There are several different options as there are 3 methods of generating power at Summit. This SOP outlines the procedures to transfer power between the 3 different power plants. BACKGROUND: Emergency power at Summit Station consists of a single Perkins generator set capable of supporting a 75kW load for a sustained period of time. Power from the emergency generator, the SMG generators, or the MT is connected to station feeders in the Distribution Shack (D- Shack) through a series of breakers. A station-wide power outage is required to transfer to the emergency power generator as a power source or to transfer from the emergency power back to station power. Emergency power and normal station power cannot be connected at the same time. Safety Caution: This procedure requires disconnect and reconnect of high voltage electrical power to multiple locations. Good communication and acknowledgement by all parties is essential to ensure the operation is carried out safely. DETAILS: Any person conducting or assisting with the transfer of power must be trained on and understand this procedure PRIOR to work commencing. The Station Supervisor will assign roles to designated persons prior to power transfers. Radio communication must be confirmed and maintained between the garage and the D-Shack. If communication is lost for any reason, the transfer will be stopped until good communication is established and confirmed. Pre-Transfer Notification Requirements: Advanced notice and announcements prior to actions are required for planned transfers for operational or training purposes.

TITLE: Summit Station Power Transfer Procedures

PURPOSE:

There are several different options as there are 3 methods of generating power at Summit. This SOP outlines the procedures to transfer power between the 3 different power plants.

BACKGROUND:

Emergency power at Summit Station consists of a single Perkins generator set capable of supporting a 75kW load for a sustained period of time. Power from the emergency generator, the SMG generators, or the MT is connected to station feeders in the Distribution Shack (D- Shack) through a series of breakers.

A station-wide power outage is required to transfer to the emergency power generator as a power source or to transfer from the emergency power back to station power. Emergency power and normal station power cannot be connected at the same time.

Safety Caution: This procedure requires disconnect and reconnect of high voltage electrical power to multiple locations. Good communication and acknowledgement by all parties is essential to ensure the operation is carried out safely.

DETAILS:

Any person conducting or assisting with the transfer of power must be trained on and understand this procedure PRIOR to work commencing. The Station Supervisor will assign roles to designated persons prior to power transfers.

The mechanic will notify the site supervisor of the need for a planned outage. The supervisor will coordinate the notification to science groups and is responsible to ensure the local announcements occur:

• 48 hours minimum (72 preferred): Email notification to science groups (via the

existing distribution list) to allow input on scheduling conflicts or concerns.

• 24 hours: Email notification to confirm planned time and duration.

• 1 hour: Radio announcement stating time and expected duration.

• 15 minutes: Radio announcement stating time and expected duration.

• 1 minute: Radio announcement to state outage will begin in 60 seconds.

DEFINITIONS:

“Open” breaker = OFF Disconnected from power source

“Closed” breaker = ON Connected to power source

“MDP” Main Distribution Panel

“MT” Micro Turbine

“LOTO” Lock out – Tag out

SMG Main Gen Mod to Emergency Generator Transfer of Station Load:

1. In D-Shack, confirm “Emergency Generator or Micro Turbine” breaker is LOTO in OFF

position.

2. In E-Gen, open air intake and radiator vent.

3. Start Emergency Generator.

4. Move E-Gen/D-Shack disconnect to ON position.

5. In D-Shack, starting at bottom of breaker panel, move each small breaker to OFF

position.

6. Move large “Main Power – Gen Mod” breaker to OFF position.

7. At SMG Gen Mod MDP, move “Main Disconnect D-Shack” breaker to OFF position.

8. In D-shack, Remove E-Gen/Microturbine transfer switch LOTO and move to E-Gen

Position

9. Remove LOTO on “Emergency Generator or Microturbine” breaker and flip to ON

position.

10. Beginning at bottom, flip each small breaker to ON position.

11. Shut down and secure SMG Main Gen Mod.

E-G n to SMG Gen Mod Power Transfer of Station Load:

1. In SMG Gen Mod, ensure both breakers on Easy Gen panel are ON.

2. Ensure “Main Disconnect – D-Shack” breaker is OFF.

3. Start appropriate generator.

4. Open appropriate generator radiator louvers.

5. In D-Shack, ensure large “SMG Main Power Gen Mod” breaker is OFF.

6. Flip each small breaker to OFF position.

7. Move E-Gen/MT transfer switch to OFF position and apply appropriate LOTO device.

8. At SMG Gen Mod MDP, flip “Main Disconnect – D-Shack” breaker to ON position.

9. In D-Shack, ensure “Emergency Generator or Micro Turbine” breaker is in the OFF

position and apply appropriate LOTO device.

