Welcome to the fourth Belt and Road Summit.

First proposed by President Xi Jinping in 2013, the Belt and Road Initiative has become one of the world’s largest cooperation platform spanning Europe, Asia and Africa. Widely supported by over 160 countries and international organisations, the Initiative has made great strides in enhancing infrastructure connectivity, trade flows and people-to-people bonds along the routes.

To promote business collaboration along the Belt and Road, the HKSAR Government has been jointly organising the annual Belt and Road Summit with the Hong Kong Trade Development Council since 2016. Last year’s Summit was a huge success, with some 5 000 ministerial officials, business leaders and professionals from 55 countries and regions taking part and over 500 one-to-one business-matching meetings for more than 200 projects.

This April, I led a high-level HKSAR delegation to Beijing to participate in the second Belt and Road Forum for International Cooperation. With the support of the Central Government, Hong Kong hosted a dedicated session themed “Belt and Road: Hong Kong IN”, during which we shared with participants from all over the world Hong Kong’s unique advantages as a strategic gateway and an important hub connecting China and the world and showcased Hong Kong’s role as a key link and the prime platform for international cooperation under the Belt and Road Initiative.

Following the success of the second Belt and Road Forum for International Cooperation and the rewarding session of the “Belt and Road: Hong Kong IN”, this year’s Summit is themed “Hong Kong IN: Creating and Realising Opportunities”. Expanded from one day to two, the Summit is set to offer more opportunities for project pitching, as well as investment and business matching. It also features the landmark 70th anniversary of the founding of the People’s Republic of China and explores the future development opportunities of our country.

Looking ahead, the HKSAR Government will, in accordance with the Arrangement between the National Development and Reform Commission and the Government of the Hong Kong Special Administrative Region for Advancing Hong Kong’s Full Participation in and Contribution to the Belt and Road Initiative, stay committed to being a “facilitator” and a “promoter” of the Belt and Road. I am sure that with the support of our country, our various sectors in the local community and our overseas partners, Hong Kong will continue to contribute to, and benefit from, the Initiative.

I wish the Summit every success and all of you a fruitful experience.

Welcome to the third Belt and Road Summit.

To capture the mounting global interest and immense opportunities generated by the Belt and Road Initiative, the Hong Kong Government has been co-organising the Belt and Road Summit with the Hong Kong Trade Development Council since 2016. The annual event has been a resounding success, with over 3 000 participants from more than 50 countries and regions along and beyond the Belt and Road taking part last year. I am sure that this year’s Summit will build on the success of its previous editions and make it a rewarding experience for all.

The Belt and Road Initiative, put forward by President Xi Jinping in 2013, has entered its fifth year and has attracted widespread support from more than 80 countries and international organisations. With strong emphasis on connectivity and international socio-economic co-operation, the Initiative provides enormous impetus for future regional development. Themed “Collaborate for Success”, this year’s Summit fully embraces the concept of win-win co-operation in the Initiative. In particular, the Summit features a plenary session “Action through Collaboration: Case Studies on Signature Belt and Road Projects” to illustrate how the Initiative is transforming the development landscape.

A key link in the Belt and Road Initiative, Hong Kong has an important role to play in taking forward the national strategy. In the years ahead, we will continue to leverage our unique advantages under “one country, two systems” to seize the new window of opportunities. We will also serve as a financing and professional service platform for the Belt and Road and further deepen our role in connecting the Mainland with other economies to meet our country’s needs and contribute to our country’s development.

Following the signing of the “Arrangement between the National Development and Reform Commission and the Government of the Hong Kong Special Administrative Region for Advancing Hong Kong’s Full Participation in and Contribution to the Belt and Road Initiative” in December last year, a number of collaborative measures are in the pipeline. We also expect an even closer relationship with our regional partners when our Free Trade Agreement and a related Investment Agreement with the Association of Southeast Asian Nations, signed in November last year, enter into full force in January next year. Hong Kong has everything ready and looks forward to collaborating with our Belt and Road partners for joint success.

