The trial of the wife of the Springs man dubbed the Springs Monster was postponed in the North Gauteng High Court on Friday.

Ilse de Lange, of The Citizen, reports the mother did not do well during the state prosecutor Jennifer Cronje's cross examination during last week's court procedures.

The case has been postponed to October 9 for evidence from a criminologist and two psychologists who will testify for the state.

According to de Lange, the mother of fi ve admitted she had forsaken her legal duty to protect her children from her husband's physical and emotional abuse.

In a report handed over to the court during previous court proceedings, a criminologist stated that the 38-year-old mother is mentally capable of standing trial and states she had seen her babies as dolls, but the moment they grew up and started giving her "problems" they became her teenage

daughter's responsibility.The trial started on

March 22, during which she testifi ed about her husband's childhood.

She also testifi ed that she had a diffi cult childhood.

Her husband, who exercised his right not to testify, sobbed uncontrollably during her testimony when she gave details of how their children were treated.

Cronje argued the woman didn't fulfi ll any of her duties toward her children and was aware being in

possession and using drugs was illegal, but continued to abuse drugs.

The woman and her husband stand accused of abusing their fi ve children.

He was arrested in their Springs home in May 2014, and she was arrested shortly thereafter.

The couple are on trial, and have pleaded not guilty to 42 charges, including attempting to murder their 11-year-old son, child abuse, child neglect, drug dealing and failing to send their children to school.

A woman, who was sitting in her front garden at 9am last Wednesday, went to investigate when she heard her dogs barking in the back garden of her Holfontein home.

spokesman Capt Johannes Ramphora says when she went around her house she discovered a pane of glass had been removed from one of the windows at the back of the house.

"Upon entering the

house, she noticed her handbag, containing several bank cards, an undisclosed amount of cash and her ID, had been stolen," says Ramphora.

Police are investigating a house break-in case.

A man was instructed to sleep during a house robbery in Meter Drive, Wright Park, last Thursday, at 3.30am.

woke up and saw a suspect pointing a fi rearm at him.

"The suspect instructed the man to go back to sleep," says Ramphora.

were taken from the room."It is unclear how many

suspects were involved as the man only saw one suspect," says Ramphora.

A house in Wankie Street, Selcourt, was robbed by two suspects, on Friday, who said they were sent by the owner to do repairs.

The domestic worker saw the two suspects outside the premises in a white bakkie at 10.45am.

Capt Johannes Ramphora, Springs police spokesman, says the duo told the domestic worker the owner had sent them to do repairs at the house.

After the domestic worker opened the gate, they instructed her to go to the

main bedroom and cover her face.

The suspects took a TV, Wi-Fi router, jewellery, meat and a laptop, worth about R27 000.

Ramphora says the vehicle the suspects used had no licence plates.

The body of an unknown man was found in Welgedacht Road, en route to Etwatwa, at 11.37am, on Sunday.

SAPS spokesman Capt Johannes Ramphora says the man had several stab wounds to his upper body.

The Ekurhuleni State of the City Address, last Wednesday, turned violent after the EFF tabled a motion of no confi dence against the mayor.

The issue escalated to a fi st fi ght and water bottles and chairs were thrown at the members of the EMPD who were called in to restore order by the speaker of council, Patricia Kumalo.

Three EFF members were injured and one DA member had to be rushed to hospital.

After the DA requested council to be adjourned for 20 minutes for their caucus they tabled a motion for the Speaker to be recused from council.

They held red cards signalling it was time

for Kumalo to leave the position, but the votes came back in favour of her.

The mayor was forced to give his State of the City Address outside after the various parties were unable to reach common ground.

The speaker had to exercise due decorum in attending to a recurring matter brought through numerous points of order by the EFF.

“I ruled on the issue and had given the go ahead for the mayor’s address to be delivered but we experienced undue disruptions which left the meeting in a disorderly state.

“According to council’s standing orders, the speaker has the

responsibility to maintain order in meetings.

“The second insert stipulates the speaker of council may, at any time during the meeting if she deems it necessary for maintaining order, direct a security offi cer to remove or cause the removals of any person,” she says.

Kumalo says she acted within her legal and procedural authority.

The chief whip of the ANC, Clr Jongizizwe Dlabathi, says the speaker exercised due decorum in attending to a recurring matter in the house.

“This was an unfortunate incident and various measures were taken to ensure order was maintained,” he says.

Mayor's address focuses on service deliveryDuring his state of the city address, Ekurhuleni mayor Clr Mzwandile Masina, amongst others, focused on poverty alleviation, improving roads infrastructure, housing and job creation.

The addressed was delivered in the Germiston Council Chambers last Wednesday.

He says through the Siyaghuba service delivery programme they are able to understand the realities of the plight of the people.

“The initiative is not only to address service delivery issues, but also to understand the hidden world which is infi ltrating cosmopolitan development.

“Our interaction with girls as young as 12, entrapped in brothels hidden in dilapidated buildings, has demonstrated how deep the cracks of inequality have become.

The city has, through the health department, managed to establish 21 chronic medicine pick up points.

“We are going to build 12 more clinics with modern facilities to serve all the needs of our people.

“We already have 94 clinics and 12 mobile clinics,” he says.

