The Dean of Faculty of Econom-ics, Warmadewa University (Unwar),I Wayan Arjana, said if inequality wasnot addressed, the economic gapwould lead to social inequality. “I amafraid if Bali will be like Jakarta be-cause more growths are only enjoyedby the entrepreneurs and business elitewhose income progressively in-creases, rather than enjoyed by themajority of people,” said Arjana inDenpasar, Monday (Mar 28).

Income inequality, poverty andunemployment remain to become aserious problem. They were really bigproblems and challenges of govern-ment until next few years to come.Nevertheless, this condition could beresolved if government, employersand communities could work togetherto build Bali by relying on domesticeconomic resources. “To overcomethe problems, Bali should encouragelabor-intensive sectors, such as SMEsand agriculture. I think it is the mostimportant for government to be pur-sued at this time,” he said.

Meanwhile, the Chairman of theIndonesian Farmers Association(HKTI) of Bali Chapter, Prof.Nyoman Suparta, also considered that

DENPASAR - Economic growth of Bali targeted to reach 6.3 percent in 2011 remains to bedominantly enjoyed by the upper and middle class. The distribution gap of development out-comes is caused by some reasons. Among others, government is considered less serious in im-proving the domestic resources, such as the agricultural sector in the broad sense and smallindustries to close the existing gap.

government indeed had made variousefforts to boost this sector, but it re-mained far from the expectation offarmers. Subsidies programed by gov-ernment remained unable to overcomevarious problems, moreover if anyproducts subsidized were tricked by en-trepreneurs. Fertilizer subsidies, for in-stance, pursuant to calculation of gov-ernment, had been sufficient, but in re-ality, it was different. There were specu-lators doubling as entrepreneurs run-ning monkey business behind it.

“Ideally, the agricultural sectorshould serve as the base and backboneof the economic development in Indo-nesia, especially in Bali. Consideringthat more than 60 percent of the peoplegetting involved in this sector, govern-ment must strengthen it continuously,”he asserted. Though Bali’s economyrelied on the tourism sector, the agri-cultural sector, said Suparta, should alsoget more attention because the sectorstayed to be cultivated by Balinesepeople.

In the meantime, Prof. Dr.Ramantha, the Dean of Faculty of Eco-nomics of Udayana University, previ-ously stated that growth failure of theagricultural sector in Bali so far indi-

cated the economic imbalance of theregion. Therefore, to promote the agri-cultural sector was needed a compre-hensive policy including incentives toinvestors who were interested to investtheir capital in the sector. “Such an in-centive can be in the form of easinessin licensing, tax incentives and other in-centives. In addition, this investmentsector must be more driven by design-ing the pro-investment policies,” heexplained.

Central Statistics Agency (BPS) ofBali Province recorded the inflationrate from January to February 2011was 1.02 percent and the rate of year-on-year inflation from February 2011to February 2010 amounted to 7.58percent. Inflation occurred because offalling prices indicated by decline inthe index of goods and services groupsuch as foodstuff at 0.91 percent, clothing and education at 0.26 per-cent, as well as recreation and sportat 0.09 percent. Meanwhile, the groupliving through an increase of indexconsisted of food, cigarettes and to-bacco at 0.47 percent, housing, wa-ter, electricity, gas and fuel at 0.43percent, health group at 0.69 percentand others at 0.03 percent. Onuorah and Austine BosahUchena alias Lala were respec-tively sentenced to 18 years inprison on the trial in DenpasarDistrict Court, Monday (Mar 28).The panel of judges chaired byIstiningsih Rahayu declared thedark-skinned men were guilty ofviolating article 112 paragraph (2)in conjunction with article 113paragraph (1) of the Act No. 35/2009 concerning with narcotics.

Decision of the judges sur-prised the defendant MichaelOnyedika who was previouslyprosecuted eight years in prisonby the prosecutor Ketut Sujaya.Meanwhile, decision for Lala wasthe same as the previous prosecu-tion. Based on the results of ex-amination at trial, the judges con-cluded the two defendants wereworth sentencing to 18 years.

