A number of villages in Buleleng Regencyhave a unique tradition before or after Nyepi.One of the traditions can be encountered at BanjarCustomary Village, Banjar Subdistrict. Aftercompleting the Catur Bratha Penyepian or fourabstinences, Sunday (Mar 6) dawn, a crowd oflocal villagers cooked on the street right in frontof their respective house.

Since 03:00 a.m. Local Time, hundreds ofvillagers had come out of their homes. Theybrought along with their cooking utensils suchas cormorant, pots, pans and steam. After ignit-ing the fire on a simple furnace, people were start-ing to cook rice and side dishes. Atmosphere ofthe village street turned crowded but still sol-emn because they had not turned on theirlightings. Residents also greeted each other, bor-rowed cooking equipment each other and mutu-ally asked food ingredients amicably. It is usu-ally called nyakan diwang (cooking in front ofthe house).

Some residents said the tradition had beenimplemented through generations. Having com-pleted the Nyepi abstinences, residents cookedtogether in front of their home. It was intendedto keep quiet their kitchen in the house and court-yard environment. “This tradition is indeed long-awaited by local residents. When cooking we cansee and greet each other,” said Ida Ayu Rohini,one of the local residents.

According to him, the tradition hadexisted when he was born. “Frankly speaking,we are very proud to see our community perform-ing the cooking tradition hilariously,” he said.

He claimed that he never required every resi-dent to follow such a cooking tradition. However,all residents consciously carried it out. “We are inthe customary village never force the public toimplement this nyakan diwang tradition. Sunday (Mar 6) morning coincidingwith Ngembak Geni, exploded andburned in the eastern of lifeboat pier,Padangbai, Karangasem. The speedboat totally burned out, while threecrews comprising Amak, Fred andanother unknown victim had seriousburns.

Explosion of the boat on theNgembak Geni was very terrible un-til breaking the silent morning. Onhearing the explosion, local residentsof Padangbai turned to commotion.They hurriedly came out and rushedto the beach for checking what washappening.

Chirac, 78, is one of France’s most popular political figures despitebecoming the first former president of the French Republic to go ontrial, accused of using public money to pay people working for hisparty while he was mayor of Paris between 1977 and 1995.

He enjoyed immunity from prosecution as president from 1995 to2007, but the case, which has already seen current Foreign MinisterAlain Juppe convicted, has finally caught up with the avuncular formerhead of state. The case could promptly grind to a halt, however, if alawyer working for one of Chirac’s co-defendants succeeds in gettinga procedural matter referred upwards to France’s constitutional court.

Chirac, best known internationally for his opposition to the 2003US-led invasion of Iraq, has denied any knowledge of corrupt pay-ments and his lawyers accuse magistrates of harbouring a hidden po-litical agenda. He has been linked to a series corruption scandals buthas never been convicted. If convicted, Chirac faces up to 10 years injail and a fine of 150,000 euros ($210,000) on charges including em-bezzlement and breach of trust.

In the opening hearing due to start at 1:30 pm (1330 GMT) Mon-day, presiding judge Dominique Pauthe is due to deal with proceduralquestions. Chirac’s first appearance is scheduled for Tuesday, when heis due to answer the judge’s questions, the court said.

The hearings in Paris are the result of the merging of two separate cases— one begun by magistrates in the Paris suburb of Nanterre in 1995, andanother in the capital itself dating to 1998. The case involves seven allegedghost jobs for which Chirac is charged with conflict of interest and 21other jobs for which Chirac is accused of embezzlement and abuse oftrust. Nine other people are going on trial alongside Chirac, accused eitherof having ghost jobs or benefiting from those of town hall employees.

Chirac denies that the people employed in the jobs were used toprepare for the 1995 presidential election, which he went on to win,insisting they were all legitimate posts in the service of Paris. Jean-Yves La Borgne, a lawyer working for one of Chirac’s former chiefs ofstaff, said he will argue that under the constitution the accusations inthe former case can no longer be heard since they date back too far intime.

EVERY Temple and Shrine has a special date for it annualCeremony, or “ Odalan “, every 210 days according to Ba-linese calendar, including the smaller ancestral shrine whicheach family possesses. Because of this practically every fewdays a ceremony of festival of some kind takes place in someVillage in Bali. There are also times when the entire islandcelebrated the same Holiday, such as at Galungan, Kuningan,Nyepi day, Saraswati day, Tumpek Landep day, Pagerwesi day,Tumpek Wayang day etc.

