Election GMS Managing Committee- 2015 All Members of the OMS are hereby informed that after the announcement of the Election for formation of new managing committee OMS, two members of OMS filed a suit in the Hon'ble Delhi High Court, (being CS(OS)200512015) seeking certain relief concerning the Election for 2015 including for a direction restraining the holding of the Elections of 2015. In the said suit, besides General Mohyal Sabha (Regd), Shri B D Bali, President & three members of the Election committee were impleaded as defendants. This suit came to be taken up for hearing by the Hon'ble High Court on 07 Aug 2015 and on the same date the suit came to be disposed of finally. The order of the Hon'ble court on that is as under:

"Cs (OS) 2005/2015: Election process has commenced on 15th July, 2015. lt is submitted that postal ballots are yet to be dispatched to the voters. lt is further submitted that last date for submission of Postal ballots by the voters is 3rd September, 2015 and thereafter, counting is to take place on 6th September, 2015. Learned Senior Counsel for the plaintiffs submits that a Court Observer be appointed to supervise the elections, including dispatch of the postal ballots under his signatures after verifying the voters list and thereafter, after counting result may be declared by the Court Observer. Learned counsel for the defendants has no objection if a Court Observer is appointed.

Accordingly, I appoint Justice P.K. Bhasin, a former Judge ofthis Court as a Court Observer to supervise the elections in the manner as aforesaid. Fee of the Court Observer is fixed at Rs. 2,00,000/- (Rupees Two Lakhs Only) to be paid by the defendant no.1.

In view of the above, the suit has not been pressed and is disposed of accordingly. Miscellaneous application is disposed of as infructuous.

Copy of the order be given Dasti to both the parties under the signatures of Court Master.

AUGUST07, 2015 A.K PATHAK, J." After the disposal of the suit, Justice PK Bhasin (Retd) was contacted by the Election Committee on 09 Aug 201 5 and he was handed over the copy of the aforesaid order of the Hon'ble High Court. On 10 Aug 2015, Justice PK Bhasin visited the GMS office and preliminary discussions took place with him by the Election Committee Members. Thereafter, the process of signing of Ballot papers by Justice PK Bhasin (Retd) commenced in compliance of the directions of the Hon'ble High Court. Considering the large No of Voters (2801) and the directions of the Hon'ble High Court that Ballot papers are to be dispatched under the signature of Justice PK Bhasin after verifying the voter list, the Ballot papers could not be despatched on 12th Aug 2015 as per the Election Schedule notified already in Mohyal Mitter July 2015 edition. Consequently, necessary changes were made in the Election Schedule accordingly in concurrence with the Court Observer, and all members were duly informed through Mohyal website as well as issue of a circular. All the Ballots were dispatched under the signature of Court Observer on 19 Aug 2015 (as per the revised reschedule) by Speed Post/Regd Post & Air-mail (for members abroad). Subsequently, two meetings were also held with Senior Sudpt, P.O. where issue of non delivery/delay in receipt of Ballot papers was taken up with postal auth.

Ballot papers were received till closing hours (1700 hrs) on 10 Sep 15 (as rescheduled). Thereafter, the Ballot Boxes were sealed in presence of Court Observer. Summary of Ballots received by Post/Courier! by hand/email was prepared and recorded, duly signed by the Court Observer & Election Committee.

On 13th Sep 15 at 1000 hrs (as scheduled), in GMS Conference Hall, in the supervision of Court Observer and in the presence of Contestants/their authorized representative, the Ballot Boxes were unsealed, opened and all envelopes taken out & counted. This matched with the summary announced by Election Committee, as follows:-

Thereafter, the ballots were taken out from envelopes in presence of all and given for scanning & counting of votes electronically. Final result was declared & announced by Court Observer at 1730 hrs, which included No. of votes polled by each contestant and Names of Forty Managing Committee Members, so declared elected.

All the Ballots, envelopes, emails, undelivered Ballots and relevant record of receipt of Ballots were resealed in the box in presence of all. Thus the secrecy of all Ballots was duly maintained as notified in Aug 15 issue of Mohyal Mitter.

