Shiv Sena ( Bala Sahib Thackery) J&KUnit today organizes a strong protestagainst article 35-A on the directions ofState President of the party DimpyKohli. Hundreds of Shiv Sainiks tookpart in this protest demonstration andit was lead by Dimpy Kohli & AshwaniGupta the working president, VipinHindu the chairman and Rakesh kakthe General Secretary. On the occa-sion, Sena leaders said that Article 35Awas not added to the Constitution byfollowing the procedure prescribed foramendment of the Constitution ofIndia under Article 368. Article 370does not anywhere confer on thePresident legislative or executive pow-ers so vast that he can amend theConstitution or perform the function ofParliament. It has been brought aboutby the executive organ when actuallythe right of amendment of theConstitution lies with the legislativeorgan. Besides carrying out manymodifications and changes, this order'added' a new "Article 35A" to theConstitution of India. Addition or dele-tion of an Article amounted to anamendment to the Constitution whichcould be done only by Parliament asper procedure laid down in Article 368.But, Article 35A was never presentedbefore Parliament. Article 35A violatesthe article 14 for the equality of the law.If any woman form J&K Marries out-side her state all her rights in the stateare ended as than she cannot but anyland or claim any kind of benefit. Theysaid while the Congress and theKashmir centric NC, PDP were on thesame page to issue threats of dire con-sequences in case the article 35-A wastinkered with, the BJP had been mak-ing statements to hoodwink the peopleover the sub-justice issue for mere po-litical interests. They accused all theparties of whipping up the emotions tosway the people and create ripples so asto sub-serve their petty political mo-tives. Lambasting the political partiesfor issuing threatening statementsover the fate of Article 35-A, Sena lead-ers divulged that such remarks not on-ly made a contemptuous mockery ofthe Hon’ble Court but were highly sedi-tious in nature which should be seri-ously taken note of by the Governor ad-ministration and union govt as well.

Accusing Ram Madhav ofattempting to encroach uponthe powers of the Governor,Mr. Harsh Dev Singh JKNPPChairman and FormerMinister questioned the locusof the BJP National GeneralSecretary in issuing state-ments over subjects which fellunder the exclusive domain ofthe Governor as Head of theState. He was referring to theinterview given by Mr.Madhav to a news web portalregarding continuation of sus-pension of Assembly, continu-ation of Governor Rule and itssubsequent replacement byPresident Rule. He said thatRam Madhav’s highly authori-tative announcementsamounted to invasion into sov-ereign authority and autono-my of Governor as the consti-tutional head of the state. Hewas addressing a press confer-ence in Jammu today. WhileMr. Ram Madhav has been fid-dling with the affairs of thestate in the past as well, his re-marks over constitutionalmatters were wholly uncalledfor and unwarranted. It wasnot for Mr. Ram Madhav to de-cide the period of suspensionof Assembly and continuanceor otherwise of Governor Rule

which was the prerogative ofthe Governor under sec 92 ofthe state constitution. He saidthat the Governor had to de-cide the issue in concurrencewith the President of India interms of the mandate of sec 92of state constitution and a sim-ple officer bearer of a politicalparity had no role in theprocess and could not over ridethe most sacrosanct enact-ments of law. And how couldRam Madhav state make suchauthoritative statements thatthe state Assembly shall con-tinue to remain in suspendedanimation which too was to bedecided by the Governor inconformity with set proce-dures, constitutional provi-sions and precedents, saidHarsh. He pointed out thatcourt rulings as well as consti-

tutional position on the sub-ject was unambiguously clearthat if no party or combinationof parties was in a position toform the govt, the only optionwas to dissolve the Assembly.He said that even the apexcourt in a plethora ofJudgements and relying onJustice Sakaria Commissionreport laid down that suspen-sion of Assembly can’t be al-lowed for indefinite period asthat would be violative of spir-it of constitution besidespaving the way for unethicalmoves in govt formation. Theissue however was to be decid-ed by the Governor in the lightof existing position of law andlegal precedents and a politicaloffice bearer could not issuesuch directives on the subject,said Singh.

A CBI team ques-tioned IG FerozepurRange here in connec-tion with a complainedfiled by a former SSP,against whom he hadordered re-initiation ofaction in an old casepertaining to the al-leged harassment of arevenue official,agency sources said to-day.

A team of the cen-tral investigativeagency reached herelast evening and ac-companied by the SSPFerozepur, they wentto IG Gurinder SinghDhillon's official resi-dence here, the sourcessaid.

The CBI sleuthscontinued their probe

till early morning. Theteam had also gone tothe IG's Patiala resi-dence yesterdayevening, they said.

Former SSP ShivKumar Sharma had re-cently filed the com-plaint against the IG al-leging that a residentof Ludhiana of alleged-ly demanded bribe ofRs 22 lakh on behalf ofDhillon to let him offthe hook in the harass-ment case. Sharma al-leged that he paid mon-ey to the Ludhiana res-ident. He is the mainaccused in a nine-year-old case of alleged ha-rassment and frame upof revenue officialMohan Singh Patwari.

The IG had recentlyordered re-initiation ofaction against Sharma

in the case.The CBI arrested a

middleman inLudhiana allegedlywhile he was receivinga bribe of Rs 10 lakh onbehalf of the inspectorgeneral, officials said.The team took awaythe relevant docu-ments related to the on-going investigation be-ing conducted by theSIT into the revenue of-ficial case whichDhillon was heading,the CBI sources said.

Later, talking to re-porters today, Dhillonsaid attempts were tosabotage the ongoinginvestigations in thecase which was regis-tered following a probeby a senior IAS offi-cer.Regarding the com-plaint lodged by

Sharma to the CBI,Dhillon said the ac-cused were trying to in-timidate him since hewas the monitoring of-ficer in the case "Wewill not allow the in-vestigations, whichare at a conclusivestage, to be hamperedby such false com-plaints," he said.Hesaid the SIT was con-ducting a probe onmerit with all honesty,based on facts thatemerged during thecourse of investiga-tion, all of which wasbrought on record.

When contacted,Mohan Singh Patwarisaid the CBI compliantwas lodged to put pres-sure on Dhillon whowas conducting theprobe with honesty.

Five persons were killed whena speeding truck rammed into anauto rickshaw on Mahudha-Kathlal road in Kheda district ofGujarat this morning, police said.

The truck driver fled from thespot abandoning the vehicle, saidofficials of Mahudha police sta-tion.Four passengers in the rick-shaw and its driver were killed inthe accident.The passengers werefrom a village near Mahudha townof Kheda district.

In a letter to Vajpayee's fosterdaughter Namita Bhattacharyayesterday, the Dalai Lama saidwith his passing away, India haslost an eminent national leader.

