RCSS to try to discuss JMC guidance at JMC-U

The Restoration Council of Shan State (RCSS) will try to discuss amendments and supplements to work procedures of Joint Monitoring Committee (JMC) at the JMC-U, according to the statement of the RCSS/SSA issued on July 23.

The first six-month meeting of the RCSS for 2019 was held at Lwetainhlyan, the headquarters of RCSS from July 21 to 23 where issued this statement.

The RCSS is an NCA signatory that has stopped attending JMC meetings because it supposed that the meetings of JMC-S.

The RCSS urged in its statement that the government, Tatmadaw, political parties and ethnic armed organisations must join hands in the implementation of building federal democratic Union the entire people long for and achieving success in peace process.

The RCSS in partnership with the government and Tatmadaw will seek a solution to overcoming bottlenecks in peace process, said the RCSS in its statement.

NAYPYITAW—To restore normalcy in troubled Rakhine State, said military spokesperson Brigadier-General Zaw Min Tun, Arakanese lawmakers should avoid making extreme remarks.

Speaking at a Myanmar military (or Tatmadaw) press conference in Naypyitaw on Monday, the spokesperson urged Arakanese lawmakers to join hands with the military to restore peace if they are really concerned about their state.

He urged them to review their comments and consider if they contribute to peace.

“They criticized us in the media, some said out of their genuine concerns for their interest [in Rakhine State], but some remarks were extreme. In any case, extreme remarks will not contribute to peace and stability,” Brig-Gen Zaw Min Tun said.

Nearly 50,000 people have been displaced in Rakhine State by armed clashes between the Tatmadaw and the Arakan Army (AA) over the past seven months.

Lower House lawmaker Daw Khin Saw Wai of Rakhine State’s Rathedaung Township rebutted the Tatmadaw’s claim, saying that Arakanese lawmakers are only acting in the interests of the Arakanese people.

“They have never come to the ground [to see how people are suffering]. We are not extreme. We are just speaking for the people who are suffering on the ground,” the Arakanese lawmaker told The Irrawaddy.

The Tatmadaw will understand that Arakanese lawmakers are not exaggerating the issue should Tatmadaw leaders go to meet local people on the ground in Rakhine, she said, claiming that more and more local people hold negative views of the government.

In the last week of June, the Ministry of Transport and Communications ordered telecom companies to shut down internet service in eight townships in Rakhine State and in neighboring Chin State’s Paletwa Township.

The move was met with angry backlash from Arakanese lawmakers concerned the shutdown would effectively cut off information sources vital for distributing updates on armed violence and rights abuses perpetrated against civilians in Rakhine State as social media platforms like Facebook had been the main medium for locals to share news about armed conflicts in the region.

“As we all work for the interests of the country, I wish we could work with love, goodwill and mutual understanding among each other, and not with criticisms,” said Lower House lawmaker U Nay Myo Tun of the National League for Democracy.

Myanmar June 2019 Monthly Peace and Conflict Brief

Overview

Myanmar’s lacklustre peace process saw little change again in June. The Myanmar army and government continue to cling to what appears to be an already defunct NCA peace process, while powerful ethnic armed organisations have already moved on to find an alternative path to peace that grants them a fairer deal. Considering the military’s long standing hardline attitude and heavy handed approach towards ethnic groups, it is no surprise that they are not getting the cooperation needed. Prospects for reviving the stalled peace progress are only worsened by the intensifying conflict in Rakhine state. This month the MA extended the war against the AA to cyberspace and reports of human rights violations increased. The collateral damage on innocent civilians has only fueled animosity towards the military and increased the desire to fight rather than talk peace. The MA was also

unable to maintain its unilateral ceasefire zone battle-free in its sixth month, claiming the TNLA trespassed out of their zone. The military’s confidence in dealing with EAOs with arms contradicts the very nature of peace negotiations. Until all sides understand that compromise does not equate to surrender or defeat, will there be any real progress towards true peace in Myanmar.

