PET dogs in Karangasem (Bali)play a role to guard the house. How-ever, in its development many wilddogs emerged. “These wild dogs hadpotential to result in rabies,” said theHead of Animal Husbandry, Maritimeand Fishery Services, Nengah ManthaEka Yudha, Friday (Oct 23) inKarangasem.

Seeing the rabies case in Kubu, hisparty has sent four samples of head ofdog’s corpse to BTPT Denpasar. Onehas been stated positive to rabies, whileresult of three others have not com-pleted yet.

On the other hand, the Head ofKarangasem Health Services, IGMTiryana, said that anti-rabies vaccine(VAR) for human has not been avail-able yet at regional hospital and com-munity health centers. Previously,Karangasem was the regency threat-ened by rabies and the dog with posi-tive to rabies was just found within thepast few days.

According to him, if there was anyresident bitten by dog, the woundshould be treated well. Cleanse it im-mediately under flowing water and usesoap. Later, apply iodine and take it tocommunity health center orKarangasem Hospital. Medical officerwould decide if patient needed to bereferred to Sanglah Hospital to get VARor not. “One vial of VAR is very ex-pensive. Denpasar (Bali Post)—The visit of Chief of Bali Police,

H. Sutisna, to Denpasar Metro Police(Poltabes), last Thursday (Oct 22) wasslightly different. Chief Sutisna lookedangry when providing a briefing to allofficers of Poltabes.

One of the officers of Poltabes wasfound not bringing a note when he gavebriefing. Officer given severe repri-mand by Chief Sutisna is the son of ageneral. On seeing such behavior,Chief Sutisna judged the Bali Policeofficers remained to lack for discipline.“I ask to all officers to always showdisciplined behavior. Discipline is im-portant and should be begun from theself,” affirmed Chief Sutisna.

Such disciplined behavior, addedChief Sutisna, was not only during onduty but also when in the midst of com-munity. The presence of police offic-ers was really expected. “For that rea-son, discipline should be improved. For instance, morning briefing at sec-

tween Governor Dewa Beratha andthe current Bali Governor MangkuPastika looked progressively appar-ent. Its evidence was related to thedevelopment of Titab dam proposedfor so long time to central govern-ment, in the upcoming 2010 it willget allocation of fund amounting toIDR 90 billion out of IDR 500 bil-lion required. Unluckily, Bali Pro-vincial Government together withBuleleng Government have not al-located fund for the land release. TheHead of Commission III of BaliHouse, Putu Agus Suradnyana, re-vealed it Friday (Oct 23) inDenpasar. Responding on that real-ity, regional government had nochoice but allocated it in the upcom-ing Regional Budget Draft of 2010in order what struggled by previousgovernor would not turn useless.

For the development of such damis required 24 hectares of land. Atleast, 5 hectares are required at ini-tial phase. “We in the Bali Houseexpect that there should be a sharedfinancing between provincial andregency government for the land re-lease,” he said. For instance, Bali

Because, this activ-ity would enable them to know the pres-ence, regular task of the day and ab-sence of the officer. “Everything shouldbe checked, chiefly the members whoare absent, whether he or she is sick ordue to other reasons,” he explained.

In addition, Chief Sutisna also re-minded their superiors. A superiorshould know about his or her subordi-nates. They should know where thesubordinates were in charge. “Pleasealso observe who came late or later atnoon,” asked the two-star general onshoulder.

In the meantime, officers undertak-ing the task with firearm were expectedto use it procedurally. “Never actanarchically just because you bring fire-arm. Do not work independently,” headded. (kmb21)

province bore 30 percent, while therest would be born by regency gov-ernment. He admitted that the damdevelopment would be strategic andmore beneficial rather than the pre-vious one at Grokgak. This dam canhold many springs to be flowed tohundreds of hectares of rice field atthe territory of Seririt and a part ofGrokgak. The House was ready tomediate the parties related to financ-ing matters for the land release. “Wewill attempt to discuss this matterwith Bali Agency for Regional De-velopment (Bappeda) and the re-gency, next Tuesday,” he said.

Secretary of Bali Office of PublicWorks Services, Made Sudiarsa, ad-mitted that the budget for such damdevelopment has not been available, including the one for land release. Hejustified the development needed thebudget of IDR 500 billion. It is cat-egorized into long-term project be-cause its work is undertaken gradually.Public Works Services did not allocateany budget for that because the regu-lar budget of Public Works proposedat IDR 85 billion has been diminishedto IDR 60 billion, whereas it has in-cluded the balancing budget worthIDR 8 billions. A number of Kubu residents alsosaid that they were confused where toreport if they found fierce dog. Simi-larly, they did not know where to go incase bitten by dog. This condition wascaused by social background wheremost of them lacked for education andwere indigent. In short, they did notknow about the handling after bitten bydog until going to community healthcenter and referred to Sanglah Hospi-tal. Moreover, they did not have moneyfor that treatment.

Residents of Buleleng deliveredsuch protest, Friday (Oct 23). “Con-trary condition made me worried be-cause we have tried to submit ID cardbut the process took very long time,”revealed a resident. Tens of residents of Ambengan, Sayan Village, Ubud, Thursday (Oct 22) came to Ubud policesstation. Their coming was conveyed by trucks to accompany one of Ambengan residents, NyomanWanta (37) becoming the suspect and was summoned by Investigator of Ubud Sector Police.Residents coming at 7:30 a.m. in middle customary attires only sat down in front of Ubud policestation while waiting for one of their residents who underwent interrogation.