Happy Retirement Dr. Neena Chhibbar daugh- ter of Smt Janak Dulari and

late Shri 0m Prakash Vaid and daughter-in-law of late Shri Ghanshyam and late Smt Vimla Chhibbar retired on 31 July 2015 from Govt Senior Secondary School Gangani, Jodhpur as a En- glish Lecturer after a long and respectable tenure of 36 years in the field of educa- tion.

She started her teaching career in Mumbai in 1976 and then from 1983 to 2011 served in Chopasni Senior School as a Lecturer. The biggest achievement of her career is that she gave ex- cellent results of board ex- ams and her students still love and respect her. The staff members praised her dedication sincerity and mentioned that her retire- ment will be a great loss to the institution. One Rank One Pension: The sabha extend support to One Rank One Pension Demand of Ex-servicemen. After the meet- ing a delegation consisting of all the office-bearers of the sabha went to the Polytechnic Chowk where Ex-servicemen had been agitating for one rank one pen- sion demand & are having the chain hunger strike. As Sh. J.P. Mehta is the President of Distt Ex-service men welfare commit- tee, he introduced all the mem- bers of the delegation to the ex- servicemen. Ex-service men ap- plauded our delegation & thanked for the support of Mohyal community & said Mohyals are a martial kaum. Many ex-servicemen mohyals were sitting their on the agitation & shouted Jai Mohyal.

The meeting concluded with, the recitation of Shanti Path and vote of thanks to the Chair. Next monthly meeting will be held on 2nd of August 2015 at Mohyal Bhawan hosted by Sh Bhupinder Daifa & Smt Sangeeta Daifa.

Anil Dutta informed the house that certain mohyal widows, whose financial assis- tance continuation form was re- jected by the sabha this financial year, is still getting the aid. He inquired if the President or the General Secretary has approved and signed the same or not. The President and General Secretary denied signing or sending the continuation form of the widow. The President deputed Ch. Anil Dutta to take up matter with GMS and verify the facts. The finan- cial aid receivers were advised to route their forms through the sabha to avoid any inconve- nie nces.

As the general Elections of GMS has been declared, the house unanimously passed a resolution to support Rzd. BD. Bali and other hardworking and staunch mohyals who could lead the GMS to new horizons.

Sad News: The house noted with profound sorrow the sad demise of Shri D.K. Mehta (Chhibber) who died of Cardiac arrest. Shri Mehta acted as Election Officer of the Sabha several times smoothly. His name was entered in Guinness Book as thrice his aero plane was hijacked and also once his aero plane made forced landing, but because of God's grace every time Shri Mehta survived and came home with fly- ing colours. Sabha observed two-minute silence in the memory of noble departed soul and prayed to the Almighty to grant eternal peace to his soul and enough strength to the Mehta Parivar to bear this irrepa- rable loss.

He advised the members to vote for the right persons of their choice without any fear and pres- sure keeping in mind the selfless services rendered to the commu- nity under whose guidance the community could move ahead for the progress and prosperity of Mohyals all round.

Other Points: Bk. Kedar Nath Chhibber, Chief Patron was con- cerned about the education which plays a very vital role in the life of a person and was of the view that our future generation should be educated one. Being financially sound the sabha is in a position to give interest free loan to the col- lege going students. Youth should not feel deprived of education for

lack of funds with the condition of returning the loan amount on placement.

Shri Subhash Datta of Nilokheri who is a regular donorto the sabha and the GMS has come forward to honour the top Mohyal children on their passing the 10+2 exami- nation of CBSC and 10th class of Haryana Board by giving cash awards and mementoes on the occasion of Mohyal Milan of Ka rna I.

The President thanked the above for their good ideas and mentioned that a Commiftee would be con- stituted to work out the modalities and put up their recommendations for detailed discussion in the next meeting.

