Lt Col L R Vaid (Retd), Secretary General welcomed the members and said that he was honoured to be part of this August gathering of the community and looked forward to a meaningful interaction to take the community forward. He said our visionary and revered leader, Rzd B D Bali was indisposed and will not be able to come for todays meeting and prayed for his speedy recovery. He said that, Lt Gen G L Bakshi, PVSM Sr Vice President GMS, was a very senior and decorated army officer, will preside over the meeting in the absence of Rzd B D Bali. He then requested Gen Bakshi to give the welcome address. Gen Bakshi said that it was his privilege and pleasure to extend a warm welcome to everyone for the AGM. He said that it was a nice opportunity for members to meet each other. He explained the purpose of the AGM, which was basically to approve the income and expenditure of the GMS, approve the budget for the next financial year

Lt Col L R Vaid (Retd), Secretary General GMS, read out his report which gave details of the activities of the GMSsince the last AGM which was held on 18 March 2018. The report is printed elsewhere in this issue of MohyalMitter.

Bakshi B L Chhibber IRS(Retd), Vice President GMS (Finance & Legal), presented the audited accounts for thefinancial year 2017-18 and the Budget proposals for the financial year 2019-20. After giving item wise explanationsin the audited accounts and the budget proposals, he put six resolutions to vote which were passed unanimously.The report is printed elsewhere in this issue of Mohyal Mitter.

Secretary General said, he was pleased to inform the House about the donations received from members of our largehearted community and invited them on stage to say a few words, which they did amongst loud applause from theHouse.

Rs 5,00000/- (Rs Five lacs) from Smt Sangeeta Dutt, wife of Shri Vinod Dutt, Vice President GMS, foreducation of needy students/ children. The lady was represented by her soft spoken philanthropisthusband Shri Vinod Dutt, Vice President GMS.

Rs 3,00000/- (Rs Three lacs) from Shri Rahul Mehta, son of Shri Inder Mohan Mehta, towards one roomat Mohyal Ashram Haridwar. Donation was received through Shri Bunty Bali, youth Secretary MS YamunaPaar.

Rs 2,31,000/- (Rs Two lacs and thirty one thousand) from Mohyal Sabha Ashok Vihar, through its youthPresident Shri Manu Mehta and his team, as part donation towards one room at Mohyal Ashram Haridwar.

Rs 2,00,000/- (Rs Two lacs) from Mohyal Sabha Faridabad as final instalment towards one room atMohyal Ashram Haridwar.

Rs 5,000/- per month by Smt Prabha Mehta (member Managing Committee GMS), daughter of lateCh G L Datta (Josh), towards Education Fund Trust of GMS, for her lifetime from April 2019 onwards.

Rs 1000/- per month to support one widow of GMS (amount as decided by GMS from time to time), forhis lifetime by Shri Vipin Mohan, President MS Yamuna Nagar. He also appealed to the House for donationsfor construction of facilities at Mohyal Bhawan at Yamuna Nagar.

Shri Vinod Dutt, Vice President GMS, said that our endeavour is to make our Ashrams self sustaining. HoweverGMS has to subsidise langar funds of Mohyal Ashrams at Haridwar and Vrindavan due to drop in the interestrates of the Banks, as we use only the interest accured on these donations. He also recommended that localSabhas should sort out their own problems and elect their team to represent them in various forums.

The House unanimously approved the resolution moved by Shri Vinod Dutt, Vice President GMS, to dispose offour properties (Bhawans) at Inderpuri Delhi and Goverdhan and use the money so collected in the best interestsof our Community. Shri P K Datta, in his vote of thanks, said that our Community was our biggest asset and weshould all think of taking our community forward and get rid of our ego which is a hindrance to growth anddevelopment of the Community. The meeting ended with a vote of thanks by Shri P K Datta, Vice President GMS,which was followed by Shanti Path and lunch.

