The project attempts to transform the lives, livelihood of Dalit women, men and their children directly 839 and 14840 indirectly. It is also been reached indirectly total population of 37100 approximately at 51 villages of Cuddalore district in Tamil Nadu state of India. The Child Focused Community Development (CCD) approach is built up from the perspective of the right of children and youth, as well as their families and communities to become active participants in the development processes that enhance the 1

The Child Focused Community Development (CCD) approach is builtup from the perspective of the right of children and youth, aswell as their families and communities to become activeparticipants in the development processes that enhance the

capacity and provide opportunities to address structural causesof poverty affecting them and to promote a change of attitudethrough an empowerment process, strengthening relationships atfamily and local level.

The Dalits are officially known as “Scheduled Caste” orotherwise described as the “Untouchables”, the “Panchamas” andthe “Harijans”. Dalits are out-caste communities. Easily onedoes not accept them into Hindu religion as they do not belongto any caste system of the socially and hierarchicallystructured “Varna” division has been practiced in IndianSociety.

SASY with support of KNH has effectively addressed the socialexclusion of Dalits during Tsunami hit occurred on 2004 and inrelief and rehabilitation. SASY is able to protect the Right toLife, Liberty, Equality and Human Dignity of Dalits with regardto child, mainstream their social life through KNH support. Thesituation has obligated long term intervention to mainstreamthe life of children and as whole community to bring change,sustain the rights and impacts. Hence KNH has extended itssupport to SASY generously after studied the problem and needof the project with right perspective to empower the Dalitchildren and their family.

OBJECTIVES OF THE PROJECT: To nurture every child in the targeted villages through

provision of early care and education by strengthening therelationship of parent/ guardians and the care takers

To provide health access to all the children through promptmedical services, nutritious food and other health securityservices

To increase the opportunities for parents/ guardians tolearn about their child development and ensure access tocritical resources for parents

To provide support for the adults/ youths in accessing adulteducation, skill trainings, micro enterprises and joboriented career development

To ensure community safety through elimination of economic,political and other social constraints that leads to lack ofsafety within the family, community and schools.

To provide access and build economic, educational, moral,political and social capacity leadership that facilitates

the parents/ guardians to implement the planned objectivesand ability to direct community’s future

1.2. How many children are supported through the project, howmany are reached by campaigns etc.? Has the number of childrenin the project (not only sponsored children)1 increased ordecreased, has there been a major fluctuation, and if so why(cause, such as, for example, migration, natural disastersetc.)? The project has benefitted 630 school going children studyingfrom class 1st to 8th standard including the sponsored childrenthrough our Children Resource Centre (CRC) functions at 20villages and it has impacted around 6200 children in 51villages , schools through various programmes andinterventions. The number of children at CRC is slightlydeclined compare to the last year, since the CRC functions arelimited into 20 villages from 25 villages due to inadequateresources. But the enrollment of children at the existing CRCcenters are increasing every day due to the impact of CRCfunctions of past years.

20 CRC facilitators have been capacitated and enhanced theirperspectives on child rights and other important elements suchas academic inputs, creativity and etc. 80% of the childrenhave been enhanced their capacities on education and becamerank holders. 18 students among 20 have been promoted andadmitted in higher education during past 1 year interventionsunder this project.

1.3. Which external factors and events have had a specialinfluence on the work of the project?Examples: child and youth politics, educational system,improvement of the infrastructure, war, natural disasters,epidemic diseases, social problems in the project area (not inthe country as a whole), reasons for sponsored children leavingthe project.

The monsoon failure and severe drought have been largelyaffected agriculture. The targeted beneficiaries most of themare agricultural daily labourers, some of them are engaged in

fishing related jobs have been severely affected due tounemployment and poverty.

The state was reeling severe power (electricity) during thereporting period. The target villages not except, theunscheduled power cuts pulled the target population andchildren into huge troublesome. The target villages facedoutages lasting over 13 hours per day resulted in difficultyfor children to prepare for their daily studies and prepare forexam. The irrigation also largely affected.

Dengue virus is present in all tropical and many subtropicalareas worldwide. The mosquitoes that carry dengue bite mostoften in the morning and evening and during hot, wet times ofthe year. However, they can bite and spread infection all yearlong and at any time of day. The outbreak of dengue in theproject region was a serious threat during rainy season fromSeptember to December.

2. Work in the project2.1. Which activities have been carried out during the past twelve months? Early Education and Child Care:Children Resource Centers:220 children have been provided nutritious food through theintegrated child development services (ICDS) and Anganvadi runsthe government of Tamil Nadu. A strong advocacy held with thegovernment authorities to enroll all the children under thisscheme and continuing supply of nutritious food.

CRC children team has reenrolled a tribal student in the schoolwho had been dropout from the school due to poverty and shortof clothes. The CRC children themselves contributed Rs.836,bought new dress for the boy and admitted in the school.

20 CRC are effectively functions at 20 villages covering 630children who are studying from calss 1st to 8th standard and ithas impacted around 6200 children in 51 villages, schoolsthrough various programmes and interventions. The number ofchildren at CRC is slightly declined compare to the last year,since the CRC functions are limited into 20 villages from 25villages due to inadequate resources. But the enrollment of

children at the existing CRC centers are increasing every daydue to the impact of CRC functions of past years.

20 CRC facilitators have been capacitated and enhanced theirperspectives on child rights and other important elements suchas academic inputs, creativity and etc. 80% of the childrenhave been enhanced their capacities on education and becamerank holders. 18 students among 20 have been promoted andadmitted in higher education during past 1 year interventionsunder this project. The remained 2 children were assisted byCRC facilitators followed by series of consoling process andbuilt confidence to reappear in the special exams conducted bythe department of education of Tamil Nadu state. They have beenalso passed in their exams and admitted in the highereducation.

