1 EXECUTIVE SUMMARY

WSP Canada Inc. was retained by Silvercreek Developments Limited to complete a Phase I Environmental Site Assessment

(ESA) of the Phase I Property (Site) at 55 Silvercreek Parkway South, Ontario. It is understood that this Phase I ESA is

being conducted for due diligence purposes.

The Site is located on the south side of Silvercreek The Site is located on the south side of Silvercreek Parkway South in an

undeveloped area in the City of Guelph. The Site has is generally rectangular in shape, and is located approximately 50 m

northwest of a railway line within the Study Area. The Site is currently vacant with no buildings on Site. Groundcover on the

site includes sand and gravel, trees and shrubs.

The purpose of the Phase I ESA was to identify actual or potential environmental concerns that relate to past and present on-

site and off-site activities. The Phase I ESA was carried out using CSA Standard Z768-01.

Based on information obtained as part of the Phase I ESA records search, interviews and site reconnaissance, the following

major findings are presented:

The nearest water body Speed River is located approximately 0.6 km southeast of the Site, with Howitt Creek, tributary

to Speed river, located approximately 300 m northeast of the Site.

The surficial geology in the vicinity of the Site is expected to consist predominately of glaciofluvial deposits consisting

of river deposits and gravelly deposits (OGS, 2010).

The bedrock within the area consists of sandstone, shale, dolostone, and siltstone of the Guelph Formation (OGS, 2011).

Based on well records reviewed in the area, bedrock is expected at approximately 9.1 to 27 mBGS.

The inferred shallow ground water flow direction at the Site is southwest. The inferred shallow groundwater flow

direction in the Phase I Study Area is to the southeast towards Speed River.

PCAs have been identified on the Site and within the Phase I Study Area. A summary of the PCAs and an assessment of their

potential to affect the soil and groundwater at the Site is provided in Table 2. The PCAs identified do not result in the

identification of APECs for the Site.

Based on the information obtained and reviewed during this Phase I ESA, a Phase Two ESA is not recommended at this time.

3 SCOPE OF INVESTIGATION

The primary purpose of the assessment was to:

Determine the actual or potential environmental issues at the Site;

Identify areas of environmental concern;

Assess environmental risks related to soil and groundwater;

Provide a basis for subsequent investigation of the property based on the Phase I ESA findings.

The scope of the investigation includes:

The Phase I ESA study area for this undertaking included properties wholly, or partly, within 250 m of the Site boundary.

Properties wholly beyond 250 m of the Site boundary were not added to the study area due to their distance from the Site.

Below is a summary of the records review undertaken by WSP as part of this Phase I ESA.

To accomplish this task WSP requested and obtained the following records:

An ERIS standard report was obtained for the Site and lands within a 250-m radius around the Site. A copy of the ERIS

report is provided in Appendix B.

A freedom of information (FOI) request was submitted to the Ministry of the Environment, Conservation and

Parks, requesting a search of environmental records for the subject property. Copies of the request, the response, and

any documents obtained are included in Appendix C.

Information and records were requested from the Technical Standards and Safety Authority (TSSA). Copies of the

request, the response, and any documents obtained are included in Appendix C.

City Directories were requested from LGI Copy Service Canada (LGI). These documents were reviewed by WSP and

summarized for this assessment.

Aerial photographs of the Phase I Property/Study Area were obtained from the University of Waterloo Geospatial

Centre online database and from Google Earth satellite imaging. Aerial photographs of the Phase I were also included in

a previous Phase I ESA conducted by Golder Associates Limited (Golder) for a portion of the Site in March 2004.

Aerials reviewed for this assessment are available upon request.

The records review provides Site information regarding the physical setting, history of development, and land use in

connection with the Site and adjacent properties. Information sources are summarized in the following tables.

three properties owned by Lafarge located at 163 Inkerman Street, Guelph

(Parcel A), 45 Silvercreek Parkway, Guelph (Parcel B), and Part Lots 2 and 3,

Division E, Concession 1, part Lots 10 to Part Lots 12, Plan 52, Part Lot 3,

Part Napolean Street Closed, Guelph (Parcel C).