I. Conflict

Myanmar’s prolonged conflict results from an inability to change hard military attitudes and a lack of alternative solutions. During a press conference, the MA again blamed EAOs in its

ceasefire areas of having no desire for peace (22 June), accusing TNLA of most trespassing into government-controlled areas and accusing RCSS of perpetrating most drafting and taxation activities. Nevertheless, the MA’s unilateral ceasefire that has significantly, though not completely, reduced clash numbers in Shan and Kachin states, was extended for another 2 months till the end of August as a good will gesture. During this time, the MA is still hoping that non-signatories will sign the NCA.

The war in Rakhine

The unchanged military attitudes towards the ethnic problem are most salient in the MA’s intense campaign in Rakhine state. The NLD government has instructed the MA to use necessary force and helos, but also to be highly wary of human rights issues in Rakhine State (7 June). Nevertheless the MA continues to use the notorious four cuts policy: i.e. cutting information, cutting food supplies, cutting funds and cutting heads or support. This month the military extended this cut to cyberspace in 8 Tsp. in Rakhine and 1 Tsp. in Southern Chin States when reports of abductions, massacres and extrajudicial killings were spread online (21 June). Rakhine State parliament has called for resumption of internet (24 June), while the UN (24 Jun), US (29 Jun) and civil society groups (24 Jun) condemned the internet shutdown.

As in the past, harsh strategies and the collateral damage felt by locals have only discredited and further tarnished the already poor reputation of the military. Increased arrests and human rights abuses of civilians suspected of being AA soldiers is only fueling local Rakhine animosity towards the military. Civil society groups and political parties are pleading the government and military to accept the AA’s presence in Rakhine state and negotiate: ANP EC Tun Aung Kyaw said Rakhine youth now favoring armed struggle more than political parties (7 June); a study by ALD, UNA, DPNS, SYCB found MA atrocities are pushing Rakhine locals to AA (27 June).

Most of the abduction claims in June were against MA, where some their detainees were reportedly tortured to death. 36 civilians under interrogation, 45 prosecuted, 3 sentenced in Rakhine State. Two Rakhine youths from Mrauk Oo Tsp. held since 22 June testified in Kyauktaw court that they were tortured by MA (25 June). One consequence of military arrests was resignation en masse of 71 village administrators in Kyauktaw Township (June 4, 17, 28). MA also stated that it would not allow Free Burma Rangers (FBR) aid group led by a former US Special Forces officer into Rakhine State, although FBR claims they are already helping IDPs there (10 June).

Simmering tensions around the country

In Kayin state, unreported clashes between KNU and MA continued in Hpapun and Kyaukkyi areas as both sides refused to back down from their stands on road building - the MA persists in construction and the KNU is unrelenting in their attacks. Conflict resolution talks have not taken place for over a year and no one has stepped in to mediate. Also in Kayin state, the MA and local BGF clashed with a non-ceasefire faction of the DKBA in Hpa-an Township west of Salween River (20-22 June), claiming insurgents were oppressing local villagers and laying landmines. Analyst argue the real reason for the attack was so the BGF

could avoid duty in Rakhine State. The violence ended after the MA attacked a group of 40 armed villagers forcing them to surrender, while real DKBA soldiers managed to escape. Skirmishes with RCSS and KIA remain low level while leaders attempt to find a long term solution with the Myanmar military, but show security problems persist.

In Nagaland the Myanmar government kept up its cooperation with India in its campaign against the NSCN-K and their allied Indian Northeast insurgent groups but there were no joint operations (18 June). Naga continue to uphold their stance against signing the NCA and their commitment to an independent Nagaland. ARSA also reportedly fired at police/MA post from across the Bangladesh border, but no casualties were reported (4 June).

Inter-ethnic tension was also felt when the LNDP led 2000 Lisu to protest against KIA killings, claiming 20 Lisu killed by KIA since 2016 (3 June). There was also tension between Chin and Rakhines when CHRO demanded AA release 52 Chin from King Talin, Paletwa Township that have been captive since 2 Feb (3 June), but AA claims the 124 Chin are there on their own free will (26 June). There were also online threats against Chin State minister Soe Htet and ex-minister Salai Issac Khin who oppose the AA (7 June).

IDPs

IDP numbers in Rakhine shot up to 50,000 while 160,000 remained in Kachin and Shan States with another 280,000 in Karen and Mon States. There are also some 100,000 refugees in nine camps of Thailand, out of which nearly 1000 have returned home voluntarily. Aid and rations to refugee and IDP camps on Thai border have been cut to nearly half. On the western border, India was unable to repatriate Chin refugees who had fled from AA battles, due to lack of interest and cooperation from Myanmar side.