Ambengan residents to police stationwas to accompany their resident whowas summoned by police as a suspect. The summon was the second time.First, he was asked to give explana-tion, but the second even was as thesuspect.

“Whereas, at the time of incident,we were committing mutual assistanceworks. If one of our residents wasmade into defendant, of course, it isnot fair,” he said.

“In several cases triggering a clash,we also once reported eight cases sincethe emergence of graveyard case. Outof such eight cases, we never heardabout the Semana party was made like

Meanwhile, Deputy Chief ofUbud Sector Police, NyomanSukadana, received the coming ofresidents accompanied by hamletapparatus of Semana to Ubud po-lice station. They were received inthe room of Chief Unit of CriminalResearcher to wait for one of theresidents who were examined by in-vestigator. Regarding to Tax Case of Tiara DewataSix Outlet Leaders to be sent to Court

sembly chaired by Djumain, NyomanGede Sugiartha by IGN Adhi Wardana,Andi Haryono by Sigit Sutanto, GustiMade Yasa and Wahyu Goesantoso byEmmy Herawati and Hendro Teguh byDaniel Palittin.

Posma B. Nainggolan said thatschedule of session would be ad-justed to other cases. In other words, the session would be attempted notto coincide with the session on themurder case of Prabangsa that usu-ally drew many visitors. As has beenpublished previously, allegation oftax fraud committed by SusantoGondo Wijaya amounted to IDR 2.8billion, Hendro Teguh (IDR 5.9 bil-lion), Gede Sugiartha (IDR 18.6billion), Andi Haryono (IDR 23 bil-lion), Gusti Made Yasa (IDR 16.5billion) and Wahyu Goesantoso(IDR 4.8 billion).

Modus operandi performed by each

defendant was by intentionally report-ing the result of business activity onthe pro forma invoice of revenue taxwith incorrect data entry by makingdouble statement in the form of ac-counting B that was not reported in thepro forma invoice. The more fatal onewas the taxpayer did not submit thevalue added tax (VAT) charged basedon accounting type B.

Previously, the Regional Officeof Denpasar Tax Services disre-garded the calculation used byDenpasar Court when decided thecase of Iskak Soegiarto stating theloss of state was only IDR 6 bil-lion. The reason was the positionof Iskak in that case has been pur-suant to legal fact namely onlyplayed a role as supporter thoughin reality as controller. The figureIDR 71.9 billion denoted accumu-lation of each outlet. (015)

Residents to ProtestID Card Making at a Slow Pace, Inspection to Intensify

Even, as per schedule, the inspec-tion would be resumed to crowdedresidence in Singaraja City. One of theSingaraja residents said that he hadproposed the request but it needed aweek and his proposal was not fulfilledyet. Whereas, as long as the knowl-edge of local residents, the printing ofID card by new machine only took oneday. Due to this late service, residentsturned restless because within the pastone week, the justiciary team inten-sively performed inspection. Resi-dents caught in the inspection wereadministered justice at roadside andobliged those had no ID card to pay afine worth IDR 50,000 pursuant toregional legislation.

Residents admitted to have no ob-jection of paying the fine but the prob-lem was that they did not have ID cardbecause the officer was late to process

the ID card submission. “It is verystrange, low process of ID card mak-ing caused us to be imposed by a fine,”said the resident.

Head of Buleleng Registry Ser-vices, I Gusti Ngurah Sudirama, saidthat late process of ID card servicesin Buleleng subdistrict was caused bycapacity of printing machine could notprocess the file of ID card applicantswhose number was very large every-day. On average, the number of IDcard applicant in Singaraja Cityreached 130-150 people.

“Meanwhile, the capacity of print-ing machine per day is only 100pieces. This condition caused the ac-cumulation of application files,” hesaid. According to Sudirama, to re-solve the problem his party wouldoptimized the working hour of theoperator through overtime. (kmb15)

Supreme Court to Rejectthe Appeal of Mayani BudiRelated to Corruption Case of Askeskin Fund

Nainggolan, said that by issuance ofappeal decision of Supreme Court, au-tomatically the case of corruption alle-gation by Mayani Budi has had perma-nent legal force. Copy of previous de-cision has been delivered to authorizedparties. Chiefly for public prosecutor,it would be used as legal basis to ex-ecute the accused. “The matter whetherMayani will take another legal appealwould entirely belong to her rights,” ex-plained Posma.

As has been published previously,Mayani was alleged to commit corrup-tion against Askeskin fund at SanglahHospital, where she worked previously. As consequence, the deed carried outduring February 2006 to April 2007 hasharmed the state more than IDR 2.7billion. It was performed by the accusedby transferring the fund that actuallyintended for indigent patients to herpersonal bank account.

During more than fourteenmonths, Mayani with her tricks hastransferred the fund originating fromPT Askes of Denpasar Branch to herpersonal account. The claimed fundof PJKMM obtained from PT Askesshould be delivered to indigent pa-tients requiring the assistance pursu-ant to the program implemented bySanglah Hospital. PJKMM orAskeskin fund delivered to indigentpatients at Sanglah Hospital wasoriginated in National Budget. (015)

BERLIN - Germany’s mostpopular minister, Karl-Theodor zuGuttenberg, was named defenceminister on Saturday, with respon-sibility for the country’s, and theWest’s, biggest foreign policy head-ache: Afghanistan.

Guttenberg, aged just 37, raisedeyebrows when Merkel picked himas economy minister in February, but he has become the darling ofthe German political scene and iseven tipped as a possible successor.

The conservative aristocrat —full name Karl-Theodor MariaNikolaus Johann Jacob PhilippFranz Joseph Sylvester Freiherr vonund zu Guttenberg — has attainedalmost rock-star status inGermany’s normally staid politicalscene.