- Parcel A was bounded by Inkerman Street to the south, a residential property,

commercial property, and Alma Street north to the east, Canadian National

Railway line and vacant land to the north, and parkland and a Canadian

National Railway line to the west. Parcel A was developed with one building

occupied by Evans Industrial.

- Parcel B was bounded by a Canadian National Railway line and residential

properties to the south, a Canadian National Railway line, residential,

commercial, and industrial properties to the east and north, and Silvercreek

Parkway South the west. Parcel C was bounded by a Canadian National

Railway line and residential properties to the south, Silvercreek Parkway South

to the east, a Canadian National Railway line and residential properties to the

north, and Highway 6 North to the west. Both parcels B and C were

historically utilized as a sand and gravel pit from the early 1900s to

approximately 1970. The parcels later contained an asphalt plant, ready-mix

and block manufacturer until the mid to late 1990s.

- Based on the findings of the Phase I ESA, potential environmental concerns

were noted on-site, including the following:

o Parcels B and C had been subject to sand and gravel extraction,

asphalt making activities and concrete and block activities.

o Historic sedimentation ponds were located on Parcels B and C.

o Fill placement of unknown quality had occurred on Parcels A, B, and

C.

o Several wastes were historically produced on-site, including sanitary

wastes discharged to a septic system (septic tank and tile bed),

concrete truck washing wastewater (containing hydrochloric acid),

waste oils and lubricants from machine and truck maintenance

activities, and oils placed on roadways for dust control.

o Two ASTs an seven USTs were reportedly historically located on

Parcels B and C for refuelling purposes. A previous test pitting, soil

and groundwater investigation identified petroleum hydrocarbon

impacts in immediate vicinity of the former vehicle fueling areas.

o The Canadian National Railway lines were located along the north

and south boundaries of the Site.

Golder Associates Ltd., 2004, Phase II Environmental Site Assessment, Lafarge

Property (Former Red-D-Mix Plant Site), Guelph, Ontario, submitted to Lafarge

Canada Inc.

- Golder was retained by Lafarge in July 2004 to carry out a Phase Two ESA on

the former Red-D-Mix plant property located at Silvercreek Parkway South, in

Guelph, Ontario.

- Previous environmental reports indicated that soil and groundwater in the

eastern and western portions of the property were impacted by total petroleum

hydrocarbons, volatile organic compounds, and inorganic chemicals.

- The purpose of the Phase II ESA was to characterize the concentration of

chemical compounds and parameters in soil and groundwater at the Site to

support the development of a Site-Specific Risk Assessment and possible risk

management or remedial options for the redevelopment of the property. The

following tasks were completed as part of the Phase II ESA Scope of work:

- Thirty-six test pits were excavated across the Site between March 2 and March

4, 2004 to a maximum depth of 4.5 mBGS.

- Twenty-six surface soil samples were collected across the Site between March

1 and April 14, 2004 to a maximum depth of 0.10 mBGS.

- Twelve boreholes were advanced on the Site to a maximum depth of 8.63

mBGS between March 8 and March 12, 2004, seven of which were completed

as monitoring wells.

- “Worst Case” soil/fill samples were collected based on field observations and

were submitted for laboratory analysis of one or more of the following

parameters: total metals, free cyanide, pH, total petroleum hydrocarbons (TPH

gas diesel and TPH heavy oils), volatile organic compounds (VOCs),

polycyclic aromatic hydrocarbons (PAHs), polychlorinated biphenyls (PCBs),

TPH-fractionation, fraction of organic carbon (FOC) content.

- Following well development, Golder collected groundwater samples from the

seven wells on the site for analysis of total metals, VOCs, TPH (gas/diesel and

heavy oils), and PAHs in March 2004. Surface water from Howitt Creek was

sample from four locations and submitted for the analysis of inorganics (metals

and metalloids) and organics (VOCs, TPH (gas/diesel and heavy oils), PCBs,

pesticides and related products. Free product of TPH was noted at one location

during sampling.

- The stratigraphy of the site consisted generally of discontinuous layers of silty

sand, to sand and gravel, with traces of clay. Fill material was encountered

between 0.08 mBGS and 3.50 mBGS and consisted generally of light brown

sand to clayey silt with variable amounts of gravel, sand, organics, brick,

asphalt, limestone, slag, cobbles and metal fragments. No bedrock was

encountered during the investigation.

