to every white man. Sixty years a.go the European population wa.s 300,000 and tbe Nat,ve populatioD 3,000,000-10 Nati- es to every Euro'