Extra Curricular Activities and its ProgressAs part of child rights promotion and development SASY hasidentified 50 Children and Youth who are interested on Art,Culture through our series of interactions and variousprogrammes conducted in the villages. They were given intensivetraining based on their interest on Karagaattam, Oilaattam,Paraiyaattam, Street Theatre and other Folk Arts. As part ofthe awareness promotions and community mobilization, they havebeen performed stage shows in 4 villages namely Athipattu,Madhakoil, Periyapattu and Vathrayanthathu on Climate Changeand it effect, Right to free Education, social exclusion andcaste discrimination. It directly impacts among 3600 people in4 villages and it indirectly benefitted around 31000 people at51 villages. It was resulted that the rights of children havebeen recognized, mass community mobilization against castebased discrimination, social exclusion and the communities weremotivated on tree sapling and 80% of the families make theirown kitchen garden and providing nutritious food to theirchildren.

The children have explored their inherent talents every day atthe CRC centre and now the children can beat “Parai” (ATraditional Music Instrument of Dalits), drawing paints,dancing, assertive communication, self confidence and theirleadership is enhanced.

Children Movement for Climate Justice (CMCJ):Children Yatra towards Climate Justice:The effective functions of CMCJ in 51 villages are sustainingthe impacts of child rights and it has been largely recognized.The CMCJ members met 12 times in a year discussed, analyzed thesituations of children health, hygiene, educational status,environmental issues affected the children in the villages andresolved them.

The Children have actively participated in the state levelYatra with object to create awareness on environmentalprotection and climate change held on May 21st to 28th 2012begun at Kanniyakumari and destination at Chennai. The staffand the CRC facilitators were intensively engaged inpreparation of children for the state level Yatra. Theindividual identification card has been prepared for each childand given induction about the whole program including theirsafety and protection. There are 40 children and 5 staffs from SASY have been activelyparticipated in the Yatra and the children have stagedperformed various events such as street theatre, songs, danceand etc about the environmental protection and climate justice.The children have enjoyed the whole Yatra and felt happy duringand after the event.On April 14th, Dr.Ambedkar (Architect of Indian Constitution)birth day was celebrated by the children in villages likeKavarappattu, M.K.thottam, Vatharayanthathu and SASY branchoffice too. The children performed stage shows and exhibitedtheir talents during the event. They were participated withtheir fullest joy and will. Children Advocacy in Gramsabha (Assembly of Local SelfGovernance) meeting:As continuation of National Yatra, on August 15th our CMCJmembers along with other children have been proactivelyparticipated in Gramsabha meeting in their respective villagePunchayat. They have submitted many petitions regard withvillage basic amenities such as water tank, electricity, roadfacilities and etc with the Panchayat President during theassembly. Totally 21 petitions were given by the children. Itwas resulted that the village Panchayat presidents have taken

appropriate efforts to resolve the problems raised by thechildren. Parents Meeting on Child Care and Developments:80 meetings have conducted in 20 villages through 4 cycles bythe CRC facilitators along with Assistant Coordinator andaround 120 Parents have attended along with their children. Theparents have been motivated on child care and development. Theyhave been capacitated on child rights, sustainable resourcesfor child development and growth. The parents have expressedtheir satisfaction and their reflections too. The CRC functionshave been assessed by the children and the parents. They gavetheir feedbacks and suggestions to improve functions further.It was enabled equal space to the children and parents toexpress their thoughts and participation.

The parents have expressed that the priority to the child careare followed in families , providing proper food on time,enable possible and safe environment to the children at home.The meetings have strengthened the parent, child relationshipfurther and sustainable child friendly environment in theworking villages. Most interestingly the Keezhakundalapadi CRCwas upgraded to thatched roof with support of local Panchayats.

Review Meeting of Staff and CRC Facilitators:There are 12 review meeting have been conducted for the staffand the CRC facilitator to in order to understand the projectimplementation, results that achieved and learning’s. Itenabled a space for the staff and the facilitators to exploretheir opinion, ideas and feedbacks of the projectimplementation and planning. It was an opportunity to gainmutual understanding of the staff towards project objectivesand goal. As part of an exercise the staff and CRC facilitatorhave reviewed the CRC functions and evolve various strategiesto enhance the children capacities and ensure rights. Thestaffs and the CRC facilitators are regularized their reportingof their tasks and their performances have been reviewedregularly.

Creativity Theatre for Children:As part of child right promotion and development the childrenhave been provided space to explore their creativity and gainsome inputs to enhance their capacity further through CreativeTheatre. SASY has organized creative theatre training for

children at SASY branch office campus on 14th May to 17th May of2012. There are 40 interested children along with 5 CRCfacilitators were proactively participated in entire course oftime. The resource team of MUGAVARI cultural trainers Mr.Anand,Mr.Rex and Mr.Bhuvaneshvaran were conducted special training tothe children and it was contributed the children to enhancetheir capacities further and explored their hidden talents.

The children have learned to apply theories into practice andthey were explored them by writing awareness songs, dramas,mono acting and etc about various issues. The CRC facilitatorshave also played a vital role in these three days training andthey have engaged themselves in a brief report preparation andfacilitated the respective children.

Distribution of Educational Assistance:The educational apparatus are important matter for thestudents. The lack of accessibility of such things is oftenincreased number of school dropouts among the children,particularly Dalit and Adivasi children. Thus SASY has providededucational materials on July 2012 to the children in order toprevent school dropouts and sustain the spirit of educationamong the Dalit children especially the children who livesunder below poverty line (BPL). It has also motivated and helpsthe children continue their education and their easy access tothe school. It also significantly increases their mobility andstrengthens towards mainstreaming of social life and status.

