By giving them money, members of the public are contribut- ing to the criminal element operating in the town. Should a “car guard” become aggres- sive or interfere in any way with the free flow of traffic, please report the incident to the Scottburgh Police Station immediately. The SAPS has also asked members of the public not to circulate photographs of arrested suspects before these people have appeared in court and been formally charged. This action could compromise ongoing police investiga- tions and eventually lead to cases being thrown out of court on the grounds of conta- minated, and therefore inadmissible, evi- dence. TWO OWNERS of illegal taxi ser-vices, a father of 6 and a mother of 4,pleaded guilty to operating their vehi-cles without the necessary licencesand Public Drivers’ Permits and were

fined R1 500 each, in District Court 2on December 13. Persons operatingvehicles on designated taxi routes arewarned that besides their operationsbeing illegal, they could also find

themselves being targeted by the moremilitant members of registered taxiservices. Taxi violence continues tobe a problem in the area and requiresconstant monitoring by the SAPS.

It is con-veniently situated just off the N2, andfar enough away to escape trafficnoise. It is a mere 27km from Toti'sKingsway Hospital and provincialshopping complex, Galleria, and onlya ten minute drive to Scottburghwhere a variety of medical servicesand shopping are on hand. And ofcourse, Umkomaas is a stone's throwaway where there are shops, banksand restaurants.For the active retiree, Widenham will

prove ideal with several golf clubs inthe vicinity and one of the world's topdive sites, Aliwal Shoal, just offshore. Ultimately the village willboast its own bowling greens, club-house, tennis courts, chapel, CareCentre and hall. John Webster, whopersonally oversaw the developmentof Umdoni will, at the end ofDecember, resign from his position asCEO, and take up his "retirement" jobas project co-ordinator of WidenhamRetirementVillage. "There could beno better or more qualified person tooversee this new Hibiscus RetirementVillages project than John Webster,"said society chairman, Mike Howes.

THE CHAOTIC state in the administration ofUmdoni Municipality has impacted negativelyon the policing of the Scottburgh CBD and thebeach. Umdoni provides financial assistance to the

SAPS, thus enabling the visible policingdepartment to employ extra Bobbies on theBeat. However, these Bobbies, who work long

hours under often unpleasant conditions, were

not paid for the months of October andNovember, because of an administrative “hic-cup” at the municipality.

The negative impact that this has on themorale of these men and women cannot be

underestimated, particularly when it has beenalleged that those selfsame municipal officialswere among those who insulted the police offi-cers during the December 2 disturbance at theScottburgh beach.

Chaos at Umdoni Municipality impacts on policing

AT A Special Council Meeting held onDecember 13 at the Umzinto Town Hall , theANC used its majority and appointed MrBongani Nyuswa as Acting MunicipalManager. Currently Mr Nyuswa is a GeneralManager of Corporate Governance atUmzumbe Municipality.

Councillors from the minority partiesopposed the appointment on the grounds that

consideration should have been given to stafffrom within rather than another “outsider”being apointed. Councillor Edwin Baptie of the DemocratricAlliance suggested the name of the experi-enced and respected former Ugu MunicipalManager Khayo Mpungose who, apparently,is contracted to Cogta and is resident inScottburgh. Nyuswa will act on a month to

month basis for a period not exceeding threemonths. The appointment must be done in concur-

rence with the office of the MEC of Co-oper-ative Governance and Traditional Affairs (CoGTA), Mrs Nomusa Dube-Ncube. Is the delaying tactics in the permanent

appointment of MM dependant on whichfaction wins at Nazrec?

UMKOMAAS POLICE opened a murderdocket after a 32 year male was found dead inMagabheni on December 2 at about 04.15.Witnesses have stated that the suspect a 27year old male sat on the victim and hit himwith an unknown object until he died. Thesuspect was arrested and detained andappeared in the Umbumbulu Court onDecember 5 and is still in custody. Bail appli-cation was to be heard on December 12. Ithas been alleged that there had been an argu-ment over a girlfriend. Police have reportedthat the suspect and the deceased are from theInanda area.

THE UMKOMAAS Secondary Schoolmatric class of 1992 hosted a celebratoryreunion at the Cutty Sark on SaturdayDecember 2. It was an evening of reminiscing, meeting,

greeting and catching up after a long intervalof twenty-five years since they were all matricclass buddies. Most of them are now in employment in

other provinces.Lots of spontaneous laughter and comments

flowed as pictures of the young days werescreened. Twenty five years is a long time yet

this group appears to have kept in touch andhas reserved a special place for six colleagueswho had passed on. An ornamental remembrance tree decoratedwith name tags of their deceased friends wason display. Remembered were: Wendy,Vanoshini, Lilly, Kuben, Vani and Preneven. On Friday some members of the group

planted a remembrance tree at the entrance toUmkomaas Secondary School. Activelyinvolved in the organisation of the event werecolleagues: Beryl Govender, Reshmie Singh,Kathy Reddy and Natalie Raidoo.

