Denpasar (Bali Post)—After 13 Beaches in Bali were

indicated to have been contaminatedby waste, new findings were alsoreleased by Bali EnvironmentAgency (BLH). Three lakes in Bali(Lake Batur, Lake Buyan and LakeBeratan) were indicated to havebeen contaminated by waste. “Of themany parameters tested, two ofwhich were not eligible, such as thecontent of phosphate and organicmatter exceeding the standard,” saidthe Head of BLH Bali, AA AlitSastrawan, when contacted by BaliPost last Tuesday. “However, thesefindings have not reached alarminglevel,” he added.

According to the official fromthe Klungkung Transportation,Communication and InformaticsServices (Dishubkominfo), thecrossing services from Bias Ham-let to Sampalan Port , NusaPenida, were usually held twotimes each day. The morning de-parture was around 7:30 a.m. andnoon at 12:00 a.m.

However, due to high wavesreaching three meters, the cross-ing services departing at noonwas cancelled. “The morningcrossing could go on as the waveswere still normal,” said SedanaYoga. Meanwhile, the crossingservices at that morning, headded, departing from Bias Ham-let conveyed at least 50 passen-gers and so did from the opposite

It is not far fromdowntown, namely in the northern partof Jalan Sulawesi that was formerlyused for the location of street vendors.

“We plan to use the land next to theBadung Market for an additional park-ing lot, so the needs of parking spacescan be met adequately,” said the Headof DTRP Denpasar, I Made KesumaDiputra, who was met in the ParliamentBuilding, Wednesday (May 11).

He planned the budget of the cen-tral parking lot development could beallocated in the Regional Budgetamendment at the end of 2011. Accord-ing to him, the land was estimated toaccommodate about 100 units of four-wheeled vehicles because it applied thesame pattern as used by the courtyardcentral parking, namely the basementpattern. “Hopefully, this plan can get aresponse from all parties,” he said.

Currently, the downtown Denpasarhas already had three central parkingspaces. They are the courtyard parkinglot at Badung Market, Payuk Market(south of Kumbasari Market), as wellas Lokitasari Market. These three cen-

Three lakes in Bali indicatedto be polluted by waste

Pursuant to existing standards, the content of phosphate and organicsubstances allowed was 2 mg /literfor phosphate and 10 mg/liter for or-ganic substances. High phosphatecontent in the three lakes was prob-ably caused by agricultural activi-ties around the lake. “High level ofphosphate is possibly caused bychemical fertilizers used by farmersaround the lake,” he said.

“Most importantly is that how eachperpetrator should be responsible forthe waste generated, and what are ourefforts to reduce the pollution level,”he said. Compared to the three lakes, the condition of Lake Tamblingan wasstill pretty good. (kmb)

TEGUCIGALPA, Honduras – Former President Manuel Zelaya will likely return to Honduras within amonth, ending his exile nearly two years after the coup that ousted him, an aide and a key supporter saidWednesday. Conditions are right for Zelaya to return this month from the Dominican Republic after theHonduran Supreme Court dropped corruption charges against him, said Rasel Tome, a top aide of theformer president.

Juan Barahona, a leader of the pro-Zelaya National Popular ResistanceFront, said Zelaya plans to return toHonduras before the June 5 OASGeneral Assembly meeting in El Sal-vador. “The day and hour that he willreturn has not been determined, butwe will announce it publicly so thata massive number of people can wel-come him at the airport,” Barahonasaid.

Zelaya was ousted by the mili-

Current President Porfirio Lobowas elected in November 2009 elec-tions that had been scheduled beforethe coup. The U.S. and other coun-tries restored ties shortly after Lobotook office in January 2010.

But Venezuela, Argentina, Brazil,Nicaragua and Ecuador have op-posed restoring Honduras to theOAS unless Zelaya can return fromexile without facing the threat ofprison.

