The following a.re the suggestions advanced by Professor Brookes (referred to in our leadiDg article) (or the development of agriculture in No.tive areas :-

(i) The erection of an AgricuUural School a.nd Experimental Farm for Natives in the Transva.al, on the lines of the Tsolo Institution of the Transkeian Territories General Council.

(ii) The em.ployment of demonstra.tors carefully trained in such a Scbool in the locations of the three N ortberD Provinces, under expert white supervision, to improve agricultural methods a.nd encour· age the growth of new crops·

{iii} The encouragement by Govern­ment in the areas most suited for the purpose of the growtb of Native _\gricultural Societies and N o.tive Shows.

(iv) The encouragement of tree plant­ing by the offering of trees free or at small cost with prizes for the largest number planted in a. yea.r.

(v) The immediate a.ppointment of a.n officer or officers in the Di" i­sian o( Economics &nd Marketing t~ set up a simple orga.nisation for assisting the marketing of Native cropS.

(vi) The opening-even though on a. small scale-of a Land Bank to assist deserving a.nd responsible Natives, persuing progressive methods of agricultnre, to acquire land in areas legally open to tbem.

(vii) The defra.ying of the expense incurred by carrying ont tbe above suggestions entirely from the specia.l N atoive Development Fnnd, 80 tha.t no com.pla.int may be possible from the selfish Euro· paBon tax payer that his money is being diverted to Native interests; and in this conneotion

(viii) The appointment of a sma.ll Com mission of expert economists and Native Affairs experts to go pro · perly into the question of Native contributions to revenue, direot or induect; and in pa.rticular to jndge whether the present dis tributioo of the N a.tive Genera.l Tn-I6/. in the £ to general revenue, and 4/- in the £ to the Native Development Fund-is really just and equitB.ble.
