Denpasar (Bali Post)—To maximize the understanding of students on the subject they

learn, especially the subject of physics, chemistry and biology, practice activity at laboratory becomes an absolute thing. How-ever, up to these days majority of schools in Bali stay to face acrisis, namely they have not had a laboratory attendant having acompetence. If there are schools having such attendants assigningto guide students in carrying out their practice in laboratory, mostof them were recruited from administrative staff that were notarmed with special training and special competence on proceduresat laboratory. Headmaster of SMAN 4 Denpasar, I Wayan Rikaand Headmaster of SMAN 1 Singaraja, I Nyoman Darta deliv-ered such grievances, to Bali Post, last Tuesday (Dec 15).

Besides, both headmasters having school with status as pio-neering school of international standard (RSBI) also expected torecruit an attendant having qualification in technique of computernetwork to be distributed to schools that have developed learningsystem based on information and communication technology(ICT).

By their existence, those schools could facilitate the tasks ofstudents given by teachers through local area network (LAN) madeat school. “By preparing a specialist at computer network, all learn-ing-teaching processes at school could be based on ICT,” saidDarta justified by Rika. The Head of Tabanan House,Ketut Suryadi, said that the proposalof those village heads was very re-alistic. However, he said the finan-cial condition of Tabanan govern-ment was very hard because manybudget posts should be financedranging from regional election upto other posts. On that account, hisparty could not meet such demand. In addition, the proposal was con-sidered too late because the Re-gional Budget 2010 just stayed towait approval. “Hopefully, this pro-posal could be attempted in the up-coming budget revision,” saidBoping, his familiar nickname.

Besides, the Village Head ofMambang, East Selemadeg subdis-trict, Wayan Dika Sumantra, askedthe government to revise its ADDfund and proposed in order the Re-gional Legislation regarding to theimplementation of village adminis-tration should be pursuant to themandate of Act No. 32/2004 on re-gional autonomy. The Head of Civil Servant Po-lice Unit (Satpol PP) of KlungkungRegency, Komang Darma Suyasa, mentioned that to give briefing wasthe task of Permit SupervisoryTeam. “Satpol PP is only an execu-

Besides, he also didnot know which owners have beengiven briefing, have violated andwhich ones were proposing theirpermits. “We do not know about itfor sure. Window closing for healthcare reform: Bidenpass a healthcare bill by the end ofthe year. The bill has been passed bythe House of Representatives, butDemocrats have struggled to win the60 votes they need in the Senate.

The planned overhaul wouldspark the biggest changes in theU.S. healthcare system, which ac-counts for one sixth of the U.S.economy, since the creation of theMedicare government health pro-gram for the elderly in 1965.

It would extend coverage to 30million uninsured Americans andhalt industry practices like refusingcoverage to people with preexistingmedical conditions.

Biden said if the bill did not passin this Congress “it is going to be

kicked back for a generation.”He also said he expected inde-

Lieberman has threatened to joinRepublicans in opposing the bill, complicating Democratic efforts togather the 60 votes needed to over-come Republican opposition.

“If we succeed in what we aredoing now, it wouldn’t be bad to bepresident. The presidency would bea good cap to one’s political career,”Ferdinand “Bongbong” Marcos Jrtold foreign correspondents in Ma-nila.

The 52-year-old congressmanfrom the northern Ilocos Norteprovince, his father’s bailiwick, re-cently launched his second attemptto run for senator. He lost in the1995 polls, claiming he wascheated of a seat in the 24-mem-ber Senate.

His father started his career inthe post-war Philippines as a con-gressman, then was a senator be-fore becoming the country’s long-est serving president. Marcos ruledas a dictator in the last 14 of his20-year rule and was ousted in1986 by an army-backed popularrevolt.

“Soldiers dream to become gen-eral, bank tellers to become CEOsand I am taking this as far as it cango,” Bongbong said.

Some analysts say Bongbong hasa good chance of winning a senateseat. Senators are chosen in a na-tionwide vote and he would benefitfrom name recall and the machin-ery of the political party he is alliedwith, the Nacionalista Party of bil-lionaire senator Manuel Villar.