Aside from the same prisonsentence, the judges also imposedan equal penalty amounting toIDR 2 billion and subsidiary twoyears in prison. Such fines wereexactly the same as that filed byprosecutor in the previous trial. Inresponse to judge’s decision, thedefendant Michael looked veryshocked. The judges then gaveopportunity to the defendant orthe prosecutor to think about it.“If he is not satisfied with thedecision, please submit an ap-peal,” suggested Istiningsih.

among the “missing” vehicles thoseoperated by people who are notpaying their road taxes, missing ve-hicles, old vehicles no longer in use, vehicles destroyed by fire or acci-dents, and those under criminalconcealment of cars and motor-cycles.

Provincial revenue officials andpolice from the motor registry de-partment are examining ways tobring errant motorists and their ve-hicles into line. In this regard, jointstreet side inspections by tax offi-cials and the police are planned asone of several remedial steps.

Many observers, however, ques-tion the resolve of the police to ad-dress the problem of unregisteredvehicles operating in Bali. If thecurrent figures suggesting that 26%of all the vehicles on the road areillegal is correct, this revelation au-tomatically begs the question as towhy the frequent road side inspec-tion of passing vehicles seldom re-sults in the confiscation of unreg-istered vehicles and the apprehen-sion of their operators.

To prevent the transmission of rabies in the region, the Denpasar Animal Husbandry, Fisheries andMaritime Affairs in collaboration with BAWA Foundation and Yudhistira Foundation conducted amass vaccination to dogs belonging to residents. Unlike in previous years where vaccination centeredin hamlet hall, this year’s vaccination activities will be carried out proactively. In other words, vacci-nators will come directly to the house of people keeping dogs to provide vaccination services.

tra to make Denpasar free from ra-bies cases. “This proactive systemapplied for rabies vaccination activi-ties this year is really effective. Thelast year’s is considered less opti-mal because only some few citizenswho were willing to come to ham-let hall for vaccinating their dog. Bydirect services to their homes, wehope no more dogs are left unvacci-nated,” he said.

Apart from providing rabies vac-cination services, the vaccinatorsalso made socialization to dog own-

Said Puspa Negara: “Thebusinesses are buying alcoholic prod-ucts from formal distributors. Howdo they know if the products are le-gal or not? whether they are bearingthe proper customs stamp or not?”

He also criticized the failure ofCustoms and Excise officers to co-ordinate their sweeps and raids withregional officials, choosing instead

to conduct unilateral enforcementoperations. The Legian lawmakersaid the authority of Customs andExcise officers extended to entryports and not to points of sales in thecommunity.

He was also angered by the Rp.20 million fines being levied againstretail outlets. “These people are smalltraders, they have already sufferedfrom the confiscation of their inven-tories. Now they must also pay a fine!In he past the merchandise was onlyconfiscated. Now there are fines.Where are these fines being depos-ited?” protested Puspa Negara. OSHIMA, Japan – After morethan two weeks without a properbath, some residents on this tsu-nami-hit island decided to takematters into their own hands.

“My skin is starting to itch,” 75-year-old Kumao Nakano said, ashis neighbors assembled a make-shift bathhouse. “We’re going touse this bathroom, which some-how was left standing. We foundthis old boiler, so we can heatwater and pour it into the bathtubfor everyone to use.”

LONDON – International powers meet in London on Tuesday tomap out a post-Kadhafi future for Libya with France and Britain urg-ing the rebels to lead a push for democracy. More than 35 countries, including seven Arab states, gather as rebel gains made in part thanksto Western air strikes have been halted by government forces on theoutskirts of Moamer Kadhafi’s birthplace, Sirte.

Cameron and French PresidentNicolas Sarkozy had earlier issued ajoint call for Kadhafi to go becausehis regime “has completely lost itslegitimacy” and his followers shoulddesert Kadhafi “before it is too late”.They urged Libya’s rebel nationalcouncil and civil society leaders tosteer the country towards democracy.

“We call on all Libyans who be-lieve that Kadhafi is leading Libyainto a disaster to take the initiativenow to organise a transition process,”the British and French leaders said.