Educational assistance like notebooks, mathematical instrumentsbox and school bags were distributed to the 100 Ambassadorchildren according to their class wise needs. The Parents werefelt very important since it was helped them timely manner andthey are unable to provide them due to their inadequateresources and poverty.

Support to the differently abled children: SASY has identified 15 differently abled children and 9 adultsin the 51 villages. They have been linked with the governmentwelfare schemes, linked with the voluntary organizations thatare primarily engaging in this issue to provide continuousfollow up and support.

Health and Nutrition:8

Medical Camp and Access to Health Care:2 medical camps have been conducted during the project periodand benefitted 350 persons with special focused to women andchildren. It was a vindictive time for children and women wholargely affects through “Dengu” fever and claimed number deathsin Tamil Nadu. Hence SASY has organized 2 medical camps at thevillages to diagnose “Dengue” infection and provided medicines.The herbal medicines were also supplied to the beneficiaries.The communities were impart education about precautionarymeasures about “Dengu” infection and provided information’sabout curable medicines. The series cases have been referred tothe government hospitals and frequent follow up made by thehealth worker.

Nutritional Food for Children through Government Schemes:A base line survey has been conducted by the health worker andthe volunteers to identify the new born children in thevillages. Totally 220 children have been provided nutritionalmix powder through Anganwadi (Integrated Child DevelopmentService) runs by the government of Tamil Nadu. It haseffectively contributed to the children physical growth and itwas properly recorded by the health staff through her frequentmonitoring of children’s physical growth by making home visits.It has immensely contributed to avoid children malnourishmentin the working areas especially among the families who livesunder Below Poverty Line (BPL). Promotion of Health Checkups in the Villages: The health worker of SASY has identified the pregnant women inthe working villages and assisted them to access medical careand services from the government. It is very important activitysince the Dalit and Adivasi women are often excluded from thehealth care and services from the health institutions due tocaste discrimination and prejudices. Now the Dalit and Adivasiwomen are able to access these services and provided regularmedical checkups, vaccinated by the government hospitals.

Promotion of Livelihood Programmes:Inainthakaigal Women Federation:It is important that the Dalit and Adivasi women have beenmobilized into a federation which functions very formally toadvance the rights of women especially to enhance theirlivelihood opportunities. 2057 Dalit women became active

members in the federation engaged in various small trades andbusiness. Apart from the federation functions at front line andaddressed various human rights issues affect Dalit community inthe villages.

Cashew Processing Company:The Dalit women federation is successfully running a cashewprocessing company at Parangipettai village. It is a historicalachievement that the company is completely owned and governedby the Dalit and Adivasi women. This is a first time in historythat the Dalit women runs a company in their own village andtransformed their life from labour to owner. The Dalit womensituation is gradually changing from “Job Seeker to Job Giver”.

Capacitation Program on Land Rights:1 day capacitation training on Land rights has been organizedat Cuddalore where around 600 community members have beenproactively participated. The participants were given inputs ontypes of land, land survey, land acquisition act and etc. Itwas very difficult to understand some technical terms used inthe government record with regard to land was simplified andexplained to the participants in simple way. It has resultedthat the community members have filed more than 490applications with the revenue department to seek housing patta(land title) for their land.

Capacitation Program on Livelihood Rights:The federation members have been capacitated on livelihoodrights through 3 one day programmes in Parangipettai. Totally950 members have been proactively participated during thecapacitation training. The participants from 4 clusters havelearned about livelihood rights and motivated to look atlivelihood as a right and not mere opportunity. Theparticipants were given inputs on various government welfareschemes and financial assistance available for Dalit andAdivasi women.

Exposure Visits to Existing Livelihood Models:12 interested federation leaders have exposed to variouslivelihood models. The federation member has visited TheCovenant Centre for Development, Madurai where they have beenexposed to the existing livelihood models such as herbal plantsgarden, Mango fruits production Unit, dairy farm and cotton

mill. It was motivated them to start seasonal business andtrade in their villages according to their climate conditionand seasons.

Disaster Preparedness Program:The Dalit and Adivasi community have been capacitated ondisaster preparedness program through 6 meetings held in thevillages. Around 1200 people have been benefitted directly andit impacts among 4000 villagers and they are aware disasterpreparedness program. SASY disaster preparedness and managementteam alarmed the entire working village about Nilam Cyclonethrough adopting various strategies.

Awareness on Micro Insurance:It is one of the important activities of SASY to enroll theDalit and Adivasi community under the micro insurance scheme.The Dalits and Adivasi are poor and they lives in small hutsand these are often ransacked during any natural disaster. Itwas very difficult for them to renovate their houses and comeout from this sudden shock. Hence it is inevitable to enrollthese communities under the micro insurance scheme to getbenefits and safe guard their asylum and other losses. 6programs have been conducted to generate awareness andenrollment during the past I year.

Meeting with Women Federation Members:A continuous support and accompaniment with the womenfederation is sustaining their regular functions and motivatedthem to engage in small trade and business. 12 meetings wereorganized with the women federation members. Their savings,lending, repayment are mainstreamed and their managementcapacities have been enhanced. Apart from the financialactivities the federation members have engaged in otheractivities such as advocacy with the various governmentdepartments to seek housing Patta, basic amenities and campaignagainst sex selective abortions and addressed incidents ofsocial exclusions.

Meeting with Men federation Members:The men federation is effectively functions at the villageswith the regular support and accompaniment of SASY team. Thefederation has assisted the Dalit and Adivasi men to availfinancial assistance and other benefits from the government

with subsidy. 6 applications have been already processed in theTHADCO department to seek Rs.28 50000 with subsidy for 6 Dalitmen to start up their own entrepreneurship. 12 meetings havebeen conducted with the men federation members where they havebeen capacitated on accounting, financial management andenhanced leadership.