The dedication or inauguration day of a Temple is consid-ered its birth day and celebration always takes place on thesame day if the wuku or 210 day calendar is used. When newmoon is used then the celebration always happens on new moonor full moon. The day of course can differ the religious cel-ebration of a temple lasts at least one full day with some templecelebrating for three days while the celebration of Besakihtemple, the Mother Temple, is never less than 7 days and mostof the time it lasts for 11 days, depending on the importanceof the occasion.

The celebration is very colorful. The shrine are dressed withpieces of cloths and sometimes with brocade, sailings, deco-rations of carved wood and sometimes painted with gold andChinese coins, very beautifully arranged, are hung in the fourcorners of the shrine. In front of shrine are placed red, whiteor black umbrellas depending which Gods are worshipped inthe shrines.

In front of important shrine one sees, besides these umbrel-las soars, tridents and other weapons, the “umbul-umbul”, longflags, all these are prerogatives or attributes of Holiness. Infront of the Temple gate put up “Penjor”, long bamboo poles,decorated beautifully ornaments of young coconut leaves, riceand other products of the land. Most beautiful to see are thegirls in their colorful attire, carrying offerings, arrangementsof all kinds fruits and colored cakes, to the Temple. Everyvisitor admires the grace with which the carry their load ontheir heads.

Higher oil prices could underminethe fragile U.S. economic recovery anddamage President Barack Obama po-litically as he moves toward a 2012 re-election bid.

The U.S. Strategic Petroleum Re-serve holds 727 million barrels of oil,or about 38 days of consumption, andhas only been tapped a handful of timessince it was created in the mid-1970safter the Arab oil embargo. It was lastused in 2005 following HurricaneKatrina.

Thus far the International EnergyAgency (IEA) — which coordinatesreserves policy among the world’smajor energy consuming countries —has made clear it will rely first on OPECto fill the void left by the violence inLibya, which has cut off an estimated1 million barrels per day (bpd) of out-put.

IEA members South Korea and Ja-pan, among the world’s top 5 crude oilimporters, have no immediate plans totap into strategic reserves, sources said.

“There is no concern at all over sup-ply shortages,” said an official withJapan’s Trade Ministry, which is incharge of the country’s strategic oil re-serves.

The official declined to be identi-fied because he is not authorized to bequoted by the media.

OPEC powerhouse Saudi Arabiahas stepped up production significantly,but oil prices remain high. The risk formarkets is that the wave of North Afri-can and Middle East protests couldspread to major Gulf oil producers,cutting off supplies that would be im-possible to make up from other pro-ducers.

Despite longstanding U.S. policy onthe SPR, there are reasons to believethe reserves could be used more liber-ally now.

Unlike in 2008, when oil prices shotto nearly $150 a barrel in a demand-led rally, the rise this year is driven bya loss of supply — a distinction that

could give Obama more latitude to tapthe reserves, even though Libya shipsonly a fraction of its oil to the UnitedStates.

In addition, the global economy isin a more precarious state than wasgenerally believed at the start of 2008,prior to the financial crisis.

“Sovereign debt issues need timeand growth to resolve. High oil pricesthreaten that outcome. No leader willwant to preside over a recession thatthey had the tools to avert,” saidLawrence Eagles, head of oil researchat JP Morgan.

His outlook calls for a possibleSPR release if Brent crude pushesmaterially above $120 a barrel.

It traded above $117 a barrel onMonday, up more than 14 percent in

the last two weeks. Last week, theprice hit its highest level since 2008.U.S. crude futures rose to more than$106 a barrel on Monday, also theirhighest level since 2008.

U.S. federal law allows the gov-ernment to tap the reserve during anational energy supply shortage thatraises petroleum prices and coulddamage the economy. The presidenthas the authority to determine suchan emergency.

While the reserves could helpmake up for lost supplies, it is un-clear how effective they would be intempering fears that unrest couldspread to other, bigger producers in-cluding Saudi Arabia, where securityforces have detained at least 22 mi-nority Shi’ites following protests last

“All tests were done with the2010 car, which I have raced on fiveweekends last season,” he said. “To-gether with the race engineers I did

a lot of set-up work on it to improveperformance. At the end of the sea-son we were able to close the gap tothe other teams although there wasnot a single new part all year long.

“Other drivers like Tonio orGiorgio Mondini have no experiencein this car. From a team’s perspectiveit is only justified to get as much feed-back as possible and test other driv-ers’ work.” The Austrian is also re-laxed about the new car’s late debut.