The path to transition “could in-clude the Interim National Transi-tional Council”, the main rebel rep-resentatives, who should “begin anational political dialogue, leading toa representative process of transition, constitutional reform and preparationfor free and fair elections.” France is

the only Western country to have of-ficially recognised the rebels. Qatarfollowed suit on Monday.

On the sidelines of the meeting,US Secretary of State HillaryClinton, who flew into London lateMonday, may hold talks withMahmoud Jibril, the Libyan oppo-sition leader whom she met in Paristwo weeks ago. However, the Brit-ish government could not confirm ifany opposition representativeswould be present in London.

The West decided at a meeting inthe French capital on March 19 toauthorise military action in support ofUN Security Council Resolution1973, which called for citizens to beprotected from pro-regime forces anda no-fly zone to be implemented. Tendays later, hundreds of strikes onKadhafi’s tanks and armoured carshave transformed the opposition cam-paign, allowing rebels to push west-wards from their stronghold ofBenghazi and gain control of a stringof towns. NATO finally agreed Sun-day to take over full command of mili-tary operations in Libya from a US-led coalition, resolving an issue whichhas dogged international thinking.

Temple CeremonyCalendar Event for March 21 through April 23, 2011

EVERY Temple and Shrine has a special date for itannual Ceremony, or “ Odalan “, every 210 days accord-ing to Balinese calendar, including the smaller ancestralshrine which each family possesses. Because of this prac-tically every few days a ceremony of festival of somekind takes place in some Village in Bali. There are alsotimes when the entire island celebrated the same Holi-day, such as at Galungan, Kuningan, Nyepi day, Saraswatiday, Tumpek Landep day, Pagerwesi day, TumpekWayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place onthe same day if the wuku or 210 day calendar is used. Whennew moon is used then the celebration always happens onnew moon or full moon. The day of course can differ thereligious celebration of a temple lasts at least one full daywith some temple celebrating for three days while the cel-ebration of Besakih temple, the Mother Temple, is neverless than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressedwith pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted withgold and Chinese coins, very beautifully arranged, are hungin the four corners of the shrine. The North’s chief delegate YunYong-Gun expressed concern atradioactive leakage from the Japa-nese plant after his 13-memberteam including three expertscrossed the border early Tuesday.“We are actively watching for fearthat radioactive contaminationmay reach us,” he said at the be-ginning of the talks with fourSouth Korean delegates, accordingto Yonhap news agency.

SEOUL – North and South Korea began talks Tuesday about a potential volcanic threat fromthe peninsula’s highest mountain, in a rare moment of cooperation after months of confrontation. The meeting at the South Korean border town of Munsan follows heightened concern about natu-ral disasters, after an earthquake and tsunami devastated northeastern Japan and crippled anatomic power plant there.

experts say it may have an activecore, citing topographical signs andsatellite images.

The South’s National Institute ofEnvironmental Research said in arecent report that an eruption couldlower temperatures by two degreesCelsius for two months in North-east Asia, devastating agriculture.Geologist Yoon Sung-Hyo of PusanNational University told Yonhaplast week that a massive release ofsulphuric gas was detected from themountain last November.

Yoon said it was almost impos-sible to predict when the volcanomight erupt, but the South couldprovide monitoring equipment ifthe North allowed access. Thetalks could also have a politicalimpact, according to professorKim Yong-Hyun of Seoul’sDongguk University.

Relations have been icy since theSouth accused the North of torpe-doing a warship in March 2010with the loss of 46 lives.Pyongyang denies the charge, butwent on to shell a South Korean

island last November, killing fourpeople. Military talks broke downin February when the North con-tinued to refuse to accept blame forthe incidents.

Kim said the North was puttingout feelers for possible dialoguewith Seoul. “The meeting is be-tween experts but it could serve asa breakthrough in the frozen tiesbetween the two Koreas,” he toldAFP. Unification Minister HyunIn-Taek said last week that the jointresearch, if well coordinated byboth sides, could develop into “awhole new level” of cross-borderprojects.

Concerns about the stability ofMount Paekdu increased after amagnitude-7.3 earthquake hitnortheastern China in 2002. Someexperts say the North’s under-ground nuclear tests in 2006 and2009 may also have destabilisedits core. In the event of an erup-tion, a huge lake could overflowand deluge surrounding areas, inaddition to other potentially mas-sive damage.