II. NCA peace process

Bleak prospects for NCA peace process

Without the cooperation of main signatory EAOs, the NCA peace process is effectively defunct. While the UPDJC held an 'informal’ meeting (13-14 June), the KNU did not take part and there was no significant outcome. The prospects of bringing EAO signatories back on the NCA route looks bleak, and the chances of convincing non-signatories looks worse: the NSCN-K reiterated it would not sign and will continue its efforts for an independent Nagaland (3 June), while the NDAA deflected Aung San Suu Kyi’s invitation to sign, saying it would only do so in front of foreign witnesses when a majority of non-signatories sign.

The MA’s statements in its press conference confirmed the peace process remains deadlocked. It reasserted the NCA was the path for all and continued to uphold the two key issues that have stalled the peace process: non-secession and one union army (2 June). The MA also regarded the most powerful EAOs—UWSA and KNU—as obstacles to peace and that the AA's presence in Rakhine State is not conducive to building the trust and cooperation needed. The MA repeated it was 'extremely tolerant' for the sake of peace, while still believing military force is the answer to rooting out insurgency.

The MA tried to assert its authority on the EAOs regarding the preservation of the NCA when its military attache in Bangkok asked Thai authorities to ban the PPST summit in Chiang Mai from 8-9 June, complaining the PPST was going to ally with non-NCA signatories and derail the peace process. Nevertheless, the Myanmar government later agreed with Thailand to let the PPST meet on 18 June.

KNU refused to attend the second part of PPST summit in Chiang Mai on 20-21 June while KNU Secretary reaffirmed decision to quit PPST (26 June). FPNCC held a closed door meeting in Panghsang (16-17 June); some say they talked about 4 NA-B members' proposed bilateral agreements and UWSA's alternative peace plan to NCA. The fate of ethnic alliance and the peace process remains unknown.

This month the MA especially targeted the UWSA during its press conference, accusing it of acting like a parallel government and army (2 June), which the UWSA responded by saying it has no desire to parallel, and reaffirmed no secession and no independence (6 June).

NA-B + PC Peace meeting:

An informal meeting between NA and PC in Mongla (30 April), where PC offered draft ceasefire agreements to them that proposed: if the TNLA must reside in Palaung self-admin area, MNDAA to reside in Hong Ai, and AA to reside in Kachin State, then MA mobile troops would return to base leaving local MA forces only. The NRPC wanted future talks to be held inside, not on the border. The Gov. urged AA to the peace table, but the AA countered that the MA needs to stop operations first. No significant decisions were made.

Among the cases reported in June, many involved Myanmar Army soldiers and BGF/PMFs. Millions of amphetamine pills and heroin were found in People's Militia camps in Eastern Shan State along with 32 arms (14 to 17 June); Police also nabbed Maj. Naing Aung and 5 men from a militia group Mon Peace Defence Front in Mawlamyine together with 358 pills, 7 guns (24 June); Police caught 3 MA soldiers in Meikhtila with 950 pills (22 June). The KIA reported in a survey that opium cultivation in Kachin State was twice the amount stated in UNODC report, with all in MA-controlled areas (26 June).

Authorities also found amphetamine manufacturing machine and accessories together with 18 guns from Naing Yadanar Golden Triangle Mining Co. in Tachilek (23 June); A Nepalese and five Myanmar citizens were caught while trying to smuggle over four kilograms of heroin and Ice to Hong Kong by flight (23 June). 47 kg of Ice was found floating at sea in Myeik Archipelago (11 and 21 June).

AA warns to open a battle front in Arakan State

Because of the continued escalation of fighting in Arakan State, the Arakan Army (AA) has warned the Tatmadaw that they will expand the war zone if necessary.

AA spokesperson Khaing Thukha said the Tatmadaw was launching attack after attack to

eradicate the AA, so the AA would open a “new war chapter” if necessary, in order to defend itself.

“We didn’t instigate the fighting in Ann before. Now, if it’s necessary we will take up arms, anytime, anywhere. This is a normal and this is why we will begin a new chapter in the ongoing struggle if need be,” he said.