"We met regularly during thecourse of his career and I contin-ued to visit him at (his) home afterhe retired. Shri Vajpayee was a tru-ly dedicated politician. With hispassing away, India has lost an em-inent national leader. His eloquentsupport of the Tibetan people be-gan in the late 1950s. Since then, heregularly took Indian govern-ments to task in Parliament,prompting them to take a strongerstand on Tibet," he said.

"I feel privileged to have knownhim and am honoured to havecounted him as a friend," the spiri-tual leader added.

He also offered his condolencesto Vajpayee's relatives, friends andcolleagues.

Vajpayee, who served asIndia's prime minister three times,died at All India Institute ofMedical Sciences (AIIMS) hospitalin Delhi yesterday following pro-longed illness. He was 93.

Cash-strapped Air India's board met here to-day, amid the government considering a financialpackage to help the carrier, sources said.

After the proposed strategic disinvestment ofthe airline failed to take off, the government isconsidering a proposal for equity infusion andpossible loan waiver to improve its finances.

The meeting is also the first after induction ofleading industrialists -- ITC Chairman Y CDeveshwar and Aditya Birla Group ChairmanKumar Mangalam Birla -- as independent direc-tors on the airline's board.

Sources said Deveshwar attended the meetingbut Birla did not turn up.

Details about discussions at the board meet-ing could not be immediately ascertained.

The Civil Aviation Ministry is in discussionswith the Finance Ministry for a Rs 11,000 crorebailout package for the ailing Air India. Thebailout package that the ministry is working on

would be utilised to reduce high-cost working cap-ital loans.

As per reports, the ailing airline could seek aloan waiver.

At the end of March 2017, the national carrierhad a debt burden of over Rs 48,000 crore. Of this, itowed Rs 17,360 crore to aircraft leasing compa-nies.

Earlier, Civil Aviation Secretary R NChoubey said that the government would aim tomake the airline competitive before making afresh push towards the disinvestment proposal.

"We would like to make sure that Air India re-mains competitive and its market share does notgo down, which may require capacity induction...We will also ensure that sufficient delegation (ofpower) is given to the board of directors to decideon operational matters," he had said.

Last month, the government soughtParliament's nod for Rs 980 crore in supplemen-tary grants towards equity infusion into the air-line.

Air India holds board meeting

Kolkata, Aug 17 (PTI)

West Bengal, a power surplus state, wasplanning to add 2000MW over the next fiveyears, state Power Minister SobhandebChattopadhyay said.

The old thermal units in the state wouldbe gradually replaced by modern plants,Chattopadhyay said at the CII organisedEnergy Conclave 2018 here.

"We have about 9000MW generation ca-pacity of our own and about 1000MW fromcentral allocation. We will add another2000MW in the next five years," he said.

It will include 1000MW of pump storagepower and 300MW of solar, Chattopadhyaysaid adding that the pump storage projectwas waiting to get central assistance.

"When we came to power (in 2011), solarcapacity was merely at 1 MW and now, thesolar capacity is around 200 MW.

At least 300 MW of solar capacity will beadded in the next five years. Of this, around20 solar projects with 10 MW of each will becoming up in the next three years," he said.

The minister said the state governmenthas been introducing latest technologies toreduce transmission and distribution loss-es and at the same time putting efforts to im-prove quality of power.

The number of electricity consumers inboth industrial and domestic sectors has in-

creased in West Bengal, Chattopadhyaysaid at another programme earlier in theday.

The number of industrial consumershas gone up from 78,074 in 2011 to 99,505now, proving that demand for power fromindustries has increased, he said.

Following the 'Power to Everyone' slo-gan coined by Chief Minister MamataBanerjee after coming to power in 2011, thenumber of domestic consumers of power(domestic) has also increased to 1.2 crorefrom 86 lakh in 2011, he said.

"We can now say that with regards to in-frastructure - roads, technical institutions,power - Bengal is ready to extend all help toindustry houses," Chattopadhyay said at aprogramme of the Bengal NationalChamber of Commerce and Industry (BNC-CI).

On the sidelines of theprogramme, he said West Bengal is a

power-surplus state where the demanddoes not cross the threshold limit of 8,500MW daily.

The Board of Control forCricket in India (BCCI), how-ever, cleared Shami's centralcontract after its anti-corrup-tion unit exonerated him ofcorruption charges leveled byJahan.

In March, Hasin Jahanhad met West Bengal ChiefMinister Mamata Banerjee inconnection with the case.

Mamata had met the crick-eter's wife at the stateAssembly for around 15 min-utes and heard Jahan's com-plaint against Shami.

Woman set afire in front oflover's house, diesRourkela, Aug 17 (PTI)

A woman in her early 20s died of burn injuries aftershe was allegedly set afire in front of her boyfriend'shouse here today, police said.

Locals found the woman engulfed in flames outsidethe house of her boyfriend, Amit Yadav, inBondhamunda locality here this morning, police said.

They shifted the woman to Ispat General Hospitalwhere she succumbed to her injuries, said Bira KishoreMallick of Bandhamunda police station, who is investi-gating the case.The family members of the woman havealleged that Amit and his parents set her on fire. BiranchiNayak, father of the woman, lodged a complaint with thepolice in this regard.He claimed that his daughter, AshaNayak and Amit were in a relationship for the last twoyears and both had decided to get married. However, forthe last few days, Amit was trying to evade her and a fewdays back he refused to marry her.Mallick said Amit hasbeen absconding since the incident occured while his par-ents have been detained.

Three members of a family were killed after a wall col-lapsed on their house following heavy rains inChhattisgarhs Dhamtari district, police said today.

The incident happened yesterday night in Kandel vil-lage falling under Arjuni police station limits, the officialadded.The official said that there were seven people in hehouse at the time of the incident of which three died andfour sustained injuries."Dharmi Sahu, a widow, was inthe house along with her mother, four children andgrandson. The wall of an old house adjacent to theirs col-lapsed," he said.He said that Sahu's mother Milo Bai (70),her daughter Khileshwari (17) and grandson Vedant weretrapped under the debris and died instantly.Sahu, alongwith her three other children, sustained injuries andhave been admitted to a local hospital, the official said,adding that the wall possibly caved in due to the rains.Hesaid that a case had been registered and further investiga-tions were underway.

Waterfall tragedy: six bodiesrecoveredShivpuri (MP), Aug 17 (PTI)

Bodies of six persons who had been swept away in wa-ter near Sultangarh Waterfall in Shivpuri district ofMadhya Pradesh were today recovered, a government of-ficial said. "Efforts are on to find another three personswho went missing on August 15 evening," district collec-tor Shilpa Gupta told PTI. The waterfall is located nearthe border of Gwalior district. The tragedy occurred onIndependence Day when merrymakers thronged the spotin large numbers on account of holiday. According toGwalior district Superintendent of Police NavneetBhasin, nine people of from that district who were pic-nicking near the waterfall on August 15 went missingwhen there was a flash flood, Gupta said.The bodies of sixof them were fished out today, she added.There was a sud-den surge in water following heavy rainfall upstream ofthe waterfall which led to the tragedy, the collector said.Forty-five others who were stranded on rocks in thestream were rescued early yesterday morning.