The President read out & explained the contents of email received by him from Sh. R.T. Mohan, writer of Mohyal Histrory Book titled "Afganistan Revisited", giving account of glorious Mohyal rulers of Afganistan and Punjab during the period 840-1026 AD. Review of this book is published in the prestigious 'Defence USI Journal' was also read to all. He informed members that this book is available at GMS office in Delhi and those desirous of Reading it can obtain a copy ofthe same at a nominal price of Rs.100/-plus postage unless they obtain it or arrange to get it by hand. He also distributed among all present a

copy of 'SYNOPSIS OF MOHYAL HISTORY' compiled by Shri RT Mohan containing both English and Hindi versions. He had sent 25 copies of this small booklet for sharing the same with the members of Noida Mohyal Sabha. He had also requested the readers to share their 'reactions I comments', if any, with him by email sent to him at his email ID given on Page 21 of the booklet.

Ravi Dass Mehta (who died in the suicide bombing attack on Indian Embassy in Kabul while serving as India' s Defence Attache to Afghanistan on 7 July 2008.). The sabha wants to construct bhawan in his memory. The land acquisition committee has pursued matter with DFO office for the land at Nabha. The members are trying to get land allotted for the construction of Mohyal Bhawan.

The Mohyal mela will be held in the month of Sept. Everyone is enthusiastic about it.

The copies of Mohyal History were distributed amongst young Mohyals to make them aware of our strong history.

3) President, along with Shri Chander Shekher Chhibber, vis- ited the residence of Shri Sunny Vaid and met him at RML Trauma Centre to enquire about his health, where he is still admitted for another operation for his brain injury and also arranged & pro- vided financial aid from the OMS to his family.

4) President, along with Shri Chander Shekher Chhibber & Smt. Neelma Mehta, visited and interacted with 8-10 families re- siding in New Mahavir Nagar & Krishna Park Extn. for their par- ticipation in the activities of the MS (WZ).

Matrimonial Services: Collected matrimonial data was read out in the meeting and new application forms for collecting more data were distributed.

Discussions & Decisions: After detailed discussions, it was de- cided by the House that:

i) More and more Mohyals of the area should be contacted to en- courage them to participate in the welfare activities of the Sabha;

ii) A list each of Mohyal students who have obtained 60% or more marks from 8th to 12th Class Ex- amination held in 2015 and Mohyal children who want to par- ticipate in any cultural activity, should be prepared and submit- ted in the next meeting of the Sabha. In this connection, Smt. Kiran Vaid & Smt. Neelma Mehta have been requested to do the needful, for which they have agreed.

iii) Shri Sukhdev Lau offered his services for giving free tuition (in all subjects) up to 12th class to Mohyal students. He further told the House that 1/3rd of the tuition fee (depends on the class) will be charged from the Mohyal stu- dents towards the rented room where the classes are held. Sh. BN. Vaid, Secretary, read out the minutes of the last AGM held on 12 October 2014 and the same was unanimously confirmed by the house. The Secretary, thereafter read out the managing committee report for the year 2014-15 which was also approved by the house unanimously. The balance sheet, income & expenditure audited accounts forthe year 2014-15 were presented by Sh. Ashok K. Chhibber, President and the same was also adopted unanimously. The following amendments were approved by the General Body:-

1. To increase the ordinary loan from Rs.2,00,000/- to Rs. 2,50,000

2. To provide vehicle loan on mortgage upto Rs. 4,00,000/-

3. To increase emergency loan from Rs. 10,000/- to Rs. 20,000/-

4. To decrease rate of interest on loan from 14.4% to 13.2%

5. To make amendments in welfare fund as under:-

a) To provide financial relief of Rs.50,000/- in case of death of member in case he/she has taken loan from the society.

b) To provide a gift cheque of Rs. 21 00/- on marriage of daughter or self (female) member.

c) To provide a gift cheque of Rs. 2100/- on marriage of son or self (male) member.

d) To provide a gift cheque of Rs. 25000/- on birth of a daughter of a member on attaining the age of 18 years ( Sukanya Gift).

e) To increase the prize amount from Rs. 1000 to 1500 on securing 80% and more in 10 th and 12th class examination.

The house also approved 18% dividend unanimously. No question/ objection about the audited accounts and working of the society were raised. All the members expressed their satisfaction with the services rendered by the society.