But he is unlikely to rank among

As news of his death spreadthrough Timika, the main town inMimika, some 300 protesters gath-ered outside the local parliamentbuilding to demand informationabout the police raid.

When they were told Kwalik’sbody was being sent to Jayapura forexamination about 100 people wentto the airport to try to stop the flight.Witnesses said the protesters wereangry but there was no violence.

“Whoever the man is, whetherhe’s Kelly Kwalik or not, the bodycannot be taken out of Timika. Thebody has to be buried here,” one ofthe protesters shouted.

Kwalik had commanded the insur-gency in Mimika since 1977.

The area includes Freeport’s gi-ant Grasberg mine, which sits on oneof the world’s biggest gold and cop-per reserves and has long been linkedto human rights abuses involving In-donesian troops who secure the fa-cility.

Many Papuans complain theyhave been dispossessed by the mineand denied income from the use oftheir lands.

The road linking Timika to themine in the rugged highlands to thenorth has been the scene of a stringof mysterious ambushes over the pastsix months, one of which killed Aus-tralian mine technician Drew Grant.

Kwalik reportedly claimed re-sponsibility for the attacks but hisassociates deny this. Others havespeculated that the ambushes are thework of rogue Indonesian police orsoldiers.

Little is known about Kwalik buthe was believed to have been one ofthe OPM’s most committed com-manders and his death would be amajor blow to the largely dormantguerrilla movement.

“Kelly Kwalik is one of theOPM’s most elusive commanders. Tomany in Papua he is also one of the‘purest’ in terms of devotion to thecause,” the International Crisis Groupthink tank said in a 2006 report.

It said he had lost land to theFreeport mine and had tapped intolocal anger over dispossession andhuman rights abuses to win supportfor his armed campaign for indepen-dence.

Australia’s clean-up response to theincident.

Continued surveillance by AMSAhas not found any further oil releasedinto the ocean since the flow of oil fromthe Montara wellhead platform ceasedon 3 November. As a result, aerial sur-veillance ceased on 28 November.

Response operations included re-covery and targeted spraying of dis-persant. Dispersant accelerates theweathering and biological break-down of oil at sea.

It does not cause oil to sink to theseabed. Following further securingof the wellhead, all Australia’s do-mestic response operations ceasedon 3 December.

To ensure that any environmen-tal impacts from the oil spill are un-derstood and appropriately ad-dressed in the long-term, a robust, scientific monitoring plan has beenagreed between the Australian Gov-ernment and the company respon-sible for the wellhead platform.

Bali Today

Tourism observer, Dr. I Nyoman Madiun, revealed it last Sunday (Dec 13) at Candidasa,Karangasem. He disagreed to build a hotel orvilla at locations where tourists often stop totake a photograph or admire the beauty ofnature. Ideally, the asset in the form of beautyof nature should be conserved and might notundergo transfer of function into building.

“Beauty of nature denotes an asset of tour-ism including spiritual tourism. On that account, its preservation should be maintained. Not onthe contrary, it is filled with villas or hotels,”he asserted. Today, he added, there was atrend where a beautiful location was alwaystargeted by investors and used to build a villaor hotel. On the other side, government wasoften too late to protect such beautiful loca-tions by regulations so that such location werefilled in by buildings, even they made the loca-tion look disorganized. Strangely, some regu-lations have been made but often neglected.

According to Madiun, who is also theDepartment Head of Tourism Managementat STP Nusa Dua Bali, Karangasem was po-tential to be developed into spiritual tourism.Other than custom and tradition, it had manyunique cultures that remained pristine. Almostevery day visitors could see such activities andthey could become an attraction to visitors. At that time, tour guide and practitioner oftourism should be able to explain well to for-eign tourists. Meanwhile, the beauty of na-

ture belonging to Karangasem was extraor-dinary. “Now, it stays how to manage andmaintain the asset in order it remains ever-lasting and interesting,” he said.