- Based on groundwater level measurements taken at the site, groundwater was

found to flow in the southeast direction. The groundwater table was

encountered at depths of 1.12 mBGS to 6.51 mBGS.

- Soil and groundwater results were compared to the MOE Table A criteria for

coarse grain-sized, residential/parkland use criteria in a potable groundwater

environment.

- Soil exceedances of the MOE Table A were identified at the site for the

following parameters: pH, boron, beryllium, TPH (heavy oils), TPH

(gas/diesel), ethylbenzene, benzene, and various VOCs.

- Groundwater exceedances of the MOE Table A were identified at the site for

the following parameters: sodium, total chromium, TPH (gas/diesel), ethylene,

benzene, and several VOC parameters.

- Surface water exceedances of the Ontario Provincial Water quality Objective

1999 were identified at the site for the following parameters: aluminum,

copper, phosphorus, zinc, and various organochlorine compounds.

- Based on the results of the Phase II ESA, Golder concluded that the

redevelopment of the Site could likely be accomplished using a Level 1 Risk

Management approach and a hot-spot removal of THP-impacted soils and

groundwater.

- Golder recommended that seven additional soil samples and monitoring wells

be collected and installed at the former Red-D-Mix Plant area to decrease

relative size of impacted area and future cost of remedial work.

Golder Associates Ltd., July 2004, Supplemental Phase II Environmental Site

Assessment, Lafarge Property (Former Red-D-Mix Plant Site), Guelph, Ontario,

submitted to Lafarge Canada Inc.

- Golder was retained by Lafarge to carry out a Supplemental Phase II ESA on

the former Red-D-Mix plant property located at Silvercreek Parkway South, in

Guelph, Ontario. This work augments previous Phase II ESA work completed

by Golder is 2004.

SOURCE RECORDS REVIEW RESULT

- The Supplemental Phase II ESA was conducted to address the chromium in

groundwater, possible TPH impacts by USTs and TPH impacts at the former

Red-D-Mix Plant. The scope of work for the Supplemental Phase II ESA

included the following tasks:

- Bi-weekly groundwater sampling was conducted at one location, BH9 for

analysis of chromium.

- Nine boreholes completed as monitoring wells and additional test pits were

conducted on Site, to a maximum depth of 11.43 mBS, in the vicinity of the

former USTs and Red-D-Mix Plant Area in June 2004.

- Soil samples were collected based on field observations and were submitted

for laboratory analysis for TPH (gas/diesel and heavy oils) and BTEX.

Groundwater samples were collected and analysed for TPH (gas/diesel and

heavy oils) and/or BTEX.

- Soil and groundwater results were compared to the MOE Table A criteria for

coarse grain-sized, residential/parkland use criteria in a potable groundwater

environment.

- Soil exceedances of the MOE Table A for THP (gas/diesel) were identified in

the vicinity of the former USTs and the former Red-D-Mix plant area.

- Groundwater exceedances of the MOE Table for THP (gas/diesel) and BTEX

were identified in the vicinity of the former Red-D-Mix Plant area

- No chromium exceedances in groundwater were identified at BH9 for the

sampling period. No THP related products exceedances in groundwater were

identified in the vicinity of the former USTs.

- Based on the Supplemental Phase II ESA, Golder concluded the following:

- The initial chromium exceedance at BH9 was likely an artifact of sampling but

should be included when evaluating potential risks to on-site receptors during

the risk assessment process;

- The TPH (gas/diesel) impacts the eastern portion of the site, informer vicinity

of USTs, appear to be limited and could be addressed by a Level 1 Risk

Management approach; and

- Subsurface soil/fill to a depth of 3.5 mBGS and groundwater in proximity to

MWB was likely impacted with TPH (gas/diesel) and BTEX. Golder

recommends Lafarge sell the property “Where-is, As-is” or conduct

remediation to extract all impacted materials exceeding the MOE Table A

guideline values.

WSP Canada Inc (WSP)., December 2019, 34 & 40 Silvercreek Parkway South,

Guelph, Hydrogeological Assessment, submitted to Silvercreek Developments Ltd.