Exposure visit for Federation Members:Apart from the financial related activities the federationmembers are interestingly engaged in various other issues. Thefederation members have been strongly advocated for the housingrights and around 600 members were mobilized and had aneffective advocacy with the chief secretary of Tamil Nadu stateregarding housing for the homeless people. The federationmembers have been often visited the district collector office,police stations, schools, banks and etc to resolve their issuesand village too.

Exposure Visit for Children:The children are capacitated on Right to free and compulsoryeducation Act 2009 and they have been exposed to the districtcollector office, Police stations, Panchayat office,Pitchavaram (A tourist place) and Gram Shaba. The children havebeen effectively advocated with the district collector to seekhousing for homeless people in their village. They have givenpetitions with the village Panchayat president to seek basicamenities to their village. The exposure visits have beenimmensely contributed to enhance their leadership and assertivecommunications.

Child Panchayat Meetings:4 Child Panchayat meeting have been organized in the villagesand totally 460 children have been proactively participated.The children leadership has been enhanced through this meetingand they identified certain issues in their villages whichaffects child rights and the villagers in general. The childrenPanchayat brought out various issues into the lime light andthey have engaged an advocacy with the village Panchayat toresolve those issues. Many Panchayat Presidents have positivelyresponded and appreciated the children effort.

Meeting with the Village Child Protection Committee (VCPC):6 meetings have been conducted with the VCPC in the respectivevillages to strengthen their functions, enhance capacities onchild rights and protection mechanisms. The members have beenproactively participated and shared their experiences. Thestrategies have been reviewed collectively and new strategieswere adopted comprehensively.

Rehabilitation of Dalit Community and Seed Money for IGPActivities:SASY has been effectively engaged in rehabilitation of Dalitand Adivasi communities during the adverse effects of THANEcyclone occurred in Tamil Nadu state. 172 families were givenRs.5000 each as loan to rebuild their livelihood opportunitiesand 171 families were given Rs.3500 each as financialassistance to renovate their damaged houses. The children andwomen are benefitted largely and got the place to stay soonafter the cyclone. The immediate support has been immenselycontributed the victims to come out from the sudden shock andgiven new hope.

Candle Production Unit:The trained 40 Dalit and Adivasi women have been successfullyrunning candle production unit in their village. It hasgradually transformed the lives of Dalit women from labour toentrepreneurship. The women themselves engaged in procurementof raw materials, production, marketing and financialmanagement. It has been recognized their leadership andupgraded their social status and within their family too. As itis beginning stage each Dalit women who have engaging thiscandle business earns Rs.200 per day and it certainly helps toprovide standard of education, adequate food and standard ofliving with sustainable livelihood.

Women’s Day Celebration: A Promise is Promise: Time for Action to endviolence against Women:SASY along with women and men federation has celebrated theworld women’s day on 8th March 2013 at Chidambaram in a grandway. The Dalit women achievers, entrepreneurs, leaders andother are deeply appreciated and honored during the event. TheDalit women have beaten “Parai” (A traditional music instrumentof Dalits) as symbolic way of taking pledge to end violenceagainst women and promote Dalit women leadership. The Dalit

women and men federation members and community members haveperformed various cultural events during the celebrations.

Wooden Furniture’s Manufacturing Unit:The Dalit youth have been trained on carpentry and motivatedentrepreneurship to transform their lives from labour toentrepreneur. The 99% of Dalit population are being labourstock for several centuries and their opportunities of choosingoccupations are forbidden by the Hindu laws in the Indiansociety. Hence they unable to choose any other occupationsrather than the caste based occupation given by the Hindureligion. Hence it is important to liberate Dalits from theseillegitimate clutches and provide them opportunities forfreedom of occupations. At present 10 Dalit youths engagingwooden manufacturing entrepreneurship and entering into themainstream market.

Housing for Single Woman in Thane Cyclone affected villages:The Dalit and Adivasi community have been adversely affectedduring the Thane Cyclone hit occurred in coastal area of TamilNadu and Pondicherry. Their small huts and livelihoodopportunities ransacked and looted. The sudden shock affectsthese communities at large especially the single woman facedhuge problem of shelter. SASY has conducted the survey toidentify the single women in the targeted villages and 106 havebeen identified through door to door survey. Criteria have beenevolved to choose the beneficiaries who are most in need.

36 single women have been finally selected and SASY with thesupport of KNH has constructed the houses for them at cost ofRs.73000 each. It has resulted that the abandoned single womanensured asylum and living with dignity.

Visits from KNH and other organization:SASY had 7 external visits from the KNH with object to projectaccompaniment and monitoring. Mr.Sathish Samuel has visitedSASY working villages and housing site which has beenconstructed for the single women who have been affected duringthe Thane Cyclone. A meeting was held with the staff and otherstake holders to understand the project implementation and feedbacks given to strategize the intervention for effectiveimplementation. The children have proactively participated andexpressed their views during the interactive sessions. The

visitors felt very happy and motivated the children for thefurther developments and growth aiming for bright future.

Mr.Gido from KNH has visited the SASY working villages andinaugurated the house warming function held at Vadakkuthurai.The Dalit women federation members proactively shared theirexperiences of engagement of trade and business.

In last one year SASY had 7 visits from KNH and otherorganizations .It was significantly help us to steer planning,implementation and monitoring in a right track. It was moreinteractive learning of SASY and KNH by understanding theongoing project activities and achievements. The staffcapacity, sustainability and understanding were enhanced duringthe field visit to the villages by KNH team. All the visitshave motivated the staff team, their functions, projectimplementation and intervention in joy full manner.