Thank you for joining this Summit and sharing with us your thoughts and insights on the opportunities presented by the Belt and Road Initiative and its future developments. I wish you all a fruitful experience at the Summit.

全球愈來愈多國家對 「一帶一路」 倡議高度關注,為把握 「一帶一路」 建設帶來的龐大機遇,香港特區政府自二零一六年起與香港貿易發展局每年合辦 「一帶一路」 高峰論壇,成績美滿。去年,論壇有五十多個 「一帶一路」 沿線及相關國家和地區超過三千人參加。我深信今年的論壇定能秉承過往佳績,取得豐碩成果。

「一帶一路」 倡議於二零一三年由國家主席習近平提出,今年踏入五周年,得到超過八十個國家和國際組織的踴躍支持。 「一帶一路」 強調互聯互通,重視國際經濟及社會合作,提供巨大助力,推動區域發展。為貫徹 「一帶一路」 倡議的合作共贏理念,今屆論壇以 「全方位合作」 為主題,並特別安排 「共商合作 共拓商機:探討一帶一路重點項目」 的討論環節,剖析 「一帶一路」 建設如何持續開創新的發展格局。

香港是 「一帶一路」 的重要節點,在國家推展 「一帶一路」 建設的進程中,擔當重要的角色。在未來的日子,香港會繼續利用 「一國兩制」 的獨特優勢,把握新的機遇,擔當 「一帶一路」 的融資及專業服務平台,並進一步加強我們的橋樑角色,連繫內地與其他經濟體,以香港所長,配合國家所需,為國家的未來發展作出貢獻。

《國家發展和改革委員會與香港特別行政區政府關於支持香港全面參與和助力 「一帶一路」 建設的安排》於去年十二月簽署,多項合作措施將陸續出台。此外,我們去年十一月與東南亞國家聯盟簽訂的 《自由貿易協定》 及相關的 《投資協定》 ,將於明年一月全面生效,屆時香港與各區域伙伴之間的關係將更為密切。香港整裝以待,期待與 「一帶一路」 伙伴攜手合作,互補優勢,共享成果。

「一帶一路」倡議在二零一三年由國家主席習近平提出,現已發展成為全球規模最大的合作平台之一,貫通歐、亞及非洲等地。「一帶

成果。

5 000名來自 55個國家及地區的部長級官員、商界領袖和專業人士參與,並舉辦超過500場一對一項目對接會,涉及逾 200個投資

今年四月,我親自率領高規格的香港特區代表團到北京參與第二屆「一帶一路」國際合作高峰論壇。在中央政府的支持下,論壇設有以

「一帶一路:由香港進」為主題的環節。我們與來自世界各地的與會者分享香港作為國家的國際門戶及重要樞紐的獨特優勢,亦彰顯香

港是「一帶一路」重要節點以及國際合作的首選平台的關鍵角色。

承接第二屆「一帶一路」國際合作高峰論壇及「一帶一路:由香港進」環節的豐碩成果,今屆「一帶一路高峰論壇」以「成就新機遇 由香

港進」為主題。會期由以往一天延長至兩天,務求提供更多推介投資項目和進行投資及商貿配對的機會。此外,今年適逢中華人民共

和國成立七十周年,論壇亦加入相關主題活動,探討國家未來的發展機遇。

展望未來,香港特區政府會繼續按照《國家發展和改革委員會與香港特別行政區政府關於支持香港全面參與和助力「一帶一路」建設的

安排》,積極發揮「促成者」及「推廣者」的角色,推動「一帶一路」向前邁進。我深信,憑着國家、香港各界及環球伙伴的支持,香港定

能繼續為「一帶一路」作出貢獻,並從中受惠。

It is a great pleasure to welcome you all to Hong Kong for the 4th Belt and Road Summit.

Unveiled in 2013, the Belt and Road Initiative has generated a new impetus for global economic development. Hong Kong, as a leading international financial centre and professional services hub, is well-positioned to be the ideal investment and financing, treasury management and risk management centre for Belt and Road infrastructure projects. With a deep pool of professional talents and international connections, we stand ready to support Belt and Road projects in the areas of technical studies, construction, risk management and operations management.