EVERY Temple and Shrine has a special date for itannual Ceremony, or “ Odalan “, every 210 days accord-ing to Balinese calendar, including the smaller ancestralshrine which each family possesses. Because of this prac-tically every few days a ceremony of festival of somekind takes place in some Village in Bali. There are alsotimes when the entire island celebrated the same Holi-day, such as at Galungan, Kuningan, Nyepi day, Saraswatiday, Tumpek Landep day, Pagerwesi day, TumpekWayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place onthe same day if the wuku or 210 day calendar is used. Whennew moon is used then the celebration always happens onnew moon or full moon. The day of course can differ thereligious celebration of a temple lasts at least one full daywith some temple celebrating for three days while the cel-ebration of Besakih temple, the Mother Temple, is neverless than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressedwith pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted withgold and Chinese coins, very beautifully arranged, are hungin the four corners of the shrine. In front of shrine are placedred, white or black umbrellas depending which Gods areworshipped in the shrines.

In front of important shrine one sees, besides these um-brellas soars, tridents and other weapons, the “umbul-umbul”, long flags, all these are prerogatives or attributesof Holiness. In front of the Temple gate put up “Penjor”,long bamboo poles, decorated beautifully ornaments ofyoung coconut leaves, rice and other products of the land. Most beautiful to see are the girls in their colorful attire, carrying offerings, arrangements of all kinds fruits and col-ored cakes, to the Temple. DAKAR, Senegal – The Africannation of Congo has been called theworst place on earth to be a woman.A new study released Wednesdayshows that it’s even worse than pre-viously thought: 1,152 women areraped every day, a rate equal to 48per hour. That rate is 26 times morethan the previous estimate of 16,000rapes reported in one year by theUnited Nations.

Michelle Hindin, an associate pro-fessor at Johns Hopkins’ BloombergSchool of Public Health who special-izes in gender-based violence, saidthe rate could be even higher. Thesource of the data, she noted, is a sur-vey that was conducted through face-to-face interviews, and people are notalways forthcoming about the vio-lence they have suffered when talk-ing to strangers. “The numbers areastounding,” she said.

Congo, a nation of 70 millionpeople that is equal in size to West-ern Europe, has been plagued by de-cades of war. Its vast forests are rifewith militias that have systematicallyused rape to destroy communities.

MADRID – Two earthquakes struck southeast Spain in quick succession Wednesday, killing atleast 10 people, injuring dozens and causing major damage to buildings, officials said. It was thehighest quake-related death toll in Spain in more than 50 years.

TV was broadcasting live from thescene. A large church bell was alsoamong the rubble, which missed strik-ing the reporter, who appeared to beabout 30 feet (9 meters) away when itfell. The broadcaster reported thatschoolchildren usually gather at thatspot around that time, and if it hadhappened 10 minutes later, a “trag-edy” could have occurred.

Spanish TV showed images of carsthat were partially crushed by fallingrubble, and large cracks in buildings.Nervous groups of residents gatheredin open public places, talking aboutwhat happened and calling relativesand friends on their cell phones. Anelderly woman appeared to be inshock and was seated in a chair aspeople tried to calm her.

“I felt a tremendously strong move-ment, followed by a lot of noise, andI was really frightened,” the newspa-per El Pais quoted another Lorca resi-dent Juani Avellanada as saying. It did

not give her age.Yet another resident, Juana Ruiz,

said her house split open with thequake and “all the furniture fell over,”according to El Pais.

Many residents decided to spendthe night camped out in parks andother open spaces, fearing aftershocksand because of structural damage totheir homes, according to state TVfootage.

This was the deadliest quake inSpain since 1956, when 12 peopledied and some 70 were injured in aquake in the southern Granada region, according to the National GeographicInstitute. It says Spain has about2,500 quakes a year, but only a hand-ful are actually noticed by people.Spain’s south and southeast are themost earthquake-prone regions. TheU.S. Geological Survey’s NationalEarthquake Information Center inGolden, Colorado, had slightly dif-ferent magnitudes for the temblors.

48 women raped everyhour in Congo, study finds

more than 400,000 women had beenraped in Congo during a 12-monthperiod between 2006 and 2007.