The mayor says as part of the indigent policy programme, the city will offer free water, sanitation and refuse collection services to residents who earn less than the R3 000 threshold.

“In December 2016, we had 63 014 residents who were deemed to be indigent.

“They all receive free basic services in the form of water, electricity, sanitation services and refuse collection as well as qualifi cation for housing subsidies,” he says.

Masina says the city will spend R91-million in the three-year medium term period in the construction of community social amenities.

"This includes the new swimming pool in Duduza, a library in Etwatwa and the Germiston Theatre,” he says.

The metro is embarking on six mega housing projects over the next fi ve yearsto respond to housing and human settlement needs.

"We have secured and are in the process of securing more land to enable us to provide bulk services for housing settlements, like Leeuwpoort, Clayville Ext 15, John Dube and Daggafontein.

“In this fi nancial year, we will deliver 5 000 houses and in 2017/18 the city will deliver additional 8 000 houses.

The mayor says they have completed the rehabilitation of 163km of road.

“The target is to complete 197km at a budgeted cost of R325-m.

"We have set aside R270-m for upgrading 52km of road and R83-m budget for the reconstruction of 15km of road.

“The city has set aside R663-m for the construction of new roads.

“About 49% of that expenditure will go to the far east region that

covers Duduza, Tsakane, Nigel, Springs, Daveyton and Wattville,” he says

Masina says the city has set aside a budget of R2.4-b over the next fi ve years for the electrifi cation of informal settlements.

“We also have R1-b budgeted for bulk infrastructure in informal settlements.

“We have electrifi ed 9 943 households in informal settlements in areas such as Langaville,

Inxiweni, Marikana, Winnie Mandela and Ekurhuleni,” he says.

"We have placed 2 545 unemployed youth with various external companies and within the municipal departments to gain work experience.

“We recruited 100 learner contractors and 100 learner supervisors to the EPWP Vukuphile Programme."

The mayor says through the Mayor's Education Trust, they

extended bursary funding in 2016 to R100-m from R10-m in the previous year for qualifying students.

Masina says they have cut costs by freezing non-essential staff positions.

“We are gradually eliminating expenditure on non-essentials like travelling, accommodation and catering services,” he says.

Water restrictions in Ekurhuleni have offi cially been lifted, with a plea to the community to still use water sparingly.

Thema Gadebe, spokesman for the Ekurhuleni Metro, says the decision was confi rmed during a council meeting last week.

"This confi rmation follows the gazetted notice by the National Department of Water and Sanitation to lift water restrictions in Gauteng, after improved water levels

at the Vaal Dam," says Gadebe.

"Although water restrictions have been lifted, we urge residents and businesses to conserve water.

"They should continue to avoid daytime irrigation, between 7am and 5pm every day.

"When we water during the day, 40% of water evaporates due to sunlight, wasting water."

The lifting of the water restrictions also brings an end to the water restrictions

punitive tariffs.The Minister of Water

and Sanitation, Nomvula Mokonyane, announced the lifting of water restrictions in Gauteng on February 26, following the sharp rise in dam levels as a result of torrential rains.

She says water restrictions in other provinces would remain in place and be reviewed on a case-by-case basis with the affected municipalities but warns the rain does not mean an end to the country's water woes.

Samaritans reach out to Vita Nova residentsA group of friends made a difference in the lives of the residents at Vita Nova Centre on Saturday.

Elspark resident Gwen Janse van Rensburg, who has a passion for helping people in need, called some of her friends to assist her in making the visit to the centre a success.

Gwen says it all started in December when she was desperately looking for a home for her niece's stepsister, Cindy Eksteen (38).

“Cindy was welcomed with open arms at Vita Nova and we have been overwhelmed with her progress," says Gwen.

In December, Gwen started the project and approached her friend, Carike Pretorius (34), from Under His Covering, for assistance.

More people got involved and soon they sourced about 140 blankets, beanies, bed socks, clothing and balls, which was more than enough for all the residents at the centre.

Gwen invited all the sponsors

to join her on the day, hoping they would see for themselves what is needed on a monthly basis and become regular sponsors.

“It was wonderful to see my friends interacting with the residents,” she says.

Dancing to the sound of music had those residents who are still mobile on their feet and ready for action.

Another highlight for all was the musical chairs which was enjoyed by those participating.

At lunch all the sponsors served

hot dogs and cold drinks to the residents.

"Carike and I will continue the project by visiting the centre on a monthly basis to help keep it from having to close its doors," says Gwen.

On Sunday, Carike visited the residents again and brought yoghurt for the younger children and the residents enjoyed the cake and Easter Eggs sponsored.

Michelle Immelman, centre director, was totally overwhelmed by the group's generosity.

"The way the visitors interacted with the residents was amazing and very special.

“We appreciate every donation and the fact that Gwen and her team spent most of the morning with us,” says Michelle.

Vita Nova's annual fundraising event will be held on May 6.

Dunnottar pensioners Elliot Phahlane (69) and Peter Mpye (62) grow their own vegetables to help with poverty alleviation.

The pair grows most types of vegetables next to their driveway or on any other piece of soil they can spare.

“Our vegetables are all 100% organic as we only use natural substances to help our food grow,”

says Peter.The pair grows anything, from

pumpkin to beetroot, green beans and onions, to carrots, peppers, chillies, caulifl ower, eggplant and fresh spices - the list is endless.