The Jharkhand High Court extended today the provi-sional bail of former Bihar chief minister Lalu Prasad,convicted in four fodder scam cases, till August27.Granting the extension of the provisional bail, thebench of Justice Apresh Kumar Singh fixed August 24 asthe date to hear the bail petition.Senior advocateChitaranjan Sinha appeared for the RJD leader.The courthad on August 10 extended the provisional bail till August20 on medical grounds.

The high court had on May 11 granted six weeks pro-visional bail to the RJD supremo on medical grounds andagain extended it till August 14.Prasad has been convict-ed in four cases of the multi-crore rupees fodder scam.Thecases relate to illegal withdrawal of money from govern-ment treasuries in different districts for the animal hus-bandry department in undivided Bihar in the 1990s whenthe Rashtriya Janata Dal was in power in the state.

As many as 868 peoplehave lost their lives, 247 ofthem in Kerala, due torains, floods and landslidesin seven states during themonsoon season so far, theHome Ministry said today.

According to the HomeMinistry's NationalEmergency ResponseCentre (NERC), 247 peoplehave died in Kerala, where2.11 lakh people in 14 dis-tricts have been badly hitby the rains and floods andover 32,500 hectares ofcrops damaged.

As many as 191 peoplehave died in Uttar Pradesh,183 people in West Bengal,139 in Maharashtra, 52 inGujarat, 45 in Assam and 11in Nagaland.

A total of 33 people havealso been missing, 28 inKerala and five in West

Bengal, while 274 havebeen injured in rain-relat-ed incidents in the states.

The deluge and rainshave hit 26 districts inMaharashtra, 23 in Assam,23 in West Bengal, 14 inKerala, 13 in Uttar Pradesh,11 in Nagaland and 10 inGujarat.

Nearly two lakh peoplehave been living in reliefcamps in Kerala and 43teams of National DisasterResponse Force (NDRF)consisting of nearly 2,000rescuers and 163 boats havebeen deployed in the state.

The IAF has deployed23 helicopters and 11 trans-port aircraft. Some of theaircraft are being flown infrom Yelahanka(Karnataka) and Nagpur(Maharashtra).

The Indian Navy hasdeployed 51 boats alongwith diving teams and 1,000

life jackets and 1,300 gum-boots are being rushed toKerala today. It has flown16 sorties in last two days inrescue operations and itwill airdrop 1,600 foodpackets today.

The Coast Guard hasdeployed 30 boats alongwith rescue teams, 300 lifejackets, seven life rafts and144 life buoys.

The Army has pressedinto service 10 columns, 10

Engineering Task Forces(ETFs), 60 boats and 100 lifejackets.

One unit of theTerritorial Army has alsobeen deployed in Kerala.

In Assam, 11.45 lakh

people have borne thebrunt of the rains andfloods, which have also hitcrops in 27,600 hectares ofland.

Altogether 14 teams ofthe National DisasterResponse Force (NDRF),comprising 357 rescuers,are engaged in rescue andrelief operations in Assam,the NERC said.

In West Bengal, 2.27lakh people have been af-fected by the floods andcrops in 48,550 hectareshave been damaged.

In Uttar Pradesh, 1.74lakh people are affected bythe monsoon rains whichhave also damaged 33,855hectares of crops.

Nine NDRF teams aredeployed in Uttar Pradesh,eight in West Bengal, sevenin Gujarat, four inMaharashtra and one inNagaland.

As many as 8,410 peo-ple have been sheltered inrelief camps in TamilNadu in view of the heavyinflow from Karnatakareservoirs and combineddischarge of over 2.30 lakhcusecs from Mettur,Bhavani Sagar andAmaravathi dams, offi-cials said today.

With over 2.07 lakhcusecs being releasedfrom the KRS reservoirand Kabini in Karnataka,inflow into the Metturdam stood at 1.70 lakhcusecs this morning.

The water level in thedam stood at 120.24 feetagainst the full level of 120feet, officials said, adding,1.70 lakh cusecs was beingdischarged. Followingheavy inflow and dis-charge from the Periyarand Vaigai dams, a flood

alert has been soundednow in Theni andMadurai districts,Revenue minister R BUdaya Kumar said. Withthis, the alert has been is-sued in 13 districts.

People at Mayanur inKarur district have beenadvised to move to reliefcamps with authoritiesexpecting the dischargeto touch three lakh cusecstomorrow.

"The 30,000 cusecs persecond of additional dis-charge totalling 2 lakhcusecs from KrishnarajaSagar and Kabini dams(in Karnataka) and com-bined discharge fromdams, including Bhavaniand Amaravati, is expect-ed to be about three lakhcusecs which will reachMayanur check dam to-morrow early morning,"the minister told re-porters.

The minister request-ed people living in low-ly-ing areas and along thebanks to cooperate withofficials and move to re-lief centres.The 8410 peo-ple have been accommo-dated in 96 relief camps inNamakkal, Erode,Kanyakumari, Karur,Dharmapuri and

Civil aviation regulator, DGCA, todaytold the Delhi High Court that airlines inthe country are not charging fares that areunlawful, discriminatory or exorbitantand the ticket prices change according tomarket forces.

The Directorate General of CivilAviation (DGCA) also told a bench of ChiefJustice Rajendra Menon and Justice V KRao that under the Aircraft Act it was notempowered to make "financial regula-tions" with regard to air fares.

The regulator took the stand in an affi-davit filed in response to a PIL seeking cap-ping of air fares charged by airlines in thecountry. The plea by consumer rights ac-tivist Bejon K Misra has alleged that theauthorities, including DGCA, were acting

as "silent spectators" to the "arbitrary" fix-ing of fares by the airlines.

Denying the allegation, DGCA said inits affidavit that "change in air fares wasdynamic".

"Fare increase with increase in de-mand for seats on any given flight and as aflight's available seat inventory diminish-es, lower bucket fares consequently mayno longer be available.

"It is denied that air fares charged bythe airlines are unlawful and discrimina-tory and that the respondents (DGCA andthe Centre) have shirked their responsibil-ity," the aviation regulator said while urg-ing the court to dismiss the plea. The courttook the affidavit, filed by advocate AnjanaGosain, on record and listed the matter forfurther hearing on October 9.

