1. Pertanyaan dari Tuan M. SAMAN, kuasa dariTuan ANDRY ANSJORI, dalam hal ini selakupemegang 1.066.433 (satu juta enam puluhenam ribu empat ratus tiga puluh tiga)saham dari seluruh saham yang dikeluarkanPerseroan, menyampaikan pertanyaan dantanggapan sebagai berikut:

“Pertama-tama kami memberikanapresiasi atas kinerja Perseroan yangtelah melakukan peningkatanpendapatan, laba usaha dan juga labatahun berjalan sebesar Rp874,4 miliar(delapan ratus tujuh puluh empat komaempat miliar rupiah). Ada catatan, lababerjalan sudah termasuk daripadakeuntungan yang berasal dari keuntunganpembelian dengan diskon, sebesarRp541.000.000.000,00 (lima ratus empatpuluh satu miliar rupiah), jadi menurutkami ini bukan murni laba dari bidangusaha Perseroan. Dan juga, kami melihatdi sini juga ada kerugian yang cukup besardisebabkan oleh kerugian entitas asosiasidan ventura bersama sebesarRp520.000.000.000,00 (lima ratus duapuluh miliar rupiah), dan juga adakerugian selisih kurs seebsar lebih kurangRp521.000.000.000,00 (lima ratus duapuluh satu miliar rupiah). First Agenda of the Meeting

1. Inquiry raised by Mr. M. SAMAN, proxy ofMr ANDRY ANSJORI, in his capacity asholder of 1.066.433 (one million sixty-sixthousand, four hundred and thirty three)shares of the total shares issued by PTAneka Tambang Tbk (the “Company”),conveyed the following inquiries andcomments:

“First of all, we would convey ourappreciation for the performance of theCompany, which has increased itsrevenue, operating profit and currentyear profit in the amount of Rp874.4billion (eight hundred seventy-four pointfour Rupiah). Please note that, thecurrent year profit includes the profitgenerated from the profit of discountedpurchases, amounting toRp541,000,000,000.00 (five hundredfourty one billion Rupiah), so in ouropinion this is not a profit purelyoriginating from the Company’sbusiness activity. Additionaly, we wouldsee that there is a significant lossresulting from the loss of the associatedentities and joint venture companiesamounting to Rp520,000,000,000.00(five hundred and twenty billionRupiah), and also the loss due to thedifference in foreign currency isapproximately of Rp521.000.000.000,00(five hundred and twenty-one billion

- “Memang ANTAM melakukan pembeliansenilai USD1,00 (satu dolar AmerikaSerikat) atas transaksi di 20% (dua puluhpersen) kepemilikan PT ICA oleh SHOWADENKO K.K. Sebetulnya, yang tadi Bapaktanyakan, itu sudah dilawankan denganamortisasi yang tadi tercatatRp500.000.000,00 (lima ratus miliarrupiah) juga dan ada selisih kurs, jadisebetulnya itu imbang, , jadi ini untukmemberikan comfort bahwa statementbapak tadi sebetulnya antara yangdidapatkan kurang lebih nya jugaRp500.000.000,00 (lima ratus miliarrupiah), dilawankan dengan itu, jadi kalauboleh kami meralat bapak, itu sebetulnyayang kami paparkan disini betul-betulpurely dari kegiatan operasional danpenjualan. Jadi yang sifatnya windfall atauone off tadi sudah dilawankan denganbeban-beban lainnya yang memang tidakkami masukan sebagai prestasi Pak.”

- “ANTAM has made a purchase with avalue of USD1.00 (one US Dollar) for thetransaction of the 20% (twenty percent)shareholding in PT ICA owned bySHOWA DENKO K.K. Actually, what youare asking, has been countered with theamortization that is recorded in theamount of Rp500,000,000.00 (fivehundred million Rupiah) and there isalso a difference in foreign currency, soit is actually balanced, this is to givecomfort that your previous statement isthat what is actually gained, which isapproximately of Rp500,000,000.00 (fivehundred million Rupiah), has beencountered against it, so please let usmake correction to your statement,what we are presenting herein isgenerated purely from our operationaland sales activity. So, what youconsidered as a windfall or one off hasbeen countered against the other costswhich we are not including asachievement.”