“You name it, we grow it,” Peter says proudly.

He adds they are fi rm in their belief of recycling and re-using everything they can, re-purposing

materials to put back into the ground to grow each new crop.

“We don't waste and try to use, eat or sell as much of our produce as possible, but what we don't use rots and is worked into the fertiliser.”

Peter and Elliot not only grow and harvest their own produce, but also enjoy teaching those who are uneducated on the workings of crops and harvesting, the differences between vegetables and making your own fertiliser.

The pair also grows fruit and raises free range chickens, ducks, geese and turkeys.

“An interesting fact about free range chickens is that if the bone is so hard that you can't break it

or bite through it, it is a very good free range chicken.

"The opposite applies if the bone is soft and easy to bite,” says Peter.

Elliot says: “We live off the food we grow by eating it or selling it to sustain ourselves.

“We are both pensioners living off social grants and this is a great way to save money and make a little money for yourself.”

Peter adds: "In these times, people are encouraged to grow their own vegetables and you really don’t need a big space to make this happen.”

Intrepid pensioners are doing it for themselves

Hlukani 'Zookie' Maswanganyi (9), from Dersley Park, recently won the title of Little Mr World South Africa 2017.

Zookie is an aspiring actor, model and singer who was raised in Springs and found his love for the spotlight after he gained confi dence through training at a local modelling school.

Since 2014, he has appeared in TV commercials for leading brands and taken part in various modelling competitions, where he felt the fi rst rush of excitement of being on stage in front of a large crowd.

In 2015, Zookie was scouted by an international talent agent.

The title of Little Mr World South Africa 2017 qualifi es him to represent South Africa in the international competition, Little Miss/Mister World 2017, which will be held at the 27th International Children's Competition Festival, which takes place from May 5 to 14, in Bodrum, Turkey.

"It is a wonderful opportunity to represent the culture and traditions of their people and for the establishment of friendly relations between children of different nations," she says.

The main objective of the contest is to promote cultural and aesthetic education of children and adolescents, to reveal their best qualities as well as create an atmosphere of friendship and understanding between the participants and guests.

Portia says Zookie's trip will cost R130 000 and the family needs help raising funds to cover these costs.

Simone Myburgh (34), from Geluksdal, a semi-fi nalist of the Mrs South Africa pageant, visited Geluksdal Primary School last week to spread Easter cheer before schools closed for the Easter holidays.

"I wanted to do something nice for the Grade R and Grade Ones, because not all children are privileged enough to get Easter eggs at home," she says.

The local beauty donated 16 boxes of marshmallow eggs and handed each child their own Easter egg.

"I want to give back to the community and what better way to start than to put a smile on a

child's face?"I was welcomed with so

much love and support from all the teachers and staff and left feeling very humbled and grateful by the whole experience."

Simone is in the running for the crown of Mrs South Africa 2017 along with 99 other women from across South Africa.

On April 28, the top 25 fi nalists will be announced and the fi nals will then be held in October.

Egg-citing visitor pops in at Geluksdaal Primary

Sea Cadets having funThe Springs unit of the South African Sea Cadets (SASC) held a fun day on Saturday, to raise funds for the club.

Organisers, parents, friends and club members supported the day.

Training Ship Springs (TSS), situated at the Springs Central Air Scouts premises in Colliery Road, Casseldale, has a membership of 25 youths, aged between 10 and 18 years.

The event was fi lled with fun including a jumping castle, karate demonstration, potjiekos competition and cadets washing visitors' cars.

Leigh Fuhri won the potjiekos competition with her beef goulash and bacon potjie.

TSS First Lt Dorothy White says the visitors who supported the event enjoyed the different potjies and this also contributed towards the raising of funds.

The cadets, who assisted with the washing of the cars, were given tips for their effort, which they then donated towards the fund-raising event.

Proceeds will go towards maintenance of the building and the purchase of life jackets, equipment needed at the unit and other events.

The TSS is part of the SASC, a youth organisation that is open to boys and girls between Grade Six and Grade 12.

“Cadets are taught basic health and safety skills, including seamanship, navigation, engineering and catering,” says

Offi cer Commanding Vaughan Cooper.

New entry Quinn Berry (11) says while learning these skills emphasis is placed on teamwork and leadership skills.

“We also learn how to tie knots as well as other interesting activities,” he says.

For Basic Seaman Jordan Meniers

(12) being part of the TSS means she can fulfi l her long-term plans.

“I want to join the SA Navy and what better way to start than with the TSS,” she says.

The cadets meet every Friday between 5.30pm and 8.30pm.

The debate of the State of the City Address on Thursday derailed almost as quickly as the State of the City Address did the previous day, when the EFF noted the mayor, Clr Mzwandile Masina, was not in the Germiston Council Chambers to listen to councillors’ comments.

His absence was noted while Clr Ghaleb Cachalia, leader of the DA in Ekurhuleni, was delivering his response to the State of the City Address.

“Which mayor are we addressing because the mayor is not in the chambers?

“We don’t know where he is but it shows a complete lack of respect for the councillors and the council as a whole,” said the EFF.

“He needs to be the one to comment on the issues raised in the debate.