Pranav isamong many otherson board the SAAgulhas which is onits second Antarticvoyage. In aWhatsapp communi-cation with the RisingSun, Pranav indicatedthat he is on the ship in Mauritius where theyare 20 graduates and 30 crew members onboard. People from different spheres areinteracting together with one common pur-pose in mind, “To get to the ice”. The Indian scientists have brought their

equipment to carry out research. Pranav is theyoungest engineer in the team. He had previ-ously been on two other ships and is fortunateto have travelled to the USA, England,Belgium, Russia, Turkey, Egypt andMauritius. Being a sailor is a tough life requir-ing adjustment to military style discipline andnaval command. “This is an experience like no other,”

exclaimed Pranav. “In spite of being away from home comfortsand family, the experiences of global expo-sure, character moulding in dealing with dif-ficult situations and interaction with people

from different countries is extremely benefi-cial and I will be the poorer without it,” saidPranav. He earned four distinctions in matricand successfully obtained a diploma inmechanical and marine engineering. He ishopeful that his achievements will be aninspiration to young learners yearning for anadventurous and disciplined career. Pranav,who grew up on the coas,t with a love for fish-ing and swimming, is grateful to his parentsfor their encouragement and especially hismother, who is so proud of him and regularlycontacts him. Mrs Nadira Maharaj said thatPranav was a Protec student. Pranav is look-ing forward to seeing and feeling Antarticaand states that he will capture images of hisexperience in the ice country. In his welcom-ing address, Fund Chairman Narend Singhtraced the history of the Umkomaas DriftPrimary School from its humble beginningsand briefed the audience on the backgroundto the bursary fund. BEWARE OF scammers using tar-ring service advertisements frequent-ly seen at intersections and on road-sides, warns Capt Shaik of theUmkomaas SAPS. In a recent incident, a resident in

Centre Street, Saiccor Village,responded to such an advertisementoffering tarring services. She calledthe number and a male answered andagreed to give a quote for the job.She gave him her physical address.On October 20 at 10am, “the tarman” contacted her on Whatsapp stat-ing that he was from Durban andwould be coming to give her a quote.

On November 25 he gave her a quotewhich she accepted and he indicatedthat he would commence work soon.On November 27 he arrived at 6.30in a gold coloured Volvo and left twoworkmen who started to prepare thesite. On the same day at 5pm when he

came to fetch his workers, he request-ed R7 000, which she gave him.

The next day they came back towork and at the end of the day herequested another R7 000 assuringher that would complete the work thefollowing day. She gave him the money but when

they did not arrive for work the nextday, her worst fears were realised. OnNovember 29 she called the man sev-eral times but the call went to voicemail. With the belief that she wasscammed for R14 000 she reportedthe matter to the Umkomaas police. The SAPS has cautioned against thetemptation of accepting services atdiscounted prices and more especiallyin giving work and making paymentsto strangers who cannot be traced. “This is a case of inviting thieves

onto one’s premises and it is a warn-ing to others to exercise the utmostcaution,” said Capt Shaik.

Dear Rising Sun...

As much as it is in my veins, and I willalways fight to save it, I hold no brieffor Umdoni Municipality whilst it contin-

ues to be an institution incapable of listeningto its citizens, or applying its resources care-fully and in the public’s best interest. Despite this it has in the past outperformed

many municipalities in KZN. It must be saidthat this is no great achievement because thegeneral standards of performance in KZN areappalling. Having served Umdoni citizens for longer

than most, I can say with conviction thatUmdoni has great potential, and prior to theappointment of the last MM, the Municipalitywas making good progress. The appointmentof Mr Xolani Luthuli was devastating forUmdoni and it began a downward trajectory.In 2016 however, it was dealt a vicious blow. Vulamehlo had long been identified as an

institution in distress and incapable of man-aging its own affairs. This was a strong moti-vator in the disestablishment of Vulamehloand the incorporation of 65% of its territoryand holdings into Umdoni. What transpired in2016 is that the Vulamehlo regime took overUmdoni, rather than Umdoni absorbingVulamehlo. Since then Umdoni has beeninfected with the VULAMEHLO VIRUS and isnow being run like a spaza shop.The previous MM, Mr Luthuli, escaped dis-