Those still in Britain on April 29will find central London be bedeckedwith Union Jacks, tens of thousandsgathering along the wedding proces-sion route, millions watching on TV— and millions more trying to ig-nore it. “It tends to be kind of anolder-generation event,” said Londonstudent William Dobson, 19. “Youngpeople are much more interested inhaving a good weekend rather thanseeing the wedding.”

Almost all regencies in Balilive through the shrinkage of ag-ricultural land area in harmonywith the rapid population growthand development progress. Theformerly productive land used toplant rice and various kinds ofother commodities has now been‘overgrown’ by concrete. So far,the unproductive land and hightax to be paid are always used asan excuse to ‘stand up for’ theaction of land conversion. Is ittruly so?

Land conversion also occurs inKlungkung Regency. Conspicu-ous development undergone bythe region is indicated by activi-ties such as the opening of newroads and land consolidation (LC)program. Paddy field in the Re-gency of Klungkung amounts to4,013 hectares, dry land (9,631ha), state forest (202 ha), planta-tion (10,060 ha) and others (7,594ha). The opening of new roadsoccurs along the area ofTegalbesar, Sidayu, Watu Klotokuntil Tihingadi, Kusamba. Mean-while, the LC program is under-taken at the area of Uma Lemakand Kacang Dawa. If noted, theaverage of land conversion rate is9 hectares every year.

Land conversion is not kindled by high tax, but economic valueand Banjarangkan eastward untilTihingadi, Kusamba were formerlythe leading rice producers inKlungkung Regency. However, theconstruction of IB Mantra BypassRoad had automatically convertedtens of hectares of the land sinceseveral years ago. It does not stopright there, construction of the roadsection (currently still under pro-cess of completion—Ed) also hasa side impact exacerbating the landconversion. “Yes, some of mylands were affected by the land re-lease for the construction of bypassroad,” said one of the Sidayu citi-zens, Wayan Parna.

Opening of the new roads wasrecognized to have positive impactfor residents of Sidayu. Aside frommaking the access closer, unlikebefore the existence of bypass roadwhere Sidayu was an isolated areafrom the capital of Klungkung(Semarapura—Ed), the land pricesalso increased dramatically. “In thepast, the land price was IDR500,000/are at best. Now, the pricehas reached IDR 100 million/are.Even, the landowner is not willingto release it at this price,” he added.

Does the drastic hike in the sell-ing price have an impact on the taxobligation to be paid? When askedso, Parna said that taxation he paid

did not much change. From yearto year, he only paid IDR 100,000per year for his lands located infive different locations. The extentof land varied from 15 are to 25are per location. Similar conditionwas undergone by the other land-owners around the bypass road sec-tion. “Indeed, I so far also heardthat high tax value and unproduc-tive land were the reason of landconversion,” said Parna.

He estimated the land conver-sion was predominantly caused byeconomic value. He exemplifiedthe land area of 25 are. If plantedwith rice, the maximal yield ob-tained was IDR 3 million per threemonths. If the land was used forbusiness or contracted, it couldgenerate IDR 3 million or more permonth. “Just have a look at now, along the bypass road side manylots of land are leased for sand salebusinesses, namely the businessesin high demand today. Landown-ers can make much money with-out having to work. Moreover, theyshould not necessary lease the en-tire land of the 15 are to 25 are.The remaining land can still beplanted with rice or other foodcrops,” he said while mentioningthe price of land lease around thebypass road was between IDR

50,000 and IDR 150,000 /are/month.

Such condition was justified bya subdivision head in the RegionalRevenue Services, in charge of Fi-nancial and Asset Management ofKlungkung Regency, Made Andi.He said the value of taxes paid bylandowners should be adjusted tothe selling price of the tax object. But, so far the tax paid by commu-nity did not change from the pre-vious land and property tax (PBB)after the hike of selling price. “In-deed, there should be data collec-tion on the tax object every year.It is undertaken by tax officers. We(Regional Revenue Services, Fi-nance and Asset Management—Ed) only handle the tax collection,”he said while adding that tax pay-ment was in accordance with therules issued by the central govern-ment and referred to the sellingprice of the tax object.