According to him, the object of spiritualtourism did not only mean a religious or spiri-tual activity or taking people to temple andmake temple as tourist object. However, theobject of spiritual tourism lay between art-cul-ture and local customary tradition with beautyof nature. By seeing and enjoying beautifulnature, tour guide should be able to take tour-ist to contemplate and to build awareness onthe greatness of God as the Creator and Lordof the beautiful nature. “At that time, thetourists are expected to downgrade their ego-ism into awareness of the existence of powerand greatness of the Creator. At the same time, awareness will emerge changing the bad be-havior to good one and realize that beyond thehuman lies the Supreme God,” he described.

On the other side, a member ofKarangasem House, I Wayan Tama, statedto agree with Madiun According to him, themost important thing in seeing the social ac-tivities and enjoying the beauty of nature, tourguide should be able to deliver the informa-tion properly to tourist. Spiritual tourismcould become an alternative in the frameworkto maintain the spirit of Bali tourism that wasworried to lose and would threaten the exist-ence of tourism in Bali. Robinson Crusoe might not originally haveplaned to explore the pristine tropical Islandof Màs a Tierra. However, since the ship hewent with was wrecked by vicious storm, hehad no choice but attempted to save himselfto nearest island. Like blessing in disguise,he has fallen in love with the island for some28 years. He could do many things and obtainvaluable experiences while waiting for the timeto return home. At that time, he probably didknow about the terms agrotourism. Yet, with-out being realized he has enjoyed a variety oftourism activities. He got acquainted with lo-cal tribes and did farming as the local did.

Agrotourism is similar to what mighthave been carried out by the figure RobinsonCrusoe in the novel authored by Daniel Defoe. It is the form of tourism taking advantage ofrural culture as tourist attraction. Its focus lieson cultural landscape. It’s worth noting herethat the culture does not only include the artsand tradition, but culture in the general senseas in the seven universal elements of culturethat also embrace the system of livelihood, equipment, technology, language, religion andso forth. Actually it’s a comprehensive andsustainable tourism development. By this, lo-cal people are enabled to be widely involvedin various activities, not merely as passivespectators.

On the other hand, through this activity

Getting in Touch with Local Culturevisitors have a good opportunity to get ac-quainted with many aspects of rural life, start-ing from agricultural occupation, local prod-ucts, traditional culinary, custom and tradi-tion as well as lifestyle of local people. Inagricultural field, for instance, there are ar-eas producing characteristic local variety ofrice like at Penebel; snakefruit at Pupuan andSibetan; strawberry at Bedugul; and tanger-ine at Bondalem and Tejakula to name a few. Then what is making different from that ofother regions across the archipelago? Thisdisparity concerns with the tradition andlifestyle. In Bali, visitors will be able to seethat local farmers have traditional organiza-tion managing the irrigated and non-irrigatedfarming named subak. Uniquely, they per-form ritual to express their gratitude to Godon the prosperity obtained from farming onparticular days and specifically on TumpekBubuh (the nearest one falls on 21 February).

Moreover, this kind of tourism willbring visitors closer to nature and other ruralactivities beyond farming. Even, they canparticipate in those activities. For instance, ifBali has rich traditional dances, visitors canjoin to learn some of them. As a result, visi-tors do not only visiting Bali to feel the plea-sure of touring, watching cultural perfor-mance and seeing the enchanting panoramas, but also experiencing in person the local

lifestyle. Other than agricultural-related ac-tivities, Bali retains a wide variety of uniqueones that are worth visiting. There arehandicraft making, traditional painting,(seasonal) coffee harvesting, fishing andmany more. And if possible, they can staywith the local community.

Visitors participated in agrotourismare ideally expected to be more active thanthe average tourists while on trips. In es-sence, there are some categories of activityin agrotourism namely the family-orientedactivities like sporting and cycling; partici-patory activities like learning to dance andcook traditional food; nature-oriented ac-tivities like horse riding, elephant safari, trekking; farming-related activities like sea-sonal harvesting, exploring local fruits attraditional market and so forth. These ac-tivities can complete the existing tourismproduct. In Bali, this tourism has becomean alternative to avoid the market satura-tion of those very same products.

