Greetings

On behalf of Civil Air Patrol and its Board of Governors I am pleased to present to you our 2021 Annual Report Thisreport adheres to CAPrsquos new missionvision statement adopted in the past year ldquoVolunteers serving Americarsquos com-

munities saving lives and shaping futuresrdquo

As CAPrsquos national commander and CEO Irsquom proud to say our 56000 citizen volunteers have truly lived up to that state-ment mdash most notably in their vigilant response to the COVID-19 pandemic which continued to set new marks in 2021During the pandemic our members used their professional knowledge skills and expertise to fulfill CAPrsquos US Air Forceauxiliary role of defense support of civil authorities to meet the demands of local state and federal agencies

These humanitarian relief efforts detailed on the opening pages of this report involved more than 40 CAP wings per-forming COVID-19-related missions nationwide Our members contributed 15039 volunteer days of service during FY21 tosupport relief efforts during the pandemic helping deliver personal protective equipment (PPE) test kits and test samplesvaccines food water and other essential items

Operation Pulse Lift also supplied nearly 6000 needed units of blood during FY21 mdash propelling CAP into American RedCross National Premier Partner status American Red Cross CEO Gail McGovern called CAP ldquoan incredible partner in respond-ing not only to the urgent need for critical blood productsrdquo but also the need for facilities to host blood drives

Yes CAP accomplished much in support of the COVID-19 response while also meeting the search and rescue emergencyservices and homeland security needs of the Air Force mdash our Total Force partner For the fourth straight year CAP wascredited with helping save over 100 lives using its cellphone forensics software and radar analysis tools In addition ourvolunteers maintained a leading role in aerospace education using national academic standards-based aviationSTEM edu-cation resources and served as outstanding mentors to over 23000 young people participating in CAPrsquos cadet programsdespite the challenges imposed by the pandemic

This annual report also reflects Civil Air Patrolrsquos emphasis on philanthropy which comes from the Board of Governorsrsquosharp focus on the future of our great organization Its effect is reflected in a multipage list of our donors that you will findin this report This list is led by the 2021 Commanderrsquos Circle (on pages 26-27) which lists donors of $1000 or more

The fact that our donor list has grown despite yet another challenging year speaks to the generosity of CAP membersand others who contribute to our important missions Your donations are vital to the growth of CAP and we need you toknow we appreciate your impact

The Civil Air Patrol Foundation continues to experience growth in endowments which are critical to CAPrsquos financialhealth Those gifts are also listed in this report (on pages 40-41) Eleven trustees now serve on the foundation board whichhelps manage these funds in support of the organization and its membership

Finally you will find a summary of Civil Air Patrolrsquos financials in this annual report This statement on pages 16-17 is theculmination of CAPrsquos 14th consecutive unmodified audit

Truly Civil Air Patrol is a solid investment in America and its communities returning $3 in service for every $1 in fundingit receives With $197 million in volunteer hours benefiting the nation in 2021 it is easy to see why CAP is recognized as aforce for good

Patrol volunteers have revolutionizedsearch and rescue efforts In 2021 the Air Force Rescue Coordination Centercredited CAP with helping save more than100 lives using these technologies CAPperforms 90 of AFRCC searches

Guertinrsquos own story is the stuff of books and movies Theminimum age for joining Civil Air Patrol when it was formedin December 1941 was 16 According to her nephew andexecutor of her estate Rhett Weiss Guertin was only 13 andlied about her age to get in

Even though she was first in line to join the Virginia Wingshe recalled she was told to sit down and wait until 10 mencould join first After they had done so she got right back upand asked for her turn That feisty nature stayed with her

throughout her life ldquoShe was bright articulate strong-willed and fearlessrdquo Weiss said ldquoUltimately

she had no fear of dying even when dyingShe was determined and brave until herphysical end here on earthrdquo

ldquoThe first scholarship from the ColCarolyn Weiss Guertin Fund will beawarded in fiscal 2023rdquo said Col RajKothari chair of the CAP Foundation Infact announcement of the first recipientmay be made on what would have beenGuertinrsquos 95th birthday ndash June 29 2023

Kothari is aware of Guertinrsquos legacy andhad met her over the years at nationalconferences and events ldquoShe was goingto serverdquo he said ldquoand she was going tomake a difference and make an impactrdquo

ldquoGuertin accomplished all those goals and set an exampleNow she is making it possible for others to do the same Any-one hoping to follow in Guertinrsquos footsteps had better be fear-less spunky and confident mdash traits attributed to herrdquo said ColElizabeth A Sydow commander of the Virginia Wing andCAPrsquos former national diversity officer

