Ita t.ransfe1~ to a new Council en'.bracing all the l<oiari spe~king people, I presume would be lependant upon f avcurable approval not only of the p ople involved but also of the Port Moresby Council. AnI actiun along theae lines can be held in abeyance until f rm pro ..... osals are made in respect of the new Cvuncil.

LAND TENURE AND CLAN LEADERS.

Land is passed down patrilineally as is Clan leadership. A woman cannot become a Clan leader. If a man has no sons, ownership may pass to the eldest daughter, custom being that she will marry within the clan and paaa title to the oldest male offspring. Interim or full rights may alao paaa to the deceased'a nearest male blood relation. In the case of interim rights, these are as a trust held for the benefit of the deceased'• grandson until th9'time he is deemed capable of managing his own affairs.

Complications have arisen through the deaths of large num-ers of males and the people frequently showed they were unsure of Clan leaders. Some clans .iiave diYided and regrouped. Land boundaries appear to be well-known by the greater majority. Within the clans are family grou >ft and what I think are sub-clans with indiydually owned land not subjec~ to clan rule. Such land, ~s is common practice in Papua, moat frequently marked by trees planted by someone's ancestor.

At Naoro, the l'levirogo clan leader, a Village Constable, says he ia the boas of th~ land and people must see him re garden sites. Generall7, eleewhere a communal system prevails whereby an7one ma1 cho~ae their own sitee. So•• groups maintain there are no markers or boundaries within Clan-owned land. Others haYe such boundaries which may or aay not be di•~•garded depending on the owner'• attitude. In the latter instance, a •an might become upset if someone else began working hia land without first seeking permission. Some Madilogo people ••r• arguing. With th3 help of an old man the following genealogJ" waa traced. The first three were sibling•. Goruai was killed in a fight. Ria 2 sisters, the remainder of the clan, were obliged to seek outsiders for huabanda.

INTRODUCTION

The patrol was instituted for two purposes ns per the pre amble hereto.

1ittle tl a t i s new can be added to Patrol Report No. 1 of 1967/68, of which paragraph 34 ~s particularly r elevant. IlHVE, who instituted the Aguro Cattle project in between Naoro and }!anari Villages, had criused some \lis content over t he land he was using for his cattle. Ownership of the land was disputed. Sobi of Hanari, and Viena of Naoro claimed the land was their's and had given I1'i·ve permissive occupmcy. Their clan then claimed it belonged to all.

Because of Sobi and Yiena's claim, it wa5 proposed to complete Lands Form 1A with the vi~w to se j'; tling the dispute. It was agreed by all parties that Inive would then purchase or lease the land from the re~ultant owners.

The other purpose was to look over the possibilities of implementing a vehicular road route between Madilogo and Gorokobiai hamlet (goldie rlver). Unfortunately it appeared that the wet se~son was setting in, heavy rain fell continuously for hours at a time, and as it 'ould mean three nights without shelter this aspect of the patrol was abandoned until more clement weather should prevail. (~/A.D.C's 67-2-6 of 25th October, 1967, para. 3(d) refers).

A survey was co~~enced to enable ~he plan on reverse of Form 1A to be completed. Unfortunately, the machine for measuring groillld slopes was found to be gro~~ly inaccurate and thit will mean an officer will need to covGr part o! the growid again for an accurate plan to be drawn for an Investigation Report.

The dispute over Aguro has veen resolv- ~ oy the people who now agree tha.t it is clan land and nc, ', exclusively owned b; Viena and Sobi. Lands Department are oeing approached as to whether Inive can purchase according to native custom or if Application Form 1 must instead be submitted. Tiie need for ?orm 1A is thus now obviated.

Chain and comnass measurements and bearings taken by me as a preliminary to completion of For~ 1a will be filed under ''Hatters •for E'.ttention - Mt. Koiari". As mentioned, land slopes will need to be tal{en with an accurate instrument before an ac~urate plan can be draW'!l, subject to a re_ly from Lands and eventual, reaso~ably envisaged, authority to investigate.

An anti-malFria Patrol conducted by I~~ Tom Vanderkuip experienced no difficulty with carriers until three or four of his indigenous assistants were left to fend for themselves from ~faoro. One Councillor ci.nd his friends carried when most of the other villagers refused. This caused some discontent .

The defaulters were ouestioned and reckoned they want9d to rempin in the village ~s their S.D.A. pastor was visiting.

HEALTH

There are two aid posts, one at Manumu and the ether at Kagi. The Hanumu A.P.O. was absent . A message was sent to Kagi requesting that \he patrol, 'vhi:::h he does not do, but he declined, saying that h :!.. s leave was coming up. The walk from Kagi to Haoro can be done easily in one day.

As the previous patrol no~ed, the people are upset that A.P.O's do not visit villages but remain where they are posted.

~~ . Vanderkuip said he noted many sores and s~abies plus some maleria. His assistants sprayed housing, took blood samples from all people and dispensed anti-malarial tablets where necessary. Unfortunately they were not equipped to administer First Aid or trent scabies.

Generally, health appeared very good.

AIRFIELDS

The t-:anumu airstrip was closed because the grass had not been cut. The people of this locali t:r now wish to purchase a srass cutter. A Stol pilot said D.C.A. expected to re-open the 'strip when the grass was cut.