“How can he do that when he isn’t here?“So should we wait for him before the

councillors continue?”The chief whip of council, Clr Jongizizwe

Dlabathi, agreed and the meeting was stopped to allow time to locate the mayor.

When he entered the chambers, the DA called a point of order that the speeches be started again so that the mayor could listen to them.

Tania Campbell, the DA chief whip in Ekurhuleni, said, “Due to council legislation, we will have to start the speeches again so the mayor can actually listen to what is being said.”

While the EFF commented: “If the mayor needed to be elsewhere he should have apologised so councillors knew what was happening.”

Dlabathi said it was unnecessary to start the speeches again as the MMCs had taken notes and would fi ll the mayor in, but the DA and EFF disagreed with this.

The mayor, becoming angry said: “I only have to listen if I am given an opportunity to talk.

“If not, I am not obligated to listen to anyone.

“Do not quote legislation to me.”To which the EFF responded: “We offer

advice to the mayor - a good leader is a good listener. Enough said.”

Uproar ensued and the mayor, followed by his MMCs and the ANC councillors, left the chambers.

After some time, the ANC returned and the councillors were told if they insist on delivering their speeches again, then the mayor would start by delivering his State of the City Address as he had not had the opportunity to do so in the council chambers on Wednesday.

The parties agreed to this.“We agree that the speech be delivered and

then the responding speeches started. “However, if the mayor threatens me I

would hope the EMPD will be called in to handle it, because the EMPD are there to protect all of us and I fi nd it unacceptable that the mayor threatens someone,” said Campbell.

The mayor then started his State of the City Address.

Cachalia responded to the address stating, “My response rips holes into the mayor’s much-vaunted forays into the health sector and his piggybacking on the projects initiated by the previous administration, calling them his own.”

He ended his response with what he described as a ‘bombshell’.

“I have here, in my hand, a report from Cosatu to the ANC Gauteng provincial secretary.

“Its contents provide devastating proof from an ANC alliance partner of the gross levels of mismanagement and corruption in mayor Masina’s house,” he said.

Cachalia said the report would be made public.

Masina will now have an opportunity to respond to the councillors’ comments.

Cassandra Lourenco, a Springs Girls’ High School Grade Eight RCL member, is part of the community-orientated initiative to collect books for primary school children in less affl uent schools to promote a love of reading. The Bert Collins Boxing Club has decided to host regular 'langarm' dances due to the success of Friday evening's event.

At the dance, members and their families and friends enjoyed the music provided by Marikana Orkes.

Organiser and club manager Jeanette Dyzel says the guests enjoyed themselves and made new friends.

Raising funds is an essential aspect for most clubs as most of the amateur clubs have underprivileged members.

"We all enjoyed 'boeremusiek' mixed with modern music for the younger generation," she says.

The proceeds will go towards the upgrading of the club, including new equipment.

She believes hosting a dance will encourage current members to stay and to invite their families and friends.

"With more money the clubs can provide more opportunities for their members.

"Some of the money raised will go towards purchasing boxing gear for our members."

She adds they will host a dance every second Friday and invite the community to bring their families to have some 'dance-fun' at the club, behind the abattoir in Geduld.

Visitor Koos van der Bergh says the club is not all about boxing and they need to relax every now and again.

I’ve been reading about kindness lately and I was thinking we could use a little more of that stuff in our world to make it a better place.

It only takes one person to start a domino effect.

It’s not hard to be kind – but it does take a certain mind-set.

You can start small. By smiling - and we all know that it takes only 26 muscles to smile and 62 to frown!

Smile at random people for no reason at all.

Usually (unless that person is having a really bad day) they will smile back at you.

Then you both feel good.It’s contagious. You walk along thinking

about the person who smiled at you and usually you are still smiling.

Then, you end up smiling at somebody else too … and so

it goes.Of course, remember, it’s

okay to smile at random people but children should not stop and chat.

And if anybody ever gets too friendly and makes you feel uncomfortable, feel free to tell your parental agent.

If you are at home, or in a shop and somebody drops something, you can bend down and pick it up for them.

It takes just a little bit of effort.

You can offer to help your mum or dad without being asked.

They might fall over and faint but I bet they would really appreciate it.

Or maybe if you see somebody at school sitting by themselves looking all sad and lonely, you could go and sit with them and offer them a snack from your lunch box if

you have enough to share.This is going to sound a

little crazy but engaging in acts of kindness acts like a medicine chest in your body.

Did you know it is said that kindness stimulates the production of serotonin?

This is a chemical that not only makes you feel good but it makes you happy and calms you down.

Even better, doing acts of kindness produces endorphins, the brain’s natural painkillers!

They say people who are always kind have 23% less cortisol (stress hormone) and don’t get old as quickly.

Research has even found being kind lowers blood pressure.

Phew. I almost broke this historical artifact when I came across the ancient scale at this cute little place in Wilge Avenue, Dal Fouche. I saw a bag of mealies on the beautiful piece and fi gured my slightly willowy fi gure wouldn’t add much weight. Then I heard a humiliating groan of discomfort coming from the old scale when my friend put me down on it ... Whoops.

After the Western Cape High Court legalised the private use of dagga in one's home, the Addie took to the streets to ask the community how they feel about this ruling. This is what they had to say:

Voorbeelde van waardes wat toegevoeg kan word sluit in om altyd 'n goeie verhouding met jou medewerkers en kliënte op te bou.