Surprisingly in a country withgrowing gap between rich and poor, voters are not overly bothered byhis noble origins, with his lack ofpretension — going to AC/DC rockconcerts and even DJing — appar-ently winning them over.

Now, Merkel, who won a sec-ond term in elections last month andwho on Saturday finalised a com-mon programme with her new coa-lition partners, is hoping that theFranconian baron’s star qualitieswill work for Afghanistan.

Helping him in the job will bethe fact that he speaks excellent

English, that he is well-versed inforeign policy and that he is anavowed Atlanticist, experts say.

Germany has around 4,200troops in Afghanistan, the third larg-est foreign contingent, mostly in thenorth where conditions have beenpeaceful compared to the more vola-tile south and east, allowing a greaterfocus on reconstruction.

But violence has spiked this year, with militants stepping up attacksand forcing the reportedly poorlyequipped German contingent intomore and more skirmishes. Since2001, 35 German troops have died, including four this year.

With all the main parties support-ing the deployment except for thefar-left Die Linke, Afghanistanfailed to register as an issue in cam-paigning for September’s election.

But polls show that most Ger-mans want troops to come home, and Afghanistan could well movecentre stage now, particularly withMerkel’s previous coalition part-ners, the Social Democrats, in op-position. Merkel wants to use an up-coming international conference topress the Afghan government to takeon more responsibilities so thatGermany’s soldiers can come home.

In the run-up to the election, anumber of videos emerged from Is-lamic militants threatening Ger-many with attacks unless its troopswithdraw, sparking a tightening ofsecurity.

Security officials said the armyoverran Mehsud’s town of Kotkaiovernight after three days of aerialbombardments which had under-lined the huge challenge facing themilitary in taking on the Taliban intheir tribal heartland.

And in another part of the north-west tribal belt, a missile fired byan unmanned US drone spy planekilled at least 14 people includingthree foreign militants, local offi-cials said.

With the militants continuing tocarry out attacks nationwide sincethe army began a major offensive inthe South Waziristan tribal region aweek ago, Prime Minister YousufRaza Gilani said the unrest had hitevery sector of society.

Although figures are impossibleto verify, the army says more than160 militants and 23 troops havebeen killed in the week-long SouthWaziristan offensive. Twelve mili-tants and three soldiers died in thefinal stages of the battle for Kotkai,it added.

“Today, after intense fighting, security forces took complete con-trol of the town of Kotkai,” thearmy’s chief spokesman Major Gen-eral Athar Abbas told a press con-ference.

The army said many of the housesin Kotkai had been converted intobunkers by militants and it was alsothe site of a training camp for sui-

cess of clearing the build-up areaof IEDs (improvised explosive de-vices), booby-traps and mines,” thespokesman added.

Abbas said the Taliban had beenhit by a large number of desertions, saying that former Islamist fighterswere now trimming their beards todistance themselves from their erst-while comrades in arms.

The army launched the drive lastSaturday, pitting 30,000 troopsagainst an estimated 10,000-12,000Taliban fighters where Al-Qaeda-linked militants are believed to haveplotted attacks against the West aswell as in Pakistan.

The army had promised to makethe Taliban leadership a particulartarget of their offensive and sealedoff the main road into Kotkai lastweekend.

There has been no word on thewhereabouts of Mehsud since theoperation began.

Pakistan’s semi-autonomoustribal belt has become a strongholdfor hundreds of extremists who fledAfghanistan after the US-led inva-sion toppled the hardline Talibanregime in neighbouring Afghani-stan in late 2001.

While US ground troops are notfree to operate in Pakistan, it hascarried out a series of air strikes byunmanned planes known as drones.

The latest killed at least 14 peoplein the Bajaur district, to the north ofWaziristan, and officials said the tollwas likely to rise.

One security official said that ahouse was targeted in Damadolavillage, saying those killed includedthree foreign militants.

Another security official said atunnel linked to a bunker in thehouse of a relative of local Tehreek-e-Taliban chief Maulvi FaqirMohammad was targeted.

Some of his relatives were amongthe dead and there were reportsMohammad himself had been in thehouse but left 10 minutes before thestrike, he added.

Announcing plans for both him-self and Secretary of State HillaryClinton to visit soon, RichardHolbrooke, President BarackObama’s special envoy to the re-gion, said the US is “very im-pressed with the Pakistani resolve”.

Although the government hassaid it will deal a decisive blow tothe militants, the rebels have con-tinued to carry out attacks in Paki-stani cities since the start of the op-eration, with the military a majortarget.

On Friday, a bomb attack out-side a Pakistani Air Force basekilled six civilians and two air forcepersonnel. On Thursday inIslamabad gunmen killed a brigadierand his driver.

Nearly 200 people have beenkilled in attacks this month alone.

“The wave of militancy has ad-versely affected every segment ofsociety,” Gilani told a meeting of histop security officials late Friday.

The toll however “may becomeworse,” a police official at thescene told AFP.

A security services official whodeclined to give his name said thatthe trains “were travelling on thesame track. One ran into the otheras they headed towards UpperEgypt.”

The trains collided near the vil-lage of Guerzah, around 40kilometres (25 miles) from Cairo, when one train stopped unexpect-edly and another, also headingsouth from the capital, ploughedinto it from behind, the securityofficial said.

The first train, heading toFayyum, 100 km (65 miles) southof Cairo made an unscheduled halt, apparently after hitting a cow.