- “Menanggapi sedikit mengenai selisihkurs, betul sekali ANTAM masihterekspose dengan dolar Amerika Serikatwalaupun ANTAM dollar turner tapidalam rangka untuk meneruskan hilirisasiatau mendukung penuh program hilirisasipemerintah, di mana untuk membangunsmelter dibutuhkan biaya yang sangatbesar, maka untuk pinjaman kami saat inidengan rencana kami untuk terusmembangun hilirisasi harapannya adalahdi tahun ini kami akan melakukancommissioning dan start commerciallyoperating untuk feni Haltim dengankapasitas 13.500 (tiga belas ribu limaratus) di tahun ini di paruh kedua targetproduksinya 5.000 (lima ribu). Harapankami itu bisa mengoffset atau bisamembantu untuk mengurangi eksposurdari pada US dollar, karena katakandengan 5.000 (lima ribu) ton nickel dalamferronickel dengan harga sekarang LMERp12.000 (dua belas ribu) sekian itu bisamengenerate revenue Rp1 triliun (satutriliun rupiah) tambahannya, dan iniberterima kasih kepada pemegang sahamkarena di tahun 2015 (dua ribu lima belas)atas Rights Issue yang diterima ANTAMdan capital injection dari pemerintah,ANTAM bisa membangun smelter tanpahutang, dan di tahun ini akanmeningkatkan EBITDA yang tadidisampaikan oleh bapak Direktur Utamadan juga dihightlight oleh bapak komisariskami, EBITDA menjadi Rp3,3 triliun (tigakoma tiga triliun rupiah) dengantambahan Rp1 triliun (satu triliun rupiah)untuk dari sisi ferronickel tadi saja, dapatmeningkatkan kemampuan ANTAM dalamEBITDA.”

- “Responding slightly with regard to thedifference in foreign currency, it iscompletely true that ANTAM is stillexposed to US Dollar although ANTAM isa dollar turner however, in the purposeof proceeding with downstreamprogram or to support the downstreamprogram of the Government, of whichsignificant amount of funds is requiredto build a smelter, we seek to obtainfinancing to cover our plan tocontinuously build the downstreamproject with the hopes that this year wecould enter into the commissioningphase and start commercially operatingfor the feni Haltim project with acapacity of 13,500 (thirteen thousandand five hundred) and on the firstsemester of this year we have aproduction target of 5.000 (fivethousand). We expect that would offsetor help to reduce the exposure to theUS Dollar, assuming that for example,5,000 (five thousand) tons of nickel inferronickel with the current price basedon LME is approximately Rp12,000(twelve thousand Rupiah), with thatassumption, we could generate arevenue of Rp1 trillion (one trillionRupiah) as an addition, and we arethanking our shareholders because thishappens following the Rights Issueproceeds received by ANTAM in 2015(twenty fiteen) and the capital injectionby the Government, ANTAM can build asmelter without debt, and this year willincrease the EBITDA previouslymentioned by our President Directorand as highlighted by our commissioner,the EBITDA became Rp3.3 trillion (threepoint three trillion Rupiah) withadditional Rp1 trilion (on trillion Rupiah)

2. Pertanyaan dan tanggapan dari Tuan PAULJAURI selaku pemegang 15.500 (lima belasribu lima ratus) saham menyampaikanpertanyaan dan tanggapan sebagai berikut:

- “Saya sebagai pemegang saham, inginmenambahkan sedikit. ANTAM sudahbagus tapi harus lebih bagus lagi untuk 5(lima) tahun kemudian. ANTAM sudahlama, memproduksi feronikel terusmenerus, sedangkan sekarang kita harusberalih ke stainless steel. Beberapa tahunyang lalu Pak JOHAN NABABAN, bersamasaya, kita sudah 2 (dua) kali ke Taiwanmenghadiri E-United, acara yang sangatbesar. Di sana, saya bertemu dengansalah satu pemilik perusahaan di Hokkian,Cina. Terdapat 2 (dua) (perusahaan)stainless steel yang ingin pindah keIndonesia. Dia hanya mau pindah keIndonesia untuk memperoleh bahan bakusaja, apabila ANEKA TAMBANG dapatmenjamin bahan baku, mereka akanlangsung pindah/relokasi ke Indonesia.Kebetulan saya juga bekerja diSUCOFINDO, untuk relokasi harusdisetujui di sana dan di sini dan hal inisudah saya bicarakan denganSUCOFINDO.”