2.2. How does the work of the project influence the children’sdevelopment with regard to education/studies/vocationaltraining, health (medical care, vaccination campaigns etc.),nutrition, leisure time, job placements for young people whohave left the project and their present living conditions? Towhat extent has the standard of living improved in the regionthrough the project? Special focus should be placed on thechildren. The caste prejudices of school teachers over the Dalit childrenare gradually declined due to the outstanding performances andacademic results of Dalit Children through effective functionsof CRC. The school dropout rate is highly decreased and allmost all the Dalit children have been reenrolled in the schoolsthrough the CRC facilitators.

The Dalit children of Kuthan Koil village became rank holdersin their academic results and they were considered to be poor

students before and never get ranks. 95% of Dalit children havescored their academic results with distinction. It has resultedthat the Dalit children are recognized by the other studentsbelonging to other castes and teacher too. The high scoring ofacademic performances of Dalit children deliberately reducedcorporal punishments in the schools and escaped fromhumiliation.

The Dalit children were provided various opportunities toparticipate and contest in the cultural competition andeducational competitions too. The trained children of CRC havebeen often awarded by the schools for their outstandingcultural performances and motivated them to participate in thepublic competition in outside school. The children have ownednumber of prizes in the schools and outside too.

CRC children have helped a tribal boy to reenroll in the schoolafter he dropped out from the school due to poverty and shortof clothes. The CRC children themselves contributed Rs.836,bought new dress for the boy and admitted in the school.

The CRC children have been effectively engaged an advocacy withthe Village Panchayat during Gram Shaba (People Assembly oflocal self governance) and submitted 21 petitions seeking basicamenities for their villages. The children engaged variousadvocacies with the district collector, police, schooladministration regarding their issues and rights.

40 children have been proactively participated in the NationalYatra claims environmental protection and climate justice. Thechildren have staged performed various cultural shows duringthe event which significantly attracted the state and media.

The Dalit women are accessed to medical care and support in thehealth institutions where they had been excluded from accessdue to caste discriminations and prejudices. The children liveshave been ensured from serious disease of “Dengu” fever byconducting medical camps at rights time, imparted precautionaryeducation and continuous follow up.

The trade engagements and entrepreneurship of Dalit women aresignificantly transformed their lives from labour toentrepreneur which has upgraded their social status and ensured

sustainable livelihood. It has immensely resulted to advancetheir children education, food, medical and standard of living.The incomes of Dalit women contributed to their children growthand peaceful environment in their family.

90% of the punishments and harassments by the parents againstChildren have stopped at the homes through the parent and childmeeting facilitated through CRC. It was expressed by thechildren during the interaction meeting and strengthened theirrelationship.

2.3. Which problems or difficulties has the project been faced with and how has the project tried/is trying to cope with them?Please also describe the lessons learned.It was little challenged to link the community with ICDS centreand Anganwadis to avail nutritious mix powder for theirchildren after stopping of supply from SASY through theproject. They were expected to get continuous support from SASYfor their children and mother. However it has been resolved bymaking them clear understanding about the limitation ofresources and motivated them to avail from government as aright rather a free scheme.

The frequent power cut for more than 13 hours a day affects dayto day activities and affects small scale industries and otherlivelihood opportunities. The monsoon failure has been severelyaffected agriculture and inadequate power supply for irrigationtoo. Unemployment became major issue and the prices ofessentials commodity has been increased and unaffordable forthe poor people. SASY has assisted the Dalit and Adivasicommunities to get jobs from the government under the MahatmaGandhi National Rural Employment Scheme.

SASY has been conducted the village and cluster level meetingsat every month where the project activities are exhibited andkept budget amount is transparent to the communities. It wasresulted the community is understood the limitations ofresources and interventions. At present the community isinvolving in all the activities and bestowed their cooperation.

2.4. Children’s highlight: Please enable all children toidentify the most important highlight which they haveexperienced during the past twelve months. The detailed

description shall be based on children’s group discussions andcomprise a minimum of 15 lines. The Children leadership and their assertive communicationskills have been significantly enhanced and it has beenvisualized through their various engagements in past 1 year.The CRC children have effectively engaged an advocacy with the21 Village Panchayat presidents seeking basic amenities fortheir villages, tree saplings in the natural disaster affectedvillages since 80% of the trees were uprooted during ThaneCyclone and effects climate change and led monsoon failure. TheCRC children have been appreciated and recognized by the 21village Panchayat presidents and the community elders for theircontribution and future vision.

The children often met the District collectors, Policeofficers, Doctors and school management team without anyhesitation and fear. The children who participated in the National Yatra havegenerated larger impacts among the other children and thecommunity. The children were managed to look after their day today life independently, travelled to new places without fear,mingled with new group of children and adoptability are thehighest experiences of these children during the NationalYatra.

TheDalit children provided more opportunities to contest in thecultural and other competitions in the school. These childrenhave been enhanced their cultural capacities, creativity in theCRC and they have explored them during school functions. Theteachers gained confidence over the Dalit children bywitnessing their talents and motivated them to contest in manycompetitions.

The Children fear towards the subjects of Mathematics, Scienceand English are completely confiscated, now they are

interestingly studying these subjects and scored top marks. Thechildren of CRC have been awarded for their outstandingcultural performance and high score of talents in publiccompetition.

3. Outlook and thanks3.1. Future plansEarly Education and Child Care:Children Resource Centers:Minimum 200 children age 1-3 will be provided nutritious foodthrough the Anganwadi run by the government and enroll minimum50 children at the Child Resource Centre (CRC) in 51 villages.It will target to impact direct and indirectly around 20000children in 51 villages and schools through various programsand interventions. The CRC facilitators will be capacitatedunder this project. The health care and the leadership of thechildren will be enhanced

Training Program on RCH Right:It is aim to ensure hygienic survival of mother, child andadolescent girl. 6 training programs on Reproductive and Childhealth care will be organized. Minimum 600 adolescent girls andadult women will be covered through this training program. Thiswill help the adolescent them to understand their problems,hygiene, life skills and to be assertive to the societalresponse.