Accounts and Budget ProposalsBakshi B.L. Chhibber IRS (Retd.) Vice President Legaland Finance presented the audited accounts i.e. Incomeand Expenditure Statement and Balance Sheet for theFinancial Year 2017-18 ended on 31.03.2018, copies ofwhich were sent to all the members alongwith the noticeof meeting sent by Speed post & Air mail on 06.02.2019.Budget proposals for the Financial Year 2019-20 werecirculated to all the members present in the meeting inadvance.Shri Chhibber stated that GMS was registered underthe Indian Society Act, 1860, and under Section 12AAof Income Tax Act, 1961 as charitable institution.Accordingly regular books of accounts are beingmaintained as per the requirements of the legalprovisions of the above noted two Acts and were auditedby the Chartered Accountants M/s H.S. Ahuja &Company who after thorough examination and scrutinyhave certified as follows:“Our responsibility is to express an opinion on thesefinancial statements based on our audit. We conductedour audit in accordance with auditing standards generallyaccepted in India. Those Standards require that wecomply with ethical requirements and plan and performthe audit to obtain reasonable assurance about whetherthe financial statements are free from materialmisstatement.In our opinion and to the best of our information andaccording to explanations given to us, the said accountsgive a true and fair view:-(a) In case of the Balance Sheet, of the state of affairs

of the society as at 31st March 2018; and(b) In case of the Income and Expenditure Account, of

the excess of Expenditure over Income for the yearended on that date.”

Explaining the salient features of the accounts hesubmitted that income from general donations was tothe tune of Rs.1,31,28,149/- as against Rs.1,22,78,379/of the corresponding previous year-an increase ofRs.8,49,700/-. Income from bank interest was to the tuneof Rs.63,15,740/-, mainly on the corpus fund of the trusts.As on 31.03.2018 the corpus amount stood atRs.9,12,03,016/- as against Rs. 8,71,92,590/- of thepreceding year-an increase of Rs.40,10,426/-. Numberof trusts is as follows:

During the year under review income from tuition feewas to the tune of Rs.54,66,708/- as againstRs.47,34,504/- of thepreceding year.Contribution/Honorariumfrom Indira Gandhi OpenUniversity was to the tuneof Rs.14,68,264/-.After giving analysis of themain sources of income, heanalysed the sal ientfeatures of expenditureduring the year. Pension towidows was given to thetune of Rs.55,41,250/- asagainst Rs.54,91,500/- inthe preceding year; Relief and welfare to Needy andDestitutes was to the tune of Rs.46,38,637/-. Financialaid for education was to the tune of Rs.10,84,225/-.Expenditure on staff welfare stood at Rs.1,95,049/-.Further an amount of Rs.97,45,778/- was paid onaccount of establishment-a sum of Rs.14,79,539/- wasspent on Building and Repair and Maintenance.Coming to the budget proposals, he submitted that asum of Rs.60,00,000/- has been earmarked for widowswelfare; Rs.18,00,000/- has been earmarked for relieffund. A sum of Rs.51,69,000/- for MERIT, a sum ofRs.75,00,000/- for Ashram Fund at Haridwar, a sum ofRs.48,00,000/- for Vrindavan Ashram, provisions ofRs.50,00,000/- Yamuna Nagar Community Hall Fund.Similarly adequate funds have been provided underdifferent heads in the detailed budget. The budgetestimates for the Financial Year 2019-20 show a surplusof Rs.36,98,725/- (Receipts Rs.4,89,67,725/-expenditure Rs.4,52,69,000/-).In conclusion he reiterated that the accounts of the GMSare being maintained most meticulously both intraditional form by Double Entry Book Keeping as wellas through computer and every paisa of money receivedand expenses incurred have been duly accounted foras per the statutory provisions and under the guidanceof expert chartered accountants. He reminded theAugust audience that the small sapling planted by ourvisionary ancestors one hundred twenty eight year agoin 1891 has grown into a Big Banyan Tree-healthy andstrong providing soothing shade under which themembers of community rejoice. He called upon themembers to donate generously and augment the variousfunds of the Sabha by opening Trusts in the memory oftheir ancestors and dear and near ones. The total valueof the Trusts opened by the individuals and Langar fundsTrusts exceed Rupees 9 crores. Only interest is used

