Forward
SNNPR Bureau of Finance and Economic Development, as a government responsible body for
the overall economic development and financial affairs of the regional government, has been in
charge of CSO activities in overall coordination, monitoring, evaluation and delivering support
services. To achieve the objectives of supporting, aligning and ensuring the roles of CSOs in
accordance with the community real needs and government policy directives, it has been
undertaken various activities in order to ensure the maximum possible performance of CSOs and
development of targeted communities at large.
It is a mere fact that the regional decision maker’s policy formulators, development planners and
researchers have been facing to know up to date and reliable distribution and interventions of
CSOs information. To address the problems associated with availability of CSO’s Information,
the CSO’s version of Development Plan and Economy Admistration Directorate under
BoFED has been making a relentless effort to provide regional CSOs profile showing sectoral
and each administrative level distribution of CSO’s and makes it available for users.
This is a yearly CSOs profile of 2008 EFY (2015/16) of the region. This CSOs profile includes
introduction, objective, physical background, population size and distribution, infrastructure,
socio-economic features of the region, conceptual issues of charity and society organizations
(CSOs), the roles of CSOs as development partners of the region and CSOs spatial distribution.
The bureau appreciates all administrative structures for providing CSOs information used in this
profile publication and thanks to our staffs for their efforts in collecting, organizing, analysing
and interpreting information included in this profile.

1. Introduction
The history of CSOs intervention in Ethiopia dates back to 20th
c. However, the Europeans who
entered in the country were not recognized as CSOs, as this day. Those days Europeans like they
have entered in the other parts of Africa engaged in missionary activities spreading protestant
religion to the local community. However, as time passed, the means of entering of foreigners to
Ethiopia has also taken different forms. Especially the 1973/74 drought in Ethiopia has pulled
many charity organizations to save the lives of drought affected Ethiopians. Later after the
resilience of the famine, those charity organizations changed their mission to rehabilitation
process. Up to those days there were no norms, guidelines, or law that binned CSOs & the
Government. As the number of Organizations that entered in to the country for different
purposes increased, then the DPPC has prepared a sort of guideline with which the organizations
has to be regulated. The federal DPPC guideline was sent first for the different provinces during
the derg regime and later used by regional states during EPRDF and until the present time.
The SNNPRS, DPPC had coordinated CSOs activities up to 2002. Later the coordinating role of
CSOs has been transferred to the regional Bureau of Plan and Economic Development. Finally,
following the regional government structural change, the two Bureaux namely Plan and
Economic Development and Finance were merged together under the name of Finance &
Economic Development Bureau (BoFED). Therefore, the coordinating role of the Plan and
Economic Development Bureau has been made to be shifted to BoFED. Currently (July 2015–
June 2016), the numbers of CSOs those operating in the region are 239. Remarkable numbers of
people have been benefited from their projects; though it is found to be difficult to put the exact
number of beneficiaries from the ongoing CSOs projects. The total amount of budget agreed
between implementing CSOs and the government at all administrative levels as of 2010 – 2021
is birr 11,720,813,862.16
However the time is long and the intervention is intense, CSO’s contribution, spatial distribution
and other issues have rarely been recorded both at national and in the region. Lack of organized
data and information on CSOs intervention like any other government partners will obviously
lead to inefficiency in coordination and management. Hence, this profile is prepared by Bureau
of Finance and Economic Development to alleviate the above mentioned problem and to provide

information on the CSOs operational area, spatial distribution and their contribution in monitory
terms.
2. Objective of the Profile
The objective of this profile is to provide high lights on information of CSOs operating in
SNNPR, their contribution and spatial distributions in the region.
3. Scope
As it is an attempt to prepare the regional CSOs Profile this edition focuses on the information of
project agreements made between implementing CSOs and the regional, zonal, special woreda,
woreda, city and town administration sectors starting from 2010-2021 G.C and are actively
implementing as per they entered agreement.
4. Data Collection, Organization and Analysis Methods
The data collection method followed was developing formats to be used to organize the CSOs
information from their agreed project documents at different administrative levels. After having
reached in to consensus among the concerned bodies, the formats were sent to Zones/City and
special Woredas to be filled and be sent back. After sorting ongoing agreed project documents
alphabetically and recording on excel spread sheet data verification was made. The collected data
was analyzed in narrative, tabular, and graphical forms using simple statistical methods.
5. Background of the Region
5.1 Geographical /Physical Background
5.1.1 Location, Area and Administrative Divisions
The Southern Nations, Nationalities and People's Region (SNNPR) is located in the Southern
and south-western part of Ethiopia. Astronomically, it is roughly lies between 4 o