'n Waardevolle werknemer sal altyd sorg dat daar 'n goeie werksverhouding is.

Hulle werk onvermoeid aan die verhoudings om die maatskappy se goeie beeld en waardes uit te dra.

Veral wanneer dit by die maatskappy se kultuur kom.

Sulke mense verstaan die

belangrikheid daarvan en watter positiewe bydraes hulle kan maak, deur nie net hul mede-werkers te ondersteun nie, maar ook deur maniere te vind om die maatskappy in 'n positiewe omgewing te bevorder.

Dit sluit in elke liewe werker, vanaf die persoon wat die tee maak tot die besturende direkteur.

Deur jou kollegas te ondersteun en hulle negatiwiteit te verander na 'n positiewe gesindheid mag dalk net weer die glimlag terug bring op hul gesigte.

Doen gerus meer as wat van jou verwag word.

Dit is net dit, doen meer was wat jou werkgewer van jou verwag en doen selfs meer as wat jou kliënte of kontakte versoek.

Loop die ekstra myl.Ek weet nie of almal met my sal

saamstem nie, maar lojale werkers begin nie noodwendig hul dagtaak om 8vm en loop presies 4.30nm nie.

Nee, hulle dink aan hoe hulle ‘n werklike verskil kan maak en hoe hulle kan bydrae tot die groei van die maatskappy.

Hulle verstaan die status quo en streef daarna om een stap voor te wees en altyd bewus te wees van wat in die maatskappy aangaan.

Of dit in almal se broekspyp is om hierdie persoonlike belangstelling na te streef, is ‘n vraag wat slegs jy self kan beantwoord.

Om nuwe idees en gedagtes op die tafel te lê, voorstelle wat, hoe

gering ookal, dalk kan realiseer is tog ook belangrik.

Ons spandeer soveel tyd by die werk en tussen ons kollegas dat ons soms ons eie waarde vergeet.

Moenie altyd net die probleme uitwys nie, maar probeer om met oplossings vorendag te kom.

Oplossings wat tot waarde is van jou kollegas sowel as vir die maatskappy.

Nie net sal jy groei nie, maar jy sal as waardevol beskou word.

Iemand wat suiwer motiewe het en dalk, met herhaalde ‘problem solving’ idees, maklik kan omswaai in ‘n onvervangbare werker vir die maatskappy in wie se diens jy staan.

Om meer te doen, beteken nie noodwendig om langer ure te werk nie.

Indien jy meer waarde in ‘n korter tydperk kan lewer in vergelyking met wat jou kollegas in ‘n vol dag kan doen, doen dit gerus, maar jy hoef nie laat te bly om ‘n punt te bewys nie.

Om meer te doen beteken maar net dat jy meer waarde toevoeg in die tyd wat tot jou beskikking is.

Jy het die vermoë om jouself onvervangbaar te maak, so maak gebruik daarvan.

Al wat jy hoef te doen is om jou sterk punte te identifi seer en om te bepaal hoe hard jy wil werk om egte werksverhoudings te kweek.

Jou bydra sal jou werksplek verander in 'n vrugtevolle maatskappy en die toevoeging van meer waarde.

Jou waarde en bydra kan tot voordeel van die maatskappy wees

It really is very peculiar and where to start is, maybe, one of the most peculiar questions to ask.You see the beginning isn't really the beginning, but then neither is the bit in the middle or the chat at the end.If you're a tad confused don't let that put you off watching this masterful movie from the pen of Ransom Riggs which has been turned into a script by the masterful Jane Goldman for the fi lming delight of Tim Burton.This is perhaps one of my favourite Burton fi lms and to say I am a fan is quite the understatement.To help get you into the loop, the basic plot is this:Jacob's grandfather has often talked of his mysterious adventures. In particular, he often discussed the strange kids who were part of Miss Peregrine's Home for Peculiar Children. The tricky part is that the school is in a time loop which is impossible to fi nd if you, yourself, are not peculiar.His grandfather leaves clues for Jacob to follow, which bring him to a mysterious island where he fi nds out that his grandfather wasn't telling tales. The children do exist and, as Jacob gets to

know the children, he discovers they might have special powers. To help him, Jacob must tap into his own powers, ones he didn't know he had, to save them.This movie is a thrill a minute with all manner of fantastical things happening - things you once believed were impossible but can't help but believe in after watching the fi lm.It requires a broad imagination and a healthy ability to suspend reality, but if you are up to the challenge this is one of the best movies you're likely to see this year.Go on, throw caution to the wind and take a magical journey with Jacob and his fabulous new friends.