On July 19, the fighting spread to Myebon Township for the first time when the AA attacked two military ships near Pauk Tu Taung village.

Major-General Tun Tun Nyi, deputy chairman of the Tatmadaw True News Information Team, responded that the situation will be more complicated if the AA opens a new war battle front.

“The reason that the military situation is getting harder in Arakan State is we are carrying out counterinsurgency campaigns against AA’s violent activities,” said Major-General Tun Tun Nyi.

The AA has said it believes that the conflict can only be resolved through political discussions and the group has been defending itself from one-sided attacks made by the Tatmadaw. It has been trying to meet and discuss the conflict with allied ethnic armed organizations.

AA released an announcement on July 18 saying that they were cooperating with the Kachin, Kokang and Ta’ang armed organizations to discuss a ceasefire agreement with the Tatmadaw and believed the negotiations would be successful soon.

The Tatmadaw recognizes the AA’s existence only in Laiza, Kachin State, and the government marked Arakan State as white territory and said that they will take necessary security measures because armed groups are trying to establish a presence there.

The AA also said that they will settle in Arakan State, and Khaing Thukha told DMG that those disagreements had created difficulties to reach an initial bilateral agreement between the Tatmadaw and the AA.

63 Rakhine Civilians Killed Since Start of Year

The latest casualty is a man who died after being shot in the head by Burma Army forces earlier this week.

A total of 63 ethnic Rakhine civilians have died so far this year due to clashes between the Burma Army and the Arakan Army (AA), according to statistics compiled by the Rakhine Ethnic Congress.

“It’s 63 people. In addition, another civilian died in Mrauk-U yesterday. Innocent civilians are being killed in the clashes in Rakhine State,” the group’s secretary, Zaw Zaw Tun, told NMG.

The figure for civilian casualties, which also includes at least 160 other people who have been injured due to the conflict, is slightly smaller than that of some other groups because it does not include non-Rakhine ethnicities.

“According to our data, 63 civilians have been killed so far, but other organizations have reported more than 70 civilians who have died. That’s because we can only collect data related to casualties from among the Rakhine and Rakhine sub-tribes. The death of other ethnic people and Muslims is excluded from our report,” said Zaw Zaw Tun.

On Tuesday, the latest casualty, Maung Than Tun, 22, was shot in the head while traveling by boat between the villages of Taung Myint and Kyar Kan in Mrauk-U Township. The incident occurred near Tein Nyo, a village where Burma Army troops are stationed.

“Ko Bo Than Tun died this morning [July 24]. His body is still in Mrauk-U Hospital. He died as we were preparing to transfer him to Sittwe Hospital. His family is very upset. He will be cremated tomorrow,” said a resident of Mrauk-U who spoke to NMG.

The victim’s family accused soldiers from the Burma Army of shooting him when they opened fire on his boat as it passed Tein Nyo with several passengers. The army has not reported the incident, and attempts by NMG to reach army officials for comment went unanswered.

Groups monitoring the situation in Rakhine State say that human rights abuses against civilians have been rife since the Burma Army began its current offensive against the AA

earlier this year. Abuses include torture and murder in detention camps, forced portering, and illegal arrest. At least 55,000 people have been displaced by the conflict since it started.

Burma Army and AA forces have clashed in Mrauk-U, Kyauktaw, Buthitaung, Rathaytaung, Ponnagyun, Ann and Myaebon townships.

Accusations of ‘Fake IDPs’ Denounced by Pastor

Residents of the unofficial Pangmati camp in Myitkyina say they have been denied the level of support received by other IDPs.

Rev. Dashi Tang Nau, a pastor of the Assemblies of God church, has spoken out against allegations that residents of an unrecognized camp for internally displaced

persons (IDPs) in Myitkyina’s Pangmati Ward are “fake IDPs”.

The camp, which was established more than a year ago by IDPs who had relocated from Namti, some 40 km west of Myitkyina, has never been officially recognized. Its residents say they have been denied the support available to other IDPs in the Kachin capital.