Previously, the Head ofKlungkung Agricultural, Planta-tion and Forestry Services, WayanMuliartha, said the largest landconversion occurred on the open-ing of IB Mantra Bypass road ac-cess. After the opening of newroads, buildings appeared in num-bers, both buildings for business, handicrafts, trading and other ac-

tivities. Undeniably, he added thatevery opening of new roads wassurely followed by development inthe surrounding areas. “As a result, the land that was formerly produc-tive for agricultural land shifted tonon-agricultural function,” he said. The land conversion definitely hadan impact on the decline in agri-cultural production in Klungkung.

Meanwhile, a legislator of theKlungkung House, A.A. AgungGde Bagus, estimated the rampantland conversion was specificallycaused by irresolute action of lo-cal government to map the area. Itwas irresolute and too slow. It wasindicated by the fact thatKlungkung Regency was unable toaccomplish the Regional Regula-tion on Spatial Layout Master Plan(RTRW). Moreover, according tohim, land conversion could have abad impact on the programlaunched by Bali Provincial Gov-ernment to make Bali Clean andGreen. “How can it be green, ifproductive land for agriculture hasbeen overgrown by concrete?”questioned Agung Bagus whilehoping the assertiveness of the jus-ticiary team through the public or-der officers (Satpol PP) to conductsupervision against illegal devel-opment. Mayungan Anyar Hamlet RetainsAgrotourism Potential

Historically, continued Eka, thevillage was capable of producingvegetables that provided supplies forBaturiti subdistrict as well as otherareas from the past times. Mean-while, in the field of technology, lo-cal villagers remaining to use tradi-tional manners along with its subakirrigation system could become themain attraction.

Its products comprised the com-bination of activity to enjoy the natu-ral scenery of plantation and agri-culture with other activities, such asenjoying the scenery around thetourist object while picking pine-apples, tomatoes, oranges and otherfruits. “And the current trend at thevillage is that visitors can do addi-tional activities such as hiking andcycling around the location ofagrotourism,” said the administratorof the Indonesia Hotel and Restau-rant Association (PHRI) of BadungChapter calmly.

Mayungan Hamlet also had an-

cestral cultural heritages such as Chi-nese ceramics originated in the MingDynasty times (thirteenth to four-teenth century), pieces of slondinggamelan blades, buffer of slondingblades, and the Okokan arts. Thepanoramic view of terraced rice fieldcombined with sunset generated aninteresting scene. Likewise, therewere also tourist attractions ofNgingil and Cepung Waterfall thatwere no less interesting.

NEW YORK – Online auctionsite eBay Inc moved to bolster itsability to take on No. 1 Web retailerAmazon.com Inc with a $1.96 bil-lion takeover bid for e-commerceservice provider GSI Commerce.

EBay would gain expertise inhelping major retailers fill onlineorders and build relationships withbig toy, electronics and book sellerswhich have helped Amazon grow.

EBay said on Monday it had of-fered GSI shareholders $29.25 pershare in cash, a premium of 50.9percent from the stock’s closingprice on Friday.

The deal would be eBay’s larg-est acquisition since it boughtInternet phone company Skype for$2.6 billion in 2005, and comes asgrowth in its main auctions busi-ness is slowing.

GSI, which owns Web businessessuch as Rue La La and ShopRunner, also provides retailers with technol-ogy, payment processing and cus-tomer care services for their e-com-merce operations.

Online shopping accounts forabout 8 percent of total U.S. retailspending, rising 11 percent duringthe most recent holiday season, ac-cording to data firm comScore, al-most twice the pace of bricks-and-mortar sales.

EBay estimated in February thatits online marketplaces unit is set togrow into a $7-8 billion business by2013, from $5.7 billion in 2010. Incontrast, Amazon pulls in annualsales of more than $30 billion.

While PayPal has been a growthdriver for eBay, the company hasstruggled with other deals, such asits purchase of 28.4 percent ofclassifieds site Craigslist, which ledto a court fight after eBay launchedits own classifieds business.