Presently, the following schemes are being implemented by the so ci ety : -

1. Ordinary/Regular loan up-to Rs.2,00,000/- 14.4% interest.

Loan against N.S.C. up-to Rs.50,000/- is sanctioned on pledging/ mortgaging of N.S.C. (to the extent of 80% of the face value).

Emergency Loan up-to Rs.10,000/-.

Welfare Schemes 1) Society provides financial assistance of Rs.20,000/- on death of a member. Further on the death of a member if loan is outstanding against him and he has been member of the society for the last 5

years, a sum up to Rs.50,000/- may be adjusted against loan. All members of the society have to contribute Rs. 200/- p.a towards welfare fund.

2) Further a gift cheque of Rs.1100/- is given as shagun to the son/ daughter/self marriage of member.

3) Awardsto brilliantstudents will be continued as usual, the parents of the students who secured more than 80% marks in 10th and 12th standard examination will be handed over a cash prize of Rs.1000/- as an award.

The Partibhashali Awards to the following students/children were distributed for their best academic performance during the year 2014-15 by the Chief Guest. For 10th Class:-Parth Bali, Mukul, Kuldeep, Aparna Pandey, Shreyansh Anand, Nitin Gupta, Shubham Chhibber, Aashi Srivastava, Dolly Sharma, Shreshth. For 12th Class:- Baljeet Kaur, GayatriChugh, VikasAnand, Rishabh Arya, Pranav Chawla, Priyansh Verma, lpsha. Managing Committee congratulated all such students; and parents on the brilliant performance of their wards and hope that they do better in future.

Sh. Sandeep Bali, highlighted how the society has grown during the last 28 years. He also appreciated that loans to members are disbursed within a week. He also spoke about the inspiration the mohyal youth got from Rzd. BD. Bali under whose leadership GMS has progressed tremendously.

Sh. Ashwani Bali, Vice -President also spoke about the progress of society and thanked Rzd. BD. Bali and Rzd. J.C. Bali for constantly motivating the management of the society. The guest of honour, Rzd. J.C. Bali appreciated the professionalism of the present management. He emphasized the principles of the co-operation and appreciated the good work done by the society in Delhi.

Rzd. B.D Bali, the Chief Guest appreciated the good work done by the management of the society. He also mentioned the various awards won by the society (Awarded by Govt. of NCT of Delhi, twice for its best performance and President Sh. Ashok K. Chhibber was also awarded by Govt. NCT of Delhi for his selfless work in the cooperative field). He recalled the day when this society was inaugurated by him in 1987 in a small room in the office of Mohyal Sabha Mehrauli, and later, its own office at Mehrauli. He said that the team of the society is doing an excellent job in field of micro finance and also wished them to continue their efforts towards the welfare of the members.

Sh. RK. Vaid, on behalf of the society, thanked the Chief Guest and Guest of Honour for giving their valuable time. He also thanked the members for sparing their valuable time to attend the Meeting and for their whole hearted cooperation in making the meeting a

who was a life member of the GMS, expired at Mumbai on 3rd Sept. 2015. He was a resident of Nashik, where he was running his own business. He was hale and hearty and, all of a sudden, suffered from a skin problem, which resulted in the infection of his blood and ultimatelyfailure of all his vital organs.

He is survived by his wife Indu Mohan, Iwo sons Nitin Mohan & Nishant Mohan, settled in USA, and one daughter Nikita Mohan, who is a senior officer in the ICICI Bank, Mumbai.

. Shri Des Raj Datta: lt's been 16 yrs, since you left this rnortal world and rnoved to the divine land but for us you would always rernain in our hearts like ever before. 16th death anniversary of late Shri Des Raj Datta son of late Shri Kherati Mal Datta was observed on 23 July 2015.

Hawan was perforrned in the rnernory of the departed soul. Shri Des Raj Datta ji originally hailed frorn 'Jalalpur Jatta' near Layallpur. After partition he joined Indian Railways where he served for rnore than three de- cades and retired as Cornrner- cial Inspector. After his retire- rnent the encouraged his daugh- ter-in-law Srnt Surnan Datta to in- cipience a school for educating the weaker sections of the soci- ety and by his grace the school has now flourished. He was a