ciplinary action, compliments of the ANC hier-archy and COGTA officials, who delayed theirinvestigation report long enough to let him goscott-free, after 2 months of sitting at home inthe comfort of his couch, whilst earning R80000.00+ per month. This report, which bynow has been watered down to meaninglesswaffle, has never seen the light of day, andwas destined for file 13 the day COGTA offi-cials put foot in Umdoni to do something theycalled an “investigation”. Why they evenbothered is questionable, but the ANC wasadamant that the council would not appoint aprivate forensic investigation and we nowknow why.Today, 6 months after Luthuli’s quiet depar-ture, we have had 2 acting MMs, and current-ly do not have an MM at all. The frighteningaspect of this risky and self-inflicted condi-tion, is that we have been reminding theMayor month in and month out, to get on withthe appointment of a replacement, and hisresponse is a nervous grin. The DeputyMayor is too absorbed in getting her luxury

vehicle, driver, bodyguard and whatever elseshe can indulge herself in, whilst receivingthousands every month in irregular S&Tclaims, and the Speaker is hot on her heels,whilst presiding over meetings in completecontempt of the standing rules. It is likewatching a very bad movie. None of them has grasped the magnitude of

the problem faced by an institution that doesnot have an appointed Accounting Officer. Ihave no doubt that the instant one of the staffreminds them that they will not get their bigDecember salaries because it must besigned off by an MM, they will spring intoaction and get their comrades to make aninterim acting appointment, pending theapproval of the MEC. The irony of this is thatwe made this proposal at last Wednesday’scouncil meeting, and they opposed itbecause they had not thought of it first. Whilst there is no cat, the mice do not justplay, they go awol. Service delivery is grind-ing to a halt and legal challenges are pilingup. Project management has slipped tounprecedented lows as the R40 million CBDUpgrade project blunders on without so muchas a scope of works, costed bill of quantitiesand time schedule, to speak of. It is like arerun of the Umzinto CBD project, that turnedthe town into a movie set resembling a wartorn territory. We suffer from a chronic caseof Vool-Ay-ensee-Itis, or the ANTI-MIDASTOUCH. How is it possible to turn R40 mil-lion into a disaster? Easy… focus on corrup-tion rather than delivery. Remember the ScottStreet resurfacing job? It cost Umdoni R14.8million, and COGTA, as the funders, did notflinch. Last week 5 vehicles were seizedunder a court order due to nothing less thanwhat I call criminal negligence. Our situationis dire whilst UMDONI wobbles under theeffects of the infection.To the people of Jolivet, Kenterton,

Umdoni is being run like a spaza shop

It is Sunday, December 3, and my husbandand I have just returned from the beachafter a walk through the Scottburgh Caravan

Park. Before returning home, we sat on thegrass embankment above the beach to watcha Nipper event taking place over two days thisweekend. What a wonderful sight.Scottburgh beach is filled with eager junior lifesaving participants getting ready to take partin the various races, plus all the parents andfamilies who have accompanied the competi-tors in support of the children and theirrespective clubs. Most of these people arevisitors from other towns along the coast. Agreat day for all and particularly good for thetown economically. However it is once againmarred by the filth lying along the wall next tothe beach showers and on the rocks belowthe swimming pool. BUT my real gripe is thecondition of the swimming pool. It looks like acesspit. It is beyond filthy. How is it possiblethat our beach manager manages to overlookthis disgusting mess week after week. I dounderstand the difficulty in keeping this areaclean with the high volume of people whoflock to the beach over weekends. The braaiarea which has been a bone of contention formany years now, and has come to be accept-ed as a free for all area most nights, supportsa very large number of people every week-end. The municipality does send cleanersdown every morning to pick up the mess leftbehind by the partying hoards. What a thank-less job, but a job is a job...These cleaners seem to stop short when itcomes to the actual main beach and the rocksbelow the swimming pool in particular. Thedetritus floating on top of the water in theswimming pool, which has accumulated in thedeep end of the pool, is an absolute disgrace.How can we sell our town and beach-front totourists and out of town visitors when they arenot able to use the facilities at the beach,such as the swimming pool, most of the time.They certainly cannot allow their children torun freely at the braai area owing to all thebroken glass lying on the road and thegrassed area. Most of the broken glasscomes from bottles that originally held alco-hol... No alcohol allowed!!!! Ho Hum!! But wehave come to accept the ineptitude of themunicipality and police when it comes to con-trolling this area. For many weeks the swim-ming pool remained empty. I was given manyreasons for this – no money for the chemicalsto scrub it down being one of them. Surelywith the approaching holidays, this is notgoing to be the norm. If you have no ideahow to keep the swimming pool clean Mr.Beach Manager, get someone in who doesknow how to do the job. Does this area notform part of your job description and to whomdo you report? It would appear nobody ischecking on your performance, let alone mak-ing sure you have the means to carry out yourduties adequately. I absolutely dread to thinkwhat the toilets must look and smell like withso little control and guidance from you. As anindication of the absence of control I have toshare what I witnessed when we did return toour flat. The cleaners were still down at thebraai area picking up the filth left by the previ-ous night’s revellers, when from behind thewall over the railway bridge I noticed greenbottles flying through the air followed by asmashing sound. On closer inspection I noticed one of the