NOTICE OF THE ENVIRONMENTAL AUTHORISATION APPLICATION FOR THE PROPOSED SPRINGS RECYCLING YARD DEVELOPMENT PROJECT OF MPACT OPERATIONS (PTY) LTD

(GDARD Ref: GAUT/002/16-17/E0309; SMS Ref: MPA-SPR-16-10-10) The purpose of this notice is to provide information to Interested and Affected Parties (I&APs) about potential decisions that may affect them and to afford I&APs an opportunity to influence those decisions in the environmental authorisation process for the proposed Mpact Operations (Pty) Ltd: Springs Recycling Yard Development Project. BACKGROUND TO THE PROJECT Mpact Operations (Pty) Ltd is one of the largest paper and plastic packaging businesses in Southern Africa. Mpact Paper, a division of Mpact Operations (Pty) Ltd, operates a paper recycling plant in Springs on Erf 228 New Era Extension 1. Mpact proposes to expand and upgrade the existing paper storage area already present on the site. The proposed development involves the increase in the hard-standing surface area for the storage of material. It also involves the improvement of stormwater management, comprehensive fire protection and better traffic control. LEGISLATIVE REQUIREMENTS Procedure applied to the application: As the project activities require upgrade of existing infrastructure and the development of new infrastructure, a Basic Assessment (BA) process will be required in terms of the National Environmental Management Act, 1998 (Act No.107 of 1998) (NEMA), as amended, for the authorisation of listed activities contained in GNR 983 of 4 December 2014 and GNR 985 of 4 December 2014 published in terms of Section 24(2) and 24D of the NEMA. An application for authorisation in terms of Chapter 4 of the National Water Act, 1998 (Act No. 36 of 1998) will also be submitted to the Department of Water and Sanitation (DWS). Saturday’s Monthly Medal winner in the A division was Ewan Sim who obtained 73 points, followed by Ross McAllister in second place with 75 points.

The B division saw Okkie Strydom taking fi rst place with 66 points.

His runner-up is Andre Kruger with 70 points.

Ian Stewart was the C division winner with 72 points, followed

by Derek Waters with 73 points.Greg Palmer won the Friday

Meat competition with 40 points and his runner-up was Derek Waters who obtained 39 points.

Gerhard Gibson took the best front nine with 21 points and Grant Cockeran took best back nine with 20 points on count out.

Dave Clarke and his wife, Carol, received the Most Improved Road Bike Male and Female trophies at the Springs Wheelers Cycling Club prize-giving held at Pollak Park Golf Club, on Friday.

According to Ray Roodt, club chairman, they are actively involved with Ride for Sight and proudly carry the Retina SA logo on their club cycling shirts.

"The cycle ride, held on February 18, saw R700 000 donated towards researching a cure for blindness," he says.

Derick Edwards received the World Champion trophy on behalf of his son, Brad Edwards, the u-23 World Triathlon champion.

George van Maanan received the Best Male mountain bike and Performance of the Year trophies.

The Best Female mountain bike award was given to Alison Lingard, while Lexi Lambropoulous received the Best Male road bike award.

Best Female road bike trophy was given to Tammy Whitby.

Another couple, Dennis and Marisa Williams, won the Most Improved mountain bike male and female.

The Best Master, all categories trophy, was handed over to Kevin Lawrence.

Charl Coetzee (32) is part of the Ekurhuleni Elite boxing team who will compete in the Gauteng Elite Boxing

Championships, in Koedoespoort, at the end of April.

Charl Coetzer will represent Ekurhuleni at the Gauteng Elite Boxing Championships in Koedoespoort, Pretoria, in April.

He will be fi ghting in the 64kg category and is part of the Ekurhuleni Elite team.

Being a member of the Bert Collins Boxing Club, he joined a few other boxers in Ekurhuleni for a practice session at the club.

Club manager Jeanette Dyzel says he is a technical boxer with a lot of perseverance and good discipline.

"He never misses any practice time and has been boxing since the '90s," she says.

Charl has won several boxing titles in the past, including the District Boxing Championships and Provincial Boxing Championships.

Last year Charl was the runner-up at the championships.

Jeanette says they are proud of the South African Boxing Championship titles he has won in his boxing career.

She believes his experience makes him a prime candidate to win the Gauteng title as well as the SA title.

"This is the second time I will

compete in the Gauteng Elite Championships and I look forward to the event," says Charl.

His club coach, Freddie Dicks, says Charl is a focused boxer and stands a good chance of winning.

The countryman shares its UKL2 platform with the BMW X1 and is some 200mm longer and 30mm wider than the previous generation. That means, in terms of dimensions, it’s larger than the likes of the Mazda cX-3 and aimed squarely at rivals such as the Audi Q2 and upcoming Volvo Xc40.

→ FaMiliarityFor those acquainted with the current crop

of Mini derivatives, there aren’t any surprises in the engine department, yet at least. Powering the cooper countryman is the familiar three-pot 100kW/220nm 1.5-litre mill which is available with a six-speed manual or six-speed Steptronic transmission.

The current top-of-the-range countryman cooper S gets the same 2.0-litre four-cylinder motor as the rest of the Mini range, with an output of 141kW/280nm and the option of a six- speed manual or an eight-speed automatic gearbox.

All models will be front-wheel drive-only as the All4 four-wheel drive model offered previously didn't sell as well as the brand might have hoped for.

Having driven both derivatives equipped with the automatic transmissions, i have to concede that if you’re after a Countryman, the Cooper will suffice. It is no longer as frustratingly lethargic as the previous generation was, while the cooper S does little to excite on the performance front.

However, for those not too interested in these middle-of-the-road models, there is hope as a 2.0-litre 110kW/330nm diesel cooper will be added to the range later this year, while the rather potent John cooper Works version equipped with the All4 system is also on its way.