Agrotourism does not only enrich theexisting tourism products and provide al-ternative to visitors. To local community,it poses an empowerment that enables tothem get involved in the tourist activities. In general, it will make an even distribu-tion of tourist visits to villages and work-ing opportunity. The Federal Open Market Committee(FOMC) is widely expected to keep thebase federal funds rate in the range of zeroto 0.25 percent, where it has been since lastDecember.

In a statement, expected around 1915GMT Wednesday, it is also likely to main-tain committed to a range of programs toflood the financial system with money torestore credit flows.

Among those is a pledge to pumpmore than one trillion dollars into the fi-nancial system to keep credit flowing.

Fed officials have said that they havean exit plan to move away from stimulusmeasures that will be implemented whenthe economy has recovered, but recent in-dications suggest no major policy changesare likely soon.

Fed chairman Ben Bernanke lastweek went out of his way to quash the no-tion that the Fed was closer to rate hikes inview of better economic news, especiallyin the labor market, analysts noted.

“With the sustainability of recoverystill in doubt, we do not see why the Fedwould make any changes at this point, es-pecially with year end approaching, whenfinancial markets are notoriously illiquid —perhaps significantly more so this year,” saidJoseph LaVorgna, chief US economist atDeutsche Bank.

“We expect only slight tinkering withthe statement. In fact, the only substantivechange we are looking for from the FOMCis a mild improvement in the committee’sassessment of the economic outlook.”

Markets will be watching to see if theFed keeps language indicating rates wouldbe held low for an “extended period.” Anysignificant change could signal the exit strat-egy is under way.

Donald Ratajczak, consulting econo-mist at Morgan Keegan, said that the Fedmay be shifting its criteria for when it be-gins to hike rates because much of economicactivity is still supported by stimulus efforts, even though unemployment has come off apeak of 10.2 percent to 10.0 percent.

be the trigger to changing Federal Reservepolicy, I now believe it is loan activity,”Ratajczak said.

“The Fed is concerned that a recoverycannot be sustained while commercial andindustrial loans are falling at a 14-percentrate, and I agree with that conclusion. Thatis why Bernanke reiterated an extended pe-riod for near-zero rates even after a recoverypattern of labor market conditions material-ized in November.”

Others say that as the recovery gatherssteam the Fed may be forced to act morequickly.

Kent Engelke, economic strategist atCapitol Securities Management, said theeconomy has already rebounded sharply fromearlier this year and this could mean a morerapid return to normal conditions.

“It is becoming more evident this re-covery is stronger than many were expect-ing with questions of sustainability no longerthe most written headline,” he said.

“If the economy continues to improveat this rate, a rate that I think will spur jobsgrowth, the primary headline would perhapsbe the impact of the inevitable change inmonetary policy.”

Brian Wesbury at First Trust Portfoliossaid the latest inflation figures — showing a1.8 percent leap in wholesale prices — sug-gest the Fed has failed to keep prices incheck.

“The Federal Reserve is twiddling itsthumbs waiting for consistent signs of fall-ing unemployment before it starts raisinginterest rates,” he said.

“The Fed’s theory is that inflationwon’t show up until the labor market gets alot stronger than it is today. But inflationisn’t just arriving early, it’s bashing downthe door.”

US gross domestic product rose in thethird quarter at a 2.8-percent annual pace, after four quarters of contraction in a brutalrecession. Some analysts still fear thatthe recovery will be limited by high unem-ployment, which reduces consumer incomeand spending that accounts for the lion’sshare of economic activity.

SYDNEY - Australia will relax someforeign ownership rules for national airlineQantas, the government said Wednesday, eas-ing the way for the “Flying Kangaroo” to forman alliance with an overseas carrier.

Qantas will remain majority 51 percentAustralian-owned — a condition consideredin the national interest — but rules cappingforeign individual ownership at 25 percentand overseas airline stakes at 35 percent willgo.

“This will increase Qantas’s ability tocompete for capital and to take opportuni-ties to form strategic partnerships in an in-creasingly globalised industry,” TransportMinister Anthony Albanese said.