Medical Camp and Access to Health Care:The project is targeted 300 children and women through 4medical camps at 4 villages to ensure the health care andfacilities are access to the children and women. It found thatthe majority of the women have suffered through anemic and the

malnourishment children will be provided further medical carethrough the government hospitals after the referral from theprofessional doctor through this camp

Child health Care:6 meetings will be organized with the children to imparteducation on hygiene and care. The children will be monitoredby the health staff through frequent field visit and theunderweight children will be referred to the Anganwadi foradditional nutritious food distribution. If any case ofdeficiency and illness will be immediately provided medicalcare through the government hospital. There are minimum 300children will be covered.

Livelihood promotion through SEED money:The potential Dalit families and the individuals from the SHGsand federations will be provided through seed money mobilizedfrom the THADCO and other financial institutions. It isproposed to support 200 Dalit families consist of 1000 membersin the family will be benefitted.

Capacity building training on Livelihood Rights:3 capacity building training programs will be organized aimingat 600 Dalit women in 4 clusters. The trained women will becomepotential candidates to apply and seek financial assistancefrom THADCO and other financial institutions for initiatinglivelihood opportunities by establishing small enterprises.Exposure Visit to Livelihood Models:It is aiming at to organize 1 exposure visit to the 60 Dalitwomen expected to establish successful livelihood for overalldevelopment. The 60 women will be exposed to the existingsuccessful livelihood model which has been established and runsby the women SHGs to get aspirations and gain knowledge andinputs to replicate that model with their own plan according totheir own situational assessment.

3.2. The inputs through KNH resources both finance and moral supportto the Children of Dalit communities and other marginalizedhave been strengthened and empowered. The situation of Dalitsis adverse and potential victims of human rights violations,hence Dalits are known “Untouchables” and socially segregatedby the mainstream communities in India which effects theextreme poverty, illiteracy, malnourishment of Children, denialof education, denial of health care, denial of food security,denial of fundamental rights and etc. These are thecontemporary situations that have been prevalent in millions ofvillages in India.

But SASY could able to intervene and contribute to resolvethese issue through “building a just society where everyonerights to be equally recognized respected” with immense andcontinuous great support of KNH in past and present. The Dalitliberation with regard to children life, rights are continuousstruggle and march with an accompaniment of social and legalmechanisms. KNH is playing vital role and take part of thatstruggle by providing not only financial support, but extendsfullest solidarity, accompaniment and cooperation with thegrassroots organizations like SASY , many others in the countryand across the globe.

The Children are very significant and recognized. But thesegroups are often neglected and ignored by the majority ofpopulation in the world. The KNH is entirely different byconceived an ideology of the rights of Children need to berecognized and respected via protection and promotion of therights of the Children without any kind of discrimination. Onthis light SASY is being very proud to be a partner andsupported through various resources of KNH to achieve therights of Children.

SASY has reached by targeting 630 Dalit and other marginalizedchildren in 51 villages consist of 40100 population of Dalitcommunity through immense support of KNH. The situation andlife of the children are positively changing in the villages

through KNH support and SASYs field efforts and interventionsthrough various programmes. The skills, knowledge, inherenttalents, health care, education, protection, participation,food security & nutrition, life and rights of the newgeneration of the children are achieving through immensesupport and contributions of KNH. We SASY and on behalf of14840 number of children and the community are expressing oursincere gratitude to KNH and team for their deepestcommitments, conviction and support to achieve the rights ofchildren of Dalits and other marginalized communities.

We assure that the efforts towards the protection and promotionof child rights will be achieved with great partnership withKNH and we request you to continue your support to advance therights of Dalit and other marginalized children.

II. SPECIFIC ASPECTS1. Organizational level1.1. Major eventsCampaign against Sex Selective Abortion:SASY along with other child rights organization have beeneffectively campaigned against sex selective abortion in theCuddalore district. The community has been mobilized towardsspread the awareness and to end sex selective abortion in thisdistrict since it shown high number of abortion took place inpast years. The women federation members have been continuingthis effort and organized several campaigns at the gross rootlevel. The women federation members staged performed culturalprograms which significantly raised awareness among the public.The campaign was extensively covered in the media and themessage has been reached to larger populations.

Monitoring Visits to the Scan Centre:The Dalit women and men federation members have constituted 4monitoring team and visited scan centers in the Cuddaloredistrict alarming to prevent and eradicate sex selectiveabortion in the scan centers. An effective advocacy held withthe medical practitioners to prevent and stop sex selectiveabortion.

Access to Justice through Right Based Approaches:Public Hearing by National Commission for the Protection ofRights of Children (NCPCR):