SUV segment, the countryman will likely satiate the ever-growing need to be different with its chunky soft-roader looks and more practical dimensions.

From an exterior profile, the big Mini strikes a unique crossover silhouette while up front, there are the obligatory round headlamps and at the rear, the traditional squared-off tail lamps.

There are also lashings of chrome and brushed metal surfaces to remind the owner that this is a Mini for a buyer with a more active lifestyle.

The interior is typical Mini with a large, circular infotainment screen dominating the cockpit, while the usual customisation options meant that at launch, all eight cars available were different in terms of their exterior treatment and interior colour combinations.

All of the varying surfaces and materials used throughout the cabin creates a space that is unique, as only Mini seem able to do. i am certain that this retro-modern theme used inside the countryman will either be a hit or miss affair, much like the rest of the range.

However, for the Mini faithful, it will certainly be seen as a resounding success as it appears to be like a regular Mini, but with space for five occupants

and a rather large 450-litre boot.Watch those oPtioNsAs with many vehicles these days, the coun-

tryman has quite an extensive optional extras list, which can inflate the price tag quickly. It is not to say that the countryman range is badly specified as standard, however, buyers looking to customise their car may find themselves paying thousands over the list price with a few desirable options ticked.

massive improvement over the car that it replaces in terms of quality, refinement, performance and practicality.

When I think of vehicles that don’t receive the love, and therefore sales they deserve, cars like the Peugeot 308, Toyota 86 and indeed the Lexus IS come to mind.

You see, the IS consistently records single digit sales figures on a monthly basis, whereas its rivals from Audi, BMW and Mercedes-Benz sell in droves by comparison.

→ Forgotten in the leFt FieldLate last year, I attended the launch of the

updated IS and was again reminded of just how good these cars are. I then had the opportunity to drive an IS 350 F-Sport for a week recently, and became even more acquainted with the car. Unfortunately, it would appear that the sales of small executive saloon cars are decreasing as consumers look to premium crossovers and SUVs as an option within the market.

However, as with everything else, just because the market has decreased doesn’t mean that there isn’t a demand for these products and indeed an opportunity for Lexus to improve its share within this segment.

→ Value propositionIt’s no secret that if you are after a vehicle

within this sector, you’re bombarded with options, not just in terms of models but also levels of specification.

The German manufacturers are famous for their enormous optional extras lists, which is great on one hand because it gives the consumer options, but at the same time can drive the list price up dramatically, which in turn means that in the used market, the current owner may lose more money if the next buyer doesn’t consider the options fitted as adding value.

That’s where Lexus seems to be doing well, by offering a car with very few options and a high level of specification, despite a slightly higher sticker price.

→ updated isThe updates made to the model are relatively

minor with a new grille and front bumper, reshaped bonnet and LED headlights, while the rear gets new exhaust tips, revised lights and a new bumper.

Some of my colleagues consider the design to be too busy, but I find it quite alluring, especially this F-Sport variant with its 18-inch wheels and more aggressive body kit.

Inside, the updates are even more minor with improved materials in the cabin, redesigned cupholders and a new instrument panel and clock design. The overall look and feel of the interior exudes a premium touch, with good tangible material quality and a sense that Lexus are more

design-orientated these days, which is a good thing if you’re after more customers.

Despite the larger 10.3-inch screen in my test car, I couldn’t help but feel that the infotainment system is still not the most user-friendly in its class, with clumsy controls that make precise inputs more difficult.

→ driVing isIt’s driving the IS where one finds that the

dynamic qualities provided by the Japanese executive match that of its German counterparts. The chassis is sweet with exceptional road holding and confidence-inspiring levels of feel and driver engagement.

The naturally aspirated 233kW/378Nm 3.5- litre V6 is a masterful acoustic set in a world of turbocharged Electronic Dance Music (EDM). However, when it comes to the gearbox, things

Lexus IS as sophisticated as evergo a bit pear-shaped, with slow shifts and dulled reactions to driver inputs. It makes the car feel lazy, which is fine on a daily basis, but when pushing on, it would be nice to have a ‘box willing to add to the driving experience.

→ VerdictDespite being robbed of around 18% of its

power up here in Gauteng, I felt that the IS performed commendably with a creamy power delivery and respectable fuel returns of 11.3-litres/100km.

It is an exceptionally accomplished car in terms of performance, comfort and practicality when compared to its rivals. I’m not saying that you should rush out and buy one, but rather consider one when shopping in this segment, as it’s worth a look. With a list price of R728 800 it’s a lot of money, but it’s also most certainly a lot of car.

Budget cars are important to say the least as they more accurately reflect what we regular folk drive on a daily basis, compared to massive suVs and fun-per-mile sports cars. Recently, I drove the updated Renault Sandero Stepway in Dynamique trim and surmised a few things during my tenure.

→ The updaTesThe updates made to the Sandero in terms of

exterior and interior styling include an updated front grille, refreshed C-shaped headlamps and a new bumper. At the rear, there are new taillights and a shapelier bumper.

there has been a notable improvement made to the quality inside, while new air vents, different trim and relocated power window switches to the door panels and a new steering wheel round off the changes.

Whether you opt for the base Sandero Expression or the two more crossover-esque Stepway variants, I feel that you are getting a good looking budget machine.

