we publish a letter from " Enquirer" written in bie ueual smooth and convincing maDDer and baoked by obviouB sincerity. For 20me years uEnq,uirer" bas maintained an attack on the Joint Council movement, baaing hie attack­ae he does in the present iOlltllnc&-OD his belief that the movement is tinctured unduly with European in­fluenoe, and that the Africans who are party to the move­ment muat and do acquire a biae wbich unfits them to repreeent the African canee. He maintain. aleo that true Afrioan leaden are Dot bom of the Joint Council Move­ment or of those afliliated with the Institute of Raoe Relations, bot that soch lead­en moat arise independently oot of the masa.

These are the interpret­ations we pot on "Enquirer'a" "';'ews; and we are dealing with them editoriaUy thia week becaose we feel that they are lacking in constructive ideas, that they do not make clear how exactly the African race is to advance without Euro­vean help given even more l ~eralJy than is the case to­daJ; in other words, they do not make out a convincing case.

In the first place, "Enquirer" 8eems to believe that the ultimate aims of ~he Joint Councils are political rather than social: and that they eeek to train Afrioan leaders who~e views have been Euro­peanieed to the exclusion of

• others faithful to the Afrioan cause and nurtured in it.

The Joint Council movement doee not appeal to ns in that way. Its aims strike us as being far less sinister, and as of immense practical use in execution. The Joint Councils meet mainly to discuss diffi­culties and problems arising out of the close juxtaposition of both races, African and European. They endeavour to work out solutions of those 1iifficolties: and they make

This we maintain repres€nh an entirely incorrect concep­tion of the fnnctions of the Joint Councils. These do not supersede other essentially political African organisations, soob, for instance, as the African National Congress and ita branches. There is no repression of tbe African National Congress. The trnth is that the Joint Councils are hodiee concerned with social reforms , while the African National Congresses are politic· al in ideas of leadership and self-expression for the African. As both bodies are doiug excellent work we have sup­ported both in our columns.

We come now to the accus­ation that the European has too much to do with the education of the African. Surely it is essenti .. 1 in these days when &, considerable por­tion of the Africans have never been to school at all, that Europeans should be pro­minent in the work of uplift and education. As it seems to os, even that position is trans­itory. The time must come, indeed is perhaps not far off to-day when the African will be trained entirely by his own people: but in the meantime if the European is to take .. diminished part, who will train the African teacher! Throngh the vast fields of learnin~ widened by geDerations of stody by the men of Europe, Asia and America, who shall pilot to-day the African as­pirant for learning ? Who, but the European?