Still, Fred Moran, an analyst withBenchmark Capital, called the price“reasonable,” saying it comes out to13 times this year’s expected earn-ings before certain expenses, whichhe said “is right in line with the e-commerce peer group.”

As part of the deal, eBay wouldsell off GSI’s licensed sports mer-chandise business, as well as 70 per-cent of Rue La La, which offers one-day-only Web deals to its members,

and ShopRunner, a members-onlyonline shopping service that offersfree shipping.

EBay said those business were notimportant to its long-term growthstrategy.

Those holdings would become partof a new company run by GSI founderand Chief Executive Michael Rubin.EBay said it would lend Rubin’s newcompany $467 million, bringing thedeal’s value to $2.4 billion.

GSI has until May 6 to solicit bidsfrom other parties during the so-called“go shop” period.

While PayPal has been drivingeBay’s growth for years, the companyis also trying to lift its more familiarmarketplaces unit — a high-marginbut mature business that connectsonline buyers and sellers — especiallyas Amazon has enjoyed double-digitrevenue growth.

As perhaps the Western World’sbiggest boss, the new Pope AlexanderVI denies himself nothing, includingfamily, whose support he drafted inhis rise to the top, and an additionalmistress supplementing the mother ofhis children. Thus begins the ungodlypower trip that is “The Borgias,” anew Showtime drama series.

Created, written and produced byNeil Jordan (“The Crying Game,”“Michael Collins”), “The Borgias”has a two-hour premiere on Sundayat 9 p.m. EDT, with seven subsequentepisodes airing Sundays at 10 p.m.EDT.

“The list of adjectives that wereused to describe him by his contem-poraries are all the colors of the rain-bow,” Irons says with wonder. “Fromcharming, thoughtful, a man of God,to licentious, carnal, a murderer! And I thought, `Well, this is fasci-nating.’”

NEW YORK – Jeremy Irons couldn’t resist. The role he was invited to play — Rodrigo Borgia — is atowering historical figure who, five centuries ago, becomes pope through whatever-it-takes scheming, then ruthlessly defends his claim to the papacy against mounting efforts to unseat him.

behold as the series begins in 1492and Borgia plots his game plan as along-shot candidate to succeed thedying Pope Innocent VIII.

But perhaps the most impressivesequence in the first installment isthe papal coronation. During the lav-ish procession, then the crowning,Alexander registers a mix of fiercetriumph and all-consuming awe.“You go for this job, and when youget there — wooooooo — you’re onthe top of the mountain with no onearound you. There’s no one to call, except, you know, Him.” Irons pointsheavenward. “I think that’s bothhumbling and frightening.”

During that scene, a range of col-ors of the character play across hisface as gathering evidence of his hu-man complexity. That complexity issomething Irons will get to exploreat length.

“That’s the great thing about do-ing a series as opposed to a film,” saysIrons. “You’ve got time for a charac-ter to behave in what appears to be

inconsistent ways. You’re able tosay, ̀ This scene is about that strandin the man, and THIS scene is aboutanother strand,’ and you play eachscene for all it’s worth. Then, gradu-ally, you draw those strands to-gether and you say, ̀ Wow, THAT’Sthe guy — an extraordinary guy!’”

The five-month “Borgias” shoottook Irons to Budapest, Hungary, where he joined his series co-stars,who include Joanne Whalley asRodrigo’s longtime mistress andmatriarch of his family household;Francois Arnaud as the son Rodrigoforces into the priesthood and isgrooming to be a future pope, evenas he uses him, a Cardinal, as hisdirty-dealing consigliere; and DavidOakes as his other son, a bully wholeads the Papal armies to further thepope’s interests.

Even Rodrigo’s sweet 12-year-old daughter, Lucrezia (HollidayGrainger), must serve her father’sends. He will soon marry her off toseal favor with a political rival.

The study involved 40 volunteerswho went through an unwanted ro-mantic break-up in the previous sixmonths and who said thinking aboutthe break-up caused them to feel in-tensely rejected.

Functional MRI’s were used tostudy their brains in four situations:When viewing a photo of the ex-partner and thinking about thebreak-up; when viewing a photo ofa friend and thinking of a positiveexperience with that person; whena device placed on their arm pro-duced a gentle, comforting warmth, and when that device became hot

enough to cause pain, though notphysical damage.