for activities of the GMS keeping the capital intact. Hefurther added that these trusts are a matter of sacredfaith and all possible care has been taken to maintainthese and carry out the wishes of the donors in letterand spirit. The way the Community has added to thenumber of trusts and the Trust Money reflects theconfidence of the Community in the working andcreditability of the GMS under the visionary, dedicatedand devoted leadership of our illustrious PresidentRzd B. D. Bali and his dedicated team and all present inthis meeting. He further added that Trusts are beingaugmented and money added every day by more andmore donors. Trust money is sacred, eternal andperpetual; the donations are put in fixed deposits andonly interest accrued thereon is utilized for the purposefor which the Trust is created. He exhorted the audienceto be proud of the legacy of our illustrious and foresightedforefathers and count on their blessings and putconcerted efforts to carry on the rich legacy for furthergenerations to come. He concluded by invoking thefollowing shloka of Riga Veda.

The resolution was proposed by Shri Rit Mohan andseconded by Shri K K Bali and the House approved itunanimously.

RESOLUTION–IIResolved, that audited Balance Sheet and Income &Expenditure statement for the Financial Year 2017-2018are hereby approved and adopted.The resolution was proposed by Shri J P Mehta andseconded by Shri Vijayant Bali and the House approvedit unanimously.

RESOLUTION–IIIResolved, that the general body of the General MohyalSabha (Regd.), in its meeting held on 10th March 2019,at Mohyal Foundation, New Delhi, appreciates andapproves the report for the period 2017–2018, submittedby the Secretary General of the Sabha.The resolution was proposed by Shri Ramesh Datta andseconded by Shri Bunty Bali and the House approved itunanimously.

RESOLUTION–IVResolved, that M/s H.S. Ahuja & Company, CharteredAccountants, H-61, Gobind Mansion, Connaught Circus,New Delhi-110001, are hereby appointed as auditors ofthe General Mohyal Sabha to hold office from theconclusion of this General Body Meeting until theconclusion of the next General Body Meeting of theSociety on such remunerations and terms and conditionsas may be fixed and approved by the ManagingCommittee of the GMS.The resolution was proposed by Shri Parveen Bali andseconded by Shri Sandeep Vaid and the Houseapproved it unanimously.

RESOLUTION–VResolved, that Shri Girish Kumar Mohan, Member ofthe Managing Committee of GMS, CharteredAccountant, Mohan Kutir, Sanyas Road, Kankhal,Haridwar-249408, is hereby appointed as internal auditorof the General Mohyal Sabha, from the conclusion ofthis general body meeting till the conclusion of nextgeneral body meeting, on terms & conditions as maybe approved by the Managing Committee of the GMS.The resolution was proposed by Smt Sunita Mehta andseconded by Shri Shashi Chhibber and the Houseapproved it unanimously.

ANNUAL GENERAL BODY MEETING — 10 MARCH 2019REPORT BY SECRETARY GENERAL GMS

My Dear Brothers and Sisters, JAI MOHYAL

I am honoured to be part of this August gathering ofthe community and extend a very warm welcome to eachone of you. We look forward to a meaningful interactionon how to reach the underprivileged members of ourCommunity and help them in every possible way. Weshould continue to think, what we can do for theCommunity and how to take it forward. I will now updateand refresh you on the events which have taken placesince the last AGM which was held at Mohyal Foundationon 18 March 2018, details of which have been publishedin our monthly magazine, Mohyal Mitter April 2018 issue.

Our top priority is education, which is essential tomake progress and to take the Community forward.Rzd B D Bali, our visionary leader, desires that nomohyal child should be deprived of education for wantof funds. I am pleased to inform you that our Schools atDehradun and Haridwar are running smoothly. MajorK R Bali Mohyal School at Dehradun upto class 8 has263 students and Mohyal Public School at Haridwar uptoclass 5 has 118 students. A School Education Committeehas been constituted to look into all aspects of educationin the schools being run by the GMS and they havestarted working with full enthusiasm. Financial help isbeing given for education to 79 needy children ieRs 250/ pm to Rs. 3000/ pm depending on the class inwhich the child is studying. The financial aid is beingsent twice a year. Adopt a Child Education Scheme –adopt a child means to take full responsibility of the childtill he / she can stand on its own feet. Identification ofthe child is a sensitive issue since GMS is already givingfinancial aid for education to children, some of them donot have a parent. Local Sabha’s need to identifydeserving children for this scheme and also find avolunteer to take care of the child. We have received 62donations of Rs 11,000/ each, under this scheme, whichworks out to Rs 6,82000/-.