However the second train, ona southbound journey from Cairotowards Assiyut, 400 km (250miles) from the capital, travelledonwards at normal speed until itslammed into the back of the sta-tionary train, the official said.

Villager Samhi Saleh Abdel Al,21, told AFP that “the first trainstopped after hitting a cow and 10minutes later the second train ar-rived at full speed.”

GUERZAH - At least 25 people were killed and 55 others injured when a passenger train drovefull-speed into the back of another on Saturday in Giza, southwest of the Egyptian capital, wit-nesses and police said.

“I was sat near the road ataround six o’clock (1600 GMT)when I heard a deafening screech-ing, then shouts and I saw passen-gers jumping from the train,” hesaid.

Dozens of ambulances rushedto the scene, with rescue workerstrying to use a crane to lift onewagon from on top of the other inthe hope of finding bodies in thewreckage.

Al-Ayyat was the scene ofEgypt’s deadliest ever train crashwhen the bodies of at least 361 pas-sengers were recovered from a trainfollowing a fire in February 2002.

Egypt’s national railway systemis the biggest in the Middle East, with nearly 5,000 km (3,150miles) of track, according to Egyp-tian National Railways, whichemploys 86,000 people.

There have been other fatalcrashes on the busy rail network.

In July 2008, at least 44 peopledied near Marsa Matruh in north-west Egypt when a runaway truckhurtled into bus, truck and severalcars waiting at a level crossing, shunting the vehicles into the pathof a train.

In August 2006 at least 58

Egyptians were killed and 144wounded in a collision betweentwo trains travelling on the sametrack. Following that crash, anEgyptian court sentenced 14 rail-way employees to one year inprison for neglect.

Egypt’s roads are also danger-ous, with traffic laws frequentlyflouted and road surfaces notproperly maintained.

In 2008, more than 8,000people died because of traffic-re-lated accidents in the country, of-ficials say.

In July this year thirteen peoplewere killed and 26 injured when apassenger bus and pick-up truckcollided head-on on a road inEgypt’s Western Desert.

“One of the drivers lost controlof the wheel, causing the crash.Thirteen people were killed imme-diately, and 26 injured were takento hospital,” in Wadi Gedeedprovince west of Cairo, a policeofficial told AFP.

In the same month eight Serbtourists and three Egyptians werekilled when a truck on the wrongside of the road hit their coachhead-on along Egypt’s Red Seacoast, a security official said.

RIO DE JANEIRO - Rio deJaneiro’s image of fun and sun thathelped it win the 2016 Olympics hasbeen marred by a resurgence in drug-related violence that raises questionsover the city’s preparedness.

Pictures of a downed police heli-copter in flames in one of Rio’s nu-merous slums were sent around theworld a week ago as media high-lighted the defiance shown to au-thorities and the big task they face.

Although President Luiz InacioLula da Silva vowed to “clean up”the problem of drug-traffickinggangs, and hundreds of Rio policedeployed to the slums, the violencecontinued through the week, leavinga death toll of at least 33.

The International Olympic Com-mittee, though, reiterated its confi-dence in Rio’s ability to host theOlympic Games.

It pointed out that in July 2005London was hit by bomb attacks onits public transport system that left52 dead the day after it won the rightto hold the 2012 Olympics.

Nevertheless, doubts remain overBrazilian authorities’ capacity to reinin its chronic urban unrest in a citywhen a third of its six million inhab-itants live in more than a thousandslums.

The rival power of the drug gangs“is exploding the pillars of the re-public. For how much longer?”asked the head of Brazil’s lawyersassociation, Cezar Britto.

There are around 6,000 homicidesa year in all the state of Rio, whichhas a population of 14 million. Thatfigure is 10 times higher than forNew York, or eight times that of allof France.

Since 2007, “homicides have

Rio’s Olympic dreamschallenged by drug gangs

fallen from 45 per 100,000 inhabit-ants to 33,” the head of security forthe state, Jose Mariano Beltrame, told AFP.

“That’s still a high number, butthere’s no magic solution,” he said.

“Our aim to is to bring crimedown to tolerable levels, like thosein industrialized countries,” headded.

A police “pacification” operationhas already been underway for a yearin five slums, which have permanentpatrols. Big investment has alsopoured to transform the most violentshantytowns, in a program that is tobe extended to around 100 of themby 2016.

Thus far, though, the pacificationeffort has mainly seen the drug traf-fickers simply move to other slums.

“The police retake territory occu-pied by the traffickers, and there’s aviolent reaction on their part,” a pro-fessor at Rio University’s ViolenceStudies Center, Alba Zaluar, told AFP.

She explained that Brazil’s vastand poorly monitored borders madeit easy for criminals to bring in armsand drugs. Compounding the prob-lem is the fact that Rio’s police arepoorly trained, badly paid and oftencorrupt.

“Only a cooperation between thepolice and the military can improvethe situation,” she said.

There are three types of policeforces in the country: the federalpolice, the military police and thecivil police. They are present in allof Brazil’s 27 states.

Lula in 2002 promised to reformthe constitution to merge the civiland military branches, but that hasgone unfulfilled, and the presidenthas just over a year left before hehas to step down to make way for anelected successor.

In terms of tourist’s percep-tions, Bali is frequently called “theisland of a thousand temples.” Thisattribute is really logical, sincewherever tourists travel, they willfind the pura (temple) easily.

Throughout Bali ranging fromthe seashore to the mountaintop, temples look so magnificent andnowadays have become Bali’s tour-ist point of interest. The word purais derived from a Sanskrit word, namely the root “pur” meaningcastle. Pura is also known askahyangan that means the abode ofdeities. Hyang has the same mean-ing as peak or top, and shining hasthe same meaning as that of deva.Balinese people believe that theplanes of devas are located on thepeaks or higher places.

