In the interest of articulating our good reason for implementing

the above underlined project, we would like to inform your office

that as much as many programmes are being implemented in the areas

of child development, many of these activities have not benefited

the rural communities were violence against children still exist in

silence.

These rural communities still do not understand major child rights

participation and development concepts being articulated in the

various polices and conventions, leaving children with no

protection and support services for victims of violent acts.

The above issue compels necessary action to support measures that

would protect rural children from having their rights violated

through abuse, neglect and exploitation of any form.

It is with great respect to the fact that all children should be

treated equal and should have equal access social services for

their livelihood that we wish to submit our proposal for support

and act sooner than later.

Background information

Initiative foe Social Justice is a non-Partisan, non- Profit making

and non Governmental community serving organization established in

the year 2001 from an international Children development project

‘Life for All ’. It aims at achieving equal developmental

opportunities in all Malawian communities, with emphasis on

promoting sustainable social and economic development in rural

communities.

ISJ’s interventions and scope of operation are guided by its four

core approach strategies that are fundamental for achieving rural

development. These approaches focus on economic empowerment for the

disadvantaged and marginalized, providing and supporting early and

efficient health care services for rural people, mainstreaming

human rights and democracy concepts in all development agendas and

creating awareness on rights and equal justice.

Initiative for Social Justice is a well-capacitated organization

and has a workforce that has been able to work in partnership with

a number of child and human rights centered organizations and has

among others, received funding from such partners as Plan

international, NAC grant facility through Mzuzu City assembly,

National Initiative for Civic Education under EU, and child Rights

Advocacy Network (CRANET). ISJ and its personnel has also been

involved in implementing projects, developing trainings and

facilitation focused on improving the situation of children and

youths to realize their rights as articulated in the various social

development polices including CRC, CEDAW and other millennium

goals. These programmes were also meant to be in consistent with

the national priorities of alleviating poverty, reducing the spread

of HIV/AIDS and contributing to improving good governance and Human

rights for rural communities.

With partnership and funding from various partners, initiative for

social Justice has been able to conduct, the following activities

in the areas of the proposed project:

Train youths in life skills and peer education,

Train and facilitate working against harmful cultural practices

programme for community leaders

Established community committees to manage projects at community

level.

Train teachers in life skills and management of in school clubs.

Conducted learning visit for key leaders in communities to

successful child support services by other communities i.e.

Ekwendeni YOCAF

Conducted a Boys football tournament and girl’s netball tournament

on VCT advocacy.

Established a child development program through support of CBCCS

with stationary and other materials.

Organized community mobilization campaigns on VCT.

Conducted trainings for CBCC care givers.

Provided supplementary feeding foodstuffs to CBCCs.

Established CBCCs and handed them for community duty.

Conducted human rights, democracy and decentralization trainings

for community leaders.

It should be noted that these activities did not cover the whole

impact areas but made a significant impact in the sense that

communities were able to further implement their own programmes

under self organized resources and that there were many calls by

those communities that were not reached to be served with such

events.

Problem statement

The protection of children from violence and abuse, including

physical, sexual and psychological violence affects children’s

rights to survival and development in the communities of Malawi

particularly rural communities.

The growing number of vulnerable children, including orphans

affected by HIV/AIDS, children in conflicts with the law,

educationally marginalized and girls who are at great risk of

dropping out of school, compound major challenges for children in

the rural communities were ISJ is working.

The disturbing increase in the cases of reported violence against

children in these communities makes it necessary to consolidate and

strengthen the existing protection services that are best for the

survival and development of the child. Efforts to generate

awareness of these services need to be supported especially in

these rural communities, because the general analysis proves that

these communities have lacked among other things,

Awareness of the need for the expanded protection services for

children and outlined community action.

Failed to strengthen the multi urgency management of child

protection units and outreach programmes.

Lack of knowledge to support and assist national polices on

child protection, and non existence of planning and community

based efforts for vulnerable children.

Lack of coordinated efforts to promote access to education and

rentation in schools for marginalized disadvantaged children

and girls in the selected location.

Non-existence of children clubs to run skills development

activities.

Project Description

Initiative for Social Justice would embark on a child protection

and development project under the title “Learn and live without

fear” through engaging educational stakeholders, community leaders,

children, youths and other development structures.

The implementation of the project shall fall within the various

national and international strategy plan and scope of work and

shall be aimed at creating a conducive environment in order to

better realize the rights to survival, development, protection and

participation of rural children. The project shall also focus on

strengthening of various duty bearers to meet their obligation to

children in order to reduce child violence and abuse in schools and

community level and increase access to services and opportunities

that will promote and sustain their livelihood.

The project overall principles that have guided the development of

the proposal are drawn from Plan international and various United

Nations development frameworks with child centered components,

which give priority to children early livelihood support, HIV/AIDS

and poverty reduction. It has four key approach components as

follows:

A human rights approach- this will identify the roles and capacity

of responsible persons within the family, community and

institutions in relation to their duties and responsibilities for

realizing children rights.