- WSP was retained by Silvercreek Developments Ltd. to conduct a

hydrogeological investigation for the properties located at 35 and 40

Silvercreek Parkway South, Guelph, Ontario. The purpose of the

hydrogeological assessment was to provide information regarding the

hydrogeological considerations for the development of the property.

- Hydrogeological considerations included the description of the

hydrogeological setting and a summary of the existing soil and groundwater

conditions, the identification of potential sensitive hydrogeological features, an

assessment of the requirements for groundwater controls during construction

and measures to maintain groundwater function at the Site.

- Based on previous investigation work at the site and near site boundaries, the

soil profile at the property was described as deep fill deposits to a depth of 7.2

mBGS, overlying silt, sand, and sand and gravel deposits, glacial till deposits,

followed by dolostone bedrock ranging from 9.1 to 10.7 mBGS.

- Twenty-seven (27) documented monitoring wells had been installed

throughout the property, with eleven (11) monitoring suitable for groundwater

level measurements. Three (3) drive point piezometers were installed to

provide information on the interaction between groundwater and surface water

along drainage features. The shallow groundwater is inferred to flow southeast

across the east portion of the site and south or southwest across the west

portion of the Site. Shallow groundwater was measured between 2.2 and 7.7

mBGS across the site.

3. LGI City Directories Vernon’s Guelph, Ontario City Directory were summarized by LGI Copy Service

Canada (“LGI”) and reviewed for this assessment between 1901/02 and 2011. No

listings were identified for 1901/1902. The Site was not listed or listed as not

individually indicated within coverage for all years searched. Properties in the Phase I

Study Area were listed for mainly residential land uses. Some commercial community

land uses were listed including:

- Sure Fit Auto Glass located at 5 Eden Street, approximately 100 m southeast

of the Site in 2000/01

A search for city directories located at the Toronto Reference Library from 1967 to 2003

was previously completed during a Phase 1 ESA by Golder, for a portion of the Site and

Phase One Study Area in 2004. A copy of the city directories were not included in the

previous Phase I ESA, however, WSP gleaned the following information pertaining to

the Site and Phase I Study Area:

- Lafarge Construction may have occupied a portion of the Site from 1995 to

2004.

- Permanent Paving Company may have occupied a portion of the Site from

1983 to 1994.

4.2 ENVIRONMENTAL INFORMATION SOURCES

Based on the limited quantity of these spills or the relative distance to the Phase I

Property, the spills identified in the Phase I Study Area are not anticipated to be

contributed to an APEC for the Site and thus are not listed herein. Additional details are

included in the ERIS report in Appendix B.

A Freedom of Information (FOI) request was submitted to the MECP on August 31,

2020, requesting information pertaining to Environmental Incidents, Orders, Offences,

Spills, Discharges of Contaminants, or Inspections. A response was not yet received at

the time of this report. Once received the response will be reviewed and notification will

be provided if any records are identified by the MECP file search. A copy of the MECP

request is included in Appendix C.

7. Waste Generators / Receivers

Summary Records

The ERIS report did not identify any Ontario Regulation 347 Waste Generator Records

for the Site and within the Phase I Study Area. However, ‘unplottable’ records were

identified. Details pertaining to these additional records can be found in the ERIS report

in Appendix B.

8. Waste Disposal Inventory The ERIS report did not identify any active or closed landfill sites on the Site or within

the Phase I Study Area.

9. Records of Fuel Storage Ten (10) Expired Fuel Safety Facilities and one (1) private and retail fuel storage tank

records were identified for properties within the Phase I Study Area, including:

- Ten (10) records pertained to expired FS gasoline station, FS facility, FS

piping, and FS liquid fuel tanks in 2009 for Ultramar Canada Inc, located at

561 Wellington Street West, approximately 250 m NE/S of the Site. One (1)

record at 561 Wellington Street West also pertained to a 122 700 L retail fuel

storage tank, expired in 1994.

Due to the distance from the Phase I Property and anticipated direction of groundwater

flow, the records within the Study Area are not anticipated to be contributing to an

APEC for the Site. Additional details are included in the ERIS report in Appendix B.

An information request was submitted to the TSSA pertaining to underground and

aboveground fuel storage for the Site. The TSSA responded that they have no records of

tanks on file for the Site. Copies of the request and TSSA response are included in

Appendix C.