In terms of its making process, pura is a purified place or deliber-ately made sacred and subsequentlybeing kept for its sacredness. Oneof the requirements of making asanctum according to the palm-leafmanuscript, Sang HyangKamahayanikan, is by setting up aboundary/fence/wall (castle) as aspecific sign that also means tomaintain its sacredness later.

According to the belief of Ba-linese people, establishing a templein accordance with all guidance andritual processions in which one ofthem includes the implementationof Deva Yajna concept (holy sacri-fice to God). In the palm-leaf manu-script Tatwaning Kusuma Dewadescribed how to build a templealong with its complete ritual pro-cessions, so that one will obtainbliss in his life. Universal Temples, the Castle of Bali’s Securitystiff foundation to protect the islandand the people of Bali against vari-ous calamities.

In terms of its character, thetemples (pura) in Bali are categorizedinto two kinds, namely PuraKahyangan and Pura Warga. PuraKahyangan (universal temple) is thetemple that has general quality andis used as a worshipping place for thegeneral public. While Pura Warga(temple of a clan) or also called PuraKemimitan is used to worship ances-tral souls that have been consideredto be “Devas”. Pura Kahyangan es-pecially, in accordance with its grade,is distinguished into two categories, namely Kahyangan Jagat, andKahyangan Desa. Kahyangan Jagatis a temple whose supporting devo-tees are from all over Bali, whileKahyangan Desa is a temple whosesupporting devotees are limited to theinhabitants of its local village.

Those that are categorized intoPura Kahyangan Jagat are Pura Sadand Pura Dang Kahyangan. Pura SadKahyangan is the main nucleartemple that becomes worshippingplace for Hindu devotees, namelyBesakih, Lempuyang, AndakasaTemples in Karangasem, BaturTemple in Bangli, Batukaru Templein Tabanan, Goa Lawah Temple inKlungkung, Uluwatu and PuncakMangu Temples in Badung. WhilePura Dang Kahyangan is a templethat has a relation to the pilgrimageof Hindu saints like Dang HyangDwijendra in Bali such as Purancakand Rambutsiwi Temples inJembrana, Petitenget and UluwatuTemples in Badung, Batuklotok,Ponjok Batu and Pulaki Temples. Inaddition, there are also some temples

that become worshipping places ofHindus, but not including in SadKahyangan and Dang Kahyanganlike Tirta Empul Temple at TampakSiring, Penataran Sasih Temple atPejang and Candi Dasa Temples.

Based on the decision of a semi-nar on the interpretation uniformityof Hinduism aspects that was heldby Parisada Hindu Dharma, the ex-istence of Kahyangan Jagat Templesin Bali are based on the conceptionof Rwabhineda, Caturlokapala andSad Winayaka. The temples that arebased on the conception ofRwabhineda are Besakih Temple asPurusha (male element), and BaturTemple as Pradhana (female ele-ment). Temples that are based onCatur Lokapala are Lempuyang,Andakasa, Batukaru and PucakMangu temples. While the templesthat are based on conception of SadWinayaka are Uluwatu Temple inBadung, Batukaru Temple atTabanan and Puser Tasik Temple(Pusering Jagat) in Gianyar.

Every temple mentioned abovehas its own piodalan (temple festi-val) that falls every six months inaccordance with the Balinese calen-dar. On the occasion of the templefestival, Balinese people from vari-ous villages all over Bali are presentin great numbers to perform worshipto appeal for welfare. Lines ofpeople entering the temple and ritualprocessions are creating an excep-tionally alluring view.

If you make your holiday in Bali, you can see this kind of colorful odalanritual. Simply discover these ritualprocessions and comply with all theregulations and norms that are validin the region. (BTN/Ketut Sumadi)

BAGUS Agro Pelaga agrotourismobject, Petang is judged to have notprovided significant contribution toBadung Regency, chiefly to surround-ing residents. Existence of thisagrotourism object remains to be ques-tioned regarding to its effectiveness insupporting the agricultural sector ofNorthern Badung. Head of Commis-sion B of Badung House, I PutuParwata, Wednesday (Oct 21), saidthat benefit of agrotourism was notobviously perceived by the commu-nity up to the moment. The reason wasthe development of such agrotourismcould not be focused yet. As conse-quence, management of agrotourismhas not run flourishingly so benefit ofits presence could not felt.

Ideally, he said, agrotourism inPlaga should become a pilot projectof agricultural sector for Badung Re-gency in relation to improve the agri-cultural and tourism sector. Unfortu-nately, this matter could not be real-ized because it lacked for synchroni-zation between the party of manage-ment and related institution.

Parwata also confessed to haveemphasized the matter to related in-stitution, such as Badung Cooperativeand Trade Services, Agricultural Ser-vices and Tourism Services.Expectedly, there would be a mutualcoordination so the management ofagrotourism could provide apparentcontributions to local community.

Some contributions that can be de-

livered consisted of human resourcesdevelopment of farmers, provision ofseedling and fertilizer including prepa-ration of marketing of the agriculturalproducts yielded by local farmers. Ifthis matter was thoroughly paid atten-tion, it can be said as agrotourism giv-ing contribution to local community.“The ongoing process just denotes adiscourse and was never realized,” hecriticized.