Explaining how the fares are calculat-

ed, DGCA in its affidavit said that airlinesadopt a dynamic pricing mechanism inwhich prices are changed often dependingon the day of a week, time of day, numbersof days before the flight and other factorslike number of seats and departure time.The regulator also said that "prevailingairline practices with regard to the type offares offered and their charging method byprivate and government owned airlinesare same and in line with practices fol-lowed globally". The DGCA also said that"petitioner's averments regarding charg-ing of exorbitant airfares by private air-lines have not been substantiated" as theprices charged by them do not exceed thefare buckets (levels) displayed on theirwebsite.

Misra in his plea has claimed that cap-ping of air fares was necessary as airlines

often charge more than 10 times the baserate when there is a shortage of seats.Insupport of his claim, he has referred to theincident of IndiGo airline cancelling alarge number of its flights after some of itsA320N aircraft were grounded due to en-gine trouble.

Misra has alleged that due to the can-cellation of these flights, IndiGo passen-gers had to book tickets at the last minuteon other airlines at "exorbitant prices".Hehas sought that airlines should not be al-lowed to charge more than a justified hikein the advance booking fare. The petition-er has said that capping of air fares orguidelines to regulate them are necessaryto ensure "greater transparency and ac-countability" and "discourage profiteeringand undue enrichment in the business ofcivil aviation".

Pandit Jasraj disclosed this during the launchof his authorised biography, "Rasraj: Pandit Jasraj" inthe US recently, author Sunita Budhiraja said.

"Pandit Jasraj told the audience that it was Atal jiwho first called him Rasraj. That was the upadhi (title)that Pandit Jasraj loves most," she told PTI.Budhirajasaid Pandit Shivkumar Sharma, noted Indian classicalmusician and 'Santoor' player told her that among all thehonours and titles Pandit Jasraj has received , 'Rasraj' isthe one he likes the most."Atal ji lives through throughthe music of Pandit Jasraj and the title of my book," shesaid.While at the AIIMS, Vajpayee listened to old filmmusic and poetry on the AIR FM Gold radio station, shesaid. Atal Bihari Vajpayee was a large-hearted leader, always civil and neverafraid to take tough decisions for India.Barmer had suffered devastating floodsin 2006, and as the MP representing theconstituency, I was involved in relief op-erations. Pranab Mukherjee, as DefenceMinister in the United ProgressiveAlliance government, had accompaniedSonia Gandhi, then Congress president,for a survey to take stock of the opera-tions. A district administration briefingwas planned in Barmer for them, and assoon as they arrived Ms. Gandhi told me,in earshot of mediapersons, “Your MLAhas behaved very badly with me.”Unaware of what had happened, I never-theless apologised with folded hands “onbehalf of everyone”, including the MLA,who like me belonged to the BharatiyaJanata Party (BJP). That little apologymade it to a tiny news story, which inturn reached Atal Bihari Vajpayee, thenalready in retirement from politics. Hesent me a thank you message, the firstand only one I received from him, “formaintaining Indian traditions, cultureand our dignity”. A dignified man It wasthis civility and dignity that markedVajpayee’s life and politics, and whichseems completely at odds with the pre-vailing political culture of today. His en-dearing manner, display of affection andquality of giving earned him respect allaround, including from the Opposition.His easy manner was reflected in hisready smile and a wink, and it kept de-bates from escalating into confrontation.His mannerisms, including his longpauses, were easy to interpret as earnest.Yet, he would not shirk from the toughestdecisions — in calls he took for India, herevealed the steel in him that his amiable

persona often cloaked. There were twodecisions that he took during his primeministership (1998-2004) that helpedchange India completely; they still defineIndia today. In taking them he demon-strated the willingness to take the bull bythe horns. On May 11, 1998, India began atwo-stage series of nuclear tests thatchanged the way the world perceived de-cision-making in New Delhi. To top it off,de facto nuclearisation was claimed as apolicy, giving nightmares to economistsand policymakers. Vajpayee had fac-tored it all in, including the likely courseof Pakistan’s reactive tests and the effectof sanctions on both countries, beforegiving the green signal. From that mo-ment, the global attitude towards Indiabegan to change, and it defined India’srise. The second decision has changedIndia internally it was the launch of thePradhan Mantri Gram Sadak Yojana(PMGSY). Unlike the much celebrated

‘Golden Quadrilateral’ and the expan-sion of other highways undertaken onhis watch as Prime Minister, it is thePMGSY that has completely altered thelives of farmers in India’s far-flung vil-lages and hamlets. For the first time theycame to be connected to markets througha motorable road, thus bypassing middle-men who had always controlled access.Till date, it remains India’s only pure da-ta-driven scheme, unalterable by politi-cal pressure. Both decisions were game-changers for India.

Early recognitionVajpayee’s birth in Gwalior on

December 25, 1924 to Krishna Devi andKrishna Bihari Vajpayee, and his subse-quent upbringing and education are welldocumented. His early influences fromArya Samaj and then the RashtriyaSwayamsevak Sangh (RSS) are just aswell known. His full-time commitment tothe RSS, and subsequent secondment to

the Jana Sangh, brought him in contactwith Syama Prasad Mookerjee. The polit-ical graph was only upwards from there,bringing him appreciation from India’sfirst Prime Minister, Jawaharlal Nehru,who prophesied that one day Vajpayeewould lead the country. But before he be-came Prime Minister, Vajpayee cut histeeth as India’s first non-CongressExternal Affairs Minister (1977-79) in theJanata Party government, and provideda glimpse of his future direction.

By the time he became ForeignMinister, Pakistan had been defeated inwar, divided into two, and was headed foranother round of military rule. Despiteall that, he launched persistent effortswith Pakistan, beginning with a visit tothe neighbouring country. This was to re-main the foreign policy theme throughhis tenure as Prime Minister. It drewfrom a realisation that India would neverbe able to earn its place under the sun un-less it made peace with Pakistan. But do-ing business with Pakistan was nevereasy. After the bitter rhetoric of the 1998nuclear tests, there was the euphoria ofthe bus journey to Lahore in 1999. A little-known fact about the bus trip is that as itcrossed the Radcliffe Line at Wagah, theBorder Security Force was playing DalerMehndi’s Punjabi pop hit ‘Sade naal ra-hoge to aish karoge’ (If you stay with us,you’ll do well). Obviously it was a mes-sage lost on Pakistan, which thereafterresponded with the intrusions in Kargilthat led to a brief but bitter war that sum-mer. Vajpayee held his nerve and didn’twaver despite adverse military condi-tions in the early days. Eventually Indiawon a military victory as well globalgoodwill, a rare double achievement.Years later, I was the first Indian journal-ist to meet Nawaz Sharif, who had been