On average 29 Congolese womenout of every 1,000 had been rapednationwide. That means that even inthe parts of Congo that are not af-fected by the war, a woman is 58times more likely to be raped than awoman in the United States, wherethe annual rate is 0.5 per 1,000women.

Previous estimates of the numberof rapes were derived from policeand health center reports in thenation’s troubled east where the con-flict is concentrated. The authors ofthe study used figures from a gov-ernment health survey and pooleddata from across the country.

The highest frequency of rape wasfound in North Kivu, the provincemost affected by the conflict, where67 women per 1,000 had been rapedat least once. “The message is im-portant and clear: Rape in (Congo)has metastasized amid a climate ofimpunity, and has emerged as one ofthe great human crises of our time,”said Michael VanRooyen, the direc-tor of the Harvard Humanitarian Ini-tiative. Margot Wallstrom, the U.N.special representative for sexual vio-lence in conflict, welcomed the study.

Explained, cooperation was con-ducted with the United States, forexample, when a citizen from theUncle Sam country was suspectedof committing the act of corruptionin Indonesia, and then his partywould help provide any data neededto process his legal prosecution. “Inaccordance with the message fromthe Organization for Economic Co-operation and Development(OECD), the cooperation is abso-lutely necessary and no country canstand alone in dealing withtransnational corruption crimes,” hesaid.

Similar opinion was revealed byGunther Puhm where internationalcooperation should be forwarded torelevant countries to uncover thecorruption and bribery committedby big companies with CEO as wellas with state officials. “All countriesshould not hesitate to request infor-mation or otherwise, provide infor-mation for other countries needingthe help,” he said.

Meanwhile, the Swiss delegate,Clair Daams, added that every coun-try should have a proper and appro-priate legal instrument for fightingagainst corruption. “We can worktogether by relying on human re-sources for legal framework, but notenough with political commitmentonly,” he said.

He reminded because the natureof international crimes was insepa-rable from the transfer of assets toanother country. Therefore, it wasneeded a solid co-operation thoughacknowledged if it was quite diffi-

No need revisionThe existence of the Law on Cor-

ruption Eradication Commission(KPK) was considered by DeputyChairman of KPK Chandra MHamzah unnecessary to be revisedbecause it had been strong enoughto snare the perpetrators of crimes ofcorruption. According to him, whatrequired today was how to imple-ment it consequently in the field. Ashad been known, the pressure toamend the Law on the Commissioncontinued to be expressed by legis-lators in the House of Representa-tives. They assessed if the current lawhad not been optimal. “KPK consid-ers if the current law is enough and itis only required a commitment fromall components of the state institu-tions,” he affirmed.

According to him, the commit-ment of all components in the stateinstitutions was truly needed consid-ering the tasks of combating corrup-tion did not only belong to the Com-mission. Pressure of the legislatorssaying if the Law on the Commis-sion should be revised was only as-sumed as an individual opinion. “Ihave confidence it is an individualopinion, not a plenary session con-sensus of the House of Representa-tives. Even, the opinions were highlypolitical and had a specific purposethat did not want if the Commissioncould work optimally,” he said. (par)

TOKYO – Nissan rounded out a record year for car sales by re-turning to profit in the fourth quarter but Chief Executive CarlosGhosn acknowledged serious challenges from Japan’s natural disas-ters.

The good news Thursday was clouded by uncertainties due to thedamage from Japan’s earthquake, tsunami and nuclear crises that havedisrupted production for Nissan and other Japanese automakers.

Nissan Motor Co., allied with Renault SA of France, reported a30.77 billion yen ($380 million) profit for January-March, a turnaroundfrom a 11.6 billion yen loss a year earlier. Quarterly sales jumped 10percent to 2.35 trillion yen ($29 billion)

Ghosn said production at Nissan plants worldwide will be back atpre-disaster levels by October, after which the company will make upfor lost production.

