Just imagine, from the datacollected in the Bangli HealthServices and AIDS PreventionCommission of Bangli Regencyon Wednesday (Mar 23), thenumber of people living withHIV/AIDS was only 4 people. But, at the end of 2010 the num-ber of positive cases to HIV/AIDS has increased signifi-cantly reaching 48 positivecases (data of Health Services).

However, when having a look at some cornersaround 11:00 a.m. Local Time, shewas not aware if her red wallet hadvanished. She rushed to do a searcharound the location. Unfortunately, she failed. coastal territory of Klungkung startingfrom Tegalbesar, Banjarangkan (west)to Goa Lawah, Dawan (east) increases.Even, the high tides reached five metersto the beach. The condition caused morethan one hundred people looking forpebble mesh to lose their job. Likewise, fishermen turned anxious because thehigh tides had reached the parking lotof traditional boats. Even, some fishingboats were virtually crashed due to hightides.

One of the high tides was seen onthe Segara Beach, Kusamba, Wednes-day (Mar 23). The area habitually over-whelmed by seekers of pebble mesh wasdeserted then. Such conditions, added Kasih, made fishermen carry out extra tightsupervision against their boats to pre-vent them from being crashed ordrifted due to high tides. “Last year, many traditional boats were damagedas they were clashing each other dueto the high tides. We do not want if ithappens again,” he said.

So far, they recognized the tidesdid not inhibit their activity to go downto sea. High tides did not have an im-pact on the waves. “The waves staystable or normal. However, the resultof our catch is only some few becausetoday is not the fishing season,” hesaid.

Typically, the Segara Beach wasoverwhelmed by more than onehundred seekers of pebble meshconsisting of women, men, chil-dren and adults. On average, byamassing pebble mesh they couldearn IDR 10,000 to IDR 20,000every day. (kmb20)

DENPASAR - Indonesia’sMinistry of Culture and Tourismwill not be revising its ambitious7.7 million target for foreignvisitors in 2011 despite predic-tions from many quarters thatJapanese arrivals to Indonesiawill be negatively impacted forat least six months following thecataclysmic earthquake and tsu-nami that devastated northernJapan.

Indonesia’s Minister of Cul-ture and Tourism, Jero Wacik, told the press just five days af-ter the Japanese natural disasterthat he remains optimistic for-eign tourist arrivals will remainstrong, increasing 10% to 7.7million in 2011. Said Wacik,“there is no revision because thetourists will come from otherplaces and will continue togrow.” The Minister also reaf-firmed his belief that Japanesearrivals will rebound after apause of 6 months.

“Actually we have had manytourism villages, but they are stilllacking in the provision of accom-modation and other supporting fa-cilities,” said Ardika in Denpasar,Wednesday (Mar 23).

“This type of tourism is con-ducted at villages, not in town, asa territory controlled, managedand used by a group of people withclear rules,” he said. Ardika alsoexplained that tourism village bycommunity-based tourism (PIR)scheme was defined as a rural areaoffering the unique and interest-ing ambience that reflected the au-thenticity of countryside, socialand economic life, social culture, customs, daily life, architecture,

Bali has tremendous rural potentials to be developed. However, the development of currenttourism village is not supported by the provision of adequate accommodation. Trustee Chairmanof the Association of Bali Ecological Tourism Village (DWE), I Gede Ardika, said the develop-ment of tourism village should be increased especially in the provision of accommodation, so thattourists spending holiday in Bali got interested to stay in the village.

spatial structure of a typical villageand economic activities. Addition-ally, village tourism also had po-tential for the development of vari-ous tourism components such asattractions, accommodation, food, beverages and other travel needs.

“Ecological tourism village putsmore emphases on the unity of vil-lage territory owned by the com-munity and had particular rules inthe management and spatial utili-zation in it. It is inseparable fromthe elements specified in tourismvillage,” he said.

Nevertheless, the ecologicaltourism village and community-based tourism had the same goalnamely to achieve sustainable tour-ism. Embodiment of this schemewas pursued in three ways such asby proposing a discourse and strat-egy towards social movements;strengthening civil society organi-zations and societal movementsoriented to reinforcement of basecommunity capacity and strategyof resources decentralization; andby bringing a gender perspectiveflows from the periphery to main-stream.

“Internationally, the world tour-ism code of conduct has been de-

cided in the thirteenth general as-sembly of the World Tourism Or-ganization setting forth the prin-ciples in the development of tour-ism. The ethical code is a referencefor tourism stakeholders,” he said.