In a paper to guide the aviation indus-try for the next two decades, the govern-ment also eased rules for hand luggage —with tweezers, knitting needles and nailfiles no longer banned on flights and metalcutlery reintroduced.

In contrast, screening of baggage andindividual passengers will be tightened.

“It is time to do more than have an adhoc approach to aviation issues as theyarise,” Albanese told reporters in Canberra.

“Australia needs a comprehensiveaviation framework that brings together allaspects of aviation policy into a single, co-herent and forward-looking statement.”

Australia easessome foreign ownership

rules for Qantas The minister said the government

would also encourage foreign airlines toincrease their services outside the major ar-teries of Sydney and Melbourne to second-ary international airports such as Cairns,Darwin and Broome.

“Australia will offer foreign airlinesunlimited access to secondary gateway mar-kets... and offer improved access to majordestinations for those international flightswhich go through tourist venues such asCairns,” he said.

Qantas welcomed the announcementwhich was previewed by Albanese in late2008 when he said the government wantedto put the carrier on a “level playing field”with rival airlines.

Chief executive Alan Joyce describedthe removal of the foreign ownership capsas a step forward.

“It gives Qantas parity with Australiancarriers governed by the Air Navigation Actwhen it comes to attracting capital.”

In December 2008, a planned 6.0 bil-lion US dollar merger between Qantas andBritish Airways came unstuck but the Aus-tralian airline has long believed that amerger with a foreign carrier would makesense.

The pair walked away from talks afterfailing to reach agreement on key terms. Com-bined, their 500-plane fleet would have con-stituted one of the world’s biggest airlines.

Such ideas may sound futuristicand excessive today. And technologi-cal predictions are notoriously off-base. Short-term forecasts tend toassume too much change and long-term forecasts underestimate thepossibility of sudden, major shifts.Even so, this vision of intercon-nected devices that produce and fil-ter massive amounts of data in the2010s is a logical progression of theWeb, computers and gadgetry thatemerged in the 2000s. Moore’s Law,the principle that computing powerdoubles every two years without in-creasing in cost, still rules.

Recall the personal computer, circa 2000. It likely had a “clockspeed” — a measure of how fast itcould do things — just one-sixth ofmany computers today. Apple’s 1999iMac came with 64 megabytes ofRAM, memory that helps comput-ers switch among programs. Today’s

GENEVA – A global “patentpool” for AIDS drugs will belaunched next year in a bid to slashbillions off the cost of producinggeneric medecines for the develop-ing world, the UNITAID drug pur-chase fund said. UNITAID headPhilippe Douste-Blazy told AFP themechanism was given the greenlight at a board meeting in GenevaMonday and aims to supply latest-generation anti-retroviral drugs toAIDS sufferers in low- and me-dium-income countries.

Douste-Blazy said the scheme, set to be up and running by mid-2010, marked “an enormous step forhumanity.” Under the new mecha-nism, pharmaceutical firms willshare drug patents on a voluntary ba-sis with the pool, which will licensethem to generic manufacturers inexchange for royalties on sales.UNITAID will provide start-upfunds of four million dollars (2.75million euros) over the coming year, and has so far held talks with USpharmaceutical firms Gilead,Johnson and Johnson, Merck andSequoia on signing up, it said.

SEATTLE – Ten years ago, we would have been blown away by a cell phone with far more computingpower and memory than the average PC had in 1999, along with a built-in camera and programs to manageevery aspect of our lives. Ten years from now, the iPhone and its ilk will be antiques. Over the next decade, the evolution of computing and the Internet will produce faster, increasingly intelligent devices. More ofour possessions will contain sensors and computers that log our activities, building digital dossiers thataugment our memories, help us make decisions and tame information overload.

iMac today has 60 times as much. The vintage iMac had a 10-gigabytehard drive for storing digital photosand other files. Now iPods havemore space than that, and iMacdrives start at 500 gigabytes.