He did not give an earnings forecast for the current fiscal year throughMarch 2012, but promised projections would be ready by a sharehold-ers’ meeting in June.

Ghosn said Japan’s second biggest automaker was working on re-storing full production. The magnitude-9.0 earthquake and tsunami onMarch 11 destroyed key auto parts makers in northeastern Japan andkilled more than 25,000 people.

On Wednesday, Toyota Motor Corp. said fixing its production prob-lems was moving faster than initially expected, although it did not givea date for a full recovery.

“Nissan is once again proving its resilience in the face of adver-sity,” Ghosn said.

He acknowledged overseas rivals were likely to snatch market shareaway while Nissan struggles to fix production.

But momentum was in Nissan’s favor, given the sales achievementsand market gains for the year just ended, he said.

For the fiscal year through March 2011, profit at Nissan, whichmakes the Leaf electric vehicle and the March subcompact, totaled319.2 billion yen, more than seven times what it earned the previousyear when Nissan was still recovering from the global financial crisis.

Annual sales jumped nearly 17 percent to 8.77 trillion yen ($108billion)

Nissan sold 4.185 million vehicles for the fiscal year, up 19.1 per-cent from 3.515 million the previous year. The global auto industryhad grown a smaller 12.6 percent during that period.

Nissan’s sales in China, its largest single market worldwide, reacheda record 1.02 million vehicles for the fiscal year, up 35.5 percent. Al-though Nissan sold fewer vehicles in Japan year-on-year, sales wereup in the U.S., Europe and South America, according to Nissan.

The automaker’s U.S. sales rose 12.2 percent from a year earlier inApril, riding on the back of the popularity of the Altima sedan, in con-trast to Toyota, whose reputation has been hurt by massive recalls.Toyota’s U.S. April sales gained just 1 percent.

Toyota’s quarterly profit plunged by more than 75 percent, despitedoubling its annual earnings. Honda Motor Co. reported a quarterlyprofit drop of 38 percent, and doesn’t expect to return to full produc-tion in Japan until the end of the year.

Ghosn said Nissan suffered from the March 11 earthquake and tsu-nami, including the deaths of five employees, pausing at the start of thenews conference to ask that all deaths from the disaster be remembered.

But Nissan was showing it can bounce back, he told reporters atYokohama headquarters.

The company is preparing for the risk of further electricity short-ages in Japan, he said.

The tsunami sent one nuclear plant to the brink of a meltdown, andsafety concerns have prompted the government to ask that anothernuclear plant be shut down, possibly creating severe power shortages, especially in summer months when demand shoots up.

Nissan will conserve energy and is considering adding nighttimeproduction and in-house generation, said Ghosn.

Nissan is also addressing fears about radiation contamination. InMarch, Nissan began testing radiation levels of its products before ship-ping and confirming their safety.

“Our recovery is going smoothly and robustly,” Ghosn said. “Fiscalyear 2010 was a record year for Nissan in terms of sales and growth.”

Nissan shares rose 1.4 percent to 795 yen in Tokyo trading, shortlybefore earnings were announced.

In its regional economic outlookfor Europe, the International Mon-etary Fund said it saw the regionexpanding 4.3 percent in 2011 and2012, from 4.2 percent in 2010.

But it added that a high level ofnon-performing loans continued toweigh on banking sectors and highcommodity prices could spur infla-tion.

It saw full-year inflation of 7.3percent in 2011, slowing to 6.2 per-cent next year, and urged theregion’s central banks to remainvigilant.

“Monetary policymakers willneed to stay on high alert,” the Fundsaid. “Even countries with well-an-chored inflation expectations mayfind it hard to avoid second-roundeffects if first-round effects are largeor persistent, as global commodityprices rise disproportionately overthe medium term.”

WASHINGTON – The commer-cial value of pirated software in-creased 14 percent last year to nearly$59 billion, with emerging econo-mies accounting for over half the to-tal, according to a study publishedThursday.

Businesses and consumers aroundthe world bought $95 billion worthof legal personal computer (PC) soft-ware in 2010, according to the Busi-ness Software Alliance (BSA), butthey installed another $58.8 billionin pirated software.