Hong Kong’s well-developed and mature capital markets offer a wide range of financing options for Belt and Road infrastructure projects, meeting the varied financial services needs of enterprises. To promote Hong Kong as a major financing centre under the Belt and Road Initiative, we have been working on various fronts, including establishing the Infrastructure Financing Facilitation Office (“IFFO”) under the Hong Kong Monetary Authority to facilitate infrastructure investments and their financing by pooling together a cluster of key stakeholders. The Securities and Futures Commission has also provided guidelines for infrastructure project companies seeking listing and financing in Hong Kong.

Apart from being one of the largest bond markets in the region, Hong Kong is also striving to develop into a premier regional green finance hub. The IFFO has set up a Centre for Green Finance for experience sharing among the banking, finance and related sectors. We also launched the Green Bond Grant Scheme and the Pilot Bond Grant Scheme last year to provide subsidy to green bond issuers. We are delighted to see the thriving development of our green bond market. Green bonds arranged and issued here last year amounting to US$11 billion, more than triple of that in 2017.

Moreover, being the global hub for offshore Renminbi (RMB) business, Hong Kong handles over 70% of global offshore RMB payment transactions and maintains the world’s largest offshore RMB liquidity pool, thus providing Belt and Road enterprises and projects with RMB financing options.

Looking forward, the Belt and Road Summit this year will continue to provide a collaboration platform for political and business leaders around the world to share information, conduct in-depth discussion and develop closer ties and co-operation, with a view to co-creating more development opportunities for all.

見本港的綠色債券市場快速發展,去年在港安排和發行的綠色債券集資額達到110億美元,是2017年的三倍以上。

同時,香港是全球離岸人民幣業務樞紐,處理全球超過七成的離岸人民幣支付交易,並擁有世界最大的離岸人民幣資金池,可為「一

帶一路」企業和項目提供人民幣的融資選擇。

繼往開來,今年的「一帶一路高峰論壇」將會繼續為來自世界各地的政商領袖,提供一個分享資訊、集思廣益和增強聯繫的合作平台,

攜手共商共建,為各界開拓更多發展良機。

Welcome to the fourth edition of the Belt and Road Summit, jointly organised by the Government of the Hong Kong Special Administrative Region and the Hong Kong Trade Development Council (HKTDC).

The Belt and Road Initiative is a global development concept that fosters cooperation among nations to bring prosperity throughout the world. As the Initiative enters its sixth year, many milestones have been achieved in building global connectivity and encouraging exchange.

To turn Belt and Road projects into viable commercial opportunities, Hong Kong is the ideal platform. Although Hong Kong is going through a challenging time, our fundamentals remain strong and our resilience will help us through. Our city is a global commercial and financial hub; it is also part of the Guangdong-Hong Kong-Macao Greater Bay Area, a cluster of cities in Southern China with diverse resources and a huge market of close to 70 million.

The Belt and Road Summit was conceived in 2016 to establish Hong Kong as the commercial hub to help companies and governments capture commercial opportunities arising from the Belt and Road Initiative. Growing together with the Initiative, our Summit is now the premier international business event to find partners, raise funds, and learn about new developments and investment opportunities on the Belt and Road.

Under the theme “Creating and Realising Opportunities”, this year’s Summit is extended from one to two days for a richer programme of activities. Apart from the conference, the event offers one-to-one business matching meetings, project pitching sessions and a chance to meet with professional service providers.

Going beyond the two days of the Summit, we are delighted to hold the Belt and Road Week, where other activities related to this Initiative will be held around Hong Kong.