While serving as diversity officer Sydow often citedGuertinrsquos later life when she used a walker or wheelchair toattend ground operations training Even though she was limitedphysically she still found a way to serve as a radio operatorinspiring others with physical limitations

ldquoShe was a great example all the way through her liferdquo

C arolyn A Guertin made an impact on the brand-new CivilAir Patrol the day she joined then served the organiza-

tion and led by example until her death in 2020 Shersquos stillmaking a lasting impact by leaving substantial gifts that willbenefit future generations

Guertin died Aug 8 2020 just over a month after turning92 on June 29 She left two gifts to Civil Air Patrol totaling$100000

Her first gift for $95000 will establish an endowed schol-arship with the CAP Foundation to fund scholarships for mem-bers or their families

Her second gift for $5000 is designated for the West Rich-mond Cadet Squadron which she formed in 1952 as RichmondCadet Squadron Two and which has since been renamed theCarolyn A Guertin Cadet Squadron in her honor Those fundswill be used to buy plaques and trophies for squadron members

No one is surprised at Guertinrsquos generosity in leavingmoney to many charitable organizations and in providing long-term support for Civil Air Patrol Kristina Jones CAPrsquos chief ofphilanthropy said that because of Guertinrsquos scholarshipendowment her story will continue to be told

ldquoCol Guertin cared so much for Civil Air Patrol she madesure a scholarship fund would be available to members and

ldquoShe had her book almost everywhere she wentrdquo Payne said

The book which the Smithsonian Institutionrequested for its collection will remain at VirginiaWing Headquarters in Richmond thanks to a donationon the familyrsquos behalf by Weiss her nephew andestate executor He donated it to CAP along withboxes full of Guertinrsquos other CAP and aviation memen-tos awards photos correspondence and documents

They represent a big piece of CAPrsquos history Weisssaid The headquarters also is home of the Col Car-olyn A Guertin Operations Center a designationmade official on her birthday last year

Payne misses his conversations with Guertin ontheir many trips but hersquos happy her legacy will liveon In 2020 Virginia Gov Ralph Northam read aproclamation designating June 29 Guertinrsquos birthdayas Carolyn A Guertin Day in Virginia Also a newcadet leadership award will be named for Guertinand a YouTube tribute video honors her

ldquoItrsquos been all over the countryrdquo Payne said of thevideo ldquoShe was definitely known in the CAP worldrdquo

Among Guertinrsquos greatest admirers is her nephew

and executor Weiss The two were close while Weisswas growing up in Norfolk and McLean Virginia bothwithin easy driving distance of Guertinrsquos Richmondhome They enjoyed mealtime discussions duringfamily visits and longer conversations during sum-mertime extended stays

Guertin and her husband Donald a World War IIB17 pilot had no children of their own but she wasalways interested in her only nephewrsquos activities Bythe time Weiss was in his mid-teens he understoodhow unique his aunt was and how much of an impactshe had made

ldquoAunt Carolyn loved to live serve mentor andexplorerdquo Weiss said and she continued doing sothroughout her life

As executor of his auntrsquos estate Weiss wants to gobeyond what that role traditionally involves Heintends to administer the will and also preserveGuertinrsquos legacies of leading by example guiding andmentoring others being a lifelong learner pursuinggoals and dreams tenaciously and being committedto personal values while being open-minded andrespectful of other peoplersquos values

ldquoLonger-term I will do my best to go the extra mileas Aunt Carolyn always did in her pursuitsrdquo Weiss said ldquosharing these legacies with others and livingthem myselfrdquo

Ray Foundation Donation Boosts Cadet Wings ProgramSenior members are needed in a new role to mentor aspiring young pilots as their program navigator on a flight plan to success

R esearch shows that 80 of student pilots drop out of train-ing before attaining their private pilotrsquos certificate (PPC)

Thatrsquos why the Ray Foundation is partnering with Civil AirPatrolrsquos Cadet Wings program to expand funding to assistcadets with achieving their flight goals

An essential part of the success of the Ray Foundation schol-arship program centers on senior membersrsquo role as mentors tohelp cadet student pilots navigate the challenges of becominga private pilot