Pandit Jawaharlal Nehru onthe midnight of August 15, 1947, spokewords befitting the occasion when he said,“At the stroke of the midnight hour, whenthe world sleeps, India will awake to lifeand freedom.” Pandit Nehru in his immor-tal words clearly recognised the intrinsiclink between independence and freedom.This month, however, ironically threw intragic juxtaposition the lack of freedom inindependent India. Since this week led upto the anniversary of India’s independ-ence, I went back to examine the role ofmedia during the freedom struggle. TheBritish introduced some horribly restric-tive laws, which limited the freedom of thePress, including the Vernacular PressAct, 1878, through which the BritishGovernment aimed to establish an iron-like grip over vernacular publicationslike Amrita Bazar Patrika, and requiredsuch publications to ensure that nothingwas written against them. This was alsothe time when publications like AmritaBazar Patrika were heroes. The Press wasan amplifying voice of the rising whispersagainst an evil empire. The Press by re-porting on horrifying incidents of misgov-ernance, like the treatment of indigo farm-ers and by disseminating the message ofMahatma Gandhi and co, helped providethe much-needed tailwind to the Indianfreedom movement, leading up to our in-

dependence in 1947.Fast forward to today, what used to be

the primary medium to speak truth topower, has now been badgered by the pres-ent Government into something unrecog-nisable. While there is an environment offear and trepidation in the country, whichstems from the top, there are a few exam-ples that are disconcerting. Of these, theresignation of Punya Prasun Bajpai fromABP News is fresh and possibly most trou-bling. Reasons for Bajpai’s resignation arefrighteningly Orwellian. In a letterpenned by him, he explained the eventsleading up to his resignation. As the hostof Master Stroke, prime-time news tele-cast on ABP News, Bajpai hosted the news,exposing the heights that thisGovernment has gone to from preventingthe truth from coming out.

For example, the news coverage inChhattisgarh, where Master Stroke re-ported that a woman farmer, during hervideo interaction with Prime MinisterModi, had been tutored to make falseclaims that her income had doubled. Thereport showed how, in fact, her conditionhad in reality become worse. Almost im-mediately, the BJP jumped to discredit thechannel and Master Stroke. What waseven more bizarre and terrifying was thedisturbance in ABP’s satellite link, whichconveniently started acting up during theexact time that Master Stroke was telecastand returned to normal after the show hadfinished. This ‘disturbance’ allegedly con-tinued for days. Simultaneously, advertis-ers stopped their ads to ABP, allegedly dueto pressure from outside entities. This wascoupled with other restrictions on jour-nalistic freedom, such as instructions to

try to reduce references to Prime MinisterModi and limit his appearance on thenews when discussing failings of theGovernment. This all-out offensive unfor-tunately but almost inevitably led to theresignation of Bajpai from ABP. Whenfaced with the might of the entireGovernment for reporting on its failings,it seemed there was little else that he coulddo. This, of course, is not the only exam-ple. In general, the current environmentin India is one of hate and polarisation.Where intellectualism is treated with dis-dain and accountability as an attack. TheGovernment in power has nurtured thisenvironment and the message is clear: Goagainst the BJP Government and face thewrath of the powerful. The problem is thatwhen you create such an environment,you open doors you cannot shut. Whetherit’s the vile attacks by trolls on variousprominent journalists or the attacks outin the open on Umair Khalid or the lynch

mobs that act without reason or fear.The problem is that the Prime

Minister is at the centre of this approachtowards the Press. Recently, I was a pan-elist on a news channel along with aspokesperson of the BJP and the questionswere: Why Prime Minister Modi has notyet held a single Press conference in fouryears? For all the allegations that the BJPthrew at Manmohan Singh for being asilent Prime Minister, Modiji and the BJPwould do well to remember that the for-mer Prime Minister did three Press con-ferences in New Delhi and always tookquestions from journalists on his tripsabroad. When faced with this question,the response by the BJP spokesperson wasas per the script, breaking into a mono-logue about the greatness of the supremeleader, saying that “Modiji is loved by all”,“Modiji talks to everyone” etc. I fearedthat the spokesperson was just moments

Anopinion piece by an unnamed Indian offi-cial in the October 1952 issue of ForeignAffairs magazine describes the challenge:“In its [Partition’s] wake came the im-mense task of organising, within a fewweeks, the movement of no less than6,000,000 refugees, of improvisingarrangements for their immediate relief,and devising plans for their permanentresettlement and rehabilitation. Whenwas a ‘refugee problem’ of this magnitudeset before an untried government in thevery first days of its existence and solvedwith equal expedition and success?”There was no significant foreign assis-tance to deal with a refugee crisis that wassecond in scale only to that generated byWorld War II. While presenting the firstBudget of independent India onNovember 26, 1947, Finance Minister R.K.Shanmukham Chetty noted that the im-mediate impact of the Partition’s “tragicdevelopments has been to divert the atten-tion of the Government almost complete-ly from normal activities”. A difficultstart. The Partition was an unwanted ad-dition to an already full plate of immenseproblems. Most of India’s 350 million peo-ple then lived in staggering poverty. Oneof the biggest problems was that of food, orthe lack thereof. The Bengal famine of

1943, which claimed three million lives,was still fresh in memory. In his maidenbudget speech, Chetty noted that India’s“food position has continued to causegrave anxiety both to the ProvincialGovernments and the CentralGovernment”. Writing in 1958, more than10 years after Independence, the econo-mist John Kenneth Galbraith was of theview that India’s villages, where over 80%

of Indians lived, were “preoccupied, withthe production of food”. Galbraith notedthat “Indian economic life as a whole”was mostly about food production. To ad-dress inadequate food production, ourfirst government focussed on expandingIndia’s irrigation capacity. ChesterBowles, an American diplomat, noted inan opinion piece that India embarked oncreating three large dam systems