The two negative situations —thinking about the loss of a partnerand the burn — caused response inthe overlapping parts of the brain, thestudy found.

Previous studies had not shown arelationship between physical and emo-tional pain, but those had used a lessdramatic event, such as simply beingtold someone doesn’t like you, Smithsaid. In this case, the volunteers werepeople who had actually been rejectedand were still feeling it, he said.

There is evidence that emotionalstress, such as the loss of a loved one,can affect people physically, andSmith said studies like this may helpresearchers devise ways to aid peoplewho are sensitive to loss or rejection.

JOHANNESBURG – The global fight over fossil fuels has hit homein South Africa as the coal-dependent country debates its energy fu-ture before hosting UN climate talks later this year. Africa’s largesteconomy is overhauling its energy policy, looking to more than doubleits power supply by adding more than 50,000 megawatts of electricityto the grid at a cost of 860 billion rand ($125 billion, 90 billion euros).

see global leaders try to makemeaningful progress toward a bind-ing international agreement to curbclimate change. The meetings willbe key in deciding the future of theKyoto emissions targets, which ex-pire next year.

Environmentalists say South Af-rican President Jacob Zuma faces em-barrassment at the talks if his gov-ernment doesn’t move to massivelyslash the country’s dependence oncoal. “What is the president going todo?” asked Richard Worthington, head of the climate programme at

World Wildlife Fund South Africa.“Say, ‘Oh, welcome to South Af-

rica, we want to play a leadership roleon climate change. But excuse us,we’re not going to do what we saidwe’d do in Copenhagen and Cancun.’I don’t think the president wants tobe in that position.” South Africa hadpledged at the 2009 talks inCopenhagen to cut emissions 42 per-cent by 2025. But the country’s draftenergy plan proposed cutting carbonemissions just 30 percent by 2030.

Zuma’s cabinet last week ap-proved a new version of the plan thatofficials said would scale up renew-able and nuclear energy, with newpower generation coming 42 percentfrom renewable sources, 23 percentfrom nuclear and just 15 percent fromcoal. But the full plan will not be re-leased until late March, and it is stillunclear what emissions levels or thefinal electricity mix will be.

Tottenham’s head of medical ser-vices, Wayne Diesel, echoedRedknapp’s claims on Monday:“Gareth did not report any hamstringissues when we assessed our playersafter our fixture with West Ham Unitedwhich means he was free to report forinternational duty, nor did the FootballAssociation of Wales raise any prob-lems with us prior to his first trainingsession with the national team on Tues-day following two days of rest.

“He was passed fit to train by theFAW medical team and it was only af-ter 40 minutes of his first training ses-sion on Tuesday, which included somehigh intensity runs, Gareth complainedof tightness in his right hamstring andwas pulled out of the remainder of thesession as a precaution.

“We requested the player be sentimmediately for a scan which subse-quently revealed the hamstring strainthat forced his withdrawal from thesquad.” Bale has missed a large part ofthe last three months with a back injurythat he sustained against Newcastle inJanuary.

The problem kept him out of the firstleg of the club’s last-16 win over ACMilan and restricted him to a substituteappearance in the return leg. Thegoalless draw with the Hammers washis first start for the club in two months.

GENEVA – FIFA president SeppBlatter on Monday urged Brazil to speedup its 2014 World Cup preparations, warning that Rio and Sao Paulo mightnot be ready to host Confederations Cupmatches a year beforehand. “If you makea comparison between the state of playin South Africa and Brazil three yearsbefore the World Cup, Brazil is behindAfrica. It shouldn’t be said but it’s a fact,”the head of world football’s governingbody told journalists.

“If they carry on working like thatwhen we have the Confederations Cup...a year before the World Cup as a rehearsal, there won’t be matches in Rio and nomatches in Sao Paulo,” he added. “The World Cup stadiums are still not ready.”

Blatter said he was waiting for “a bit of effect” from the five-time World Cupwinners “because it’s not moving forward, it’s not moving forward very fast”.“What they should do in Brazil is put a little bit more speed in the organisation,”he added.