10. Environmental Registry / Records of

Site Condition

- One (1) Record of Site Condition was identified within the Phase One Study

Area, filed for 45 Silvercreek Parkway South, Guelph, for Silvercreek Guelph

Developments Limited in January 2008.

Due to the distance from the Phase I Property and anticipated direction of groundwater

flow, the records within the Study Area are not anticipated to be contributing to an

APEC for the Site. Additional details are included in the ERIS report in Appendix B.

11. Scott’s Manufacturing Directory The ERIS report did not identify any records for the Phase I Property and one (1) record

for the Phase I Study Area, including:

- Lafarge Construction Materials was located at 45 Silvercreek Parkway South,

northwest adjacent of the Site. Established in 1953, this Property was listed

under ‘Ready-mixed concrete’.

Due to the distance from the Phase I Property, anticipated direction of groundwater flow,

and historical environmental work performed within the Study Area, the records within

the Study Area are not anticipated to be contributing to an APEC for the Site. Additional

details are included in the ERIS report in Appendix B

2. Topography, Hydrology, Geology The Site and vicinity are characterized by flat topography, with elevation of

approximately 322 metres above mean sea level (MNRF, 2019). Regional Topography

consists of a slope towards Speed River, approximately 0.6 km southeast of the Site, at

an elevation of approximately 310 metres above mean sea level (MNRF, 2019). Howitt

Creek is located approximately 300 m northeast of the Site.

Surficial geology in the vicinity of the Site is described as glaciofluvial deposits

consisting of river deposits and gravelly deposits (OGS, 2010). A sand and gravel pit

location is identified approximately 250 m north of the Site. The underlying bedrock of

the area consists of sandstone, shale, dolostone, and siltstone of the Guelph Formation

(OGS, 2011). Based on well records reviewed in the area, bedrock is expected at

approximately 9.1 mBGS to 27 mBGS.

Groundwater flow in the overburden and bedrock are inferred to be predominantly to the

southeast towards Speed River, approximately 0.6 km southeast of the Site. The inferred

shallow groundwater flow direction at the site is southwest (WSP, 2019). It should be

noted that local groundwater flow may be influenced by underground utilities (i.e.

service trenches) and building structures. For example, the gravel pack around utilities,

can act as interceptors and redirect groundwater flow along the direction of the pipe.

3. Fill Materials Based on well records located within the Phase I Study Area, fill material within the

vicinity of the Site was identified to a maximum depth of 1.5 mbgs and consisted

primarily of sand and gravel. Golder identified light brown sand to clayey silt fill with

variable amounts of gravel, sand, organics, brick, asphalt, limestone, slag, cobbles and

metal fragments encountered between 0.08 mBGS and 3.50 mBGS during the Phase II

ESA in 2004.

4. Water Bodies and Areas of Natural

Significance Howitt Creek is located approximately 300 m northeast of the Site. Speed River is

approximately 0.6 km southeast of the Site. No areas of natural significance were

identified within the Phase I Study Area.

5. Well Records No monitoring wells were identified at the Phase I Property. The MECP water well

records identified eighteen (18) well within the Phase I Study Area: one (1) commercial

water supply well, two (2) domestic water supply wells, one (1) municipal water supply

wells, eleven (11) observation wells, monitoring wells and test holes, one (1) abandoned

well, and two (2) unknown use wells. General soil stratigraphy was described as brown

sand and gravel. Limestone bedrock was encountered at approximately 14 mBGS to 27

mBGS.

EXTERIOR FEATURES

1. Wells No water wells were observed during the Site reconnaissance. Based on the MECP

water well records, one monitoring well appears to be on site, constructed in 2012.

2. Sewage Works The Site does not appear to be serviced by municipal sewage works.

3. Ground Surface The Site was vacant land. Ground cover consisted of tall grasses, shrubs, and small to

medium size trees. Small mounds of sand and gravel, cobbles and boulders were

observed within the over-grown grasses and shrubs.

4. Railway Lines and Spurs A rail line was present within the Study Area, approximately 50 m southeast of the

Site.