NCPCR has conducted a Public hearing in collaboration withCivil Society organization on 17th and 18th October 2012 atChennai, SASY was one of the proactive members of co-organizingcommittee. SASY has submitted 13 cases including the incidentsRape of Minor Girls, Suspicious death of Dalit students inHostels and Schools, Sexual Abuse of Dalit students by theTeachers, Murder of Dalit student, Fake cases foisted againstDalit children by the Police, Caste discrimination againstDalit students in Govt. Schools, Torture, burnt with firewoodin Anganvadi by nutritious food organizer and forbidden ofDalit children to access Common Pathway. 38 child survivors of caste atrocities and other forms of humanrights violations have been appeared before the commission ofhearing and they have deposed their sufferings and pains beforethe jury panel. The witnesses have been also been appearedbefore the panel and deposed their statements before thejuries. The SASY-DHRD team has meticulously prepared the entiredocuments and tutored the child survivors and the witnessesbefore the hearing to depose the incidents in complete andchronological order without any mistakes. In many cases the Jury panel has passed immediaterecommendations to the state government and to the concernedofficials to take appropriate actions. In few cases the childsurvivors have gained immediate relief on the spot.Finally the seven-member jury team has made their strongrecommendations to the state government of Tamil Nadu and tothe concern officials of various departments to take immediateactions to uphold the rights of children. They have alsostrongly condemn the school education department by overlookingthe non implementation of the RTE Act and also recommend thestate to take effective measures to improve the situations ,access to schools , hostels, Lab facilities these institutions,regulation of private schools and hostels, preventive measuresof the incidents of sexual abuse of children in schools andcorporal punishment.Special Focus to Improve the Situations of Hostels run by AdiDravidar Welfare Department:The condition of Adi Dravidar and tribal schools and hostelswas highlighted during the public hearing as it was the plightof children who are studying in unrecognized schools. Localsolutions must be found to resolve the problems of remotelocation schools. The state government shall conduct an audit

of the un-recognized schools in the state take an effort torecognize them, or de-recognize them if the requirements werenot inadequate. The government officials of the Educationdepartment were present at the meeting has agreed to implementthe directions within a time-bound period.

Implementation of the RTE Act is the fulcrum on which the wholeplank of child rights rests, Dr.Vasanthi Devi, a jury memberand educationist, added. Once this is done, all other issueswill resolve themselves naturally. Setting up school managementcommittees in each school, as recommended by the RTE Act wouldhelp transfer the authority to the local community and ensurethat they have stakes in seeing that the Act is implemented. 67cases were heard at this public hearing along with the supportand organizations of civil society groups including SASY. Open Hearing on the Problems of SC by National Human RightsCommission (NHRC): The National Human Rights Commission (NHRC) headed by formerChief Justice of India Justice.K.G. Balakrishnan and along withother members has conducted a three-day public hearing in TamilNadu - from August 7 to 9, 2012. SASY has effectively utilizedthat opportunity and engaged an advocacy with the NHRC bysending 30 cases which are found to be total willful negligenceof the investigation agencies for effective measures throughNHRC. SASY has sent full case details around 90 pages alongwith relevant documents. These cases have been sent to the NHRCalready by SASY from the districts of Villupuram, Cuddalore,Erode and Tirupur in the last one year. NHRC had registeredall the cases and sent summons to the appropriate governmentofficials to appear before the commission of enquiry.State Level Campaign (Convention): As a part of the state level campaign activity on enforcementof SC/ST POA Act 1989 and proposed amendments, SASY hasconducted a state level convention on 1st November 2013 atSt.Thomas Community Hall in Chennai. It was first time inTamil Nadu the Dalit and Adivasi organizations are largely werecome together in one platform with single agenda that toenforce the SC/ST PoA Act 1989 more effectively and bringamendments in the Act. There are 450 representatives from 300organizations have participated in convention from Dalit andAdivasis Movements, Activists, Leaders and MLAs and MPs of

various political parties. The convention has drawn theattention of all the actors who are concerned over the issuesof these communities and built consensus on the amendmentsincluding solidarity building for effective campaign.

State level conference on the Rights of Survivors of Casteatrocities: It is equally important to prove that the survivors of casteatrocities are often denied justice, largely ignored andneglected by the duty bearers and justice delivery mechanisms.On this light SASY has conducted a state Level SC/STs SurvivorsConference with the support of HRF-Chennai in order to highlight the gaps and willful negligence of the governmentofficials and duty bearers in course of non implantation of theSC/ST POA Act 1989 in Tamil Nadu state. There are 220 survivorsof caste atrocities belongs to Dalit and Adivasi communitieswere deposed their sufferings and witnessed the willfulnegligence of the government officials and duty bearers underthe SC/ST PoA Act 1989. Finally the state level survivor’s conference made 12resolutions and demands on behalf of the survivors of casteatrocities to the state concern and effective measures underthe SC/ST PoA Act 1989.

National Level Campaign: Lobbying and Advocacy with the Parliamentarian:As part of advocacy efforts towards strengthening of SC/ST PoAact 1989 and bring amendments under the Act, SASY has playedvital role at the state and national level along with theNational coalition of strengthening of SC/ST PoA Act 1989. SASYwas one of the key actors and national core group member of theNational coalition engaged an advocacy with theparliamentarian, cabinet ministers of the Union Government,National Human Rights Commission, National commission forScheduled Caste, National Commission for Scheduled Tribes andetc. It has resulted that the Union Government has agreed tobring amendments under the Act and they have accepted theamendments that proposed by the National coalition except fewchanges due to some political reasons.

National Dalit Adivasi Sammelan:

National Dalit Adivasi Sammelan was held on behalf of theNational Coalition of strengthening of SC/ ST PoA Act 1989 atRamleela Ground in New Delhi on 23rd of November 2013 withobject to demand the Union Government of India to bringamendments under the SC/ST PoA Act 1989 in the Parliament. SASYhas proactively participated at the National Sammelan andmobilized the survivors of caste atrocities, various Dalitmovements, and civil societies and ensured their participationas part of an advocacy effort to pressure the Parliamentarianand the Union Government to speed their interventions to bringthe amendments in the SC/ST PoA Act 1989. There are around 110Dalit activists and 28 CBOs were proactively participated onbehalf of SASY. The renowned, senior political leaders,important cabinet ministers, Chairman of National commissionfor Scheduled Caste and Dalit leaders were participated andexpressed their solidarity to bring amendments under the SC/STPoA Act 1989 in the Parliament.