The codes of ethic, as recog-nized by Ardika, aimed to mini-mize the negative impact of tour-ism on the environment and cul-tural heritage, to maximize the im-provement in sustainable develop-ment with poverty eradication andto create harmony among people.

Meanwhile, the Head of BaliGovernment Tourism Office, IBKade Subhiksu, said that Bali haddozens of tourism village that wereready to receive tourists. However,he did not deny if there was also ameans of tourism village that hadnot yet fulfilled all requirementsspecified.

Pengelipuran Village in BangliRegency, said Subhiksu, was oneof the existing tourism villagesthat had been long enough to re-ceive the visit of domestic and for-eign tourists. “We will continueworking to improve the infrastruc-ture and other supporting facili-ties, so the visit to tourism villagewill increase,” he said. LONDON – More Britons want Prince Charles to become Britain’s next monarch than his son Williamdespite the huge interest in his upcoming wedding and previous suggestions he was the popular choice, apoll on Thursday said. Shortly after William’s engagement to girlfriend Kate Middleton was announcedlast November, two polls showed a majority of Britons thought he should succeed Queen Elizabeth and notheir-to-the-throne Charles.

April 29 wedding.British constitutional expert

Norman St John-Stevas said therewas no possibility that the thronecould bypass Charles in any case. “Itwould be a major breach of our con-stitution,” he told Reuters TV.

“It would weaken the monarchy,it would make Prince William’s taskinfinitely more difficult, it would bean act of gross injustice to PrinceCharles who has done so much forthe monarchy.”

The poll also found that support for

scrapping the monarchy had ebbedaway. Shortly after the death ofCharles’s wife Diana in 1997, whenthere was widespread anger at the royalfamily, a quarter of Britons wanted toget rid of them. The survey found thatfigure was down to 13 percent. Therewas also strong support for an overhaulto a 300-year-old law which gives pri-macy to male heirs to the British throne.

The poll showed that by a 75-17percent margin, the public thoughtthe eldest child of the monarch, whatever their sex, should succeed.

Flooded with stray dogs, Serbia struggles to copestray dogs. “There are more and moredogs out there every day,” says JelenaJankovic, whose Center for MixedDogs group has run a small shelter inBelgrade since 1996.

While there are no exact figures forthe rest of Serbia, officials estimatethere could be around 50,000 dogs outthere, many facing hunger, cold, dis-eases, harassment and sometimes un-imaginable cruelties. Officials whohad been preoccupied with postwarand global economic issues have beenforced to announce urgent measuresto try to deal with the problem ofstrays.

“We must attack this from allsides,” said Predrag Petrovic, whoheads the newly formed special com-mission addressing the issue inBelgrade. “We have a difficult task

ahead of us.” “We are all responsiblefor such an immense number ofabandoned animals,” says BudimirPlavsic, senior official at Serbia’sagriculture ministry.

The scope of the problem washighlighted by a tragedy earlier thismonth, when a woman who single-handedly ran a makeshift dog shel-ter in northern Serbia died in a fire. She left behind about 500 dogs and60 cats who are now in the hands oflocal authorities.

At the shelter, 60 miles (100 ki-lometers) north of Belgrade, hun-dreds of dogs are fenced off amiddebris and mud, chewing at rawmeat leftovers provided by food fac-tories. Local officials and animalrights activists said it could takemonths before the dogs are resettled.

Temple CeremonyCalendar Event for March 21 through April 23, 2011

EVERY Temple and Shrine has a special date for itannual Ceremony, or “ Odalan “, every 210 days accord-ing to Balinese calendar, including the smaller ancestralshrine which each family possesses. Because of this prac-tically every few days a ceremony of festival of somekind takes place in some Village in Bali. There are alsotimes when the entire island celebrated the same Holi-day, such as at Galungan, Kuningan, Nyepi day, Saraswatiday, Tumpek Landep day, Pagerwesi day, TumpekWayang day etc.

The dedication or inauguration day of a Temple is con-sidered its birth day and celebration always takes place onthe same day if the wuku or 210 day calendar is used. Whennew moon is used then the celebration always happens onnew moon or full moon. The day of course can differ thereligious celebration of a temple lasts at least one full daywith some temple celebrating for three days while the cel-ebration of Besakih temple, the Mother Temple, is neverless than 7 days and most of the time it lasts for 11 days, depending on the importance of the occasion.