municipal cleaners picking up dozens of bot-tles and flinging them over the concrete pal-isade fencing onto the railway line side of thefence. Makes sense really. Why collect thebottles in a bag to be disposed of when youcan just fling them over the fence out of sight.If you think I am exaggerating, do an inspec-tion of the site. I would like to add that although my maingripe in this letter regards the beach managerand his lack of control of the beach, someonein our municipality should be held accountablefor not taking action to make sure that thebeach area is better managed. It is no usespending 20 to 30 million rand resurfacing theparking area and upgrading the sidewalks andlighting, etc if one is not going to maintain theupgraded infrastructure.

Some of us at Farm Sonti are living infear of certain thieves who have target-ed our area. These known thieves steal

doors and pipes from the houses only to sellthe stolen items to the next door neighbour orto the same person from whom they stole theitems. The police have been notified but noth-ing has been done. Some of the residentshave been attacked and threatened with

firearms by these criminals. Other residentshave been threatened and ordered to vacatetheir houses. What makes it worse is that thecriminals are known to the people and to thepolice, and yet nothing is done. The house inwhich the criminals live is packed with lootstolen from the residents.

With the festive season already uponus, it is time to reflect on what hasbeen a very challenging year. We

must also acknowledge and give thanks to thevarious role players for outstanding achieve-ments in their respective spheres.On top of our list must certainly be our

beloved Umdoni Municipality. Thank youUmdoni for operating at minimum efficiencythis past year - way lower than 2016. Thankyou Umdoni for ensuring that our roads havereached such a deplorable state that it is nowimpossible to drive on them without endanger-ing pedestrians and oncoming traffic. Umzintoroads now resemble the surface of the moonwith its many craters. This will no doubtimpact heavily on vehicle owners repairingtheir damaged vehicles. Thank you Umdonifor the overgrown verges and bushes whichhave not been maintained, possibly for thiswhole year. This oversight is now helpingcriminals to stalk their victims. Thank you Umdoni for allowing the illegalelectrical connections to the informal settle-ments to get so out of control that now schoolchildren and pedestrians alike run the risk ofbeing electrocuted on a daily basis. Thankyou Umdoni for allowing the town of Umzintoto operate in absolute chaos on a daily basis.What happened to the infringement of munici-pal bylaws? Last time I checked, trading/hawking on the sidewalks was illegal.Conducting vehicle repairs and the washing ofvehicles in close proximity to our rivers leadsto runoff tainting our already precious waterresources. Thank you Umdoni ProtectionServices for turning a blind eye to this dailyoccurrence. Thank you Umdoni for allowing afuneral parlour to operate literally metresaway from St. Francis Primary School. Yourdedication to protecting our young and vulner-able childtren is most heart-warming.This is neglect on a grand scale never seen

before in Umzinto. How did we allow anincompetent, grossly negligent municipality toplunder the town of Umzinto beyond recogni-tion? How can publically elected officials ofthis town stand by and allow this ANC-runmunicipality to continually disregard the rightsand needs of ratepayers residing in Umzinto?Is it not a crime to take payment for servicesand to not provide the intended services?When will our town receive the breath of freshair it so very urgently requires? This municipality continues to give the townof Scottburgh all the attention and the rest ofits constituencies fall by the wayside. How dothese people accept their salaries, knowingfull well that they are not doing their jobs?Corruption and non-service delivery is theorder of the day and these incompetentemployees of Umdoni should be shown thedoor. It is time for the people of Umzinto inparticular, to elect officials who will serve theneeds of the people and not themselves. ThisANC municipality should not be allowed tooperate any longer in this manner.

size and it is gratifying to see how carefullydrivers are negotiating this stretch of road inan effort to avoid the hole. If you repair thepothole, Williamson Street will once againrevert to being a racetrack. While you are not repairing potholes, couldyou contrive to dig a trench across theArbuthnot Street / Williamson Street intersec-tion and thereby force drivers to observe thelaw and actually stop at the stop street? Itwould be greatly appreciated.