The new James C Ray Foundation Flight Training Scholarshipsincrease the Cadet Wings programrsquos funding capacity by 50enabling an additional 30 cadets to receive financial aid in 2022to pursue their PPC The formal role of navigator is being created

to encourage senior members to recruit and support qualifieddeserving young people who could benefit from Ray Foundationscholarships and other Civil Air Patrol resources

The idea is for a squadron to team up to sponsor a cadet inthe scholarship program with an individual lead mdash a navigatormdash serving as the point person for their cadet(s) Navigators andsquadron members will assist in various ways helping withscholarship applications and paperwork and guiding students tostay focused and set priorities to remain on target for success

ldquoWe are so grateful for the Ray Foundationrsquos generous con-tribution that will support qualified young adults in realizingtheir dreams of flightrdquo said Kristina Jones CAPrsquos chief of phi-lanthropy ldquoI know this will be a highly successful partnershipbetween our two like-minded organizations

The relationship with Civil Air Patrol aligns well with the RayFoundationrsquos mission of helping deserving youth learn how tofly said Charles Ahearn foundation president

ldquoOur founder James C Ray felt that flight training shapedhim into the successful individual he became later in liferdquoAhearn said ldquoFlight training develops many life skills such as self-discipline honest self-assessment and perseverance mdash charac-ter traits that will benefit an individual in all aspects of liferdquo

ldquoA program that matches cadets with mentors is so impor-tant because flying is not the easiest thing to do whether itrsquos

the ground preparation or the actual flightrdquo Blacesaid ldquoIrsquove become a stronger woman and pilotbecause of Cathyrsquos mentorshiprdquo

In addition to Blace Plasschaert has taught ormentored nearly 50 students in earning their PPCNamed 2021 Minnesota Wing Flight Instructor of theYear Plasschaert continues to mentor young pilots atdifferent levels from simply introducing them to avi-ation and flight training to acting as flight instructorand conducting Federal Aviation Administrationcheck rides She said the Ray Foundation funding willldquomake a world of differencerdquo in enabling cadets toafford flight training In addition the navigator pro-gram will involve additional CAP members in support-ing young aviators

ldquoMany of us had someone to help us so it is timeto help the next generationsrdquo said Plasschaert whobegan her flight training in Civil Air Patrol ldquoHaving thetime and talent to mentor a cadet is a gift and weshould all try to share that giftrdquo

For optimum success the Ray Foundation partner-ship needs local CAP members mdash who donrsquot have tobe pilots mdash to volunteer as navigators to mentor stu-dent pilots The navigatorrsquos role is to help the studentpilot reach the objective

ldquoA student pilot paired with a navigator is muchmore likely to get that certificate and go on to achieve

their future aviation goalsrdquo said Wendy Hamiltonprogram manager for Cadet Career Exploration Activ-ities ldquoYou donrsquot have to be the one in the cockpitwith them We just need local navigators to act asencouragers keep cadets on task and help themproblem-solve mdash because part of getting a PPC isabout overcoming obstaclesrdquo

K athleen Shaver who leads manufacturing sustain-ability initiatives internationally for Apple credits her

time as a Civil Air Patrol cadet for helping equip her to pursue a successful corporate career And shersquos gratefulfor the example set by her father retired Lt Col Ralph N Shaver II 85 who served nearly 50 years with CAP and supported both his children and others in the cadetprogram

Thatrsquos why Kathleen Shaver is endowing the Lt ColRalph N Shaver II Cadet Scholarship Fund through theCivil Air Patrol Foundation She is honoring her fatherrsquosCAP service while helping deserving cadets access activi-ties that were instrumental in building her own leadershipskills and self-confidence as well as in experiencing inter-national culture

ldquoI have seen CAP programs develop many young lead-ersrdquo she said ldquoAnd for myself CAP taught me respect forcommunity and the environment as well as the value ofservice to othersrdquo

Ralph Shaver became involved with CAP as a cadet inthe 1950s and developed a love of aviation He earned hispilotrsquos certificate and returned to Civil Air Patrol as a seniormember in the 1970s His service with the MassachusettsWing included Hanscom Field Composite Squadron com-mander Massachusetts Wing Group 1 commander andnumerous search and rescue missions He received a vari-ety of awards including 18 commanderrsquos commendationsthe Wing Commanders Trophy for Distinguished Service(2015) the National Commanderrsquos Commendation Awardfor Outstanding Duty Performance (2012) the Gill RobbWilson Award (1985) the Paul E Garber Award (1984)and the Grover Loening Award (1982)