Long-termWhen contacted separately, Bagus

Sudibya, serving as the stakeholder ofBagus Agro Pelaga, said that his jointventure company with Bali TourismDevelopment Corporation (BTDC),Nusa Dua was a long-term project.Original vision on the establishment ofBagus Agro Pelaga was to synergizethe agricultural and tourism sector.According to him, basic of Bali tour-ism was culture and root of culture wasagriculture. “Without agriculture, tour-ism is nonsense,” said Sudibya.

Based on his success to manage theBagus Jati and Puri Bagus Ponjok Batu,he would like to develop agrotourismin Petang. At location, there were 18hectares of land belonging to BTDCthat have been dormant for 30 years.Afterwards, he initiated a cooperationwith BTDC and in 2003 was agreedthe establishment of Bagus AgroPelaga, a joint-venture company be-tween Bagus Sudibya and BTDC withshare composition of 49:51. Bagus pro-

vided the amount of IDR 4.9 billion andBTDC of IDR 5.1 billion.

Meanwhile, Bagus Agro Pelagaleased the dormant land of BTDC. Outof the 18 hectares of land, only 5 hect-ares were cultivated. Ironically, leasingfee of the land was only IDR 1.3 mil-lion per month. Regarding to such cheapleasing fee, Sudibya said it was pursu-ant to original condition of land belong-ing to BTDC that was good for noth-ing. “So, please do not see the currentcondition after infrastructure has beenbuilt. Pursuant to the agreement withBTDC, after the Bagus Agro Pelaga isconsidered profitable, leasing fee wouldbe increased,” said Sudibya withoutmentioning the rate.

On the other hand, when contactedseparately, Managing Director ofBTDC, Made Mandra, acknowledgedthe cooperation of BTDC and BagusSudibya. Its share composition was 51percent for BTDC and 49 percent forBagus Sudibya. Such cooperation wasdriven by the concern of BTDC to ag-ricultural development as a form of itscorporate social responsibility CSR).

He considered the reputation ofBagus Sudibya through Bagus Jati andPonjok Batu was moderately good indeveloping agrotourism by basic conceptof empowering local farmers. By chance,BTDC could not cultivate the land atPelaga. By the offer of such cooperation,BTDC agreed after making consultationto Ministry of State-Owned Enterprises(BUMN) in Jakarta. (ded/056)

The plan still lacks details and is fraught withchallenges, but much of the groundwork has al-ready been laid for a grouping that would furtheradvance the idea of an “Asian Century”, expertssaid.

“It is coming together,” former Associationof Southeast Asian Nations (ASEAN) secretarygeneral Rodolfo Severino told AFP.

A more cohesive Asia would have a biggerrole in global affairs, Severino said, especially af-ter the region rode out the global economic crisismore quickly than the West.

“It’s not just Asia coming together economi-cally but politically as well. The more integratedyou are, the more forceful you are,” said Severino, who heads the Singapore-based ASEAN StudiesCentre.

The foundations of any East Asian commu-nity would lie in the web of free trade agreementsthat the 10-member ASEAN has signed with China,Japan, South Korea, India, Australia and NewZealand.

At the Thailand summit, regional leadersagreed to carry out a feasibility study on a hugefree-trade zone covering ASEAN, China, Japan andSouth Korea, Thai Foreign Minister Kasit Piromyasaid.

A separate study on a wider grouping thatwould also take in India, Australia and New Zealandwill be carried out in tandem, and Kasit said the

On the first full day at the helm of hisnew cabinet, which was sworn in Thurs-day after July presidential polls,Yudhoyono promised to return SoutheastAsia’s biggest economy to pre-crisisgrowth levels by 2014.

Yudhoyono said his government had yetto work out the details of its plans but prom-ised “development that is inclusive and just”and to reduce poverty in the mainly Muslimarchipelago of 234 million people.

The government has predicted growth of4.0-4.5 percent this year, third only to Chinaand India in the G20 club of rich and majordeveloping countries. The economy grew 6.1percent in 2008.

The local stock market has soared almost80 percent in 2009, but about half the popu-lation continues to live on less than two dol-lars a day, according to the Asian Develop-ment Bank.

Addressing the inaugural session of thenew cabinet, Yudhoyono said seven percentgrowth could have been reached this year butfor the impact of the global downturn on thedomestic economy.

JAKARTA - Indonesian President Susilo Bambang Yudhoyono said Fridayhis new economic team was aiming to achieve seven percent growth by the end ofhis final term in office.

Yudhoyono’s new coordinating ministerfor the economy, Hatta Rajasa, earlier saidthat while the government was aiming forseven percent growth by 2014, a longer-termeight percent target was “achievable”.

The liberal former general, who was in-augurated Tuesday having won a landslideelection victory in July, has compiled a rain-bow coalition of six parties controlling 423out of 560 seats in parliament.

He has come under fire for handing mostseats to party-political figures rather thancompetent experts more likely to improvegovernance and fight corruption in the world’sthird biggest democracy.

The choice of former transport ministerRajasa as economy minister raised some eye-brows, but the all-important posts of financeand trade stayed with incumbents seen as re-liable technocrats.

China proposes early discussions toTaiwan on economic cooperation

The two bodies would hold the new roundof talks in the Taiwanese city of Taichung inmid or late December, the fourth round of meet-ings since last year, according to Xinhua.

Speaking during a cross-strait symposiumin Chengdu, southwest China, Wang said Beijingwas willing to “further interact with Taiwan tosolve problems concerning cross-strait economicexchanges and push the economic relations be-tween the two sides to a new level.”

China and Taiwan went through decadesof hostility after the two sides split in 1949 atthe end of a civil war, but tensions have easedsignificantly following the election last year ofa more China-friendly government on the self-ruled island, which Beijing claims as part of itsterritory.