The Hong Kong Trade Development Council (HKTDC) is a statutory body established in 1966 to promote, assist and develop Hong Kong's trade. With 50 offices globally, including 13 in Mainland China, the HKTDC promotes Hong Kong as a two-way global investment and business hub. The HKTDC organises international exhibitions, conferences and business missions to create business opportunities for companies, particularly small and medium-sized enterprises (SMEs), in the mainland and international markets. The United Nations has set 17 Sustainable Development Goals (UNSDGs) for the year 2030. More and more investors involved in the Belt and Road projects (BRI projects) now realize that the UNSDGs may provide a clear risk framework on the external costs (such as environmental damage orunresolvedconflictswhichmightatsomepointintimebeforcedintotheiraccounts)andsomeattractive investment opportunities for providing solutions to sustainability challenges.

This session is graced with the presence of an array of distinguished experts sharing their insights, extensive experience and pragmatic legal strategies on how to harness opportunities, overcome challenges and achieve the UNSDGs, in particular, Goal 16 (to “promote peaceful and inclusive societies for sustainable development, provide access to justice for all and build effective, accountable and inclusive institutions at all levels”). They will deliberate how proper risk-management planning, good corporate governance and innovative dispute resolution mechanism help to sustain further investment and maintain long-term relationship with the business partners, local government and community in BRI projects.

Hong Kong, as a leading international deal-making and dispute resolution hub, may offer relevant expertise and services to contribute towards further sustainable investment in the BRI projects.

This thematic break out session intends to cover two important topics that underpin the commercial viability of State-owned enterprises (“SoEs”) investing in projects in Belt and Road (“B&R”) countries, namelyrisktransferandprojectfinance.

The panel will discuss the following:1. What important role does risk management play for SoEs investing in B&R projects? What are the

requirements from SASAC for B&R projects to safeguard assets and mitigate potential loss? Why risk transfer through insurance is the most important instrument for risk management?

2. Why risk management can be used as the common language amongst (re)insurers, banks and SoEsinvestinginB&Rprojectsinexploringrisktransferandprojectfinancesolutions?Howdoesrisk management tie up all stakeholders together in B&R projects?

3. How can banks and (re)insurers address the risk management challenges of B&R projects in common?Howriskmanagementcanenableprojectfinanceproviderscollaboratewithinsurancevendors? Why collaboration is a “must” between the insurance and the financing sectors inprojectfinanceforB&Rprojects?

4. Why Hong Kong can provide the ideal platform as an international (re)insurance hub and risk management center for dialogues and solutions related to B&R projects? The Belt and Road Initiative aims to improve the infrastructure along the 60 countries, from Asia to Europe, Oceania and East Africa. Starting from 2013, the conception of “Economic Corridor” has been proposed in order to stimulate the economic growth of underdeveloped Belt and Road countries. However, the differences between countries, especially the financial policies and law,financial practice and supply chain, still lie as important obstacles to SMEs and individuals. Theimpediment in cross-border business could not unleash the potential of new markets along the Belt and Road Countries, hindering the economic growth.Technological innovation enriches smart living and increases the flexibility of business activitiesbetween countries, enabling businesses to reach overseas markets. The emergence of FinTech solutions and technologies helps to connect capital, goods and services along the Digital Silk Road. 一帶一路倡議旨在改善60多個沿線國家的基礎設施,涵蓋亞歐大陸以至大洋洲和東非等地。自2013年起,為求刺激一帶一路沿線開發中國家的經濟增長,從而衍生出「經濟走廊」的構想。然而,國家之間的差異,特別是在財務政策和法律、金融作業、供應鏈等方面存在的分歧,令中小企和個別營商者面對重大障礙,使跨境業務停滯不前,讓一帶一路沿線國家市場的潛力不能完全地釋放,妨礙了經濟增長。

Small and medium enterprises have long been a key backbone of the global economy and a driving force of growth. In Hong Kong, the 340 000 SMEs constitute 98% of the business establishments and employ about half of the workforce in private sector. SMEs have and will continue to play an important role in the future development of the Belt and Road Initiative. In this session, entrepreneurs from SMEs who have excelled in the Belt and Road will share the first-hand experience and knowledge behind their success. Coupled with the practical information from facilitators, such as banks and insurers on their supports to SMEs, this session will provide valuable reference for SMEs as they venture into the less familiar yet promising world of Belt and Road.