north, latitude and 34 o

.14 east, longitude. It is bordered with Kenya in south, the South
Sudan in southwest, Gambella region in northwest and surrounded by Oromiya region in
northwest, north and east directions.
The total area of the region is estimated to be 109,015 Sq.Km which shares 10% of the country
and the population size is 18,954,361 accounting nearly 20% of the total population of the
country (in 2007 E.C.). The average population density of the region is 176 persons per sq.k.m,
which makes the region one of the most populous parts of the country. Based on ethnic and
linguistic identities the region is at present divided into 14 zones –sub-divided in to 131 woredas
and 4 special woredas and 27 town administrations. According to zonal and spe.woredas reports

of 2007 E.C there are 399 urban and 3735 rural kebeles in the region (Source: SNNPR statistical

5.1.2 Agro-Ecology
The region has very diverse agro ecological zones ranging from hot arid and semi-arid climate
(Kolla & kefil-Bereha type) in the southern most parts such as in the flat plain of Debub Omo
Zone to a tropical humid (Dega and Kefil-wurch) type in the high lands of the North and
Northwest. Intermediate between these extremes the climate is defined to be Tropical sub-humid
type (Woina Dega type) 34% of the region that is moderately suitable for settlement and crop
production. Most part of the region, about 57.4% lies under kolla and kefil bereha type of agro-
ecology while dega and wurch conditions constitute 8.6% of the region. The varied agro climatic
conditions made the region to be endowed with the production of different commercial and food

5.1.3 Topography/ Relief features
The different relief features that we observe today in the region are the results of the geological
episodes of the tertiary period and the subsequent geomorphic processes. The relief of the region
is generally characterized by highly dissected rugged highlands in northern and central part while
it is undulating lowlands in the southern part.
In the region altitude is generally varies from less than 500 masl (meter above see level) in the
undulating plains of the south such as in Debub Omo (lowest place 376 masl at the southern
extreme of the region near lake Rudolf) and Bench Maji Zones to about 3500 masl in the rugged
highlands of Gamo Gofa (peak-4207 masl at mt. Gughe), Dawuro, Hadiya, Kembata-Tembaro,
Guraghe and Silte Zones, and Amaro and Yem Spe. Woredas known as some major mountain

5.1.4 Climate
5.1.4.1 Rainfall
The amount, duration and intensity of rainfall in the region vary considerably. It generally
decreases from west and northwest to south-eastwards. The main dry season is shorter in
southern Ethiopia conversely the main rainy season is larger in west and south west. Themean
annual rainfall of the region in 2007 E.C was ranging from the lowest about 400 mm in the
extreme south of South Omo zone to over 2200 mm in the west in Sheka and Kaffa zones.

According to Southern Region Meteorological Agency total rainfall data, the lowest is
experienced in konso and in parts of South Omo Zone such as Weyito and Dimeka area. On the
other hand, the highest values (1500-2000mm) are recorded in Tercha, Jinka and Bulie towns.
Generally, in the western part of the region the rain occurs most of the year round while it is
bimodal in the eastern and southern part of the region .Relying on the reliability of rainfall for
crop production and duration of growing periods, the three seasonal pattern of rainfall in the
region experienced Bega (Dec. Jan. Feb.) provide rain for limited part of the region, Belg (little
rain season) (March, April) the amount of rainfall received is relatively lower than the Kiremt
rainfall that occurred in June, July, Augest. However, in each of the seasons the rain may begin
earlier/later and lasts before the usual time. This had impact on growing period and reliability on