(Damodar, Hirakud and Bhakra-Nangal)that had an irrigation capacity 70% morethan that of the Grand Coulee (in the U.S.state of Washington), which was at thattime the largest irrigation system in theworld. The breathtaking ambition of suchan irrigation system at a time of deep un-certainties and insecurities is a marvel initself. Be that is it may, our founders werevisionary and understood the need forbalanced development. While today wekeenly observe the ups and downs of theIndex of Industrial Production (IIP), Indiaimported 90% of industrial goods aroundthe time of Independence. The Five-YearPlans that many mock today helpedIndia’s industrial sector grow by an aver-age of 7% over the 1950-65 period. The de-cline under the British was being re-versed even as the basic building blocks ofa new socioeconomic order were beingput in place. In the 50 years beforeIndependence, India’s GDP growth aver-aged about 0.9% per annum. During thefirst three Five-Year Plans, it averaged4%. In 2018, we can say that 4% was lowand that our founders were ineffective.Who in the year 1900 could imagine thatIndia would grow at 4% a year over a 15-year stretch? In those 15 years (1950-1965),India’s average GDP per capita growthrate was almost 20 times that achievedduring the 1900-47 time period. Buildingblocks. It is difficult to undo thedeep-rooted decadal condi-tioning when it comes togender disparity, particu-larly in a society as conser-vative and regressive asours. But we must keep try-ing, say Megha Jain &Aishwarya Nagpal. Theever-changing space for ur-ban anthropology entailsmixed experiences of sig-nificant discrimination forthe female strata in the‘public’ sphere of politicalgatherings, religious per-formance and economic ex-change. The study of gen-der disparity has captureda focal place in the debate ofsociology in a new era. Thegravity of the issue is so se-vere that it has reserved aplace in the IndianEconomic Survey (2017-18).Ironically, women’s mobil-ity is still controlled and re-negotiated in many soci-eties, except their confinedroles to dispense domesticduties. Traditional ideolo-gy behind the ‘protected en-vironment’ actually in-tends to suppress their in-dividual temperament. Asper a recent World Bank re-port, India and China arethe only two nations in theworld where infant mortal-ity rate for females is stillhigher than males even inthe 21st century. What isgender? In sociological andfeminist thought, genderindicates the cultural con-stitution comprising no-tions, perceptions andpremises concerning femi-ninity and masculinity andthe ways in which theseideologies maintain gen-dered identities (Mishra,

2014). The projects havemissed several deadlines and faced inordinate delay due tored tape and slow pace of work by successive governments.This is despite the fact that the special task force for Jammuconstituted in 2010 had recommended that tourism promo-tion schemes should be completed on the fast track to gener-ate employment and make the Jammu region a tourist hub.The slow pace of work is hampering growth of the sector asvisitors skip the region during their visit to the state.Several tourism projects initiated in last ten years have notbeen completed so far. These are Mubarak Mandi-BahuFort ropeway, beautification of Mubarak Mandi palace,Buddhist heritage site at Ambran, temple complex atPurmandal, Gharana wetland development and ‘gandola’at Patnitop. Jammu has faced systematic neglect over thedecades especially with regards to exploitation of its im-mense tourism potential which is easily shadowed by thebeauty and aura of Kashmir Valley. Jammu's tourism sec-tor is a story of great disappointment. No spot has been de-veloped so far that could qualify for being called a spotwhere the tourists have all facilities. The fact of the matteris that all the beautiful places all over Jammu region, someof them in the mountains of Kishtwar, Doda, Ramban,Rajouri, Poonch, Udhampur and Reasi, and others in dis-tricts like Kathua, Jammu and Samba, find no mention onthe tourism map of the State. The State Government hadbeen saying it time and again that it wanted to develop allthe tourist spots across the State. But that is not the case.This is clear that the State Government lacks tourism poli-cy. If Katra is booming with pilgrims; there are more than50,000 pilgrims daily visiting the Shrine of Shri MataVaishno Devi. They are pilgrims and even for them therehardly is any facility by the Tourism Department. The en-tire show there is being managed by Shri Mata VaishnoDevi Shrine Board, the Tourism Department is absent, asare its facilities. It has done nothing for Shiv Khori, anotherpilgrimage centre that is coming up in Reasi district.Simply by constituting the Tourism authorities or holdingonce or twice a year one or two festivals is not going to at-tract tourists nor create facilities. It was during the tenureof former Chief Minister of Jammu and Kashmir GhulamNabi Azad that some attention was paid to some of the areasin the region. Bhaderwah was developed into a full fledgedtourist spot, having an unmatched beauty and grandeur.But even that project was not taken to its logical conclusion.The road connectivity is poor and there are no lodging facil-ities whatsoever, even the arrangements for Kailash yatraare highly inadequate. So where is the tourism policy forJammu region. The people of Jammu have a lot of expecta-tions from the Governor’s administration and it is hopedthat Governor shall pay personal attention towards thetourism sector of the region.

An editorial in theSena mouthpiece Saamanaalso said Vajpayee honest-ly tried to build relationswith Pakistan, but even agentleman like him was be-trayed by the neighbour-ing nation.

It further recalled thatVajpayee once said in theUS that he may not be theprime minister tomorrow,but nobody could takeaway his right of being aswayamsevak, referring tohis association with theRashtriya SwayamsevakSangh (RSS).

Vajpayee's Hindutvaideology was never hidden,the Sena said.

Except for Shiv Senaand Akali Dal, nobody elsewas ready to support hisHindutva ideology and as a

result, he had to keep is-sues like Ram temple anduniform civil code aside, itsaid. Vajpayee died yester-day at the age of 93 after aprolonged illness.

The Goa government has deployedtwo platoons of the state police's IndiaReserve Battalion to decongest a sec-tion of the national highway connect-ing the North and South districts ofthe state, a senior official said today.

Heavy traffic jams have been wit-nessed for the past few days atAgassaim village on the nationalhighway near Zuari bridge, about 15kilometres from here, the official said.

The issue had drawn protests frompolitical parties as well as people whohad missed their flights as the high-way is the sole access road for peopleof North Goa to the international air-port.

"Two platoons of IRB have beendeployed. Police have issued detailedinstructions to field formations forcontinuous monitoring of traffic situ-ation," a senior Chief Minister's Officeofficial told PTI today.

He claimed that since the deploy-ment of the two IRB platoons at thesite, traffic had been moving smoothlyon the highway.

The official said that, as instruct-ed by Chief Minister ManoharParrikar who is currently in theUnited States for a medical check-up,senior state officials had visited thesite of the traffic bottleneck.

"As per the instructions of thechief minister, Chief SecretaryDharmendra Sharma, Director

General of Police Muktesh Chandar,Principal Secretary to CM PKrishnamurthy, accompanied by traf-fic police and PWD officials, visitedboth sides of the bridge," the officialsaid.He claimed that since the deploy-ment of the two IRB platoons at thesite, traffic had been moving smoothlyon the highway.The official informedthat the state PWD department hadbeen directed to construct a slipwayfrom Cortalim junction at the south ofthe Zuari bridge to ease the flow oftraffic moving towards Margao.

"Traffic police has been directed todeploy additional manpower to en-sure lane driving and regulate smoothmovement of traffic," the officialadded.

The NDRF said today it has movedmore than 4,000 people to safer places andrescued another 44 from flooded areas inKerala during the past nine days, even asits personnel struggle to reach remote ar-eas cut off due to landslides.

Kerala has been severely hit by mon-soon rains and rivers and dam reservoirsare overflowing, inundating a large partof the state. At least 100 people died yes-terday in rain-related incidents, StateDisaster Management Authority offi-cials said in Thiruvananthapuram.