West Kowloon Cultural District (Xiqu Centre)10 September 2019 (Tuesday)The West Kowloon Cultural District, with facilities such as the Xiqu Centre, M+ Pavilion and Art Park, is one of the world’s largest cultural quarters, blending art, education and public space. Its vision is to create a vibrant cultural quarter for Hong Kong where the local arts scene can interact, develop and collaborate.

The Xiqu Centre has a total area of 28,164 square metres and is a world-class arts venue dedicated to promoting the rich heritage of Xiqu. A unique feature of the venue is the location of the Grand Theatre at the top of the building, which allows a large open atrium below with space for exhibitions, stalls, and Xiqu demonstrations and workshops.

This visit will provide participants with an invaluable opportunity to understand the rich Chinese Xiqu culture and features of the Xiqu Centre.

西九文化區-戲曲中心2019年9月10日(星期二)西九文化區為全球其中一個最大型的文化區,擁有設施如戲曲中心、M+展亭及藝術公園,集藝術、教育及公共空間於一身。西九文化區的願景,是為香港創造一個多姿多彩的文化地帶,促進本地藝術界互動、合作與發展。

戲曲中心佔地28,164平方米,是為戲曲而設的世界級表演場地。中心的設計更特意將大劇院升至頂層,為地下的中庭騰出開放空間,以供舉辦展覽、市集、戲曲示範或講解等活動之用,讓大眾能夠前來,感受戲曲文化。

SCIC is equipped with state-of-the-art technologies and provides laboratory services with a 5G Application Test Bed and a M2M Communications Lab. SCIC also provides a purpose-designed environment and sought-after resources to facilitate 5G development by various stakeholders in Hong Kong. It serves as an open innovative platform for users to incubate ideas, share knowledge and develop collaborations on viable Smart City solutions. Laboratory training programmes, industry collaboration workshops and university brainstorming workshops are also offered there for sharing insights and inspiring innovation towards a smarter future for Hong Kong.

This visit will provide participants with an opportunity to understand how SCIC contributes to Hong Kong’s smart city development and the latest technology involved.

香港科技園公司-智慧城市創新中心2019年9月10日(星期二) 及2019年9月13日(星期五)智慧城市創新中心(SCIC)是香港首個5G創新實驗室,由香港科技園公司(HKSTP)和香港應用科技研究院(ASTRI)攜手打造,著力推動香港的智慧城市發展。

2019 Tai Hang Fire Dragon Dance12 September 2019 (Thursday)The Tai Hang Fire Dragon Dance originated in the 19th century – people from Tai Hang began performing a dragon dance for the sake of stopping a plague. This tradition has become one of the Mid-Autumn Festival celebrations in Hong Kong and was on the China’s third national list of intangible cultural heritage in 2011. The 67-metre Fire Dragon will wind through the streetsofTaiHang,withover300performers,70,000incensesticks,andlotsoffirecrackersatnightfrom12Septemberto14 September this year.

This visit will provide participants with an opportunity to experience the festive vibes of the Mid-Autumn Festival and get to know more about the culture of the Tai Hang Fire Dragon Dance.

大坑舞火龍2019年9月12日(星期四)大坑舞火龍起源於19世紀,大坑居民為求消除瘟疫開始舞動火龍繞村遊行。此傳統活動其後成為香港中秋節重要的慶祝活動,更在2011年被列為第三批國家級非物質文化遺產。今年9月12至14日的晚上將會有近300人舞動67米長的火龍穿過大坑一帶的大街小巷,用上超過7萬枝香燭和鞭炮。

此行程主要讓參加者一邊感受中秋節的節日氣氛,一邊了解大坑舞火龍的文化。

The Express Rail Link connects Hong Kong with the 16,000 km National High-Speed Railway Network, while reinforcing Hong Kong as the southern gateway to the Mainland China. It also plays an unparalleled role in boosting exchanges between Hong Kong and major Mainland China cities and fostering the development of complementary advantages.Especially thepillar industriesofHongKong,suchasfinancialservices, tradingandprofessionalservices,standtobenefit.