- “Selain itu, ANTAM sebetulnya sebagaiholding sudah bagus sekali karena dapatmenghimpun kekuatan. Karena smelter-smelter itu sampai saat ini masalahnyaleasing dan air. Terkait ANTAM, sayamengikuti perkembangannya dan untukpembangkit listrik, ANTAM sudah bekerjasama dengan BUKIT ASAM, yang mana hal

Afew years ago Mr. JOHAN NABABAN andI, we went to Taiwan twice to attendedthe E-United, a very big event. There, Imet one of the owners of the companyin Hokkien, China. There are 2 (two)stainless steel (companies) that have aninterest to move to Indonesia. It isinterested to move to Indonesia only toget the raw materials, if ANEKATAMBANG can guarantee the rawmaterials, they will immediately move /relocate to Indonesia. I happened towork at SUCOFINDO, for a relocation, itneeds the approval here and there and Ihave discussed this with SUCOFINDO.”

- “In addition, actually ANTAM as aholding company is great because it cangather strength. Because currently theproblem of smelters is on the leasingand water supply. As for ANTAM, Ifollow all its development and for itspower plant, ANTAM has cooperatedwith BUKIT ASAM, which is the right

Tolong hal ini dapatditingkatkan, karena orang Indonesiabanyak yang pintar, namun tidak memilikikesempatan, sekarang adakesempatannya maka harusdimanfaatkan. “

- “Satu lagi terkait hal lain, yaitu PTSMELTER INDONESIA, tolong agar ANEKATAMBANG dapat mengambil alih PTSMELTER INDONESIA. Saya sedangbicarakan agar nantinya diambil oleh kitasendiri.”

Tuan ARIE PRABOWO ARIOTEDJO, Master ofScience, selaku Direktur Utama Perseroan,menyampaikan tanggapannya ataspertanyaan Tuan PAUL JAURI, sebagaiberikut:

- “If we talk about downstreaming, thenwe have to go further on thedownstream side not only ferronickelbut also into stainless steel. However,please also note that stainless steel isnot a market that is easily brokenthrough, because the demand in theRepublic of Indonesia itself is very small.If not mistaken, the annual demand inthe Republic of Indonesia is only200,000 (two hundred thousand) tons

Mereka dikenakanlagi tarif sekitar 20% (dua puluh persen).Jadi, dapat dibayangkan bahkan untukperusahaan Cina yang memproduksi diIndonesia untuk bisa mengekspor ke Cinaitu dihambat. Kami pernah melakukanbeauty contest, untuk bagaimanamengembangkan salah satu aset kami diPulau Gag untuk dibuat nickel pig iron,atau feronikel lalu lanjut dengan stainlesssteel.”

- “Beberapa partner yang masuk, merekahanya ingin sampai ke feronikel,sedangkan untuk sampai ke stainlesssteel-nya masih subject to the globalcondition of the demand. Jadi isunyaterdapat di sana. Memang keinginan kamiuntuk sampai dapat membuat stainlesssteel. Maka dari itu, setelah beautycontest itu tidak ada pemenang, kami saatini sedang mengadakan feasibility study,untuk bagaimana membuat sendiriferonikel maupun stainless steel untukbisa kita memonitize aset kita yang ada diPulau Gag, yang dapat dikatakan sumberdayanya mencapai 400.000.000 (empatratus juta) ton dan saat ini sudah mulaiproduksi nickel ore sekitar 1.000.000 (satujuta) ton per tahun.”

Hal inimemang tantangan, jadi ANTAM memangtidak berhenti sampai feronikel saja. TadiBapak sebutkan E-United di Taiwan, kamisudah bertemu dengan chairmannya, kira-kira di akhir tahun 2017 (dua ribu tujuhbelas) atau awal 2018 (dua ribu delapanbelas). Kami sudah mengundang untukbekerja sama, namun ketika kami sudahserius, mereka menghilang. Karena apa?Mungkin karena kondisi market. Kita ingin berdiskusi juga untukrencana membangun stainless steel diIndonesia. Namun kembali lagi, issuedalam hal ini adalah masalah market.”