The celebration is very colorful. The shrine are dressedwith pieces of cloths and sometimes with brocade, sailings, decorations of carved wood and sometimes painted withgold and Chinese coins, very beautifully arranged, are hungin the four corners of the shrine. SAN DIEGO – New financialregulatory reforms should help re-duce the edge that large bankshave over smaller ones because oftheir implicit support from gov-ernment, Federal Reserve Chair-man Ben Bernanke said onWednesday.

But the share from the Americasgrew to 12 percent of global salesfrom 10 percent the year before.

And Asia’s share expanded to 15percent from 12 percent.

“Our priority remains to focusour growth in Europe and Asia,” saidInditex chief executive Pablo Isa,who took over the post in July fromthe group’s founder, AmancioOrtega, one of Spain’s richest men.

“We see India as a relevant sourceof growth for Inditex in the mediumterm,” he added in a telephone con-ference.

In 2011, Inditex said it plannedto open 460-500 new stores, enter-

Bernanke says new rulesbenefit smaller banks

nomic outlook.“One benefit of the reforms

should be the creation of a morelevel playing field for financialinstitutions of all sizes,” he said.

A number of other top Fed offi-cials, including Richard Fisher, president of the Dallas Fed bankand Thomas Hoenig, president ofthe Kansas City Fed, have arguedthe legislation does not go farenough. They have called for verylarge banks to be broken up.

Bernanke said part of the rea-son the new laws governing the fi-nancial sector would support com-munity banks was that regulatorsare cognizant of their concerns andchallenges.

With that in mind, the Fed isaware that many community banksneed time to recover from the fi-nancial crisis.

“We recognize the importance

of striking the right balance betweenpromoting safety and soundnessthroughout the banking system andkeeping the compliance costs forsmaller banking firms as small aspossible,” he said.

He said the crisis suggested fancycomputer models are no substitutefor on-the-ground intelligence onlending, joking the IBM computerthat had recently won the U.S. gameshow “Jeopardy!” was not wellequipped to make credit decisions.

“This advantage for communitybanks is fundamental to their effec-tiveness and cannot be matched bymodels or algorithms,” Bernankesaid.

“Watson may play a mean gameof Jeopardy, but I would not trust itto judge the creditworthiness of afledgling local business or to buildlongstanding personal relationshipswith customers and borrowers.”

LONDON – As former “saviours of rock’n’roll” The Strokes releasetheir fourth album this week, nowhere is the search for rock’s new stan-dard bearers more intense than in Britain. But who is up to the task? The2001 release of the US band’s debut “Is This It” and the emergence ofcompatriots The White Stripes sparked a renaissance in guitar music, butwith both bands slipping from view it is up to younger bands to fill the void.

to see a British rock resurgence, withrespected Radio One DJ Zane Lowelauding the them as “the band thatwill kick-start a new era”. FormerOasis singer Liam Gallagher dis-agreed, describing The Vaccines as“boring”.

Gallagher himself charted atnumber three with his first albumfrom new band Beady Eye, formedfrom the ashes of Oasis. Yet despitelargely positive reviews, it seems hischance to shape the future of rockhas been and gone. Following the90s heyday of Oasis, the two Brit-ish bands who have fleetingly threat-ened to restore guitar music’s pri-macy are chaotic quartet The Liber-tines and the Arctic Monkeys.

The Arctic Monkeys shot intoview with their debut single “I BetYou Look Good on the Dancefloor”in 2005, and fast acquired a loyalfanbase attracted to the band’s no-nonsense approach to the industry. But having traded on their cynicismof celebrity culture, it was no surprisethe Monkeys resisted the glare of full-on commercial success and insteadchose to experiment with their sound.

The Libertines had ambition, tal-ent and wit but were ultimatelydragged down by singer and creativelinchpin Pete Doherty’s drug addic-tions. The singer, who now fronts theband Babyshambles, revealed hisdesire to emulate great British bandsof the past in his “Books of Albion”.

“I want to create a band thatpeople will be sorry to miss, andobliged to adore,” Doherty wrote.“The Smiths had a special power. Asdid the (Stone) Roses, The Jam and, according to taste, many others.”That “special power” is one that hasin the past elevated bands from meremusicians to cultural icons.

Lohan’s attorney Shawn Holleynotified the prosecutor handling thecase that Lohan would not be tak-ing Schwartz’s plea offer, districtattorney’s spokeswoman JaneRobison said. Wednesday was thedeadline for Lohan to notifySchwartz of her intentions and shewill now be required to appear incourt on April 22 for a preliminaryhearing.