5. Stained Soil, Vegetation or

Pavement

No staining was observed throughout the Site indicative of any environmental

concerns.

6. Stressed Vegetation No evidence of stressed vegetation was observed on the Site.

7. Areas where fill and debris materials

appear to have been placed or

graded

Uneven ground was present throughout the Site due to the small mounds of sand and

gravel seen throughout the Site. During the Site reconnaissance, the general elevation

of the Site was observed to be approximately 1 to 2 m lower than the general elevation

of Silvercreek Parkway South.

8. Details of unidentified substances

found at the property

No evidence of unidentified substances that could have an effect on the environmental

conditions at the Site was observed.

6.2.2 OBSERVATIONS WITHIN PHASE I STUDY AREA

As part of the Site reconnaissance a visual inspection of adjacent properties and properties located within the Phase I Study

Area was conducted from the boundary of the Site and from publicly accessible areas to identify any potentially

contaminating activities. At the time of the Site reconnaissance, land use was undeveloped in the northern portion of the

Study Area and a mix of residential and commercial uses in the southern potion of the Study Area.

7 REVIEW AND EVALUATION OF

INFORMATION

7.1 CURRENT AND PAST USES

The table of current and past uses of the Phase I Property is provided as Table 1; the historical property uses were interpreted

from records obtained during the Phase I ESA records review.

The first developed use of the Site was determined by a review of historical information including, aerial photographs and

previous environmental reports. According to historical data and background reports, the sand and gravel extraction within

the Study Area may have began in the 1900s. However, the aerial photograph from 1933 shows the site to be agricultural

land and the 1955 and 1966 shows the Site to be part of sand and gravel extraction operations. The Site has been vacant from

approximately 2006 until present time.

7.2 POTENTIALLY CONTAMINATING ACTIVITY

Potentially contaminating activities (PCAs) on the Phase I Property (Site) or within the Phase I Study Area that may be

contributing to an area of potential environmental concern (APEC) are summarized in the attached Table 2.

PCAs, including the number and location (if known), are illustrated on the Phase I Conceptual Site Model that is provided as

Figure 1.

7.3 PHASE I CONCEPTUAL SITE MODEL

7.3.1 IMPACT OF UNDERGROUND UTILITIES

Underground utilities have the potential to affect contaminant distribution and transport. The Site does not appear to be

serviced by gas, hydro, municipal water and sewage, and telecommunications. However, the property southwest adjacent to

the Site appeared to be serviced for water. The exact location of buried utilities is unknown. Buried utilities at the Site and on

adjacent properties may affect local migration of contaminants in the subsurface.

7.3.2 GEOLOGICAL AND HYDROGEOLOGICAL INFORMATION

The Site and vicinity are characterized by flat topography, with elevation of approximately 322 metres above mean sea level

(MNRF, 2019). Regional Topography consists of a slope towards Speed River, approximately 0.6 km southeast of the Site, at

an elevation of approximately 310 metres above mean sea level (MNRF, 2019). Howitt Creek is located approximately 300

m northeast of the Site.

Surficial geology in the vicinity of the Site is described as glaciofluvial deposits consisting of river deposits and gravelly

deposits (OGS, 2010). A sand and gravel pit quarry location is identified approximately 250 m north of the Site. The

underlying bedrock of the area consists of sandstone, shale, dolostone, and siltstone of the Guelph Formation (OGS, 2011).

Based on well records reviewed in the area, bedrock is expected at approximately 9.1 mBGS to 27 mBGS.

Regional groundwater flow in the overburden and bedrock are inferred to be predominantly to the southeast towards Speed

River, approximately 0.6 km southeast of the Site. The inferred shallow groundwater direction at the Site is southwest. It

should be noted that local groundwater flow may be influenced by underground utilities (i.e. service trenches) and building

structures. For example, the gravel pack around utilities, can act as interceptors and redirect groundwater flow along the

direction of the pipe.

7.3.3 UNCERTAINTY AND ABSENCE OF INFORMATION

During the records review, WSP relied on information obtained from municipal, provincial, and independent sources as

referenced in this report. Although the information was assessed for consistency, verification of the accuracy or the

completeness of this third-party information was not completed.