A National Disaster Response Forcespokesperson said in New Delhi that its51 teams, out of the total 53 deployed, areoperating on the ground. Two moreteams will reach Kerala soon, he added.

"So far, over 4,319 persons have beenevacuated and 44 people have been res-cued by our teams since their deploy-

ment in Kerala. Operations are still go-ing on," he said.

The rescue and evacuations opera-tions by the NDRF entered its ninth daytoday.

The spokesperson said despite heavyrains and unfavourable weather, everyeffort was being made by NDRF respon-ders to "access and reach" every personin distress.

A total of 173 people have died in thestate since the second spell of monsoonfury began on August 8.

The Supreme Courttoday refused to entertainTamil Nadu government'splea against the NationalGreen Tribunal's order al-lowing mining majorVedanta access to the ad-ministrative unit insideits closed Sterlite copperplant at Tuticorin andasked the NGT to "finallydecide" the matter.

A bench comprisingJustices R F Nariman andIndu Malhotra said thatthe NGT would hear thematter on merits and alsoon the issue of maintain-ability raised by the stategovernment.

"We may clarify thatNGT may continue tohear the matter on meritsand finally decide thematter on maintainabili-ty also. It is open for thestate to argue on main-tainability after whichthe tribunal will give its

findings," the bench said.The green tribunal

The counsel appear-ing for Tamil Nadu raisedthe issue of maintainabili-ty of plea filed by Vedantabefore the NGT.

In its August 9 order,the NGT had said that theplant would remainclosed and the companywould not have access toits production unit and di-rected the district magis-trate to ensure this.

The Tamil Nadu gov-ernment had on May 28 or-dered the state pollutioncontrol board to seal and"permanently" close themining group's copperplant following violentprotests over pollutionconcerns.

Sterlite's factory hadmade headlines in March2013 when a gas leak led tothe death of one person

and injuries to severalothers, after which thenchief minister JJayalalithaa had orderedits closure.

The company had ap-pealed to the NGT whichhad overturned the gov-ernment's order. The statehad moved the SupremeCourt against it and thecase is still pending.

The Supreme Courthad then ordered the com-pany to pay Rs 100 crore ascompensation for pollut-ing the environment.

Following the latestprotests and police firing,the plant was closed onMarch 27.

After Sterlite an-nounced its plans to ex-pand Tuticorin plant, vil-lagers around it startedfresh protests that contin-ued for over 100 days, cul-minating in the May 22 po-lice firing on protestorsthat claimed 13 lives andleft scores injured.

Huge quantities of spurious milk, milk products and other food items wereseized following raids conducted by Food Safety Teams at a number of places inLudhiana, Jalandhar, Mansa and Patiala districts of Punjab, officials said today.

Following a tip-off, a raid was conducted at a cheese manufacturing unit inSamrala village of Ludhiana district yesterday, and a huge quantity of spuriousmilk and milk products were seized, K S Pannu, Commissioner, Food and DrugsAdministration, Punjab said here.

"When the Food Safety Team reached there, the premises of the house (fromwhere the unit was being run) was locked from outside but the workers were work-ing inside. With the support of locals the lock was opened.

"The entire operation lasted for about four hours. Apart from spurious milkand milk products 90 litres of palm oil, five quintal of ghee, 13 bags of 25 kg capacityof skimmed milk powder and other items were seized," the officer was quoted assaying in a release."When the Food Safety Team reached there, the premises of thehouse (from where the unit was being run) was locked from outside but the work-ers were working inside. In another raid which was conducted in the early thismorning in Jalandhar, nearly 200 kg curd and 800 kg spurious ghee was seized,Pannu said, adding similar inspections were also carried out at Mansa andRajpura, where samples of milk and milk products were collected.

"All the samples have been sent for lab analysis," he said.

Two police officershave been suspended herefor allegedly taking abribe of Rs 50,000 from theowner of a sand-laden trac-tor, a senior officer said.Assistant Sub-InspectorSanjay Yadav and the offi-cer-in-charge ofBarkagaon police station,Suman Kumar, were sus-pended yesterday eveningwith immediate effect fol-lowing a probe into a com-plaint filed by the tractorowner, SP Mayur PatelKanhaiyall said."In hiscomplaint, the tractorowner alleged that theBarkagaon OC and the ASIseized his vehicle by forceon August 12 even when hehad all valid papers. Thecomplainant also said thatofficers released his vehi-cle only after receiving themoney," Kanhaiyall stat-ed.Sub-Divisional PoliceOfficer KK Mahato, on theinstructions of the SP, car-ried out a probe into the al-legations, leading to thesuspension of Kumar andYadav."In his complaint,the tractor owner allegedthat the Barkagaon OCand the ASI seized his ve-hicle by force on August 12even when he had all validpapers. "Mahato submit-ted his inquiry report onAugust 16, followingwhich action was takenagainst the two erring offi-cers," the SP said, addingthat any further action inthe case will be initiatedonly after a detailed inves-tigation.

The fact is that Prime Minister Modi believes in one-sided conversations, whether it’s his monologues orMann ki Baat, the conversation has to be filtered so that itdoesn’t hurt the image of the Prime Minister. This be-cause the BJP is aware that this carefully built imagestands on a house of cards, one where a singleunfiltered/unedited question to the Prime Minister isenough to make the entire house fall. Inevitably, criticismof the Government regarding the state of the Press todayis met with wilful ignorance. In the alternate universethat the BJP resides, everything seems hunky-dory. But itsurely doesn’t feel that way, does it? And facts bare thisdisconnect. On the world Press freedom index, for exam-ple, India ranks lower than Haiti, Niger and Sierra Leone.If the state of the Press is so great, why doesn’t the ground