“These IDPs moved from Hkana in Namti Township to Pangmati, and there is a person who has been calling the place where they now live a “fake IDP camp”. We have repeatedly told this person to stop. These IDPs moved from Kasung village to Namti before moving to Pangmati. The accuser was the former person in charge of this IDP camp. We have already dismissed him from our church because of his wrong actions,” Rev. Dashi Tang Nau told KNG.

Unlike residents of other IDP camps in Myitkyina, those living in Pangmati Ward are forced to live in plastic shelters and receive little assistance from the authorities or aid groups.

“We have repeatedly reported to the relevant department, but it hasn’t made any difference. Sometimes I wonder why we haven't gotten any assistance. Is it because we are Lisu people that nobody wants to help us?” said a Pangmati camp leader, adding that they have also met with the state’s minister of social affairs, Dr. Thin Lwin.

During a visit to the camp, the minister suggested that the Pangmati IDPs send letters to township and district officials through the Pangmati Ward administrator. The ministry also built water pumps and toilets for IDPs living in the camp.

Until now, however, the Kachin Humanitarian Concern Committee (KHCC), a major supporter of Kachin IDPs, hasn’t come to the aid of those living in the Pangmati camp.

According to KHCC secretary Hka Li, all they have to do is ask for the help that they need, and they will get it.

“The KHCC was formed by Christian religious leaders from various churches. Therefore, the KHCC doesn't provide assistance directly to IDPs. If these IDPs request assistance from their Church leaders, we are ready to help them,” Hka Li told KNG.

ၿငမးခမးေရး လပငနးစဥတစဆ႔မႈမား ေကာလႊားေရးႏင ပတသက၍ အစးရ၊ တပမေတာတ႔ႏင ဆကလက ညႏငး ေဆြးေႏြး အေျဖရာသြားမညျဖစေၾကာငး ရမးျပညျပနလညထေထာငေရးေကာငစ (RCSS/SSA)

RCSS အဖြ႕သည ရမးျပညနယ ပစခတတကခကမႈရပစေရး ပးတြေစာငၾကညေရး ေကာမတ (JMC) အဆင ဆငတြင မတမႈမရဟ ဆကာ JMC အစညး အေဝး မားတကေရာကျခငးက ယာယရပဆငးေၾကာငး ၂၀၁၈ နဝငဘာလတြင ေၾကညာခသည။

အပစရပလကနကကင အဖြ႕မားျဖင ဖြ႕စညးထားေသာ ၿငမးခမးေရးလပငနးစဥ ဦးေဆာငအဖြ႕ (PPST) က KNU ႏင RCSS တ႔က ဦးေဆာငခၾကၿပး လကရတြင KNU က PPST က ဖကသမးၿပး ၿငမးခမးေရးလပငနးစဥ အတငပငခအစညးအေဝး (PPCM) ဖြ႕စညးရန ေျပာဆထားၿပး အပစရပ လကနကကငမား၏ အစညးအေဝးမားက မတကေရာကဘ ျဖတေတာကထားသည။

ထ႔ေနာက RCSS က PPST က ယာယဦးေဆာငေနၿပး အစးရႏင ဆကလကေဆြးေႏြးေဆာင႐ြကရမည ၿငမးခမေရး လပငနးစဥမားက ေဆာင႐ြကသြားရမည အေျခအေနျဖစေနလကရသည။

RCSS သည ယခအခါ ၎တ႔ ျပငဆင ျဖညစြကလေသာ အေျခအေနမားအေပၚ ေဆြးေႏြး ေဆာင႐ြကနငပါက JMC အဆငဆင အစညးအေဝးမားက ျပနလည တကေရာကသြားရန ခမတထားၿပး ျဖစေၾကာငး RCSS ေျပာခြငရပဂၢလ ဒဗလမႉးႀကး စငးဦး က ေျပာသည။

ဒဗလမႉးႀကး စငးဦးက “JMC က ပးတြၿပးေတာ လပေဆာငၾကမယ၊ ညတညမ လပေဆာငၾကမယ

ေပါေနာ၊ တဖကကေန အေပၚစး ကေန တဖကသတ ေဆြးေႏြးတာတ႔၊ ဆးျဖတခက ခတာတ႔ အဒါမးေတြ မျဖစေအာင ေပါ” ဟ ေျပာသည။