10. Flip large “SMG Main Power Gen Mod” breaker to ON position.

11. Flip each small breaker to ON position, leaving “Emergency Generator or Micro

Turbine” breaker in OFF position and LOTO applied.

12. In E-Gen, move E-Gen/D-Shack disconnect to OFF position.

13. Shut down and Secure E-Gen mod.

SMG Gen Mod to Microturbine Transfer of Station Load:

1. Confirm “Emergency or Micro Turbine” breaker in the D-Shack is in the OFF position.

2. Move disconnect lever between MT and D-Shack to the ON position

3. On outside of MT Module, move transfer switch to “Micro Turbine Capstone 65”. This

will bring power all the way to the E-Gen/MT transfer switch in the D-Shack.

4. Starting at the bottom of the D-Shack breaker panel, flip each breaker to the OFF

position, one at a time.

5. Flip large “SMG Main Power Gen Mod” breaker to the off position and apply appropriate

LOTO device.

6. At SMG Gen Mod MDP, flip “Main Disconnect D-Shack” to the OFF position

7. Remove LOTO on “Emergency Generator or Micro Turbine” breaker and flip to ON

position.

8. Move E-Gen/MT transfer switch to the “Micro Turbine” position.

9. Move each small breaker switch to the ON position, one at a time, barring those

mentioned in the next steps, at direction of station mechanic.

10. Leave “SMG Main Power Gen Mod” breaker in the OFF position.

11. Leave “Main Disconnect D-Shack” breaker in the OFF position.

12. Leave “Shore Power” breaker in the OFF position

13. Shut down and Secure SMG Gen Mod

Microturbine to SMG Gen Mod Transfer of Station Load:

1. Turn on Both SMG Generator Breakers in Gen Mod

2. Start chosen generator

3. In the D-Shack, flip each small breaker to the OFF position

4. Apply appropriate LOTO device to “Emergency Generator or Micro Turbine” breaker

5. Move E-Gen/MT transfer switch to the OFF position and apply appropriate LOTO

device.

6. Move MT transfer switch to “Shore Power” position

7. Move MT main disconnect to OFF position

8. In D-Shack, Move “SMG Main Power Gen Mod” breaker to ON position

9. Flip each small breaker to on position one at a time.

10. Shut down and secure MT Mod

Emergency Generator to Microturbine Transfer of Station Load:

1. Ensure MT is running in load state and exporting power.

2. Inside MT, MT/D-Shack disconnect to ON position

3. Outside MT, Move transfer switch to “Micro Turbine Capstone 65”. This will send

power as far as transfer switch in D-Shack. The MT module will now be self-powered.

4. In the following step, make sure breaker “Emergency Power or Micro Turbine” remains

in ON position.

5. Inside D-Shack, move each small breaker to the OFF position, one at a time.

6. Move E-Gen/Micro Turbine transfer switch to “Micro Turbine” position.

7. Flip each small breaker switch to ON position at direction of station mechanic. Leave

“Shore Power” in OFF position.

8. In E-Gen, Move E-Gen/D-Shack disconnect to OFF position.

9. Shut down and secure E-Gen.

Microturbine to Emergency Generator Transfer of Station Load:

1. Inside E-Gen, Open fresh air intake and radiator exhaust panels

2. Start Emergency Generator

3. In D-Shack, Move E-Gen/D-Shack disconnect lever to ON Position

4. During next step, ensure “Microturbine Shore Power” and Emergency Power or

Microturbine” breakers remain in the ON position.

5. Starting at top of breaker panel, ove each small breaker to the OFF position, one at a

time.

6. Move “SMG Main Power Gen Mod” breaker to OFF position and apply appropriate

LOTO device.

7. Move E-Gen/Micro Turbine Transfer switch to “Emergency Generator” position.

8. Flip each small breaker on panel to ON position, one at a time.

9. At MT, move transfer switch to “Shore Power” position

10. Inside MT, move main disconnect to OFF position.

11. Shutdown and secure MT Mod.

DOCUMENTATION

Power outages (planned or unplanned) are reported in the Station Weekly Report with a brief overview. A work order will also be generated in CMMS for tracking of unplanned outages.

RESPONSIBILITIES

• Summit Station Mechanics: Will respond to power outages as outlined above.

• Summit Station Site Manager: Responsible for planning and assigning roles during an

outage. Reports incidents as pertinent.

• Greenland Facility Operations Project Manager: Will report outages in Summit

Station Weekly Report and generate a work order in CMMS.

• Summit Station Science Technicians: Will communicate outages to the science

community.