5.1.4.2 Temperature
Temperature is the quantity that tells us how hot or cold something is relative to some set
standard values. The degree and intensity of temperature determines the rate of evapo-
transpiration, soil moisture content and the humidity of the atmosphere.
The Meteorological data of year 2015 indicate that the mean annual maximum temperature
recorded comparatively high in Arbaminch and Halaba Kulito town i.e. 31oc. According to their
order while the lowest mean minimum temperature recoeded 88 o
c in Yirgalem, 10.5 o
c in Dilla
and Hossana town. However, temperatures are generally high medium and low in different parts

5.1.5 Miniral Occurance
Although it has not been fully surveyed and studied, significant areas of mineral potentials have
been identified in the region. Studies made by the Regional Bureau of Water, Mines and Energy
and the Ethiopian Institute of Geological Surveys (EIGS) reveal that the existing mineral
resources of the region are largely found in association with Precambrian rocks, Tertiary
volcanics and Quaternary deposits. Minerals associated with Pre-Cambrian rocks and Tertiary
felsic volcanics are mainly metallic minerals-base metals. They include iron and copper sulphide
minerals in the western Bench Maji zone (Sheko), kaffa Zone (Cheta) & between Jinka &
Dimeka; Gold in the upper Kibish river area of Bench Maji zone and Bensa & Aroressa woredas

of Sidama Zone; Nickel in Gidole high lands & south of Jinka; Copper in Guraferda plateau &
Gidole highlands. The study also identified the potentials of Opal, Limestone, Coal (Lignite),
Bentonite, Diatomite, Clay, Salt, Dimention stones, and Construction materials in different parts
of the region. Nevertheles, the ruggedness of the terrain with its poor infrastructure development
could impose severe limitation on the development of mineral resource (Source: SNNPR

5.1.6 Population size and Distribution
According to 1999 E.C National population and Housing census result the total population size
of the region was 14,945,992. Based on this with an average annual growth rate of 2.9 %, the
region`s population size projected and estimated to be 18,954,361 in 2014/2015 of which 87% is
reside in rural areas while the remaining 13 % inhabited in urban areas. Regarding population
distribution, in the year 2014/2015 only 7 zones having a population between 1 and 3.6 million
which constitute about 68.6% of the region population.
Sidama, Gamo Gofa, Wolayita, Guraghe, Hadiya, Kaffa and Gedio are zones in which the largest
population reside and totally accounted for 68.6 of the total population. Sidama, Gamo Gofa and
Wolayita each of them constitute 19.4%, 10.7% and 10.1% of the total population respectively.
While Basketo,Yem & Konta special woredas are areas where the lowest population reside.
The total size of the region’s population in 2006 E.C is estimated to be 18,954,361 while the total
area of the region 109,015 Km 2
which account 20% of the national total area. Hence in 2007
E.C. by considering the land mass of the region, the crude population density of the region was
176 persons per square KM .There is a remarkable variation in population density from one zone
to another. The most densely populated zones of the region is Gedeo (799 p/Km 2)
followed by
Kambata-Tembaro (641 p/ Km2)
while the least populated zones are South Omo (34 p/ Km 2)
followed by Bench Maji (43 P/ Km 2) (Source: SNNPR statistical abstract 2007 E.C. BoFED).
5.2 Infrastructure
5.2.1. Regional Road network
At the end of 2007 E.C. the region has a total of road length of 14,988 KM. Out of which 2,070
Km is asphalt and the remaining 8,144.6 Km is gravel and 5,066.8 km is dry weather road
excluding of Earth track roads. Road density shows the length of constructed road in km per

1000 square km in the given area/ at regional level data shows that a slight improvement
observed as compared to previous year data. At zonal level, Gedio and Silte zones have the
highest density with 927.2 and 221.4 km per 1000 sq. km and the lowest density in South Omo
zone having 41.7 km per 1000 square km (Source: SNNPR statistical abstract 2007 E.C.