Municipality Who you are is determined by whatyou put into your mind. That meansthat your behaviour is already pre-

determined by your thoughts, long before youmanifest your behaviour.What we do when we want to change ourbehaviour is to say that we must actuallychange our behaviour. We say, “I will notthrow something at you again when I amangry”, or, “I promise I will put away myclothes tomorrow”. We usually mean it, butwe go away and repeat the same behaviourover and over again.This is because we are trying to treat thesymptom (behaviour) instead of the cause(thoughts). We have seldom, if ever, beentaught how to change our thoughts.In our community today we deplore so manythings that are not improving the lifestyle ofour voters. It seems that so many councildecisions are made without exploring thedata objectively first.

CHANGE – the definition of this word is

“alter; substitute; get rid of; exchange”.Many areas of our lives make us happy andwe do not want anything to change, but weall have areas that are unhappy and then wewant something different to happen.The difference between wanting it to hap-pen and actually making it happen is awide chasm that is never expressed eitherin our minds or in our actions.Most of us want our outer circumstances tochange, while we do nothing about what isgoing on with the inside of our lives. Beforewe can get up on the outside, we have to getup on the inside.Very few people prefer change, for the simplereason that change requires more work thanmaintaining the status quo.

When will we change?John Maxwell, the New York Times best-sell-ing author says: We will change:1. When we hurt enough 2. When we are bored or restless enough 3. When we learn or receive enough

4. When we are encouraged enough.Until people learn how to change theirthoughts, they will never experience a differ-ent outcome. Doing the same thing over andover again and expecting different results issaid to be the first sign of insanity. No, it isactually the first sign that we have no idea atall how to change!!I am involved in teaching people how tochange their thoughts. What a sense ofachievement people experience when theyhave understood the importance of the sub-conscious mind with all its memories and howto work with it to bring about change.The field of cognitive neuroscience is relative-ly new and it is exciting to see how currentresearch is supporting the above. Each of ushas such untapped potential in our ability tothink and process information and ultimatelyto change our behaviour ---- if only we areshown how!!

Hospital hosted aQuality Day Event andwas also visited by theUmzumbe Mayor forthe Christmas Cheer.The Quality Day wasopened with a prayerand welcome byMatron Sisoka. TheHospital CEO intro-duced the purpose ofthe day. She mentionedthat quality means per-forming one’s duties toone’s best and alsogoing the extra mile when there’s a need toensure that a patient leaves the hospitalpremises, satisfied with the service. Awards were then presented to the staff inthe following categories: Long Service byHuman Resources, Infection Prevention andControl, Quality in National Core Standards,Informatics and Data Management, and bestcomplimented wards for 2017. All the staffmembers were congratulated on their excel-lence and encouraged to continue doing theirbest. Mr. Majola, the Acting HR Manager,then thanked the hospital management, theorganizing team, all the staff and the spon-sors, Umzumbe Municipality and PCKDistributors.Later in the day, the Umzumbe Mayor,Deputy Mayor and the Speaker visited thehospital with a number of councillors fromUmzumbe for the annual Christmas Cheer.The Speaker of Umzumbe opened the event.The deputy Mayor was then called on tointroduce all the Umzumbe councilor. Thisevent has been a tradition of the municipali-ty’s over a number of years.

Acting HR Manager, Mr. Majola, was alsocalled on to introduce the executive manage-ment of the hospital to the municipal officials.The Mayor of Umzumbe, Cllr SR Ngcobo, inhis speech mentioned that this is a traditionpractised by Umzumbe Municipality as asymbol of appreciation, a sign of Ubuntu andan indication of the good relations betweenUmzumbe Municipality and GJ CrookesHospital. He mentioned that it had beenagreed that this tradition would continue,even if there were a change of leadership.He thanked the hospital management foralways welcoming them. The Mayor, thecouncillors and the hospital managementthen went to the paediatric ward where theypresented toys to all the children. They alsowent to the maternity ward where the mayorpresented gift packs to the mothers. TheMayor and his team were thanked for theirkindness.