Kathleen Shaver agreed adding that her dadsometimes mentored kids who needed help by takingthem to squadron meetings helping pay for uni-forms and more A cadet herself from age 12 throughhigh school she attained the rank of cadet lieutenantcolonel served as encampment squadron com-mander received her radio communications ratingfor search and rescue and traveled to Swedenthrough the International Air Cadet Exchange

Today she is the director of environment and sup-ply chain innovation for Apple And she was pleasedto double the value of her CAP donation though thecompanyrsquos generous matching gift program She alsoappreciates how easy it was to set up the endowmentwith help from Kristina Jones Civil Air Patrolrsquos chief ofphilanthropy Jones encourages others to investigatesimilar giving programs through their own workplacesand is happy to provide assistance and expertise

Semper Vigilans Society Semper means ldquoalwaysrdquo in Latin and is an integral part of Civil Air Patrolrsquosmotto ldquoSemper Vigilansrdquo meaning always vigilant or always ready

Civil Air Patrol established the Semper Vigilans Society in 2020 torecognize the generosity of members alumni parents grandparentsnational staff and friends who have made provisions for CAP in theirestate plans These planned gifts ensure CAP is always ready for thefuture

Qualifying commitments may be of any amount and may be directed to support programs of the donorrsquos choice Donors are encouraged toconsider gift designations that provide as much flexibility as possible tomeet the changing needs of the future

Greetings

On behalf of Civil Air Patrol and its Board of Governors I am pleased to present to you our 2021 Annual Report Thisreport adheres to CAPrsquos new missionvision statement adopted in the past year ldquoVolunteers serving Americarsquos com-

munities saving lives and shaping futuresrdquo

As CAPrsquos national commander and CEO Irsquom proud to say our 56000 citizen volunteers have truly lived up to that state-ment mdash most notably in their vigilant response to the COVID-19 pandemic which continued to set new marks in 2021During the pandemic our members used their professional knowledge skills and expertise to fulfill CAPrsquos US Air Forceauxiliary role of defense support of civil authorities to meet the demands of local state and federal agencies

These humanitarian relief efforts detailed on the opening pages of this report involved more than 40 CAP wings per-forming COVID-19-related missions nationwide Our members contributed 15039 volunteer days of service during FY21 tosupport relief efforts during the pandemic helping deliver personal protective equipment (PPE) test kits and test samplesvaccines food water and other essential items

Operation Pulse Lift also supplied nearly 6000 needed units of blood during FY21 mdash propelling CAP into American RedCross National Premier Partner status American Red Cross CEO Gail McGovern called CAP ldquoan incredible partner in respond-ing not only to the urgent need for critical blood productsrdquo but also the need for facilities to host blood drives

Yes CAP accomplished much in support of the COVID-19 response while also meeting the search and rescue emergencyservices and homeland security needs of the Air Force mdash our Total Force partner For the fourth straight year CAP wascredited with helping save over 100 lives using its cellphone forensics software and radar analysis tools In addition ourvolunteers maintained a leading role in aerospace education using national academic standards-based aviationSTEM edu-cation resources and served as outstanding mentors to over 23000 young people participating in CAPrsquos cadet programsdespite the challenges imposed by the pandemic

This annual report also reflects Civil Air Patrolrsquos emphasis on philanthropy which comes from the Board of Governorsrsquosharp focus on the future of our great organization Its effect is reflected in a multipage list of our donors that you will findin this report This list is led by the 2021 Commanderrsquos Circle (on pages 26-27) which lists donors of $1000 or more

The fact that our donor list has grown despite yet another challenging year speaks to the generosity of CAP membersand others who contribute to our important missions Your donations are vital to the growth of CAP and we need you toknow we appreciate your impact

The Civil Air Patrol Foundation continues to experience growth in endowments which are critical to CAPrsquos financialhealth Those gifts are also listed in this report (on pages 40-41) Eleven trustees now serve on the foundation board whichhelps manage these funds in support of the organization and its membership

Finally you will find a summary of Civil Air Patrolrsquos financials in this annual report This statement on pages 16-17 is theculmination of CAPrsquos 14th consecutive unmodified audit

Truly Civil Air Patrol is a solid investment in America and its communities returning $3 in service for every $1 in fundingit receives With $197 million in volunteer hours benefiting the nation in 2021 it is easy to see why CAP is recognized as aforce for good