Asian EU-style bloc notjust a dream: analystsDreams of creating a huge eco-nomic bloc covering half theworld’s population are slowlybecoming a reality in a plan thatwould boost Asia’s global clout, analysts and officials say.Japanese Prime Minister YukioHatoyama aired his proposal for aso-called East Asian Community tofellow leaders at a summit inThailand this weekend, saying thatthe region should aspire to “leadthe world”.

two could be combined to create “one regional co-operation on a larger scale.”

East Asia has also this year agreed on a 120-billion dollar fund — using its currency reserves— to help nations in financial distress without theneed to borrow from the International MonetaryFund.

Asian countries additionally made a concertedand coordinated effort to provide stimulus pack-ages during the recent economic crisis which helpedthe region’s relatively quick rebound.

But any East Asian community remains a longway off, largely due to the lack of concrete propos-als and disagreements about the involvement of theUnited States and the influence of China.

Japan and some other countries want to giveWashington a role in the group, as a counterbal-ance to the influence China might have on a newregional architecture.

China’s growing wealth has made it a majorplayer in meetings with ASEAN in particular.Hatoyama however said that Japan’s alliance withthe United States remained the “cornerstone” ofTokyo’s foreign policy.

But Bridget Welsh, a Southeast Asia expertwith the Singapore Management University, saidshe thought the US-China contest was overblown.

“Relations between China and the US remainstrong and there are common interests towardsSoutheast Asia in many areas such as stability andeconomic growth,” Welsh told AFP.

It could instead be the small print that under-mines Asian attempts at unity, with diplomats say-ing that Japan’s proposal lacked details.

“I would say it is still very much on a concep-tual stage,” Philippine foreign undersecretaryEnrique Manalo said.

Merging up to 16 countries into a free-tradezone is fraught with challenges, especially in thesensitive area of agriculture, said Severino, notingthat Australia, India, Japan and South Korea aremajor farm producers.

Thai Prime Minister Abhisit Vejjajiva said theissue is “more about the modalities and the steps”by which economic integration can be achieved.

He said during the summit that the fact thatseveral East Asian nations had already signed freetrade or economic partnership pacts with ASEANwas a “very strong foundation for an East Asia com-munity.” (Agence France-Presse)

Associated Press WriterLOS ANGELES – A court com-

missioner dismissed criminalcharges against Kanye West and hisroad manager stemming from theirscuffle with photographers last year.

Misdemeanor charges were filedafter West and his manager were ar-rested on Sept. 11, 2008, after an al-tercation with two photographers atLos Angeles International Airport. The struggle was recorded andbroadcast by celebrity Web siteTMZ.

The photographers and the rap-per have reached civil settlementsover the case, which resulted in a stillcamera, flash, and a video camerabeing broken.

West’s attorney, Blair Berk, suc-cessfully argued the case should bedismissed because of the agreementand that California law allows forcertain criminal cases to be settledout of court.West, 32, was not re-quired to and did not appear in courton Friday.

Deputy City Attorney FeltonNewell argued the charges shouldn’tbe dismissed because West and hismanager, Don Crawley, intended tocommit a felony and that one of thephotographers was slightly injured inthe scuffle.

Berk noted that county prosecu-tors had declined to file felonycharges in the case, and that it tookcity attorneys more than six monthsto file misdemeanor battery, vandal-ism, and grand theft charges againstWest. She said the case was “wildlyovercharged” and that it should be

West and Crawley have alreadycompleted 12 hours of anger manage-ment classes, Berk said.Los AngelesSuperior Court Commissioner MarkZuckman dismissed the case, butwants both men to perform 50 hoursof community service. He said he wastaking into account the steps West andCrawley had already taken, theiragreement with the photographers, and that there were no lasting inju-ries to the men. He also noted thatneither man had a criminal history.

Berk said she was “very pleased”with the outcome.”We objected to themotion but ultimately we have to re-spect the decision of the court,” cityattorney spokesman Frank Mateljansaid.

The altercation was another ex-ample of West’s notoriously testytemper, but also the first time his ac-tions had turned physical rather thanverbal. He verbally assailed Presi-dent George W. Bush over thegovernment’s response to HurricaneKatrina, and lashed out at awardsshows when he didn’t win.

Since the airport scuffle, West hasbeen publicly derided for seizing thestage from Taylor Swift during thisyear’s MTV Video Music Awardsafter she became the first countrystar to win for best female musicvideo.

He has repeatedly apologized forthe incident and told talk show hostJay Leno that he was taking time offfrom music to reflect on his behav-ior.

Having witnessed tumultuoustimes for the stock and propertymarkets in the financial crisis, inves-tors now see fine wine as a relativelylow-risk, cheap investment whichguarantees long-term returns.

“We can easily buy HSBCshares because they will always beavailable on the market,” GeorgeTong, a wine connoisseur-cum-in-vestor and toy company owner, toldAFP.

“Fine wine, on the other hand,is something that cannot be replen-ished. Its value is bound to rise.”

“Every time someone opens abottle of 1982 Chateau Lafite-Rothschild, the rest of the world isdeprived of one more,” he said, re-ferring to one of the most sought-after vintages.

The strongest impetus for in-vestors came from a surging demandfor imported wine in China, which

has seen breakneck growth in per-sonal wealth boosted by thegovernment’s four trillion yuan (585billion dollars) economic stimuluspackage last year.

In China, top-echelon vintagescan be a status symbol for the su-per-rich as well as a powerful toolfor building business relationships.