5.2.2. Telephone service
Telephone service is one of the most communication tools for social, economic, educational,
business and investment activities. The quantity and quality of telephone service in the region is
increasing from year to year. Regarding fixed line, in the year 2007 E.C. about 214 towns or
centers have gotten telephone services. The number of exchange capacity reached 165,745 and
the total capacity lines 81,144 and fixed lines 102,967. Mobile capacity 2G 10105021 and

5.2.3..Postal services
Although the establishment of fast electronic communication systems through internet and
telephone are overwhelming; currently there are about 230 towns having different level of postal
services. When one can see the overall services; 2 district post offices are found in Hawassa and
Arbaminch city; while 7 permanent: above 91 post offices and 132 agents are found and
distributed in all zones and special woredas of the region (Source: SNNPR statistical abstract

5.2.4. Electricity
The regional distributions of electric service expanded through both /ICS/ inter- connected
system and SCS sub connected system. Electrification in SNNPR started back in 1951 E.C. and
in 2007 E.C. 178 towns and Villages have got electric service through the system (Source:
SNNPR statistical abstract 2007 E.C. BoFED).
5.2.5. Water Supply
In 2007 E.C. the SNNP Regional safe drinking water coverage can reached in urban areas 82.6%
and in rural areas 57% while for both Rural + Urban areas it is recorded as 52.3%. The highest

safe drinking water coverage among the region and Sp. Woredas are found in Hawassa City,
Kembata-tembaro and Skeka zones with 100%, 80.5% and 80% respectively while the lowest
found in Dawuro and Silte zones and Basketo Sp. woreda having with 49%, 49.4% and 45%
respectively according to their order (Source: SNNPR statistical abstract 2007 E.C. BoFED).
5.3. Socio-Economic Features of the Region
5.3.1 Health Sector
Regarding health institutions, in 2007 E.C. there are 54 all type of Hospitals, 702 Health Center
& 3,822 health posts available in the region. This ratio indicate on average, one hospital serves
350,961 people, one health center serves 26,997 and one health post serves 4,959 people. The
distribution of Health centers varies from one administrative level to another. The highest health
centers are found in Sidama, Gamo Gofa, Wolyita zones with 129, 71, 69 health centers
respectively while the lowest found in, Sheka, Dawuro, SegenArea peoples zones and having 13,
21, 27 health centers according to their order .In the case of special woredas the highest health
center is found in Halaba and the lowest one in Basketo and Yem special woredas with 9, 3 and 4
respectively.
In the same year, 24,222 health professionals are engaged in the health sector, and among them
425 are physicians, 10,151 are nurses (all types), 8,127 all health extension workers and other
health professionals 5,519. Regarding to population-professional ratio of the region is concerned,
the service coverage of the regional fact on health professional population ratio recorded as one
physician serves 44,593 (1: 44,593) which indicates huge gap as per MOH standard 1:10,000
while in case of nurses one nurse serves 1,807 people revealing more than enough as per
ministry of health standard which is 1: 5,000 (Source: SNNPR statistical abstract 2007 E.C.

5.3.2 Education Sector
In 2007 E.C the number of KGS School reached to 685 with an average growth rate of 7.2
percent per annum for the last five years and all the KGS schools are under taken by charity and
society organizations. It is obvious that primary education is very crucial to avoid illiteracy and
bringing over all socio-economic development of a nation. In 2007 E, C the total number of
primary schools reached 6,273 among them 5,782 were government and the remaining 491were

owned by charity and society organizations. The numbers of secondary schools including
preparatory reached 640 in 2007 E. C. among them 595 (92.5%) were government and the
remaining 45 (7.4%) were owned by charity and society organizations (Source: SNNPR

5.3.3 Agriculture Sector
Agriculture is still the single most important sector of the SNNPR`s economy. To improve the
economy and social well being of the region, regional government has intensively involved in
various development activities to realize the growth and transformation plan. Hence, during GTP
period, agriculture sector is belived to be the major economic activity. In agriculture sector,
irrigation is one of the strategies of tye region to promote agricultural production and a number
of springs and waterfalls are found in the region (Source: SNNPR statistical abstract 2007 E.C.
BoFED).
5.3.4 Trade & Industry Sector
Trade Industry and Urban Development sector deals about the importance of the small scale
development package, fair trade competition and sustainable capital investment for over all being
and sustainable socio-economic development of the regions community in particular. Since small
scale development package as well as trade and investment is very crucial to realize rapid and
sustainable economic development, the regional government gave due attention. In this regard, in
2007, 12,098 small and medium scale business operators were established and among them the
highest was construction sector /2927/ followed by service sector /2901/ while the lowest was the
urbanagriculture /1361/. Moreover, according to the Regional GDP estimation of the year 2006
E.C the industry sector has contributed a share of 15.5% while the service sector have the
second contributive role with a share of 34.5% to the RGDP (Source: SNNPR statistical