GJ Crookes hosts Quality Day Event

The elective conference, is a “make orbreak” for the ruling partyI am not amember of the ANC, neither am I a

sympathiser. I am merely an observer who letgo of the syndrome of loyalist-based, politicalreasoning, many ages ago. The upcomingANC elective conference has had many aSouth African talking. Some are worried, oth-ers are nervous about their political futures(ie. their cushy cabinet posts, handed to themon a silver platter as rewards for backing anddefending “so & so”). All the clamour going onin our beloved country, has led me to two

conclusions regarding the two front-runnersfor the ANC presidency.

a) If Nkosazana Dlamini Zuma clinches thesought-after position of ANC president, andultimately becomes South Africa’s first-everfemale president (under the guiding hand ofher not so estranged husband, that is), thedivisions that already exist within the ANCand its alliance partners, will lead to the ANCgetting an even smaller slice in the 2019national elections. This will be due to the factthat the current president is in denial about

Yes,many individuals in KZN left the IFP andjoined the ANC when its president-elect hap-pened to be a traditionalist Zulu man fromInkandla. This in turn secured the ANC’sstrong grip on the province. This chunk ofsupport has bolstered Dlamini-Zuma’s posi-tion in the province, but does nothing toimprove its image outside the province. If theresults come back in favour of Dlamini-Zuma(with the financial backing of the Guptas per-haps), many within the party will seek otherpolitical alternatives. Electing Dlamini Zuma,is viewed by many as extending JacobZuma’s term in the presidency to a third andfourth term.

b) If Cyril Ramaposa is elected president,many will feel that the economic, and per-haps the mora,l future of both the organisa-tion and the country is more secure. Manyvoters in KZN have started to make the U-turn back to the IFP and this has been evi-dent in most bi-elections within the province.This U-turn may take a larger form, if

Ramaposa is elected president of the party.Many may disagree with this statement, how-ever it is not a secret that tribalism hasinformed many a political decision, not onlyin the province of KZN, but also in the presi-dency. Ramaposa is in a better position, afterthe elective conference, of uniting the ANCand returning it to its former glory - a glorythat is void of cliques and cabals. If he doesnot go on a witch-hunt or a purging spree inhis cabinet, he might just be able to patchthe cracks within the ANC and the alliance asa whole.The question that remains is this: will theANC vote in favour of unity and prosperity, orwill its members vote in favour of uncertainty- uncertainty in the 2019 polls, as well asuncertainty in terms of the country’s econom-ic future and vague policies in as far as get-ting a grip on corruption and lawlessness isconcerned. The choice is theirs and its con-sequences are ours, whether we love theANC or hate it!

Henry Parsons’s article‘From my saddle’ in theRising Sun, got me think-

ing about Rhodesia (Zimbabwe)in the good old days. I was bornin Selukwe, a little mining town,many years ago. My father worked on theShamva Gold Mine, and mygrandfather farmed in the MozieValley District, known by many asthe ‘Bread Basket of Africa’.Crops of all description, but espe-cially maize and tobacco, weregrown as far as the eye couldsee. Mugabe changed all that when

he came to power 37 years ago.Thanks to the help of the Britishgovernment, farmers were drivenoff their land, losing with theirhomes and farming equipment(tractors and trucks), in mostinstances, without compensation.The poor Black people didn’tknow how to farm, so 90 percentof all farms were left to lie fallow,farming equipment was neverused and left out in the rain sim-ply to rust away. Mugabe, according to reports,appropriated 10 of the bestfarms, for himself, his family andhis friends. Over the 37 year, when crops inthe northern countries failed, mil-lions of people were affected astheir source of food dried up inthe south. Henry Parsons’s article

describes the wealth that Mugabehas accumulated during his 37year reign. It is mind-boggling – a R14 bil-

lion Rolls Royce, Phantom cars,mansions worth R126 million, amulti-million rand radar system,and so it goes on. What did heachieve during his reign, just likeZuma, nothing but self-indul-gence. I read in the papers that Zuma’s

cronies, ministers, etc queue to

go to his palace in Dubai (fullypaid for by the SA government).There is corruption at the high-est level as well as money-laun-dering. I was wondering sometime back why Zuma wanted togo to Nigeria, using taxpayers’money. Or the Congo. I can’tremember which one becauseaccording to reports they areboth nearly bankrupt. It was totake his measurements for a stat-ue that they intended to erect, inhonour of what? You tell me. They dare not erect one as itwould be vandalized the momentit was put up, but it has beenerected according to the papers. Then there is the Brian Molefeaffair - R30 million paid out to aman who has only been atEskom for a short time. Isn’t thatdisgraceful when there is somuch poverty in SA? How couldthe board justify a payment likethat? It was called “early retire-ment”. Some people call it state cap-ture. I listened to the debate onTV. Brian Molefe claimed that he

didn’t know what was going onbecause in question after ques-tion he stated that he was toobusy to worry about otheraspects of Eskom. He was toobusy sorting out the load-shed-ding that was crippling the coun-try. Yet he mentioned approxi-mately three times, that it was hisyoung engineers who had solvedthe problem of load-shedding, nothe, Brian Molefe. The R30 mil-lion should have been given tothem. Another thing that Inoticed in the question andanswer probe into Brian Molefewas that he had worked for bothTransnet and Eskom, and theywere both captured. Makes you think, doesn’t it?