Remember dial-up? In 2000,fewer than 10 percent of U.S. house-holds had broadband Internet, ac-cording to Forrester Research. In2008, 61 percent of homes had it.As computers and Internet connec-tions got faster, we enjoyed themmore. In October 2002, the averageAmerican spent about 52 hours amonth on a home computer, accord-ing to the Nielsen Co. This Octo-ber, the figure was nearly 68 hoursa month.

We filled ever-more-spacioushard drives with music and photo-graphs, as households with digitalcameras jumped from 10 percent in2000 to 68 percent last year, and

those with an MP3 player climbedfrom less than 2 percent in 2000 to41 percent in 2008, according toForrester. We increased the ways wecould stay connected: More of us gotcell phones, camera phones, smartphones and the iPhone. We boughtmore laptops and came to expectInternet connections almost every-where.

Personal home pages were re-placed by blogs that could be set upin seconds, which gave anyone witha computer and Web access the po-tential to reach a bigger audiencethan many newspapers. First-gen-eration social networks, little morethan online address books, gave wayto sites such as Facebook and Twit-ter, where we add our words, pho-tos, links and video posts to a col-lective stream of consciousness.Online, we also tripped over the linebetween private and public.

Activists dodge Japan whaling fleet after skirmishthem in a two-hour high-speed pur-suit. “We had our water cannons atready but we never opened up onthem,” Watson told AFP, speaking viasatellite phone from Antarctic waters.

“This is the first time that the Japa-nese have sent down security forces. As long as they’re following us theycan relay our position to the whalingfleet so they can move if we’reapporaching them.” Watson said theShonan Maru No.2 was still tailingthem Wednesday, but “we’re going totry and lose them in the ice pack downhere off the coast.”

“They said if we try to block theoperations they’ll put their ship be-tween us and the harpoon vessels, which will most likely result in colli-

sions,” Watson said. “But we’re notgoing to back down, we’re there toblock their operations and we’renot going to back down becausethey try to force us out of the way.”

Despite the beefed-up security,Watson said he was confident ofdisrupting the hunt for a sixth year, saying activists had a futuristicpowerboat which would be able tooutrun the ships and block theirharpoons. “It’ll be our interceptorvessel, I think it will make a bigdifference,” he said. Japan’s PrimeMinister Yukio Hatoyama thisweek asked visiting Australiancounterpart Kevin Rudd to rein inthe Sea Shepherd activists, describ-ing their actions as “sabotage”.

‘Patent pool’ to boostAIDS drug access

sistance to existing anti-retroviraldrugs among AIDS patients is spur-ring the need for newer, patentedmedecines. The scheme would enablegeneric manufacturers to combine“newer and more effective drugs fromdifferent companies” into so-calledfixed-dose combination drugs, some-thing until now made difficult bypatent restrictions, UNITAID said.

By spurring competition betweenpharmaceutical labs, it believes thescheme has the potential to slashmore than a billion dollars off theannual cost of treating AIDS suffer-ers in developing nations.UNITAIDhas identified 19 products from ninedrug firms for potential inclusion inthe pool. Douste-Blazy also said thepool would facilitate the productionof specially-dosed medecines forchildren, who account for 10 percentof current AIDS treatment needs.

International charity MedecinsSans Frontieres welcomed “a de-cisive step to improve access tomedicines in the developingworld,” but warned that successwould depend on solid backingfrom drug firms. Patent holdersneed to move from expressions ofgeneral support to firm and formallicense commitments,” saidMichelle Childs, MSF’s director ofpolicy and advocacy.

Although teamboss Adrian Campos had said itwould be almost impossible tobring de la Rosa because of the lackof Spanish backers, Carabante in-sisted the Spanish driver is still onits list.

He admitted, however, thatsigning de la Rosa would dependon finding the money to cover thebudget without having to ask theveteran driver to bring sponsorswith him. “Talks with Pedro de laRosa are not broken,” Carabantetold Onda Cero radio. “It would bea dream if he was our driver nextseason. As of today there’s achance that the seat left could goto a Spanish driver and, of course, for us the dream would be if it wasPedro de la Rosa. Talks with himhave never been broken.”

“There is some other option, butour target is to sign the second driverbefore the end of the year and wehope to achieve that.” Carabante,