“You have to appreciate it froma cultural point of view. Chinesepeople show you how much theyvalue you from the type of wine theyserve you,” said Carson Chan, man-aging director of auction houseBonhams Asia.

“In order to return the respect, you must serve them wine of thesame calibre.”

Chan said the wealthy and therising middle class in China are be-coming increasingly knowledgeableabout Western wine, and their huntfor quality brands would eventually

widen from the current focus on thewell-known Bordeaux region inFrance.

He said that fine wine wouldbecome an increasingly commoninvestment for people in Hong Kongand elsewhere in the region.

Xavier de Eizaguirre, presidentof Vinexpo, the world’s biggestwine and spirits exhibition, has pre-dicted that China, one of the ten big-gest wine consumers in 2008, wouldbe ranked number seven by 2012.

Wine prices have been signifi-cantly boosted by the Chinese mar-ket.

The price for a bottle of 2005Domain de la Romanee Conti, forexample, jumped from about 2,000US dollars in 2005 to 8,200 dollarsearly this year, according to marketdata.

Hong Kong’s wine market hasbecome a major beneficiary of thattrend, thanks in part to a governmentmove to scrap a 40 percent tax onthe tipple last year and its geo-graphic proximity to mainlandChina.

ReutersPHILADELPHIA – Nine-year-

old Corey Haas can ride his bike alonenow, thanks to an experimental genetherapy that has boosted his fadingvision with a single treatment.

The gene therapy helped improveworsening eyesight caused by a rareinherited disease called Leber con-genital amaurosis, or LCA, whichmakes most patients blind by age 40.

Twelve treated patients, includingCorey, now have better vision, their doc-tors told a joint meeting of the AmericanAcademy of Ophthalmology and Pan-American Association of Ophthalmol-ogy in San Francisco on Saturday.

“All 12 patients given gene therapyin one eye showed improvement inretinal function,” Dr Katherine Highof The Children’s Hospital of Phila-delphia and the Howard Hughes Medi-cal Institute and colleagues wrote in areport to be released at the same timeby the Lancet medical journal.

LCA causes the retina to degener-ate and the researchers found that theyounger the patient treated with thetherapy, the better the effects.

“Before, I used to ride my bike justin front of the house and now I justride around the neighborhood with noone watching,” Corey told a newsconference.

Gene therapy experimentrestores sight in a few

While the experiment was meantmostly to show the treatment wassafe, it showed remarkably strongeffects, High and Dr Jean Bennett ofthe University of Pennsylvania found.

“This study reports dramatic re-sults in restoring vision to patientswho previously had no options fortreatment,” said High. “These find-ings may expedite development ofgene therapy for more common reti-nal diseases, such as age-relatedmacular degeneration.”

They could also help restore thetarnished image of gene therapy, bat-tered by the death of an 18-year-oldvolunteer in a clinical trial in 1999and cases of leukemia in a few youngchildren treated in France.

“The study by Bennett and co-workers will further boost genetherapy trials and provide hope forpatients with inherited blindness andother genetic disorders,” Dr FransCremers and Dr Rob Collin ofNijmegen Medical Center in theNetherlands wrote in a commentary.

A faulty gene means patients withLCA start to lose their vision in child-hood. There is no treatment.High,Bennett and colleagues worked with12 volunteers, aged 8 to 44. They re-ported on three of the adult patientsin April of 2008.

Italycoach Marcello Lippi has resisted thetemptation to select Cassano for morethan a year despite intense mediapressure, but he cannot have failedto be impressed by this match-win-ning performance.

Sevilla, the only Spanish side towin in the Champions League thisweek, missed the chance to capitaliseon Real’s slip following a 0-0 homedraw against 10-man Espanyol. Sevillastay three points behind Real after fail-ing to score in the league for the sec-ond successive game although that waslargely down to some heroics fromEspanyol goalkeeper Carlos Kameni.

Espanyol, now unbeaten in fivematches, had been reduced to 10 menafter defender Nicolas Pareja was sentoff for hacking down Diego Capel onthe hour mark but Kameni pulled offsome fine saves to hold on for a point.

“We have to get some points awayand try to win at home - that is our strat-egy,” said Kameni.

The Milan defeat had raised de-fensive issues at Real Madrid again andSpanish international Raul Albiol wasdropped to the bench with ArgentineEzequiel Garay taking his spot at cen-tre-back.

Sporting had lost 7-1 and 4-0against Real last season so must havefeared the worst. Real goalkeeper IkerCasillas, at fault for two Milan goals, flapped at an early cross but Sport-ing could not take advantage of themistake.

Kaka had Real’s first effort on 20minutes with a low shot before Raulswivelled and shot wide close to the halfhour mark following a goalmouthscramble. Gijon had their best openingclose to half-time with Miguel de lasCuevas, who has four goals already thisseason, forcing Casillas to get downquickly to defend his near post.

Lampard double puts Chelsea topadded a fifth in the 64th minute asChelsea made it nine goals in twomatches after their midweek 4-0Champions League defeat of AtleticoMadrid.

It was an important result for theBlues after they’d lost 2-1 to AstonVilla last time out in the PremierLeague and Lampard told ESPN: “Wewere disappointed after last week. Wewanted to bounce back and we did itin style.”

Lampard was especially pleasedby the confident return of fellow En-gland international Joe Cole, playinghis first Premier League match sincesuffering a knee injury againstSouthend in January.

“He is different class,” Lampardsaid. “I think everyone knows whatColey brings us, he is something dif-ferent, he runs with the ball and he cancreate something out of nothing.”

Cole added: “When you’re out for10 months just getting back on thetraining pitch is great so to come backto a game like that was fantastic.”