Multicultural approach- will bring together community leaders,

families, educational institutions and other stakeholders each

contributing in their own way holistically in response to complex

issues. It would encourage the pooling of scares human and material

resources for increasing effectiveness and sustainability.

A child-centered approach- will serve to highlight the different

types of support that children and their families need at critical

stages of the child’s life. Based on the life cycle of 0-10 years

and 10-18 years it shall ensure that the focus of supported

programmes remain specific and relevant for each stage.

Result based management approach-will focus on implementation:

getting key results at the end of the project cycle through

establishing and maintaining an integrated system for monitoring

and evaluation.

Purpose Objectives

To ensure continued safeguard of children rights to protection

from violence, abuse, neglect and exploitation.

To ensure development of advocacy and life skills in children

to prevent violence and engage in healthy relationships based

on rights respect and responsibilities.

To provide trained and trusted counselors whom children ca

seek help within school and community.

To engage school children in activities that can keep them

busy and teach them positive behaviors.

Sensitize schools and other stakeholders on violence in

schools, community and other work places and support

development of plans to stop it.

Project Activity areas description

Implementation of project activities shall be as follows:

1) Capacity building of teachers and PTAs on policies and

measures to deal with violence in schools.

Conduct meetings with teachers and PTA members on child

rights teacher polices, code of conduct and procedures to

child violence and protection.

Train selected teachers and PTA members in child rights

and protection to serve as counselors in schools and

community.

Conduct schools and community advocacy for alternative

discipline mechanism for teachers and parents.

Conduct a networking learning visit to successful child

protection projects in the country.

2) Support implementation of sports and creative arts for schools

as a step towards child protection.

Organize primary schools boys and girls football and

netball competition in the impact area.

Organize debate and drama competitions on child

protection for primary and secondary schools

Produce comic book and video documentary on violence

against children from stories, drawings and lessons

learnt in the rural communities by children.

3) Provide children and youth clubs with major rights and

responsibility life skills that would translate positive

attitudes in schools and communities.

Train youths in and out of school in life skills using

recreational arts such as Sara communication initiative

and other child protection concepts.

Work with role models and achievers to visit and conduct

discussion lessons in schools and during awareness

events.

Produce and distribute IEC materials on how to deal with

violence and where to report its incidents in schools and

clubs.

Conduct leadership and club management training for club

leaders

4) Organize awareness events and activities at school and

community level with involvement of all social groups.

Conduct lesson for life discussion among pupils, teachers

and communities on rights, child violence and protection.

Conduct social mobilization and awareness events at

community level.

Facilitate parenting lessons for community members.

Target group/ geographical area

The project primary target is to serve all children below the age

of 18 leaving and learning in the schools of Traditional Authority

Mthwalo, covering zones that have been outlined as Njuyu, Enyezini,

and Lusangazi.

Its secondary target are relevant institutions, individuals and

structures, that have influence on the matters of child violence

such as teachers, community leaders, PTA members, women and youth

groups, parents and community as a whole.

Time frame

The project is expected to be started and completed within the year

2009, starting from September – July 2010.

This timeframe is subject to donor conditions and its completion

shall be based on the project evaluation and impact results hence

set of activities that have been planned.

Project management

Initiative for Social Justice shall from time to time be

responsible for the management of the project. It shall make sure

that project activities are carried out in line with the proposal

documents and that activities fall within the action plan. It shall

from time to time involve relevant stakeholders in the processes of

facilitation, monitoring and evaluation, including areas that need

consultancy.

Initiative for Social Justice promotes community implemented

programme activities. As such most the project activities shall be

implemented within the community sites to foster project ownership

and sustainability.

ISJ through its capacitated personnel shall link up with the donor

to ensure that funds management is in line with the conditions

outlined in the agreement. A financial management and reporting

system shall be developed and accepted by the ISJ management to

ensure transparency and accountability.

A special account for managing funds under this project shall be

opened.

Monitoring and Evaluation

To ensure effective project management and results, ISJ shall

conduct timely monitoring and evaluation exercises .The exercises

shall be supported by compilation of activity and periodic progress

reports and financial reports, which shall be circulated and

presented to donor, management and relevant stakeholders were

deemed necessary.

Forms of capturing indicative data, including qualitative and

quantitative outcomes, shall be developed and used. Evaluation

forms shall be available in each and every activity.

Sustainability

The past lessons learnt through implementation of projects at

community level has proven that achieving project goals and

objectives of any kind is always successful and well sustained when

committing the rural community in taking a leading role in the

implementation and its other stages.

It is also anticipated that the process of re-organizing and

supporting in school clubs and other related structures is a highly

community driven initiative which has so far received total support

from leaders, school teachers and parents.

With structures such as zonal committees existing on various

community development agendas, there are opportunities of

mainstreaming child protection project objectives, which in turn

shall serve as a sustainability mechanism hence achieving advocacy

and community ownership.

Through involving the communities a lot, there shall be areas were

communities shall have to develop their own action plans to further

address other issues in their communities.