reality reflect this sentiment and why then is theGovernment dead against news channels showing refer-ences to Prime Minister Modi when policies of theGovernment fail? This is especially strange because theface of the Prime Minister is on every scheme and he an-nounces almost all major policies of the Government. Itseems that India is stuck with a Prime Minister who ironi-cally loves the limelight but shies away from criticismthat comes with it. It is tragic, then, when you look at thestate of the country today and its similarities withOrwell’s seminal novel, 1984. In it, Orwell, describes howinformation management was the primary system of con-trol employed by the authoritarian regime to keep its sub-jects subjugated. U-shaped linkage: A U-shaped hypothesis simply reveals the linkage betweenthe economic growth and women labour force participa-tion. It is proposed that women labour force participationrates first decline and then increase as the country fos-ters. Women labour force input is a principal driver aswell as a key outcome of economic growth and develop-ment. Therefore, participation rates necessarily reflect acountry’s potential to advance more rapidly. As per theInternational Labour Organisation (ILO), India ranks 121out of 131 nations in Female Labour Force Participation(FLFP), which is the worst in the world. According to evi-dence from various studies, it was also established thatincreasing women workforce contribution causes in-come disparities to lower down. On the contrary, the com-position of transfers from rural to urban areas primarilyis male-dominated and thereby leaves lower women’swork involvement. Global stance: By international stan-dards, women’s labour force participation in India re-mains low and it is much lower than that of men. According to theOECD Employment Outlook 2017, though gender gaps inthe labour market and educational attainment acrossemerging economies have shrunk, progress is still un-even with India being counted among the countries expe-riencing no change in the gender participation gap at ahigh level. Way forward: As per the recent World Bank re-port, the explosion of impressive attempts to increasewomen’s political participation, gender disparities haveremained deep and persistent in India despite promisingeconomic growth prospects. It compels synchronised so-cial policies and long-term steps to challenge a socially-embedded problem like gender inequality. Women workparticipation avenues to decent jobs are elementary andindispensable constituents of a sustainable developmentapproach. Substantial research has revealed that capital-ising women’s complete economic potential is critical forincreased productivity and economic growth. In addi-tion, mitigating gender barriers to decent work is essen-tial to stimulate women’s economic empowerment. Thecurrent scenario calls for an immediate stringent policyinvolvement to take care of several aspects like aware-ness on female education and training programmes, sim-plifying the burden of household chores, greater well-be-ing of women with private sector work opportunities inindustries et al. There has to be a provision for fair ruleapplicability, irrespective of the gender (like equal payfor equal work). A pivotal carrier of economic growthover the past century is the increased and extended role ofwomen. Empowering half of the prospective workspacecould have sizeable demographic paybacks beyond justendorsing gender equality. The process is not easy at all. It isdifficult to undo the deep-rooted decadal conditioning, particu-larly in a society as conservative and regressive as ours.

Is the latest pickup in US economic growthdestined to slow in the years ahead as most ana-lysts say? Or, as the Trump administration in-sists, is the economy on the cusp of an explosiveboom that will reward Americans and defy those ex-pectations? Yesterday, President Donald Trump'schief economic adviser made his case for theboom. Calling mainstream predictions "purenonsense", Larry Kudlow declared that the ex-pansion already the second-longest on record ismerely in its "early innings". "The singlebiggest event, be it political or otherwise, thisyear is an economic boom that most peoplethought would be impossible to generate,"Kudlow said at a Cabinet meeting, speaking atthe president's request and looking directly athim. "Not a rise. Not a blip." "People may dis-agree with me," Kudlow continued, "but I'm say-ing this, we are just in the early stages".

The US economy grew for seven straightyears under President Barack Obama beforeTrump took office early last year. Since then,it's stayed steady, and the job market has re-mained strong. The stock market is also near-ing an all-time high, a sign of confidence aboutcorporate profits. Chairman Deva will draw up a prioritised list of the or-der in which recruitments to various posts shall be fi-nalised by the PSC, considering the urgency of timelyfilling posts for the five new Medical Colleges; (ii) to en-sure that there are no delays in the concernedAdministrative Secretary promptly replying to anyquery raised by PSC in regard to equivalence of variedqualifications, all such references shall henceforth set-tled by an empowered Committee, chaired by ChiefSecretary, which shall comprise AdministrativeSecretaries of Higher Education Department, Healthand Medical Education Department, AgricultureDepartment, General Administration Department, ARI& Trainings Department and Law Department. ThisCommittee : (a) shall examine all cases involving issuesregarding equivalence of Degrees (particularly in thecontext of new and emerging disciplines) and their rele-vance to the post for which selections are required to bemade; (b) shall take into account the general norms ofequivalence of Degrees which are adopted by premierhigher education institutions in the country and na-tional level education regulatory authorities; (c) shalldecide all cases within thirty days of the references re-ceived from the PSC; (iii) delays in the selection processof the Commission also take place for want of timelyclarifications in regard to reserved, non-reserved andother categories of posts by indenting departments; inall such cases it shall be the personal responsibility ofthe concerned Administrative Secretary to reply to thereference received from the Commission within tenworking days. Recalling the decision taken a few daysearlier to provide secretarial strength to the PSC to visi-bly speed up the pace of its selection processes,Governor noted that cases had come to his notice wherethe concerned Administrative Departments are respon-sible for considerable delay in informing the PSC aboutthe details of vacancies arising in the ensuing calendaryear. Governor also discussed these delays with ChiefSecretary who shall now be taking quarterly reviewmeetings with Chairman PSC to ensure against anypending issue resulting in thwarting the selectionprocess.

It was further decided that Commissioner HigherEducation shall undertake a fortnightly review of va-cancies at all levels in the Higher Education sector andpersonally ensure that there is no pending issue whichcan delay the PSC’s selection process.

Unprecedented rains con-tinue to wreak havoc acrossKerala and have brought thecoastal state to a standstill."As many as 324 people havelost their lives due to rains,floods and landslides," tweet-ed chief minister PinarayiVijayan.According to theHome Ministry's NationalEmergency Response Centre(NERC), over 2,11,000 peoplein 14 districts have been badlyhit by the rains and floods,and over 32,500 hectares ofcrops damaged.Personnel ofthe three services, besides theNational Disaster Response

Force (NDRF) resumed the gi-gantic task of evacuating peo-ple stranded on rooftops,highlands where hills camecrashing down blockingroads and cutting them off therest of the world, and thosemarooned in villages thathave turned into islands.Hundreds of people, includ-ing women, children and theelderly trapped in places inac-cessible by boats werewinched up by defence heli-copters and shifted tosafety.On Thursday morning,Prime Minister Modi spoke toKerala Chief MinisterPinarayi Vijayan to discussflood situation in the state. He

had also asked the DefenceMinistry to step up the rescueand relief operations acrossthe state.Meanwhile, a redalert was sounded in 13 dis-tricts of Kerala, exceptKasaragod. A read has beensounded for Ernakulam andIdukki districts for tomorrowas well. The Indian CoastGuard's rescue and reliefteam from Vandiperiyar hasbeen shifted to the flood-af-fected Manjumala village inKerala's Idukki district.Sofar, the team has rescued 16stranded people from the vil-lage. Food and dry ration havebeen distributed among them.

China on Friday paid homage to for-mer prime minister Atal Bihari Vajpayee,describing him as an outstanding politi-cian who made path-breaking contribu-tions to the development of bilateral rela-tions. Vajpayee, one of India’s most charis-matic leaders and inspirational orators,died Thursday at the age of 93 in NewDelhi. The Foreign Ministry said in astatement, “Vajpayee is an outstandingpolitician in India and has made path-breaking contributions to the develop-ment of Sino-Indian relations”. TheChinese side expressed deep condolencesover his death to the Indian governmentand people and to the relatives ofVajpayee, the ministry said in the state-ment to PTI.