Printing of Posters:It is highly significant to create visibility of Dalit issuesand Rights guaranteed under the various Acts to the Dalitcommunity and mobilize them towards access those legalentitlements. SASY has effectively used publishing posters asone of major, key strategy to reach maximum numbers of Dalitpopulations from grass roots to the state level. Thus SASY haspublished 2 different posters as 1000 each highlighting therights of SC/ STs under the SC/ST PoA Act 1989 and proposedamendments including the revised compensation under the Act.Similarly 1000 pamphlets were published and disseminated tothe Dalit communities, Police departments, revenue officialsand etc as tool of education and campaign materials for theenforcement of this Act. It has generated larger impact amongthe Dalit community and other stakeholders in the state ofTamil Nadu and it has resulted that many of them were becamepart of this campaign and other promotional functions.

Child Rights Protection and Gender Policy:SASY has evolved 2 policies on Child protection and gender. Thepolicy practice became mandatory in the organization and thestaff further sensitized towards both specific themes. It hasbeen resulted the behaviors and moving of the staff with

children, men and women in the villages is very healthy andstrengthen relationships. The policy has also shared with manyother civil society organizations to put in practice.

Major challenges and related responses at the organizationThe recent hatred campaign against Dalits by the other castesmovement and few political parties in Tamil Nadu state createsantagonism among the Dalit and non Dalits. These groupscontinue the campaign to repeal the SC/ST PoA Act 1989 (Aspecial act prevent and respond to the incidents of casteatrocities committed against Dalits) in Tamil Nadu state. Ithas adversely affects the communal harmony of Dalits, nonDalits in the state and it is severely affects the ruralpopulation where we are working.

The state became very strong and attempting to marginalize thecivil society interventions through framing new rules in theFCRA and other aspects. However the civil society is findingalternative ways and using different terminology to avoid suchissues.

Theproject activities are implemented by the responsible staff andensured by the coordinators and program manager in the filedprogrammes. Finally the project planning, implementation andmonitoring is ensured by the executive director of theorganization by receiving activity planner, monthly reports,review meetings and etc.

2.2. Staff capacity building6 Capacity Building Training was conducted in the organizationand the staff have capacitated on Child Rights, women and Lawby the Human rights Foundation based in Chennai. CRCfacilitators had special training on Child rights and childtheatre to accompany the children to enhance their leadershipand development.

SASY has jointly organized number of events in thepast 1 year as follows

1. Proactively coordinated and participated at the NationalYatra of Climate Justice through the Children Movement forClimate Justice (CMCJ) held on May 21st to 28th 2012

2. Organized a State level consultation on strengthening ofSC/ST PoA Act 1989 on behalf of the National Coalition ofstrengthening of SC/ST PoA Act held at Chennai on 1st Nov2012.

3. Organized a state level conference on the rights ofsurvivors of caste atrocities held at Coimbatore on 27 Nov2013 on behalf of National Coalition of strengtheningSC/ST PoA act 1989.

4. Coordinated and participated at the National DalitAdivasi Sammelan organized by the National Coalition ofstrengthening SC/ST PoA Act held at Nov 23 at New Delhi.

SASY along with RCPDS and other organization have jointlyorganized a National Yatra on environmental protection andclimate justice through Children Movement for Climate Justice(CMCJ). SASY has played vital role to seek collaboration withthe academic institutions and universities during the NationalYatra. SASY has mobilized support from Care India to renovatethe Cashew processing unit runs by the Dalit women federationwhich was adversely damaged during the Thane Cyclone.

SASY has been effectively addressed the incidents of childrights violation by appearing before the National Commissionfor the Protection of Rights of Children (NCPCR) , ensuredjustice on the spot for few cases and directions were given tothe concern departments to resolve the matters. The WomenFederation has been proactively engaged an advocacy with thechief secretary of Tamil Nadu state government regardinghousing for the homeless people in the project villages.Christian Aid has supported SASY to assist the Dalit familieswho have been affected during the Thane cyclone and providedthem seed money for the income generation programs.

SASY has also worked among the elected representatives of localself governance and it has been resulted the basic amenities inthe working villages are improving. Mr.Gido from KNH hasvisited the working villages, interacted with the womenfederation members and exposed to the cashew processing unit.The other women federation members have been exposed to thecashew processing unit and the SASY women federation membersgiven them training on cashew processing.

4. Monitoring and evaluation4.1. Overview of M&E activities planned and conductedThe Project director has been regularly conducted the monthlystaff review meetings at the SASY office premise where theactivities and programs have been reviewed. 12 regular monthlymeetings with women & men federation, 1 half yearly review andannual review meeting held and the report has been receivedfrom the responsible staff. It was significantly helped all thestaff to aim benchmark and achievements. Monthly reports havebeen received from the staff and the weekly review meetings areregular in the office.

4.2. Major challenges/constraints and responses concerning M&E

All most all the planned activities have been implementedduring the project period. The regular staff review meetinghelped the staff to accomplish the tasks and stock taking ofpending tasks. The staff felt happy and welcomed such frequentreview meetings that helps planning, implementation andmonitoring.

Lessons learned and key observations concerning output andoutcomeExposure visits, Children Resource Centre, women and menfederation activities and National Yatra have significantlycontributed to achieve the expected out comes. The right basedapproached and related strategies have been immenselycontributed to empower children and the community. Advancingthe rights of women through entrepreneurship has beensignificantly transformed their lives and standard of living.The Dalit women status and leadership have been enhanced in therural.

4.4. Unintended results and outcome of the project, if anyHuman rights violations against children have been effectivelyaddressed through National Commission for the Protection ofRights of Children (NCPCR). SASY has represented 13 cases atthe commission enquiry and got favorable directions and justiceto the children who affected through various human rightsissues. 200 Children have provided educational materials bymobilizing support from the other stakeholders and involve themin this project implementation as added value.