How interesting to note five vehiclesbelonging to Umdoni Municipality wereattached and removed by the office of

the Sheriff. Indeed, Umdoni is now run like aspaza shop- it has gone to the dogs, so tospeak. It fails to fill potholes and repair roads and

sidewalks. What about its failure to implementby-laws? Roads not only in Umzinto needattention, but also in Park Rynie, Scottburghand in Pennington, all ratepaying areas. I was really shocked to see the road leadingto Ghandinagar Township, as well as the roadin Park Rynie. One road is simply impassable.I wonder how motorists drive on this road? Itis really pathetic. I think the Umdoni council is nutty. There is

no council that I know of that ever functionedwithout a municipal manager. Umzinto makeshistory, but council fails to follow procedure.This is incompetence on the part of the coun-cil that does not know what it is doing. TheANC councillors are all novices but they won’tlearn. Mayor Thabani Dube, where does ourmoney go? You and your ANC councillors arefailing to provide service delivery. Don’t youthink, you and your whole band of comradesshould resign as failures? You have no ideahow to run Umdoni and you mess around withratepayers’ money, taken from Umdoniratepayers and spent in the rural areas wherethey don’t pay rates. It is time Umdoni was placed under KZN

Administration and it can be proved. Why? Allthe signs of failure are there. This grand politi-cal design of the ANC to cluster various localauthorities under one local authority is a defi-nite failure. The ANC must come to its sensesby reverting the system to the days whenUmzinto, Scottburgh, Park Rynie andPennington had their own local authorities andeverything functioned smoothly. The ANCmust admit to the fact that the present munici-pal system has failed. Practically every munic-ipality has a problem. Either there is no ser-vice delivery, or there is stealing, fraud andcorruption when millions of rand are unac-counted for, and there is no end to solving theproblems because the wrong people are atthe helm. Just the other day, an ANC com-rade councillor died and the Umdoni ANCmajority council paid for her funeral. It isalleged that it cost more than R165, 000. Thisis ratepayers’ money and was not spent sen-sibly. I wouldn’t be surprised if the figure wereinflated and someone had pocketed part ofthe money. An ordinary funeral cannot costsuch a high figure. The deceased councillorhas family members who should have takencare of the funeral expenses. Can you imag-ine how generous the ANC comrade council-lors are, paying for a funeral at the ratepayers’expense? In other words, if there are moredeaths, the ANC council will simply pay for thefunerals. This is not its function. The council’sfunction is to provide service delivery. There isno money for service delivery, but there ismoney for a funeral. What a wonderful soulyou are Mayor Dube. Why did you and thecomrades not pay for the funeral out of thesalaries that you earn? From what I see, theANC majority council is bankrupt in every way,morally and financially. It is Christmas timeand I think that the ANC comrade councillorsmust be presented with a certificate of com-mendation for their dedicated, shameless andselfless failure to provide service. Each coun-cillor should be provided with a trophy, a cer-tificate and a packet of potato crisps. This is what they deserve. Come join me on a tour of Umdoni, particular-ly Umzinto, and I will show you what you havedone to the town. It is shameful. Thank youANC comrade councillors for turning Umzintointo garbage, you have done well. The ANC councillors have not improved livingstandards in the rural areas, so it does notbother them not to improve the quality of stan-dards in Umzinto.Try explaining this to a tourist from over-

seas, and he would be very puzzled, in fact,he would find it unbelievable, but why not?South Africa is part of Africa and anythinggoes.