But Brazilian Sports Minister Orlando Silva responded to Blatter’s criticismby saying work in 10 of the 12 cities was progressing “at full speed”. “We havesome problems with the Natal and Sao Paulo stadiums but in the other cities thework is going ahead at full speed,” Silva said.

“I understand FIFA’s worry and concern, but we don’t want to talk with them.We only want to work so the calendar is maintained.”

Silva, however, added that he too was concerned with the state of progress inworks in the transport sector, notably airports. Work on almost all of the 12 WorldCup venues in the country is behind schedule, while airports in Brazil are alsosaturated, with flight delays and cancellations a common daily occurrence.

Retired Brazilian soccer legend Pele claimed last month that Brazil was “run-ning the risk of being red-faced in the way it is managing the World Cup”.

Alonso finished in a distant fourthposition, and he admitted it had notbeen the start of the season hewanted. But the two-time championmade it clear there was nothing toworry about, and is sure he wouldhave been closer to the podium if notfor a poor start.

“It wasn’t the start that we allwanted but nor is it anything to getworried about,” said Alonso. “I al-ready said it at the track: 12 points isnot far below the world champion’saverage last year and two title con-tenders finished behind me.

“So overall the Australian GrandPrix can’t be defined as disastrous.Certainly, in qualifying we werevery far from Vettel’s Red Bull andfar from Hamilton’s McLaren but inthe race the situation improved -perhaps not compared to Sebastianbut certainly against the others.

the beginning of the first lap I’d havebeen able to fight to the finish forthe two lower steps of the podium.”The Spaniard insisted Ferrari’s per-formance in Australian did not comeas a big shock to him, as no oneknew what the real pecking orderwas after testing.

“For me there weren’t any bigsurprises, particularly because Ididn’t arrive in Melbourne with aclear idea of how the grid would lineup,” he said. “From the tests, espe-cially this year, it was difficult tohave a realistic picture of the situa-tion.

“The only positive surprise wasthe behaviour of the Pirelli tyreswhich, at least at Albert Park, showed less degradation than whatwe saw at the test.

“We will see how things go inMalaysia at Sepang, on a track thatis very different to the semi-streetcircuit of Albert Park.”

Hopkins prepared for tough comebackJOHN Hopkins says he knows he faces a very tough

task at Jerez this weekend as he returns to MotoGP tosubstitute for Alvaro Bautista at Suzuki.

After Bautista broke his leg in a practice crash in Qatarlast weekend, Suzuki called up its former rider Hopkins todeputise for the Spanish Grand Prix at least. It had alreadylined up the American, who is now a Suzuki racer in Brit-ish Superbikes, as a potential stand-in following the deci-sion to scale back to a single MotoGP bike for Bautista.

Hopkins had a brief run on the 2011 Suzuki during afilming ride at Losail in the test prior to the grand prix week-end, but having last raced in MotoGP with Kawasaki in2008, he admitted there was a lot of readjustment to do.

“I’m under no illusions that this will be tough weekendfor me, as I’ve not been on a GP machine for a couple ofyears or ridden the new control tyres - except for the filmingI did in Qatar a couple of weeks ago – so I realise this will bea step up from what I have been riding recently,” he said.

“The bikes have moved on in the last three years, butwhen I rode the GSV-R at Losail it seemed so familiarand I immediately had a good feeling, but that was atfilming pace, so it’s going to be a lot different at racepace! “I know the Jerez track well, so it’s not like I needto learn a new circuit and I also know the team well sothat that will help a lot.

“I will certainly be trying as hard as I can to get agood result and make sure that I don’t disappoint any-body – myself included. I want to say a big thank-you toSuzuki and [sponsor] Rizla for giving me this opportu-nity and I intend to pay back their faith with a goodperformance on my return to MotoGP.”

Hopkins also sent his best wishes to Bautista, who isexpected to attend the Jerez race with the team as herecovers from the surgery on his leg.

“I was shocked by what happened to Alvaro, espe-cially after such good winter testing, and I really wishhim a speedy and full recovery,” said Hopkins. “I wantedthe opportunity to get back on a MotoGP bike, but notunder these circumstances.”