6. Conceptual Issues of Charity and Society Organizations (CSOs)
6.1. Definition of Charity and Society Organizations (CSOs):
6.1.1 Ethiopian Charities" or "Ethiopian Societies" shall mean those Charities or
Societies that are formed under the laws of Ethiopia, all of whose members are Ethiopians,

generate income from Ethiopia and wholly controlled by Ethiopians. However, they may be
deemed as Ethiopian Charities or Ethiopian Societies if they use not more than 10 % of their
funds which is received from foreign sources;
6.1.2. "Ethiopian Residents Charities" or "Ethiopian Residents Societies" shall mean
those Charities or Societies that are formed under the laws of Ethiopia and which consist of
members who dwell in Ethiopia and who receive more than 10% of their funds from foreign
sources;
6.1.3. “Foreign Charities" shall mean those Charities that are formed under the laws of
foreign countries or which consist of members who are foreign nationals or are controlled by
foreign nationals or receive funds from foreign sources; (Source: Charrities & Societies
Proclamation No. 621/2009, Yekatit, 2001 E.C.).
6.2. Geographic Scope of Charity and Society Organizations Operation
In SNNPR, there is no restriction on areas of Charities and Societies operation as long as the
Charities and Societies respect the regions’ constitution, guideline, Charties and Societies
Agency’s Proclamation, Directives and other Government Policies.
6.3. Major Activities of Charity and Society Organizations (CSOs)
CSOs can participate in one or more of the following key area of interventions;
a. The prevention or alleviation or relief of poverty or disaster;
b. The advancement of the economy and environmental protection or improvement;
c. The advancement of animal welfare;
d. The advancement of education;
e. The advancement of health or the saving of lives;
f. The advancement of the arts, culture, heritage or science;
g. The advancement of amateur sport and the welfare of the youth;
h. The relief of those in need by reason of age, disability, financial hardship or other disadvantage;

i. The advancement of capacity building on the basis of the country's long term development directions;
j. The advancement of human and democratic rights;
k. The promotion of equality of nations, nationalities and peoples and that of gender and religion;
l. The promotion of the rights of the disabled and children’s rights;
m. The promotion of conflict resolution and reconciliation;
n. The promotion of the efficiency of the justice and law enforcement services; and
o. Any other purposes as may be prescribed by directives of the Agency (ChSA).
p. Activities indicated from ‘j to n’ can only be undertaken by Ethiopian Charity & Society
Organizations.
7. The Roles of CSOs as Development Partners of the Region
CSOs have a long history of service to people of Ethiopia in general and to SNNPR in particular.
Their involvement in the economic and social life of the country began in early 20th
century
(information package on CSOs- CCRDA- March 2005 G.C.). CSO s entered in to the country
during the severe drought that induced famine of 1973/74. The number of National &
International CSOs has increased through time. In 1994, CSOs that operate in the SNNPR were
only 4 and this number increased to 239 in 2008 E.C (profile of CSO`s projects operating in
SNNPR – 2015/2016, BoFED).
At present the numbers of CSO`s operating in the SNNPR in all administrative levels reached to
239. With this increasing number of the CSOs, the role they play in the regional development
endeavours have also increased. Specifically, the roles played by the CSOs to address food
security and social services are the major acts accomplished to contribute for the development of
the region.The regional government works smoothly with all CSOs by setting a guide line for
terms of collaboration between the regional government & CSOs operating in the region. Thus
CSOs are recognized as partners for the development endeavours that the regional government
strives for. The trends of CSOs resource mobiization is getting increasing from time to time.

According to the data obtained from BoFED, zones and special woredas FED sector, CSO`s in
the region are operating in the following program areas of intervention as shown here under.