WSP made all reasonable inquiries to obtain reasonably accessible information for this assessment. The evaluation provided

in this report reflects our best judgment in light of the information available at the time of report preparation.

8 CONCLUSIONS AND

RECOMMENDATIONS

Based on information obtained as part of the Phase I ESA records search, interviews and site reconnaissance, the following

major findings are presented:

The nearest water body Speed River is located approximately 0.6 km southeast of the Site, with Howitt Creek, tributary

to Speed river, located approximately 300 m northeast of the Site.

The surficial geology in the vicinity of the Site is expected to consist predominately of glaciofluvial deposits consisting

of river deposits and gravelly deposits (OGS, 2010).

The bedrock within the area consists of sandstone, shale, dolostone, and siltstone of the Guelph Formation (OGS,

2011). Based on well records reviewed in the area, bedrock is expected at approximately 9.1 to 27 mBGS.

The inferred shallow ground water flow direction at the Site is southwest. The inferred shallow groundwater flow

direction in the Phase I Study Area is to the southeast towards Speed River.

PCAs have been identified on the Site and within the Phase I Study Area. A summary of the PCAs and an assessment of their

potential to affect the soil and groundwater at the Site is provided in Table 2. The PCAs identified do not result in the

identification of APECs for the Site.

Based on the information obtained and reviewed during this Phase I ESA, a Phase Two ESA is not recommended at this time.

8.1 QUALIFICATIONS OF THE ASSESSORS

The records review and reporting was completed by Ms. Melanie Ty, B.Sc., GIT., who is an Environmental Scientist with

WSP Canada. Melanie has completed numerous Phase One and Phase Two ESAs for industrial, commercial and residential

properties in accordance with Ontario Regulation 153/04 (Brownfield Regulation) under the supervision of a Qualified

Person. She has experience in the planning and conduct of Environmental Site Assessments (ESAs), Designated Substance

Surveys (DSSs), Contamination Overview Studies (COSs), Preliminary Site Screenings, and Environmental Compliance

Approval (ECA) applications. Her responsibilities include review of records, interviews, site inspections and investigations,

and preparing technical reports. Melanie also has experience in field investigation techniques including test pitting, borehole

drilling, and monitoring and sampling of soil and groundwater, and indoor air quality sampling and monitoring.

The report was reviewed by Mr. David A. MacGillivray, P.Eng., P.Geo., QPESA|RA, who is the National Discipline Lead for

Contaminated Lands and Environmental Site Assessments for WSP Canada. Mr. MacGillivray’s career experience has

included assignments involving Brownfields such as Phase One and Two ESAs, Record of Site Conditions, Risk

Assessments, and Risk Management Plans. He has worked extensively in the area of groundwater resource development and

groundwater impact assessment. Mr. MacGillivray also provides expertise in the completion of geotechnical and groundwater

control studies for civil projects including subdivisions, transportation, buildings, and servicing. Mr. MacGillivray is a

Qualified Person (QPESA|RA) with the Ministry of the Environment to complete Risk Assessments and submit Records of Site

Condition under Ontario Regulation 153/04 (Brownfield Regulation).

The Ontario Drill Hole Database contains information on more than 113,000 percussion, overburden, sonic and diamond drill holes from assessment files on record with the department of Mines and Minerals. Please note that limited data is available for southern Ontario, as it was the last area to be completed. The database was created when surveys submitted to the Ministry were converted in the Assessment File Research Image Database (AFRI) project. However, the degree of accuracy (coordinates) as to the exact location of drill holes is dependent upon the source document submitted to the MNDM. Regulation 347 of the Ontario EPA defines a waste generation site as any site, equipment and/or operation involved in the production, collection, handling and/or storage of regulated wastes. A generator of regulated waste is required to register the waste generation site and each waste produced, collected, handled, or stored at the site. This database contains the registration number, company name and address of registered generators includingthe types of hazardous wastes generated. It includes data on waste generating facilities such as: drycleaners, waste treatment and disposal facilities, machine shops, electric power distribution etc. This information is a summary of all years from 1986 including the most currently available data. The Landfill Inventory Management Ontario (LIMO) database is updated every year, as the ministry compiles new and updated information. The inventory will include small and large landfills. Additionally, each year the ministry will request operators of the larger landfills complete a landfill data collection form that will be used to update LIMO and will include the following information from the previous operating year. This will include additional information such as estimated amount of total waste received, landfill capacity, estimated total remaining landfill capacity, fill rates, engineering designs, reporting and monitoring details, size of location, service area, approved waste types, leachate of site treatment, contaminant attenuation zone and more. Mineral Occurrences: Provincialrr-MNR-bb