“This means that for every dollarspent on legitimate software in 2010,an additional 63 cents worth of unli-censed software also made its wayinto the market,” the BSA said.

At $31.9 billion, emerging econo-mies accounted for over half the com-mercial value of pirated software lastyear, the BSA said in its eighth Glo-bal Software Piracy Study.

PRAGUE – Growth in Eastern Europe should accelerate only slightly this year as domesticdemand recovers, but trouble in the euro zone periphery, wide budget deficits and inflation pres-sures still pose risks, the IMF said on Thursday.

sure to emerging Europe if they wereto take a significant hit.

It said that although the regionhad so far been shielded from con-tagion, authorities should tacklewide fiscal gaps.

“Consolidation needs to rebuildfiscal buffers. This will improve keyfiscal indicators and thus diminishthe risk of financial tensions in theeuro area spilling eastward,” it said.

“It will also help contain infla-tionary pressures and support themonetary tightening that is alreadyunderway in several countries.”

Fiscal deficits in the region —where nine countries have active orprecautionary deals with the IMF —should decline from 4.5 percent ofgross domestic product in 2010 to2.5 percent in 2011 and 2012, mainlydue to Russia, the Fund said.

But it said public debt as a per-centage of GDP would grow in twothirds of the countries and high fis-cal deficits showed vulnerabilities inLatvia, Lithuania, Poland and Ro-mania. It also said the region’s fis-cal position no longer compared fa-vorably with emerging markets in

Asia and Latin America. It remained optimistic on the re-

covery, predicting the former SovietCIS countries would lead theregion’s recovery with growth of 4.5percent or higher this year.

It expects Belarus to lead the re-gion with 6.8 percent growth in2011. Russia was seen growing 4.8percent this year, slightly faster thanits southern peer Turkey at 4.6 per-cent.

Among the European Union’snewest members, Poland was seenflat at 3.8 percent this year beforeslowing slightly in 2012. Hungarywas seen growing 2.8 percent eachyear, but Romania was expected toaccelerate its pace to 4.4 percentnext year.

“Domestic demand will becomethe main pillar of growth as itcatches up to recover in those coun-tries where it had languished,” theFund said. It added bank lending stilllagged.

“The worst of the credit crunchis over, but real credit still contractsin just under half of the region’seconomies.”

Value of pirated softwarenearly $59 billion: study

economies accounted for half theworld’s total last year, the value ofpaid software licenses in those econo-mies accounted for less than 20 per-cent of the world total, the study said.

While the value of pirated soft-ware rose, the global piracy rate forPC software dropped by a single per-centage point in 2010 to 42 percent, the study found.

Central and Eastern Europe andLatin America had the world’s high-est piracy rate, with 64 percent of PCsoftware pirated, while NorthAmerica had the lowest, with 21 per-cent, the study found.

Software piracy was also found tobe rampant in the Asia-Pacific region, with a piracy rate of 60 percent, fol-lowed by The Middle East with 58percent and Western Europe with 33percent.

And while the United States wastied with Japan for the lowest piracyrate, at 20 percent, it ranked at thetop in terms of the commercial valueof pirated PC software, estimated at

$9.5 billion dollars. It was followed by China, with

$7.8 billion, and Russia, with $2.8billion.

The study was carried out withtechnology research firm IDC andcovered 116 countries and regions. The piracy rate dropped last year in51 of the 116 areas studied and wentup in 15, the BSA said.

It said the most common form ofsoftware piracy was to buy a singlecopy of software and install it onmultiple computers, a practice which51 percent of PC users surveyed inemerging markets mistakenly believeis legal.

“There’s an awareness gap wheremany people don’t even understandthat they’re stealing software,” BSApresident Matt Reid said.

“Governments need to be invest-ing in educating the public about thevalue of intellectual property. Theyalso need to make sure that the rightlaws are in place, and then they needto get out and enforce those laws.”