The hearing will be conductedby a new judge — the fourth oneLohan has faced in the past year —who will determine whether thereis enough evidence for Lohan tostand trial on the felony grand theftcharge.

If the judge rules Lohan shouldstand trial, the actress could imme-diately be sentenced for a proba-tion violation and sent to jail forthe fourth time. The actress, 24, haspleaded not guilty to the charge anddenied wrongdoing.

MEXICO CITY – The Mexi-can government argued Wednes-day that a Mayan-style statueauctioned for a record $4 million(2.9 million euros) this week isa fake. Auctioneers insisted it isgenuine and charged Mexicowants to quash legal sales of pre-Hispanic artifacts.

The stakes in the dispute arehigh — and not just because ofthe cash laid down by the as-yetunidentified buyer. A debate hasbeen renewed about whetherthere is a place, if any, for salesof ancient artifacts.

The Paris-based Binoche EtGiquello auction house that soldthe stucco figure of a shield-tot-ing stucco warrior said the attackon its authenticity is an attemptby Mexican officials to shakeconfidence in the auction marketfor pre-Hispanic artifacts.

“They want to ruin the mar-ket for pre-Hispanic art, that ismy opinion,” said auctioneerAlexandre Giquello. Damagingthe legal market could push suchpieces onto the unregulated blackmarket, he said. BUENOS AIRES – Fossils of a recently discovered dinosaur speciesin Argentina is a “missing link” in the evolution of the long-neckedgiants that roamed the earth millions of years ago, paleontologists said.Long-neck, long-tail plant-eaters like Diplodocus, Brachiosaurus andBrontomerus — the largest land creatures ever to walk on earth — aredinosaurs known as sauropods. They lived some 170 million years ago.

the Egidio Feruglio Museum of Pa-leontology. “The importance of thisfind is that it is a new species. Itgives us information on the originof the sauropods,” Pol told AFP.

Leonerasaurus is “a very primi-tive species... that helps us under-stand the evolutionary tree of thegiants that appeared later,” Pol said.Pol said he made the find along witha geologist and a student in thesouthern Patagonian mountains ofTaquetran at a site with fossil re-

mains from the Jurassic period (206-144 million years ago).

The team however did not find acomplete Leonerasaurus. “Parts of theskull and the tail are missing. But thebackbone, the hips, front and backlegs are there,” Pol said.

Argentina earned fame as a primesite for dinosaur fossil hunters start-ing in the 1980s with several discov-eries, including the ArgentinosaurusHuinculensis, a giant herbivore mea-suring more than 40 meters (131 feet)long that lived 98 million years ago.

Later, in 1993, scientists found re-mains of the Giganotosaurus Carolinii,a T-Rex type creature that is the larg-est known carnivorous dinosaur everfound. Pol is the co-author of an ar-ticle announcing the Leonerasaurusdiscovery that appeared January in thejournal Plos One.

Mexico’s ministry in charge ofarchaeology disputed that. “It is arecently manufactured piece thatdoes not belong to any of Mexico’spre-Hispanic cultures,” the NationalInstitute of Anthropology and His-tory said in a statement.

The institute’s experts describedthe fierce-looking warrior as a sortof “freestyle” mishmash of elementsthat never existed in one single cul-ture, like lace-up sandals of a kindthe Mayas didn’t use. The expertsalso said the knees-bent position ofthe statue didn’t match Maya styles, though Giquello said the figure hadbeen seated on a throne that was nowmissing.

In his previous game at Detroit,James made news by taking a hecklerto task early in Miami’s win over thePistons. The focus was on the courtthis time, and although James wasn’tat his best, the Heat had enough of-fensive balance to pull through oncethey started shutting down Detroitearly in the final quarter.

Pescante, a vice president of theInternational Olympic Committeewho is leading Rome’s bid for the2020 Games, told Italian state ra-dio RAI on Monday that he had dis-cussed the situation with the Japa-nese ambassador to Italy atSunday’s Rome marathon. “TheJapanese ambassador told me thattheir country can’t put forth theTokyo bid,” Pescante said. “There’sa spirit of solidarity with them. Ifwe had been beaten by Tokyo, wewould still have had reason to cel-ebrate.”

Hiroshima and Nagasaki — thetwo Japanese cities hit by atomicbombs in World War II — have alsoexpressed interest in a joint Olym-pic bid. Japan has been forced to giveup the World Figure Skating Cham-pionships, which were scheduled tobe held in Tokyo this week.