In the early 70's, the Ministry of Northern Development and Mines created an inventory of approximately 19,000 mineral occurrences in Ontario, in regard to metallic and industrial minerals, as well as some information on building stones and aggregate deposits. Please note that the "Horizontal Positional Accuracy" is approximately +/- 200 m. Many reference elements for each record were derived from field sketches using pace or chain/tape measurements against claim posts or topographic features in the area. The primary limiting factor for the level of positional accuracy is the scale of the source material. The testing of horizontal accuracy of the source materials was accomplished by comparing the plan metric (X and Y) coordinates of thatpoint with the coordinates of the same point as defined from a source of higher accuracy.Government Publication Date: 1846-Jan 2020

National Analysis of Trends in Emergencies System (NATES): Federalrr-NATE-bb

In 1974 Environment Canada established the National Analysis of Trends in Emergencies System (NATES) database, for the voluntary reporting of significant spill incidents. The data was to be used to assist in directing the work of the emergencies program. NATES ran from 1974 to 1994. National Environmental Emergencies System (NEES): Federalrr-NEES-bb

In 2000, the Emergencies program implemented NEES, a reporting system for spills of hazardous substances. For the most part, this system only captured data from the Atlantic Provinces, some from Quebec and Ontario and a portion from British Columbia. Data for Alberta, Saskatchewan, Manitoba and the Territories was not captured. However, NEES is also a repository for previous Environment Canada spill datasets. NEES is composed of the historic datasets ' or Trends ' which dates from approximately 1974 to present. NEES Trends is a compilation of historic databases, which were merged and includes data from NATES (National Analysis of Trends in Emergencies System), ARTS (Atlantic Regional Trends System), and NEES. In 2001, the Emergencies Program determined that variations in reporting regimes and requirements between federal and provincial agencies made national spill reporting and trend analysis difficult to achieve. As a consequence, the department has focused efforts on capturing data on spills of substances which fall under its legislative authority only (CEPA and FA). Environment Canada's National PCB inventory includes information on in-use PCB containing equipment in Canada including federal, provincial and private facilities. Ontario Regulation 347 Waste Receivers Summary: Provincialrr-REC-bb

Part V of the Ontario Environmental Protection Act ("EPA") regulates the disposal of regulated waste through an operating waste management system or a waste disposal site operated or used pursuant to the terms and conditions of a Certificate of Approval or a Provisional Certificate of Approval. Regulation 347 of the Ontario EPA defines a waste receiving site as any site or facility to which waste is transferred by a waste carrier. A receiver of regulated waste is required to register the waste receiving facility. This database represents registered receivers of regulated wastes, identified by registration number, company name and address, and includes receivers of waste such as: landfills, incinerators, transfer stations, PCB storage sites, sludge farms and water pollution control plants. Record of Site Condition: Provincialrr-RSC-bb

The Record of Site Condition (RSC) is part of the Ministry of the Environment's Brownfields Environmental Site Registry. Protection from environmental cleanup orders for property owners is contingent upon documentation known as a record of site condition (RSC) being filed in the Environmental Site Registry. In order to file an RSC, the property must have been properly assessed and shown to meet the soil, sediment and groundwater standards appropriate for the use (such as residential) proposed to take place on the property. Detail Report: This is the section of the report which provides the most detail for each individual record. Records are summarized by location, startingwith the project property followed by records in closest proximity.

Distance: The distance value is the distance between plotted points, not necessarily the distance between the sites' boundaries. All values are anapproximation.

Direction: The direction value is the compass direction of the site in respect to the project property and/or center point of the report.

Executive Summary: This portion of the report is divided into 3 sections:

'Report Summary'- Displays a chart indicating how many records fall on the project property and, within the report search radii.

Map Key: The map key number is assigned according to closest proximity from the project property. Map Key numbers always start at #1.