→ BudgeT Blues BanishedThere was a time when driving a basic budget

car was a quite a depressing experience; you had a steering wheel, three pedals, air-conditioning if you were lucky and perhaps a radio.

Now though, there’s no need to have to go without features as budget machines come with a variety of creature comforts. The Sandero is no different in this regard. For the sticker price of R189 900 for the Stepway Dynamique, there are quite a few features that come in handy.

→ sandero acronymsThis top-of-the-range model comes with air-

conditioning, a seven-inch touchscreen info-tainment system with satellite navigation, Bluetooth, Aux and

USB compatibility all of which can be controlled by the fingertip controls behind the steering wheel, cruise control with speed limiter, ABS with EBA, Electronic Stability Programme and Hill Start Assist, electric windows all round, leather steering wheel and gear knob, rear park assist and four airbags.

Items that are missing from the top-spec Sandero include leather seats (R10 000 option), metallic paint (R2 500 option) and alloy wheels, although the caps on the 16-inch wheels do a convincing job of pretending to be alloy items.

Overall though, if you can do without leather seats, I cannot think of a new car with more specification and the desired crossover looks for

under R200 000 within the local automotive sphere.

→ driving sanderoThe Stepway provides some of the best ground

clearance within the budget segment for those inclined to some dirt road driving, or even just for the added ride height with 193 mm of ground clearance and a height of 1 618 mm.

Combine the ground clearance with the electronic aids mentioned, and you have a car that feels stable on a gravel or dirt road.

On the road there are some plus points too, with the little 898 cc turbo petrol motor providing 66kW/135Nm and a claimed fuel consumption figure of 5.4-litres/100km, however, I achieved

Budget beating Sandero even bettera still commendable figure of 6.8 litres/100km during my 700km or so with the vehicle. There is quite a bit of turbo lag lower in the rev range, but I feel this is an unavoidable aspect of owning a small turbocharged car.

by the update. If I was shopping within this segment, the Sandero would be top of my list by virtue of the fact that it provides great features and peace of mind for owners.

I am sure many readers who travel the open roads have shared my experience of being stuck behind 18 wheelers in the rain. For some reason, South African trucks are not required to have mudguards with the result that an 18 wheeler produces a cloud of spray making overtaking all but impossible.

This is a serious hazard and one which is completely avoidable if trucks were fitted with mudguards as required in Europe and other parts of the world. Generally, truck drivers are very

courteous and pull over to allow cars to overtake, but in wet conditions, they too cannot see what is behind them so they are unable move over to allow faster traffic to overtake safely.

I wish the authorities would legislate accordingly as this is such one obvious way to help reduce our terrible road death toll.

It’s a sad week here at the Autodealer office as we say goodbye to our long term Nissan X-trail, a car all of us now respect.

Now why are we going to miss this plucky SUV you might ask?

Well despite the fact that we get test cars every week, the X-Trail has become like our fourth team member, a reliable friend who has delivered on every front. Here are our top five reasons for having enjoyed the X-trail during its extended stay.

→ Still lookS goodIt might not be the latest SUV but it still looks

good, modern and relevant. A stand out feature for us is the LED daytime running lights. They give the front end a noticeable appearance. It also comes across as a rather large car which brings us to our second point.

→ it’S A 4x4Our X-Trail was fitted with Nissan’s All-Mode

4x4-i system. It’s not a full on low-range bundu bashing system, yet we did have it active a number of times. For example, when we ventured out to a few game lodges and experienced a bit of mud, and when the recent heavy rains made road conditions undesirable.

The system uses a rotary dial which gives you the option to select between 2WD, Auto which splits the power depending on traction, and finally a LOCK function which locks the power split 50/50.

→ the engineOur X-Trail was fitted with a 1.6-litre dCi turbodiesel

engine. This little motor develops 96kW and 320Nm. Driving around town does unearth some lag which can be slightly annoying, however once on the go, the car pulls pretty well. Ours was also fitted with a six-speed manual gearbox. It’s no slouch, in fact it’s able to get a move on when needed. On one occasion, journalist Justin Jacobs loaded five people into the car as well as their luggage, and

roomy inside. Something we really enjoyed was the rear seat bench which could move backwards and forwards. This helped out when we had to transport family members on long trips. Slide the bench back and rear passengers have extra leg room, slide it forward and the large boot becomes even more capacious.

→ QuAlityWhat makes the X-Trail feel premium is the

quality of the materials used inside. The dashboard features soft touch plastics as well as gloss black inserts and silver trim.

The infotainment system is also a nice piece of kit. It’s easy to use and the navigation system is user friendly. Our car was also fitted with the 360 degree camera option. The visuals are not of the

headed down to Nelspruit. The trip there and back resulted in an impressive 6.6-litres/100km, while the ride was comfortable and devoid of drama.

→ VerdictWhen we received the X-Trail, we were curious to

find out why so many South Africans tend to favour it over its cheaper Qashqai sibling, which was our previous long termer. After a good four months, the reasons became quite apparent.

It really is a good SUV and for R460 900 for the 1.6 dCi 4x4 SE we had, it does put up a good argument against some of the newer, more expensive options out there. We will miss the X-Trail dearly but we are very confident that its new owners will be as pleasantly impressed as we were.