The majority of specific projects identified by the data focused on integrated rural development,
Health, Social, Agirculture, Women and Childern, Education,Water and other development
interventions. Target beneficiaries are OVC, street children, PLWHA, Women/girls, rural
communities, urban poor, the visually impaired and the youth. There are also projects that are
focused on urban development, urban poverty, capacity building, education and income
generating activities from which different target communities are benefiting. (For more detail see
the descriptions of data in tabular in this profile). The above figures depict that most of the CSO
projects are implementing in integrated intervention. Out of 655 CSOs projects included in this
profile, 200 are integrated sectors followed by Women and Children Affairs sector 151 and
Health Sector 126 respectively .As far as budget distribution share is concerned, 39.61% of the
CSOs budget share goes to Integrated sector, followed by Health, Education, WCA, Agriculture
and Water sector having shares 28.64%, 12.30%, 8.19%, 6.64% and 2.65 respectively. Looking
at 10 years cenario, the trends of CSOs involvement in the regional development activities has
been increasing through time idicating the role of CSOs in the regional Socio Economic
Development is significantly increasing.
Concerning project activity commencement and completion dates, the commencement of some
projects that are included in this profile is as early as 2010 and the latest projects are intended to
be completed in the year 2021.

b. Project Budget
As far as project budgret in relation to specific project intervention is concerned, in the covered
project years the lowest project budget is birr 6,135 (six thousand one hundred sirty five birr) by
Church of Crist while the highest projecr budget is 1,815,670,216 (one billion eight hundred
fifteen million six hundred seventy thousand two hundred sixteen birr) by Carter Center. The
total budget allocated for the whole project activities currently undergoing in the region is found
to be birr 11,720,813,862.16 (Eleven billion seven hundred twenty million, eight hundred threen
thousand, eight hundred sixty two birr and sixteen cents.)
c. Spatial Distribution CSOs Projects
As far as spatial distribution of CSOs projects in the region in relation to project intervention
area is concerned, the data has been confirmed that almost all zones and special woredas of the
region have benefited from CSOs projects. However, as shown in the table, it is possible to say
that there is inequitable distribution of CSOs projects in the region. The compiled data indicated

that most of the CSOs projects are concentrated in the central zones of the region. Sidama,
Hawassa City Administration,Wolayta, Gurage, Gamo Gofa, and Hadiya zones are the zones
with more number of CSOs projects in the region; while Konta,Yem and Basketo Special
woredas has the minimum number showing uneven distribution of CSO`s in number, number of
projects and the project budget.

Note: The number of benfciaries indicated in the table above is the sum of individual benfciaries
benefited from more than one individual projects. Due to this; the numbers of benficaries
become higher than the normal number of beneficiaries expected and that is why the number of
benfciaries become more than the regional population.
In the year 2008 E.C. 5 development sectors alone constituted 89.6% of the total expenditure by
CSO where health, integrated development, Education, women & child, Agriculture, & water
each accounted for 28.64%, 39.6%, 12.3%, 8.1%, 6.6, and 2.6% respectively.

The spatial distribution of projects is varied from zones to zones. Most of the projects found in
Hawassa, Sidama, Gurage, Wolayita and Hadiya all constituted 370 projects having a share of
56.5% of all projects distributed in all zones. Apart from these 99 integrated projects are found in
all zones and special woredas. Among integrated ones 50 projects implemented either two zones/
Special woredas while the other 49 project implemented more than two zones/special woredas.

8. Concluding Remarks
This profile document is not analysed either based on data collected at field level in all
administrative levels of the region or data collected from the CSOs themselves. The information
in the document is mainly compiled from agreed CSOs project documents at different levels
(Regional, Zonal, Woredas, Sp. Woredas & Town administrations level). In addition, the
information does not comprise all CSOs that are operating in the SNNPR. The contribution of
CSOs as a regional development partner is not well organized and supported at all levels of
government structure. Hence, this profile is prepared to fill the gap of information between the
government and those CSOs operating in the region and among partners. Moreover, it is believed
that this endeavourer will serve as a bench mark to further improve the data base and information
about CSOs and any other development partners. In general, it is found that most of CSOs
projects are concentrated in the central Zones of the region which in turn indicated that there is a
great need to re-direct them to the areas where there is a needy area for supporting development
interventions.