အဆပါ ျပငဆင ျဖညစြကလေသာ အေျခအေနမားႏင ပတသကၿပး RCSS က အစးရ–တပမေတာႏင ေတြ႕ဆ ေဆြးေႏြးထားၿပး ျဖစသညအတြက NCA ထးထားေသာ လကနကကငအဖြ႕အစညးမားက ချပေဆြးေႏြးသြားရန လညး စစဥထားေၾကာငး ဆသည။

NCA ထးထားသည ပအဝအမးသား လြတေျမာကေရး အဖြ႕ခပ (PNLO) နာယက ဗလမႉးႀကး ခြနဥကာက “လကနကလညးရ အာဏာ လညးရ လကရလညး အပခပေနတ လေတြက အၿမတမး ဥက႒တ႔ ဘာတ႔လမး ယထားလ႔ရရင ကနတလ က ေနာကလကျဖစေနတာေပါ။ ဥက႒က အဆတခ တငလကတယဆရင ၿပးၿပ ဆတဟာမး ျဖစေနတယဆရင အလပလပရတာ တနးတညတ အားနညးတယလ႔ ယဆနငတာေပါဗာ။ ဒါေၾကာင ေကာမတေတြမာ စဖြ႕ပေတြ ျပနျပငရင ေကာငးမလားေပါ။ ကေနာက သတ႔စာမေတြ႕ဘး ေဆြးေႏြးခကေတြ ၾကားတာေတာ အသလ ၾကားတာေပါေလ” ဟ ဧရာဝတသ႔ ေျပာသည။

၎က ဆက၍ “ေဆြးေႏြးတာက ဖြငေပးရငေတာ ပါလာနငတယ၊ ေဆြးေႏြးပြေတြမာ ဘယလပစ ေဆြးေႏြးရမယဆတ ပေတြ ရတယ။ Framework Dialogue ရတယ၊ Framework Code of Conduct ရတယ။ Framework ToR ရ တယ၊ အဒလရေတာ အဒါေတြ ျပနျပငရမာ အဒါေတြ ျပငဖ႔အတြက အစညးအေဝးထငေပါ အဒါပ ရတယ”ဟ ေျပာသည။

လကရမာေတာ ျပညေထာငစအဆင (JMC-U) က အစးရႏင လကနကကငမားဘကမ ကယစားလယ (၁၀) ဦးစႏင ႏစဘကမ အဆျပေသာ အမားယၾကညေလးစားသည အရပသား ကယစားလယ (၃) ဦးစ စစေပါငး ကယစားလယ ၂၆ ဦးျဖင ဖြ႕စညးထားသည။

တပမေတာ စစေရ ယာဥမားအား ရခငလကနက ကငအဖြ႕(AA)က တကခကၿပး ရကပငးအတြငး ရခငျပညနယ ေကာကျဖၿမ႕နယ မေဒးကြၽနး ေဒသရ ဓည၀တေရတပစခနး အနးသ႔ ျဖတသနးသြားလာခန က ကန႔သတတားျမစထား ေၾကာငး မေဒးကြၽနးေကးရြာအပ ခပေရးမး ဥးသာဇေအာငက ေျပာသည။

ဇလင ၂၁ ရကကစ၍ ေရ တပစခနးအနး ညေန ၆ နာရမ နနက ၆ နာရထ သြားလာျခငး မျပရန ကန႔သတတားျမစချခငး ျဖစသည။

‘‘ေရလပသားေတြက အဒ အနးအနားမာ ျဖတသနးသြားလာ တာေတြရတယ။ လၿခေရးအရဆ ၿပးေတာ ျဖတသနးသြားလာခြငက တားျမစလကတာျဖစပါတယ’’ ဟ ဥးသာဇေအာငက ေျပာသည။

ဇလင ၁၉ ရကတြငေျမပၿမ႕ နယ၌ တပမေတာစစေရယာဥ ႏစစးက AA က တကခက၍ ထခကဒဏရာရမႈ အခ႕ရသည။ အလားတ ဇလင ၂၀ ရကတြင လညး ရေသေတာငၿမ႕နယ ေမ ယျမစကမးအနးတြင ေကာကခ