LOS ANGELES – Hugh Grant has beenweighing a big move: replacing the firedCharlie Sheen on CBS’ “Two and a HalfMen.” A person familiar with the situationsaid Wednesday the British film actor was innegotiations to join the sitcom as its new lead-ing man. The person, speaking on conditionof anonymity because producer Warner Bros.and CBS hadn’t authorized public comment, said the talks had stalled without resolution.

But it was unclear whether Grant’s hiringwas a closed issue, the person said. Sheen was among TV’s highest-paid ac-tors at a reported $1.8 million an episode.

Grant’s publicist did not immediately returna call for comment. The actor, who became astar in romantic comedies including “Four Wed-dings and a Funeral” and “Notting Hill,” hasn’tappeared in a box-office hit for several years.

As Arnold Schwarzenegger plots his return to Hollywood, he willin some ways resemble the young Austrian that came to Californiamany years ago: single and detached from politics. make people more susceptible to thesegerms, noted Dr. Marc Romney, one ofthe study’s authors. The study is smalland very preliminary. “But it’s an intrigu-ing finding” that needs to be further re-searched, said Romney, medical micro-biologist at St. Paul’s Hospital inVancouver.

The hospital is the closest one to thepoor Downtown Eastside neighborhoodnear the city’s waterfront. Romney saidhe and his colleagues did the researchafter seeing a simultaneous boom in bed-bugs and MRSA cases from the neigh-borhood.

Five bedbugs were crushed and ana-lyzed. MRSA, or methicillin-resistantStaphylococcus aureus, was found onthree bugs. MRSA is resistant to several

types of common antibiotics and canbecome deadly if it gets through theskin and into the bloodstream.

Two bugs had VRE, or vancomy-cin-resistant Enterococcus faecium, aless dangerous form of antibiotic-re-sistant bacteria. Both germs are oftenseen in hospitals, and experts havebeen far more worried about nursesand other health care workers spread-ing the bacteria than insects.

It’s not clear if the bacteria origi-nated with the bedbugs or if the bugspicked it up from already infectedpeople, Romney added.

“These are the critical first stepsin developing clinical treatmentsfor those with lung disease forwhich no therapies exist,” said co-author Joseph Loscalzo, chair of theBWH department of medicine.“Further research is needed, but weare excited about the impact thisdiscovery could have on our abil-ity to regenerate or recreate newlung tissues to replace damagedareas of the lungs.”

Stem cell therapy on lung dis-eases has long been elusive be-cause the lung is a highly complexorgan with a variety of cell typesthat can renew at different rates, experts say.

He reported a front end that was more sensitive to set-up changes andsmoother power delivery from the engine, and believes that both factorswill make the Italian squad more competitive at Le Mans.

“We’re coming off a test that confirmed we’ve started to go in the rightdirection and, although we’re still in the first phase, we hope we can find agood setup for Le Mans so that we can be faster in qualifying,” he said.“We’re all working hard, and we’re making progress, but we still have tokeep improving.”

Ducati team manager Vittoriano Guareschi does not quite share Rossi’sconfidence, and believes that only a weekend of dry running can give thesquad the track time it needs to maximise its latest upgrades.

“Both Nicky [Hayden] and Valentino were pleased with the work wedid during the post-race test at Estoril, and now we will do everything wecan to adapt the GP11 to a circuit that’s very different to Portugal.

“We hope for a sunny weekend, since every hour of track time in‘normal’ conditions is very important for us, because of the work we’redoing.”

Last year Bautista had to sit outthe Le Mans race after a practicecrash exacerbated shoulder injuries

he had already sustained in aMotocross incident. He suggestedthat despite his broken leg still heal-ing, he would actually be in bettershape for this year’s French GP thanhe was 12 months ago.

“I have been working hardsince the Portuguese Grand Prixand test to improve my fitness andget ready for Le Mans and the restof the season,” he said. “It wasgreat to be back on the bike atEstoril, but it showed me that I stillhave some work to do to be up torace fitness.