Button is upbeat that the devel-opments will deliver a step forwardin form from its disappointing per-formance in testing. “With the newexhaust system, if everything goesto plan, and with a few other tweakson the car, we hopefully have madeup quite a bit of ground,” he said atAlbert Park on Thursday.

“Whether it is enough to reallychallenge the top teams we will haveto wait and see, but I like the approachthough. I like the aggressive approachof bringing a new exhaust systemhere, and really fighting for it.

“If you just settle into a positionand think, ‘we will pick up a fewpoints here and that will be enough’, Ithink that is the wrong attitude. And itis not good for the guys who have beenworking hard all winter. The aggres-sive approach is a good approach.”

Hamilton also praised the effortsthat McLaren has put in to the car totry and improve its situation for thefirst race of the season. “We are al-ways faced with difficulties and weare faced with a challenge - but weare looking at it positively,” he said.

“What I like to see is that my guyshave not given up and said ‘okay, thisis all we have and we must deal withit.’ They have made every attempt toimprove the car. “We come here andhopefully we won’t be too far behind.I’ve won a race in every season I’veraced, so we’ve had the ability to pullthrough whatever circumstances havebeen and win races. “Maybe we won’tbe on the first row this weekend but itdoesn’t mean in one, two or three races

FELIPE Massa says he is aiming to have a “com-pletely different championship” than last year aheadof the start of the season this weekend. “For sure, thegoal is to have a completely different championshipthan 2010 in every direction,” said Massa on Thursdayin Australia.

“Being at the top and fighting for the top in everyqualifying session and race which was not the case lastyear and I am really confident we can do that.”

Massa endured a disappointing 2010, failing to winany races and being overshadowed by Ferrari team-mate Fernando Alonso in the standings. But the Bra-

we can’t be competing for more wins.”Jenson Button thinks Formula 1

fans are going to be ‘shocked’ by theamount of overtaking in the AustralianGrand Prix as drivers struggle to lookafter their tyres in the closing stages ofthe race. Amid growing excitementabout the impact that Pirelli’s new tyresare going to have on the racing, Buttonthinks that the stage is set for the finallaps in particular to produce real thrills.

“I think you will see so muchovertaking in the last stint here thatit will shock everyone,” explainedButton. “It is going to go to the lastcorner in this race, which is great. Idon’t know if all of the races will belike that, but this one will becausewe don’t understand the tyres yet.”

Button believes that the key to vic-tory will be in looking after the tyres inthe final stage of the race - when driv-ers will have to ensure that their tyresstay in good shape until the chequeredflag. “For me the last stint is importantto look after the tyres - the first two orthree not so much because the impor-tant thing, as everyone knows, is to stopone lap before everyone else.

“If you do that you will overtakethem because you will put new tyreson and go three seconds per lapquicker. It will be an interesting one.The main thing is who is going to bebrave enough to stop the earliest, be-cause you might think you have madea lot of ground up after the first stop, but you could lose it all again on thelast stop or last stint. “It is a balancingact and it is going to take a few racesto work out what the best strategy is.”

Massa aims for fresh start in 2011zilian admits he is more optimistic for this year thanksto the Pirelli tyres suiting his style more.

“I am much more confident because the tyres worksa little bit better in the direction to be a higher tempera-ture and a better grip on the front, which is something Isuffered with in qualifying,” he said. “This is some-thing that makes me a lot more confident and I hope asI said, that the q and race will be very different thisrace. “You could stop three or four times in the racedepending on the track. Last year we were stoppingonce! It is up to us to learn and have a very good strat-egy because the races will be different to last year.”Massa said he was also positive about Ferrari’s formfollowing a very strong winter of testing.

“I don’t remember the winter from last year, but whatI can say is that this winter it was positive. Looking thatat all the changes in the rules and we were the team thatdid the most kilometres on the track compared to theother teams. On many days we saw cars running like 60laps, cars having many problems and we were doing aminimum of 100 laps everyday so I think that’s positive.

“Talking about the performance it is very difficult tosay because we never on low fuel at the same time andsoft tyres at the same time. We didn’t do that so this issomething we don’t know but I can say we were one ofthe strongest over the winter.

“So if you put everything together I think we have agood car. But now we are going to be sure how goodthe car is and how sure Red Bull, Mercedes, McLarenall the other teams and how we compare to them. Forsure I expect Red Bull to be strong, but how much, evenRed Bull doesn’t know.”