The world is moving at a very fast pace due to rapiddevelopment of technology which is easily available toall. One has to excel to find a suitable job placement.We have therefore to motivate our children to do verywell academically. Pratibhashalee Mohyal VidyartheeSamman function to honour and encourage brilliantstudents, was held on 21 Oct 2018 for students of classX and class XII scoring 85 percent and above marks.53 Students were honoured ie 27 students of class XII(boys 7, girls 20) and 26 students of class X (boys 12,girls 14).15 students (boys 5, girls 10) of class XII scoredover 90 percent marks and 13 students (boys 8, girls 5)of class X scored 10 CGPA. A declamation contest is

also held during the awards function, to encouragestudents in public speaking.

It has been our constantendeavour to involve theyouth in the Communityaffairs. A youth interactionpgme was organized atMohyal Foundation on23 Sep 2018 which was wellattended. Local Sabha’shave been organizingcricket matches and sportsactivity involving the youthand have also beenhonouring their meritorious students. A Youth Camp isplanned to be held after the exams of our children.

We are committed to help the needy widows andthe underprivileged members of the community.Financial assistance of Rs 1000/ pm has been given to461 widows and 96 underprivileged persons. Financialassistance which was earlier being sent through moneyorder, is now being sent directly to the bank accounts ofmost of the individuals since June 2017. All beneficiarieshave been requested to forward their bank details wherethey wish to receive the financial aid sent by GMS. Weare committed to help young widows stand on their feetby financially supporting them to acquire skil ls/professional training to become financially independent.Financial assistance for medical treatment, is also beinggiven on, need to need basis.

Members are requested to come forward anddonate whole heartedly for this prestigious project ofthe community– Rs 3 lacs for a room and Rs 51,000/-from local Sabhas. The proposal of adding third floor inA and B blocks of Mohyal Ashram Haridwar is takingshape, and construction will start on completion ofMohyal Bhawan at Yamuna Nagar. Property B 64Defence Colony Meerut, which was donated to GMS byMajor Amar Nath Chhibber, has been renovated andwe are looking for suitable tenants.

The Prime Minister appreciated and conveyed hisgratitude to us , for donating Rs 2.50 lacs to PrimeMinisters National Relief Fund for victims of flash floodsin Kerala in Sep 2018.

MERIT was established in 1999 to impart computereducation, besides facilitating research in the IT field. Ithas been accredited to the National Council forVocational Training for conducting Computer Operator& Programming Assistant course (COPA) since 2008. Itis also a Programme Study Centre of IGNOU forconducting their distance education courses in BCA/MCA/CCITSK/ACISE/PGCGI/ PGDAST programmes.It has also been a testing centre for TOEFL (since 2007)and GRE (since 2013) and has set up two state of artcomputer labs in 2014, for conducting these tests. Itbecame an IGNOU Exam Centre in 2014 for conductingexams for all the programmes offered by IGNOU.Thereare around 350 students enrolled in MERIT for variouscourses . As an incentive, no fees are charged from theMohyal students admitted to COPA course in MERIT.Those, who get admission in MERIT study Centre forBCA & MCA courses of IGNOU, will be reimbursed 50%of the fees. It has recently launched courses inJournalism and Mass Communication, which will giveexposure to students in live telecasting in the mediaworld.

Credibility and financial stability of GMS continuesto be high and we have a healthy bank balance andfixed assets in the form of Ashrams / Bhawans atHaridwar, Vrindavan, Goverdhan, Inderpuri, MohyalFoundation and Yamuna Nagar. No loans have beentaken to create these assets which belong to theCommunity. We want our Ashrams to be self sustainingso that the funds available can be used more for welfareactivities. Portion of phase 1 of Mohyal Foundation hasbeen given on rent wef 16 Jan 2019, which is a majorsource of our income and is used to fund the welfareprojects of the community.