ရပနားထားသည တပမေတာစစ ေရယာဥသးစးက AA က ေရာခ တကဒးျဖင ပစခတတကခကခ သည။ ယငးျဖစစဥတြင ထခကမႈ မရဟ တပမေတာက သတငး ထတျပနထားသည။

စစေရယာဥမား ျဖတသနး ခနတြင ငါးဖမးပကမားခထား သညကေတြ႕ရေၾကာငး၊ ေဒသခ မား၏ ငါးဖမးပကမားဟသးသပ ၿပး စစေရယာဥက အရနေလာ ေရာငတမးေမာငးႏငစဥ AA က ကမးမေန၍ RPG ျဖင ပစခတခ ေၾကာငး၊ ထ႔ေၾကာင အဆပါပစ ခတမႈက AA က ႀကတငႀကစည လပေဆာငျခငး ျဖစေၾကာငး တပမေတာ ေျပာေရးဆခြငရသဗလမးခပေဇာမငးထြနးက ဇ လင ၂၃ ရက ရငးလငးပြတြင ေျပာသည။

‘‘ေဒသခေတြ အေယာင ေဆာငၿပး ငါးဖမးပကခၿပး ေထာငေခာကဆငတာက ေဒသ ခ ျပညသလထအကးစးပြားက ထခကေစပါတယ။ ေနာငမာဆ ရင ကြၽနေတာတ႔က စစဆငေရး ေဆာငရြကတအခါမာ ဒလမး ေတြ႕တယဆ စဥးစားသးသပရ မယအပငးျဖစလာပါတယ’’ ဟ ၎က ေျပာသည။

AA ၏ လပရပသညေရရည တြင ေဒသချပညသလထအတြက နစနာမႈ ျဖစေပၚေစသညဟလညး ဗလမးခပေဇာမငးထြနးကေျပာ သည။ ဓည၀တေရတပစခနးအ နး သြားလာခြငကန႔သတျခငး သညလညး လၿခေရးအရျဖစ သညဟ ဗလမးခပေဇာမငး ထြနးက ေျပာသည။။

‘‘လၿခေရး Procedure အရဆရင Force Protection လပရတဟာ ရတယ။ Force Protection ဆတာ ကယ ရ႕ စစေရးစစရာအရ အေရးႀကး တ စစစခနးပျဖစျဖစ၊ယာဥလက နကကရယာပျဖစျဖစ ဒါမးေတြ ရတယဆရင သ႔ရ႕ပတပတ လညေပါ။ ဥပမာ ကယရ႕တစ ဖကရနသက လာၿပးေတာပစ ခတလ႔မရႏငတ ေနရာအထမာ လၿခေရးစမခကေတြ လပရ တာရတယ။ ဒါကေတာ Standard Protocol ေပါ။ အဒအေပၚမာ အေျခခၿပးေတာ အထးသျဖင ညဘကေတြက မထြကခငးဘး ထငပါတယ။ ညဘကေတြဆရင ေမာငရပက ခၿပးခဥးကပၿပး ေတာ အဒေနရာေတြလာႏင တယဆေတာ တားျမစတသ ေဘာလ႔ ထငပါတယ’’ ဟ ၿငမး ခမးေရးႏင လၿခေရးဆငရာ ျမနမာအငစတကဒ(MIPS)မ ေဒါကတာမငးေဇာဥးက ေျပာ သည။

ယငးသ႔ တားျမစလကသ ျဖင ေရလပသားအခ႕မာ ငါးဖမး ရန အခကအခႀကေတြ႕ေနရ ေၾကာငး မေဒးကြၽနးရေရလပ သားအခ႕က ေျပာသည။

AA ေျပာေရးဆခြငရသ ခင သခကမ တပမေတာက ၎တ႔ အေပၚထးစစဆငျခငး၊ တပမ ေတာေရယာဥမား အသးျပ၍ စစကေပးျခငးတ႔ေၾကာင စစေရ ယာဥမားက တကခကရျခငးျဖစ ေၾကာငး ေျဖၾကားထားသည။

ျပညေထာငစအစးရအဖြ႔က ရခငစစေဘးဒကၡသညေတြရ႕ ေနထငေရးအတြက ကပေငြ ၅ ဘလလခန႔ အသးျပဖ႔ ခြငျပထားပါတယ။