JACK MOODLEY, founder of Moodley’sSpar in Craigieburn, passed away on TuesdayDecember 12, after a short illness. The late MrMoodley was frequently cited as an example tothe younger generation of a self-made manwhose success came through hard work anddetermination, having started from humblebeginnings. Who would have thought that theowner of a business empire was once a petrolattendant (bowser boy) in the old days? Priorto opening the Spar, Moodley owned a butch-ery and was also a mobile vendor of groceriesproviding a door-to-door service, a conveniencewhich residents appreciated. Mr Moodley wasa successful bidder when the commercial site inLotus Road, was auctioned by the Municipality(DSB). He built his first Spar franchise shop onthis site. Business success necessitated anexpansion, but he was constrained by lack ofspace. He then ventured into construction of themassive building at Calendula Avenue which isthe current Spar. With failing health he took aback seat and passed on the running of the busi-ness to his son, Vino. His funeral service took place at the Orissa Hallon Thursday, December 14, and the cremationservice took place at the Clare EstateCrematorium. Mr Moodley was a regular spon-sor of meals at the Craigieburn Senior CitizensClub. He recently celebrated his birthday withclub members. He leaves his wife, a son, twodaughters, grandchildren, and a host of rela-tives and friends.

CEO Rufus Veeriah saidthat they had extended invitations tolocal school principals who accepted theinvitation to send their learners. Someof the schools sent their educators tosafeguard the children.The children were treated to snacks,games and a meal. All the children whoattended were given gifts. TTHHEE GGHHAANNDDIINNAAGGAARR Senior CitizensClub hosted its year-end event at theUmzinto Dining Hall on Wednesday,December 13. Various speakers, which included some

of the sponsors, Cllr Bhoola, Mr AyoobAlly and Lenton Moodley of BoxerStores) highlighted how glad they wereto be able to share with seniors whoimpart so much to the communityaround them.

Chairman, Pastor Steven, noted the

challenges faced when working withseniors but also commended theirpatience with him as their leader. Hethanked all the sponsors for their assis-tance throughout the year. Pharmacists from the clinic gave advice

to the seniors on the importance of tak-ing their medication while travelling dur-ing the festive season.

The seniors enjoyed a lovely mealtogether and played musical chairs.

TTHHEE ““FFAAMMIILLIIEESS--IINN--NNEEEEDD”” (FIN) min-istry run by Peter Fielding in Scottburgh,began five years ago to help disabledpeople and destitute families in Umdoni.Amongst the activities are the donatingand repairing of wheelchairs and walk-ers, as well as providing food to desti-tute families, when funds become avail-able.For the past two years FIN has given a

party in December for twenty-five littlechildren in Amandawe, with the help ofCaregivers from the Department ofHealth. However, this year the numbermore than doubled to sixty-five and washeld in the Amandawe Community Hall.

Each child was given a packet of goodiesto eat as well as a variety of toys, allkindly sponsored by the ScottburghMethodist Church family. Hot dogs andgooey pudding then followed. The afternoon concluded with hoards ofhappy children kicking twenty-sevensoccer balls around inside the huge hallwhile it poured with rain outside. FIN would not be able to function with-out donations from compassionate peo-ple who want to make a meaningful dif-ference in the lives of the disabled andthe destitute. TTOODDAAYY,, CCHHRRIISSTTMMAASS is a time of the yearwhere families come together to celebrateand exchange gifts. But the true reason forChristmas is much different. It is the celebra-tion of the birth of Jesus Christ, the Saviourof the world, and the Perfect Gift to thisworld.

It all started 2,000 years ago when anengaged couple was in a tough situation. Thewoman, Mary, had just found out she waspregnant. Her fiancé, Joseph, was shockedand embarrassed, because they had neverbeen together, and was planning to separatequietly from Mary to save her reputation.(Matthew 1:19)

That’s when God stepped in. He sent an angelto Joseph with a message. God had givenMary a baby all by Himself! (Matthew 1:20)She was carrying the Son of God, who was tobe named Emmanuel (which means ‘Godwith us’). After Mary and Joseph travelled totheir hometown of Bethlehem and couldn’tfind a place to stay, Jesus was born in a stable- in a manger surrounded by animals (Luke2:4-7). From there, He grew up with a mis-sion.

That mission was to save the world from itssin. Jesus is the Son of God. He lived a sinlesslife and then died on the cross to pay thepenalty for our sins. "God demonstrates Hisown love for us in that while we were yetsinners Christ died for us."

At the first meeting of the VAB the Board shall determine the Roll for hearings ofthe appeals.

If necessary, meetings may be postponed or further meetings will be arranged fromtime to time until all appeals have been heard and determined.

Any person who has lodged an appeal in terms of section 54 of the MunicipalProperty Rates Act No 6 of 2004 shall appear in person or be represented byhis/her Agent or Attorney, duly authorised thereto in writing, failing which theappeal will lapse and or be dismissed.