- “Pertanyaan kedua terkait dengan listrik,memang kita sadari bahwa cost ofelectricity untuk produk smelter ini adalahsekitar 30% (tiga puluh persen) sampai40% (empat puluh persen). Ini memangtantangan untuk bagaimana ANTAM bisamencari listrik yang murah. Kalau kitatahu INALUM, mereka buat di Asahan,modalnya di sana hanya ada air, tidak adakomoditas. Sementara sekarang inibanyak mining-mining yang orientasinyasmelternya dibikin di mine-mouth.Padahal mungkin energinya mahal, danhal ini yang perlu kita pikirkan juga kedepan. ANTAM sudah terlanjur adaPomalaa dan Tanjung Buli itu kitamanfaatkan, tapi ke depannya kita akanlebih melihat di mana infrastruktur itutersedia. Karena tantangan daripadamembuat smelter adalah di Indonesia ini,kita harus bersaing dengan perusahaanasing adalah di infrastruktur, seperti diCina dan di negara lain, kemungkinaninfrastrukturnya sudah tersedia di

ANTAMalready has Pomalaa and Tanjung Buli,but in the future we will see in moredetail where is the infrastructureavailable in. Because the challenge ofmaking a smelter is in Indonesia, wehave to compete with foreigncompanies in infrastructure; as in Chinaand in other countries, theinfrastructures possible are alreadyavailable in their country or

Sehingga capital yang kita punyaini bisa lebih besar lagi membangundownstream of the industry dibandingsebelumnya, yang mana dalam halinfrastruktur pun harus kita tanggung.Karena kita sudah mulai bekerja samadengan PT PELINDO, maupun utk keretaapi dengan PT INKA dan sebagaimanya,sehingga bagaimana dalam kaitannyadengan sinergi BUMN ini setiapperusahaan dapat berpartisipasi dalammembangun hilirisasi, tetapi merekapunya spesialisasi di bidang masing-masing terutama di bidang infrastruktur.”

Karena satu hallagi, jasa lebur-cap asal usul emasnyasendiri bisa tidak jelas (ilegal). Ini yangkami hindari, seolah-olah kalau orang maumencuci emas tinggal kirim ke LogamMulia Pulogadung, dilebur-cap, dapatlahsertipikat ANTAM LBMA.”

- “Namun ada dampaknya bagi Perseroan,bisa dilihat di progress penjualan ANTAM,bisa dilihat di tahun 2017 (dua ribu tujuhbelas) setelah ANTAM berhentimelakukan jasa lebur-cap, di semester 1bisa (memproduksi) 2 (dua) ton, di akhirtahun 2017 (dua ribu tujuh belas) menjadi12-14 (dua belas sampai empat belas) ton.Tahun lalu ANTAM bisa meningkatkanmenjadi 27 (dua puluh tujuh) ton, tahunini target ANTAM sekitar 30 (tiga puluh)ton. Jadi kelihatan bahwa pasarnya ada,dan ANTAM menjadi produsen yangmungkin terbesar saat ini khususnya diIndonesia, dan namanya gold ANTAMsudah sangat baik (branded). Terdapat pertanyaan dari dari seorang wanitayang tidak menyebutkan nama dan jumlahkepemilikan sahamnya. Pertanyaan yangdisampaikan adlah terkait perbedaan hargaantara produk emas Logam Mulia yangdikeluarkan sekarang dengan yang dulu. Karenayang dulu design emasnya belakangnya polossedangkan yang sekarang ada ukirannya.

Walaupun pertanyaan tersebut tidakberhubungan dengan mata acara Ketiga Rapat,Pimpinan Rapat tetap mempersilakan kepadaTuan TATANG HENDRA, selaku DirekturPemasaran Perseroan untuk menanggapi.

Tuan TATANG HENDRA, selaku DirekturPemasaran menjawab:

“bahwa terkait dengan produk-produk emasyang cetakan lama dengan yang baru, adasuatu proses verifikasi untuk yang lama,dengan demikian selisih harga tersebut akanmuncul sendiri. Memang dengan saat ini adaselisih harga belinya kembali, jadi itu yangmenjadi dasar mengapa ada perbedaan hargatersebut. Tapi nilainya memang relatif sangatkecil.”
